Abstract:
Law of the Republic of Indonesia Number 3 of 2002 concerning the National Defense explained that Indonesia's defense was carried out with a universal defense system to deal with every form of military and non-military threats. Geographically, Riau Islands Province is an area directly border to neighboring countries that have potential non-military threats. These non-military threats include illegal activities in the form smuggling of goods, illegal drugs, human trafficking, terrorism and penetration of foreign ideologies as well as cases of actual non-military threats, COVID-19 pandemic. The aims of the research are to analyze the management of human resources and the synergy between local governments and defense elements from the army, navy and air force in the Riau Islands Province as well as analyze the obstacles and the efforts to create in the face of non-military threats. The method of the research is a qualitative method with primary data collecting techniques, interviews, and secondary data in the form of literature studies. The results showed that the local government and elements of defense in the Riau Islands Province in facing non-military threats with ideological, economical, technological and information dimensions, economics, health and safety made programs by managing human resources through the functions of planning, organizing, actuating and controling. While synergy is built in two ways, namely communication through social communication through discussion, dialogue, official letters, mutual cooperation and coordination through communication forums of regional leaders. Constraints faced are geographical conditions, facilities and infrastructure, budget constraints and limited personnel. Efforts to overcome obstacles in creating synergy are increasing the frequency of regional leadership communication forums, optimizing cooperation, transforming defense human resources and increasing joint activities.

Abstract:
The purpose of the work is to develop proposals aimed at improving the personnel controlling model of oil organizations as a tool for managing the processes of personnel turnover. The experience of applying the system of personnel controlling in foreign countries has proven to be an effective system, providing the management with the relevant information base for timely tracking of changes in the indicators of personnel management and productivity indicators. There is theoretically confirmed interrelation between personnel turnover indicators and labor productivity that predetermines the necessity of monitoring of the given indicator in the system of personnel controlling. Meanwhile, the turnover rate itself is influenced by different internal and external factors. The suggested directions of improving the personnel controlling model consist in inclusion of the additional module, which provides the analysis of the statistical reporting; suggested system of the quantitative evaluation of the production personnel quality indicators; analytical procedure of revealing the reasons of the key personnel turnover by means of introduction of the block structure of the turnover factors evaluation of this personnel category, revealed by method of expert evaluation of the oil organization workers, which allows ranking those factors and timely develop the means of its solution. Theoretical and methodological basis of the research are the actual concepts of personnel management and personnel controlling systems study and development. Methods of expert evaluation, mathematical and statistical methods, correlation and regression analysis were used to carry out the task of estimation of the proposed recommendations.

Currently, new and updated tools for controlling personnel as specific methods of personnel management are being used with varying degrees of success. The subject of the research is the essential aspects and content features of management relations that develop during the formation and development of controlling personnel of processing organizations. The purpose of the research is to provide theoretical justification and instrumental support for the processes of personnel controlling based on the use of the advantages of the divergent approach for the full use of the creative component of management decisions. The methodological basis of the research is the methods that reveal the logic of the presentation: General scientific – dialectics (deductive, inductive), system; private scientific – historical, matrix, comparison. The scientific novelty of the research consists in the development of provisions aimed at substantiating the conditions that contribute to the formation of divergent thinking in solving managerial control tasks of the organization with the tools of personnel controlling. In contrast to the existing functional approaches, it is recommended to apply a process-oriented approach to personnel control, which contributes to the implementation of synergy and emergence in the course of displaying the creativity of human capital to ensure the competitiveness of a developing processing organization.

Abstract:
Contemporary human resource management specialists have the status of business partners. This role requires sufficient knowledge of the organisation, necessary for the specialists to contribute to the devel- opment of strategic solutions and cost optimization through, for instance, personal controlling, i.e. con- trolling adapted to handle the HRM function. The personnel controlling concept comes with a variety of tools, one of which is the labour cost budgeting. This interdisciplinary article presents the complex matter of human resource management in the context of personnel controlling. In particular, it provides an in- sight into the nature of personnel controlling and labour costs, and describes how personnel controlling units and HRM units are related to each other. Based on a critical review of the literature (mainly interna- tional), the article integrates the knowledge of personnel cost budgeting and attempts to evaluate its use- fulness for management purposes. Its conclusions can be used as reference by researchers and practition- ers (mainly heads of the personnel function and personnel controlling), as well as by economics students. In the author’s opinion, personnel cost budgeting can be a key tool allowing an organisation to control these costs and consequently improving the effectiveness of organisational management.

