Předkládaná dizertační práce je rozdělena do dvou samostatných literárních celků, z nichž první představuje komparativní analýzu měst Latinské Ameriky a druhý se koncentruje na úspěšný případ plánování rozvoje města Curitiba. S ohledem na lepší pochopení problémů, se kterými se města Latinské Ameriky potýkají, a zejména porozumění specifikům města La Paz, které je hlavním předmětem této analýzy, je nutné na problematiku nahlížet v historickém kontextu současného urbanismu. Zde nalezneme některé odpovědi na otázky původu problémů městského plánování. Nahlížení v rámci historického kontextu také poskytne základní směrnice vývoje měst Latinské Ameriky. Z výše uvedených důvodů je pro potřeby dizertační práce klíčové zkoumat tyto aspekty historie urbanismu, neboť zde nalezneme původ současné podoby latinskoamerických měst a jejich městského plánování. V další části práce je kladen důraz na analýzu případu brazilského města Curitiba, na kterém lze úspěšně zkoumat případné uplatnění principů strategického plánování zaměřeného na udržitelnost města. Curitiba se, stejně jako další latinskoamerická města, potýkala od poloviny do konce 20. století s překotným růstem, dopravními zácpami a snižováním kvality života. Městu se nicméně podařilo tyto výzvy překonat kreativními řešeními v kontextu udržitelného rozvoje. Cílem předkládané práce je definovat principy řešení na základě úspěšné urbanistické zkušenosti města Curitiba a aplikovat je na další města Latinské Ameriky, konkrétně na La Paz. Abychom mohli v rámci práce prezentovat návrhy řešení reálným problémům, se kterými se v současnosti La Paz potýká, je potřeba nejprve důkladně porozumět procesům urbanismu, které z historického hlediska toto město utvářely a transformovaly, a následně předložit analýzu, zda myšlenky a zkušenosti případu města Curitiba lze úspěšně aplikovat na město La Paz.

Abstract:
The thesis introduces chosen initiatives that reflect the changing atmosphere and social values of population in the economically well-developed part of the world. The change in the social values is a consequence of deepening socio-cultural and economic interdependence of the regions and the cities in the globalised world. Main presumptions of successful implementation of the initiatives are analysed in order to confront it with the environment of the Czech cities. The main objective of the thesis is an evaluation of the readiness for the usage of these new initiatives in the current Czech city development. There is a visible change in social values among the Czech population under way, however that is typical for its hedonic character. Most of the presumptions are more or less fulfilled with the regional differences. Some of the initiatives have even already been successfully implemented with the positive impact on the environment. Therefore further involvement of similar initiatives could be expected in the future.

The main aim of the thesis Community based approaches to development of municipalities is to evaluate the extent and quality of the use of community and participatory approaches to planning of development in the current decision-making at the local level. The first part focuses on the introduction of the theoretical concepts whose real application is shown on practical examples of Czech and foreign experience. Community methods do not have a long tradition in the Czech Republic and the transfer of the experience from the western world allows a further development in this area. The second part of the thesis is focused on participatory approaches in more detail, known and most commonly used methods of public involvement in planning and decision making, describes a participatory process, its troubles and problematical points. There is a case study included in the thesis focused on evaluation of the approach of the Prague 10 municipality to engage the population, its impact and consequences.

Abstract:
The aim of the thesis is to analyse how to measure an economic pillar of sustainable urban development when it is understood in terms of qualitative city development. This principly means achieving economic prosperity which does not lead to damage of the city areas and decrease the quality of life for its residents. This approach requires the creation of an appropriate set of indicators that will cover qualitative aspects of sustainable economic development. The first section summarizes existing approaches to the definition of sustainable development and ways of measuring both on the Czech and the international level. There are also defined basic characteristics of the urban development which are appropriate to express a qualitative development of the city. The second part is focused on existing ways in which sustainable development is measured, i.e. especially in the context of indicator sets. These are under detailed assessment which aim is to show how useful is to measure the economic sustainability from the qualitative point of view. In this part, the limits of using economic macro aggregates (especially Gross Domestic Product) is emphasized because there are still regarded as one of the key economic indicators of sustainable development. In the next part the thesis deals with the definition of economic prosperity and focuses on the characteristics typical for short, medium and long term perspective. Measurement of sustainable urban development in the short term is based on assessment of financial situation. From the medium-term point of view, it is crucial to assess how the city handles its property, i.e. mainly buildings and land. These property components are substantial for a further direction of city development. In the next section are designed indicators aimed at measuring the ability of the city to maintain a skilled workforce which is one of the most important conditions of long-term economic prosperity. The final theoretical part of the thesis is focused on how the long-term sustainable urban development is to be expressed in an economic way through the assessment of investments in urban infrastructure and its operational efficiency. The designed set of indicators is verified on case studies of three medium-sized Czech cities.

