Abstract:
Militaries are in a changing and evolving environment. Defence management, with references to both military science and general management field, is seeking possibilities, opportunities and methods for being transformed in this dynamic environment and contexts. Managing, commanding and leading requires to know what is around, how is the surrounding atmosphere of organizations, what are the current socio-political, economic, environmental, scientific and legal situations to be considered? PESTLE analysis is giving a chance to defence managers for answering these questions. In this article we will discuss PESTLE model and try to find a solution how we can enhance it through a strategic approach.

Visconti, Roberto Moro. "Healthcare public-private partnerships in Italy: Assessing risk sharing and governance issues with PESTLE and SWOT analysis." Corporate Ownership and Control 13, no. 4 (2016): 122–31. http://dx.doi.org/10.22495/cocv13i4p12.

Full text
Abstract:
Healthcare infrastructural investments are a key strategic issue in countries such as Italy, whose aging population faces severe public budget constraints, exacerbated by the unprecedented recession. The choice between traditional procurement (TP) and Public Private Partnerships/Project Finance (PPP/PF) is by now a cornerstone of public strategies concerning complex infrastructural investments. PESTLE and SWOT strategic analysis provides a systematic and comprehensive reflection of the external and internal operational environment but has infrequently been applied to infrastructural procurement. Risk sharing between public and private actors and consequent corporate governance and ownership issues are still under-investigated in the literature, especially if associated with innovative PESTLE and SWOT instruments. Evidence shows that PESTLE and SWOT analysis improves procurement choices and public-private partnering, softening governance concerns. Since empirical considerations about Italy may be globally extended, even beyond the healthcare industry, the audience of this study may conveniently widen well beyond its apparently narrow focus.

Full text
Abstract:
The acoustic emissions from rubbing the ends of baseball bats, thin wood rods, and the soles of rubber boots on a snow bed were recorded and analyzed. The same analysis was also extended to the acoustic emissions from impacting a snow bed by small pestles and by subjecting a snow bed to relatively large stresses by stepping on it with shoes of variable rigidity. It is shown that when a snow bed is lightly rubbed, the acoustic emissions originate from vibration mode excitation in the rubbing body. It is argued that when highly granular cold snow is impacted by a small pestle, the acoustic emissions could originate with mode excitation in granule vibration bands around the pestle end, as in the case of impacted singing sands. Layers of highly granular and rounded snow pellets, seemingly formed from frozen raindrops, could contribute especially to snow avalanches. When walking on a snow bed, the acoustic emissions include squeaky sounds that originate from mode excitation in the shoe sole and crunchy and squeally sounds that could originate with crack growth and crystal dislocation processes in the sheared matrix of snow grains and grain bonds.

Abstract:
Given the great interest and impact generated by the previous article on the “Widiba Bank” case study published in this journal, the authors intend now to provide more insights on the analysis of the current Italian framework. A PESTLE analysis is therefore carried out to identify the main financial and environmental alternative strategies. The object of research is the chosen company Widiba Bank because, despite being a latecomer in the Italian online banking industry, its success demonstrated the importance of the adoption of targeted strategies in the digitized world. The performed analysis PESTLE allowed to provide many insights from different perspectives. The paper then confirmed the analyses by comparing the last 5 years’ performances (measured by the ROE ratio and Deposits Growth as Inputs, and Assets Growth as an Output) of the Italian Online Banking industry (average of the years 2016-2019). The data are retrieved from the Italian Public Registry of Incorporated Companies (managed by the Italian Chambers of Commerce) and processed using the DEA SOLVER software. This article strategically enhanced the knowledge of a previous one focused on the same bank by providing different perspectives and, therefore, a comprehensive view of the Widiba bank case study. It, therefore, aims at producing useful resources for business schools, practitioners, and experts.

