Abstract:
The aims of this research are to examine the regulation of the police code of ethics, to comprehend the role of the police code of ethics in law enforcement, and to investigate the method for enforcing the code of ethics and the punishments that can be imposed on officers who dissolve the code of ethics. The normative legal research method was applied. This study employs a statue and a conceptual method. The legal materials used in this study come from both primary and secondary legal sources. The analysis found that every police officer must conduct themselves with dignity. The National Police Code of Ethics Commission, as well as other institutions such as the National Police Legal Function Bearer, National Police Commission of the Republic of Indonesia, Profession and Security of the National Police of the Republic of Indonesia, and National Police Public Relations Division, carry out the mechanism of The Code of Ethics Sanction in Law Enforcement. Furthermore, police officers who are found to have breached the code of ethics can face both ethical and administrative consequences.

Abstract:
Social injustice and calls to activism take many forms, whether in environmental, medical, legal, political, or educational realms. In this article, I consider the role of activism in ethics institute initiatives. First, as a case study, I discuss an activist initiative for police reform led, in part, by the Kegley Institute of Ethics at California State University, Bakersfield. Specifically, I outline the formation of the Bakersfield Police Department—Community Collaborative (BPD-CC), created to review regional and national police policy and training recommendations and to solicit and formalize community-sourced recommendations for policing reform and building trust and greater partnership between the BPD and community. Second, I discuss outcomes and implications of this project and consider its significance for understanding activist roles available to the community engaged ethics institute more generally. In this discussion, I explore practical dimensions and ethical implications of activist approaches in the work of an ethics institute.

Abstract:
This study aims to determine the effect of ethical leadership, code of ethics on police integrity mediated by job satisfaction in Bandar Lampung City Police. Police integrity is a crucial phenomenon, because this is the foundation to improve the performance of individuals and organizations as expected by the Indonesian National Police (POLRI). The number of samples in this study were 250 police officers from five different units in the structure of Bandar Lampung City Police. The sampling method used is purposive sampling and cluster sampling. Structural Equation Model Analysis (SEM) is also used to test the effect of ethical leadership, code of ethics and job satisfaction by placing job satisfaction as a mediating variable on police integrity.In accordance with SEM analysis. This study finds that the code of ethics has an influence on job satisfaction (r = 0.45; p <0.00), and ethical leadership has a significant effect on job satisfaction (r = 0.39; p <0.00). The code of ethics affects the integrity of the police (r = 0.299; p<0.00). Furthermore, ethical leadership has a significant influence on police integrity (r = 0.575; p <0.00). Therefore, it can be concluded that the code of ethics has a strong direct effect on job satisfaction. In addition, job satisfaction has a stronger direct effect (r = 0.24; p <0.05) on police integrity.

The occurrence of a violation of the police professional code of ethics asa reflection of the behavior and attitudes of Polri members in carrying out their main functions and duties as law enforcement, unprofessional, this will have an impact on the image of the Republic of Indonesia National Police Institute in the eyes of the public. The National Police Institute of the Republic of Indonesia, must take law enforcement action against cases of violations of the police professional code of ethics committed by members of the Indonesian National Police through Police Code of Ethics Commission. This study formulates the problem of a what are the causes of violations of the professional code of ethics by members of the Police? and what are the law enforcement actions for members of the Police who violate the Police's professional code of ethics? This research uses normative method. The results of the research show that the cause of violations of the professional code of ethics committed by members of the Indonesian National Police is due to discretionary actions that are not in accordance with the legal norms and professional ethics of the Police. Any member of the National Police who violates the professional code of ethics will be subject to ethical and administrative sanctions.

