Abstract:
This thesis provides a critical analysis of the post-Soviet police transformation that has been on the agenda for about two decades in all over the world. To elaborate and rethink this analysis within a concrete historical process, the transformation of the police in Turkey is focused on. However, as the number of political science-based studies on the police are very limited, and as the dominant academic studies on neoliberal police reform have been determined by policy makers themselves, that state of affairs has necessitated a prior theoretical research to be made on the question of &ldquo
what the police is&rdquo
. For, it is proved to be impossible to produce critical knowledge on police transformation without developing a theoretical framework on the nature of the modern police and the tensions embedded in it. Hence, before analyzing the neoliberal period, the thesis attempts to develop a class-based theoretical framework on the formation of the modern police in the 19th century, and concludes that the modern police apparatus has been shaped by a specific political division of labour between the state power and the class power. The form of the police is defined according to by which of these powers it is determined more, a process which has been constituted since the 19th century by a transnational collective agency that includes various fractions of the ruling classes as well as police chiefs and police intellectuals. It is the historical materialist method that provides the theoretical toolset to make sense of the transformation taking place in the police. Having analyzed the neoliberal police reform by the help of this theoretical toolset, the thesis maintains that in the neoliberal era the police apparatuses have been reintroduced to the political sphere as &ldquo
anti-statist non-state&rdquo
actors, and started making transformative interventions in the modern political field. The police restructured as a non-state actor has been dissolving the modern political field through various strategies. The thesis specifies these strategies on the basis of the police transformation process in Turkey. The police apparatus in Turkey has been constructing itself even as a &ldquo
civil society&rdquo
organization, and redefining the processes of legitimation, and mass participation of people in politics &ndash
which are necessary aspects modern political field- through its new police ideology. The main argument of the thesis is that this process as a whole is one that restores the class power of the capitalists over the police.

Abstract:
Much of British security history is focussed upon institutions such as MI5. This institutional focus neglects the great uncertainties that existed in order to create a linear narrative that explains how current institutions obtained the position they currently hold. Although MI5 and MI6 did grow in importance between 1909 and 1939, they did not control or overshadow other components which also contributed to British security. Instead, they were interwoven into a security apparatus. Each component of this apparatus fulfilled specific functions to maintain British security. Despite great efforts to organise and increase the central control of security during this period, significant flaws persisted which allowed intelligence and policy officials to overreach their positions and negatively impact policy decisions – often with detrimental consequences.

Abstract:
This research study explores knowledge management (KM) in law enforcement, focusing on the POLNET system established by the Turkish National Police as a knowledge-sharing tool. This study employs a qualitative case study for exploratory and descriptive purposes. The qualitative data set came from semi-structured face-to-face and telephone interviews, as well as self-administered e-mail questionnaires. The sample was composed of police administrators who created POLNET, working under the Department of Information Technologies and the Department of Communication. A content analysis method is used to analyze the data. This study finds that law enforcement organizations' KM strategies have several differences from Handzic and Zhou's integrated KM model. Especially, organizational culture and structure of law enforcement agencies differently affect knowledge creation, conversion, retrieval, and sharing processes. Accordingly, this study offers a new model which is dynamic and suggests that outcomes always affect drivers.

Abstract:
A current trend that has emerged as a result of the information age is information-seeking behavior. From individuals to large social institutions, information-seeking behavior is utilized to attain a wide variety of goals. This body of work investigates the information-seeking behaviors of police officers who work in police stations in the Turkish National Police force. The study utilizes Leckie et al.’s (1996) model of information-seeking behavior of professionals. The findings indicated that police officers initially consulted their personal knowledge and experience. Next, officers rely upon their colleagues and then official documents. These information sources were consulted in the context of both conducting tasks and staying current. However, contrary to expectation, they rarely consulted informants. In addition police officers rarely consulted printed journals, libraries, books and attendance at conferences as information sources. The results of this study show that there were significant differences in the information sources used by police officers based on their gender in the context of staying current. On the other hand, there were no significant differences in the context of conducting police station tasks, by gender. Surprisingly, there were no significant differences in the information sources used by police officers based on their educational level. There were significant differences in the use of information sources by age, service years in police stations and service years in policing in the context of conducting police station tasks. Lastly, the results of this study indicated that service years in policing and the roles in police station were significantly correlated with the information sources used by police officers regarding staying current. This body of work offers insight into the factors that guide the information-seeking behaviors of police officers.

Abstract:
Although governments try to create strict policies and regulations to prevent abuses, use of excessive force is still a problem for almost every country including Turkey. This study is intended to help Turkish National Police administrators to understand and prevent police use of excessive force. Studies on police brutality categorize three factors that explain why police officers use excessive force; these are individual, situational and organizational. In addition to brutality theories, job satisfaction literature is examined in this study to understand the use of excessive force. Job satisfaction is found to be related with burnout, turnover, stress, commitment, and performance. The impact of officers' attitude toward the criminal justice system and/or laws has not been tested widely. Police officers attitudes toward human rights laws are examined in this study to measure its impact on attitude toward use of excessive force. A secondary data collected in Turkey are analyzed by structural equation modeling which provides confirmatory factor analysis, path analysis, and causal relationships between variables. It is found that police officers' attitude toward human rights laws is a significant predictor of their attitudes toward use of excessive force. Job satisfaction and education level are the other significant variables affecting attitude toward use of excessive force. Based on the analyses of findings, educational and policy implications are posed for Turkish police administrators to better understand and prevent police use of excessive force.

