Abstract:
94 Background: Pre-operative or definitive chemoRT is accepted treatment for locally advanced (LA) ESCC. We have retrospectively shown that assessment by PET scan following induction chemo prior to chemoRT and surgery predicts outcomes in SCC Pts (Cancer 118:2820; 2012). Some Pts with progression on PET after induction chemo had long-term survival when changed to alternative chemo during RT. Methods: We retrospectively reviewed all Pts with LA ESCC who received induction chemo and chemoRT from 2002 to 2010; all Pts had PET scan before and after induction chemo. Results: 62 Pts were identified, median age 63, median Karnofsky performance status 80%, 75% with uN+ disease. 43 (69%) received induction chemo with platinum/irinotecan (CPT-11), 13 (21%) with platinum/paclitaxel and 6 (10%) with docetaxel/CPT-11 ± cisplatin. 38 Pts (61%) were PET responders (PETr; ≥35% decrease in mSUV of tumor) and 24 (39%) were PET non-responders (PETnr; <35% decrease). All PETr received same chemo during RT. Of PETnr, 9 continued with same chemo during RT and 15 were changed to a different chemo with RT. 33/38 PETr (87%) achieved a clinical complete response (cCR) vs. 4/9 (44%) of PETnr/no chemo change vs. 11/15 (73%) of PETnr/chemo change (p=0.01 for PETr vs. PETnr/no chemo change; p=0.25 for PETr vs. PETnr/chemo change). 17 Pts had resection, all R0; 5/12 PETr (42%) had pathologic CR (pCR) while 0/3 PETnr/no chemo change Pts had pCR. Median disease-specific survival (not reached vs. 19 mos, p=0.002) and overall survival (OS; 69.6 vs. 17.4 mos, p=0.0056) were significantly better for PETr vs. PETnr. Median OS for PETnr/chemo change was 19.6 mos vs. 13.3 mos for PETnr/no chemo change (p=0.50); 6/15 PET nr who had different chemo with RT have extended survival, including 4 who are without disease at 2.8 – 9+ years. Conclusions: PET scan after induction chemo appears to predict for outcomes in ESCC Pts who received chemoRT. Long-term survival is possible in PETnr who switch to different chemo during RT. Such a strategy should be prospectively evaluated in a clinical trial.

Abstract:
Fluorine-18 fluorodeoxyglucose (FDG) positron emission tomography (PET)/computed tomography (CT) after one cycle of standard chemotherapy in patients with diffuse large B cell lymphoma (DLBCL) was assessed. Prospectively enrolled 51 patients had four PET/CT studies using the same protocol and system: at baseline and after one, three, and six cycles of chemotherapy (PET0, PET1, PET3, PET6). The PET1 and PET6 Deauville five-point score (D5PS) agreed in 60.8%, while PET3 and PET6 D5PS agreed in 90.2%. The absolute and percent changes of peak standard uptake value corrected for lean body mass (SULpeak) compared to baseline were significantly different between PET1 and PET3 (p = 0.001, p < 0.001) and PET1 and PET6 (p = 0.002, p = 0.001), but not between PET3 and PET6 (p = 0.276, p = 0.181). The absolute SULpeak from PET1 predicted treatment failure with accuracy of 78.4% (area under the curve 0.73, p = 0.023). D5PS, SULpeak, and metabolic tumor volume (MTV) were not statistically different between responders versus non-responders, or the one year disease-free versus relapse groups. D5PS and PERCIST responses showed 100% agreement at end-of-therapy. In conclusion, the responses after three and six cycles of therapy showed high degree of agreement. D5PS or MTV after one cycle of chemotherapy could not predict response or one-year disease-free status, but the SULpeak from PET1 was associated with response to first line therapy in DLBCL. Deauville and PERCIST criteria show high concordance.

Translated into English and German, the Tsar intended that all Europe should understand Russia's legal pretensions against Charles XII of Sweden through Shafirov's book and himself edited the final text and contributed the conclusion. At Imperial behest two further Russian editions were printed in 1719 and 1722 in thousands of copies.