Po změně politického režimu v roce 1989 se všechna velkoměsta České republiky potýkají s novým, pro nás neznámým, fenoménem v rozmístění bydlení obyvatelstva ? se suburbanizací. Obyvatelé velkoměst se ve velkém měřítku stěhují do jejich zázemí. V zázemí se začíná nekontrolovatelně rozvíjet výstavba rodinných domů. Tímto procesem již prošla většina velkoměst v západní Evropě a v USA. Neregulovaný a nekontrolovaný rozvoj suburbanizačního procesu má dalekosáhlé důsledky na velkoměsto, okolní menší sídla a volnou krajinu. Autorka se zaměřuje na průběh rezidenční suburbanizace hlavního města Prahy, na faktory, které ovlivnily suburbánní rozvoj a jeho negativní i pozitivní dopady v daném území. Soustředí se na rozvoj nové výstavby v několika obcích na Kladensku. Bude analyzovat dopad suburbanizace na rozvoj a stabilitu malých sídel v zázemí velkého města.

The thesis explores how the EU support to research and innovation towards urban sustainability is designed, what the existing EU intiatives striving for achieving smart and sustainable cities are. The analysis of theoretical approaches forms the basis for developing the definition of smart and sustainable city for the purpose of this thesis. An overview of the principal EU strategic documents which address urban sustainability together with European networks is provided in order to demonstrate the linkage to the research Framework Programmes. A separate chapter is devoted to the analysis of the most pressing challenges European cities face nowadays. Database of EU funded research and innovation calls and projects is examined (E-CORDA). Calls and projects related to urban areas are identified and juxtaposed with the urban problems. Final recommendations concern with social aspects of sustainability which should be, in the author's opinion, addressed in future EU research Framework Programmes with a particular attention.

The goal of this thesis is to define the current public space of a city and to introduce its main elements and characteristics, also the planning principles of public space and types of public activities of a citizen in a city. The thesis is mainly focusing on the ideas and principles of a Danish architect and urbanist Jan Gehl, after who I am describing types of cities and as well as the analysis of main principles in city planning according to the book Cities for People. It describes the relationship between the citizen and the city and it follows the main questions of creating an ideal public space for its residents and visitors. After the conducted detailed research of a specific place, the thesis establishes positive and negative aspects of the given space and creates a methodology for designing the public space. Thanks to qualitative questionnaires, I evaluated the views of citizens on key questions about the quality of given public space.

