Abstract:
The aim of the paper was to estimate the structural development gap in Polish agriculture at the regional level (provinces) and to assess the unification process of economic structure of farms. The economic structure of farms was determined on the basis of the value of Standard Output (SO). The research was conducted based on EUROSTAT data for the period 2005-2013. In order to estimate the structural development gap in agriculture the procedure proposed by Karol Kukuła was used. This procedure is based on the regional structural analysis methods and requires the indication of the exemplar structure - the standard province). The standard province was identified with the use of Hellwig synthetic measure. It was found that the biggest structural development gap of farms was observed in the southern-east region of Poland. At the same time, in provinces from this region of Poland the structural development gap compared to wielkopolskie province served as a standard province increased in the years 2005-2013.

Abstract:
Abstract Subject and purpose of work: The paper focuses on identification and assessment of regional disparities in development of Poland in regard to demographic potential, economic development, social development and technical infrastructure in 2006, 2010 and 2015. Materials and methods: Research was conducted with the use of Central Statistical Office’s statistical information with the application of Hellwig’s taxonomic measure of development and standard deviation method of linearly ordered objects’ grouping. Results: Mazovian province was a leader in regard to demographic potential and economic development, while Silesian province took the first position in case of social development and technical infrastructure. The highest levels of synthetic measure of development were noted in Mazovian and Silesian provinces, while the lowest ones were observed in: Warmińsko-Mazurskie and Lubelskie provinces. Conclusions: Pro-development activities should be intensified in the regions with significantly lower level of socioeconomic development, worse equipment in technical infrastructure and weaker demographic potential.

Abstract:
This study aims to determine the local government's efforts to prevent child marriage by establishing foreign relations with other countries in education, in this case, the Province of West Nusa Tenggara (NTB) and Kujawsko-Pomorskie, Poland. This foreign relationship is carried out by NTB as an effort to increase human resources through education with a country with very good quality education, namely Poland. This research method is descriptive-qualitative with the concept of sister province and the concept of Para diplomacy, which provides space for local governments to conduct foreign relations with other countries. The technique of collecting data by conducting a literature study is by examining various secondary sources in the form of books, articles, official news, and online news that are relevant to this research. The data analysis technique is through the stages of data collection, data reduction, data presentation, then drawing conclusions. The results of this study indicate that the existence of foreign relations in the context of sister provinces carried out by the Provinces of NTB, Indonesia, and Kujawsko-Pomorskie, Poland was initiated by the leaders of each province which then paved the way for educational cooperation between institutions in the two provinces. So that through this educational collaboration, the NTB Provincial Government can encourage the improvement of the quality of education which is expected to strengthen human development and prevent child marriage.

Abstract The aim of the study was to assess the seroprevalence of Coxiella burnetii in cattle herds in different regions of Poland. A total of 1150 serum samples collected from 443 cattle herds from 14 provinces were tested using complement fixation test. The seroprevalence was different in individual regions of Poland. The average percentage of seropositive herds was 40.41% and these herds were identified in each province tested.

Abstract:
The aim of the study was to evaluate the epidemiological condition of SRLV infections in nucleus flocks of sheep. The surveillance of Lentivirus infections was conducted in sheep flocks from the mid-Eastern part of Poland: the area of Lubelskie, Świętokrzyskie and Podkarpacie provinces. Ninety eight flocks were chosen for a detailed analysis. They included 6,470 mother ewes belonging to 15 breeds and lines: Polish Merino sheep, Polish Lowland sheep, Wielkopolska sheep, Żelaźnieńska sheep, Uhruska sheep, Olkuska sheep, Polish Heath sheep, Świniarka sheep, Polish Pogorze sheep, Podhale Zackel sheep, Black-headed sheep, Ile de France, Berrichon du Cher, BCP and SCP. The identification of the infected animals and the assessment of the epidemiological condition of the flocks was carried out using a serological analysis of blood serum samples. The assay of MVV-specific antibodies in blood serum was performed using the ELISA test. The results obtained showed that the highest rate of flocks with at least one animal with a positive serological response was in the Podkarpacie Province (71.43%), and the lowest rate (27.03%) was observed in Lubelskie Province. The analysis of the rate of the sheep infected with SRLV indicated that the greatest number of seropositive animals was highest in Podkarpackie Province (19.9%), which corresponds to the results for the flocks, and was significantly higher (p ≤ 0.01) than in Świętokrzyskie Province (11.35%) and Lubelskie Province (9.20%). The flock size turned out to be a factor which significantly influenced the prevalence of SRLV infections. The prevalence was highest (13.6%) in the flocks exceeding 100 sheep, and decreased together with the decreasing number of heads in the flock. It must be stressed that the problem of SRLV infections is very complex and depends on many factors. Therefore it is necessary to carry out a detailed diagnosis of the factors leading to expansion of the virus in sheep flocks before developing flock protection programs...