Abstract:
394 Background: We previously presented safety data for the combination of D with carboplatin/paclitaxel (C/P) and RT for locally advanced esophageal cancer (J Clin Oncol 2018;36:172 [abstr]). Based on the positive results of the CALGB 80803 study (J Clin Oncol 2017;35:1 [abstr]), we amended the study to administer induction FOLFOX prior to PET assessment. Here, we present updated results. Methods: Patients (Pts) had TanyN+ or T3-4NanyM0 esophageal and Siewert Type I-III GEJ adenocarcinoma staged by EUS, PET/CT and CT. Pts received mFOLFOX6 ×2 prior to repeat PET/CT. PET responders (PETr) received 5-FU or capecitabine and oxaliplatin with RT to 50.4Gy, while PET non-responders (PETnr) received C/P with RT. All Pts received D 1,500 mg q4W ×2 starting 2 wks prior to and during CRT. Esophagectomy was planned 6-8 weeks after CRT. Pts who had R0 resections received adjuvant D 1,500mg q4W ×6. Results: 20 Pts have been enrolled: 16 GEJ, 4 esophageal; 3 T1-2N+, 8 T3-4N0, 1 T3Nx, 8 T3-4N+. 13 of 20 Pts (65%) are PETr. Of 13 Pts who have had surgery (8 PETr, all R0), pathologic complete response (pCR) was seen in 3 (23%; 2 PETr); 3 Pts (23%; all PETr) had ypT1bN0 tumors with 99% response and 1 Pt (8%; PETnr) had ypT0N1 (1/30 LN) with profound response in LN. 2 Pts had MSI tumors (1 PETr; 1 pCR, 1 ypT2N0 with 90% response). Notable gd 3/4 adverse events (AEs) observed were lymphopenia in 16 Pts (80%), neutropenia in 4 Pts (20%) and diarrhea and dysphagia in 1 Pt each (5%). Notable gd 1/2 AEs in ≥20%: thrombocytopenia (18 Pts), fatigue (13 Pts), anemia (12 Pts), increased AST (12 Pts), constipation (11 Pts), nausea (11 Pts), diarrhea (7 Pts) and odynophagia (7 Pts). Immune-related AEs noted were gd 3 hepatitis and gd 2 dermatitis in 1 Pt and gd 1 hypothyroidism in 1 Pt. Median length of post-op stay is 8 days, with 18% anastomotic complication rate. Conclusions: The addition of D to induction FOLFOX and PET-directed CRT is safe and feasible. pCR and near-pCR in ½ of Pts is encouraging and compares favorably to our historical pCR rate of 15% in PETr (Cancer 2016:122:2083) and pCR rate of 31% in CALGB 80803 Pts who received induction FOLFOX. Accrual to 36 Pts continues and updated outcomes and immune correlative data will be presented. Clinical trial information: NCT02962063.

Abstract Background: Positron emission tomography / computed tomography with fluorodeoxyglucose (FDG-PET/CT) is widely accepted for staging and for end treatment assessment in patients with DLBCL, and has demonstrated to have prognostic impact when used to evaluate early response to chemotherapy (CT) in this group of patients. In the last years, many changes in the way of interpreting PET/CT have been proposed, both for interim and for end of treatment (Barrington SG, J Clin Oncol 2014;32:3048-3058) We present preliminary data of the first Spanish centralized PET/CT review in a Phase 2 randomized trial in young patients with poor prognosis diffuse large B-cell lymphoma (DLBCL), which compares 6 cycles of RCHOP versus 6 cycles of a modified RCHOP regimen, Bortezomid-R CAP (BRCAP). ClinicalTrials.gov Identifier: NCT01848132. The main objective is to evaluate concordance between reviewers in interim and final PET, in order to stablish the best criteria for PET/CT assessment. PET2 ability to predict PET4 result is also analyzed. Methods: A blinded, prospective, centralized review in real time of PET/CT images was realized by the GELTAMO PET network. For each patient, images of basal (PET0), interim PET2 and PET4 and final PET after completion of chemotherapy (PET 6) were sent to a central platform, and then analysed by the review panel composed of seven expert nuclear medicine physicians. PET2 and PET4 were interpreted visually based on Deauville criteria (considering scores 4 and 5 as positive), and also semiquantitavely (considering a positive PET2 when ΔSUVmax≤66% and a positive PET4 when ΔSUVmax≤70%). PET6 was interpreted following Deauville criteria. Final result of every PET/CT was defined as positive or negative by the central review panel. When discordance between visual and semiquantitative analysis was found in interim PET, semiquantitative method was determinant of final result. A positive PET4 result determined dropped out from trial. Concordance between all readers was analysed using Cohen's kappa coefficient. Results: Of the first 76 patients that underwent PET/CT, 64 patients completed PET0, PET2 and PET4; 34 patients underwent PET0, PET2, PET4 and PET6. In the central review, 44/64 patients (69%) were PET2(-) and 20/64 (31%) were PET2(+); 44/64 (69%) were PET4(-) and 20/64 (31%) PET4(+); 21/34 (62%) were PET6(-) and 13/34 (38%) were PET6(+). We found 43 patients with negative PET2 and PET4, 19 patients with positive PET2 and PET4, 1 patient with positive PET2 and negative PET4, and 1 patient with negative PET2 and positive PET4. PET2 result was predictive of PET4 (p<0.001). Concordance between reviewers for PET2 using visual assessment was good (median kappa=0,74) and very good using semiquantitative analysis (median kappa: 0,83). Concordance between reviewers for PET4 using visual assessment was good (kappa=0,72) and very good when semiquantitative analysis was used (median kappa=0,87). For PET6, concordance between readers was moderate (kappa=0.45). Conclusion: In this homogeneus group of patients, a centralized semiquantitative analysis of interim PET after 2 and 4 cycles of chemotherapy improves concordance between readers in comparison with visual analysis. When semiquantitative method is used, PET2 is predictive of PET4 result. In the same way, visual analysis of PET6 using Deauville criteria seems to have a worse concordance between readers, but more patients need to be analyzed to confirm this result. Abstract:
