Abstract:
Purpose This paper aims to model the efficiency of labour offices belonging to the public employment services (PESs) in Spain using a stochastic matching frontier approach. Design/methodology/approach With this aim in mind, the authors apply a random parameter model approach to control for observed and unobserved heterogeneity. Findings Results indicate that when the information criteria of the estimates are analysed, it improves by controlling both, observed and unobserved heterogeneity in the inefficiency term. Also, results suggest that counsellors improve the productivity of labour offices and that the share of unemployed skilled persons, unemployed persons aged 44 or younger, as well as the share of unemployed persons in the construction sector, all affect the technical efficiency of PESs offices. Originality/value The model extends the previous specifications in the matching literature that capture only observed heterogeneity. Moreover, as far as the authors know, it is the first paper that estimates a matching frontier for the Spanish case. Finally, the database they use is at the office level and includes the work carried out by counsellors, which is a novelty in the analysis of this type of studies at the Spanish level.

Abstract:
Abstract Objective The aim of the study was to find out whether allergen and endotoxin concentrations in offices differ from those measured at the homes of employees, and identify the parameters that influence exposure. Methods Electrostatic dust collectors (EDCs) were placed in five office buildings (68 rooms, 436 EDCs), as well as the homes of the office workers (145 rooms, 405 EDCs) for 14 days, four times a year. In addition, surface samples were collected from the offices four times a year by vacuuming the carpeted floors. Domestic mite (DM), and the major cat and dog allergens (Fel d 1 and Can f 1) were quantified in all samples using fluorescence enzyme immunoassays. Endotoxin was measured in the EDC samples, using the Limulus amoebocyte lysate assay. The allergen and endotoxin concentrations were log transformed and analysed with multilevel models. Results Endotoxin concentrations were significantly higher in personal homes compared to levels measured in the offices, and depended on the number of persons living in each household, as well as the presence of a dog. DM allergens were significantly higher in households than in offices, and were significantly higher in bedrooms compared to living rooms. Offices occupied by cat owners had significantly higher Fel d 1 concentrations than offices or homes without. Additionally, Can f 1 concentrations were significantly higher in offices occupied by dog owners compared to those without. Conclusions Pet owners appear to transfer cat and dog allergens to their offices. Therefore, in case of allergy complaints at the office, employers and physicians might consider possible contamination by cat and dog allergens.

Abstract:
The purpose of this paper is the assessment of relative intensity of exit from registered unemployment by means of the analysis of recurrent survival episodes and the comparison of these results with the results obtained for an individual episode. The stratified Cox model with interactions was used. Statistical data collected by labour offices indicate that a large fraction of the unemployed persons is registered multiple times. However, many of them resign from the mediation of labour offices and are subsequently removed from the register. In the article, the intensities of de‑registration due to various causes for men and women were compared. The study data came from the database of personal details of people registered by the Poviat Labour Office in Szczecin in 2013. The observation covered the records of their registration until the end of 2014. Gender of the unemployed persons influenced the intensity of de‑registrations in the first episodes, partially in the second and third ones, due to various causes, such as finding a job or removal from the register, whereas it did not influence the intensity of de‑registrations in the fourth and subsequent episodes. As for the other causes in the subsequent episodes, the differences were also not statistically significant. The proposed analysis may be important for implementing a good policy in the labour market. The identification of persons that resign from the mediation of the labour office is as interesting as the identification of these persons who find a job.

Abstract:
This study aims to investigate the effects of problems and difficulties faced by special working women at offices in Islamabad, Pakistan. For this purpose four institutions from the Ministry of Social welfare were selected for carrying out the present study. Eight special working women were employees in these four selected institutions, all of them were interviewed. A case study method was used to highlight the issue. During literature review it was found that till this time no special policy is formulated for special working women by the Government of Pakistan. The results of the study showed that special working women faced somewhat attitudinal problems in offices. Their suggestions are not valued by the high-ups during meetings at offices. Government buildings are not constructed according to their disabilities. Homes are neither constructed by the concerned ministry according to special persons needs and nor near to offices. Key words: special working women, disabilities, problems, office.