The innovative methods of personnel management are gradually being mastered in production organizations. However, personnel control tools are not enough estimated. In some cases, during the implementation and use of personnel controlling techniques, emphasis is placed on its control functions to the detriment of ways to motivate the manifestation of staff creativity. To overcome the contradictions in the perception of personnel management technologies and personnel control, in particular, regarding the theory and practice of introducing the latter in processing organizations, it should be considered as a system of methods and tools that radically change management processes based on the realization of the creative potential of managers. Based on the methodological dialectical installation of the transition of quantity into quality, The possibility of two directions of introducing personnel controlling technology into the structure of a processing organization has been proved: 1) reorientation of managerial processes in the existing personnel management; 2) the creation of a special controlling subsystem. Taking into account the opinions of specialists regarding the development of personnel controlling as an existing structure, a choice has been made in favor of activating process managerial influences in the "bottom-up" direction while changing the structure of the processes themselves in the "top-down" direction and, on this basis, mastering new rules for "employee-employee" relationships worker. The application of the knowledge gained made it possible to justify the feasibility of using reengineering processes for the implementation of this project. The distinctive advantageous features of the proposed form of personnel controlling reengineering are the simultaneous increase in the level of creative staff competencies, simplification of the development of management decisions and optimization of the personnel management structure itself. The implementation of the idea of a process approach logically becomes productive if the economic activity of processing organizations is considered as a system of business processes.

Society is constantly developing and museums must respond to this. Museums’ main tasks include conservation of humanity’s history, which puts high demands on museum staff. The level of care for cultural heritage depends on the quality of staff at the given museums. Thus, HR management can be perceived as a soft museum discipline that can be supplemented with hard management approaches. From here, certain research questions arise, such as: What are the vital factors for HR management in museums, or how can personnel competencies development be continuously improved? The research aim is, therefore, to define for museums the vital factors for personnel competencies development with an emphasis on efficiency improvement. The defined task will be completed using a questionnaire together with a multipoint Likert scale. The research was conducted on a sample of n = 810 museums in EU 27. A personnel competencies model was constructed based on the statistical analysis and using stepwise regression, which points to the importance of auditing and controlling approaches in the management of museums. The outcomes point to a lower than expected impact of the number of employees and the quality of management on the personnel competencies development. The correlation analysis of the variables shows interesting relations that should be used for the development of performance in museums.

The role of control structures in the economic activity of both the state and private enterprises is increasing. The personnel of control, audit and controlling structures perform specific tasks and are an effective tool for managing the personnel system. Therefore, special personal and professional requirements are imposed on them. Specialists must have certain professional knowledge, specific cognitive characteristics and communication qualities. The study of the psychological characteristics of this economic category, its role at the present stage of the evolutionary development of management seems to be significant and important for the development of Russian enterprises. The study of personnel was organized in accordance with the program for studying the intellectual, behavioral, characterological and motivational aspects of the activities of employees of various age cohorts. The article investigates the behavioral and characterological characteristics of employees in difficult situations, reveals the dependence of the level of development of cognitive characteristics and dynamics of characterological traits on the age of employees. The analysis of the effectiveness of employees with personal accentuations is carried out, the most effective ways of motivating and stimulating the personnel of control and audit departments are revealed. A variant of the study of the personal and professional skills of employees implementing audit and controlling functions is proposed. Further work to create a system for assessing the psychological characteristics of the personnel of audit and controlling structures will contribute to the development and effective functioning of the entire enterprise.

Abstract:
The goal of the article was to investigate the problems of personnel security in the government authorities of countries with a transition economy. Personnel security has been considered from the position of a bureaucratic approach, which makes it impossible for government authorities' personnel policy to be effective and the development of professionalism and democracy. Theories of human resource management and management theory have been defined as general concepts of ensuring personnel security. The connection between the quality of government authorities’ regulatory capacities and the efficiency of the government of transition economy has been revealed; the link between controlling corruption and increasing the efficiency of the government of transition economy has been established.