<i>Professional ethics are indispensable in law enforcement, especially for police institutions like Indonesia. Police officers who abuse their authority such as being involved in acts of extortion will get legal consequences and also ethical sanctions along with administrative sanctions. Several factors also cause the police to commit extortion.&nbsp; The handling of sanctions against police who commit extortion is regulated in the Criminal Code and in addition to getting ethical sanctions, members of the National Police who violate the Police Professional Code of Ethics will also be subject to administrative sanctions as stipulated in the Regulation of the National Police of the Republic of Indonesia Number 7 of 2022 concerning the Professional Code of Ethics and the Code of Ethics Commission of the National Police of the Republic of Indonesia. This research uses the normative juridical method with a statute approach and conceptual approach. Therefore, it is necessary to increase public awareness, training, and clear law enforcement to reduce police officers who commit extortion and to maintain the professionalism of the police force.</i>

In carrying out their duties and functions as law enforcement officers, the police must comply with applicable laws and regulations, one of which is the regulation governing professional ethics, namely the National Police Chief Regulation Number 14 of 2011 concerning the Police Professional Code of Ethics. In the police code of ethics, one of which states that every member of the police must "abstain from disgraceful actions and attitudes, and take the lead in every action to overcome the difficulties of the surrounding community". The National Police Professional Code of Ethics is based on the formulation of Article 1 number 5 of the Regulation of the National Police Chief No. 14 of 2011 concerning the Police Professional Code of Ethics, which are norms or rules that constitute a unified ethical or philosophical foundation relating to behavior and speech regarding mandatory matters. prohibited, appropriate or inappropriate by members of the National Police in carrying out the duties of authority and responsibility of the position. As a profession, it is necessary to prevent violations of the professional code of ethics, because the police is a job that has a high and prestigious social status. Abstract:
Indonesian National Police Regulation No. 7 of 2022 contains guidelines for ethical behavior known as the Indonesian National Police Code of Ethics. A juridical analysis of the Polri Code of Ethics is important to understand the legal basis, principles, and values that govern the behavior of Polri members in carrying out their duties as law enforcers and protectors of society. This juridical research highlights several important aspects. First, the Polri Code of Ethics is based on the principles of State Ethics, Institutional Ethics, Community Ethics, and Personal Ethics, which emphasize integrity, professionalism, and commitment to moral values in every action of Polri members. Secondly, in a legal context, the Polri Code of Ethics requires compliance with applicable regulations and laws, with the Indonesian National Police Regulation No. 7 of 2022 as the legal basis for the values, standards, and behaviors that must be upheld by members of the National Police. Third, enforcement of the Polri Code of Ethics relies heavily on the Polri Code of Ethics Commission, which is responsible for overseeing and investigating violations of the code in accordance with applicable legal procedures. The legal analysis of the Polri Code of Ethics emphasizes the importance of deeply understanding the values, norms, and ethical obligations of every Polri member to create a professional, clean, and integrity work environment in order to maintain public trust in the police institution.

Abstract:
The Police Code of Ethics aims to try to put Police Ethics in a proportional manner in relation to society. The number of cases of violations of the code of ethics committed by members of the Police makes the public image of the Police diminish and even seem to assume that members of the Police are immune to the law, because many cases involving police officers just disappear and evaporate before reaching the trial. This study aims to determine the implementation of the Police Code of Ethics and analyse the factors that influence the occurrence of violations of the Police Code of Ethics in the Palopo police station. The research method used in this research is normative-empirical legal research with deductive data analysis techniques. The findings of this research elucidate that the application of the Police Code of Ethics among members of the Indonesian National Police, as stipulated in Law Number 2 of 2002, does not align with the legal regulations. In conclusion, the study reveals that the reasons behind violations of the Polri code of ethics are intricately linked to five factors, namely the legal factor, the law enforcement apparatus factor, the supporting facilities for the law enforcement process, community factors, and cultural factors. The Government of the Republic of Indonesia should exercise prudence in administering sanctions against Police personnel who breach the code of ethics.

Abstract:
This article examines which ethical features can be found in the police's more economically oriented management tactics, as well as the extent to which ethical considerations are factored into police decision-making processes. In this approach, the article builds on the author’s previous work, which focused on a police resource's risk assessment. The goal of this research is to answer the scientific question of whether or not harmful police trends could have been detected sooner. In this context, it's worth noting that the police force and its members are under a lot of moral and ethical criticism from a population that's becoming increasingly critical across borders. The author concludes that every police officer's moral compass can really provide a foundation for police activity, based on a literature study and a secondary quantitative content analysis. It is demonstrated that, in terms of duty ethics, ethical features are heavily reliant on role models. However, such role models are not always available. Supervisors, on the other hand, do not always live up to their responsibility as role models. Professional ethics are being implemented and strengthened in the training of young police recruits, which is positive. It is intended that ethical considerations would become more prevalent in the police force.

