Мeтoю дoслiджeння випускної кваліфікаційної роботи виступає тeopeтичнe та пpактичнe oбґpунтування формування та реалізація креативного середовища на підприємстві як запорука його успішності (на матеріалах ФОП Білецький). Oб’єктoм дoслiджeння oбpанo формування та реалізація креативного середовища на підприємстві як запорука його успішності (на матеріалах ФОП Білецький). Пpeдмeтом дoслiджeння є реалізація креативного середовища на підприємстві. Методи дослідження. У роботі використано загальнонаукові та прикладні методи досліджень: узагальнення та семантичного аналізу – для вивчення теоретичних аспектів креативності в управлінні підприємством; методи класифікації та систематизації – для дослідження форм і методів формування креативного середовища на підприємстві; статистичного й економічного аналізу – для аналізу результатів діяльності та кадрового складу підприємства; соціологічного дослідження (анкетування, інтерв'ю) – для аналiзу eфeктивнoстi впpoваджeних захoдiв щoдo фopмування систeми упpавління підприємством; графічний – для наочного зображення динаміки відповідних показників і схематичного представлення теоретичного матеріалу. Наукова новизна. Наукова новизна одержаних результатів полягає у комплексному дослідженні системи формування та реалізація креативного середовища на підприємстві ФОП Білецький. До найбільш вагомих результатів дослідження, які мають наукову новизну та практичну цінність належать такі: - розроблена HR-стpатeгiя poзвитку пiдпpиємства ФОП Білецький; - запропоновані шляхи удoскoналeння формування креативного середовища на ФОП Білецький; - розраховано очікуваний ефект від впровадження конкретних заходів по удoскoналeнню систeми формування креативного середовища. Практична значущість. Висновки та рекомендації випускної кваліфікаційної роботи доведені до рівня конкретних заходів, які можуть бути використані у практичній діяльності ФОП Білецький.
The purpose of the study of the final qualification work is the theoretical and practical justification of the formation and realization of the creative environment at the enterprise as a pledge of its success (on the materials of the Private Entrepreneur Biletskyi). The object of the research was the formation and realization of the creative environment at the enterprise as a pledge of its success (on the materials of the Private Entrepreneur Biletskyi). The subject of research is the implementation of a creative environment in the enterprise. Research methods. The general and applied research methods are used in the work: generalization and semantic analysis - to study the theoretical aspects of creativity in enterprise management; methods of classification and systematization - for the study of forms and methods of formation of creative environment in the enterprise; statistical and economic analysis - to analyze the results of activity and personnel of the enterprise; sociological research (questionnaire, interview) - to analyze the effectiveness of the implemented measures for the formation of the enterprise management system; graphic - to illustrate the dynamics of relevant indicators and schematic representation of theoretical material. Scientific novelty. The scientific novelty of the obtained results is a comprehensive study of the system of formation and realization of the creative environment at the enterprise Beletsky FOP. The most significant results of the research that are of scientific novelty and practical value include the following: - HR-strategy of development of the enterprise of the Beletsky FOP was developed; - ways to improve the formation of the creative environment at the Beletsky FOP; - the expected effect from the implementation of specific measures to improve the system of forming the creative environment. Practical importance. The conclusions and recommendations of the final qualification work have been brought to the level of specific measures that can be used in the practical work of the FF Biletsky.

Abstract:
Radio Frequency Identification (RFID) technology has been widely adopted by different industries for various purposes. While implementing a RFID system for personnel tracking in an industrial environment, such as a hospital, the tracking accuracy is not always satisfactory due to incorrect placement of RFID hardware, coarse system configuration or environment. This thesis proposes comprehensive optimization methods for improving the tracking accuracy of a RFID system for personnel tracking. The improvement is achieved from four perspectives including RFID data cleaning, experimental design, data fusion and simulation modeling. This research is based on a case study carried out in a local community hospital where a RFID system for personnel tracking has been implemented. Through applying the optimization methods, the tracking accuracy of the RFID system has been improved to 87.33%. The thesis provides a guideline for the hospital and other similar application environment to implement improvement methods on a RFID tracking system.

