Abstract:
The article presents an attempt to outline the development of women's and gender studies in Azerbaijan in the context of the formation of interdisciplinarity in the social sciences and humanities and to identify their methodological significance for historical knowledge. It is especially noted that gender studies as a scientific direction were embedded in the general context of epistemological "Westernization". Gender studies in Azerbaijan practically begun in the second half of the 1990s. It should be admitted that, as in many other post-Soviet republics, the aforementioned studies, as well as the study of gender policy, gender education, did not arise spontaneously, being dictated by the internal needs of society and science, but were exported as an integral part of the “big political project”. It is noted that since 1990, the Department of Problems of Modern Philosophy of the Institute of Philosophy, Sociology and Law of the Academy of Sciences of Azerbaijan has been engaged in theoretical analysis and practical application of gender studies. The research interests of Azerbaijani scientists include the study of such issues as gender aspects of socio-economic development, gender quotas and stereotypes, gender factor in politics, features of state policy on women, empowerment of women, etc. Such unfavorable factors as the absence of the feminist movement as a social base for such investigations, the dominance of patriarchal attitudes and the embryonic state of feminist reaction, as well as the tendency of “modernization of patriarchal consciousness” and others are mentioned as adverse social reasons. At the end of the article, separate tasks are formulated that face the nascent gender history of Azerbaijan.

Abstract:
AbstractAs part of the disintegration of the Soviet Union in 1991, the Azerbaijan Republic ended its protracted existence as one of the fifteen members of the Soviet Union and became an independent state. As a result, on 30 August 1991, she became a full subject of international law. Currently, Azerbaijan is a party to a number of international treaties, virtually all major human rights treaties registered with the UN Secretary-General, the European Convention for the Protection of Human Rights and Fundamental Freedoms, as well as a number of related Council of Europe human rights agreements.A tendency towards internationalization and a general 'opening' to international law can also be seen in the Azeri Constitution, which was adopted by public referendum on 12 November 1995. Like many other former Soviet Republics, Azerbaijan, in its 1995 Constitution, has rejected the traditional Soviet dualist approach of the implementation of international law in the domestic legal system and has established a monist system within the context of a relationship between national and international law. This article discusses these changes in the Azeri attitude towards international law, in particular the status of international treaties, with special reference to those problems stemming from the implementation of international treaties in the domestic legal system of Azerbaijan.

Abstract:
Abstract Udi is a Nakh-Daghestanian (Lezgic) language spoken in northern Azerbaijan, which has undergone many contact-induced changes due to the influence of unrelated languages of the eastern Caucasus (Indo-European, Turkic). A recent change is the borrowing of the conditional enclitic =sa from Azerbaijani (Turkic). In Udi, this marker can combine with finite indicative tenses, resulting in a series of derived ‘realis’ conditional mood forms. The clitic is also used to create an indefiniteness marker, which derives indefinite pronouns from interrogative ones. Prior to the borrowing of the Azerbaijani morpheme there was no comparable marker in Udi available to fulfil these functions, while other Lezgic languages employ their own native grammatical means for the same functions (conditional clitics or auxiliaries). The acquisition of the borrowed clitic has thus made Udi more and not less structurally isomorphic with respect to the other languages of the Lezgic branch. This paper develops a description of functions related to the domain of conditional mood on various stages of the history of Udi, and suggests a diachronic scenario for the borrowing of the Azerbaijani marker =sa.

Abstract:
The aim of the study to analyze Gobustan rock engravings, petroglyphs, and carpet figures in terms of mythology, history, and philosophy. Methods. The study used the method of comparative historical methods, statistics. Results: Ancient calendars have to be systematically investigated and historical ties amongst them ought to be explored from different viewpoints. Calendars in Gobustan rock engravings and carpet figures, next to bringing new insights into history, can give new impetus to the reinvestigation of human history. Rock drawings and carpet figures of Gobustan suggest a new approach for undiscovered layers of history, in terms of mythology, philosophy, and antiquity. Geographical toponyms and their systematic explanations, alongside material sources, can contribute to the historical ties of the world’s nations. Adopting a new approach to these engravings and figures perhaps will shed insight into the hidden layers of human history. Scientific novelty. There is a natural interrelatedness amongst rock arts of seventeen countries of the world. Owing to this feature, new research on Gobustan rock art of much needed. Abstract:
The large-scale development of gender research in the world took place in the 1960s. These studies in the post-Soviet space made serious changes in the world view, philosophy and social knowledge, which experienced a deep crisis after the collapse of the Marxist-Leninist methodology. In philosophy, a new era of postmodernism began, in which gender studies, along with synergy, ecology, a culture of peace and other non-classical directions, laid the foundations for the newest directions of knowledge. The development of the «second nature» - culture until today permanently carries out the process of segregation of women and men, establishing temporary norms of their behavior, consolidating certain values, in general worldviews of the two sexes, which differ significantly from each other, sometimes reaching a polar opposite. In this regard, gender relationships and roles often fit into the pattern of binary opposition, widely represented in historical types of knowledge, in different social and humanitarian sciences. In this context, it is possible to imagine an initial, somewhat simplified definition of gender, which should be understood as the scientific and philosophical direction of research into the totality and characteristics of the behaviour, roles and values of men and women in each particular society. The paper attempts to reconstruct the nodal moments of history, theory, methodology and practice of gender philosophy development in the world and Azerbaijan. The method of research in the article is selected historical and philosophical analysis. The scientific novelty consists in reconstruction of the stages of transformation of world feminism into gender research, summing up the results of the first stage of gender research development in Azerbaijan and determining the essential features of its second stage. The author believes that the first phase, which was educational and feminist, has now been completed. On the basis of the analysis undertaken, it is stated that the forthcoming second stage in Azerbaijan will involve a shift to a gender approach and a study of men ‘s issues, with a view to determining the necessary procedures for the establishment of true gender equality.