Abstract:
ABSTRACT This research evaluates the relationships of time balance, social relations, role conflict, perception of work environment, and fourteen control variables to police officers' well-being in Turkish National Police. Well-being is identified in the management literature as having a strong relationship with performance. Therefore, by finding the factors affecting well-being, this research seeks to identify intervention strategies, which can promote a healthy workforce and police performance. Such interventions, in addition, may improve police performance through improved well-being. Individual police officers were analyzed to better understand the relationship between work environment on family life, social life, and the well-being of the police officers. A cross-sectional survey was conducted in the seven geographic regions of Turkey for all branches of Turkish National Police. Structural equation modeling (SEM) was used to validate the measurement of latent constructs and their relationships. A 45-item questionnaire collected demographic data and items associated with the latent constructs such as time balance, social relations, role conflict, perception of work environment, and the police officers' well-being. This 45-item questionnaire was based on two survey instruments that have been used by Eurofound in Europe for two decades. The response rate for the questionnaire in this dissertation was 47.14% with 495 respondents out of 1,050 subjects. The analysis revealed statistically significant relationships between following latent constructs: time balance and well-being (an indirect effect via role conflict), time balance and social relations, time balance and role conflict, social relations and role conflict, role conflict and well-being, and perception of work environment and well-being. In addition, six control variables (rank, department, optimism, isolation, income sufficiency, and working days per week) were statistically significantly related with well-being. No direct significant relationship was found between time balance and well-being, and social relations and well-being constructs. Eight control variables (gender, marital status, service time, extra work, confusion, region, work type, and working hours per day) had no significant relationship with well-being. These findings support some commonly expressed complaints of police officers. These findings also suggest that attention should be paid to the effects of time balance, income sufficiency, work environment, and workdays on the well-being of the officers.

Abstract:
This exploratory research is the first one among occupational information seeking behavior studies that focuses on information seeking behaviors of the crime scene investigators. The data used in this dissertation were gathered via a self-administrated survey instrument from 29 cities in Turkey. Findings obtained from the data analyses show that there is a strongly positive relationship between the experience of the crime scene investigators and the use of personal knowledge and experience as a primary information source (experience is operationalized with age, service years in policing, and service years in crime scene investigation units). The findings also suggest that increasing of the level of education is negatively related to relying on immediate colleagues as an information source among the crime scene investigators. These findings are consistent with related literature and theory. The data analysis shows that crime scene investigators work in cities with higher population rates have more complaint scores than those who work in cities with lower population rates across Turkey. The findings from the data analysis may suggest valuable implications to defeat the barriers between crime scene investigators and information sources. The researcher drew a proposed theoretical framework of an information behavior concept in the context of crime scene investigation that may help those who are interested in the phenomenon and its applications to other contexts.

Abstract:
Although dominant effects of tasks on individuals' information-seeking behavior is accepted by many scholars, a limited number of studies has been conducted to reveal the nature of the relationship between tasks and information-seeking behavior. In their studies, some earlier researchers categorized tasks according to their complexity while others did the same according to the specifications of tasks. Two of the groundbreaking researchers in this area are Katriina Byström and Kalervo Järvelin who contributed to the understanding of the relationship between task complexity and information-seeking behavior. However, their findings also need empirical support for theory growth. In response to this need, this study attempts to test Byström and Järvelin's findings through a research using different research methods and applied in a police work environment. Other than providing empirical support for theory growth, this research is also expected to contribute to the understudied area of police information-seeking behavior. Both qualitative and quantitative data were collected from the participants who came from traffic, homicide, and anti-terrorism divisions of Ankara, Eskisehir, and Kirikkale Police Departments in Turkey. The participants identified terrorism cases as the most complex cases to solve, followed by homicide and traffic accident cases. Differences in the information-seeking behavior of three groups of police officers were examined through qualitative and quantitative data analysis. Oneway ANOVA technique and post hoc comparisons were used to analyze the quantitative data. In addition to shedding light on information-seeking behavior of police officers investigating related cases in Turkey, the results provided support for Byström and Järvelin's findings. For instance, the officers investigating more complex tasks used significantly more information sources than the others, while the use of external information sources was significantly higher in more complex cases.

This dissertation emphasizes the importance of the human factor in the organizational change process. Change - the only constant - is inevitable for organizations and no change program can be achieved without the support and acceptance of organization members. In this context, this study identifies officer attitudes toward organizational change in the Turkish National Police (TNP) and the factors affecting those attitudes. The Officer Attitude Model created by the researcher includes six main factors (receptivity to change, readiness for change, trust in management, commitment to organization, communication of change, and training for change) and five background factors (gender, age, rank, level of education, and work experience) to explain officer attitudes toward change. In order to test this model, an officer attitude survey was administered in Turkey among TNP members and the results of the gathered data validated this model.

Abstract:
This study is an exploration of the European Union acquis adoption in the Turkish National Police. The research employed the Diffusion of Innovations, Democratic Policing, and historical background check theoretical frameworks to study the decision-making of the TNP regarding reforms after 2003 as a qualitative case study which triangulated the methodology with less-dominant survey and several other analyzing methods. The data were collected from several sources including semi-structured interviews, archival records, documentary evidences and the European Commission Regular Reports on Turkey. The research interest was about the decision mechanisms of the TNP towards reforms and the rise of democratic policing in Turkey. During the study, internationally recognized human rights standards were given attention. As the data suggested, the police forces are shaped according to their ruling governments and societies. It is impossible to find a totally democratic police in a violent society and a totally violent police in a democratic society. The study findings suggested that reforming police agencies should not be a significant problem for determined governments. Human rights violations should not be directly related with the police in any country. The data suggested that democratic policing applications find common application when the democracy gets powerful and police brutality increases when authoritarian governments stays in power. Democratic policing on the other hand is an excellent tool to improve notion of democracy and to provide legitimacy to governments. However, democratic policing is not a tool to bring the democracy, but a support mechanism for it.