The change of how patients acquire medical information is noticeable to all actors of the health care system. While in former times it was common practice, that the doctors marked the only source of health information, it has become normal nowadays, in the times of social media, digital networks and communities, to receive medical information from the internet by oneself. Next to numerous e-health and telemedical solutions from various participants in the healthcare system, chatbots increasingly gain relevance. This paper presents the potential of chatbots on the German e-health market with the help of a SWOT and a PESTLE analysis. Abstract:
The Gulf of Guinea is a region that that draws a lot of interest to many nations in Latin America, Europe and West Africa. It is because these countries depend on this region for conducting their business. Most of the countries export their products and import other goods through the Atlantic Ocean (Ali, 2017). The discovery of oil in Nigeria led to increased business transaction in this region and thus, the development of the economy. However, it also led to the rise of piracy, which affected the maritime security of the area. Many ships and other sea vessels have been affected by the acts of pirates who attack the ships and steal the content being transported. Sometimes they could also hijack these vessels and demand for ransom for them to be released. The ability to counterattack the pirates and robberies in this region is affected by factors which range from political, economic, social, technological, legal, and environmental. Matters such weak governments and poor implementation of the laws and conventions make the countries in the region to lack ability to tackle pirates in the sea and thus have to rely on the international security agencies like Interpol policing and other forces to help in providing security in the sea (Hasan, & Hassan, 2016). Increase in population, lack of unemployment, and poverty are also some of the things which makes many youths in the region to participate in these criminal activities because they lack something constructive, which can generate income.

Abstract:
The growing complexity of environmental challenges has progressively led to the emergence of Sustainable Business Models (SBMs) able to embed economic, environmental, and social flows in a unified value network. All sectors are demanding innovative and sustainable solutions, including the oil and gas industry, which aims to address the issues about the decommissioning of offshore platforms. However, although the relevant literature highlighted the potentialities related to a multi-reuse of these structures, the effect of Sustainable Decommissioning (SD) on macro-environmental factors is still an open question. Based on these considerations, this study follows a Political, Economic, Social, Technological, Legal, and Environmental (PESTLE) analysis according to semi-structured interviews conducted with oil and gas key informants and stakeholders in the Italian context. The results of the analysis can provide a novel thinking for addressing the challenges related to a sustainable decommissioning of offshore platforms and shed light on the importance of synergistic efforts by local entrepreneurship and institutional arrangements to combine economic and environmental sustainability with social needs. This paper can contribute to the emerging field of sustainable business models related to the decommissioning of offshore platforms and suggests avenues for future research.

Abstract:
In the recent past, sustainable development has been considered a major issue for urban and regional studies. Adaptive reuse appears to be a practical solution for sustainable urban development. Beyond and in addition to a conceptual base consistent with circular economy and sustainability principles, how do we know if adaptive reuse is actually sustainable, provided that it constitutes a multidisciplinary and multilevel process? The present study aims at evaluating, in as much as feasible quantitative terms, adaptive reuse practices sustainability. This was attained using a set of indicators, developed combining PESTLE (the Political, Economic, Technical, Social, Legal, and Environmental aspects) and SWOT (the Strengths, Weaknesses, Opportunities, and Threats) approaches, of which the results were subjected to evaluation by experts (pairwise comparisons), following the Analytic Hierarchy Process (AHP). The indicators representing strengths and opportunities of the process were calculated to be of higher value (overall level of final cumulative indicators values; 70.4%) compared with indicators representing weaknesses and threats. Enhancing strengths and opportunities and counteracting weaknesses and threats contribute making the potential of adaptive reuse practices in urban sustainability more evident. Among analysis dimensions, political and economic aspects rank first, followed by environmental, socio-cultural, technological-technical, and legal aspect. The empirical results of this paper serve as a useful reference point for decision-making and policy formulation addressing adaptive reuse practices in sustainable development strategies.

