AbstractThe effective protection of critical infrastructure against cyber and physical security threats involves many different steps from initially the identification of risks to finally the implementation of counter measures in the infrastructure. To derive counter measures and to come to intelligent decisions facing the identified risks, the impact calculation plays a central role. The impact of a specific threat can propagate through the systems of the infrastructure and thus needs to be analysed carefully. In this paper, the role of impact propagation of cyber-physical threats for infrastructure protection is discussed, exemplified for airport systems. In the ongoing EU-H2020 project SATIE (Security of Air Transport Infrastructure of Europe) a toolkit is developed containing two tools for impact propagation, namely the Business Impact Assessment (BIA) and the Impact Propagation Simulation (IPS). Both tools are described and for a small test case the propagation of a cyber threat and the transformation into a physical threat is demonstrated in a network representation as well as an agent-based model of the airport’s systems employing the IPS.

The EU-funded PRECINCT project connects private and public CI stakeholders in a geographical area to a common cyber-physical security management method that will produce a protected territory for citizens and CIs. The project delivers a framework specification for systematic CI security and resilience management, a cross-facility collaborative management infrastructure enabling stakeholder communities to create PRECINCT ecosystems and increased resilience support services through PRECINCT blueprints, a vulnerability assessment tool using Serious Games and PRECINCT’s Digital Twins. PRECINCT Ecosystem will be deployed and tested in four large-scale living labs and three transferability validation demonstrators. This paper reports on the framework deployed in the Athens Living Lab pilot study and the findings concerning the user experience evaluation aspects of the PRECINCT framework conducted with intended end users.

Starting with how we want our urban areas to be, the chapter examines options to eliminate the systemic risk of deaths and serious injuries on urban roads from three separate but related viewpoints; managing the threats to life and health posed by the energy embedded within the road transport system, the potential for crashes to occur and the exposure of those who use the system to severe injury risk from crashes. In urban settings, it is sometimes possible to eliminate or minimize vehicular traffic on selected roads and streets but, in general, it is either impractical or undesirable to do so. By physically separating vehicles from other vehicles, and from highly vulnerable road users, we risk creating the types of cities and towns that do not support our high level aspirations of highly liveable and healthy societies, with sustainable and equitable urban transport systems. Where physical separation is not viable, it becomes necessary to manage transport system energy to ensure risk remains below the levels we set for Vision Zero outcomes – no one being killed or seriously injured. The main focus of this chapter therefore is on the means by which we can manage kinetic energy, primarily through compatible combinations of infrastructure design and speed limit setting, to protect all who use urban roads. Vehicle technology and structural design are important considerations for system performance as a whole.

AbstractInland shipping has been struggling with a shortage of skippers for several years. This means, among other things, that smaller vessels disappear and the smaller waterways are no longer used. In addition, it is also difficult for inland shipping to compete with road transport. In time, this will cause a reverse modal shift: cargo will be brought back from the waterway to the road. However, the road is already dealing with a lot of congestion while the potential of the waterway is being used less and less. This will lead to major mobility problems.Over the years, an international consensus has grown that the automation of vessels can be a mean to solve a large part of the above problems and to revive transport via the waterways. In this way, the great pressure on our roads will also be reduced.In order to gain a better insight in the possibilities of Smart Shipping, the PIANC WG 210 was established in 2019. The PIANC INCOM WG 210 Report on Smart Shipping on Inland Waterways has been published in March 2022. This report researches the impact of Smart Shipping developments on the physical and digital infrastructure and on traffic management, with focus on inland waterways. Smart shipping developments were viewed from the perspective of infrastructure providers and traffic managers of inland waterways to stimulate and maximize the deployment of Smart Shipping.The report includes an analysis of the current (until 2019) Smart Shipping developments, what is currently lacking to stimulate Smart Shipping developments, as well as recommendations for the future that can be picked up in other PIANC working groups or research groups. This paper will highlight the findings of the WG and will zoom in on some more concrete examples of Smart Shipping in Belgium, where de Vlaamse Waterweg nv is monitoring a test area in which several 100s of test have taken place since 2019. Significant action is required to find possible solutions to reduce greenhouse gas (GHG) emissions from new physical structures and supporting infrastructure, such as transport, water and energy networks, enabling urban planners and engineers to decarbonise the built environment to achieve a net zero emission (NZE) target by 2050. Life cycle assessment (LCA) plays a pivotal role in decarbonising the built environment as it helps identify materials, construction processes, design, and end use energy technologies significantly increasing the carbon footprint of the built environment and extending the influence of urban heat island (UHI) impacts. This paper will present a comprehensive LCA framework to calculate the GHG emissions associated with a modern central business district (CBD), including trade, commerce, and service industries, to help identify the hotspots contributing significantly to GHG emissions in a city and the possible decarbonising pathways to encourage NZE development. This framework could then be used to assess the potential for emissions management in city development and urban planning. The system boundary of the LCA will consider all stages from raw materials procurement up to the delivery of the aforementioned services. All the main urban infrastructure systems, including the transportation system, construction, energy and water supply networks and waste management systems, will be considered in the life cycle assessment process. Traffic congestion, population mobility, the urban heat island effect and landscape issues will be considered as these are also factors accelerating the increase of GHG emissions. In using this suggested LCA framework, we can then develop the green engineering solutions required to help the urban planning process develop a potential decarbonisation roadmap towards NZE targets for our cities.

AbstractUrban areas are often, and not without reason, portrayed as an opportunity to reduce environmental impacts: more effective use of land, better opportunities for the provision of public transport and less need on a per capita basis for investment in physical infrastructure. This is also the message of the literature on urban scaling. The very nature of the agglomeration economies that allow for economising on natural resources may, however, result in higher levels of per capita consumption. A major reason is that high density often translates into higher costs of space, in turn encouraging the concentration of high(er) productivity activities in major cities. As a result, spatial sorting occurs (e.g. with respect to educational attainment and incomes) and with it potentially also a differentiation of consumption patterns. In consequence, not just size and density, but also position in the urban hierarchy may need to be taken into account in assessing sustainability outcomes. To grasp the issue of urban sustainability, however, intra-urban differentiation too, will have to be considered in tandem with the inter-urban issues of boundary drawing for measurement—what we call “ontological cityism”. This is especially so if the focus shifts from the environmental to the social dimensions of sustainability, and if the trade-offs across the three pillars of sustainability are to be understood.
