Abstract:
The author suggests rethinking the institutional status of philosophy in the con­text of the analysis of International philosophical congresses as collective forms of expression of thought. It is stated that communication platforms for philo­sophical debates such as seminars, conferences, congresses, etc. largely deter­mine the content of philosophical knowledge, therefore it is impossible to raise the question of “pure” philosophy, free from the sphere of conversation (Tatiana G. Shchedrina), in which philosophy is produced as an event. Science and phi­losophy as communicative phenomena require collective forms of work. Scien­tific communities are an indispensable attribute of the existence of science, just like philosophy is the presence of a philosophical school, college, lyceum, acad­emy. Even if science and philosophy are done “armchairly”, then the “armchair” format also presupposes a communication platform, a network of communica­tion between different authors. In this sense, any conferences, congresses, and round tables – with a successful coincidence of academic circumstances – be­come not just a continuation of philosophy but also a direct part. On them, not only and not so much the “philosophical result” is presented, but the process of philosophizing is going on. This indisputable significance of World congresses as collective forms of philosophy and as its self-consciousness was recorded by the famous Russian logician N.A. Vasiliev when he was thinking about the re­sults of the Third World Congress of Philosophy.

The author, representing the International Association of Women Philosophers, criticizes the use of “Mankind” in the Congress title and incorporates a resolution, subsequently passed unanimously by the steering committee of the Fédération Internationale des Sociétés de Philosophic, that calls for the use of non-sexist language at future World Congresses.

The article looks into the World Philosophical Congress as a space for personal communication. The author examines the archival (primary epistolary) legacy of the organizers and participants of the Second Congress (Édouard Claparède, Henri Bergson, Vladimir Nikolaevich Ivanovsky, Georgy Ivanovich Chelpanov). H. Bergson’s letters to Ed. Claparède show us how the topics of speeches formed, what role journals played in organizing congresses, and how the partici­pants of this event reacted to the publication of reports and speeches. It is return­ing to the history (to the handwritten and published materials) of international philosophical congresses of the beginning of XX century, that allows us today to comprehend the trends in the development of Philosophical issues, to record the successive thematic areas that have not lost their relevance for modern intellec­tual culture, and also to show the existential specifics of reflection about con­gresses, which manifested itself in reviews of V.N. Ivanovsky and G.I. Chel­panov. Their discourse about plenary and sectional reports, evaluations of speeches, as well as general conclusions about the strength and weaknesses of this intellectual event in the life of the world (international) philosophical com­munity, resulted from their own philosophical interests. The most significant at­tention is paid to the “fatal flaws” of any philosophical congress (according to Chelpanov’s apt remark): lack of live communication (debate on reports), as well as “the lack of one language, equally accessible to all participants”. Both of these flaws are genuinely unavoidable. Even with the expansion of the technical possi­bilities of transferring information, the monologue of speakers and terminological pluralism persist throughout the existence of World philosophical congresses.

Abstract:
The article actualizes the problem of the university community as a key meaning-forming scientific environment and the congress as a form of scientific communication. The perspectives of interdisciplinary communication in the university environment and also the experience of Russian philosophical congresses, which have become an important factor in the scientific consolidation of the Russian philosophical community, are considered as material for this kind of comparison, designed to demonstrate the substantial similarity of the problems arising in scientific communities. The author notes the similarity of the problems arising in the formation process of the disciplinary diversity (specialization) of the university environment and the similarity between the functioning of the classical within a modern university (on the example of Belgorod State University) and the problems that are solved at philosophical congresses. Philosophical congresses help to overcome a period of disciplinary fragmentation, which philosophy is now also going through. At the same time, the author notes the importance of the experience gained within the framework of philosophical congresses for solving the problems of university education, in which philosophy traditionally plays an important role in ensuring interdisciplinary communication between faculties. It explains the need for consistent and various attention to philosophical congresses on the part of Russian national universities, which are going through the time of searching for historically well-timed forms of scientific and educational activity. Due to the practical development of personal worldview and methodological beginnings of cognitive activity of high educational level, the author proposes for discussion at the upcoming philosophical congresses (Russian and international) topics related to the question of prospects of philosophical communities in universities. According to the author, it can be the subject of a broad discussion at the next Russian philosophical congress.

