Mit großer Skepsis werden in Polen die Diskussionen zum Thema "Kerneuropa" aufgenommen. Das Land fürchtet, an den Rand gedrängt zu werden, sollte ein innerer Kreis in der EU, eine "Union in der Union", entstehen. Deutschland hat mehrfach die Idee eines Kerneuropa unterstützt. Ein deutsch-polnischer Austausch zu Inhalten und Perspektiven eines solchen Kerns könnte darum polnische Befürchtungen abbauen.
Poland is skeptical about the idea of a "core Europe". The country fears to get relegated to the fringes of European integration if an inner circle of the EU, a "Union in the Union", was to emerge. By starting a bilateral dialogue on the content and the perspectives of a "core Europe", Germany – which at various occasions has supported the idea of a core Europe – might be able to reduce Polish fears.

Aus dem Inhalt: Ende der siebziger Jahre kam aus Krakau eine sensationelle Nachricht: Der lange verlorengeglaubte Nachlaß von August Varnhagen von Ense, in dem sich auch die Briefe seiner Frau Rahel, geborene Levin, befinden, wurde in der Jagiellonen-Bibliothek wiedergefunden. Dadurch ergab sich für alle Interessierten - Germanisten, Judaisten, Historiker - erneut die Möglichkeit, in authentische Zeugnisse der deutsch-jüdischen Kultur des 19. Jahrhunderts Einblick zu nehmen. Sowohl die Varnhagen-Forschung als auch das damit zusammenhängende Interesse an den jüdischen Frauen der deutschen Romantik hat dadurch neue Impulse erhalten. Dies ist ein erfreuliches Beispiel fruchtbarer kultureller Wechselbeziehungen im Dreieck zwischen Deutschen, Polen und Juden. Aber es gibt auch anderes: Wenn man heute durch Polen fährt, kann man auf den Mauern die in deutscher Sprache (!) gepinselten Parolen »Juden raus!« lesen. Damit wären wir in medias res, denn die Geschichte der drei so eng miteinander verbundenen Völker ist gekennzeichnet durch wechselvolle, meist konfliktreiche Koexistenz, die aber trotzdem für alle Beteiligten kulturell sehr bereichernd sein kann.

The Polish discourse about the European Constitution has one feature in common with the discourses of other member states: it deals with everything but the text of the Constitution Treaty itself. At its core it oscillates between the Polish striving for power in the EU and the toleration for cultural difference in Europe. The opposite of the latter has been particularly significant during the referendum debates in France and the Netherlands, which let to the rejection of the constitutional treaty.

Dieses Forschungspapier fasst die zentralen Ergebnisse entsprechenden Diplomarbeit zur Steuerverwaltung in Polen zusammen. Die zentrale Fragestellung lautet, wie sich diese spezifische öffentliche Verwaltungsstruktur im Zuge der Transformation und des Beitritts zur Europäischen Union entwickelt hat und inwiefern sie heute europäischen Standards entspricht. Da es der EU in dem Bereich an Kompetenzen mangelt, besteht kein einheitliches europäisches Modell der Steuerverwaltung, an dem die polnische zu messen wäre. Die Autorin nutzt das im Rahmen der Europäisierungsforschung entwickelte Konzept des Europäischen Verwaltungsraums, um die aktuelle Gestalt der polnischen Steuerverwaltung unter Berücksichtigung verbindlicher Vorgaben der EU und deren Aktivitäten im Beitrittsprozess analysieren zu können. Ob es eine spezifisch europäische Steuerverwaltung gibt, wird anhand von Daten der OECD mit einer Clusteranalyse ausgelotet werden. Schließlich wird Polens Verortung in den differenzierten Steuerverwaltungswelten ermittelt. Desweiteren analysiert die Autorin die Verbreitung des Common Assessment Frameworks in den Steuerverwaltungen in den Staaten Mittelosteuropas thematisiert. Eine eigene Umfrage bei den polnischen Finanzämtern bringt mehr Klarheit über die Nutzung des CAF in der polnischen Steuerverwaltung. Schließlich ermittelt die Autorin mittels eines semantischen Differentials das Image der polnischen Steuerverwaltung in Deutschland und vergleicht dieses mit dem Selbstbild der deutschen Steuerverwaltung. In einer Schlussbetrachtung werden die Ergebnisse der verschiedenen Untersuchungen zusammengeführt. Die Antwort der Autorin auf die aufgeworfene Frage nach dem europäischen Charakter der polnischen Steuerverwaltung ist verhalten optimistisch.