Plásticos como o polipropileno (PP) e o poli (tereftalato de etileno) (PET) são produzidos a partir do petróleo que não são fontes renováveis e levam muitos anos para desaparecerem do ambiente onde são depositados, após sua utilização. Fungos do gênero Pleurotus,por possuírem um complexo enzimático único, que os habilita a degradar materiais lignocelulósicos, vêm sendo vastamente estudados. Estes fungos além de possuírem propriedades nutricionais têm aplicações em biorremediações tais como a biodegradação de 2,4-diclorofenol, poli (tereftalato de etileno) e poliuretanos. Neste trabalho, estudou-se a biodegradação dos polímeros PP e PET reciclados (PPr, PETr), por Pleurotus ostreatusDSM 1833 em meio de cultivo sólido, usando o meio de cultivo POL, sem glicose. Os polímeros PPr e PETr, na forma de pelletse de flakes, respectivamente, foram depositados em placas de Petri contendo o meio de cultivo. As placas previamente pasteurizadas foram inoculadas com micélio do P. ostreatus e incubadas a 30 ºC. A caracterização dos polímeros foi feita pelos testes de perda de massa (%) e pelas curvas de calorimetria diferencial exploratória (DSC). Após 45 dias de biodegradação o PETr apresenta 3,3% de perda de massa enquanto o PPr 0,3%. Quanto às curvas obtidas pelo DSC do grau de cristalinidade ((c) os polímeros apresentaram os seguintes valores: para o PETr biodegradado em 45 dias foi de 13%, enquanto que o controle abiótico foi de 29%. Já o (c do PPr foi de 31% no controle abiótico de 45 dias e aumentou para 35% no teste de biodegradação.

The article is dedicated to the 60th anniversary of the birth of the outstanding representative of the St. Petersburg medical school and thoracic surgery of the country, the talented scientist and teacher, doctor of medical sciences, professor Petr Kazimirovich Yablonskiy. P. K. Yablonskiy is the founder of many progressive endeavors in medicine: the study of the fundamental principles of respiratory transplantation implemented in the world’s first successful simultaneous allotransplantation of the trachea (1991) and the first successful bilateral lung transplantation in the Russian Federation; the creation of the Russian school of interventional pulmonology and the St. Petersburg school of breast endovascular surgery; the development and implementation for the first time in world practice of the concept of using robot-assisted operations in the treatment of patients with pulmonary tuberculosis. Significant scientific potential and high organizational capabilities allowed P. K. Yablonskiy to lead and actively develop the Center for Intensive Pulmonology and Thoracic Surgery on the basis of the multidisciplinary city hospital; the Department of Hospital Surgery, and then the Faculty of Medicine of St. Petersburg University; St. Petersburg Research Institute of Phthisiopulmonology. The great experience in clinical medicine and the organization of public health contributed to his appointment as the chief freelance specialist – the thoracic surgeon of the Ministry of Health of the country, and also allowed him to head the Association of Thoracic Surgeons and the National Association of TB specialists, created by him.

Nesta disserta??o, analisaremos de que forma a ind?stria do petr?leo atua no desenvolvimento. Para tanto, utilizaremos o conceito de desenvolvimento sustent?vel de forma a n?o dissociar tr?s elementos: o desenvolvimento social, o crescimento econ?mico e o respeito ao meio ambiente. Com base nesse conceito de desenvolvimento, adotamos as pol?ticas p?blicas como meio de garantir aos cidad?os o direito ao desenvolvimento e aos direitos sociais e fundamentais, como previsto na Constitui??o Federal. A partir de ent?o, utilizamos os royalties advindos da explora??o da camada do pr?-sal como financiador destas pol?ticas, ou seja, ser? estudado como os royalties do petr?leo podem garantir o desenvolvimento sustent?vel, adotando como meio as pol?ticas publicas. Outro conceito de import?ncia ?mpar para este estudo ? o de justi?a intergeracional, cuja tem?tica em an?lise envolve os royalties do pr?-sal, recurso natural finito, que deve ser utilizado com consci?ncia e respeito ?s futuras gera??es. Nessa dire??o, o estudo se justifica pelo fato de a ind?stria do petr?leo, em espec?fico do pr?-sal, gerar enorme riqueza para o Brasil e, em contradi??o, existirem enormes desigualdades sociais e regionais. Tendo isso em vista, buscamos utilizar essa riqueza para minimizar essas desigualdades e garantir melhores condi??es de vida ? popula??o do pa?s e n?o apenas ? popula??o dos estados onde se localizam as jazidas. Ainda nesse sentido, adotamos o principio do federalismo cooperativo. A Lei Federal 9.478/97 trata das finalidades da pol?tica energ?tica nacional para o aproveitamento das fontes de energia e tem como um de seus objetivos promover o desenvolvimento nacional. O objetivo desta pesquisa ? analisar como os royalties do petr?leo podem contribuir para o desenvolvimento nacional e, para isso, utilizaremos os royalties frutos da explora??o do pr?