Abstract:
The presented research work is aimed at investigation of the influence of indoor environmental conditions on employees in office buildings. Monitoring of carbon dioxide, temperature, relative humidity and pulse, as well as subjective evaluation, was carried out in three office rooms where air conditioning systems ensured the required amount of fresh air. Investigation showed that in two offices (A and B), the amount of fresh air did not comply with EN 15251:2017. The concentration of CO2 in office A was above 1000 ppm for 72% of the total length of stay. Respondents confirmed fatigue and headaches. In offices A and B, where CO2 concentration was around 1000 ppm, people with a weight of up to 70 kg experienced a significant increase in air temperature as well as odor. Persons with weight higher than 75 kg experienced a slight decrease in air quality. In office C, where CO2 concentration was around 800 ppm, respondents reported a slight decrease in air quality. According to pulse monitoring, it can be stated that in an office where there is an insufficient supply of fresh air, the pulse of a person falls or only slightly rises. A decrease in pulses may indicate the attenuation or stunning of people caused by poor air quality.

Abstract:
On the basis of theoretical and legal analysis, the types of restrictions on constitutional rights established in connection with the replacement of public offices of a subject of the Russian Federation were determined, and the existing problems and contradictions in this area were indicated. It is shown that the current legislation does not separate the restrictions of constitutional rights in the sense of part 3 of article 55 of the Constitution of the Russian Federation and the immanent limits of the rights of citizens who hold public office in a subject of the Russian Federation. The paper also draws attention to the gap in Russian legislation in terms of disciplinary liability of persons holding public positions in the Russian Federation for violations of anti-corruption requirements. The article substantiates the need for regulatory consolidation at the Federal level of other types of disciplinary responsibility, in addition to dismissal due to loss of trust. In addition, regional laws that establish the basis for the legal status of persons who hold public positions in various authorities of the Russian Federation should include rules that oblige authorized persons to take decisions on the application of disciplinary measures in established cases.

Abstract:
Numerous researches indicate that the situation of men and women on the labour market varies. In order to equalise opportunities, labour offices offer various forms of activisation to the unemployed. However, it was observed that besides deregistering people taking up employment, removal of persons, who did not accept offered position, from the register was a common reason. The aim of the research is to assess the influence of gender of the unemployed persons on the intensity of deregistration due to taking up employment, cancelling or other causes. These reasons constitute various types of competing events. In order to assess the probability of deregistration, the Kaplan-Meier estimator was used and to determine the intensity of deregistration for a specific reason — the Lunn-McNeil model. In the research individual data of persons registered in the Powiat Labour Office in Szczecin in the years 2013 and 2014 were used. The results of the research show that intensity of finding a job was higher for women than for men. Women were also more rarely cancelled from the registry. In the case of other reasons, differences in the intensity of deregistration in terms of sex were not statistically significant.

Abstract:
Abstract The modern method of dating events by reference to an independent time‐line came into use slowly, recently and partially. The predominant chronological device in the ancient and medieval worlds was dating by the year of an office, such as a king's reign. The Roman and medieval calendars had much in common, including the annual commemorations of religious, civil and family events. The Jewish idea of jubilee lies behind the growth of centennial and similar celebrations. Personal memory has difficulty with intervals of time and the sequence of happenings, and even today individuals often resort to the ancient dating mechanisms of relative chronology, centred on persons and offices.

Abstract The subject of the article is the assessment of the legal situation of employees with whom an employment relationship has been established on the basis of appointment in selected local government units. In particular, the considerations apply to people employed in council offices (poviat starosty), marshals’ offices and local government cultural institutions. The legal situation of the above-mentioned persons is shaped by specific and common provisions. According to the author of the article, the tendency of the legislator not to take into account the code -based employment relationship model when creating a special regulation is more and more clearly visible.