This thesis suggests on the development process of a new layout design and visual management tools to improve the efficiency of a production line in a medical device company. Lean production philosophy and common lean techniques were adopted as a guideline in this project. A new layout design was proposed to utilize less manufacturing space while maintaining or improving the current production rate. A thorough study of the current system was conducted and preliminary analysis on the current system efficiency was evaluated. Design concepts were generated based on major reduction opportunities, namely removal of non-production areas on the floor, a point of use inventory system, consolidation of equipment and benches, new bench configuration. The final layout design reduced 479 ft 2 from the original layout with the same production rate. Visual management tools were developed after identifying key performance indicators for the production line. The visual management tools presented important data in a comprehensive way, facilitated communication among the production team and management team and empowered production associates in making continuous improvement on the floor. The main purpose of this project is to develop new functionalities for the Solicitation Management System (SMS) to support the Office of Technology Transfer and Commercialization (OTTC), California State University San Bernardino (CSUSB) and the Center for the Commercialization of Advanced Technology (CCAT), San Diego State University (SDSU) for the 2008 solicitation, which opened on 28 Jan 2008. SMS is a system built to facilitate the processing of grant proposal solicitations. The SMS was first built in 2004 and was primarily used by the OTTC, CSUSB for its solicitation activities. The new version of the SMS is more user friendly, so that it is easier for users to use and comprehend. The purpose of this software is to aid the processing of a solicitation for organizations that conduct solicitations for grant proposals.

Deciding on which reliability & performance improvement projects to launch or to reject has historically been an extremely challenging responsibility of Teradyne management. Incorrect decisions can lead to major customer dissatisfaction, which may subsequently lead to loss of market share. Teradyne Engineering and Marketing team have been trying to develop a tool that would assist in their reliability improvement project decision making. The challenge is the dynamic aspects of the reliability improvement projects. Like most engineering projects, reliability improvement projects have variables such as internal workforce, productivity, skill sets, customer expectations and many others that are in constant motion. These variables make the assessment of reliability projects extremely difficult in a static framework. This research will incorporate these key variables into a dynamic framework to help assess individual reliability improvement projects.

Abstract:
Continuous Quality Improvement (CQI) is a set of constructs, principles, and tools aimed at continually improving organizational processes. While thousands of organizations worldwide have adopted CQI, there are still many gaps in our knowledge of how to get the most out of CQI efforts. This paper addresses several of these gaps, including the limitations of existing CQI theory and the inconsistencies regarding the implementation of CQI at team and departmental levels. After discussing the basic principles of CQI, a framework for understanding and utilizing CQI is offered. Then, the results of 102 interviews, conducted with team leaders and department heads in a large hospital in the Southwestern United States, are presented. These results suggest that CQI team effectiveness is most influenced by goal specificity, team composition, and team leader training in statistical process control (SPC). Other factors, including team leader attitude toward CQI and team CQI skills, were also related to CQI team effectiveness. Departmental results were less clear. Only department head attitude toward CQI was significantly correlated with departmental CQI implementation. Potential meanings and implications of these findings are discussed, suggestions for implementing CQI in teams and departments are offered, and directions for future research are provided.

In response to recent significant improvements in soviet Submarine Technologies the Navy developed the Weapon System Improvement Program for the S- 3A Viking. This program is an example of the dynamic nature of the environment within which the program manager operates. It provides the program manager with little control over certain events and the effects they have on their programs. An effective program manager will realize these limitations exist and attempt to strategically and flexibly manage the resources available to him as effectively and efficiently as hisher political environment will allow. However, this sometime happens at the expense of contractor inefficiencies and at a higher cost to the Government. In the DODDON world of scarce resources a thorough analysis of the competitive environment may provide useful insight into the S-3 Program Office and their efforts to complete the S-3 WSIP.

The shortfalls of traditional measures of manufacturing performance are well documented and the drive to become World Class has led many industrialists and academics to explore alternative methods of performance measurement. Empirical research in the areas of management accounting practice, strategy formulation and goal congruence has established some key cornerstones. There remains, however, a shortage of research into the behavioural consequences of performance measures and the potential for exploiting this link in the pursuit of continuous improvement activities. This research uses the production facility of Dunlop Cox Ltd. as a case study in which an analysis of the existing performance measurement system and its behavioural consequences provides the basis for the introduction of a Cell Generated Performance Measurement System which drives kaizen and can be compared directly with the existing, imposed, system.