-sal. Tais pol?ticas t?m o intuito de melhorar as condi??es de vida da popula??o como um todo e minimizar as desigualdades sociais a n?vel nacional, para tanto, ? necess?rio um planejamento estrat?gico de a??es p?blicas que envolvam o desenvolvimento sustent?vel e que acate as necessidades da popula??o, melhorando a qualidade de vida dessas pessoas. In this thesis, we will analyze how the oil industry operates in the development. Therefore, we will use the concept of sustainable development, in order not to separate three elements: social development, economic growth and the respect for the environment. Based on this concept of development, we have adopted the public policies to guarantee citizens the right to the development and to the social and fundamental rights, as provided in the Federal Constitution. From this, we used the royalties from the exploitation of pre-salt layer as the financing of these policies, so, will be studied how the oil royalties can ensure the sustainable development, adopting as path, the public policies. Another important concept for this study is the intergenerational justice, which theme under consideration involves the pre-salt royalties, finite natural resource which must be used with awareness and respect for future generations. In this direction, the study is justified by the fact that the oil industry, in particular the pre-salt, generate enormous wealth for Brazil, and in contradiction, there are huge social and regional inequalities. With this in mind, we seek to use that wealth to minimize these inequalities and ensure better living conditions to all the population of the country, not just the population of the states where there are the oil. Also in this sense, we have adopted the principle of cooperative federalism. The Federal Law 9.478 / 97 deals with the purposes of national energy policy for the use of energy sources and has as one of its goals to promote national development. The objective of this research is to analyze how the oil royalties can contribute to the national development and to this goal, we will use the royalties from the pre-salt exploration. These policies are intended to improve the living conditions of the population as a whole and to minimize social inequalities at the national level, therefore, a strategic planning of public actions involving sustainable development and to abide by the people's needs is required, improving the quality of their lives. It also analyzes how the control of these policies should be done so that the resources intended for them to be applied fairly. Thus, we analyze that the population itself should be responsible for this, since it is the most interested For this to occur, we suggest changing the purely representative democracy with the implementation of participatory democracy. In other words, the civil society should get engage in the country's development process, which we call active citizenship, through direct participation in the preparation, implementation and monitoring of public policies and national development projects. For the construction and structuring of this study, we used the theoretical-deductive method of approach, from which a specific literature search was conducted. As a contribution to the study, an analysis was performed on theoretical research on the subject as well as the current legislation. It was observed, finally, the positioning of the upper courts on the theme.

This is the context of the importance of establishing a new regulatory framework for the exploration and production of oil and natural gas reserves in the area of pre-salt layer, through constitutional confrontation of various doctrinal and jurisprudential understandings. The administrative model of the Brazilian State, based on regulation, strives, with the application of the efficiency principle and assessment of economical costs, to give a greater effectiveness to fundamental rights by implementing public policies.The objective of this work is to analyze the role of Oil royalties in the context of the Brazilian State, considering that, being an income gap, they might work as a device that promotes intra/intergenerational justice. By means of a correct and efficient distribution and application in the national region, the royalties constitute financial resources available for implementing public policies that intend to guarantee the fundamental rights; above all, with the discovery of the Pre-salt basin and the indisputable rise in the tax revenues arising from Oil exploration. In the making of this work, the theoretical-descriptive methodology is observed, grounded in a critical-reflexive analysis about Constitutional Law and Oil Law. This work analyzes the administrative model of the Brazilian State, the theory of costs of fundamental rights and the theoretical aspects about royalties, such as: the ethical and economical fundamentals, the distribution and destination of revenues, considering the oil exploration scenario before and after the discovery of the pre-salt basin. it is verified, with the present work, the importance of the creation of a new regulatory framework, and consequently the creation of a sovereign wealth fund, which arises to re-evaluate the application of the current norms of Oil revenue distribution. Still, it is imperative that the mechanisms for controlling the application of royalties are defined in detail, so that those can fully admit the objectives of intra/intergenerational justice. Furthermore, it is emphasized that this process should develop from the efficiency principle viewpoint, as well as the principle of reducing social and regional differences, given that the Oil revenues might be used to ensure fundamental social rights, by implementing public policies that are aligned with the development recommended by the Federal Constitution