The dissertation explores the history and activities of the Brno-located Town and Country Planning Department of The Research Institute for Building and Architecture (RIBA) since its foundation in 1954 until its abolishment in 1994. As a part of the department functioning, a description of its main research tasks and publications, which had played an essential part while formulating theory and methodology of urban planning after the 2nd World War in Czechoslovakia, are introduced. Special attention is paid to tasks and publications whose authors and research workers applied interdisciplinary approaches and – in spite of the prevailing totalitarian regime – managed to apply their experience acquired abroad to produce highly influential works such as The Principles and Rules of Spatial Planning. Another objective of the dissertation is the creation of a complex bibliography of texts that were produced by the department (books, reports on the outcomes of research tasks that had been explored at the Town and Country Planning Department and that were released internally as handbooks serving research workers of the institute and other institutions focusing on building and architecture). Depictions of the Brno department of RIBA from the perspective of two of its significant representatives who have outlived the institution they had witnessed to be founded and to the functioning of which they had significantly contributed, become a key part of the text: Ing. arch. Vladimír Matoušek, CSc., the second head of the Town and Country Planning Department of RIBA and Ing. arch. Dušan Riedl, CSc., a theoretician of architecture and urban planning and a top expert on Czech national herritage. As the topic has not yet been subjected to scholarly research, the main objective of the work is to create the very first complex text on the Brno department of RIBA and its activities. The circumstances surrounding the constitution of RIBA in the context of other similarly functioning research institutes are pursued with a special focus on the fields of building, architecture and urban planning as well as legislative embedding of its foundation and functioning, its organization structure, staff, definition of taskmasters and the way the tasks were approached, relations to other institutions in the field, publishing activities and transfer of theoretical research outcomes to practice. The text also deals with the state of present-day research of architecture and urban planning. Archive material and publications released by the institute represent a predominant source of information about RIBA activities. They are now stored at the archive of ABF Foundation in Prague (the foundation has been administering both the archive and library of the Prague department of RIBA since its abolishment), at the library of The Institute for Spatial Development in Brno (the institute administers the library of the former Brno department) and at the Moravian Land Archive in Brno. Both of the archives have been thoroughly researched by the author. Critical reflections upon the urban-planning department of RIBA occurring in contemporary publications and periodicals are another important source of information which help to specify the character of its activities (recent literature mentions RIBA scarcely, a complex evaluation is still missing). Oral history reported by former employees of RIBA, who had contributed to the first-rate quality of its research activities.

The objective of the thesis is to verify the method of community based approach to strategic regional planning as an instrument of local development. The emphasis is put on the public participation and the consequences that result from this approach. The methodology of the thesis is based on the critical analysis of particular steps during the preparation of one particular plan - Strategic regional plan of Vodňany. Strengths, weaknesses, opportunities and threads of community based strategic regional planning are formulated. The main hypothesis is confirmed - the community based approach to strategic planning is the proper method for designing a strategic plan in a small town, on the assumption that the political representation has a positive approach to the concept and the public is also involved and interested in the process. It is also confirmed that the strategic regional plan designed using the community based approach has greater chance to be implemented than the strategic plan designed using the expert method. Last but not least it is validated that while working out the participation project some new relations and connections are formed bewteen the participants which might cause establishing the social network that strenghten a formation of a social capital in the locality. This thesis deals with description and evaluation of the case of strategic planning process in city Ústí nad Labem. The case is evaluated due to one criterion of sustainable development. The criterion is participation. The thesis is focused on participatory techniques used during the planning process in particular. It combines concept of governance with other sociological concepts of participation. Beside the description and the evaluation of used techniques the thesis focuses also on attitudes and beliefs of planning process participants with regard to idea of sustainable development and participation on planning and decision making. This thesis deals with the roles of various stakeholders in urban development process and simultaneously with the process of transformation and brownfields regeneration in inner part of Prague. The area of case study, lower Holešovice and lower Libeň, has unique specifics: location is close to the city center and also to Vltava River and has a number of development areas. The thesis is based in theoretical foundations of urban regeneration, brownfields, concepts of urban development and systems of governance. The aim is to find out who are the most important stakeholders of urban development and their impact on the area of the case study. The practical part of the thesis is based on interviews with multiple stakeholders from public, private and non-profit sector as well as on an analysis of Prague`s official planning documentation. The results of the thesis underline different approach and engagement of various stakeholders, but also the assumption of significant changes in functional land use, structure and appearance of the area. JAROSLAV BURIAN Abstract in English "Implementation of geospatial technologies into modeling of urbanization processes in strategic planning of city development" PhD thesis represents original author's approach to the modeling of urban processes by using GIS in Olomouc region. In theoretical part, urban processes and spatial structures of the cities are described in connection with geospatial technologies and digital data for studying, analysis, modeling and simulation. Practical part is divided into for separated parts to fluently binding and creating homogenous thematic block. The first part of the thesis analyses development of Olomouc city by using functional areas derived from historical urban plans (since 1930). The development of urban processes, spatial structures of the city and impacts of urbanization and suburbanization are evaluated. Second chapter describes identification, analysis and quantification of suburbanization in Olomouc suburban space. The diploma thesis is concerned with the development of three small towns in the Posázaví region. Development preconditions are evaluated according to the project implementation and financing and the communication of the town council with the public. The aim of the thesis is to evaluate what projects the towns implemented during the monitored period and whether these projects contributed to the town development. In the theoretical part of the thesis are defined various types of functioning of public administration and development factors with the emphasis on human and social capital. Furthermore, the thesis discusses different approaches to strategic planning as a major tool for successful development. The chapter about the budget with the emphasis on subsidies is also included in the theoretical part. Two hypotheses emerged from the theoretical part. Following analyses try to answer these hypotheses. The practical part is gradually divided into primary and secondary analysis. In the secondary analysis, the internal development factors and the realized projects, which were divided into development and maintenance, were evaluated. The main aim of the thesis is to analyze how the town of Jindrichuv Hradec has used the European Union's financial resources during the program period 2007-2013. The thesis is divided into three parts, i.e. theoretical and practical part, and part of evaluation of outcomes of the thesis. The first goal of the thesis is a description of projects realized by the town of Jindrichuv Hradec, and funded by the European Structural and Investment Funds. These projects are compared to the strategic document of development of the town of Jindrichuv Hradec. The last part of the thesis fulfills its goals by giving recommendations for further development of the town of Jindrichuv Hradec.

