Abstract:
Purpose This paper aims to model the efficiency of labour offices belonging to the public employment services (PESs) in Spain using a stochastic matching frontier approach. Design/methodology/approach With this aim in mind, the authors apply a random parameter model approach to control for observed and unobserved heterogeneity. Findings Results indicate that when the information criteria of the estimates are analysed, it improves by controlling both, observed and unobserved heterogeneity in the inefficiency term. Also, results suggest that counsellors improve the productivity of labour offices and that the share of unemployed skilled persons, unemployed persons aged 44 or younger, as well as the share of unemployed persons in the construction sector, all affect the technical efficiency of PESs offices. Originality/value The model extends the previous specifications in the matching literature that capture only observed heterogeneity. Moreover, as far as the authors know, it is the first paper that estimates a matching frontier for the Spanish case. Finally, the database they use is at the office level and includes the work carried out by counsellors, which is a novelty in the analysis of this type of studies at the Spanish level.

Abstract:
Abstract Objective The aim of the study was to find out whether allergen and endotoxin concentrations in offices differ from those measured at the homes of employees, and identify the parameters that influence exposure. Methods Electrostatic dust collectors (EDCs) were placed in five office buildings (68 rooms, 436 EDCs), as well as the homes of the office workers (145 rooms, 405 EDCs) for 14 days, four times a year. In addition, surface samples were collected from the offices four times a year by vacuuming the carpeted floors. Domestic mite (DM), and the major cat and dog allergens (Fel d 1 and Can f 1) were quantified in all samples using fluorescence enzyme immunoassays. Endotoxin was measured in the EDC samples, using the Limulus amoebocyte lysate assay. The allergen and endotoxin concentrations were log transformed and analysed with multilevel models. Results Endotoxin concentrations were significantly higher in personal homes compared to levels measured in the offices, and depended on the number of persons living in each household, as well as the presence of a dog. DM allergens were significantly higher in households than in offices, and were significantly higher in bedrooms compared to living rooms. Offices occupied by cat owners had significantly higher Fel d 1 concentrations than offices or homes without. Additionally, Can f 1 concentrations were significantly higher in offices occupied by dog owners compared to those without. Conclusions Pet owners appear to transfer cat and dog allergens to their offices. Therefore, in case of allergy complaints at the office, employers and physicians might consider possible contamination by cat and dog allergens.

Abstract:
The purpose of this paper is the assessment of relative intensity of exit from registered unemployment by means of the analysis of recurrent survival episodes and the comparison of these results with the results obtained for an individual episode. The stratified Cox model with interactions was used. Statistical data collected by labour offices indicate that a large fraction of the unemployed persons is registered multiple times. However, many of them resign from the mediation of labour offices and are subsequently removed from the register. In the article, the intensities of de‑registration due to various causes for men and women were compared. The study data came from the database of personal details of people registered by the Poviat Labour Office in Szczecin in 2013. The observation covered the records of their registration until the end of 2014. Gender of the unemployed persons influenced the intensity of de‑registrations in the first episodes, partially in the second and third ones, due to various causes, such as finding a job or removal from the register, whereas it did not influence the intensity of de‑registrations in the fourth and subsequent episodes. As for the other causes in the subsequent episodes, the differences were also not statistically significant. The proposed analysis may be important for implementing a good policy in the labour market. The identification of persons that resign from the mediation of the labour office is as interesting as the identification of these persons who find a job.

The author is showing the history of the important gentry family from Hesse, of which numerous representatives came to the monastic state in Prussia.This paper has a double character, is linking deliberations of genealogical issues with the historical-legal presentation. The last is necessary at discussing offices and their competence, in relation to persons from the von Hattstein family who held them. The special place was devoted Kuno von Hattsteinowi, which in the end one of the highest monastic offices, that is the office of the Great Marshal performed the 14th century. Genealogical tables are complementing the work.

Abstract:
This study aims to investigate the effects of problems and difficulties faced by special working women at offices in Islamabad, Pakistan. For this purpose four institutions from the Ministry of Social welfare were selected for carrying out the present study. Eight special working women were employees in these four selected institutions, all of them were interviewed. A case study method was used to highlight the issue. During literature review it was found that till this time no special policy is formulated for special working women by the Government of Pakistan. The results of the study showed that special working women faced somewhat attitudinal problems in offices. Their suggestions are not valued by the high-ups during meetings at offices. Government buildings are not constructed according to their disabilities. Homes are neither constructed by the concerned ministry according to special persons needs and nor near to offices. The presented research work is aimed at investigation of the influence of indoor environmental conditions on employees in office buildings. Monitoring of carbon dioxide, temperature, relative humidity and pulse, as well as subjective evaluation, was carried out in three office rooms where air conditioning systems ensured the required amount of fresh air. Investigation showed that in two offices (A and B), the amount of fresh air did not comply with EN 15251:2017. The concentration of CO2 in office A was above 1000 ppm for 72% of the total length of stay. Respondents confirmed fatigue and headaches. In offices A and B, where CO2 concentration was around 1000 ppm, people with a weight of up to 70 kg experienced a significant increase in air temperature as well as odor. Persons with weight higher than 75 kg experienced a slight decrease in air quality. In office C, where CO2 concentration was around 800 ppm, respondents reported a slight decrease in air quality. According to pulse monitoring, it can be stated that in an office where there is an insufficient supply of fresh air, the pulse of a person falls or only slightly rises. A decrease in pulses may indicate the attenuation or stunning of people caused by poor air quality.