Bienioka, obejmuje trzy podstawowe aspekty analizy, tzn.: aspekt procesowy, ilustrujący przebieg (etapy, elementy, podsystemy) procesu zarządzania zasobami ludzkimi; aspekt funkcjonalny, ukazujący przynajmniej cztery główne funkcje zarządzania, do których należą: planowanie, organizowanie, motywowanie i kontrolowanie; aspekt narzędziowy, uwzględniający takie obszary działań w zarządzaniu zasobami ludzkimi jak: kształtowanie polityki personalnej (kadrowej), controlling personalny, koszty pracy. This study has been triggered by increase of counterfeit goods in the local markets whose origin is outside Kenya. This study sought to establish the competence and suitability of the security function in controlling entry of counterfeit products through the port of Mombasa. Despite the government putting measures to control entry of counterfeits. The existence of counterfeit goods in the market has led to Kenyans not to get value for money on purchase or end up using goods that might have negative health implications. The government has lost revenue by tax evasion or tax underpayments, money that can be used for infrastructure development in our country. This study examined influence of policy on increased control of counterfeit products at the port of Mombasa and how security personnel employ the policies in controlling entry of counterfeits. This study also assessed the knowledge on counterfeits of security personnel at the port of Mombasa and how this contributes to controlling counterfeiting. This study was anchored on two theories namely two factor theory of motivation and Vroom`s expectancy theory of motivation to describe the behavior of security personnel who are involved in controlling entry of counterfeits. This study utilized descriptive research design and the target population was a total of 248 security personnel drawn from different security agencies who are charged directly with detection and control of counterfeits at the port of Mombasa. This study applied probability sampling design by utilizing stratified random sampling techniques as well as purposive sampling to specifically select a sample size of 106 respondents from the study population. A semi structured questionnaire was the major data collection tools of this study. Gathered data was analyzed quantitatively, aided by the Statistical Package for Social Sciences (SPSS) where averages were computed and findings presented using tables and charts. Findings and recommendations are expected to help reduce or completely curb counterfeits in Kenyan markets as well as provide basis for future research. In all, 57% of the respondent indicated that there was a link between the working conditions and the efficiency of the Security personnel. Working conditions, training, policies and deployment levels influences the efficiency of the security personnel to a level of 90.4 percent. The recommendations from the study are: the government and other relevant agencies should be involved in policy making. The oversight bodies, enforcement agencies and other regulatory agencies should work under one body and involve the National Intelligence and the Directorate of Criminal intelligence for surveillance.

Military members often work in challenging environments. Their sleep is degraded by extended operational commitments and the requirement to work in shifts. Exposure to light at circadian inappropriate times may also have a detrimental impact on service members’ sleep, fatigue levels, and mood. This two-week field study assessed whether sleep-related attributes can be improved by limiting exposure to blue light prior to sleep. Participants (N=30) were observed for one week without using blue light blocking glasses followed by a second week when they used blue light blocking glasses for two hours prior to their bedtimes. Sleep was assessed with wristworn actigraphy. Daytime sleepiness decreased (p=0.011), and mood improved (p<0.001) after wearing the glasses. Insomnia symptoms decreased while sleep onset latency and sleep quality improved, although not at statistically significant levels. These findings suggest that controlling exposure to blue light for two hours prior to sleep has a beneficial effect on sleep quality and mood.

When a country is about to engage in war, one very important thing to understand is the characteristic of the war. In peacetime, the armed forces must prepare for wartime. No two wars are identical, because war is produced by The Paradoxical Trinity. Therefore, the big question is: what is the function and role of Adjutant General corps in this increasingly multidimensional war? The recruitment of adjutant general personnel can no longer rely solely on officers and staff and civil servants on the basis of qualifications as drafted in the Conception of the Adjutant General Transformation in order to support the basic tasks and functions of Army. The Adjutant General corps will also need officers and staff who have experience in the war </em><em>a</em><em>nd staff who have comprehensive analysis skill that includes the three elements of war in The Paradoxical Trinity. This means that Adjutant General should have a specialty in accurately analysing personnel’s capabilities. The main advantage of this scheme is allowing higher vigilance to anticipate war. The ability to receive data and then process it will affect the strength of the army as a whole. Upon this conclusion it is recommended to establish a new sub directorate which functions are to collect information on legislation, daily orders; organizing, inspecting, controlling, and mobilizing troops, military punishment, desertions and rotation of troops to then analyse it for the purpose of providing reports and suggestions for personnel/troop deployment, logistics and movements at headquarters and users. The breadth of this function will result in the importance of the improvement of the competence and position of the Directorate of Adjutant General from Brigadier General to Major General.</em></p>

