Full textVisando ampliar as reflexões e discussões sobre as formas de pensar e planejar a cidade de Campina Grande, foi realizada uma análise descritiva dos Planos Nacionais no que concerne ao planejamento urbano nos Governos de Humberto de Alencar Castello Branco, Arthur da Costa e Silva e Emilio Garrastazu Médici, na qual foi mostrado que os governos militares aderiram à ideologia do planejamento como solução da crise das cidades. Essa adesão gerou um distanciamento entre o discurso e a ação dos planos. A presente dissertação analisa o PDLI - Plano de Desenvolvimento Local Integrado de Campina Grande, modelo de plano urbano, concebido pelo governo militar após o golpe de 64, observando suas repercussões na concepção e práxis do Plano Trienal 1974/1976, durante a administração do prefeito Evaldo Cavalcanti Cruz, onde foi apreendida a atuação dos órgãos federal e municipal na elaboração do PDLI como elemento disciplinador impondo suas repercussões na concepção e práxis do Plano Trienal. O embasamento teórico do trabalho obteve-se a partir da pesquisa e leitura em documentos, jornais e numa literatura sobre planejamento urbano, como na literatura em outras áreas de interesse. Os resultados obtidos e analisados apontaram para a transformação do Plano Trienal em PLANO DISCURSO pela sua associação com o DISCURSO DOS PLANOS do governo militar e pelas ingerências federais (normativas, financeiras e política - ideológicas) na cidade. Ao final procurou-se sugerir aos administradores municipais a construção de planos urbanos participativos que digam respeito à inclusão de todas as camadas da comunidade campinense contribuindo com o desenvolvimento da cidade

Full textThis study aimed to highlight the interest in the analysis of the Plano Trienal´s proposals, elaborated by Celso Furtado while Plan Minister of João Goulart´s government. The plan is understood in this study as a result of the underdevelopment theory elaborated by Celso Furtado in his seminal work between the decades of 1950 and 1960, like a Economia Brasileira (1954), Perspectiva da Economia Brasileira (1958) A Pré-Revolução Brasileira (1962) and Dialética do Desenvolvimento (1964), and of his proposal of a development model guided on social justice and democracy defense. The Base Reforms would be, this way, as an adjustment of the past (anachronistic structures, economic or political, that stop the pass to development in the period) as a proposal to the future, to mold the characteristics of a society and economy out of the structural limits of the underdevelopment.
O presente trabalho objetivou-se no interesse em destacar a análise das propostas do Plano Trienal elaborado por Celso Furtado enquanto Ministro do Planejamento do governo de João Goulart. Este plano é compreendido neste trabalho como resultado tanto da teoria do subdesenvolvimento elaborada por Furtado ao longo de obras seminais entre as décadas de 1950 e 1960 como A Economia Brasileira (1954), Perspectiva da Economia Brasileira (1958) e A Pré-Revolução Brasileira (1962) e a Dialética do Desenvolvimento (1964), quanto de sua proposta de um modelo de desenvolvimento pautado na justiça social e na defesa da democracia. As Reformas de base seria assim, tanto um ajuste de contas com o passado (estruturas anacrônicas, econômicas ou políticas, que entravam a passagem para o desenvolvimento no período) quanto uma proposta de futuro ao modelarem as características de uma sociedade e economia fora das limitações estruturais do subdesenvolvimento.

The purpose of this paper is to analyse the realtionships between three stabilization plans and their political regimes. The first chapter presents a period of the braszilian industrialization, throughout the Importations Substition Process (ISP), concluding that, in the middle of the fifties and early in the sisties, the Brazilian economics needed some changes to its economic policy, besides it would necessary to realize institutional reforms. Moreover at the first chapter, we will analyse the main properties of the democratic populist regime. The populism was the background of two stabilization plans the Monetary Stabilization Plan (MSP) and the Triennial Plan wich were not implemented. The second chapter will examine the difficulties to apply economic policies of stabilization, at Juscelino Kubistchek s government (with MSP) and also at João Goulart s government with Triennial Plan. The idea is to pay attention to the politic matter, emphasizing the pressures above the governments done by the workers and by the bourgeoisie, not to accomplish the stabilization plans. At last, the third chapter will discuss the relation between the regime of exception settled in Brazil since 1964 and the accomplishment of the economic policies at that time, interlacing Castelo Branco s government authoritarian regime with the plan of economic satabilization by Campos and Bulhões the government Economic Action Program
Este trabalho tem como objetivo analisar as relações entre três planos de estabilização e seus regimes políticos. No primeiro capítulo apresentar-se-á um período da industrialização brasileira, via Processo de Substituição de Importações (PSI), concluindo que em meados dos anos 50 e início dos anos 60 a economia brasileira necessitava de algumas mudanças na política econômica e que seria necessário realizar reformas institucionais. Ainda no primeiro capítulo analisaremos as principais características do regime democrático populista. O populismo foi pano de fundo para dois planos de estabilização, o Plano de Estabilização Monetária (PEM) e o Plano Trienal, os quais não foram implementados. O segundo capítulo examinará as dificuldades para a aplicação de políticas econômicas de estabilização nos governos de Juscelino Kubistchek com o PEM e de João Goulart com o Plano Trienal. A idéia é chamar atenção para o fator político ressaltando as pressões da classe trabalhadora e da burguesia nos governos para a não efetivação dos planos de estabilização. Por fim, no terceiro capítulo, discutir-se-á a relação entre o regime de exceção instalado no Brasil a partir de 1964 e a execução das políticas econômicas da época, entrelaçando o regime autoritário do Governo Castelo Branco com o plano de estabilização econômica de Campos e Bulhões, o Programa de Ação Econômica do Governo (PAEG)