O Modelo Administrativo do Estado Brasileiro, baseado na regula??o, busca, na aplica??o do Princ?pio da Efici?ncia e na aferi??o dos custos econ?micos, dar efetividade aos Direitos Fundamentais, atrav?s da implementa??o de Pol?ticas P?blicas. O objetivo deste trabalho consiste em analisar o papel dos royalties de petr?leo no contexto do Estado Brasileiro, uma vez que, por ser uma renda diferencial, podem funcionar como um mecanismo promotor de justi?a intra/intergeracional. Atrav?s de uma correta e eficiente distribui??o e aplica??o no territ?rio nacional, os royalties constituem recursos financeiros dispon?veis para concretiza??o de pol?ticas p?blicas que pretendem garantir os direitos fundamentais; principalmente com a descoberta da bacia Pr?-sal e o incontest?vel aumento na arrecada??o das rendas petrol?feras. This work addresses the relationship between University-Firm aims to understand the model of shared management of R&D in petroleum of Petrobras with UFRN. This is a case study which sought to investigate whether the model of cooperation established by the two institutions brings innovation to generate technical-scientific knowledge and contribute to the coordination with other actors in the promotion of technological innovation. In addition to desk research the necessary data for analysis were obtained by sending questionnaires to the coordinators of projects in R&D at the company and university. Also, interviews were conducted with subjects who participated in the study since its inception to the present day. This case study were analysed through the Resource-Based View and Interorganizational Networks theory. The sample data also stands that: searches were aligned to the strategic planning and that 29% of R&D projects have been successful on the scope of the proposed objectives (of which 11% were incorporated into business processes); which was produced technical and scientific knowledge caracterized by hundreds of national and international publications; thesis, dissertations, eleven patents, and radical and incremental innovations; the partnership has also brought benefits to the academic processes induced by the improved infrastructure UFRN and changing the "attitude" of the university (currently with national prominence in research and staff training for the oil sector). As for the model, the technical point of view, although it has some problems, it follows that it is appropriate. From the viewpoint of the management model is criticized for containing an excess of bureaucracy. From the standpoint of strategic allocation of resources from the legal framework needs to be reassessed, because it is focused only on the college level and it is understood that should also reach the high school given the new reality of the oil sector in Brazil. For this it is desirable to add the local government to this partnership. The set of information leads to the conclusion that the model is identified and named as a innovation of organizational arrangement here known as Shared Management of R&D in petroleum of Petrobras with UFRN. It is said that the shared management model it is possible to exist, which is a simple and effective way to manage partnerships between firms and Science and Technology Institutions. It was created by contingencies arising from regulatory stand points and resource dependence. The partnership is the result of a process of Convergence, Construction and Evaluation supported by the tripod Simplicity, Systematization and Continuity, important factors for its consolidation. In practice an organizational arrangement was built to manage innovative university-industry partnership that is defined by a dyadic relationship on two levels (institutional and technical, therefore governance is hybrid), by measuring the quarterly meetings of systematic and standardized financial contribution proportional to the advancement of research. These details have led to the establishment of a point of interaction between the scientific and technological-business dimension, demystifying they are two worlds apart
Este trabalho aborda a rela??o Universidade-Empresa e tem como objetivo compreender o modelo de Gest?o Compartilhada de P&D da Petrobras com a UFRN. Trata-se de um estudo de caso em que se procurou investigar se o modelo de coopera??o estabelecido pelas duas institui??es agrega inova??o, se gera conhecimento t?cnico-cient?fico e se contribui para a articula??o com outros atores locais na promo??o da inova??o tecnol?gica. Al?m da pesquisa documental os dados necess?rios ? an?lise foram obtidos atrav?s do envio de question?rios aos coordenadores de projetos de P&D da empresa e da universidade. Tamb?m foram realizadas entrevistas com sujeitos que participaram do processo estudado desde o seu in?cio at? os dias atuais. Este estudo de caso foi analisado teoricamente atrav?s da Vis?o de Recursos e de Redes Interorganizacionais. Os dados amostrais tamb?m permitiram observar que: as pesquisas estavam alinhadas ao planejamento estrat?gico da empresa e que 29% dos projetos de P&D tiveram sucesso quanto ao alcance dos objetivos propostos (dos quais 11% foram incorporados aos processos da empresa); que foi produzido conhecimento t?cnico-cient?fico registrado por centenas de publica??es nacionais e internacionais, teses, disserta??es, onze patentes, e por inova??es tecnol?gicas radicais e incrementais; que a parceria tamb?m trouxe benef?cios aos processos acad?micos induzidos pela melhoria na infraestrutura da UFRN e pela mudan?a de atitude da universidade (atualmente com destaque nacional na pesquisa e forma??o de quadros para o setor petr?leo). Quanto ao modelo, do ponto de vista t?cnico, embora tenha alguns problemas, deduz-se que ele ? adequado. Do ponto de vista de gest?o o modelo ? criticado por conter um excesso de burocracia. Do ponto de vista estrat?gico a destina??o dos recursos oriundos do marco legal necessita ser reavaliada, pois est? focada somente no n?vel superior e entende-se que deva chegar tamb?m ao ensino m?dio dada ? nova realidade do setor petr?leo no Brasil. Para isso ? desej?vel agregar o poder p?blico local na parceria. O conjunto das informa??es levam ? concluir que o modelo identificado e nomeado ? uma inova??o de arranjo organizacional aqui