Abstract:
This article presents the relevance of values and steps for the formation of ethical principles for the future legal profession. The aim is focused on analysis of formation process of values for a lawyer and police by analyzing law and police study programs. The assessment scale of the public confidence in different law enforcement institutions (courts, the prosecutor's office, police, lawyers) shows that the society is watchful, indifferent and active evaluating the quality of law enforcement institutions as well as behavior of the officials. It means conceptual and consistent formation of values would ensure the efficiency of practical ethical model. Nine law and police study programs of higher schools in Lithuanian and four codes of professional ethics of law enforcement institutions were examined during the research. Also four lecturers were interviewed. The results of the research showed that in Lithuania the provisions of ethics are not taught in all higher schools preparing future lawyers and police officers. The provisions of professional ethics in different areas of lawyer's and police activities are clearly defined in codes of professional ethics as well as in recommendations applying these ethical provisions. However the pragmatic application of ethical provisions would be strengthened studying particular disciplines.

This research is entitled The Function of the Police Code of Ethics in Preventing Violations by Members of the Police. The problem in this study is whether the police code of ethics has functioned properly against members of the police as legal officers and whether there are obstacles in applying sanctions against members of the police who violate the police code of ethics. The benefits of this research are expected to be useful for the development of legal science in general. The method used in this research is normative legal research. This research examines the Police Code of Ethics. The conclusion of this research is that the police code of ethics has functioned against members of the police as law enforcement officials. So that with the functioning of the police code of ethics, it can suppress violations of the police code of ethics. The regulation of the Police Professional Code of Ethics is not given an adequate explanation or even no explanation at all, there is still reluctance to examine their own colleagues. The suggestion of this research is that police who commit violations of the police code of ethics, then the prosecution of violations of the police code of ethics must be processed transparently, firmly and responsibly. It is necessary to have a discretion to supervise the police as state apparatus.

<strong>Abstract</strong> Each country has its own characteristics and security conditions so that the format and style and police system in a country are also different. The most important in the police is how to build a paradigm of accountability to the substance and not to the place. The research is a normative law research<em>,</em> using normative case studies in the form of legal behavior products, by reviewing laws. The results show that the handling of violations by the Police Professional Code of Ethics Commission is still said to be not optimal and fair because it is seen from the implementation of policies based on authority that are not carried out independently and can still be intervened. It shows that the public assessment of law enforcement within the Police institution is still not fair. The guarantee of legal certainty and neutrality of law enforcement in decision-making at the Police Ethics Commission hearings was initiated with the novelty concept in this study which pays attention to policy improvement as a form of legal certainty in enforcing the Police Profession Code of Ethics Commission. Even though the rules regarding the Police Profession Code of Ethics and the formation of a police profession code of ethics commission are in a new regulation. Abstract:
Institutional and social pressures on police officers often lead to violations of the code of ethics. This study aims to determine how institutional and social pressures can encourage ethical violations committed by police officers. This research is a qualitative study based on in-depth interviews with seven informants to explore and precisely describe the social phenomena that occur. The theory of anomie and the new institutional theory serve as the analytical tools in this research to produce unique and comprehensive findings. The research findings affirm that there are two types of police in responding to institutional pressure: police who view institutional pressure as a whip to work harder, and police who feel pressured by that pressure. In addition to institutional pressure, police also face social pressure in the form of demands to meet public expectations, which include: (1) police as 'all- knowing gods'; (2) police as superheroes for the community; and (3) police acting as influencers. The disparity in access and resources among police officers in meeting institutional and societal expectations drives some members to experience ethical conflicts that result in violations of the code of ethics. In institutional theory, ethics should serve as a tool to regulate behavior. In reality, this is hindered by unequal access and resources for each member within an institution, in this case, police officers. As a result, police officers who do not have adequate access and resources are driven to commit ethical violations to respond to institutional and social pressures.