The paper deals with the principles of improving the management of human resources in the quality management system (QMS) of the enterprise, based on the concept of human resources management and process approach in accordance with the requirements of international standards ISO 9000:2015. There is a dual nature of human resources identified, where the staff is considered, on the one hand, as the most important, specific resource determining the competitiveness of the enterprise, and, on the other hand, as an internal consumer of the rewarding mechanism offered to employees for quality work. The procedure to design personnel processes of QMS of the enterprise is considered. The expediency of integrating IDEF0 model and the methodology of functional cost analysis (FCA) into the enterprise’s QMS. There is no formal approach to analysis and assessment of personnel risks in the management of processes. The application of SWOT analysis adapted to the personnel management of the enterprise is justified in order to use it for controlling QMS personnel risks. There are criteria given to apply this approach to ensure the quality of personnel processes in QMS of the enterprise.

Context: A survey was conducted of sexually active male military personnel stationed along major border-crossing zones between the Dominican Republic (DR) and Haiti, taking an applied scientific approach, to better inform prevention programming with military personnel in the region. Design and method: A subsample of 470 sexually active male military personnel was drawn from a stratified systematic sample of military personnel stationed along the three largest border-crossing zones on the western border of the Dominican Republic. Using a verbally administered questionnaire, an examination of how foci of current HIV prevention programming with military personnel correlated with key sexual risk behavioral outcomes was conducted. Results: Mental health factors such as probable alcohol abuse and posttraumatic stress disorder showed consistent associations with sexual risk behaviors. Participants showed a relatively high level of HIV/AIDS-related knowledge, a moderate level of negative attitudes toward condoms, and a moderate level of stigma toward people living with HIV/AIDS. Psychosocial factors, which are typically preventive in nature, were not associated with decreased sexual risk behaviors. Conclusion: Gaps were identified in HIV prevention programming that need to be addressed in this population of sexually active male military personnel. Although knowledge, attitudes, and psychosocial factors are important foci of HIV prevention programming, they were not associated with sexual risk behaviors, particularly after controlling for mental health factors. The authors suggest that prevalent psychiatric disorders in military personnel, such as posttraumatic stress disorder, should be factored in to the development of HIV prevention programs for military personnel.

Annotation. Introduction. Features of the modern world require leaders to make decisions in difficult circumstances like crisis, dynamic environment, pandemic. For managers at all levels, issues of forecasting the development of the situation, timely response to changes, etc. are becoming more acute. Purpose. The implementation of a controlling system cannot solve all the issues because the implementation is not enough. The process of providing and implementing a combination of automated systems, quality information and highly qualified personnel to help companies maintain their market position remains important. Results. The introduction of automated controlling systems significantly improves the quality of management decisions. Determining the prospects of development requires a combination of reliable information from all departments of the enterprise and elimination of shortcomings quickly. Controlling needs special attention: in the "planning" functional area - increasing funds turnover; in the "accounting" functional area -savings to prevent possible losses; in the "analysis" functional area - additional income; in the "control" functional area - to avoid penalties; in the "monitoring" functional area - additional income; in the "integration" and "coordination" functional areas - the cost of released economic resources; in the "consulting" functional area - the cost of reducing the likelihood of negative consequences; in the "information support" functional area – actual information for decision making process. Features of controlling support at the enterprise are: qualified personnel, current issues of enterprise development, the availability of suppliers’ base, access to legislation changes and more. Conclusions. As a result, it is determined that in addition to the system itself, it is necessary to comply with the requirements for each process where controlling is implemented. The results of controlling realization at the enterprise are a reduction in reaction time to changes in the external and internal environment, as well as a reduction of management risk.

