Abstract:
The purpose of the thesis is to understand and analyze the present situation of gender equality in politics in the Philippines, investigate women's opportunities to be politically active and to exercise political influence. Finally find out if there is a difference in horizontal and vertical positions between women's and men's representation in politics and investigate further possibilities and problems that might be associated with women's political representation in the Philippines. The empirical material for this thesis has been gathered through qualitative interviews with male and female politicians from Manila, the capital of the Philippines. The theoretical framework is divided into different parts which are used to analyse various points from the empirical material. In this chapter, we included theories about differences between gender experiences and why women should be politically active. As well as the meaning of an overrepresentation of a certain group in politics and the possible reasons to women’s underrepresentation in politics as well as the arguments about women's presence in politics, and also the horizontal and vertical segregations. To analyse the empirics from a theoretical point of view, we have divided the results into three sub-categories which are the respondents' attitude to the present situation of gender equality in politics, women's opportunities to be politically active and to make political influence and the horizontal or vertical divisions between women and men's positions in politics.  The results from this thesis shows that women are as competent as men in the political field, and they have a lot of experiences to contribute with in politics that benefit all the citizens, but it is easier for women to come in politics if they are a part of a political clan. But these women, who replace their family members, usually pursue those members’ decision, but do not act according to their own will.

x, 84 p. : ill.<br>Modernization theory posits that economic growth and democratization are mutually constitutive processes. I extend a recent literature that finds this relationship to be spurious due to the existence of a number of international factors, specifically the role of foreign capital. Through two-stage least square (2SLS) regressions for as wide a sample as the data allow and two case studies (Indonesia and the Philippines), I find that the presence of US capital significantly influences domestic political institutions. Approved for public release; distribution is unlimited<br>The Philippine government may use two methods to procure defense articles from the United States, either Foreign Military Sales (FMS) or Direct Commercial Sales (DCS). This thesis examined the differences between FMS and DCS as methods of procurement used by the Philippine government in the acquisition of U.S. defense articles. The study identified the processes involved in using each of the two methods as well as the advantages and disadvantages of each when used within the socioeconomic and political environment of the Philippines. Issues and considerations that influence selection decision are also discussed. DCS may offer the lowest fixed price, timely/earlier delivery, easier countertrade arrangements, and penalty for non-compliance to the provisions of the contract. FMS is preferable because it is a government-to-government sale, provides opportunities for Philippine military training in the United States and enhances interoperability among coalition forces. In addition, FMS allows for financing of defense articles from the U.S. using Foreign Military Financing, thus conserving Philippine government funds.<br>Lieutenant Colonel, Philippine Army

Abstract:
This thesis presents a cross-national, cross-regime examination of foreign policy decision-making in the Spratly Islands dispute, focusing on China, Malaysia and the Philippines. It argues that how and why these countries have acted in particular ways towards the dispute relates to the relationship among foreign policy decision-making, government behaviour and domestic politics. The theoretical foundation of the study is foreign policy analysis. It applies the decision units approach advanced by Margaret and Charles Hermann and Joe Hagan to investigate who made foreign policy decisions on the Spratly Islands dispute in the three countries during the period 1991-2002, and how this influenced government behaviour. In addition, the contextual influence of domestic politics is considered. Four case studies inform the empirical analysis: the approaches taken by Malaysia and the Philippines to bolster their respective sovereignty claim, China???s establishment of a comprehensive maritime jurisdictional regime covering the Spratly Islands among other areas, China-Philippines contestation over Mischief Reef and the development of a regional instrument to regulate conduct in the South China Sea. Three conclusions are drawn. First, the decision units approach identifies the pivotal foreign policy decision-makers in each of the countries examined and the process involved. Second, it explains the relationship between decision unit characteristics -- self-contained or externally influenceable -- and each government???s behaviour towards the dispute. Injecting domestic politics into the analysis highlights motivations of and constraints faced by decision-makers, conditioning the form and content of government action. Third, it demonstrates a low predictive capability: the ???fit??? between hypothesised and actual government behaviour is poor. While it is not a comprehensive analytical tool, the combined decision units-domestic politics approach offers deeper insight into government decisions and behaviour on the Spratly Islands dispute than hitherto reported in the literature.