Abstract:
Police officers make decisions at the street level in a variety of situations that have direct impact on quality of life, justice in society, and individual freedom. These decisions inherently involve the exercise of discretion, since successfully performed police tasks are linked to the officer's choosing among alternative courses of action. Appropriateness of unsupervised decisions taken under street contingencies remains questionable in terms of police-behavior legitimacy. Law enforcement agencies seek ways to control excessive discretion to avoid undesired consequences of police discretion and maintain organizational legitimacy. Traditionally, organizations developed reward and sanction structures that aimed to shape officer behavior on the street. Recent perspectives, on the other hand, emphasize that it is imperative to manage discretion by employing a value-based approach that requires the agency to encourage subordinates in the exercise of certain behaviors simply because they are believed to be right and proper. This approach depends primarily on beliefs, values, and attitudes of employees rather than external contingencies of environment. Drawing on expectancy and value-based approaches, this study examines the factors affecting patrol officers' discretionary decisions to enforce law in the Turkish National Police (TNP). The reward expectancy concept was derived from the expectancy theory of motivation, which uses extrinsic rewards in structuring discretion. Regarding the value-based approach, public service motivation (PSM) represents the intrinsic motives of officers in this study, while selective enforcement corresponds to the attitudes of officers. Discretionary behaviors of officers on the street were conceptualized as responsiveness, which refers to the degree to which officers are willing to respond to street contingencies.; The study revealed some policy, theoretical, and methodological implications. The findings suggested that the TNP should either completely eliminate the existing reward system or revise it to motivate officers to be responsive. A leadership practice that promotes PSM and discourages selective enforcement was also suggested. Contrary to research that emphasizes the role of extrinsic motivation on police discretion, this study empirically reported that intrinsic motivation has an even stronger effect on officer behavior and needs to be taken into account in future studies. The study contributes to an understanding of police discretionary behavior in the TNP, which has unique characteristics of structure, culture, and law. The limitations of the study in terms of its dependency on officer perceptions and concerns about construct validity were discussed and future research was suggested.; The study tested the mediating role of work effort between reward expectancy/responsiveness and public service motivation/responsiveness relationships. Samples of the study were drawn from uniformed patrol officers in seven provinces of Turkey. A self-administered questionnaire was used to collect data. Responses of 613 patrol officers were analyzed using structural equation modeling (SEM). The study developed four latent constructs and validated their measurement models by using confirmatory factor analysis (CFA). Structural equation modeling was used to investigate causal and confirmatory relationships among latent variables. Findings of the study suggested that reward expectancy did not have a statistically significant relationship to responsiveness. The study did not find a significant association between reward expectancy and work effort of officers. This finding was found to be attributable to the fact that officers do not believe in the fair distribution procedures of rewards and they do not value organizational rewards. Public service motivation of respondents, on the other hand, indicated a strong, positive, and statistically significant relationship with both work effort and responsiveness. These results indicated that intrinsic motives of officers in the TNP are more powerful in explaining officer responsiveness to street contingencies. As hypothesized, officer attitudes toward selective enforcement negatively influenced officer responsiveness, indicating that officers' beliefs and values influence their discretionary behaviors. Among the demographic characteristics of participants, only age of officer indicated a negative significant relationship to responsiveness. This finding suggested that motivation decreases as age increases. Contrary to other findings in the literature, this study found that intensity perceptions of respondents was positively associated with responsiveness.

Abstract:
This study examines the variations in the practice of implementation in different implementation structures using the case of police education reforms that were undertaken by the Turkish National Police (TNP) in 2001 and 2003. Differentiations and similarities in the top-down and bottom-up structures while practicing the process of implementation were investigated in this study. First, the study provides a comprehensive understanding of the process of implementation and structure of implementation. Second, the study introduces TNP education reforms and explains the reasons for the reform. Third, a quantitative approach is used to measure the success of the TNP educational reforms. Specifically, multiple regression analysis, one-way analysis of variance (ANOVA), and post hoc tests are used to clarify if police performance in the TNP has improved since the reforms. Fourth, the study uses a qualitative approach to find out how features associated with top-down or bottom up approaches were involved in the process of implementation of the educational reforms. Finally, based upon the views of the participants in the qualitative analysis, the study examines the variations in the practice of implementation between decision makers and the street level bureaucrats.