Abstract:
On the basis of theoretical and legal analysis, the types of restrictions on constitutional rights established in connection with the replacement of public offices of a subject of the Russian Federation were determined, and the existing problems and contradictions in this area were indicated. It is shown that the current legislation does not separate the restrictions of constitutional rights in the sense of part 3 of article 55 of the Constitution of the Russian Federation and the immanent limits of the rights of citizens who hold public office in a subject of the Russian Federation. The paper also draws attention to the gap in Russian legislation in terms of disciplinary liability of persons holding public positions in the Russian Federation for violations of anti-corruption requirements. The article substantiates the need for regulatory consolidation at the Federal level of other types of disciplinary responsibility, in addition to dismissal due to loss of trust. In addition, regional laws that establish the basis for the legal status of persons who hold public positions in various authorities of the Russian Federation should include rules that oblige authorized persons to take decisions on the application of disciplinary measures in established cases.

Abstract:
Numerous researches indicate that the situation of men and women on the labour market varies. In order to equalise opportunities, labour offices offer various forms of activisation to the unemployed. However, it was observed that besides deregistering people taking up employment, removal of persons, who did not accept offered position, from the register was a common reason. The aim of the research is to assess the influence of gender of the unemployed persons on the intensity of deregistration due to taking up employment, cancelling or other causes. These reasons constitute various types of competing events. In order to assess the probability of deregistration, the Kaplan-Meier estimator was used and to determine the intensity of deregistration for a specific reason — the Lunn-McNeil model. In the research individual data of persons registered in the Powiat Labour Office in Szczecin in the years 2013 and 2014 were used. The results of the research show that intensity of finding a job was higher for women than for men. Women were also more rarely cancelled from the registry. In the case of other reasons, differences in the intensity of deregistration in terms of sex were not statistically significant.

The predominant chronological device in the ancient and medieval worlds was dating by the year of an office, such as a king's reign. The Roman and medieval calendars had much in common, including the annual commemorations of religious, civil and family events. The Jewish idea of jubilee lies behind the growth of centennial and similar celebrations. Personal memory has difficulty with intervals of time and the sequence of happenings, and even today individuals often resort to the ancient dating mechanisms of relative chronology, centred on persons and offices.

The confiscated customs goods and the goods that were taken out for the benefit of the state are sold by the customs offices in accordance with the Customs Law and the Decree on customs clearance of goods. The manner of sale of customs goods by the customs offices has not changed for decades and is done exclusively through public sale, that is, at public bid-dings held in customs offices throughout the Republic of Serbia. Sale of customs goods through auction, i.e. public sales in the customs offices are confronted with certain problems including the following: the lack of training of customs officers to conduct bids, inexperience of customs officers in the way of bid management, the negotiation of the bidders regarding the bidding of goods in order to avoid buying at the first bids and wait for the purchase of goods through a direct contract, where the starting price is significantly lower; the existence of organized groups that by their participation in bids do not allow other participants to take part in public bidding. The problems identified in the public sale of customs goods have resulted in a lower payment of funds into the budget due to the purchase of goods and vehicles at significantly lower price. The sale of the confiscated goods and vehicles that would be organized via the Internet is one of the possibilities that can significantly reduce problems when selling customs goods and vehicles in the era of digitization, Internet development t and electronic data processing. Selling goods via the Internet can contribute to faster and more efficient sale of customs goods and vehicles, generating higher revenues from the sale of the confiscated goods, allowing more bidders to participate in bids, the persons participating in bids are known only to customs authorities, but not to other participants.. At the same time, the sale of goods via the Internet would contribute to the modernization of the customs service as a whole.

The author is dealing with the activity of the Trattner family in Hungary. There were three persons engaged in book making and selling with the name Trattner in the course of the 18–19th centuries in Hungary. First of all the Vienna Court printer Johann Thomas Trattner, his relative Mátyás Trattner and his son János Tamás Trattner. Johann Thomas Trattner began his activity as bookseller and printer in the 1780 in three Hungarian towns almost simultaneously: in Temesvár, Pozsony and Pest. His most successful enterprise was the printing and publishing office in Pest. He soon presented it to his relatives Mátyás and János Tamás Trattner, who made it one of the most productive offices in Pest in the Reform Age. János Tamás was also a dedicated patron of Hungarian literature, and so was his brother in law, who inherited the printing office. The enterprise continued well into the 19th century, surviving with half a century that of the Vienna Trattner office.

