Abstract:
Evaluation is primarily a measure of the effects and elaboration on the current performance of a program. It facilitates identification and choice of the ways to achieve the intended program objectives. The evaluation includes selection of samples, as well as collection and analysis of data. This paper discusses the issue of the allocation of samples for the population for which programs have been implemented in a phased manner. This needs special attention due to the temporal impact of allocations on the successive units. A method of proportional allocation has been proposed for the estimatio

A hierarchical mission planning method was proposed to solve a simultaneous attack mission planning problem for multi-unmanned aerial vehicles (UAVs). The method consisted of three phases aiming to decouple and solve the mission planning problem. In the first phase, the Pythagorean hodograph (PH) curve was used in the path estimation process for each UAV, which also served as the input for the task allocation process. In the second phase, a task allocation algorithm based on a negotiation mechanism was proposed to assign the targets. Considering the resource requirement, time-dependent value o

The service elements can share their surplus performance with other client nodes through the common bus. Abstract:
Cambodia is entering a new phase of decentralisation and deconcentration (D&D), aiming to restructure sub-national administration, particularly at the provincial level. The reform seeks to establish unified provincial and district administrations accountable to both the central government and local populations, supported by transparent allocation of functions and funding. However, the mechanisms for achieving accountable fiscal relationships remain unclear, and provincial public finance arrangements are poorly understood. Drawing on three years of research within a broader study on sub-nat

Abstract:
The Inter-American Development Bank (IDB) provides financial and technicalsupport for infrastructure projects in water and sanitation, irrigation, flood control, transport, and energy, and for development projects in agriculture, urban systems, and natural resources. Many of these projects depend upon water resources and may be affected negatively by climate change and other developments that alter water availability, such as population growth and shifts in land use associated with urbanization, industrial growth, and agricultural practices. Assessing the potential for future changes in water

Vong, Mun. Progress and Challenges of Deconcentration in Cambodia: The Case of Urban Solid Waste Management. Cambodia Development Resource Institute, 2016. https://doi.org/10.64202/wp.110.201612.

Abstract:
Rapid population expansion and urbanisation resultant of economic growth have greatly increased waste generation and associated public health issues. In light of these challenges, the Ministry of Environment jointly with the Ministry of Interior and Ministry of Economy and Finance issued in 2015 the inter-ministerial prakas on the Usage of Environmental Sanitation Service Fund with an initial amount of USD5 million allocated between 26 municipalities across the country. The allocation set the stage for the transfer of the solid waste management function to municipal and district administration

Abstract:
Background: Clear allergen communication in food business operators (FBOs) has been shown to have a positive impact on customers’ perceptions of businesses (Barnett et al., 2013). However, the precise size and nature of this effect is not known: there is a paucity of quantitative evidence in this area, particularly in the form of randomised controlled trials (RCTs). The Food Standards Agency (FSA), in collaboration with Kantar’s Behavioural Practice, conducted a feasibility trial to investigate whether a randomised cluster trial – involving the proactive communication of allergen information a

Abstract:
This paper examines the impact of the Federal Reserve’s 2022 capital requirements on Colombian banks’ access to foreign credit lines. These measures, more stringent than in previous years, introduced a stronger stress capital buffer in response to global recession risks and inflationary pressures. A key contribution of the study is its distinction between the announcement, publication, and implementation phases of these regulations, highlighting how expectations, information flows, and uncertainty shape banks’ financial strategies. Abstract:
This paper reviews to what extent and how effectively the Inter-American Development Bank (IDB, or Bank) is implementing the IDB-9 requirements pertaining to environmental and social safeguards policies. The Bank's commitment to sustainability is enshrined in the Environmental and Safeguards Compliance Policy and policies addressing social concerns: involuntary resettlement, indigenous peoples, and gender equality. Each policy promotes sustainability through a two-pronged approach: mainstreaming of environmental and social concerns, and safeguards. The IDB-9 requirements called on the Bank to

Abstract:
In optical phase conjugation (OPC) systems, the third-order dispersion (TOD) of optical fibers and the nonlinear resonance at well-defined signal sideband frequencies called sideband instability (SI) mainly limit the transmission performance. We present for the first time a complete theoretical analysis of sideband instability (SI) that occurs when two kinds of fibers with different characteristics are concatenated to form a dispersion-managed fiber link. We find that the magnitude of the SI gain reduces with the increase in strength of dispersion management. Next, we focus on the fiber link u

As climate change intensifies, floods will become more severe in some areas with geographic variation, necessitating governments implementing systems providing information for climate adaptation. We aimed to develop a methodology identifying areas at an increased risk. In this study, 100-year recurrence interval flood extents and depths were estimated using an ensemble of six independent Coupled Model Intercomparison Project Phase 6 climate models for a past and future period under the highest-emissions climate scenario. Abstract:
Modern conventional agriculture has relied heavily on inorganic fertilizers to achieve higher crop yields. However, concerns have arisen regarding its ecological and economic sustainability due to its impact on soil health, pollutants off-site, and recent surges in fertilizer prices. This paper reports on a rapid appraisal of the current state and potential expansion of organic fertilizer utilization and availability in the Philippines. The study finds that combining inorganic and organic-based fertilizers allows for a balanced realization of the advantages of each type. Government policies an