denominado de Gest?o Compartilhada de P&D em Petr?leo da Petrobras com a UFRN. Afirma-se que o modelo de Gest?o Compartilhada ? poss?vel existir, que ? uma forma simples e eficaz para o gerenciamento de parcerias entre empresas e Institui??es de Ci?ncia e Tecnologia. The federal decentralization promoted by the Constitution of 1988 raised the Brazilian municipalities to the important role in the dissemination of public policies. Once they are closest to the population, the decisions made at the municipal level are readily perceived by users and citizens. On the other hand, the social demands and the management of the administrative structure need efficient financial management and a constant search for resources. Additionally, the 9.478/97 Act, which amended the mode of distribution of oil revenues, brought to some municipalities, a new frontier of resources available by the distribution of oil royalties. Given this new frontier of resources, one wonders whether there is not relaxation in fiscal effort and an increasing inefficiency in the management of the administrative machinery by the benefited municipalities. The aim of this work is verify if petroleum revenues cause distortions in the way municipalities run their fiscal effort, that is, if the oil royalties contribute to increase inefficiencies in the municipalities involved in their search for the own revenues and their expense management. For this work, we selected 56 municipalities of the State of S??o Paulo which have been received the distribution of oil revenues during the period between the years 2005 to 2012. The efficiency of municipalities was obtained from a non-parametric production frontier model, the Data Envelopment Analysis - DEA, creating a ranking of the S??o Paulo municipalities which received oil royalties. Given the distribution rules of oil royalties imposed by the regulatory framework, the results showed the values distributed to S??o Paulo municipalities have great variability and has been showed relevant only in a few municipalities. There was no significant difference in the tax effort of the municipalities affected by the variable oil royalites. However, several factors related to municipal management indicated that such rents can contribute to increase inefficiencies in the management of municipal administrative machinery
A descentraliza????o federativa, promovida pela Constitui????o Federal de 1988, elevou os Munic??pios brasileiros ao importante papel na dissemina????o das pol??ticas p??blicas. Por estarem mais pr??ximos da popula????o, as decis??es realizadas na esfera municipal s??o prontamente percebidas pelos usu??rios e pelos cidad??os. Por outro lado, as demandas sociais e a administra????o da m??quina administrativa necessitam de uma gest??o financeira eficiente e uma constante busca por recursos. Adicionalmente, a Lei 9.478/97, que alterou o modo de distribui????o das rendas do petr??leo, trouxe, para alguns Munic??pios, uma nova fronteira de recursos, disponibilizada pela distribui????o dos royalties de petr??leo. Diante dessa nova fronteira de recursos, questiona-se se n??o h??, por parte dos Munic??pios beneficiados, um relaxamento no esfor??o fiscal e o aumento da inefici??ncia na gest??o da m??quina administrativa. Neste trabalho objetiva-se verificar se as rendas do petr??leo provocam distor????es na forma como os Munic??pios s??o conduzidos em seu esfor??o fiscal, ou seja, se os royalties de petr??leo contribuem para o aumento das inefici??ncias nos Munic??pios envolvidos em sua busca pelas receitas pr??prias e na sua gest??o de despesas. Para a realiza????o deste trabalho, foram selecionados 56 Munic??pios do Estado de S??o Paulo, contemplados pela distribui????o das rendas do petr??leo durante o per??odo compreendido entre os anos de 2005 a 2012. A efici??ncia dos Munic??pios foi obtida a partir de um modelo de fronteira de produ????o n??o param??trico, a An??lise Envolt??ria de Dados, criando um ranking dos Munic??pios paulistas beneficiados pelos royalties de petr??leo. Atualmente, ? cada vez mais evidente a presen?a de flanelinhas/guardadores de carros na paisagem urbana das cidades brasileiras. Esses sujeitos se apropriam de parcelas do espa?o p?blico, definindo seu uso e organiza??o, com o intuito de exercer uma atividade que lhes garanta renda. Encontram nesta atividade, uma maneira de subsist?ncia (no trabalho por conta pr?pria), que se realiza no ?mbito do setor informal da economia urbana. Como decorr?ncia dessa apropria??o do espa?o p?blico, verificamos o desencadeamento de diversos conflitos de ordem social, econ?mica, pol?tica e cultural. Nesse sentido, este trabalho objetiva analisar a territorialidade expressa pelos flanelinhas/guardadores de carros atrav?s da apropria??o de parcelas do espa?o p?blico dos bairros Cidade Alta, Petr?polis e Tirol de Natal-RN. Essa reflex?o pauta-se na discuss?o acerca dos conceitos de espa?o, territ?rio e territorialidade, entre outros elementos te?ricos que d?o suporte ? compreens?o da din?mica espacial estabelecida por estes sujeitos no espa?o p?blico. Leva em considera??o a influ?ncia e controle que os flanelinhas/guardadores de carros t?m sobre o espa?o apropriado, a organiza??o que os mesmos estabelecem no seu territ?rio, bem como os conflitos institu?dos entre os sujeitos que atuam nessa atividade e os demais indiv?duos afetados por esta. Tais procedimentos nos possibilitaram compreender que a territorialidade dos flanelinhas/guardadores de carros dos bairros Cidade Alta, Petr?polis e Tirol de Natal-RN se constitui de materialidades e imaterialidades que podem ser percebidas a partir das formas de apropria??o, organiza??o, influ?ncia e controle que estes sujeitos estabelecem no seu territ?rio.