This article presents information about the development and the structure of indices regarding natural and legal persons in the years 2000 and 2002. Finally, the development of indices is compared with the year 1990. The article characterizes the development of companies, which are farming land, like cooperatives, business companies, state owned companies and natural persons. It demonstrates the number and structure of companies in the branches of the agri-food sector divided into agriculture, agricultural services and food industry. Moreover, the article presents agricultural land area used by natural and legal persons. This contribution draws information from the results of the questionnaire, which was made by the regional offices of the Ministry of Agriculture. In conclusion, the article suggests the possible orientation of organizations in the short time period

In a group of 123 persons recordings of noise exposures and annoyance were carried out twice during a working day. The recordings represented four different types of working environments; control rooms (n = 56), laboratories (n = 6), offices in industries (n = 30) and offices in administrations (n = 31). The noise exposure levels varied between 40 and 70 dB(A). The mean different time of noise exposure was 3 hours with a shortest time of one hour and a longest time of five and a half hours. The results were not unequivocal but indicated a lowered annoyance at the second occasion for all groups but the control room group, representing the most pronounced low frequency environment.

Background: The persons with disabilities act 1995, is the main legislation that deals with the rights and empowerment of person with disability. Aim of the act is to provide barrier free environment which includes access to built environment in schools, colleges, offices and public buildings, recreational areas, health centres/ hospitals etc. It is important to identify the Physical barriers that limit the disabled from accessing various facilities. Methods: A cross sectional study conducted for the period of 3 months from August to November in Mysuru city corporation area. All the institutions mentioned in the PWD act like banks, post offices, educational institutions, police stations and hospitals were included in the present study. Institutions/organizations were selected based on systematic random sampling. Consent was taken from the respective in charge of the institutions. Pre tested, semi structured questionnaire prepared based on guidelines mentioned in PWD act was filled by self-assessment only by Chief Investigator. Results: Among 50 institutions/organisations included in the current study, as many as 30 (60%) belonged to Government, 17 (34%) were Private and 3 trusts were included. Out of 50 institutions, as many as 36 (72%) had fair implementation of PWD act, 14 (28%) institutions had good implementation of the act. Implementation of the act found to be high among Private organisations compared to Government organisations. Conclusions: Creating a barrier free environment for providing equal opportunities, equity and social Justice to the person with disability is vital for their social inclusion. Hence, extent of implementation of PWD act should be improved especially in the Government organisations.

After 15 years of mediation in the Republic of Moldova, we note that at the moment we have fully registered 207 offices of mediation, associated offices, organizations of mediation, lawyers’ offices with certified mediators, of which 44 lawyers – mediators have suspended their activity, and 4 – have ended their activity. We tend to believe that from the rest, a large part have a certificate posted on the wall and a half-open office, because they have a basic activity that keeps them in work beside the „alternative” mediation. At the same time, we note that from April 2022 in the Republic of Moldova we have only extrajudicial mediation, because judicial mediation did not rezist, and in time some of the mediators remained too disappointed to be interested again in the future of mediation. In this article we wanted to emphasize the role and importance of the mediator, because the successful completion of the mediation largely depends on the execution of his role. We wanted to remind the principles of mediation, the benefits of mediation and a parallel between the member states of the European Union. We have the ambition to say that we need: professionalism, unity, resuscitation to increase the citizen’s trust in the mediation procedure, but at the moment it seems that the legal persons understood better the advantages of mediation, because commercial disputes are the most in the mediators’ procedure. In conclusion, the article is nothing more than an overall view of a judge and a mediator on the mediation process in the Republic of Moldova.

The objective of this research is to (1) evaluate the differences of physical factors and (2) evaluate the level of Building users' perception of the physical factors in the office which convey the meaning of Corporate Identity between the automotive business and the real estate business. The samples chosen for this research include 10 automotive business offices and real estate offices located in Bangkok area with a total number of 324 persons, using questionnaire to collect relevant data; using Likert Scale to evaluate the internal environment in the office; using t-test / ANOVA to analyze perceptual level data and differences in 8 physical factors which reflect the corporate identity under this research, i.e. (1) Colors in decoration; (2) Lighting in decoration; (3) Furniture style; (4) Decorative style; (5) The shape of space; (6) Continuity of space; (7) Wall decoration and graphic works and (8) Material in decoration. Based on the results of the research, it was found that there were physical factors which reflected the corporate identity of the organization and affected the perception level of those who were building users at a high level. The said 4 physical factors consisted of (1) Colors in decoration; (2) Interior decorative style; (3) Lighting in decoration, and lastly (4) Material in decoration. However, the individual characteristics of building users such as gender, age, and duration of work also affected the recognition of corporate identity significantly.

The article is an attempt to show how and with the participation of which people the smuggling operation to the areas of Upper Silesia was carried out in 1945. Its main organizer was Łukasz Ciepliński, and the persons responsible for its smooth running in Rzeszów, Adam Lazarowicz, and in Katowice Józef Rzepka. The legalization of the stay of the Home Army soldiers escaping from the NKVD and UB would not have been possible without the participation of two graduates of the Faculty of the Jan Kazimierz University in Lviv and, at the same time, officers of the Rzeszów Home Army intelligence, Józef Kokoszka and Władysław Pałka, who, as heads of the provincial branch of the Provisional State Board (“TZP”) in Katowice, were able to find in field offices of the TZP employing practically all those in need, at least several dozen people.