Abstract:
In this paper, an analysis of foreign direct investment in terms of regional differences was conducted. The analysis covered the period 2005-2013. The analysis shows that the distribution of investors in Poland is varied regionally. Regions particularly attractive for foreign investors were Mazovia, Silesia, Lower Silesia and Greater Poland. In contrast, Lublin Province, Podlasie Province, Warmia-Masuria Province are regions where foreign investors are the least.

Abstract:
Abstract The Świętokrzyskie Voivodeship is one of the smallest provinces in Poland, but it clearly stands out with a very well-preserved natural environment. Because of exceptional features of animate and inanimate nature, large parts of the province are covered by various forms of nature protection. There is 1 national park (NP), 72 nature reserves (NRs), 9 landscape parks, 21 protected landscape areas and 40 Natura 2000 sites within the administrative borders of the province. The most unique natural features are found in the Świętokrzyski National Park (ŚNP), but the largest surface of the province is covered by protected landscape areas. Świętokrzyskie Voivodeship is the first in Poland in terms of the share of protected areas (as much as 65.2%), strongly outdistancing other Voivodeships. Small natural objects are much more numerous than large protected areas. At present, the Świętokrzyskie Voivodeship has 705 natural monuments (NMs), 114 ecological sites (ESs), 20 documentation sites (DSs) and 17 nature and landscape complexes (NLCs). Moreover, new protected areas and sites may still be established within its borders.

Abstract:
The thesis focused on the particular phases of christianization of Poland which occured with Czech or Moravian participation, i.e. influences of mission of Cyril and Methodius in Poland, marriage of Polish princ Mieszko with Czech prince-daughter Dobroslava and his subsequent baptism and foundation of archiepiscopate in Gniezno above the tomb of St. Adalbert. Taking into account the historical and territorial developement of the considered area the thesis is divided into three parts. The first chapter is dedicated to christianization of the southern Poland. The mission of Cyril and Methodius should be heading into this area in the end of 9th century. After carefull examining of written sources and results of current research one can say, that it is not possible to confirm any Great-Moravian influences on the christianization of southern Poland. Similar results were reached also in the case of Czech participation in the process accepting of Christian faith in the second half of the 10th century. In this time should be the contemporary Silesia and Lesser Poland part of Prague and Moravian diocese. In the next part is characterised the influence of Czech princess Dobroslava on the decision of Polish prince Mieszko I to accept baptism. With this event started the process of creating of church...

AbstractContemporary models of public administration have been formed by various political, social and economic conditions. Public tasks are carried out on the basis of legal provisions under the conditions of applying specific decision-making rules and organisational techniques, which include specific principles, procedures and practice—experience. These features characterise public administration as a system of operations, also in relation to cyberspace. The transformations associated with the computerisation and dissemination of information and communication technologies have meant that the duty of public administration in the information age is, on the one hand, to synchronise the activities of entities belonging to different sectors, and on the other, to manage complex networks, as well as to adapt the functioning of public administration to using new technologies. The goal of cybersecurity management is to provide optimal cost protection; to determine which risks can be avoided and how, using both organisational and technical solutions, the risk can be minimised to an acceptable level.

Abstract:
AbstractThis chapter deals with the organisation of care work by Polish parents. Using the data from in-depth interviews and survey data, I demonstrate cultural norms about care that prevails in Polish society. Strong gendered norms and instruments of family policy shape different opportunity structures for men and women. I focus on how parental leaves are used and perceived by Polish parents. I argue that they are still seen primarily as women’s right. I analyse the reasoning lying behind such thinking, but also show the experiences of parents who decided to share the leave. Then I proceed to the organisation of care in the context of so-called care gap. The Polish system of parental leaves is incompatible with the system of institutional care for children. Consequently, in the period between the end of paid leave and the time when a child can go to a kindergarten parents have to develop different strategies how to provide care for their children. I show how these strategies differ in the context of economic inequalities, as well as what consequences care gap has on gender inequalities. Finally, the chapter finishes with the analysis of how care work is perceived by parents.