Abstract:
The new Caspian Sea Convention signed in Aktau, Kazakhstan, on the 12th of August 2018 puts an end to almost three decades of legal uncertainty and complex negotiations that were by the question of the exploitation of the rich Caspian seabed. Although the significance of the Aktau Convention should not be understated, this article will show that rather than providing a new legal framework for the Caspian Sea, it validates the North Caspian Sea agreements previously signed between Azerbaijan, Kazakhstan and Russia. As a result, these countries stand to benefit the most from this convention, as opposed to Iran, whose propositions do not appear in the final version of the instrument.

Abstract:
The Russian Oriental studies are rich and diverse in their disciplines. The focus of research activities conducted mainly at the university centres of St. Petersburg, Moscow, Kazan, and during Soviet times in the capitals of some republics (Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan, etc.), was largely determined by the domestic political and geopolitical interests of the Russian Empire. Thus, a philosophical aspect in oriental studies, as well as university philosophical education practical^ did not exist. The changes brought by the revolution of 1917 have greatly affected all fields of social life, including the academic milieu. The article examines a complex and contradictory path of development of the national philosophy, on the example of the Institute founded in 1921 by Gustav Gustavovich Speth (1879-1937), nowadays the Institute of Philosophy of the Russian Academy of Sciences. The latter has become the main focal point of the philosophical research activities in the former Soviet Union. Particular attention is paid to the liberation from the Eurocentrism inherited from imperial times concerning the spiritual heritage of the peoples of the East as a whole, and in philosophy in particular. The pivotal points of its activity became “History of Philosophy” in 3 Volumes (19411943) and “History of Philosophy” in 6 Volumes (1957-1966). The real breakthrough was the encyclopedias, such as: “The New Philosophical Encyclopedia” in 4 volumes (2001); “Indian philosophy. Encyclopedia” (2009); “The Philosophy of Buddhism: Encyclopedia” (2011). The Orientalist aspect in higher philosophical education nowadays becomes more visible. The recent international recognition of the achievements of the Russian Orientalist philosophical studies regardless of a relatively small number of specialists is largely due to their collective efforts and close cooperation.

Abstract:
At the beginning of the VII century in the political life of the Near and Middle East, fundamental changes have taken place. The Arabs conquered a colossal territory, which included the lands of Iran, North Africa, North-West India, the Asian provinces of Byzantium, most of the former Roman Empire. In the conquered cities of the caliphate, observatories, madaris, libraries were built. At the end of VII century, the first scientific center, an academy, the House of Wisdom, was founded in Baghdad, in which scholars who spoke different languages were assembled. Here the translation and commentary activity were very developed, the main works of ancient thought, such as the writings of Aristotle, Ptolemy were published in the 9th century in the Arabic-speaking world. For two centuries from 750 to 950 years, the works of ancient authors on philosophy, mathematics, medicine, alchemy, and astronomy were translated into Arabic, which indicates the high scientific potential of that time in the East. At the same time, in the XII century, Ibn Rushd composed 38 commentaries on the works of Aristotle, the “Republic” of Plato, the treatise “On the Mind” of Alexander of Aphrodisias, which subsequently had an important influence on the work of Nasir al-Din al-Tusi. Thus, this period in the history of Eastern scientific thought is marked by high intellectual potential. To this day, historians of medieval Arabic literature face a sufficient number of difficulties, since the vast majority of manuscripts remain inaccessible to them. The works of many renowned Arab authors of the middle Ages are more than 1000 years old, so it seems obvious that the manuscripts of the vast majority of authors have not survived to this day. The researchers of the history of Azerbaijan and neighboring countries in the middle Ages, with all the variety of available sources on which they rely, still attract little factual material related to the Arabic-language works of the historical and scientific genre. Undoubtedly, a comprehensive study of the entire complex of information of Nasir al-Din al-Tusi on the history of science in Azerbaijan is of great importance.