In 1853, the director of the Belgium Royal Observatory, Adolphe Quetelet, welcomed delegates from several countries to two consecutive meetings that have acquired considerable reputation as the first international congresses of, respectively, meteorology and statistics. This paper examines the local context where several similar international congresses (on free trade, universal peace, prison reform, public hygiene, etc.) were organized in the same decade. It argues that the new Belgian state developed this new form of international conference in order to bolster its soft power in the Concert of Nations. It also discusses tensions between national interests and global beliefs in the efficiency of science, which arose from these congresses. This essay is part of a special issue entitled Science Diplomacy, edited by Giulia Rispoli and Simone Turchetti.

In recent decades international congresses of aesthetics have been and remain the most visible and influential aesthetics gatherings in the world. At such congresses their participants strengthen their identification with aesthetics and separate themselves from it at the same time: they cover the broad and undefined territory called 'theory'. By taking place in different geographical and thereby specific cultural and historical localities, aesthetics congresses not only bring together foreign participants, but also bring domestic audiences into contact with global authors, themes, issues and methods. The themes, issues and methods mediated through art and philosophy help make aesthetics a relevant theoretic activity. This is true concerning some noteworthy recent events: the rise and decline of postmodernism; the reintegration of the former Eastern Europe into global culture; and a similar but also profoundly different transformation of aesthetics in China, where a new revival of aesthetics, often with Chinese colours, is intensively present. These are, I would claim, three historic events that have emerged in aesthetics over the past three decades. They are still with us today and thus remain crucial to understanding our reality. Exceptions exist too, proving that novel philosophical aesthetic theories are rare today but not impossible; such as that of Jacques Rancière, for example. These will be some of the main issues of this paper.

Philosophy and Social science school of MGIMO has received both nationwide and international recognition. The traditions of the school were laid by two highly respected scientists and science managers, George P. Frantsev, who was the rector MGIMO during the crucial period of its early years, and Alexander F. Shishkin, who was the founder and head of the Department of Philosophy. The former belonged to one of the best schools of antic history studies of the Petersburg (Leningrad) University. Frantsev made a great contribution to the restoration of Russian social and political science after World War II. After graduating from MGIMO, he worked at the Foreign Ministry of USSR, and then served as a rector of the Academy of Social Sciences and chief-editor of the journal "Problems of Peace and Socialism" in Prague. He consistently supported MGIMO scientists and recommended them as participants for international congresses and conferences. Shishkin was born in Vologda, and studied in Petrograd during 1920s. His research interests included history of education and morality. He was the author of the first textbook on ethics in the postwar USSR. Other works Shishkin, including monograph "XX century and the moral values of humanity", played a in reorienting national philosophy from class interests to universal moral principles. During thirty years of his leadership of the Department of Philosophy, Shishkin managed to prepare several generations of researchers and university professors. Scientists educated by Shishkin students consider themselves to be his "scientific grandchildren". The majority of MGIMO post-graduate students followed the footsteps of Frantsev in their research, but they also were guided by Shishkin's ideas on morality in human relations. Philosophy and Social science school of MGIMO played an important role in the revival of Soviet social and political science. Soviet Social Science Association (SSSA), established in 1958, elected Frantsev as its president, and G.V. Osipov as a deputy president. A year later Osipov became president and remained so until 1972.

Abstract:
In recent decades, the crisis of sociology has been increasingly discussed in the social science discourse. Many well-known Russian and foreign socio­logists have already spoken out on this issue. Discussions about the theoreti­cal decline, the decline in the social status of sociological science, its transforma­tion from fundamental to applied knowledge are reproduced at congresses and conferences, in numerous publications. The bibliography devoted to the cri­sis of sociology has dozens of sources, and this stream does not decrease. In line with this popular topic, the author substantiates his approach to the analysis of the crisis problem in sociology, which is based on epistemologi­cal contradictions laid down in the creation of the specialized science of so­ciety in the middle of the 19th century – during the rise of positivism, which denies classical philosophy and focuses on an empirical approach, demon­strated high efficiency in the natural sciences, yielding positive results. The article substantiates that the rejection of abstract thinking, the narrowing of the boundaries of knowledge to the framework of empirical knowledge, the reduction of cognitive activity to practical experience, the primacy of methodology over theory are the birth traumas of sociology that brought it to its current position.