Abstract:
This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis. First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point but somehow seems thin for a concept of such import. In exploring the wisdom of Tocqueville’s “schools” of democracy and Jane Addams’ notion of fellowship, I expand the definition of civic dignity to include “having a sense of ownership.” In other words, being dignified as a citizen in a self-governing political community should include having a seat at the proverbial table where one can speak and be heard. This means that political participation opportunities would ideally carry low transaction costs while maximizing the substance that can be contributed. Through Addams’ experience at Hull House, the settlement house she co-founded, I highlight how these opportunities for meaningful political participation are indispensable to individual civic dignity, and by extension, individual liberty and well-being. Second, civic dignity is viewed through a different lens, namely the role it can play when incorporated successfully into policy design and implementation. Arguably, a self- governing political community’s greatest asset is the collective knowledge and lived experience of its citizens. But current political participation mechanisms and policy designs do not do a good job leveraging that resource, and many individuals may find themselves unofficially shut out. Using process-tracing methodology, a case study explores resettlement projects targeting the urban poor in Mandaue City, the Philippines. The case study results demonstrate that deepening democracy (by incorporating civic dignity into the policy design and implementation) not only benefits individual liberty, but can also produce better outcomes and contribute to anti-corruption efforts. Taking civic dignity into account during policy design and implementation is not merely a “feel good” option; it is a strategic option that allows the political community to leverage local knowledge by enlisting the participation of those individuals or groups closest to the problem or challenge at hand. While this finding is not entirely novel, it is far from standard practice. Domestically and internationally, the coercive force of government and/or the “tyranny of experts” is too often the default approach for policy design and implementation. Third, the theoretical and practical explorations of civic dignity are used to construct a measure for civic dignity. In a data driven world, reliable and valid measurement is key, and if the concept of civic dignity is going to gain currency, then validating a scale to capture it is essential. Through Exploratory Factor Analysis (EFA), survey items are examined to determine which items map onto the latent factors that comprise civic dignity. A 22-item four-factor solution that maps onto the four components of civic dignity is presented. The newly minted Civic Dignity Scale is then compared against measures from political science and psychology literature that are theoretically related but distinct from civic dignity, such as political efficacy and self-determination, to test for construct validity. Spearman correlations yield reassuring results, showing statistically significant strong positive correlations as hypothesized. Finally, the relationship between the Civic Dignity Scale and political participation is analyzed for further construct validity. A Poisson regression model shows that for every one unit increase in an individual’s civic dignity, the likelihood that one would participate in political activities also increases. While a confirmation factor analysis is needed for further scale validation, the EFA and subsequent analyses do codify and deepen our understanding of civic dignity. In the future, a fully validated Civic Dignity Scale would enable reformers like Addams and those in Mandaue City to legitimize and track their efforts empirically.

Abstract:
Republic Act No. 9173, or the Philippine Nursing Act of 2002 enunciates a bevy of incentives under its Health Human Resource Production, Utilization and Development provisions, intended to stem the rising tide of Filipino nurses leaving the country to work overseas. Under Sections 30 to 34 of the Nursing Act, these incentives include the following: (1) upgrading the minimum base salary of nurses from salary grade 10 to 15; (2) establishing a nurse specialty program in government hospitals to upgrade the nurses’ skills whereby recipients of the program are required to work in government hospitals for two years; and (3) the provision of other benefits such as scholarship grants, free medical care, etc. These provisions are the government’s policy response to mitigate the impact of nurses’ migration and retain an adequate supply of skilled Filipino nurses in the country: This research is a qualitative study that seeks to assess the health human resource development provisions and their implementation and aims to help improve them. This study examines the responsiveness of the provisions to the needs of nurses, and identifies the deficiencies of the provisions by looking into the working conditions of nurses in two Philippine government hospitals. It also examines the processes and the factors affecting the implementation of the provisions. This study employed a combination of four data collection methods: (1) focus group interviews of nurses working in two Philippine government hospitals, (2) key informant interviews of officials of government agencies and private organizations tasked to implement the health human resource development provisions, (3) document analyses, and (4) researcher’s field notes/journal. The researcher conducted five focus group interviews with a total of 15 nurse participants and 12 key informant interviews. The nurses are working under conditions of low salaries and heavy workload, that is characterized by low nurse-to-patient ratios in the National and LGU Hospitals. The problems of inadequate nurse staffing, large number iii of patients and inadequate supplies in the two government hospitals are identified as causes for the heavy workload of nurses. The nurses want a salary increase that is commensurate to their heavy workload, their professional qualifications and long years of service. For the nurses, a salary increase signifies the government’s recognition of their dedication, hard work, and commitment to provide health care to Filipinos despite working under dire circumstances. The nurse specialty training program in areas such as oncology, nephrology, critical care, etc. has not been implemented because of the limited capacities of government hospitals to provide this kind of training and the lack of regulatory framework for the practice of nurse specialists in the Philippines. The other benefits have not been implemented as well. The provisions of the Nursing Act are deficient because they do not address the causes of the heavy workload of nurses. To improve the work conditions of nurses, the Philippine government needs to prioritize to the long neglected health sector by increasing the budgetary allocation in order to create more nurse positions in government hospitals, to provide adequate supplies and equipment for government hospitals and to improve the facilities for nurses.

Abstract:
This thesis examines how livelihood diversification is also a site in which gender relations are unsettled, maintained and (re)configured. With the aim of strengthening the links between feminist and agrarian change scholarship, I present ethnographic material from Naga, a medium-size city in Bicol, Philippines, to explore how daily discourses, practices and performances of livelihood change are instrumental in mapping ways of life that are gendered. In the first part of the thesis, attention is devoted to the inadequate, or at least outdated, attention to gender relations in previous models of livelihood change, and to spell out some of the implications its integration may bring. In the remaining part of the thesis my aim is to indicate how this integration should be achieved. Specifically, I highlight some of the problems stemming from ‘structural’ analyses of gender, and emphasize the fresh perspectives opened up by a post-structural, performative approach. I then proceed to the Naga context, where I present two case studies to ‘flesh out’ these theoretical claims in more depth. Part One traces the involvement of state institutions in these changing political economies. Specifically, I consider how local state policies and practices associated with agrarian change are not simply implicated in people’s tendency to diversify, but also in the (re)production of gender identities. Notions of male responsibility and women’s rightful position in the home emerge as particularly important in this respect. In Part Two, I move to Pacol, a small farming community located on Naga’s peri-urban fringe. By drawing on interview and focus group material provided by ten ‘diversifying’ households, I consider how these discourses come into being; how they are worked through and (re)produced inperformances.