Throughout the twentieth century, efforts have been made by police agencies to achieve professional status. However, it remains problematic if police work can be conceptualized as being that of professionals. This paper argues that while the objections to calling the police a profession as well as the disjunctives between public perceptions and those of the police themselves are sometimes great, claims to professional status can be legitimate. Tables are developed to show how training can both identify tensions and provide ethical resolutions. Such training in ethics is viewed as a way to help police become professionals and minimize many of the serious errors that law enforcement agencies are currently under attack for allegedly committing and/or condoning.

Starting from the interwar period until the present day, with the exception of the communist times when the State Police was replaced by the Citizen’s Militia, ethics has played an important role in the work of law enforcers. It provides basic principles, resulting from universal moral values, without which it is impossible to serve society and the homeland responsibly. The specificity of the professional ethics of this uniformed agency is directly related to its service-oriented character, based on intensive and often difficult interpersonal contacts. The present times witness the emergence of new challenges in the area of good standards of police ethics. In order to better recognize the ethical standards and see their importance in the work of the Polish police, it is worth referring to the standards of the State Police. They were a kind of quintessence of police officers’ moral and professional duties. They were based on such values as: God, Homeland, honour, truth, conscientiousness, responsibility, justice, reticence in speech, friendliness and obedience to the orders of superiors. These values are timeless and still topical, even in our modern times. Resignation from the above mentioned values may result in police officers pretending to respect ethical principles in their work, which was evident in the activities of the Citizen’s Militia. Therefore, the above fully justifies police efforts undertaken after 1990, which are expressed not only as concern for reliably developed legal regulations and operational directives to be followed while performing official duties, but also as compliance with the principles of police ethics, which are based on universal values (including the protection of human life and health, respect for human dignity, truth, responsibility and patriotism). This goal is to be achieved both through education on basic training and specialist courses, as well as thanks to police priests’ work.

In this article, the author, a long-serving senior Canadian police officer, notes that the teaching of ethics to police officers in Canada and elsewhere has long been a neglected subject with very little having been written about ethics. This article details the pitfalls associated with the lack of ethics training and some instances where the lack of ethics played a significant part in the hiring process. While an effort is being made to place more emphasis on ethics in the training of police officers, the author suggests that moral values cannot be separated into professional and off-duty moral values. The moral system of values must be present all the time and no book of rules or set of policy manuals can fully determine the course of action to take.

The Code of Professional Ethics is one of the regulations made to protect the image of a profession. The Police Code of Ethics serves as a guide for police officers' behavior, but in practice, it is often ignored or not implemented properly, as stipulated in Law No. 2 of 2002 on the Indonesian National Police. The malfunction of the police code of ethics can have a negative impact on the image of the police institution in the eyes of the public. The purpose of this study is to evaluate the steps that have been taken and to identify the obstacles and difficulties faced by the Indonesian National Police (POLRI) in enforcing compliance with the code of ethics. This study uses a juridical-empirical method, conducting interviews and observations on several cases of police code of ethics malfunctions. The research results show that the malfunction of the police code of ethics has a significant impact on the decline of the police institution's image. Therefore, efforts are needed to increase awareness and compliance among police officers towards the police code of ethics, as well as to enhance supervision and sanctions for code of ethics violations.

