Proces rozpadu SFRJ a SSSR na počátku 90. let způsobil výrazné proměny charakteru bezpečnostních rizik. Primárním zdrojem destabilizace se staly vnitrostátní konflikty, většinou se silnou etnickou dimenzí. Angažování KBSE při řešení těchto konfliktů bylo v počátečním období zásadně reaktivní, tedy nikoli prev entivní povahy. V průběhu let 1990-1992 nicméně dochází k institucionalizaci KBSE a k vybudování nástrojů přímého preventivního angažování. Tato studie zkoumá vývoj československé zahraniční politiky vůči vybraným aktérům arabsko-izraelského konfliktu v letech 1948–1967. Kdysi velmi přátelské vztahy Československa s Izraelem brzy vystřídala postupně se rozvíjející spolupráce s některými arabskými aktéry. I toto partnerství však potkalo několik těžkých chvil. Přes dlouhodobé ideologické spory s arabskými nacionalistickými vůdci prokázalo Československo v Šestidenní válce (1967) bezvýhradnou podporu arabské koalici a proarabská orientace se stala nezpochybnitelnou linií československého středního Východní politika ve studené válce.

Státy se musí rozhodnout, jak budou řešit schodek veřejných rozpočtů. Tato otázka je klíčovou pro všechny státy, které se potýkají s rostoucí inflací a dalšími krizovými jevy. Jak situaci řešit a zároveň nenarušit rámec veřejné podpory stanovené v evropských smlouvách se řeší z politického a ekonomického hlediska. Je otázkou, zda to může být i daňové právo, které vnáší do veřejné podpory určité odchylky a jak se s touto situací vyrovnávají nejen státy jako celek, ale i jednotlivé články územní samosprávy.