This research paper is including the central findings of the diploma thesis diploma about the fiscal administration in Poland. The central question is, how this specific public administrative structure developed in the course of the transformation process and the entry to the European Union and to what extent it corresponds today to European standards. Since the European Union has only few competencies in this field, no uniform European model of the fiscal administration exist, at which the Polish fiscal administration would be measured. The author uses the concept of the European administrative space, in order to be able to analyze the current shape of the Polish fiscal administration with special consideration of obligatory defaults of the European Union and their activities during the entry process. Whether there is a specifically European fiscal administration will be find out, on the basis of data of the OECD with a cluster analysis. Finally, Poland’s place in the different fiscal administration worlds is determined. Further the author analyzes the spreading of the Common Assessment Frameworks in the fiscal administrations in Central Eastern European Countries. Its own inquiry with the Polish tax offices brings more clarity over the use of the CAF in the Polish fiscal administration. Finally the author determines the image of the Polish fiscal administration in Germany by means of a semantic differential and compares this with the self-image of the German fiscal administration. In a final consideration the results of the different findings are connected. The answer of the author to the raised question about the European character of the Polish fiscal administration is with restraint optimistic.

Abstract:
This study focuses on mediated representations of Europe during Euromaidan and the subsequent Ukraine–Russia crisis, analysing empirical material from Ukraine, Poland and Russia. The material includes articles from nine newspapers, diverse in terms of political and journalistic orientation, as well as interviews with journalists, foreign policymakers and experts, drawing also on relevant policy documents as well as online and historical sources. The material is examined from the following vantage points: Michel Foucault’s discursive theory of power, postcolonial theory, Jürgen Habermas’s theory of the public sphere, Pierre Bourdieu’s field theory, Jacques Derrida’s hauntology and Ernesto Laclau’s concept of the empty signifier. The methods of analysis include conceptual history (Reinhart Koselleck), critical linguistics and qualitative discourse analysis (a discourse-historical approach inspired by the Vienna school) and quantitative content analysis (in Klaus Krippendorff’s interpretation). The national narratives of Europe in Ukraine, Russia and Poland are characterised by a dependence on the West. Historically, these narratives vacillated between idealising admiration, materialist pragmatics and geopolitical demonising. They have been present in each country to some extent, intertwined with their own identification. These discourses of Europe were rekindled and developed on during Euromaidan (2013–2014). Nine major Ukrainian, Russian and Polish newspapers with diverse orientations struggled to define Europe as a continent, as the EU or as a set of values. Political orientation defined attitude; liberal publications in all three countries focused on the positives whereas conservative and business newspapers were more critical of Europe. There were, however, divergent national patterns. Coverage in Ukraine was positive mostly, in Russia more negative and the Polish perception significantly polarised. During and after Euromaidan, Ukrainian journalists used their powerful Europe-as-values concept to actively intervene in the political field and promote it in official foreign policy. This was enabled by abandoning journalistic neutrality. By comparison, Russian and Polish journalists were more dependent on the foreign policy narratives dispensed by political elites and more constrained in their social practice.
Denna studie undersöker hur Europa framställs i medier under Euromajdan och den efterföljande ukrainska-ryska krisen genom att analysera empiriskt material från Ukraina, Polen och Ryssland. Materialet omfattar artiklar från nio tidningar med olika politisk och journalistisk orientering samt intervjuer med journalister, diplomater och utrikespolitiska experter. I analysen ingår även relevanta politiska dokument, historiska texter och webbkällor. Materialet studeras utifrån en kombination av olika teoriperspektiv: Michel Foucaults diskursiva maktteori, postkolonial teori, Jürgen Habermas offentlighetsteori, Pierre Bourdieus fältteori, Jacques Derridas ”hauntology” och Ernesto Laclaus begrepp ”empty signifier”. Analysmetoderna omfattar begreppshistoria (Reinhart Koselleck), kritisk lingvistik samt kvalitativ diskursanalys (diskurshistorisk metod inspirerad av Wienerskolan) och kvantitativ innehållsanalys (i Klaus Krippendorffs tolkning). Historiskt karakteriseras Europaberättelserna i de tre länderna av det starka beroendet av Västeuropa, vilket reaktivt leder till perioder då Väst förkastas. Berättelserna rör sig mellan tre huvudpoler: idealiserande beundran, materialistisk pragmatism och geopolitisk demonisering. De är inte fast knutna till ett visst land utan har i skiftande grad varit närvarande i dem alla. Dock har svagare aktörer haft en idealiserande tendens eftersom Europa uppfattas som en källa till viktiga teknologier