AbstractThe best worker is not always the best candidate for manager. In these cases, do firms promote the best potential manager or the best worker in their current job? Using microdata on the performance of sales workers at 131 firms, we find evidence consistent with the Peter Principle, which proposes that firms prioritize current job performance in promotion decisions at the expense of other observable characteristics that better predict managerial performance. We estimate that the costs of promoting workers with lower managerial potential are high, suggesting either that firms are making inefficient promotion decisions or that the benefits of promotion-based incentives are great enough to justify the costs of managerial mismatch. We find that firms manage the costs of the Peter Principle by placing less weight on sales performance in promotion decisions when managerial roles entail greater responsibility and when frontline workers are incentivized by strong pay for performance.

This research aims to reconstruct and explain the argument proposed by Peter Singer to justify the principle of equal consideration of interests (PECI). The PECI is the basic normative principle according to people should consider the interests of all sentient beings affected when somebody taking a moral decision. It is the join that Singer proposes between universalizability and the principle of equal consideration of interests that constitutes a compelling reason to justify it. The universalizability requires to disregard the numerical differences, putting yourself in other people s shoes, and to consider preferences, interests, desires and ideals of those affected. Singer joins universalizability to normative principle and molds the form and content of his theory. The first chapter introduces the discussion will be developed in this essay. The second chapter deals the historical and philosophical viewpoint from which Singer starts his studies. The third chapter is about the Singer s critiques of naturalism, intuitionism, relativism, simple subjectivism and emotivism. The fourth chapter exposes the design of universal prescriptivism proposed by R. M. Hare. The universal prescriptivism indicates, in the Singer s viewpoint, a consistent way to create the join between the universalizability and PECI. It highlights also the criticism designed by J. L. Mackie and Singer himself to universal prescriptivism. The second part of this chapter shows briefly some of the main points of the classical conception of utilitarianism and its possible relationship with the theory of Singer. The fifth chapter introduces the Singer s thesis about the origin of ethics and the universalizability as a feature necessary to the point of view of ethic, and the way which this argument is developed to form the PECI. The sixth chapter exposes the main distinctions that characterize the PECI. Finally the seventh chapter provides a discussion about the reasons highlighted by Singer for one who wants orient his life according to the standpoint of ethics. This structure allows explaining the main ideas of the author concerning the theoretical foundations of his moral philosophy
Esta investiga??o tem como objetivo reconstruir e explicitar o argumento proposto por Peter Singer para justificar o princ?pio de igual considera??o de interesses (PICI). O PICI ? o princ?pio normativo b?sico segundo o qual as pessoas devem considerar igualmente os interesses de todos os seres sencientes afetados ao tomarem uma decis?o moral. ? o v?nculo que Singer estabelece entre a universalizabilidade e o princ?pio de igual considera??o de interesses que se constitui em uma raz?o convincente para justific?-lo. A universalizabilidade consiste na exig?ncia de desconsiderar as diferen?as num?ricas, de colocar-se no lugar do outro e de considera??o igual pelas prefer?ncias, interesses, desejos e ideais dos afetados. Singer ao vincular a universalizabilidade e o princ?pio normativo estabelece a forma e o conte?do da sua teoria. No primeiro cap?tulo, introduzimos a discuss?o que ser? desenvolvida nesta disserta??o. No segundo cap?tulo, apresentamos o panorama hist?rico-filos?fico no qual Singer inicia suas investiga??es. O prescritivismo universal indica, para Singer, uma forma consistente para estabelecer o v?nculo entre a universalizabilidade e o PICI. Apontamos, tamb?m, as cr?ticas feitas por J. L. Mackie e pelo pr?prio Singer ao prescritivismo universal. Na segunda parte do cap?tulo, apresentamos resumidamente alguns pontos centrais da concep??o cl?ssica do utilitarismo e uma poss?vel rela??o com a teoria de Singer. Abstract This paper is dedicated to Prof. Peter Hagedorn, Darmstadt University of Technology, Germany, on the occasion of his 60th birthday. Usually piezoelectric actuators are nowadays simulated with the help of finite element codes. Analytical models are only used for very simple geometries like beams and plates or in those cases where piezoelectric patches are bonded to a beam or plate. Examples can be found in literature. However, it has to be kept in mind that there are still some problems for which standard finite element codes like ANSYS might get difficulties. One such problem is a piezoelectric transformer with an arbitrary load impedance connected to the electrodes of one of the piezoceramics. Such a system is investigated in this paper. To obtain results which are still valid if the diameter of the rod is not small compared to the wave length, a refined rod theory is used which takes into consideration also the inertia effects due to transverse contraction. To derive the equations of motion and the boundary conditions for such a system Hamilton’s principle for electromechanical systems is used. The equations of motion are solved and compared with experimental results. A comparison with results of a finite element analysis is also given for one special case which could be handled by ANSYS.