The development of enterprises requires permanent investment and searching for sources of effective support for business activity. Therefore, when entrepreneurs create new development opportunities, they look for appropriate sources of support for the activities of enterprises. In the opinion of entrepreneurs, such an attractive source of financial support is leasing. Due to the benefits of leasing business activities, more and more business entities in Poland have decided to use this form of obtaining capital. The aim of the study is an attempt to define the significance and role of leasing in financing economic activity of enterprises in Poland. Firstly, based on the literature review, the essence, types, advantages and disadvantages of leasing were presented, and an attempt was made to evaluate the current market of leasing services in Poland and the prospects for its development. Secondly, based on the results of a survey of a representative sample of entrepreneurs in Podlasie Province (North-west Poland) their opinion on the importance of leasing as a form of enterprise support was presented. The conducted research has shown that leasing is a willingly chosen source of financing business activity. According to entrepreneurs, favorable financing conditions as well as understandable and easy procedures turned out to be important properties, characteristic of leasing. The results of the conducted research provide knowledge about the advantages, disadvantages, availability and profitability of leasing, noticed by entrepreneurs in the studied region. They are of pure scientific and application significance, making it possible to predict the nature of the leasing market in Poland in the near future.

One of the main tasks of real estate management in the area of the municipality is making decisions concerning the location of investments on a local scale. These decisions should be taken with the principle of sustainable development. For such an action obliges Poland's membership in the European Union. Poland as a member of the EU is obliged to implement the rules in force in the Member States. Bearing in mind that any investment impact directly or indirectly on the economic development of the municipality, is therefore a significant impact on the local real estate market. Investments that have a negative impact on the environment can contribute to a reduction in the activity of the local real estate market. While performing tasks related to the economic development of the region and the increase in quality of life, increases the activity of the local real estate market. The work was carried out research on the dynamics of changes in the local real estate market in the area of the municipality Skrzyszow in the Malopolska province in Poland, in connection with the construction of the reservoir.

Nowadays, it is frequently the case that the database of the real estate cadastre in Poland is not supplied with the record data on buildings. This study presents the issues related to the comprehensive modernization of the register of land and buildings, especially in the aspect of entering the buildings located in the areas of the modernized cadastral districts, into the database of the real estate cadastre. The real estate cadastre should provide a reference base for other public records, the data contained in the cadastre should be the basis, for example, for official statistics, real estate management and register of farms, or tax records. The analysis of this procedure was based on the data derived from the modernization of the register of land and buildings carried out in eleven cadastral units of Gorlice district, province of Malopolska, as part of the national project: Development of an Integrated Real Estate Information System – (ZSIN) – Stage I. In this project, the data for the preparation of the digital description of the contour of a building were captured largely based on high-precision aerial imagery which, having been developed on the stereoscopic model, supplied the digital database of the real estate cadastre. A serious problem, which hinders the maintenance of the database of the real estate cadastre in Poland updated, are the frequent amendments to the applicable laws. The Regulation on the register of land and buildings, according to which the cadastral database has been built in Poland since 2001, was extensively amended in 2013 and in 2015. This makes it difficult to obtain uniform data of the buildings in Poland.

In Poland, there are still many cadastral districts with the outdated database of the real estate cadastre. The situation which is particularly unfavorable occurs in southern Poland, on the territory of the former Austrian cadastre. This study presents a procedure for the comprehensive modernization of the real estate cadastre, carried out in numerous cadastral districts in the years 2014–2015, as part of the national project: Development of an Integrated Real Estate Information System. The modernization of the cadastre carried out in Gorlice district, province of Malopolska, served as an example to analyze the difficulties associated with the transformation of the analog materials and cadastral documents contained in the geodetic and cartographic documentation center database, often dating back to the times of the Austrian partition, into cadastral data in the electronic form, valuable in terms of accuracy and quality. The article presents the stages of determining the course of parcel boundaries, performed with the use of modern photogrammetric method. This method significantly accelerates the works related to the modernization, however, it is not flawless. Nevertheless, this is the method of the future, which definitely shortens the task performance time. The conclusions which were formulated therefrom can accelerate and streamline the modernization process of the cadastre using photogrammetric measurements to determine the course of boundaries of the cadastral parcels in the subsequent modernizations of the cadastre, as planned in Poland.

Mazowieckie Province is a unique area of Poland. It is characterised by social and economic diversification. Located in this province, Warsaw strongly influences the development of neighbouring rural areas. On the other hand, rural municipalities whose socio-economic parameters are among the lowest in the country are located within several dozen kilometres from the centre of the capital. Such disparities show that Mazowieckie is characterised by large interregional differences in its internal structure. This is an interesting research area that requires the analysis of socio-economic development in this region to be conducted in a multidimensional way. The aim of this study is to evaluate the spatial differentiation of the level of socio-economic development of rural areas in Mazowieckie Province. Linear ordering was used to determine the level of socio-economic development. The results of the study are consistent with core-periphery theory. The large urban centres that function as the centres for the surrounding rural areas have the greatest impact on the level of rural development. The impact of smaller towns can also be noticed. They often are the local development centres for surrounding villages.