Abstract A fundamental problem in the software engineering community is how to achieve a state of continuous improvement. Over the last ten years a number of studies have been made concerning various tools, methods and software process improvement project life-cycle models, but the problem persists and in many cases the software process improvement program dies off within a year. This thesis takes the assumption that the answer cannot be reduced to a single tool or method, as there are no silver bullets to complex problems. Instead the entire Software Process Engineering system should be studied to find out what elements are necessary for sustaining improvement activity on a long-term basis. Through understanding the fundamental elements of a Software Process Engineering system, the organization can manage and improve the system, tune it up to the environment and make it efficient and effective. When the system is operational, the software process improvement program, which is a part of the system, can be sustained. This research studies a case in which the Software Process Engineering system of a large, multi-site telecommunications company was successfully revised to meet the increasing improvement challenges. The revised system has proven to be capable of sustaining continuous improvement and case is used here to derive architectural design models of a Software Process Engineering system. Two such models are established here. One is a system model that is independent of implementation and identifies the main elements of a Software Process Engineering system. With the help of this model, those responsible for process improvement in their organizations can design, evaluate, and revise complete Software Process Engineering systems. The other model is a design of a multi-site Software Process Engineering organization, and identifies not only the operative part of the organization but also the key non-operative elements that a Software Process Engineering system needs to work with. With the help of this model a multi-site organization can set up the operative Software Process Engineering organization and plan for strategies for managing the cooperation with the interfacing entities up front, rather than ending up managing such contacts on a reactive fashion.

The 2004 National Defense Authorization Act (Public Law 10-136, November 24, 2003) gives the Department of Defense (DoD) authority to establish the National Security Personnel System (NSPS). This system will mark the most significant reform to civilian personnel management in 25 years. The DoD expects to implement the NSPS in a phased approach extending over two years, and is giving consideration to the Department of the Navy being the lead service. The NSPS will be built on best practices and lessons learned from nine DoD pilot programs that have been conducted in eight laboratories and one Pentagon acquisition organization. The NSPS is being designed to simplify an overwhelming job classification system, refocus performance appraisals, and link pay and retention to employee performance. Such a dramatic change to a system that has endured for so many years is bound to pose tremendous challenges to the DoD. This thesis will explore the challenges associated with pay-for-performance and provide a series of considerations that should be addressed during the implementation process. The thesis begins by discussing the history of the civil service system and its evolution toward a pay-for-performance system, then focuses on the results of three DoD pilot programs that implemented pay-for-performance in the last 25 years. It continues by exploring the present need for civil service reform, discusses the Department's expectations for the new NSPS, and offers some insights into the preliminary implementation plan. The thesis concludes by presenting research on public sector pay-for-performance systems and makes a series of recommendations which the DoD may want to consider in the course of developing and implementing the new pay-for-performance system.

The volume of this waste stream is the fastest growing waste stream globally and has begun to impact the developing world disproportionately as these regions are often at the receiving end of an endless stream of hazardous waste components. The industries that handle electronic waste must be thought of as a System of Systems or ecosystem if real improvement is to be made. The ecosystem can be decomposed into three major systems: collection, which collects electronic waste from consumers and introduces it to the recycling process; pre-processing, which turns electronic waste into discrete material streams for ultimate recycling; and end-processing, which turns individual material streams into raw materials with market value. Improving the overall recycling ecosystem is a critical component of making global industrialization sustainable. This improvement must address both the individual challenges facing each component system in the ecosystem as well as the broader challenges that span the whole ecosystem. The three component systems of the ecosystem face economic, social, environmental, and technological challenges. As a result, the available solution space is broad and varied. However, from an ecosystem perspective, the greatest challenges exist at system interfaces and the greatest opportunity exists in improving these interfaces. In so doing, improved communication between systems and stakeholders will drive the overall improvement of the ecosystem. This communication should generate a uniform set of requirements for how the system should operate. In turn, measuring success in the ecosystem and meeting the requirements requires alignment of goals for each system with those of the broader ecosystem. Finally, a fourth member of the ecosystem-the device manufacturers-must play a crucial role in facilitating this interface management; in this sense, manufacturers have the opportunity to become the de facto architects of this evolving system. As architects, manufacturers could exert more power to realize the changes required while also guiding the ecosystem to more sustainable ground.