Abstract:
The development of renewable energy in Indonesia is still in a relatively fledgling state, yet it is forecast to increase. The Government of Indonesia has formulated and implemented several strategic programs, compiled under several binding frameworks, namely the National Energy Policy and the General Plan for National Energy. The government is committed internationally to reduce its greenhouse gas emissions as part of its Nationally Determined Contributions. However, unearthing the dynamics of renewable and sustainable energy in Indonesia requires a detailed stakeholder analysis of all relevant and major actors. This paper aims to provide a stakeholder analysis of actors in the renewable and sustainable energy sector in Indonesia as a whole, using a Political, Economic, Social, Technological, Legal and Environmental (PESTLE) analysis methodology. The results have indicated that existing policies are not yet perfect, given that the renewable energy industry is still quite minimal, especially in the current conditions of falling oil prices. In the future, it is hoped that the government can formulate a breakthrough policy to improve existing policies in the renewable energy sector, such as by giving ease to investors in the renewable energy sector, including the effective and efficient supply chain management of renewable energy.

Abstract:
We report here that easy ambient sonic spray ionization − mass spectrometry (EASI−MS) allowed direct, rapid, and comprehensive analysis of active components (e.g., terpenetrilactones and intact flavonol glycosides) in Ginkgo tablets. Unlike conventional methods that hydrolyze flavonol glycosides to flavonoids prior to analysis, EASI−MS detects intact flavonol glycosides directly from the tablets enabling differentiation of these natural glycosides from the synthetic flavonoids. Adulteration of Ginkgo tablets is therefore readily recognized in less than 10 s measurement time. Sample preparation is simple and requires only 0.5 mL of methanol and a mortar and pestle. Additionally, no reference standards are needed and a comparison is made to a certified Ginkgo tablet. To demonstrate these abilities, 22 commercial Ginkgo tablets were analyzed by EASI−MS. The data revealed large variations of ingredients and strong deviations from the specified Ginkgo extract levels. These results emphasize the importance of monitoring Ginkgo products using appropriate methodologies as suggested in our work. The technique may replace more demanding LC−MS/MS methods, which can achieve comparable results but are considerably more labor-intensive. Importantly, the presented method is cheaper, faster, and much simpler to operate than chromatography-based mass spectrometric techniques.

Abstract:
Land cover changes may cause a disturbance in the water cycle, the consequence of which is an increase in the volume of stormwater runoff. In such a situation, the use of traditional stormwater systems leads to a number of problems, including the hydraulic overload of these systems and the deterioration of rivers. Therefore, stormwater management clearly affects the quality of life in a particular area. In order to facilitate effective stormwater management, the paper identifies and assesses factors that impact the sustainability of stormwater systems. Using the premises of PESTLE analysis, these factors were categorized as Political, Economic, Social, Technological, Legal, or Environmental. Assessments from an expert team were also used to identify elements that are crucial for the development of innovative solutions for stormwater management.

Abstract:
Climate change is among the greatest environmental threats facing the globe today and the abatement of greenhouse gas (GHG) emissions is concerning all the industrial sectors contributing to the problem. The maritime transport sector has already implemented several measures for energy efficiency for the reduction of its GHG emissions, including both vessels and ports. This paper focuses on the prospects and challenges facing the development of a port energy management system. It analyzes the main factors which exert an impact on such a plan and that need to be taken into account for its successful implementation. A SWOT/PESTLE analysis is utilized for the identification of the political, economic, social, technological, legal and environmental factors that have a positive or negative effect on the adoption and successful implementation of a port energy management system. This analysis is based on empirical data from two leading North-European port authorities. Given the fact that ports are currently focusing on the reduction of their energy consumption, this paper’s results have particular significance in that they could enlighten and inform the adoption of a port energy management plan within ports.