Following a request from the FSA Chair, the Science Council have sought to provide a framework that can guide those seeking to submit uncommissioned evidence to the FSA on its scientific principles and standards.The Science Councils proposed framework is based on the principles of quality, trustand robustness. By being transparent about the FSA’s minimal expectations, we aim to help those who wish to submit evidence, typically in an effort to fill a perceived evidence gap orchange a relevant policy or legislation. The framework also seeks to provides assurance to others on the processes in place within the FSA to assess evidence it receives.When the FSA receives evidence, it will: be transparent about how the evidence is assessed and used to develop its evidence base, policy recommendations and risk communication; assess evidence in its proper context using the principles of quality, trust and robustness; seek to minimise bias in its assessments of evidence by using professional protocols, its SACs, peer review and/or multi-disciplinary teams be open and transparent about the conclusions it has reached about any evidence submitted to it.

Abstract:
El estudio que se presenta a continuación tiene como objetivo realizar un estudio prospectivo para la Escuela de Ciencias de la Salud de la Universidad Nacional Abierta y a Distancia UNAD con un horizonte de tiempo al año 2026. Desarrollo. Su metodología se diseñó bajo un enfoque cualitativo de tipo descriptivo. El eje principal en el que se fundamentó el desarrollo de la investigación se enfocó en los postulados prospectivos de la escuela francesa representada por Michel Godet adaptado a los requerimientos del estudio en particular de la formación en salud. El procedimiento se dividió en tres etapas: Primera etapa, encuesta Delphi, busca determinar avances tecnológicos y tendencias de la educación en salud, Segunda etapa. Análisis estructural por medio del método MIC-MAC, Tercera etapa. Diseño de escenarios futuros y propuesta de escenario apuesta utilizando el método de ejes de Peter Schwartz. Conclusiones: Se evidenciaron cinco objetivos estratégicos para la formación en salud, como son: tecnosalud, infraestructura, investigación, redes académicas y transdisciplinariedad. Los ejes estratégicos permitieron diseñar cuatro posibles escenarios para la prospectiva en la formación en salud.

Abstract:
This summary reviews evidence on the urban flooding impact, risk factors, and management and mitigation measures in Lagos and other cities in Nigeria. Flooding is a common problem every year in many cities across Nigeria, but the impacts of flooding are poorly documented. There is no consistent set of statistics at a national or sub-national level that can be used to compare the impacts of flooding across cities, and reports that focus on particular flood events are often incomplete. The literature notes the principal factors contributing to flood risk including uncontrolled urban growth, inadequate and poorly-maintained drainage systems, solid waste management practices, weakness in institutional capacity and coordination, and warning systems and public awareness. The evidence base for flood impacts, risks, and mitigation efforts at the city level in Nigeria is limited, and much of the information available is low quality, inconsistent, or outdated. Many rely on surveys of city residents rather than objective empirical data, and some of these surveys appear to be poorly designed. A significant number of the academic publications available have been published in non-mainstream journals without the usual level of academic peer review. Recent information is scarce, and a significant amount of the available evidence dates from 2011 and 2012, which coincides with an episode of nationwide flooding that was among the worst in Nigeria’s history.