The key to this is an innovative organization of Human Recourse Management System (HRMS). Accordingly, the task of the study is to analyze the typical HRMS structures of Ukrainian enterprises in comparison with the global ones in order to form an innovative HRMS development strategy and, on this basis, to increase IS of stuff. The goal of this study is to compare the levels of HRMS development in advanced global companies and Ukrainian enterprises in the field of industrial automation. As part of this study, methodological, statistical analysis method of technical and economic characteristics of Ukrainian and world leaders of enterprises in the field of industrial automation are used. The research methodology consists in processing and disclosing theoretical and methodical units and practical recommendations, which requires the use of innovative personnel using personal industrial enterprises engaged in industrial automation. The HRMS has an impact on personnel, and personnel has an impact on HRMS, without enhancing the personnel IS HRMS will not give positive results from the introduction of innovative innovations in the innovative activities of the IS personnel.

Filiz Gida was established by Dogus Holding in Bolu, and currently employs 284 individuals. Filiz Gida is dedicated to fair and respectful treatment of all workers, offering voluntary benefits in housing programs, health care, education for worker's children, and professional child care services. The importance of quality in production at Filiz Gida is reflected by its receipt of ISO 9002 certification in 1994. In 2003 the Barilla Group, which is one of the giants in the pasta business, acquired Filiz Gida due to financial interests that have not been well documented by public media.

The service concepts found in Service-Oriented Architecture (SOA) have been used in software design for many years, with ever-improving tools and a growing understanding of where and how SOA should be applied. Applications built utilizing SOA concepts promote principles such as modularity, distribution, encapsulation and clear interfaces, all core concepts of object-oriented and component-based software development. Despite the clear design advantages of the service concept, most SOA implementations have failed to address many of the issues facing corporations today, including the need for corporate agility, the gap between IT and business, IT project failures and shortcomings in the measurement of business performance.This paper explores the complementary nature of SOA and the core principles of business process management. When combined, these methodologies can help an organization shift to thinking about business processes, map processes to business goals and expose processes as services within the SOA framework. This strategy, when coupled with the abstraction of business flows and rules away from individual applications and infrastructure, has the capability to make the organization more agile, closely aligns IT and the business and enables business performance to be measured and improved. The potential externalization of these business processes can help the organization focus on the needs of customers and partners and promotes the benefits of a virtual organization.

United States health care costs are rising and demand is increasing as the population ages. An already overburdened system is being squeezed more each year. Process improvements are urgently needed, and some health care professionals are looking to lean production principles for answers. Past lean health care initiatives have resulted in islands of success with limited overall impact. A lean enterprise approach that delivers value to all stakeholders and challenges current operational models can result in efficiency improvements and cost reduction while delivering a high quality of care. This study examines a single primary care practice. It is shown that an enterprise level perspective assisted health care professionals in evaluating the goals and metrics that influence their behavior. The practice was analyzed through first hand observations and data collection over a four month period. Physicians and staff were shadowed throughout their daily activities to identify waste and evaluate the impact of lean improvements. This data was supplemented with information captured via work sampling, analysis of monthly reports and metrics, and interviews and meetings with key stakeholders. It was determined that the physician productivity goal was driving dysfunctional behavior, resulting in a deteriorating work-life balance throughout the practice. The potential of this behavior to negatively impact patient satisfaction and quality care delivery also created a reason to change. Lean improvement efforts to address these issues resulted in a redesign of the patient visit schedule to allow more adequate time to address patient care, while also reducing the demand on the overworked physicians and staff. Success with the process led to the realization that medical professionals employ an approach to patient care that emulates lean enterprise principles.
(cont.) Diagnosing a patient complaint is analogous to investigating the cause and effect associated with wasteful processes. This characteristic of the industry, along with the short cycle times of patient care relative to lengthy processes in other industries, suggests the strong potential of health care to achieve swift improvements based on rapid experimentation, thus offering a possible proving ground for new lean enterprise approaches.

This thesis introduces AD-OPM BPI, which is a new method of conducting business process improvement using both Axiomatic Design and Object-Process Methodology. The premise underlying the method is that modern process improvement techniques boast large efficiency gains, but fail to address the broader process system. Through first using Axiomatic Design to map and optimize the process system, broader-inefficiencies will be addressed before they constrain individual processes. Then Object-Process Methodology is conducted for process-specific optimization by utilizing modern system architecture layering principles to identify nonvalue-adding entities and improve them through deletion or simplification. A case study at a large aerospace manufacturing company demonstrates the method in practical application. Results suggest that application is better suited to new or small-scale systems due to the challenge of applying Axiomatic Design to pre-existing large scale systems. Despite this limitation, Object-Process Methodology remains a viable option for business process improvement, whether or not it is coupled with Axiomatic Design in AD-OPM BPI.