och moderna samhällsfunktioner. Författare i alla tre länderna hade svårigheter att definiera Europas gränser och eftersom detta problem kopplades till ländernas egna nationella identifikation brukar europeiskhet konstrueras som en våg som successivt försvagas ju vidare den sprids mot öster från sitt epicentrum någonstans i Nordvästeuropa. Dessa berättelser har reaktiverats och vidareutvecklats under 2013–2014. I de analyserade tidningarna uppfattas Europa ofta som en kontinent (främst i Polen) eller identifieras med EU (särskilt i Ryssland och Ukraina), men det är också vanligt att använda Europa som uttryck för en uppsättning värden (mindre vanligt i Polen och mest vanligt i Ukraina). Ideologiskt fokuserar de liberala tidningarna i alla tre länderna positiva värden medan konservativa tidningar och finansblad associerar Europa med negativa vär- den. Bland de positiva värdena dominerar de humanistiska i de ukrainska tidningarna och de rationalistisk-teknokratiska i det ryska urvalet. Den ukrainska pressen har mest positiv bevakning av Europas framgångar medan den ryska pressen innehåller mest av negativ bevakning där Europa ses som fiende och förlorare. Ukrainska och ryska diskurser skiljer sig mycket åt i frågan om det egna landet bör genomföra europeiska reformer (Ukraina) eller ej (Ryssland). Den polska bevakningen polariseras mellan positiva och negativa värden. Under och efter Euromajdan använde ukrainska journalister det kraftfulla begreppet om värdenas Europa för att intervenera i det politiska fältet och rekontextualisera denna Europaberättelse som den officiella utrikespolitikens berättelse. Detta blev paradoxalt möjligt tack vare den svaga professionaliseringen som tillät journalisterna att tillfälligt överge sin journalistiska neutralitet. I kontrast mot Ukraina begränsade Rysslands starka objektivitetsdiskurs journalisterna i deras sociala och politiska praktik. Där var det snarare den officiella politiska diskursen som övertogs och rekontextualiserades av medierna. Polska journalister var osäkra på sitt eget inflytande och arbetade i en cirkelrörelse där diskurser från mediesfären rekontextualiserades i det politiska fältet och omvänt.
Ця студія присвячена медіярепрезентаціям Европи під час Евромайдану та дальшої українсько-російської кризи, аналізуючи емпіричний матеріял з України, Польщі й Росії. Отой матеріял охоплює статті з дев’яти розмаїтих своєю політичною і журналістською орієнтацією газет, а також інтерв’ю з журналістами, дипломатами та експертами зі зовнішньої політики, користаючи при тім із доречних політичних документів, онлайнових та історичних джерел. Матеріял розглянуто з перспективи дискурсивної теорії влади Мішеля Фуко, постколоніяльної теорії, теорії громадськости Юрґена Габермаса, теорії полів П’єра Бурдьє, “hauntology” Жака Дерріди та поняття «порожнього означника» Ернеста Лякляу. Методи аналізу охоплюють історію понять (Райнгарт Козелек), критичну лінґвістику та якісний дискурс-аналіз (дискурсивно-історичний підхід підо впливом Віденської школи) і кількісний контент-аналіз (в інтерпретації Клявса Кріппендорфа). Історично національним наративам Европи у цих трьох країнах притаманна залежність від Заходу, яка також стимулює періоди його відштовхування. Ті наративи вагаються між трьома головними полюсами: захопленого ідеалізму, матеріялістичного прагматизму та геополітичного очорнення. Вони не є винятково притаманними якійсь одній країні і певною мірою присутні в кожній. Проте слабші актори схильні до ідеалізації, бо Европу сприймають за джерело важливого технологічного й соціяльного інструментарію. Авторам в усіх трьох країнах трудно визначити межі Европи, і, тимчасом як ця проблема переплелася була з їхньою власною ідентифікацією, европейськість зазвичай конструйовано на кшталт хвилі, що згасає в міру руху на Схід од епіцентру, розташованого десь ото в Північно-Східній Европі. Оці дискурси посилилися й розвинулися в 2013 – 2014 рр. В аналізованих газетах Европу асоціюють із цілим континентом (найчастіше в Польщі) або з ЕС (у Росії та в Україні), але розповсюджена й схема, де Европу використано на позначення певного набору вартостей, зрідка в Польщі, але найчастіше в Україні. Ідеологічно ліберальні видання в усіх трьох країнах зосереджені на позитивних вартостях, тоді як консервативні та бізнесові газети схиляються до неґативних. Серед позитивних якостей в українських газетах переважають гуманістичні, тоді як раціонально-технократичні типові для російської вибірки. Українська преса має найбільше позитивного висвітлення успішної Европи, а російські газети мають найбільше з усіх неґативного (Европа як ворог чи невдаха). Українські та російські дискурси найдужче різняться щодо того, чи своя країна мусить здійснювати европейські реформи (Україна) а чи ні (Росія). Польське висвітлення розривається межи позитивними а негативними вартостями. Під час та після Евромайдану українські журналісти використали впливове поняття Европи яко гуманістичних вартостей, щоб активно втрутитися в політичне поле й реконтекстуалізувати цей наратив Европи як офіційний наратив зовнішньої політики держави. Цьому парадоксально сприяла слабка професіоналізація, що дозволяє іґнорувати вимогу неупереджености. Порівняно з цим, потужний дискурс газетярської об’єктивности в Росії стримує журналістів у репертуарі соціяльної дії, відтак то радше медії реконтекстуалізують офіційний дискурс. Польські ж газетярі, непевні щодо власного впливу, працюють у замкненому колі, де політичне поле реконтекстуалізує наративи медіясфери і навпаки.