Nowadays, the presence of flanelinhas/car keepers in the urban landscape of Brazilian cities is increasingly evident. These subjects appropriated portions of the public space, defining their use and organization, in order to exercise an activity that guarantees them income. They find in this activity a way of subsistence (in self-employment), which takes place within the informal sector of the urban economy. As a consequence of this appropriation of the public space, we have seen the unleashing of various conflicts of a social, economic, political and cultural order. In this sense, this work aims to analyze the territoriality expressed by flanelinhas/car keepers through the appropriation of portions of the public space of the Cidade Alta, Petr?polis and Tirol districts of Natal-RN. This reflection is based on the discussion about the concepts of space, territory and territoriality, among other theoretical elements that support the understanding of the spatial dynamics established by these subjects in the public space. It takes into account the influence and control that the flanelinhas/car keepers have on the appropriate space, the organization that they establish in their territory, as well as the conflicts established between the subjects that work in this activity and the other individuals affected by it. For the development of the research, some theoretical and methodological procedures were carried out, such as: bibliographical review (mainly from Sack (1986), Raffestin (1993), Haesbaert (1997, 1999, 2007), Saquet (2009, 2011, 2015), Valverde (2007), Albagli (2004), Idalino (2012), Cacciamali (1982, 2000), Ara?jo (2009), Freire (2005) and Fernandes (2005, 2009). Field research (observation and application of structured interviews), documentary research and photographic production. These procedures enabled us to understand that the territoriality of the flanelinhas/car keepers of the Cidade Alta, Petr?polis and Tirol districts of Natal-RN is constituted of materialities and immaterialities that can be perceived from the forms of appropriation, organization, influence and control that these subjects establish Territory.

It analyzes the magnitude, the nature and the direction of public revenues and the public expenses in oil and natural gas producing municipalities in the state of Rio Grande do Norte in the post-constituent period, and, more precisely, from the approval of Law 9.478/97, called Oil Law . It argues the fiscal federalism normative theory, the typology and the role of the intergovernamental transferences in the performance of the public finances of the local governments. Shows that the economy of Rio Grande do Norte went through deep social-economic changes in the last few decades, among which includes the discovery of the oil and the natural gas and its importance for the growth of the industrial and services sectors. It points out that the increase of the production and the international price of the oil contributed for the growth in revenues of royalties and the special participation in the beneficiary cities, what did not mean an automatic increase in the resources destined to the investment and in the quality on the provision of the goods and services come back toward the local development. On the contrary, the main conclusion of the work is that the trajectory of the oil producing municipalities is marked by paths and embezzlements in the performance of the public finances and in the provision of public goods and services. Paths, that lead to the improvement of the performance of the public finances and the quality of the public goods and services. Embezzlements, that lead to the inefficiency in the provision of goods and services and the capture of the public resources. That is, the fiscal decentralization is a necessary condition, however not enough to improve the amount and the quality of the public goods and services given by these municipalities. For that it is necessary to advance in the fiscal federalism normative theories, in search of optimum model of federalism in local governments where still predominated by patrimonialism, clientelism, fiscal illusion and the capture of the public resources in benefit of the private interests

Man hat den Eindruck, daß Lourié kein Interesse am russischen musikalischen und kulturellen Leben in Berlin hatte, das 1922 bereits relativ weit entwickelt war. Sein Name taucht in der russischsprachigen Presse nicht auf, und er knüpfte keine Kontakte zu in Berlin lebenden Landsleuten. Die wahrscheinlich einzige Ausnahme war Pierre Suvčinskij.