Full text
Abstract:
While eschatology provides the abiding horizon of Jürgen Moltmann's theology, the centre of his thinking, which conditions the contours of that horizon, is christology. In Part One, this thesis provides an analysis of the methodological considerations which shape Moltmann's christology. It demonstrates how Moltmann's elected hermeneutic strategy of interpreting Jesus within the horizon of promise enables his christology to determine the eschatological structure of his theology. Part Two then examines the actual product of this method. It analyses the succession of christologically determined models of the relationship between eschatology and history that can be found in moving from Theology of Hope to The Coming of God. Both the conceptual development of one idea from another, as well as the chronological development of ideas over time, are thus examined. In this thesis, however, analysis also serves the purpose of theological construction. Where Moltmann's proposals are seen to run into difficulty suggestions are made for how the tensions observed may be resolved in accordance with Moltmann's own root theological assumptions. The fundamental problem of Moltmann's eschatology is perceived to be the lack of an explicit account of how eschatological transcendence is related to historical becoming. In Part One this leads to the provision of a model of the inter-relationship of Jesus' universal (eschatological) significance and his particular relevance for the multifarious situations of the present creation. In Part Two this same problem leads to the construction of a christological model in which Jesus becomes in time who he is in adventus (the transcendent future). Achieving this comprehensively necessitates the provision of an account of the distinction and unity of the divinity and humanity of the one person of Christ. Only so does it prove possible to distinguish appropriately between what the one future of the new creation will mean for God and creation respectively. The thesis concludes by demonstrating the breadth of applicability of the christological insights developed by utilising them to address the question of the relationship between the economic and immanent Trinity.

Abstract:
This study is the result of exploratory research on the daily lives and experiences of private security officers working in Hong Kong housing estates. As the first qualitative investigation of its kind, it examined two case studies of separate estates through the lens of Nodal Governance, which involved interviews with security practitioners and end-users, work practice observations, and documentary analysis. Security officers were found to ‘wear many hats’. Apart from crime prevention, the core roles and functions of private security in these estates are to enforce property owners’ orders and maintain the residents’ quality of life. These ‘hats’ were underpinned by the operational characteristics of property management businesses, especially that of security provision structures. The study found that security officers needed to improvise strategies that stopped short of exercising their legal powers, but dealt with suspects and rule breakers nonetheless. In this way, these officers and security companies provided a resident-orientated service style of private policing, with a focus on neighbourhood safety and harmony. The private security industry in Hong Kong is regulated by a ‘hybrid regulation mechanism’, with a unique mix of public and private actors, and closer inspection suggested that government ordinance initiatives on building management and security services have unintentionally shifted policing responsibility from the state to its citizens, which did much to address residential security inequity indirectly. These findings contribute to a variation on the theme of nodal governance in two ways: ordinances implicitly delegating security provision to citizens paradoxically centralised governance as an unintended consequence; and the genealogy of policing institutions in Hong Kong test the hidden assumptions in western norms of governance. Elsewhere, the study shed light on private security industry regulation, shifting policing responsibilities, security inequity, ad hoc strategizing by actors with limited powers, and high-rise housing security for future reference and further research.

The police profession is an activity that takes place in special conditions and is associated with high stress, risk and responsibility. This profession is very difficult and dangerous to health (both physical and mental) and even life. Therefore, personal and professional crises, the passage of which is characteristic of any person, in police officers may become particularly acute and maladaptive. The level of responsibility of a police officer should always be at the highest level, which can also lead to rapid professional burnout, chronic stress. If you combine this with the presence of a crisis, you can face an employee who is desperate in himself and his profession, does not know what to do and where to move next. All this makes it impossible to feel job satisfaction, professional well-being, which in turn reduces efficiency and professional reliability. However, it is obvious that the professional activity of a police officer is a guarantee of the safety of citizens and himself. All this points to the need to create effective measures to maintain the vitality of police officers, maintain their health and psychological well-being.