Taking into account the criminological theory and the results of socio-psychological research, such personal qualities are viewed as criminogenic dispositions of a personality - inclination (readiness) to perceive and evaluate life situations, as well as to act in such situations in an unlawful way that is fixed in this persons social experience. Based on the criminal cases of corruption in recent years involving the leaders of a number of Russian regions and large cities, it is possible to say that there has emerged a real social contradiction between criminological counter-indicators to holding elected office and the actual existence of criminogenic qualities in some people who hold such offices. This contradiction is a criminological problem that the author aims to research. The presented analysis of just one group of restrictions on the right to be elected (criminal record for grave and very grave crimes) shows that the restriction of the right of a citizen to be elected does not take into account the criminological characteristics of a criminals personality, which raises serious concerns regarding the correspondence of such restrictions to the legal principles of justice and proportionality. The author gives suggestions on the amendment of these election restrictions and outlines possible solutions for the presented criminological problem in general.

The fieldwork that led to this article consisted of two separate trips to Iraq, one in 2010 and one in 2011, of about three months each. In both of these instances, I conducted participant observation in physicians' offices, hospitals, homes, and the offices of a medical development NGO based in Iraq that works with children with congenital heart disease (CHD). I conducted both formal and informal interviews, the majority of which were with parents and families affected by CHD in Iraq, though most other persons involved in the treatment of this disease in Iraq were represented— including local medical workers, foreign medical workers, foreign aid/NGO workers, fathers, mothers, uncles, and two previous patients themselves—one female and one male—who were old enough to be interviewed. Local participants were predominantly (Sunni) Kurds and Shia Arabs, but Sunni Arabs and Yezidi Kurds were also represented.

The methods and techniques used in the development of the diagnostic materials “Understanding the prosecutor’s activities” and the Comprehensive program for the training of newly adopted prosecutorial staff of the prosecutor’s office of the Russian Federation for various types of supervisory activities: method of expert assessments, comparative analysis, method of two portraits. 50 graduates of the departmental university of the prosecutor’s office of the Russian Federation and non-departmental law schools, as well as 10 prosecutors — highly qualified and experienced professionals, who acted as experts, took part in the study of ideas about prosecutorial activity. The paper presents the results of the study of ideas about prosecutorial activity among various categories of prosecutors. The authors used their own diagnostic materials “Understanding the prosecutor’s activities”, consisting of five methods developed and tested based on the St. Petersburg prosecutor’s office. The methods make it possible to determine the understanding of and focus on prosecutorial activities for persons with higher legal education, as well as to create an individual professional educational route for improving existing knowledge, skills and abilities within the framework of the Comprehensive Program for the Training of Newly Accepted Prosecutors of the Prosecutor’s Office of the Russian Federation for various types of supervisory activities. The presented diagnostic materials and program have found their application and are being successfully implemented in practice in the prosecutor’s offices of several constituent entities of the Russian Federation. The methods included in the diagnostic complex can be useful for district, specialized prosecutors, mentors of young specialists of the bodies and institutions of the prosecutor’s office of the Russian Federation, when deciding on the formation of an individual plan of training and education of newly adopted prosecutors. Personnel divisions of bodies and institutions of the prosecutor’s office of the Russian Federation can apply the presented comprehensive training program in order to improve knowledge and professional development of both newly admitted prosecutors and those who have changed the direction of their supervisory activities. A practice-oriented approach involves mastering the comprehensive program both independently and in organized forms of training (lectures, seminars, etc.) based on city, district and specialized prosecutors, prosecutors of the constituent entities of the Russian Federation.

Primary data are data taken through direct observation on site, interview with respondents who selected 10 people to fill out the research questionnaire as follows: Government (3 people), namely Lurah Rurukan, Lurah Rurukan One, and Officials of Tomohon City Tourism Office, Community Shop (2 persons) and Tour Manager (5 persons). Secondary data is data obtained from the offices of two urban villages and Tourism Office. The analytical method used SWOT Analysis. Based on the results of research and discussion, it can be concluded that the development strategy of Rurukan agro tourism area is Rapid growth strategy. This development strategy is in accordance with the position of Rurukan area that needs a progeny strategy to support growth, through several strategies that can be implemented, namely: (1) Utilizing some existing tourism object to attract investors so that it can become a growing tourism sector and interest in Tomohon ; (2) utilizing the famous agro tourism with its trademark to become a cultural development area, especially in Tomohon City; (3) utilizing a good soil fertility level in the Rurukan area to be planted with fruits such as strawberries, which are highland fruit trees to be enjoyed by tourists.

Journalistic secrecy is professional. In the light of Article 15 of the Press Law (Pr.L.) the journalist is obliged to keep secret the identity of his informants and the authors of the press material, the mail to the editorial office or other material of this nature, if they deserve the right to remain anonymmous. This obligation also applies to other persons employed in editorial offices, press publishing houses and other press organizational units. In addition, it covers any information, the disclosure of which could violate the legitimate interests of third parties. This corresponds to the content of Article 12 § 1 (2) Pr.L., according to which a journalist is obliged to protect the personal rights and interests of informants acting in good faith and other people who trust him or her. Breaking journalistic secrecy is a crime prosecuted ex officio. However, in certain situations journalistic secrecy is excluded (Article 16 Pr.L. and Article 180 of the Code of Criminal Procedure).