System dynamics is a powerful management planning tool for process improvement programs. Industry experience has contributed to a model that allows decision makers to simulate their actions and the resulting system response before committing to the actual policies. The resulting understanding of fundamental system behavior and interactions allows more productive and effective decision making and process improvement. Application of such a tool for U.S. Navy major acquisition programs (e.g., ships and submarines) would be invaluable in terms of cost savings, cost avoidance, schedule reductions and overall efficiency improvement. This effort conducts a review of the Science and Technology (S&T) portion of current Navy acquisition policies as a case study. The feasibility of applying the Navy system behavior to the existing MIT System Dynamics Group Simulation for Continuous Improvement Programs (SCIP) "management flight simulator" and model will be presented. This work will contribute to the ongoing efforts of MIT system dynamics research as well as the Navy acquisition reform initiatives.

By literature review and interview, the study will examine the relevant theories of performance management, regulations concerned, and administrative practices to clearly identify the problems and solutions for performance management, performance appraisal, and compensation systems. The main contents of the study are as follows:We firstly define the meaning and contents of performance management system.then we''ll further review and analyze the present status of performance appraisal system and compensation practices from the perspective of human resource management. The performance management systems employed by the government of the United States, the United Kingdom, Singapore, and those applied in Taiwan’s private enterprises will also reviewed. We’ll conclude with identification of the policy implication of performance management system, proposals for the amendment of regulations in view of defects in existing performance appraisal and compensation practices. Suggestions for performance management practices successfully implemented in other countries or private enterprises are finally raised for the government eagerly pursuing the advantages of administrative reform.

When the developed industries or the aged business organizations face the fast change of the market competition day by day, they just pay attention to the product quality and service quality that satisfy customers. But besides that, the manager should build up the new life and the concept of the new turning-point control, and guide the enterprise to transform the quality into the organization learning as the core management model. Managers popularize the concept of organization learning to executive and business flow in the enterprise, and effectively develop the advantages of the competition. Through the staff’s continuous learning and their ability to innovate, the industries can deal with the change of the environment. This thesis applied the Action Research method to participate in a quality improving and related decision-making process in Taiwan Tobacco and Liquor Company. In practice, we were involved in the entire research process, and continue to reflect the concept that completing the quality control and the quality investigation may improve the quality. Next, we found out this company’s problem in quality lies mainly in the personnel's point of view. Therefore, we applied the revised theory to inspire the stuff to learn continually and to adapt to the environment. On the other hand, in the development of the organization, we interacted with the managers and the staff participated in this project, and understood their problems by the In-depth Interview. We then discovered the organization had the inertia trap. The original mental pattern of the members hindered their learning. We used both the toleration mechanism and control mechanism to decrease or remove the organization inertia trap. These two different methods helped to create the interactive learning environment where the staff could share the cognition, and the mental and behavior pattern with one another, and also to motivate them to learn and innovate spontaneously.

The application of Liquid Crystal Display (LCD) is growing rapidly that makes business in its related components very competitive. Among the key components of LCD is backlight module which has low entrance barrier. However, this component contributes a high percentage of LCD total cost that forces many companies investing in backlight module manufacturing. So, to strengthen the company competitiveness becomes a very important and pressing task. This research combines an existing ISO 9001 quality management system with a newly established ISO 14001 environment management system. In this research, Dell manufacturing process improvement model based on basic rules in ISO 14001: including energy saving, waste reduction and continual improvement, is implemented to improve manufacturing process. Consequently, the key manufacturing process, which is light guide plate manufacturing process, is identified using p-chart. Then, FMEA and Taguchi method are employed to improve this process. Orthogonal array L18 is utilized to investigate three controllable process factors; involving scraper pressure, scraper speed, and ink concentration. Finally, optimal factor levels are decided by those maximizing signal-to-Noise (S/N) ratios. In conclusions, adopting optimal factor levels for light guide plate manufacturing process improves significantly process capability, enhances quality level, and maintains process stability.