Abstract:

Abstract:
AbstractThe primary objective of our research was to produce a list, as complete as possible, of validated Polish supercentenarians, that is, persons for whom there is satisfactory evidence that they attained age 110. Surprisingly, considering Poland’s tumultuous history, a great many of the registration records of events occurring long ago have survived. The research, begun in 2012, was done in state archives, church archives, county offices, and libraries, and we report the methodology and results here. Research was also done to obtain a list of the many more persons for whom there is satisfactory evidence that they attained age 105, but that research is not near completion.Although according to official statistics there were 69 deaths of supercentenarians in Poland between 2004 and 2016, we could only validate 14 supercentenarian deaths – all females – ever occurring in Poland. In contrast, there are 25 validated supercentenarians who were born in Poland and last resided elsewhere. We also present official detailed statistics on the number of persons, living and deceased, who attained age 100, by single year of age, and estimate the mortality of persons who attained age 105, based on these data, for the portion of Poland with better-quality information, and compare it to the German experience. Of course, because these official data have not been validated, any inferences drawn from them are not conclusive.

Abstract:
AbstractDuring the life of Ana Vela Rubio (AVR), Spain underwent major social and demographic mutations and became a country with one of the highest life expectancies in the world. AVR’s case is of particular interest because of her extreme longevity. Before her death on 15 December 2017, she was the oldest living person in Europe and the third oldest living person in the world. For this reason, the work undertaken to verify AVR’s age followed not only the protocol established by the International Database on Longevity, completed by the authors in May 2017, but also a more in-depth verification based on different sources encompassing civil registry offices, parish registries and witness accounts by relatives and other persons in close contact with AVR. An atypical family structure hindered the research process, but the diversity of data sources, together with the interviews conducted during visits to the villages and cities where AVR lived during the three main stages in her life, made it possible to achieve our dual goal: to reconstruct AVR’s life trajectory across different Spanish regions and verify her age through a demographic investigation.

Abstract:
Sustainable architecture is important to minimize negative impact of building. In this paper we concentrate on the problem from people with disability point of view. For them one of must important factors of sustainable architecture in public space is the problem connected with architectural barriers. In presented paper we conducted an analysis of hidden factors of architectural barriers on example of municipal office in Sosnowiec in southern part of Poland. During the research we analyzed the needs of persons with disabilities (perceived quality) and their assessment in terms of the level of quality of services provided by the municipal offices. We analyzed twenty fourth variables connected with architectural barriers in the municipal office and its neighborhood. We analyzed following variables: office location (easy to reach), a sufficient number of parking spaces, Z3 - parking spaces for the disabled near the entrance of the office, a clear marking of parking spaces for the disabled, watch for unauthorized persons occupying seats for the disabled, facilities for disabled people in the office, elevators for disabled guests, toilets suitable for disabled guests, handrails of the stairs, a system of ramps and ramps for the disabled, the doors have a width that allows entry wheelchair, anti-slip floor, equal level thresholds and floors, pavement and curbs around the office adapted for the disabled, website provides information for people with disabilities, website readable for people with visual disabilities, officials are turning to people with hearing difficulties by means of a suitable device, officials are talking with a person of hearing in a separate room, the office's employee who knew sign language, officials can serve the customers with guide dog, the office is equipped with a special frame to allow signing a document, the visually handicapped person allows the presence of a trusted person who acquainted her with the content of signed documents, the city council does not contain architectural barriers hindering the movement of physically disabled person, an overall assessment of architectural barriers at the office. Next we conducted factor analysis to identify main hidden factors of architectural barriers.