The object of this study is employees of Post Offices in Central Java who frequently share information with their co-workers in accomplishing their jobs. The data is acquired from questionnaires distributed to managers and supervisor level of Post office. Based on purposive sampling method, 210 samples are obtained. The results indicate that the five hypotheseses built in this research are supported and only one hypothesis is not supported. The result shows that employees with specific, complicated, and challenging objective will be more willing to share their knowledge to other employees, particularly when facing new job and target. Furthermore, the result of the study explains that sharing idea of improvement will encourage more dynamic teamwork and help each other in solving any problems.

In building a VPN at PT. Telkom access is done using the Internet Protocol Security (IP Sec) method. PT Telkom Akses is engaged in the business of providing construction services and managing network infrastructure. At this time PT Telkom Akses sent company data using email, if using company email could not ensure the security of the data sent. PT Telkom, which has many branch offices, is required to have a fast and stable internet connection for transmitting confidential company data. Looking at the existing problems, there are several things that are obtained including, communication between users is still not optimal. Data transmission from branch offices to the head office or vice versa is still not encrypted, which means that data can be viewed or retrieved by unauthorized persons and company confidentiality can be threatened. So creating a VPN network with the IPSEC method will get a more stable and safer connection, files and folders that can be shared by network members, making it easier for network administrators to manage the network if the distance between sites is constrained and the network is well encrypted and already using authentication to connect between sites.

The relationship between low frequency noise exposure and subjective symptoms, such as fatigue, tension, irritability and annoyance reactions were studied in a group of 439 persons working in offices, laboratories and industries. Measurements were made of each person's exposure to noise and subjective responses were collected by means of a questionnaire. The dB(C) – dB(A) difference was used as an indicator of the low frequency character of the workplace noise. Indices of annoyance, distraction reactions and symptoms were used as dependent variables in hierarchical multiple regression analyses. Potential confounders were controlled for. Low frequency noise was strongly related to fatigue and tiredness after work, with an increase of these symptoms with increased low frequency dominance in the noise. Annoyance was strongly related to noise level and distraction reactions were neither related to noise level nor with the low frequency character of the noise. Specific response patterns due to low frequency noise are discussed.

The annualized interest rate charged on payday loans can reach 1,950 percent, whereas similar rates charged by banks are typically less than 25 percent. Also, persons borrowing from payday lenders and paying the higher interest rates are disproportionately lower-income Blacks. This provides an incentive for Blacks seeking loans to turn to banks rather than payday lenders. This may be more likely to happen when there are Black-owned banks in communities with greater percentages of Blacks. Indeed, offices of such banks may substitute for payday loan stores, providing a greater opportunity for Blacks to avoid the higher interest rates associated with payday lenders. We hypothesize that to the extent Black-owned banks substitute for payday there is a greater opportunity for lower-income Blacks to substitute/switch firms and thereby seek lower-cost loans. We do find that there are significantly fewer payday loan stores in counties where there are more Black bank offices.

Abstract Indoor radon investigation was carried out in offices of three university campuses located in South-Western part of Nigeria; Federal University of Technology Akure (FUTA), Ekiti State University (EKSU) and Federal University Oye-Ekiti (FUOYE) using CR39 detectors. The mean activity concentration of indoor radon for the investigated offices of all three university campuses was estimated to be 222 ± 44 Bq m−3, which was below the reference level of 300 Bq m−3 recommended by the International Commission on Radiological Protection (ICRP 115). For the three institutions, the probability of lung cancer induction at age 70 years with respect to age of exposure (40, 50, and 60 years) ranged between 1.06 × 10−7 and 6.24 × 10−5. The expected mortality rate due to exposure to a radon activity concentration ranging from 7 to 1358 Bq m−3 was estimated to range from 0 to 44 deaths among a population of 10,000 persons.

Overview:The article describes the development of a Cognitive Disabilities Certificate Program (CDC) in a Council for the Accreditation of Counseling and Related Educational Program accredited Rehabilitation Counselor Education (RCE) program. Specific areas addressed includes the CDC’s administrative foundations, curriculum design, student outcomes, sustainability activities, and future directions.Methods:The CDC program was established in 2009 with a training grant from the Rehabilitation Services Administration. The CDC requires 18 units of post-baccalaureate coursework and training activities focused on cognitive disabilities.Results:From Spring 2009 through Spring 2017 semesters, 42 students attained the CDC certificate. CDC graduates currently work in settings serving persons with cognitive disabilities in the State/Federal Vocational Rehabilitation System, the U.S. Department of Veterans Affairs, post-secondary student support offices, and community-based rehabilitation provider agencies.Conclusion:The CDC program provides RCE programs a model approach for establishing specialized training to meet emerging rehabilitation needs among persons with cognitive disabilities.