Every member of the National Police should ideally be a law enforcement officer who carries out maintaining public security and order, enforcing the law, and providing protection, shelter, and service to the community. In fact, there are members of the National Police who are part of a syndicate of narcotics traffickers. Therefore, the criminal law enforcement policies are implemented against the perpetrators. The problem of this research is how the policy of criminal law enforcement against drug dealer syndicates is carried out by members of the National Police and what are the legal consequences for the perpetrators of illicit drug trafficking syndicates carried out by members of the Indonesian National Police. This study uses a normative juridical approach based on secondary data which was analyzed qualitatively. The results of this study indicate that the policy of law enforcement against the perpetrators of drug trafficking syndicates carried out by members of the National Police through the means of criminal law is the settlement of cases using general criminal procedure law through the general court. The legal instrument used is Law Number 35 of 2009 concerning Narcotics. In addition, law enforcement against perpetrators of drug trafficking syndicates carried out by members of the National Police is also carried out using the enforcement of the Police Code of Ethics through the Police Code of Ethics trial. The legal consequences for perpetrators of illicit drug trafficking syndicates carried out by members of the Indonesian National Police are that the perpetrators will be faced with two legal instruments at once, namely general criminal justice in accordance with the provisions of the criminal procedure law and can be sentenced to criminal penalties in accordance with the article of the Narcotics Law that is violated and enforcement the law through an ethics trial by the internal police, with the most severe sanctions against the perpetrators being subject to ethical sanctions in the form of dishonorable dismissal as members of the police.

This study investigates the ethical dimensions of police public service delivery at the Integrated Police Service Centre (SPKT) of Polda Metro Jaya, focusing on the persistent gap between procedural compliance and ethical responsiveness. The research aims to identify the root causes of weak ethical implementation and to propose reform strategies grounded in virtue ethics. Employing a qualitative case study design, the study draws on data collected through in-depth interviews with officers and service users, 28 days of participant observation, and document analysis of police regulations and standard operating procedures. Thematic analysis was used to interpret recurring patterns in service behaviour and institutional culture. The findings reveal that while officers fulfil administrative requirements effectively, their interactions with the public often lack empathy, attentiveness, and moral judgement. Structural constraints, legalistic SOPs, and the absence of virtue-based training contribute to the erosion of ethical service culture. The study argues that the core issue is not regulatory deficiency, but the underdevelopment of moral character among police personnel. As a contribution to both theory and practice, the research introduces a comprehensive virtue ethics-based reform framework encompassing leadership, training, organisational culture, and procedural revision. The originality of this study lies in its explicit application of Aristotelian virtue ethics as a corrective model to address ethical stagnation in police service—a perspective rarely explored in Indonesian public administration scholarship.

This study analyzed the process of examining members of the National Police who allegedly violated the code of conduct in the jurisdiction of the Timor Tengah Selatan (TTS) resort police. The research method used is qualitative research with a case study approach. The data was collected through in-depth interviews with the Professional and Security Division of the National Police of the Republic of Indonesia or commonly abbreviated as Div Propam Polri. The analysis was conducted to identify patterns and processes that emerged in the process of examining police members who violated the code of ethics at the TTS police station. The formulation of the problem in this study is 1. What is the process of examining and imposing sanctions on members of the National Police who are suspected of violating the code of conduct in the South Central Timor Police area? 2. How is the relationship between ethical sanctions and criminal sanctions in judicial proceedings in the District Court? The results showed that the examination process for members of the National Police who were suspected of violating the code of ethics in the jurisdiction of the South Central Timor Police was carried out in accordance with the Chief of Police Regulation Number 7 of 2022 concerning the Police Professional Code of Ethics, which involved various stages, ranging from reports or direct findings by officers, examinations to prosecutions and criminal acts in the process in accordance with the Criminal Procedure Code. In the event that a member of the National Police who violates the order of the member is immediately given disciplinary action by the ankum. This finding provides insight into efforts to improve the law enforcement system in terms of transparency in the examination process of members of the National Police who are suspected of violating the code of ethics in the jurisdiction of the TTS police.

The work ethics are one of the main determinants of the performance as it is believed to minimize the occurrence of deviant behavior in an organization. The police are bureaucrats who served as law enforcers as well as public servants to maintain security and order, so they are expected to demonstrate ethical behavior to keep the public trust. However, several unethical behavior issues are found in the organization. Cultural organizations in the police are believed to have served as one of the causes of unethical behavior by the police. The effort to build an understanding of the unethical behavior concept as a result of the work ethics implementation that is based on the organizational culture in the police corps through indigenous approaches was set as the goal of this exploratory study. A survey using open questions was given to 82 police staff in one of the regional police in Java. The results of this study illustrated the perspective of the police towards the elements of the work ethics implementation (internalization process, sanctions, and supervision) in the organization that is opening opportunities for unethical behavior. Theoretical and practical implementation of the results of this study would be discussed.