Abstract:
Previous studies suggest that the organizational dynamics of police organizations and the nature of police work contribute to law enforcement stress, which in turn reduces job satisfaction and increases burnout. It is also well documented that undesirable organizational factors are more hazardous to the well-being of employees than are the stressors due to nature of police work. The present study examines whether, and to what degree, organizational and operational stresses in law enforcement are associated with job satisfaction, work-related burnout, and supervisor support, holding the effects of age, rank, education, gender, tenure, and shift type constant in the analysis. A total of 538 Turkish National Police (TNP) employees from seven cities in Turkey, comprising 407 regular police officers and 131 ranked police officers, completed the study survey. The influence of organizational and operational stresses on the work-related well-being of TNP employees as measured by job satisfaction and work-related burnout was analyzed by structural equation modeling (SEM) under the theoretical framework of Kahn and Byosiere's (1992) causal theory. The results of the study indicate that TNP employees' perceived organizational stress has a statistically significant positive effect on work-related burnout and a negative effect on job satisfaction. The more TNP employees experience their organization as stress inducing, the lower their job satisfaction levels and the higher their burnout levels. Perceived operational stress of TNP employees was found to be significantly associated with their work-related burnout, but not with their job satisfaction. This study suggests that there is an indirect causal effect of both organizational and operational stresses on job satisfaction via supervisor support as mediator.; Supervisor support fully mediates the relationship between operational stress and job satisfaction, and partially mediates the relationship between organizational stress and job satisfaction. After controlling the influence of several demographic variables, job satisfaction made a statistically significant contribution to predicting work-related burnout. This finding suggests that as job satisfaction of TNP employee increases, their work-related burnout decreases. The findings of the study revealed that among the six demographic variables, only education level of TNP employees and rank make statistically significant contribution to their job satisfaction levels. As rank and education level of TNP employees increase, their job satisfaction also increases. The predictor variables of organizational stress, operational stress, and supervisor support, along with education and rank collectively, explain 56% of the total variation in job satisfaction. On the other hand, organizational stress, operational stress, job satisfaction, and supervisor support together account for 34% of the total variance in work-related burnout. Overall, the findings of this study illustrate a need for internal policy reform and managerial change in how the executives of TNP organize their agencies and policies, since organizational stressors are the most prevalent factors determining the work-related well-being of TNP employees.

In this study, it is aimed to examine the community policing model in the active citizenship and civil renewal context. The study begins with investigating basic concepts and theories of citizenship, good governance, crime prevention, policing models and interconnection of concepts. Community policing relies on the concept of active citizenship that requires active involvement of citizens into decision making mechanism of public institutions to tackle the problems of community. Community policing is also supposed to be a police reform in the light of governance principles. The structure and working principles of police organization should be reviewed according to these principles. In this framework, community policing efforts of Turkish police, its reflections in society and the needs of police organization are analyzed. It is tried to reach a comprehensive explanation about the implementation of community policing model. To reach the goal of the study interviews held with citizens and police officers. The results of interviews provide an opportunity to comprehend the facts and to determine the view of public on the possible related changes in practice. At the end of the study, it can be said that community policing has democratic policing and problem solving functions but the core element of this model, participation, is a complex and dynamic process that is highly unpredictable and difficult to control. In addition, citizen-focused policing requires a cultural and operational reform. That is why, it is not an easy transformation process. It is concluded that community policing is an applicable model for Turkish Police with its challenges.

Abstract:
The Turkish National Police (TNP) has been undergoing continuous reform and reorganization for over a decade, with many new departments and training facilities being set up. As part of this continuous change, a number of innovative initiatives, including community policing, have been introduced in Turkey in the past decade in anticipation of European Union membership. The advent of Community Policing (COP) was announced to the Police Organization, in a circular, by the Turkish Interior Ministry in 2005. In support of this new policy style, studies were also undertaken to run an EU sponsored project titled ‘Community Involvement in Suppression of Crimes’. It is expected that such policies and programmes will contribute to the approach to policing in Turkey. Similar to any other innovative initiative, effective implementation of COP as an innovative style depends on the police officers’ perceptions and acceptance in particular and the police organisation in general. However, to date, no empirical studies have been conducted to examine officers’ perceptions of community policing nationwide. The aim of this study, therefore, is to examine the perceived effectiveness of COP at the individual level through the expressed perceptions of participating police officers. In addition, this study also aims to identify the selected demographic and experiential variables, which determine the level of effectiveness of COP from the viewpoint of the police officers on the ground. In order to fulfil these aims, this study is constructed as an explorative case study for which primary data is collected through a questionnaire survey administered with 290 law enforcement community police officers from 16 cities across Turkey. Statistical methods are employed to analyse the primary data. The findings from the OLS regression analysis demonstrate that COP has the potential to be implemented in Turkey. After creating dependent and one independent variable using factor analysis, the results reveals that COP officers strongly support the program and they have positive perceptions of it. In addition, the majority of the participating COP officers are in support of the EU process to help the changing environment in Turkey, particularly in the Police service. The OLS model I identifies six variables with a statistically significant relationship. These variables are: ‘European Union’, ‘fear of crime’, ‘years of experience’, ‘volunteer or assigned’, ‘education’ and ‘proportion of COP to traditional policing’. The OLS model II reveals that there is a significant relationship in city size (population). In addition, the Black Sea, East Anatolia, and Aegean regions are statistically associated with the effectiveness of COP which means there are no differences according to region in Turkey. The findings of the study also rendered useful information for future developments. It can be concluded that the findings of this study can be expected to help practitioners, policymakers, and researchers for the development of future policies in the field.