Efficient managing sustainable urban development requires constant observations of trends in the key areas. One of the important areas is undoubtedly directing development of residential areas within the city and its surroundings. Nowadays, increasing incomes and transport mobility of the city citizens enable choosing between living within the city’s borders and building houses in the suburbs. Latter option makes city less compact and generates urban sprawl. As many controversies still arise over sprawling cities, the opposite of the smart growth, the factors behind this process should be monitored. In this article, we focused on spatial dependencies between localization of working and living places, because an access to the workplace seems to be one of the key determinants of choosing the particular place of residence. Therefore we decided to verify the following hypothesis: localization of the biggest employers in the city shapes the development of residential areas in the suburbs, and the influence depends on: current migration trends, specifics of the employers and their activity on the real estate market. The verification was carried out in the city of Olsztyn (Poland), the capital of Warmia and Mazury Province, and included careful analysis of the three city's biggest employers.

Abstract:
Following the 2000 European Landscape Convention, a new act strengthening landscape protection instruments has been in force since 2015. It sets forth legal aspects of landscape shaping (Dziennik Ustaw 2015, poz. 774) and introduces landscape audits at the province level. A landscape audit consists in identification and characterization of selected landscapes, assessment of their value, selection of so-called priority landscapes and identification of threats for preservation of their value. An audit complies with GIS standards. Analyses use source materials, i.e. digital maps of physical-geographical mesoregions, current topographic maps of digital resources of cartographic databases, latest orthophotomaps and DTMs, maps of potential vegetation, geobotanic regionalization, historic-cultural regionalization and natural landscape types, documentation of historical and cultural values and related complementary resources. A special new methodology (Solon et al. 2014), developed for auditing, was tested in 2015 in an urban area (Myga-Piatek et al. 2015). Landscapes are characterized by determining their analytic (natural and cultural) and synthetic features, with particular focus on the stage of delimitation and identification of landscape units in urban areas. Czestochowa was selected as a case study due to its large natural (karst landscapes of the Czestochowa Upland, numerous forests, nature reserves) and cultural (Saint Mary’s Sanctuary, unique urban architecture) potential. Czestochowa is also a city of former iron ore and mineral resources exploitation, still active industry, dynamic urban sprawl within former farming areas, and dynamically growing tourism. Landscape delimitation and identification distinguished 75 landscape units basing on uniform landscape background (uniform cover and use of the land). Landscape assessment used a new assessment method for anthropogenic transformation of landscape – the indicator describing the correlation between the mean shape index (MSI) and the Shannon diversity index (SHDI) (Pukowiec-Kurda, Sobala 2016). Particular threats and planning suggestions, useful in development of urban areas, were presented for selected priority landscapes.

This report summarizes results of the basic research project “Infrasound Propagation in the Arctic.” The scientific objective of this project was to provide a baseline understanding of the characteristic horizontal propagation distances, frequency dependencies, and conditions leading to enhanced propagation of infrasound in the Arctic region. The approach emphasized theory and numerical modeling as an initial step toward improving understanding of the basic phenomenology, and thus lay the foundation for productive experiments in the future. The modeling approach combined mesoscale numerical weather forecasts from the Polar Weather Research and Forecasting model with advanced acoustic propagation calculations. The project produced significant advances with regard to parabolic equation modeling of sound propagation in a windy atmosphere. For the polar low, interesting interactions with the stratosphere were found, which could possibly be used to provide early warning of strong stratospheric warming events (i.e., the polar vortex). The katabatic wind resulted in a very strong low-level duct, which, when combined with a highly reflective icy ground surface, leads to efficient long-distance propagation. This information is useful in devising strategies for positioning sensors to monitor environmental phenomena and human activities.

Atmospheric mercury (Hg) is deposited to Polar Regions during springtime atmospheric mercury depletion events (AMDEs) that require halogens and snow or ice surfaces. The fate of this Hg during and following snowmelt is largely unknown. We measured Hg, major ions, and stable water isotopes from the snowpack through the entire spring melt runoff period for two years. Our small (2.5 ha) watershed is near Barrow (now Utqiaġvik), Alaska. We measured discharge, made 10 000 snow depths, and collected over 100 samples of snow and meltwater for chemical analysis in 2008 and 2009 from the watershed snowpack and ephemeral stream channel. Our results suggest AMDE Hg complexed with Cl⁻ or Br⁻ may be less likely to be photochemically reduced and re-emitted to the atmosphere prior to snowmelt, and we estimate that roughly 25% of the Hg in snowmelt is attributable to AMDEs. Projected Arctic warming, with more open sea ice leads providing halogen sources that promote AMDEs, may provide enhanced Hg deposition, reduced Hg emission and, ultimately, an increase in snowpack and snowmelt runoff Hg concentrations.
