Abstract:
In this chapter we introduce an important concept concerning the study of both discrete and continuous dynamical systems, the concept of phase space or “state space”. It is an abstract mathematical construction with important applications in statistical mechanics, to represent the time evolution of a dynamical system in geometric shape. This space has as many dimensions as the number of variables needed to define the instantaneous state of the system. For instance, the state of a material point moving on a straight line is defined by its position and velocity at each instant, so that the phase space for this system is a plane in which one axis is the position and the other one the velocity. In this case, the phase space is also called “phase plane”. It is later applied in many chapters of the book.

Abstract:
Part III, ‘Empirical Perspectives’, contains only one chapter, Chapter 5, which presents the results of a cross-case analysis of national human rights action plans of fifty-three countries. Adopting a purposive sampling technique, these countries are selected on the basis of four main criteria, namely human rights record, geographical diversity, political regimes, and cultural diversity. This comprehensive cross-case study follows two objectives. The first objective of this chapter is to unearth significant problems in the ‘pre-phase’ and the four phases of planning, namely ‘preparatory phase’, ‘development phase’, ‘implementing phase’, and ‘assessment phase’. These problems are significantly detrimental to the effective implementation of human rights and their identification will substantially help generate response strategies. These are best addressed by attempting to mitigate their root causes as opposed to only correcting the immediately obvious symptoms. This brings us to the chapter’s second objective, which is to explore the underlying causes of these problems.

Abstract:
Chapter 7 focuses on the four phases of national human rights action planning in practice. In the preparatory phase, it suggests the idea of establishing a national network of different stakeholders for implementing human rights and discusses the five key elements of a comprehensive baseline study before proceeding with the eleven elements of an effective action plan in the development phase. In the implementation phase, Chapter 7 addresses the questions as to how to cope with ‘complex situations’ when different factors external to the plan and not often under its control negatively influence its performance, and how to enhance a plan’s sustainability over time. This chapter ends with a discussion of six types of accountability mechanisms and a seven-feature model of assessment along with some suggestions on methodological techniques for planning.

Abstract:
This chapter focuses on two partial and one full policy reversal on nuclear politics in Switzerland since the 1970s. The occupation of the construction site of a planned nuclear power plant in 1975 marked the first turning point in nuclear energy policy, ending a period of pro-nuclear consensus. This protest event led to a ten-year moratorium on the construction of new nuclear power plants. The second partial reversal came in 2003, when the construction of new plants was planned. The third, full policy reversal came after the Fukushima catastrophe, which led to the decision to phase out Swiss nuclear power plants. The chapter stresses two Swiss specifics: the high importance of direct democracy on the nuclear issue, as the issue opposition can launch initiatives and de facto subject any nuclear energy decision to referendum, and the comparatively minor role of the Greens because of their lack of issue ownership.