Policing is more difficult than ever before in today's world since types of crime and criminal profiles change as a result of technological development and globalization. Police organizations should review their organizational and operational strategies to improve the fight against contemporary crimes and criminals. Behaviors and performance of police officers are very important in fighting crime. In this struggle, especially today, officers should exhibit organizational citizenship behaviors and perform better. One of the most important factors affecting these two concepts in organizations is organizational support. The literature stresses the social exchange cycle and reciprocity rules in the relationships of organizations and their members. In this cycle, if the organization cares about its members and if members perceive that the organization is supportive, they feel obliged to behave positively, perform better, and help the organization to reach its goals and objectives. If they don't perceive organizational support, they won't care about the organization, either. Hypotheses were developed based on these assumptions in the literature. This study tested these assumptions in Crime Scene Investigation units of the Turkish National Police (TNP). Structural Equation Modeling (SEM) was used to analyze the relationships among variables of Perceived Organizational Support (POS), Organizational Citizenship Behavior (OCB), and Perceived Performance (PP). Measurement models for these three latent constructs were developed by deriving the indicators from the literature. Most earlier studies tried to figure out reasons of the OCB. This study has a different perspective that investigates both reasons and results of OCB. A survey was developed to measure the latent variables of the study, and 405 of approximately 3,000 Crime Scene Investigators in the Turkish National Police responded to the survey.; Results of the study showed that the relationship between POS and OCB is positive and significant. This is consistent with the literature. The relationship between OCB and PP is also positive and significant, and this is also consistent with the literature. However, the relationship between POS and PP is negative and insignificant. This result contradicts the results of previous studies in the literature and can be attributed to the subjective nature of measuring individuals' perceptions. According to the literature, perceptions are subjective rather than objective; therefore, data coming from reports of individual perceptions may not reflect the actual situation. Demographic information of the participants served as the control variables of the study. Information about the education level, rank, age, gender, size of the unit, and tenure of the respondents was collected by way of the conducted survey, and the effects of these variables were analyzed on the endogenous variable of the study, Perceived Performance. This study found no significant relationships between these control variables and Perceived Performance. Therefore, all these control variables were removed from the Structural Equation Model of the study. This study revealed that the TNP needs to be more supportive toward its members in order to have officers show organizational citizenship behavior and perform better. The TNP should revise its policies, especially regarding rotations from one province to another, working hours, rewards, and overtime pay. These are all indicators of organizational support and will result in a higher performance level among officers.

One of the important branches of government and vital to the community, police agencies are organizations that have high usage rates of information technology systems since they are in the intelligence sector and thus have information incentives. Not only can information technologies develop intra- and inter-relationships of law enforcement agencies, but they also improve the efficiency and effectiveness of the police officers and agencies without adding additional costs. Thus, identifying the factors that influence the police officers' adoption of information technology can help predict and determine how information technology will contribute to the social organization of policing in terms of effectiveness and efficiency gains. A research framework was developed by integrating three different models, theory of planned behavior (TPB), technology acceptance theory (TAM), and diffusion of innovation theory (DOI) while adding two other factors, facility and voluntariness, to better determine the factors affecting the implementation and adoption of the POLNET software system used by the Turkish National Police (TNP). The integrated model used in this study covers not only basic technology acceptance factors, but also the factors related to policing. It also attempts to account for the factors of cultural differences by considering the important aspects of Turkish culture. A cross sectional survey was conducted among TNP officers using the POLNET system. The LISREL 8.5® analysis for the hypothesized model resulted in a good model fit; 13 of the 15 hypotheses were supported.

Information literacy has become more important as more information is produced and communication has become easier. Better information skills are vital for individuals working in governmental organizations as well as in the business sector. Employees are expected to be confident and competent in interacting with information in their workplaces in order to deliver better service to customers and to the public. This study examines the differences in information literacy skills (ILS), computer literacy skills (CLS), and frequencies of use of information sources (FIS) among police officers, based on their socio-demographic characteristics, namely education, departmental affiliation, ranks, and experience. Information literacy process models developed in an educational environment are combined to explore information literacy process in the workplace. Bivariate and multivariate analyses indicated significant differences of ILS and CLS based on education, departmental affiliation, and ranks but no difference for experience. In addition, there were differences of FIS for all demographic variables except departmental affiliation. The findings of the study may guide both future researchers in the process of developing new models in understanding information literacy process and the managers in police organizations in planning better training programs by considering information and computer literacy skills and use of information sources of police officers.

This study is an exploration of the social engineering of the single-party era through the lenses of state officials in their work of propagating the nationalist state ideology. It aims to bring the state officials, in their (re)production of the beliefs and values as products and as the (re)producers of the state ideology, to the forefront. More specifically, it studies the negotiations and the contestations between state officials in regards to three main social structures which are (ethno)nationalism, womanhood, and laicism. A fourth social structure is the hierarchical relations within the state bureaucracy. A deeper understanding of the social engineering through the lenses of state officials is provided through a discursive close reading of the archival data regarding the activities of Halkevleri (People’s Houses), which were state institutions through which the state ideology was propagated to the people.

The policing systems in England & Wales and Turkey have problems in terms of legitimacy, flexibility and accountability, and solutions are currently sought through a range of organisational changes. The policing system, as an institution of social control, is under unique pressure to appear to be legitimate. The effectiveness of a police organisation depends on its legitimacy through either consensus or coercion or both. This thesis first examines the history and socio-economic and political contexts of the development of policing systems and state-police relations in England & Wales and Turkey through a critical consideration of different organisational theories and their application to police organisation. Second, it compares these policing systems in terms of their levels and forms of legitimacy, in order to identify their bases of legitimate authority and the forms of policing practice. Finally, the thesis compares the existing police organisational structures in England & Wales and Turkey in terms of the trends for change towards centralisation or decentralisation. The core theme of this thesis is the causal connection between differential forms of legitimacy and policing organisation and practices. The thesis proposes that the respective socio-economic and political contexts have resulted in different policing systems in England & Wales and Turkey, which are in turn within different forms of legitimacy in reality, although appearing to be the same, namely legal-rational. It argues that for England & Wales the real basis of legitimate authority is actually legal-rational, whilst for Turkey it is traditional. These respective bases of legitimacy result in different forms of policing practice in these countries. In England & Wales policing is essentially practised on the basis of value consensus, but employing potential and actual coercion to some extent, whilst in Turkey it is primarily on the basis of coercion. The thesis suggests that the effect of these different policing forms is to give rise to a relatively decentralised police organisation in England & Wales, despite a trend increasingly towards centralisation, and a highly centralised police organisation in Turkey, although there is evidence of decentralisation.

