This essay presents results of comparative research which was carried out in one region in Eastern Poland — Podlasie — and one region in Eastern Germany — Brandenburg. The research compared the influence of social capital on the understanding of democracy among the citizens. The theoretical basis for this survey was the theory of post-democracy. One of the issues considered was the level of democratic development represented by Podlasie and Brandenburg. Are they in the pre-democratic, democratic or post-democratic phase? The essay analyses afterwards what chances both regions have for the full

Abstract The stratigraphical distribution of Porosphaera globularis, a common calcareous sponge in the Upper Cretaceous (mostly Campanian and Maastrichtian) of Poland was studied. The presented material, both new and from museum collections, comes from the Campanian of the Miechow Synclinorium, in southern Poland, and from the Lower Campanian of Mielnik in the south-eastern part of the Mazury-Podlasie Homocline, in eastern Poland. The significance of the species in extra-regional correlation, its palaeobiogeography and stratigraphical potential is critically reviewed.

Abstract:
This chapter examines the Lithuanian–Belarusian Jewry in the eighteenth and nineteenth centuries. From the earliest times of their settlement in the easternmost Slavonic and Baltic territories, the Jews have been aware of their special status, first as discoverers of lands beyond the limits of the Jewish world of that time, and then as a distinct part of that world. Potential economic and social opportunities and freedom of religious practice and self-government, combined with the benevolence of rulers and the relative tolerance of the surrounding population, gave rise to the distinctiveness of Lithuanian–Belarusian Jews in relation to the rest of Ashkenaz. The term ‘Lithuanian–Belarusian Jewry’ refers to the Jews who lived in the Grand Duchy of Lithuania, including the protectorate of Kurland, after the Union of Lublin in 1569. In Yiddish, the land was referred to as ‘Liteh’ and its Jews referred to themselves as ‘Litvaks’. Jewish Liteh also included the region of Podlasie that became a part of the Polish crown territories (the ethnically Polish part of the Commonwealth) as a result of the Union of Lublin.

The paper focuses on the issue of the approaches and methods used in the identification of regional smart specialisation areas. It is argued that foresight is a critical element in the formulation of a smart specialisation strategy. More extensive use of tools from the field of foresight and future studies may lead to smarter specialisations – the ones that anticipate the emergence of high-growth technologies and sectors. At the same time it is observed that foresight approach is insufficiently ap-preciated in Poland in this context. The case of Podlaskie voivodship is described. The results o