It can certainly be said that history of science has experienced a large growth in recent decades in Spain. This has occurred despite the generic term ‘history of science’ covering activities of a very varied nature and lacking an intimate relation between each other, in research as well as instruction. At present the number of publications which could fit into the frame of this branch of learning has increased remarkably and commercial publishing houses have opened their editorial lists to the publication of classics as well as to monographs on the history of science. Moreover, new specialized journals on these subjects have become popular and have joined the small number of journals which already had a certain tradition. The number of participants in the periodical congresses of the Sociedad Española de Historia de las Ciencias y de las Técnicas [SEHCYT] has risen and the number of congresses and symposia that have been held in Spain and have assembled Spanish as well as foreign historians has also increased. As another recent promising detail, we could quote the presence of history of science in the curricula of Spanish university programmes, a presence that tends to increase progressively.

Abstract From 1919 to 1929, the great Hungarian Marxist philosopher Georg Lukács was one of the leaders of the Hungarian Communist Party, immersed not simply in theorising but also in significant practical-political work. Along with labour leader Jenö Landler, he led a faction opposing an ultra-left sectarian orientation represented by Béla Kun (at that time also associated with Comintern chairman Zinoviev, later aligning himself with Stalin). If seen in connection with this factional struggle, key works of Lukács in this period – History and Class Consciousness (1923), Lenin: A Study in the Unity of His Thought (1924), Tailism and the Dialectic (1926) and ‘The Blum Theses’ (1929) – can be seen as forming a consistent, coherent, sophisticated variant of Leninism. Influential readings of these works interpret them as being ultra-leftist or proto-Stalinist (or, in the case of ‘The Blum Theses’, an anticipation of the Popular Front perspectives adopted by the Communist International in 1935). Such readings distort the reality. Lukács’s orientation and outlook of 1923–9 are, rather, more consistent with the orientation advanced by Lenin and Trotsky in the Third and Fourth Congresses of the Communist International. After his decisive political defeat, Lukács concluded that it was necessary to renounce his distinctive political orientation, and completely abandon the terrain of practical revolutionary politics, if he hoped to remain inside the Communist movement. This he did, adapting to Stalinism and shifting his efforts to literary criticism and philosophy. But the theorisations connected to his revolutionary politics of the 1920s continue to have relevance for revolutionary activists of the twenty-first century.

A centenary of Einstein’s General Theory of Relativity brings forward some questions with regard to the impact of Einstein’s theory on philosophy. This theory, and the chronologically earlier Special Theory of Relativity, have had many important philosophical implications. In Poland they provoked interesting philosophical discussions before WWII. The history of those discussions reveals numerous noteworthy facts concerning the relationships between mathematics, physics and philosophy. A case study of the reception of the Special and General Theory of Relativity in Kraków and Lwów before 1925 focuses on the peculiar specificity of exact sciences and philosophy in Polish Galicia. The concept of “philosophy in science” coined by Michael Heller is particularly suitable for describing this specificity. The article begins with a short overview of the early reception of the Special Theory of Relativity in Kraków. Next, it shows how the discussions during the 10th and 11th Congresses of Polish Physicians and Natural Scientists (Lwów 1907, Kraków 1911) influenced the reception of the STR. What is also discussed are the roots of the specificity of the reception in Lwów, i.e. the influence of the considerations about the foundations of mechanics and a public philosophical debate around Einstein’s theories. In order to demonstrate how different the reception of these theories was in Kraków, a description is provided of a methodological debate between S. Zaremba and T. Banachiewicz. Some notes are also added about the concurrent styles of philosophy of science (philosophy of nature). The article ends with conclusions about the specificity of Kraków’s and Lwów’s styles of philosophy in science. This study reveals that in this period Einstein’s theories significantly stimulated philosophical considerations in Poland. These considerations have become an important supplement to the scientific activity in Kraków and Lwów.