Abstract:
Introduction. Modern challenges of European integration processes require deep reforms towards solving problems of national and territorial economic growth. Decentralization is one aspect of raising the level of financial security and stability of territorial communities, taking into account their particular factors. Purpose. The main objective of the study is to analyze the effectiveness of the process of decentralization with the use of factual data to confirm the relevance of the reform at the state level and assess its impact on the financial flows of the budgets of the united territorial communities in Ukraine and Ternopil region, in particular. Results. The main tendencies of the process of decentralization of power are considered. The main indicators on the basis of the actual data, which determine the real state of formation of the united territorial communities, in particular, Ternopil region for 2015-2018 years, are investigated. The analysis of indicators of budget execution in the context of the united territorial communities of the Chortkiv district is carried out. The prospects of creating territorial communities with the consideration of positive and negative factors for disclosing strengths and weaknesses in order to identify opportunities and threats to their development and regional level with the help of PESTLE and SWOT analysis are determined. The ways of improving regional policy are proposed to ensure the completion of the decentralization process. Conclusions. In general, the analysis allows us to state that the overall picture of the united territorial community activity in Ukraine is positive. However, in the process of creating a united territorial community, clear criteria (population size, maximum allowable expenditure volumes) need to be taken into account for their effective functioning in the long run. Based on the results of the study, a number of major problems were encountered before the newly formed united territorial communities, and ways to resolve them were suggested. Their further elaboration will form the main directions and prospects for future research. It is appropriate to conduct PESTLE and SWOT analysis prior to the creation of united territorial communities, which will make it possible to identify the negative sides and the opportunity to outline the positive prospects of community activity.

Abstract:
In the recent genomic era, polymerase chain reaction (PCR) has become a basic tool in molecular studies and the success of PCR depends upon the template DNA. PCR technique is quite robust and often unnecessary to extract high quality of DNA and hence crude DNA can be used as template for amplification. Therefore, we have evaluated NaOH-Tris DNA extraction method for PCR analysis because this is very simple, time saving and safe without the need to use expensive or rare materials and laboratory apparatus. This method only requires a small amount of leaf tissue, NaOH, Tris, micro tube and plastic pestle. The amplified PCR products showed clear, sharp and uniform bands gave similar results as compared with the modified CTAB method. The DNA obtained is crude contains impurities like protein, RNA but these impurities did not affect PCR amplification. This DNA extraction method is evaluated for brinjal (Solanummelongena L.), chilli (Capsicum annuum L.), rice (Oryza sativa L.) and tomato (Solanumlycopersicum L.) crop. Many other crop plants could also be amplified using the same DNA extraction method for molecular analysis of large samples. Thus, the use of NaOH-Tris method will allow researchers to obtain DNA from plant quickly for use in molecular studies.

Abstract:
This study performs a methodical experiment on adaptation and unification of soil dry sieving analysis. The analysis is based on the Savvinov dry sieving method that uses 0.5-1.5 kg air-dried soil samples which are passed through the 10, 7, 5, 3, 2, 1, 0.5, 0.25 mm sieves. The studied soils are silt loam Eutric Retisol and Haplic Chernozem. From each object, 50 kg of fresh soil was sampled from the plow layer (lm2area). Air-dried soil subsamples of 500 ± 0.5 g were used for analysis, clods bigger than 50 mm were gently crushed by pestle with rubber tip. The sieving parameters were the following: 50 Hz vibration frequency - 3000 rpm (depend on current), from 0.5 to 2.5 mm vibration amplitude and from 0.5 to 5 minutes sieving time. Sieve shaker mechanical work (J) was calculated for each mode. The data approximation was carried out by means of the asymptotic regression function. An optimal dry sieving mode was defined for each soil: Eutric Retisol - 1 mm vibration amplitude during 1 minute, Haplic Chernozem - 2.5 mm vibration amplitude during 2 minutes. In the case of sandy soils dry sieving doesn't require much effort. Therefore, in this experiment only fine macrostructure soils were selected (11-16 % < 2 um clay by laser diffraction method). As a result, the unified dry sieving mode of vibratory sieve shakers was developed which is applicable for all studied soils: 2.5 mm vibration amplitude during 2 minutes and 50 Hz frequency when 500 g air-dried soil sample is used.