The reasons were complex, lying in a combination of the presence of adequate substitutes such as money changers, cashiers and town exchange offices (stadswissels) and countervailing factors (adverse economic conditions, insufficient financial resources, special interests of persons and lobbies). The article is devoted to the analysis of the concept and classification of foreign citizens and stateless persons in Ukraine. Legal acts in this field, theoretical concepts and provisions of international acts, foreign practice of legislative regulation are studied. This analysis was conducted in order to improve the legal regulation of the legal status of non-citizens of Ukraine and to ensure the protection of those who need it, in particular through administrative and legal instruments. On the basis of the conducted research theoretical and legal problems and gaps and inconsistencies with the legislation of Ukraine are revealed; developed proposals for its improvement. It is proposed to include into the legislation of Ukraine the general concept of “non-citizen of Ukraine” as a general notion for foreign citizens and stateless persons. The criterion to distinguish persons from this category is the fact that a person has the citizenship of Ukraine. At the same time, the legal status of all non-citizens is characterized by the absence of the same scope of rights and obligations for all these persons, defined by the Constitution of Ukraine only for its citizens – “citizens” rights and responsibilities. The article also proposes to improve the classification of non-citizens (foreigners and stateless persons). In particular, it is proposed to single out the following types of non-citizens according to the criterion of stay on the territory of Ukraine: 1. Persons temporarily staying in Ukraine.2. Research development (RD) is a relatively new area of professional practice in and outside higher education for which “the full extent of practitioner purposes and practices is yet to be delineated” (Preuss, Eck, Fechner Walker, 2018, p. 2). To address this gap, data was compiled from 442 position descriptions, two surveys that asked about the background, experience, employers, roles, responsibilities, and salaries of RD professionals, and the membership roll of the National Organization of Research Development Professionals (NORDP). Quantitative and qualitative analyses were completed as well as comparisons of findings from each of the sources. The result was an overview of the field and the persons who work in it. The average research development professional was a middle-aged, White, female with six or less years of experience in RD who held an advanced degree, who worked full time in a position she had occupied for four years or less and for an entity where she had been employed for longer than four years. More than 75% of the RD professionals were women but minorities were underrepresented as in many other areas of higher education and in STEM-related fields. More than half of the informants were recruited to, grew into, or had positions created for them in RD by their employer rather than being recruited from outside the organization. Approximately 72% of research development professionals in the United States worked at public colleges or universities in 2017, with the same percent working for doctorate-granting institutions. Their employers were located in 49 US states and one territory but there was a group of 14 states in which two-thirds of all known RD professionals could be found. There was also a tendency for large state and private universities that have more selective admission policies and a strong and extended focus on conducting research to employ groups of five or more RD professionals. RD professionals hold positions with a wide range of responsibilities, 62 were demonstrated to be part of the field. The data substantiated that these can be grouped in four categories already used by practitioners, strategic research advancement, communicating about research and research priorities, enhancing collaboration, and support of proposal production. Evidence of employment tiers and development of areas of specialization was found with statistically significant differences in responsibilities demonstrated between persons with the title Director and Proposal Developer/Grant Writer. RD offices tended to be small, most commonly staffed by one to two persons. Centralized offices were the type most frequently reported, 37.6% of respondents, but seven other organizing patterns existed. RD offices with five or more employees occurred at larger, flagship institutions that have had an historic focus on externally-funded research yet, over half of research development offices were reported to have existed for six years or less. Compensation reported for research development professionals was comparable to that noted by McDonald and Sorensen (2015) for Assistant and Associate Professors. Combined, the data facilitated formulation of the first detailed definition of research development that is fully evidence-based including identifying RD’s contribution to the mission of higher education and an operational description of how RD is practiced.

The author studies retrospective and modern categories of admissible limitations of the constitutional right of a person to elect others and to be elected for appointment into bodies of public authority and public offices if they have committed grave or very grave crimes. The author also gives a contemporary assessment of the normative introduction of such limitations in the election field taking into account the legal positions in international and Russian court practice. It is argued that the current Russian constitutional-legal model of free elections has an undifferentiated limitation of active suffrage for persons sentenced to a criminal punishment with a limitation of freedom. The author analyzes the court practice regarding the lawfulness and adequacy of undifferentiating limitation of suffrage rights of convicts, specifically, the legal position of the European Court of Human Rights and the Constitutional Court of the Russian Federation. It is shown that some regimes of incarceration should be transferred into alternative types of punishment that do not entail the limitations of active suffrage. It is stated that there could be more stringent limitation for the realization of passive suffrage than for realization of the constitutional right to elect representatives into bodies of public authority and public offices, especially in cases of grave and very grave crimes. The author concludes that the limitations imposed by the federal legislation regarding the constitutional right to suffrage for persons guilty of grave or very grave crimes is admissible, no matter if the criminal punishment for such publically dangerous and illegal actions is conditional or it is an actual imprisonment in a penitentiary institution.