The law is the principal mechanism by which society resolves disputes and implements policies. For more than forty years, I have worked to use the law to address environmental problems, initially by trying to stop projects that would increase pollution and harm communities. But there are limits to what the courts can do without explicit direction from legislatures. Climate change is a prime example. Some have seen litigation as a silver bullet, but at least so far that has not been the case. Elections matter more than lawsuits. Until and unless elections bring to power a president, a Congress, and local officials who will take the necessary measures, litigation is needed to inhibit those who will try to move backwards, spur on those with good intentions, help implement the policies set by wise Congresses past, and continue the quest for redress for victims. Well-crafted laws can also lead the way to solutions.

That is why the analysis of the acquired experience and the obtained results of these groups are important.
 The history of the formation and development, task, structure, background and directions of the activities of some international organizations in the field of history and philosophy of science and technology, including The European Philosophy of Science Association (EPSA), The International Society for the History of Philosophy of Science (HOPOS), The International Federation of Philosophical Societies (FISP) and The International council for philosophy and human sciences (ICPHS) have been shown.
 The European Philosophy of Science Association (EPSA) was established in 2007 to promote and advance the investigations and teaching the philosophy of science in Europe. EPSA edits the European Journal for Philosophy of Science (EJPS), which publishes articles in all areas of philosophy of science. The International Society for the History of Philosophy of Science (HOPOS) promotes serious, scholarly research on the history of the philosophy of science and gathers scholars who share an interest in promoting research on the history of the philosophy of science and related topics in the history of the natural and social sciences, logic, philosophy and mathematics. The scholarly journal HOPOS is published by University of Chicago Press.
 The International Federation of Philosophical Societies (FISP) is the highest nongovernmental world organization for philosophy, whose members-societies represent every country where there is significant academic philosophy. It was established in Amsterdam in 1948. FISP’s first seat was located at the the Sorbonne in Paris. FISP includes approximately one hundred members. It does not include individual members, but only «societies» in a broad sense, that is, philosophical institutions of different kinds, such as associations, societies, institutes, centres and academies at national, regional and international levels. The International council for philosophy and human sciences (ICPHS) is a non-governmental organisation within UNESCO, which federates hundreds of different learned societies in the field of philosophy, human sciences and related subjects. It was conceived as the intermediary between UNESCO on one hand, and learned societies and national academies on the other. Its aim was to extend UNESCO's action in the domain of humanistic studies.

The first session of the 99th Congress was a year of wrenching institutional and political realignment. Facing monstrous structural budget deficits in excess of $200 billion a year. Congress struggled to adjust its distributive urges to the unpleasant realities of a redistributive era. Unlike previous budget crises that were caused by economic events beyond Congress's control, the current problem was created by an unwillingness to raise sufficient revenues to pay for the nation's defense and social program commitments. Frustration, gridlock, and partisan warfare eventually ended in surrender to the Executive Branch: a balanced-budget act was adopted that could radically alter Congress's power of the purse.During the 99th Congress, many Democratic members also continued to realign their policy positions in accordance with contemporary economic and political forces. Democrats in Congress searched for an appealing formula that would ensure political survival and continued control of the House. But the strain of reconciling their traditional public philosophy with conservative trends left Democrats demoralized and in disarray.

The 4th volume of “Manuscripts and Speeches” by the prominent contemporary thinker Paul Ricoeur (1913‑2005) contains works discussing one of his central themes — the problem of a common existence of men considered from the point of view of politics, economics, power, law, culture, morality, and ethics. At the same time, the French thinker specifically highlights and discusses such burning problems of modern life as mutual recognition, the fragility of human existence and earthly civilization in general, tolerance, care, justice, responsibility for the future of humanity, for the very idea of man. In a number of works, Ricoeur expresses his views on the possible future of Europe — on its new ethos overcoming the boundaries and structures of national states, on the combination of their “identity” and “otherness” at the global level. Translation from one language to another as a kind of a priori communication, exchange of memory as a preliminary transfer to a different cultural environment, forgiveness that stems from the suffering of others and raises the question of the burden of debt, — all this is being considered as a models of integration. During his years of study in Switzerland and Germany, Adolpho Lutz published his first articles on zoology, clinical practice, and therapeutics. In Limeira, São Paulo, he began studies on animal and human diseases caused by germs and parasites. In 1885-86, Lutz traveled to Hamburg to study the morphology of germs related to skin diseases, in conjunction with Paul Gerson Unna, one of Germany's foremost dermatologists. He proposed the inclusion of Hansen's and Koch's bacilli in a new genus. In 1889, Unna nominated his student as physician-in-chief of the Leper Settlement on Molokai Island, Hawaii. From then on, Lutz sustained the theory that the disease was transmitted by mosquitoes. He conducted research to prove this theory when he was head of the Instituto Bacteriológico de São Paulo (1893-1908) and, later, after he moved to the Instituto Oswaldo Cruz (1908-1940). Although this research was not successful, on commissions and at congresses in which he participated until his death in October 1940, he still held to his conviction that leprosy was transmitted by mosquitoes.