This targeted research study, carried out by an officer of the Turkish National Police (TNP), investigated the perceptions and beliefs of TNP trainers and trainees towards the potential adoption and implementation of e-learning technology for in-service police training. Utilizing diffusion and innovation theory (DOI) (Rogers, 1995) and the conceptual technology integration process model (CTIM) (Nicolle, 2005), two different surveys were administered; one to the trainers and one to the trainees. The factor analyses revealed three shared trainer and trainee perceptions: A positive perception towards e-learning, personally and for the TNP; a belief in the importance of administrative support for e-learning integration; and the belief in importance of appropriate resources to facilitate integration and maintain implementation. Three major recommendations were made for the TNP. First, the research findings could be used as a road map by the TNP Education Department to provide a more flexible system to disseminate in-service training information. The second is to establish two-way channels of communication between the administration and the TNP personnel to efficiently operationalize the adoption and integration of e-learning technology. The third is the administrative provision of necessary hardware, software, and technical support.

The primary concern of this thesis is to examine changes in policing practice with reference to police/public relations in England and Wales in the light of evidence of a deterioration of the relationships between the police and the public. The secondary aim is to examine the implications for policing policy in Turkey of the lessons learned from the experience of such experiments and changes in the development of policing policy in England and Wales. The thesis argues that a community-based model of policing is the ideal for policing of modern liberal democratic societies; and community policing practices are transferable to countries striving to develop modern democratic systems such as Turkey. The thesis assesses the prognosis for the achievement of this ideal in both countries. It emphasises that community policing has become the new orthodoxy for the police in England and Wales, as well as in other countries around the world. Although the movement's philosophies and practices are spreading rapidly, much of the debate is carried out at a rhetorical level and little is known about the range of ongoing activities, the components of these experimental initiatives, the problems and challenges encountered, and the level of success in achieving objectives. There are fundamental differences in the historical development and political position of the police forces in these two countries. However, police services are under pressure from diverse interests and constituencies to change their styles of policing in order to secure legitimate law enforcement in the light of rapid social change. The reasons for this pressure for change will be examined in both countries. Firstly, the British experience will be analysed notably with reference to the historical antecedents which secured a broad legitimacy for a consensual style of policing which it may be argued is in existence despite serious outbreaks of urban disorder. However, the thesis shows that the gulf between the police and some sections of the community is widening, resulting in a substantial proportion (notably of the black population) lacking confidence and trust in the police. Interest has also focused on the apparent failure of some police forces to control crime. Secondly, the history of the current Turkish police tradition is analysed and rationales for change explained with fluctuations in police/public legitimacy traced and accounted for. Pressure for change to enhance police legitimacy and public relations is identified and the possibility of lessons being learned from the British experience assessed, notably with reference to initiatives to present the police as a service to communities. The thesis concludes that, both for England and Wales and Turkey, the success of community policing initiatives is heavily dependent on the commitment and participation of both sides, the police and the community in both countries.

This dissertation explores the relationship between social, economical, and demographic variables and reported violent and property crime incidents in the provinces of Turkey between 2000 and 2007. The data on violent and property crimes comes from Turkish National Police. All other variables are secondary data gathered from open sources and Turkstat. The research is one of the first studies to examine this relationship in Turkey. The findings of the study suggest that family disruption rate and gross domestic product were significantly related to the violent crime rate while family disruption rate, gross domestic product, population, population density, and urbanization rate were significantly related to the property crime rate in the provinces of Turkey at bivariate level. The findings of the multivariate analysis for violent crimes reveal strong support that high school graduation rate, family disruption rate and gross domestic product have a considerable significant positive impact on violent crimes while unemployment rate and urbanization rate have significant negative relationship with violent crimes in the provinces of Turkey. Likewise, the findings of the multivariate analysis for property crimes reveal strong support that high school graduation rate, family disruption rate, gross domestic product and population in a province have a considerable significant positive impact on the number of property crimes in a province in Turkey. Implications of findings and policy recommendations and future research suggestions are also discussed.