Abstract:
The paper concentrate on problems connected with problems of peoples with disability. The main aims of the paper is to measure the level of quality of service in the case of architectural barriers in municipal offices by peoples in disability. We made following hypothesis: the types of disability significantly affects the perception of quality of services in municipal office regarding architectural barrier. The problem of satisfaction of people with disability in the case of architectural barriers in municipal office in Sosnowiec was analyzed from type of disability point of view. We distinguished five main types of disability in the paper: sensory impairment – a lack, damage or disorder of sensory analysers’ function (this category includes the blind, the visually impaired, the deaf, hard of hearing persons and people with visual and auditory perception disorders); intellectual impairment – mental retardation; social functioning impairment – disorders of neural and emotional balance; communication impairment – hindered verbal contact (speech impediments, autism, stammering); motor impairment – people with motor organ dysfunction. On the basis of that are discussed in this publication the research, we can conclude that the overall assessment of architectural barriers for people with disabilities is as in the case of the Municipal Office in Sosnowiec at an average level. The problems focus mainly on matters of specialized service selected groups of customers with disabilities who require further elaboration. Another type of problem is to issue a limited number of parking spaces for the disabled, but for objective reasons, it will be difficult to solve. Also we can say that the assessment of the architectural barriers by peoples with various types of disability vary significantly. The architectural barriers are the problem especially for people with motor disabilities – those persons are going to municipal office often and because of type of their disability barriers within the office and near the office is the big problem for them. The results are supporting the hypothesis that the type of disability affects perception of architectural barriers by peoples with disabilities.

The research dwells extensively and specifically on infringement of PATENT which is actionable and it is the persons vested with the right to Patent that has the right to sue to enforce it. By virtue of Section 10(1) and (2) of the Copyright Act, the first ownership in any literacy or Intellectual Property created by a University or Polytechnic employee belongs to him in the absence of any express assignment of the right by the employee to the University or Polytechnic. The research expresses the beliefs that INTELLECTUAL PROPERTY (IP) can be used as a tool to foster INNOVATION and must be vigorously pursued by Nigerian Institution Leaders to encourage generation and exploitation of Intellectual Property (IP). The research recommends funds which can be used to encourage Collaborative Research Pattern in an effective way for Intellectual Property Exploitation. Secondly, SNERGY is critical to success (Collaborative Interdisciplinary Research) rather than those that simply focus on a said field of research. Thirdly, with the presence and regulatory role of National Office for Technology Acquisition and Promotion (NOTAP), favourable bargains can be struck and properly documented through its Intellectual Property Technology Transfer Offices (IPPTOs). In conclusion, there is lack of Intellectual Property (IP) Policy to spell out the functions of Intellectual Property Technology Transfer Offices (IPPTOs) according to Institutions missions and poor awareness of the researchers about the functions of the Office of National Office for Technology Acquisition and Promotion (NOTAP). Abstract:
People living with some type of disability continue to encounter barriers that prevent them from participating in society on equal terms and their rights continue to be violated. Among these rights, the full enjoyment of communication in an independent and accessible manner, using information and communication technologies, is a commitment acquired by the signatory countries of the Convention on the Rights of Persons with Disabilities. Inclusive and equitable access to full participation in democratic processes is fundamental. Elections to designate constitutional president and vice president of the Republic of Ecuador for the period 2021-2025 were held on February 7, 2021. Some 13 million citizens were called to vote, including more than 425,000 citizens with disabilities. In Ecuador, voting is compulsory for citizens between 18 and 65 years of age, and the voting document is requisite for access to services in government offices. Ecuador was the sixth country in Latin America to call its citizens to the polls amid the pandemic. This unprecedented situation forced the National Electoral Council to change the traditional voting process, including a larger number of polling stations and ordering voters to go to the polls unaccompanied to avoid crowds and minimize contagion. In this context, the National Electoral Council made available to citizens a website that allowed, among other features, to consult the voting location and follow the election results in real-time. The objective of this study was to identify accessibility barriers in these web pages for users using assistive technology. The methodology employed for the analysis was experiential introspection complemented with the use of two automatic evaluation tools based on the W3C Web Content Accessibility Guidelines and the Usability.gov guidelines. Accessibility and usability problems were found on the voting location consultation page. Additionally, the voting results page presented very serious accessibility problems to the extent that prevented blind users from obtaining such information.