Abstract:
This paper is based on two separate, though partly overlapping, registers (Registers I and II) of male Athenian citizens known to have been in the public eye between theyears 432/1 and 405/4 B.C., inclusive. Register I comprises those who are known inthis period to have held important elective public office, or to have proposed andcarried resolutions in the Assembly; a total of 176 persons. These are singled out fromthe much wider range of ‘officials’, most of them chosen by lot, to be found in theprosopography of Develin 1989, because they are those who actively, and in somemeasure successfully, competed for the political favour of the Athenian public. Theimportant elective public offices I take to be those of general, proboulos (in 413–411), member of any embassy, and delegate for swearing to an international treaty. Register II comprises those who are known in this period to have been referred to asindividuals in Athenian comedies; a total of 224 persons. Both lists inevitably havesomewhat fuzzy edges, mainly over questions of identification and dating; doubtfulcases are briefly discussed in the notes to the Registers. Probably no other scholar willagree with every one of my decisions in these matters, but the general validity of thepicture here presented is unlikely to be affected. Within Register II can be identifiedtwo small but important subgroups: those who are referred to not, as is normal, fordisparagement but for praise; and those to whom is devoted an entire play or a largepart of one. I will be returning to these.

Application of Real-Time Locating in Health CareThis paper describes real-time locating technology and its possible use in health care. Real time locating may be applied in different segments of everyday life, including hospitals (medical equipment and devices, locating patients, and alarm in case of emergency), working environment (locating persons to control access to restricted areas or in case of fire to see if anyone has been trapped inside the building), sports, logistics, retail trade, and offices. Tagged hospital equipment is easy to trace inside hospital premises and the system makes it possible to track patients and staff, and to redistribute work in particular wards.

The paper deals with various aspects of the life of Czechoslovakian refugees at the displaced persons camps in Allied–occupied Germany and Austria. About 60,000 people left the country within a few years following the Communist takeover in February 1948. The first steps in the “free world” brought them behind the walls and fences of the camps, where accommodation met only very basic needs. Wooden shacks, former prisoner–of–war camps, military barracks, schools, factories or even more primitive housing, such as tents or train cars. The atmosphere in the camps was extremely tense because of the widespread belief that the Cold War would quickly change into an armed conflict between the USA and the USSR. But as time passed, people remained long months or even years in the camps, sending visa applications, waiting for work permits and transport to a new home. The camps could be likened to a unique microcosm, with prostitution, black market, subversive activities of Communist informants, violent and boozy clashes as well as churches, chapels, libraries, schools, kindergartens, shops, craft workshops, sports associations, scout troops or even the recruitment offices for Western armies. Moreover, the first magazines, brochures and leaflets were published there, and the first seeds of political activity were born. Nevertheless, their existence and everyday operations are almost forgotten by contemporary historiography.

Abstract Background In 2018, CDC recommended a highly efficacious adjuvanted recombinant zoster vaccine (RZV, Shingrix) as a 2-dose series for prevention of herpes zoster (HZ) for immunocompetent persons age ≥50 years, with the 2nd dose recommended 2–6 months after the 1st dose. Among Medicare beneficiaries, 2-dose series completion 6 months and 12 months post initiation was 78% and 86%, respectively. Here we estimate the proportion of adults age 50–64 years who completed the 2-dose RZV series within 6 or 12 months after receiving their 1st dose, by using two administrative claims databases. Methods We used medical and pharmaceutical claims data from October 2017‒March 2020 IQVIA® PharMetrics Plus and October 2017‒October 2020 IBM® MarketScan® databases. RZV vaccination was defined using Current Procedural Terminology and National Drug Codes. We allowed for sufficient follow-up time by examining 1st doses given at least 6 or 12 months prior to the end of the study period in both databases. Place of administration was available in IQVIA data. Results Among persons age 50‒64 years, in IQVIA and MarketScan, 70% and 68% received their 2nd RZV dose within 6 months, respectively, and 79% and 81% received their 2nd dose within 12 months, respectively. The median age of 1st dose of RZV vaccination was 60 years and ~60% were female [Table 1]. When the 2nd dose was administered within 12 months, the median interval between 1st and 2nd doses was 104 and 98 days in the IQVIA and MarketScan databases, respectively. Characteristics by age, sex, or region were similar in persons who received 1 RZV dose vs. 2 RZV doses [Table 1]. Among those who received only 1 RZV dose with at least 12 months of follow-up time, 55% of vaccinations occurred at ambulatory medical provider offices and 40% at pharmacies; among 2 doses recipients, 33% of vaccinations occurred at provider offices and 62% at pharmacies. Conclusion Among 50‒64-year-olds, 2-dose RZV series completion was ~70% within 6 months and 80% within 12 months of initiation. The findings were similar across two administrative claims databases. Availability of RZV at pharmacies has potentially helped to increase RZV 2nd dose completion rates. Disclosures All Authors: No reported disclosures

To prevent emergency admissions and save medical costs, support should be provided to households that include people with complex care needs to allow them to continue living in their own homes. This community-based, cross-sectional study was conducted to (1) identify which departments that public health nurses (PHNs) worked have been the primary providers of support for households with complex care needs and (2) clarify the length of time required by each department to resolve primary health problems. We analyzed 148 households with complex care needs that were registered in City A from April 2018 to July 2019. Four types of departments were the primary support providers for complex care households: the department supporting persons with disabilities (n = 54, 36.5%), public/community health centers (n = 47, 31.8%), department of older adults (n = 29, 19.6%), and welfare offices (n = 18, 12.2%). The Mantel–Cox test showed that welfare offices mainly supported households in economic distress and needed significantly less time to resolve their primary health issues than other departments. For early detection and resolution of primary health problems for households with complex care needs, PHNs and healthcare professionals should focus on their economic distress and enhanced multidisciplinary approaches.