Intellectual property rights (IPR) has become one of the most debated issues, particularly in recent years due to its relevance and importance in the intellectual, economic and industrial fields. It is widely accepted that the protection of IPR plays a crucial role in intellectual and technological developments as well as research and development (R&D) activities. Turkey has been a party to several international treaties and conventions in terms of protection of IPR. While IPR legislations can be traced back to the Ottoman Empire time; the proactive developments with regard to IPR issues were initially expedited within the process of the Customs Union in 1995 and then with the commencement of the European Union (EU) accession negotiations in 2005. Intellectual Property (IP) law is one of the chapters that has to be adopted in accordance with the EU legislations. Therefore, harmonisation of IP law has an important function for Turkey in the EU accession process, but also is a requirement. In addition to the importance of legislative developments, enforcement of IPR is also essential in terms of preventing piracy and counterfeiting. Therefore, this research aims to explore the enforcement of IPR in Turkey in the EU accession process by focusing on the perceptions of the main enforcers, namely police officers dedicated to deal with IPR-related crimes. In fulfilling the identified aim, apart from the secondary sources such as documents presented in the negotiations with the EU, a questionnaire schedule was administered with the police officers with the objective of gathering primary data. After exploring and analysing various issues related to IPR crimes and its enforcement, the research explores the challenges encountered by the police officers dealing with IPR crimes and then indicates the precautions and recommendations for an effective enforcement system in the fight such crimes. The main findings of the research indicate that, as perceived by the participants, the fight against IPR crimes should be carried out by specialised IPR units, as anti-piracy commissions are not working satisfactorily; and a single organisation should be established in order to deal with both copyright and industrial property rights. In addition, it is perceived by the majority of the respondents that legislative and administrative measures should be considered in order to overcome the problems related to IPR challenges, and there is a connection between IPR criminals and organised crime groups. Furthermore, the findings suggest that IPR education can be added to the curriculum at schools. While the Turkish police have made considerable developments with regard to the protection of IPR issues both in administrative and enforcement aspects, the research indicates that there are further issues to be tackled to bring about a more efficient and effective IPR enforcement system in Turkey.

The purpose of this thesis is to understand the concept of collective behavior from different theoretical perspectives and the policy implications they imply for the Turkish Riot Police Units. The civil disturbances in the 1960s have clearly illustrated range of problems in the domain of crowd control. This work will start with the general characteristics and the classification of collective behavior. Second, two main perspectives on collective behavior, which are the structuralist and the interactionist perspectives, will be examined respectively. The question will be asked whether these two perspectives efficiently and effectively explain the crowds and the crowd control. Finally, the other factors in crowd control will be explored, and recommendations concerning the handling of crowds in a more peaceful manner will be made.

La prolifération contemporaine des techniques de surveillance tend à affirmer l’idée répandue que la nécessité institutionnelle de cumuler du savoir sur les populations serait un phénomène contemporain, ce que le recourt à la démarche socio-historique permet de déconstruire. La recherche menée dans les fonds préfectoraux des Archives Départementales de la Seine-Maritime, complétée par la consultation du « fonds de Moscou » a permis d’inscrire cette recherche au sein d’une étape constructiviste de l’analyse des sociétés de surveillance. Le corpus constitué majoritairement des fichiers de la police spéciale durant l’entre-deux-guerres interroge l’interdépendance entre la notion foucaldienne d’espace de sécurité et celle d’espace public, ou plutôt d’espaces publics. Résultat d’une forme de gouvernement de l’opinion, la veille proactive des espaces publics se développant en marge de l’espace public bourgeois était une nécessité afin de maintenir l’ordre républicain en cas de conflits entre ces espaces – comme ce fut le cas entre les militants des ligues d’extrême droite et de ceux qui se sont ralliés derrière la bannière de l’antifascisme. Un aspect de cette démarche est la régulation d’une parole prolétarienne, instrumentalisée par les acteurs principaux des institutions communistes et syndicales. Des individus suivis en fonction de leur influence sur les masses, de leurs actes, discours et propagandes dont la résultante en termes de jugement policier se fait en fonction de la préservation de la communauté nationale, par la désignation d’un ennemi de l’intérieur, étranger au sein du corps social et susceptible de propager une parole illégitime au sein de la population
The contemporary proliferation of monitoring techniques in people's everyday lives tends to assert the widespread belief that the institutional necessity of accumulating knowledge about populations is a contemporary phenomenon. This pre-notion can be quickly deconstructed by recourse of the historical study, the work carried out during this thesis in the Prefecture funds of the Archives départementales de Seine-Maritime, supplemented by the consultation of the "fonds de Moscou" enables me to register this research within a constructivist step of the analysis of the surveillance societies. The corpus, mainly composed of police spéciale files during the inter-war period, enables us to question the interdependence between the Foucaldian concept of a security space and public sphere, or rather of public spheres. As a result of a form of government of opinion, the proactive observation of public spheres which have developed on the margins of the bourgeois public sphere was a necessity in order to maintain the republican order in case of conflicts between these spheres – as was the case between the militants of the extreme right leagues and those who rallied behind the banner of anti-fascism. Another of the main aspects of this approach is the regulation of a public speech from the proletariat, instrumentalized by the main actors of the communist and trade union institutions. Individuals who are tracked according to their influence on the masses, their acts, speeches and propaganda whose resultd in terms of police judgment is to the preservation of the national community, by the designation of interior enemy, a stranger within society and likely to spread an illegitimate speech within the population