Abstract:
The policy review is part of the project EQualCare: Alone but connected? Digital (in)equalities in care work and generational relationships among older people living alone, a three-year international project involving four countries: Finland, Germany, Latvia and Sweden. EQualCare interrogates inequalities by gender, cultural and socio-economic background between countries, with their different demographics and policy backgrounds. As a first step into empirical analysis, the policy review aims to set the stage for a better understanding of, and policy development on, the intersections of digitalisation with intergenerational care work and care relationships of older people living alone in Germany. The policy review follows a critical approach, in which the problems policy documents address are not considered objective entities, but rather discursively produced knowledge that renders visible some parts of the problem which is to be solved as other possible perspectives are simultaneously excluded. Twenty publicly available documents were studied to analyse the processes in which definitions of care work and digital (in)equalities are circulated, translated and negotiated between the different levels of national government, regional governments and municipalities as well as other agencies in Germany. The policy review consists of two parts: a background chapter providing information on the social structure of Germany, including the historical development of Germany after the Second World War, its political structure, information on the demographic situation with a focus on the 60+ age group, and the income of this age group. In addition, the background presents the structure of work and welfare, the organisation of care for old people, and the state of digitalisation in Germany. The analysis chapter includes a description of the method used as well as an overview of the documents chosen and analysed. The focus of this chapter is on the analysis of official documents that deal with the interplay of living alone in old age, care, and digitalisation. The analysis identified four themes: firstly, ageing is framed largely as a challenge to society, whereas digitalisation is framed as a potential way to tackle social challenges, such as an ageing society. Secondly, challenges of ageing, such as need of care, are set at the individual level, requiring people to organise their care within their own families and immediate social networks, with state support following a principle of subsidiarity. Thirdly, voluntary peer support provides the basis for addressing digital support needs and strategies. Publications by lobby organisations highlight the important work done by voluntary peer support for digital training and the benefits this approach has; they also draw attention to the over-reliance on this form of unpaid support and call for an increase in professional support in ensuring all older people are supported in digital life. Fourthly, ageing as a hinderance to participation in digital life is seen as an interim challenge among younger old people already online.

Peer education typically involves training and supporting members of a given group to effect change among members of the same group. Peer education is often used to effect changes in knowledge, attitudes, beliefs, and behaviors at the individual level. However, peer education may also create change at the group or societal level by modifying norms and stimulating collective action that contributes to changes in policies and programs. Worldwide, peer education is one of the most widely used strategies to address the HIV/AIDS pandemic. This report presents findings from a project designed to identify components and principles that influence HIV/AIDS peer education program quality and effectiveness, as well as gaps in and priorities for operations research. The project was coordinated by UNAIDS and the Horizons Project, and implemented with the Jamaican Ministry of Health, PATH, AIDSMark/PSI, IMPACT/FHI, and USAID. The Horizons Project is implemented by the Population Council and partners.

As HIV prevalence in Vietnam increases, promoting prevention behavior among vulnerable populations, such as migrant workers, becomes more critical. In Ho Chi Minh City, efforts by the local government have been in place for several years to focus prevention activities on migrant workers. The principal activity uses volunteer health communicators to conduct HIV education activities at workplaces. Yet these prevention efforts have reached only a minority of migrant workers, and the effectiveness of the approach remains unclear. Local authorities want to expand their efforts but need more information about which activities are the most effective and least costly, as well as their potential for scale-up. The Horizons Program, the Population Council/Vietnam, and partners compared the existing workplace HIV-prevention program for highly mobile construction workers with a new peer-education (PE) program. As stated in this brief, while both the PE and HC programs had a positive impact on workers, the PE program has a number of advantages over the HC program for this type of work environment.