The European University Viadrina at Frankfurt (Oder) is, due to its location on the German-Polish border and its high rate of international students (40 %), a place predestined to explore the subject of intercultural communication. However, the students in fact do not notice the interculturalism in their everyday lives. German and Polish students form two big groups which are distant from one another and the communicative interaction is very limited. As former studies have already asserted, the contact hypothesis works only under special conditions. The origins of the group formation and the mutual lack of interest are complex. This study especially considers one of all possible aspects and analyses it: failed communication caused by cultural differences. With the analysis of the Critical Incidents, several characteristic fields of culturally-caused conflicts between German and Polish students were able to be identified. (author´s abstract)

Die Dissertation befasst sich mit den Reformprozessen, die sich vom Zeitpunkt des System-umbruchs 1989/90 bis zum EU-Beitritt 2004 in den Ministerialverwaltungen Estlands und Polens vollzogen haben. Die Veränderungen, die während dieser Zeit stattfanden, standen im Spannungsfeld zweier Prozesse: des von innenpolitischen Erfordernissen geprägten Transformationsprozesses und des Europäisierungsprozesses, in dem die EU als einflussreicher externer Akteur hinzutrat. Konzeptionell greift die Untersuchung auf die Diskussionen aus der institutionellen Transformationsforschung und die Debatten um die Europäisierung von Regierungs- und Verwaltungssystemen zurück. Die Arbeit konzentriert sich auf die Veränderungen auf der zentralstaatlichen Ebene und betrachtet diese Veränderungen in ihrer horizontalen und sektoralen Dimension. Die horizontale Dimension umfasst Rahmenbedingungen des Verwaltungssystems insgesamt, dies sind zentrale Strukturen des Regierungsapparates, die regierungsinternen Koordinationsmechanismen und die Etablierung des öffentlichen Dienstes. In der sektoralen Dimension wird die Verwaltung im Politikfeld Landwirtschaft betrachtet. In beiden Ländern gab es einen gemeinsamen Ausgangspunkt der Entwicklungen, das sozialistische Verwaltungssystem, und einen ähnlichen Zielpunkt der Verwaltungsreformen in den 1990er Jahren: eine wie auch immer definierte „moderne Verwaltung“. Auch die Rahmenbedingungen des EU-Integrationsprozesses in Mittelosteuropa lassen eher Konvergenzen erwarten. Doch spielen nationale politische Konstellationen eine entscheidende Rolle für die Entwicklungen, so dass man bilanzierend sagen kann: Estland und Polen haben mit Beginn der Transformation unterschiedliche nationale Entwicklungspfade eingeschlagen und ihre Verwaltungssysteme unterscheiden sich mittlerweile stärker voneinander als zur Zeit des Sozialismus.
The dissertation is concerned with transformation of ministerial administrations in Estonia and Poland between 1989/90 and EU accession in 2004. Two processes, the transformation process largely determined by domestic politics and the Europeanisation process with the EU entering the arena as a powerful external actor, influenced changes during this period. The theoretical background of the study refers to institutionalist approaches in transformation research and debates on Europeanisation of governmental and administrative systems. The study focuses on developments on central state level, which are analysed in a horizontal and a sectoral dimension. The horizontal dimension covers the framework of the administra-tive system, as there are structures of central state government, coordination mechanisms within government and the establishment of a civil service. In the sectoral dimension administrative structures in agricultural administration are examined. Both countries share a common point of origin, the socialist administrative system and a simi-lar point of arrival, a “modern” administration, however the latter may be defined. The conditions of the EU integration process also lead to the assumption of convergent developments. But in national political constellations have a decisive impact on developments. As a résumé it can be stated that Estonia and Poland entered different national paths of development from the outset of transformation and administrative systems by now differ in a larger degree than in socialist times.