In the article on the material of the Salzburg weekly «New Days» (1945–1947) various spheres of activity of Peter Volyniak are presented. It is noted that this edition was a business card of the publishing house of the same name and had a history of continuation: in Toronto Petro Volyniak restored the publishing house of the same name and continued the publication in the format of the universal monthly «New Days» (1950–1969). The article also presents periodicals («Latest News», «New Days», «Timpani», «Our Way») and literary, artistic and scientific collection «Steering Wheel», which were published in the Salzburg publishing house of Peter Volyniak «New Days». The purpose of the publication is to trace the path of Petro Volyniak from a writer to a literary critic, journalist and publisher. This trend is reproduced in chronological order. Peter Volyniak as a writer is informed in the article «Literary Evening of P. Volyniak» (author – M. Ch-ka). O. Satsyuk’s literary-critical article is devoted to the coverage of ideological and artistic aspects of Petro Volyniak’s collection «The Earth Calls» (Salzburg, 1947). Petro Volyniak as a literary critic is presented in an article devoted to a collection of literary tales by A. Kolomiyets (Salzburg, 1946), which was published by «New Days». Petro Volyniak as a journalist presents the essay «This is our song…». With the help of content analysis it was observed that the text is divided into two parts: the first contains the author’s reflections on the Ukrainian song, its role in the life of the Ukrainian people; in the second, main, Peter Okopny’s activity abroad is presented. The publisher Petro Volyniak in 1947 in a separate publication of the February issue of the weekly summarizes the third year of activity, providing statistics on the publication of periodicals, books, postcards, calendars, various small format materials. The analyzed material demonstrated the experience of combining creative work and commercial activity.

The phenotypic analysis of new candidate varieties at multiple locations could provide information on the stability of their genotypes. We evaluated the stability of 11 maize hybrid candidates in five districts in East Java Province, Indonesia. Maize hybrids with high yield potential and early maturity traits derived from a diallel cross were planted in a randomized complete block design with two checks (Srikandi Kuning and BISI-2) as a single factor with four replicates. The observed traits were grain yield per hectare and harvest age. The effects of environment, genotype, and genotype × environment interaction on yield were highly significant (P < 0.01). KTM-1, KTM-2, KTM-4, KTM-5, and KTM-6 showed higher average grain yield per hectare than the checks (Srikandi Kuning = 8.49 ton ha−1 and BISI-2 = 7.32 ton ha−1) at five different locations. The average harvest age of 11 candidates was less than 100 days. KTM-4 and KTM-5 had production yields that were higher than the average yield of all genotypes in all environments (Yi > 7.78 tons ha−1) and were considered stable on the basis of three stability parameters, i.e., Finlay–Wilkinson, Eberhart–Russell, and additive main effect multiplicative interaction (AMMI). KTM-2 had the highest yield among all tested genotypes (9.33 ton ha−1) and was considered as stable on the basis of AMMI but not on the basis of Finlay–Wilkinson and Eberhart–Russell. KTM-1 performed well only in Pamekasan, whereas KTM-6 performed well only in Sampang. Thus, these two genotypes could be targeted for these specific locations.

Many students struggle with mathematics in late elementary school, particularly on the topic of fractions. In a best evidence syntheses of research on increasing achievement in elementary school mathematics, Pelligrini et al. (2018) highlighted tutoring as a way to help students. Online tutoring is attractive because costs may be lower and logistics easier than with face-to-face tutoring. Cignition developed an approach that combines online 1:1 tutoring with a fractions game, called FogStone Isle. The game provides students with additional learning opportunities and provides tutors with information that they can use to plan tutoring sessions. A randomized controlled trial investigated the research question: Do students who participate in online tutoring and a related mathematical game learn more about fractions than students who only have access to the game? Participants were 144 students from four schools, all serving low-income students with low prior mathematics achievement. In the Treatment condition, students received 20-25 minute tutoring sessions twice per week for an average of 18 sessions and also played the FogStone Isle game. In the Control condition, students had access to the game, but did not play it often. Control students did not receive tutoring. Students were randomly assigned to condition after being matched on pre-test scores. The same diagnostic assessment was used as a pre-test and as a post-test. The planned analysis looked for differences in gain scores ( post-test minus pre-test scores) between conditions. We conducted a t-test on the aggregate gain scores, comparing conditions; the results were statistically significant (t = 4.0545, df = 132.66, p-value < .001). To determine an effect size, we treated each site as a study in a meta-analysis. Using gain scores, the effect size was g=+.66. A more sophisticated treatment of the pooled standard deviation resulted in a corrected effect size of g=.46 with a 95% confidence interval of [+.23,+.70]. Students who received online tutoring and played the related Fog Stone Isle game learned more; our research found the approach to be efficacious. The Pelligrini et al. (2018) meta-analysis of elementary math tutoring programs found g = .26 and was based largely on face-to-face tutoring studies. Thus, this study compares favorably to prior research on face-to-face mathematics tutoring with elementary students. Limitations are discussed; in particular, this is an initial study of an intervention under development. Effects could increase or decrease as development continues and the program scales. Although this study was planned long before the current pandemic, results are particularly timely now that many students are at home under shelter-in-place orders due to COVID-19. The approach taken here is feasible for students at home, with tutors supporting them from a distance. It is also feasible in many other situations where equity could be addressed directly by supporting students via online tutors.