Abstract:
A measure to mitigate the spread of the COVID-19 virus during the first year of the pandemic was to stay home. Thus, working and learning activities have migrated to dwellings under the so-called home office scheme. In this context, exploring the lighting conditions in home offices from the occupant's perspective is vital for understanding the quality of the perceived visual environment at home. Based on data collected in Brazil and Colombia, this preliminary study aimed to investigate occupant’s perception of the luminous environment in home offices and the influence of regional and personal characteristics. This study is part of broader research related to Subtask A of IEA Task 61, "Integrated Solutions for Daylighting and Electric Lighting." Occupant's subjective assessments were collected from December 2020 to March 2021 through an online survey with professionals working from home. The results show that most professionals have an entire room for the home office, and these are more satisfied with the visual environment. In general, higher satisfaction was achieved when the lighting level was perceived as brighter and strong reflections were associated with disturbing glare situations. Most of the occupants perceived the light and colours as neutral. Daylight is more appreciated than artificial light. Participants located between 20°S and 34°S latitude were less satisfied with the visual environment in the home office. The first approach is part of comprehensive research, generating new data about lighting in home offices to subside guidelines for improving housing projects.

Abstract:
The article covers the issue of the personal psychological safety of police officers. A theoretical analysis of the scientific literature was conducted, which resulted in a definition of the psychological safety of the individual police officer. PhIlosophical interpretations of the term ‘Safety’, in the ancient World, New Age, and the contemporary world have been considered (Platon, T. Gobbs, J.J. Russo, G.V. Gegel, N.A. Berdyaev). The psychological definitions of the term ‘Psychological Safety’ have been analysed (A. Maslow, A. Adler, Sullivan, M.A. Kotik, T. S. Kabachenko, I.A. Baeva, O.Y. Zotova, E.E. Pronina). The article describes specific traits of the professional activity of police officers, e.g., the operational environment, sudden job changes, permanent interaction with criminals, physical and psychological fatigue, high-level responsibility, the lack of sleep and recreation, etc. The study of the specificity of the personal psychological safety of police officers was divided into several phases. The first phase consisted in enquiring, upon which 47% of respondents were found out to feel psychologically unsafe, which proves the relevancy of studying this phenomenon. Furthermore, the technique ‘Motivation Diagnostics’ suggested by A.A. Akindinova was used, which has allowed the dominant needs of police officers to be determined: the need for safety, and the need for self-fulfillment. At the final phase, the authors employed the ‘Free Association Technique’, and have thereby found that 69% of respondents associate their safety with serenity, 62% - with protectiveness, 31% - with confidence, and 23% - with comfort/reliability. Moreover, here are differences in the subjective perception of safety in women (protectiveness), and in men (serenity).

Abstract:
When carrying out professional activities, officers of the VNG of the Russian Federation are often in difficult, stressful, emotionally stressful situations associated with the use of weapons as a particularly dangerous means of destruction. The right to use a weapon by an officer makes him responsible for its use. And therefore requires the officer to make a balanced optimal decision, which is associated with the risk and transience of events, and in which no mistake can be made, since the price of it can be someone's life. It is at such a moment that it is important that the officer has stable skills in making a decision on the use of weapons, and this requires skills not only in managing subordinates or the situation, but in managing himself. The complication of the military-professional activity, manifested in the need to develop the ability to quickly and accurately make command decisions, exacerbating the problem of social responsibility of an officer who has the management of unit that leads to an understanding of his singular personal and professional responsibility, as the ability to govern themselves makes it possible to achieve a positive result of the Department for the DBA. This characterizes the need for a commander to have the ability to manage himself, as a "system" that manages others. Forming skills of self-control, patience, compassion, having mastered algorithms of making managerial decisions, the cycle of implementing managerial functions, etc., a person comes to the belief: "before effectively managing others, it is necessary to learn how to manage yourself." The required level of personal and professional maturity can be formed in a person as a result of purposeful self-management, which determines the special role of professional and personal self-management in the training of future officers.