BackgroundResearch of military personnel who deployed to the conflicts in Iraq or Afghanistan has suggested that there are differences in mental health outcomes between UK and US military personnel.AimsTo compare the prevalence of post-traumatic stress disorder (PTSD), hazardous alcohol consumption, aggressive behaviour and multiple physical symptoms in US and UK military personnel deployed to Iraq.MethodData were from one US (n= 1560) and one UK (n= 313) study of post-deployment military health of army personnel who had deployed to Iraq during 2007–2008. Analyses were stratified by high- and low-combat exposure.ResultsSignificant differences in combat exposure and sociodemographics were observed between US and UK personnel; controlling for these variables accounted for the difference in prevalence of PTSD, but not in the total symptom level scores. Levels of hazardous alcohol consumption (low-combat exposure: odds ratio (OR) = 0.13, 95% CI 0.07–0.21; high-combat exposure: OR = 0.23, 95% CI 0.14–0.39) and aggression (low-combat exposure: OR = 0.36, 95% CI 0.19–0.68) were significantly lower in US compared with UK personnel. There was no difference in multiple physical symptoms.ConclusionsDifferences in self-reported combat exposures explain most of the differences in reported prevalence of PTSD. Adjusting for self-reported combat exposures and sociodemographics did not explain differences in hazardous alcohol consumption or aggression.

The scientific article presents a theoretical and methodological substantiation of the problem of social control of food supply for military personnel, suggests ways to improve the interaction of military organizations with the structures of the agro-industrial complex. It has been substantiated that the most important indicators of social control are embedded in the self-assessments of servicemen in terms of the following parameters: 1) verification of compliance with the norms, rules and procedures of servicemen’s activities; 2) compliance with the norms, rules and procedures for the provision of military personnel, including food. It is proved that in modern conditions the current system of social control cannot eliminate the manifestation of negative tendencies in the system of relations of a modern military collective. The necessity is substantiated and the directions of improving the food supply system for military personnel are presented: 1) the formation of a comprehensive model of social control of food supply for military units (integration of external, internal, self-controlling substructures of control); 2) strengthening the existing model of supplying an additional component of proactive food support for military personnel, which determines the storage of food stocks and mechanisms for effective interaction with the structures of the agro-industrial complex in conditions of a destabilizing situation, local conflict, and peacekeeping operations.

Dust control in an enclosed mine environment is a fundamental key to personnel safety for boosting personnel productivity and enhancing successful operation, hence the need to design a dust control equipment to meet this crucial requirement. A laboratory-scale local exhaust ventilating system for the control of airborne dust in an enclosed mine environment was designed and fabricated. The design was carried out by considering various design criteria required for a well-ventilated enclosed mine environment. Material selection of the components was done by taking into cognisance the physical characteristics of the targeted dust. The system designed was fabricated and then test-ran with dry dust laden air stream in order to determine its cleaning efficiency with respect to variation in fan speed and dust grain size. It was observed that the cleaning efficiency of the machine was high at a higher fan speed and low grain sizes. The cleaning efficiency ranged from (63.9-44.0)% for dust particle sizes ranging from (62.5-125) to (1000-2000) μm with a mean fan suction of 0.958Pa. Thus, with this system, improved cleaning of dry dust-laden enclosed mine workplace could be achieved with increased rate of suction of smaller particle-sized dust.

Они связаны с решением проблем, возникающих в процессе стратегического, оперативного планирования управления персоналом; отсутствием системного подхода к управлению процессами в организации и чёткой взаимосвязи между планированием и получаемыми результатами; отсутствием или минимальным применением инструментария бюджетирования и контроллинга; специфическим отношением к консультированию, привлечению специалистов извне; некорректным применением сбалансированной системы показателей деятельности предприятии и ключевых показателей эффективности персонала (BSC и KPI); планированием потребности в персонале; сложностями с набором и подбором персонала. Статья носит практикоориентированный характер. In this paper the author analyses the current problems of personnel planning in small businesses and makes recommendations on the formation of a comprehensive system of personnel planning at enterprises and small business organizations. They are associated with the solution of problems that arise in the process of strategic, operational planning of personnel management; the lack of a systematic approach to managing processes in the organization and a clear relationship between planning and the results obtained; with the lack or minimal use of budgeting and controlling tools; specific attitude to consulting, attracting specialists from outside; incorrect application of a balanced system of company performance indicators and key personnel performance indicators (BSC and KPI); planning of personnel needs; difficulties with recruitment and selection of personnel. The article is practice-oriented in nature.