Full textThe research supports the hypothesis that the government of João Goulart of a project's economic and social long-term for Brazil, away from the thesis that it was a government "erratic" and without consistency in its economic policy measures. It analyzes the economic policies and measures actually implemented and speeches, interviews, reports and speeches of President Joao Goulart. It appears that, in general, represented a continuation of the nationaldevelopmentalist Vargas, yet focused on import substitution of intermediate goods and capital and structural reform - the so-called basic reforms. They believed the government would promote strengthening of the role of the state and redistribution of income, would guarantee the consolidation and expansion of the internal market and a more balanced economic growth. The basic reforms are analyzed as a logical sequence and closely interlinked, whose expected outcome was a development with better income distribution, in keeping with the developmentalist ideology. In this way, aims to contribute to the study of economic and social formation of Brazil as having the chronological delimitation 1961-1964 period.

Full textThis thesis proposes to study economic planning discourse in the 1950s and 1960s, concerning two very important moments: first, the constitution of a project for the development of periphery or underdeveloped countries through economic planning, in the UN and, more precisely, ECLAC, during the early 1950s; second, the attempts of economic planning in Brazil during the first half of the 1960s, with Plano Trienal and PAEG as a reaction to the economic, political and institutional crisis that this country experienced. Theoretically, we rely on the notion of positivity of discourse, regarding the concepts of statement (énoncé) and discursive formation, from Foucaults Archeology of Knowledge. On the other hand, we reconsider this notion, through Hegel and Derrida, trying to deal with some of its lacks regarding the broad conception of language as a symbolic system. In this sense, our analysis aims at the reconstitution of statements in the texts, based on four categories that appeared as essential since the first documents we analyzed: development, planning, point of view of development and technical position of planning authority. The most relevant results of the analysis may be summarized in the following topics: (1) economic planning recurrently legitimates itself on behalf of development; (2) the documents present a constant difficulty in defining the pair development/underdevelopment, which turn out to be not an idiosyncrasy of each text, but a systematic, symbolic issue development, less than a solid foundation, is itself a problem that the practices of planning try to deal with; (3) development projects a point of view of development, which would be the perspective able to identify an ideal, optimal way of economic progress beyond the economic progress that would happen in the spontaneous evolution of economy through free entrepreneurship or free market; (4) this point of view of development allows us to identify a discursive domain (a discursive formation) that we could call Developmentalism. Both Trienal and PAEG pertain to this category, differing only regarding the strategy they propose to solve this gap between optimal progress and spontaneous progress, the former trying to occupy this space through state economic initiative and the latter trying to reduce it reforming the private sector to make it spontaneously work as the optimal way. Consequently, the hegemonic projects before and after 1964 Brazilian Coup, as they appears in these plans, are not totally opposed, but are articulated as opposing solutions to a common problem that is symbolic, i.e., cultural in the strong meaning of the term.

Full textAfter more than 25 years of independence the problem of the selection of the model for economic development still exists with acuteness in morocco. In fact, since 1978 a new economic policy may be noted in this country: first, the application of a program of austerity for 3 successive years (78-80). Then, a very timid boost was given (81-85 plan), and finally the return to a more violent policy of austerity during those last years, which seems to indicate a break with the growing schema previously domineering. According to that schema, the structures of the Moroccan economy were turned to what we might call the "takeoff". Whereas the contradictions of the prevailing mode of accumulation didn't permit that project to be carried out. Therefore the country officials were forced to change the economical tendencies. This reversal seems to be the beginning of a freezing period of the notion of growth, the plan of break expresses the strategy. That break has been justified by a deep financial crisis consequently the problems were: 1) to point out the variables which could maintain the running of the public sector. 2) To fix how to make revive the private investment in order to find again the "basic balance", the state has first conducted a limitation to everything linked with the household consumption. Then, it has freed itself from social sectors. The reintroduction of a political dimension was only needed in the hope of justifying that disengagement, and the under way measures of liberalism and privatization. As for the incitement to private investments the action of state has been characterized by the intensification of the existing measures. In short, the intervention of state, through its policy of austerity, is hold back for its regulating action on the economic activity. At last, as everything seems to indicate that the economic policy in morocco is suspended, that a national solution to the crisis seems very improbable too. A global issue (overpassing the national confines) should lead to a successful conclusion, only if the will of the state makes the decision to