The earth scientists of Russia have long been interested in the history of geological knowledge. V. I. Vernadsky (1863-1945) and V. A. Obruchev (1861-1956) saw the necessity and actively supported research into the history of science in Russia. During the 1930-1940s M. S. Shatsky (1895-1960) published analyses of the ideas of Charles Darwin (1809-1882), R.I. Murchinson (1792-1871), and A. D. Archangelsky (1879-1940). He followed these with a series of papers devoted to the history of the evolution of theoretical and applied geology. In the early 1950s several works investigating actualistic and uniformitarian methods were published in the USSR. From the 1960s through the 1980s, the new fields of paleogeography and lithology evolved and a new branch of geology resulted from the prospecting and exploration of radioactive materials. In 1967, an International Committee on the History of Geological Knowledge was proposed by Soviet geologists and established at the 23rd International Geological Congress at Yerevan. It is presently known as "INHIGEO," a Commission of the International Union of Geological Sciences. INHIGEO now has 126 members from 35 countries. From 1967 to 1992, INHIGEO sponsored seventeen international symposia. One or two were held at each of the International Geological Congresses, which regularly convene every fourth year, and additional symposia have been held at frequent intervals. The complex process of the evolution of the natural sciences in Russia may be subdivided into separate periods. Since the late 1960s, geophysics has grown in importance and several major fields of geophysics have emerged. In addition, a general theory of the Earth has taken shape, geoecological studies have begun, and a theoretical history of geology and other earth sciences has evolved. The last quarter of this century has witnessed the publication of two multi-volume series: "Geological knowledge in the USSR," comprising 52 books and "Sketches on the history of geological knowledge," with 28 issues. These works outline the history of geological knowledge in the USSR from about 1965 to 1990.

Introduction. The modern methodology of teaching Russian as a foreign language (RFL) is a multidimensional system in which a number of different directions can be distinguished. The purpose of this work is to identify, based on the elements of content analysis, the most relevant directions in the teaching methodology of RFL over the past 5 years. The relevance of the study lies in identifying the main paradigmatic guidelines of this science at the present stage of its development. Materials and methods. The material for the theoretical part of the study was the work of Russian methodologists published over the past 10 years and devoted to the description of current trends in the teaching methods of RFL, as well as scientific works describing the specifics of content analysis as a research method. The empirical part of the study was carried out on the material of scientific and methodological journals and collections of materials of congresses devoted to the issues of teaching RFL and published over the past 5 years. Results. As a result of the analysis, 1969 mentions of the analyzed units of analysis were identified in 9 key areas of modern RCT methods over the past 5 years. The largest number of references to units of analysis was revealed in the framework of the conceptual (29 percent of total mentions), professionally oriented (16 percent) and linguistic (12 percent) directions. The leading position of the conceptual direction indicates that in the last 5 years there has been an active search for the most effective methods and technologies for teaching Russian to foreigners. The interest of researchers in professionally oriented education is proof that Russian as a foreign language is becoming a tool for obtaining higher education. The popularity of the linguistic trend is due to the fact that the search for optimal ways of teaching foreigners to various aspects of the Russian language is still ongoing. Conclusion. The scientific novelty of the conducted research lies in the fact that the authors made an attempt to identify the current trends in the methods of teaching RFL based on the elements of an objective quantitative method.