Abstract:
Objective. The purpose of the study is to evaluate the knowledge and universal application of decontamination methods of impressions in dental practices. Material and method. The study involved 131 persons (dentists and dental students at Faculty of Dental Medicine). All the participants completed a questionnaire regarding the knowledge of transmission risk and rates of infections agents through dental impressions and the importance of different methods of decontamination. Results. Most of the subjects (93.89%) are aware of classical safe standard to achieve infection control in dental office. The youngest ones are well instructed in dental school. Most of the participants concluded that ere is a risk of transmission of infectious agents through different devices (impressions, prosthetic components) are sent out of the practice. Still only 35.11% of the respondents use a decontamination process of impressions. Among these (46 subjects), only 25 of them follow a well-conducted decontamination protocol. Many of the subjects consider that the infections risk of dental devices is minor and the decontamination procedure only makes the technological process more difficult. Conclusions. Dental practitioners consider that there is a minor risk of person-to-person transmission of infectious through dental devices. Doctors and technicians as well do not use a multi-step process of decontamination, because it makes the workflow more difficult.

ObjectivesHIV testing among high-risk groups is a key intervention to diagnose persons living unknowingly with HIV to enable linkage to care and effective antiretroviral treatment. This study aimed to evaluate the uptake of Testpoint, the first large-scale HIV testing programme in Sweden where peer, non-healthcare personnel offered venue-based testing. Testing was performed by staff from the Swedish Foundation for Lesbian, Gay, Bisexual and Transgender Rights (RFSL Sweden) and testing was performed at the RFSL offices, gay clubs and gay cruising areas, as well as at various gay festivals. The test was a rapid test using capillary blood from a finger prick.MethodsA cross-sectional survey of all persons aged >18 years who came for HIV testing at one of Testpoint’s locations in Sweden between 1 February and 31 December 2016.Results595 respondents (96% response rate) were included. Five persons were diagnosed with HIV and referred for treatment and care. A fifth of participants had never tested for HIV before. More than half of the participants were foreign born and the median age was 31 years. About one-fifth of participants stated they would not have tested through the healthcare system if Testpoint was not available.ConclusionsTestpoint reached their target population of young, foreign-born men who have sex with men (MSM) as well as first time testers and persons who stated that they would not have tested within the healthcare system. Such peer HIV testing outside the healthcare setting is a possible way of increasing uptake of testing in high-risk groups.

Abstract Context As a novel coronavirus swept the world in early 2020, thousands of software developers began working from home. Many did so on short notice, under difficult and stressful conditions. Objective This study investigates the effects of the pandemic on developers’ wellbeing and productivity. Method A questionnaire survey was created mainly from existing, validated scales and translated into 12 languages. The data was analyzed using non-parametric inferential statistics and structural equation modeling. Results The questionnaire received 2225 usable responses from 53 countries. Factor analysis supported the validity of the scales and the structural model achieved a good fit (CFI = 0.961, RMSEA = 0.051, SRMR = 0.067). Confirmatory results include: (1) the pandemic has had a negative effect on developers’ wellbeing and productivity; (2) productivity and wellbeing are closely related; (3) disaster preparedness, fear related to the pandemic and home office ergonomics all affect wellbeing or productivity. Exploratory analysis suggests that: (1) women, parents and people with disabilities may be disproportionately affected; (2) different people need different kinds of support. Conclusions To improve employee productivity, software companies should focus on maximizing employee wellbeing and improving the ergonomics of employees’ home offices. Women, parents and disabled persons may require extra support.

Purpose – This paper aims to propose a system for settlement of obligations of those who, on the one hand, serially owe someone and, on the other hand, are creditors to other persons. Serial Commitments Clearance (SCC) system provides the necessary arrangements for this purpose. Design/methodology/approach – Theoretical discussions of serial chain of debits and credits were conducted by considering the laws and regulations of commitment clearance. Findings – By considering laws and regulations of commitment clearance and introducing theory of serial chain of debits and credits, this system proposes an algorithm for recognition of serial commitments. Research limitations/implications – This process is set in connection to the Collateral Registration System and Mortgage Securitization System in Rastin Banking, while considering the legal and operational problems. Accordingly, banks, notary offices and other authorized authorities can clear serial obligations of persons due to their requests and agreements and release their collaterals and guarantees as far as the debts of the persons are equivalent. Practical implications – This system will cause financial release and efficiency of many economic firms. In addition, banks will gain commission for rendering this service. Social implications – SCC is a model that can be used in all countries, especially those which have more uncertainties and traders need more pledges for their transactions. Originality/value – This study fulfils an identified need to solve practical legal problems in vindication of rights.