Abstract:
The consumption of energy for lighting in buildings depends very much on the way people interact with the build environment. In this study the following building types were studied, office, school, university, commercial and industry buildings. For each building type typical user groups were identified. Then, Personas have been created for each group. As opposed to describing users with numbers and statistics, a single Persona reflects a group and is presented with a narrative. The Persona has a name, a family and living conditions that are representative for the group, also her/his values and interests are not uncommon. The Personas “typical day” includes a time schedule typical for the group. Visual conditions are common for the group, but some specific challenges connected to the visual conditions that may occur in the group are also mentioned.

Sheridan, Anne. Annual report on migration and asylum 2016: Ireland. ESRI, November 2017. http://dx.doi.org/10.26504/sustat65.

Full text
Abstract:
The Annual Report on Migration and Asylum 2016 provides an overview of trends, policy developments and significant debates in the area of asylum and migration during 2016 in Ireland. Some important developments in 2016 included: The International Protection Act 2015 was commenced throughout 2016. The single application procedure under the Act came into operation from 31 December 2016. The International Protection Office (IPO) replaced the Office of the Refugee Applications Commissioner (ORAC) from 31 December 2016. The first instance appeals body, the International Protection Appeals Tribunal (IPAT), replacing the Refugee Appeals Tribunal (RAT), was established on 31 December 2016. An online appointments system for all registrations at the Registration Office in Dublin was introduced. An electronic Employment Permits Online System (EPOS) was introduced. The Irish Short Stay Visa Waiver Programme was extended for a further five years to October 2021. The Second National Action Plan to Prevent and Combat Human Trafficking was published. 2016 was the first full year of implementation of the Irish Refugee Protection Programme (IRPP). A total of 240 persons were relocated to Ireland from Greece under the relocation strand of the programme and 356 persons were resettled to Ireland. Following an Oireachtas motion, the Government agreed to allocate up to 200 places to unaccompanied minors who had been living in the former migrant camp in Calais and who expressed a wish to come to Ireland. This figure is included in the overall total under the IRPP. Ireland and Jordan were appointed as co-facilitators in February 2016 to conduct preparatory negotiations for the UN high level Summit for Refugees and Migrants. The New York Declaration, of September 2016, sets out plans to start negotiations for a global compact for safe, orderly and regular migration and a global compact for refugees to be adopted in 2018. Key figures for 2016: There were approximately 115,000 non-EEA nationals with permission to remain in Ireland in 2016 compared to 114,000 at the end of 2015. Net inward migration for non-EU nationals is estimated to be 15,700. The number of newly arriving immigrants increased year-on-year to 84,600 at April 2017 from 82,300 at end April 2016. Non-EU nationals represented 34.8 per cent of this total at end April 2017. A total of 104,572 visas, both long stay and short stay, were issued in 2016. Approximately 4,127 persons were refused entry to Ireland at the external borders. Of these, 396 were subsequently admitted to pursue a protection application. 428 persons were returned from Ireland as part of forced return measures, with 187 availing of voluntary return, of which 143 were assisted by the International Organization for Migration Assisted Voluntary Return Programme. There were 532 permissions of leave to remain granted under section 3 of the Immigration Act 1999 during 2016. A total of 2,244 applications for refugee status were received in 2016, a drop of 32 per cent from 2015 (3,276). 641 subsidiary protection cases were processed and 431 new applications for subsidiary protection were submitted. 358 applications for family reunification in respect of recognised refugees were received. A total of 95 alleged trafficking victims were identified, compared with 78 in 2015.