Loin de la restreindre à sa codification juridique d’acte d’enquête, la garde à vue peut alors être appréhendée comme un instrument désormais privilégié de gestion de la police et de la politique en matière de petite et moyenne délinquance. Mais sous le coup des injonctions européennes, le gouvernement français est contraint de la réformer en avril 2011. Le mis en cause a désormais le droit d’être assisté d’un avocat pendant toute la durée de l’interrogatoire. Avec cette réforme, la garde à vue incarne une tension entre, d’une part, l’intensification de la répression de certaines populations et d’autre part, la reconnaissance de droits nouveaux qui leur sont accordés. À partir d’une enquête mêlant études de débat, ethnographie et questionnaire, l’objet de cette thèse est d’interroger la mise en œuvre et les effets de cette réforme paradoxale sur l’institution policière. La réforme de la garde à vue ne peut pas être appréhendée comme une simple modalité d’action publique. Elle constitue un moment critique de transformation des modalités de relations de l’État aux administrés, complexifiées par l’introduction des avocats en interrogatoire. Les effets de la présence de l’avocat varient, selon les usages qui sont faits de la garde à vue (d’une mesure de contention à un acte d’enquête), liés à la position des agents et des services dans la hiérarchie des prestiges policiers, et selon les propriétés sociales des gardés à vue, des policiers, et des avocats. La rencontre des uns et des autres peut prendre la forme d’une configuration d’alliance, de conflit, de concurrence, selon les différentes variables étudiées. Par l’étude de ces configurations d’interrogatoires, situées et incarnées, nous montrons qu’à chaque type de population est attaché un usage spécifique de la garde à vue. Ainsi, l’entrée par la garde à vue permet plus largement de voir la justice et la gestion des illégalismes par l’État en train de se faire
This PhD investigates an apparatus that attracted considerable criticism in the late 2000s for being overused and failing to ensure enough rights: garde à vue, which roughly translates as police custody. Far from being only an investigative act, as its legal definition goes, garde à vue increasingly operates as a key instrument for the police and political management of petty crime. To meet the EU’s demands, however, the French government was forced to reform the system in April 2011. Suspects now have the right to receive a lawyer’s assistance during their entire interrogation. The reform of garde à vue reflects a tension between the intensifying repression of specific populations and the recognition of new rights granted to them. Drawing on the study of debates, ethnographic material and a questionnaire, this research examines the implementation and the effects of this paradoxical reform on the police institution.The reform of garde à vue cannot be approached simply as a public policy shift. Beyond that, it constitutes a key juncture in the transformations of the relationships between the State and citizens resulting from the introduction of lawyers during the interrogations. Effects of the lawyer’s presence vary according to the uses of garde à vue (from a measure of restraint to an investigative act), which relate to the position of agents and departments in the hierarchy of police prestige, and the social properties of suspects, members of the police and lawyers. The interactions between these protagonists may be characterized by configurations of alliance, conflict or competition depending on the above variables. Through the situated, embodied analysis of these configurations of interrogation, I show that a distinct use of garde à vue corresponds to each type of population. The focus on police custody ultimately yields broader insights into justice and the State’s management of illegalisms in the making

Abstract:
L’objet principal de cette thèse porte sur l’immigration turque dans l’industrie charbonnière belge dans une séquence historique qui débute en 1956, année de la catastrophe du Bois-du-Cazier à Marcinelle (262 morts), de l’arrêt définitif de tout recrutement au départ de l’Italie pour ce secteur d’activité réputé pour sa dangerosité, de l’extension des bassins de prospection de l’industrie minière et de ses premières tentatives de recrutement en Turquie, et s’achève en 1980, année du rétablissement par les Etats membres du Benelux de l’obligation du visa d’entrée touristique pour les ressortissants turcs au lendemain de l’avènement d’un nouveau régime militaire en Turquie, annonciateur d’un nouvel afflux migratoire conséquent.

Plus largement, la thèse interroge la pertinence du postulat qui veut que les politiques migratoires conçues et mises en oeuvre par les pouvoirs publics, au cours des Golden Sixties, aient considéré les travailleurs migrants comme une main-d’oeuvre d’appoint temporaire.

La première partie de la thèse, qui porte sur la genèse de la politique d’immigration belge entre 1830 et 1960, recadre l’histoire de l’immigration turque dans l’industrie houillère belge et des politiques mises en oeuvre à son intention dans le contexte du double processus d’étatisation et de nationalisation des politiques migratoires au cours des XIXe et XXe siècles.

La seconde partie retrace la configuration des chaînes d’interdépendances qui relient les trajectoires migratoires des travailleurs migrants turcs recrutés par l’industrie charbonnière belge dans les années 1960 et 1970 aux dispositifs générés, séparément ou conjointement, par l’Etat belge, l’Etat turc, l’industrie charbonnière, les organisations syndicales et les services, associations et autres collectifs d’accueil et d’aide aux migrants pour organiser, stabiliser et intégrer cette immigration turque dans les régions minières du pays.

La troisième partie interroge le devenir de cette immigration turque au moment où les fermetures de charbonnages se succèdent et que de nouveaux besoins en main-d’oeuvre se font sentir dans les dernières sociétés charbonnières encore en activité. Elle esquisse en parallèle le processus d’étatisation des politiques d’intégration jusque-là principalement prises en charge par les modes de gestion paternalistes de l’industrie charbonnière.

Cette thèse aborde également, mais dans une moindre mesure, l’immigration originaire de Turquie avant 1960 et l’immigration turque qui se développe au cours des années 1960 et 1970, en marge de celle organisée en faveur de l’industrie charbonnière, à destination d’autres régions et secteurs d’activité du pays (Bruxelles, Anvers, Gand, Ardennes, etc.).

Son angle d’approche dépasse par ailleurs la seule immigration turque en Belgique et la seule politique migratoire belge. Elle s’intéresse ainsi, à travers des analyses comparées, au cas de l’immigration marocaine, qui lui est contemporain, ou encore à la politique migratoire néerlandaise, à l’origine d’un phénomène de désertion massive de l’industrie houillère belge par les ouvriers mineurs turcs.