A little more than twenty years ago, at the First International Congress of History of Oceanography in Monaco, the American historian of science Harold Burstyn attempted to place the history of oceanography in context within the history of science. He pointed out that history of science used as a working principle the increasing quantification of science, and that it was moving toward "externalist" studies of the social and political contexts in which science developed. Oceanography, according to Burstyn, was among the first examples of "big science" and was likely to prove important to historians attempting to link scientific development with its social context. He envisioned two tasks for the historian of oceanography, to develop detailed histories of the science itself, and to explore its response to social, political, financial and cultural forces.After three more congresses of the history of oceanography, the proliferation of publications, even the birth of a newsletter of the history of oceanography, it still largely remains true that (slightly edited) the field suffers from "lack of focus, publications of all offerings regardless of merit, and conjunction of scientists … and historians and philosophers of science, assembled without any methodological unit or rules of procedure". But all is not lost. Major books have helped to focus attention on interesting historical problems as well as achievements; outstanding work has been published, or is in progress, on marine geophysics, oceanographic institutions, exploration, national science, and the historical relationship of oceanography to its sister fields such as geography and marine biology. Bibliographies have begun to appear, easing the toil of starting new research, and regular contact, formal and informal is increasing among historians of oceanography.Nonetheless, the history of oceanography is still in a primitive state. We need more internal histories of oceanography's subdisciplines, critical biographies of its practitioners, studies of its institutions in their full contexts, work on differences in national styles, and a thorough examination of its professionalization. Few would now agree that the only canon of the history of oceanography is the increasing quantification of science, but this hybrid discipline remains, as Burstyn perceptively stated, "the most fruitful combination possible of ‘internal’ and ‘external’ problems in the history of science".

Corporate reporting is a socially significant process and practice. The quality of corporate reporting reflects the degree of relevance of the manner enterprises and businesses communicate with the surrounding world and environment (natural or industrial) and millions of people concerned – societies, present and future generations, employees, workers, and many other people, and other living beings. On most authoritative international scientific forums – symposia, conferences, congresses, assemblies, summit meetings and events, conducted in Europe and worldwide, it is pompously declared that corporate reporting should provide useful and reliable information both financial and non-financial one. The responsibilities of accountability and stewardship seem out to be of great importance to the fulfillment of the strategic goals of our centuries.The belief of the author is that the simultaneous analysis of the global problems challenging humankinds such as climate changes, destruction of biological diversity on the Planet, the matter of the necessity of actions of creating Green Ethics and Green Economy worldwide, the increasing need for combined and well-coordinated efforts in the combat supporting the eradication of poverty globally, and the relevance of corporate reporting to solving these unique problems the mankind is facing, would highlight and confirm their intricate interrelation (the key aim of the present research), consequently rendering the debate on the future of corporate reporting more meaningful and constructive. The debate would most probably promote the standpoint we personally maintain, which is also endorsed by an increasing number of supporters in Europe and around the world, implying in particular that apart from a process of unification and reduction of essential differences in the international financial reporting, what is also necessary is the radical change in the philosophy and culture of corporate reporting and presentation. Undeniably, it includes revealing of the financial state and the substantial effects and impacts of the businesses operating activities in a straightforward manner, as complete insights and understanding of the broader and far-reaching goals to which the corporate reporting must be subordinated – at present and in the long-lasting future.

This forum explores new directions in global intellectual history, engaging with the methodologies of global and transnational history to move beyond conventional territorial boundaries and master narratives. The papers focus on the period between the last decades of the nineteenth century and the first decades of the twentieth, an era in which the growth of cities, burgeoning print cultures and new transport and communications technology enabled the accelerated circulation and exchange of ideas throughout the globe. The proliferation of conferences, world fairs, and international congresses, the growing professionalization and definition of academic disciplines, and the enhanced circulation of scholarly journals and correspondence enabled intellectuals around the world to converse in shared vocabularies. Much of the scholarship on early twentieth-century intellectual history in the non-Western world has been viewed through the binary relationships of metropole and colony, or as nationalist reactions to colonial domination. This cluster widens the framework to consider the way in which intellectuals formed scholarly networks and gathered multiple influences to articulate new visions of community and society within a wider world of ideas. The multiplicity of imperial and transnational pathways allowed not only for “centers of calculation” in colonial metropoles, but also for points of convergence and encounter outside Europe. As these papers show, the routes by which ideas travelled brought forth a global republic of letters, composed of diverse “centers” for the collection and production of knowledge by intellectuals operating in different parts of the world.