Abstract:
In this thesis was created a medium-term draft of actions for the local development needs of village Staré Město pod Landštejnem based on economic, social and organizational possibilities that the village has. This draft was based on the analysis of themes from a questionnaire survey among residents of the village, interviews with local actors, existing development documents related to the community and the author's own ideas. A part of this thesis is the geographical characteristics of the village area and the analysis of literature dealing with the countryside, especially its local and regional development, spatial planning and territorial development of rural settlements and the surrounding landscape, including the analysis of materials prepared for the municipality. Another important output of the thesis is to summarize and supply the existing principles for spatial and landscape planning in the village.

Abstract:
The work deals with constructing of participatory spaces in the process of urban development planning. The topic of involving citizens into planning is viewed from the point of planners. A concept of participation in this text is conceived in the sense of invented spaces built from above. The research perspective is an interpretative one, anchored in the constructivist epistemology. Therefore the main question is: How do planners reflect involving citizens in the planning? Firstly, the authoress demonstrates the importance of her topic by putting it into the context of wider social dynamics related to the crises of representative democracy and emerging of sub-politics. She reveals that the trend of building participatory opportunities is strengthening. The important question is formulated: How is the role of public in the strategic planning constructed? On the base of analytical induction of semi-structured interviews with planners, the authoress creates her own typology of ideal-type approaches to participation. These types of approaches came out from a distinction of the extent and the aim of spaces of participation. The involvement of citizens can be seen either as building of community, activation of elites, mapping of public preferences or as consultation with local experts.

In the cities locality development tends to be the object of conflicts and negotiations of different actors with varied interests, e.g. investors, developers, municipal leaders and citizens' associations. It is possible to find among these participants a wide range of strategies and preferences, often including a visual presentation of the urban projects. This diploma thesis centers on the completion of the Victory Square, which according to the master plan of Prague should be a secondary center and it should be the main square of Prague 6. Currently completion projects for the Victory Square are discussed with a significant amount of opposing debate on their intended use, their purpose and also their design. The aim of this paper is to (1) analyze the present-day role of the unfinished Victory square in the center system in Prague, (2) ascertain who has an interest in the completion of the square and what methods are utilized to present their goals, with particularly emphasis on construction of a new identity of the space, and (3) discuss who has the ability to influence the final result considering the different roles of private investors, municipality and citizens. The thesis is the result of qualitative field-research, based on semi-structured interviews and observations in the former Prague slums Pod Bohdalcem and Na Slatinách. The research reflects competing visions of various stakeholders with regards to the future development of these last almost fully preserved colonies, which were created for- and by the poor. The thesis also reconstructs and monitors the development of the conflict that arose between the inhabitants of the colonies and the urban planners in the course of the creation of the study "Bohdalec-Slatiny- Brownfield Strašnice", which proposes a new city-district in the area of the former colonies. It further captures the main reason for the dispute, namely the different perceptions of the colonies by its inhabitants and the institutions responsible for urban planning. For the first actor the area in question means 'home', as well as a place with rich history, while for the second it represents mainly a lucrative brownfield. The thesis also compares often incompatible visions of the stakeholders. It further describes signs or strategies of resistance that the inhabitants manifested from the beginnings of the colonies to the present day.