In the wider spectrum of Taiwanese public service spheres, the herculean services and dedication of its committed Police personnel have long been recognized, respected, and admired. However, regrettably, question marks concerning their conduct, discipline, and abuse of power have surfaced on intermittent occasions. A classic example that lingers in the public memory is the bribing of Taiwanese video game companies to some unscrupulous elements of the police department, in the closing decades of the 20th century that triggered public outrage and called for scrutiny concerning serious lapses in the discipline and conduct of Police personnel. This research paper endeavors to understand, analyze and address some of those issues based on empirical data on the police personnel of certain specific work zones/areas taking into account holistically both the sentenced police officers vis-à-vis the law-abiding police officers. This module looks into and sieves through available data for seven critical variables, including their degree of variation through the Identification and Analysis Method to develop a Predictive Model on Police Ethics and the important factors that affect Police Ethics. Concretely based on the integrated research, it is proposed that this Predictive Model has good applicability as well as accurate predictive ability in addressing the core issues that affect Police Ethics. It is hoped that through this Early Warning Predictive Model—all the stakeholders that are Policy and Decision-makers, Regulatory Police Agencies but more importantly the Police personnel themselves would effectively address the criticality of the issues that affect the Police Ethics so as to undertake competent and effective measures to erase/lessen the menace and provide an early rehabilitative care/assistance to build a strong, constructive and visionary Taiwanese Police Force to meet the challenges of 21st century and beyond.

The National Police professional code of ethics is a code of conduct that must be followed by every member of the National Police in carrying out their duties and responsibilities. This study examines the legal aspects that govern the code of ethics, as well as evaluating the challenges and its implementation in police practice. Data was collected through literature studies, analysis of laws and regulations, and in-depth interviews with members of the National Police. The results of the study show that effective enforcement of the code of ethics can strengthen integrity, professionalism, and public trust in the National Police. However, several challenges are still faced in the implementation of the code of ethics, such as the lack of socialization and strict supervision. This research provides recommendations to increase awareness and compliance of members of the National Police with the code of ethics, as well as strengthen its enforcement mechanism to strengthen.

This study aims to determine the implementation of the code of ethics regulations against members of the Indonesian National Police who violate criminal provisions. This research method combines normative and empirical approaches to analyze the implementation of the code of ethics regulations against members of the Indonesian National Police who violate criminal provisions. The method of processing and analyzing data uses data listing, data coding, tabulation, and data analysis. The results of the study indicate that the enforcement of the code of ethics for members of the Indonesian National Police is very important to improve the professionalism and positive image of the police. Factors that influence the enforcement of this code of ethics can be categorized into external and internal factors, as well as cultural factors that influence the culture of the police organization. By considering these factors and implementing the right strategy, it is hoped that the enforcement of the code of ethics for members of the Indonesian National Police can improve professionalism, improve the image of the Indonesian National Police, and increase public trust in the police institution.

The subject of the study is the peculiarities of the ethical education of employees of the State Road Safety Inspectorate. The object of the study is the professional ethics of an employee of the State Traffic Safety Inspectorate, which is a set of moral obligations, principles and norms of behavior of traffic police officers in the process of communicating with management, colleagues and road users. The authors consider the specific features of the service ethics of employees of the State Road Safety Inspectorate. The authors consider in detail such aspects of the topic as a scientific understanding of the principles of formation of professional ethics of traffic police officers, reveal how the moral character of traffic police officers affects their relationships with managers, colleagues and road users. The authors pay special attention to the principles of professional ethics of employees of the State Road Safety Inspectorate, which include such characteristics as tolerance, sensitivity, humanism, democratic attitude, moral norms and compliance with legal requirements. The research methodology is based on a personality-oriented approach to the professional training of traffic police officers. Among the theoretical methods, the systematization and generalization of pedagogical practices in the field of training traffic police officers are used. The authors have proposed brief recommendations for maintaining a positive image of an employee of the State Road Safety Inspectorate. The work specifies normative legal acts regulating the observance of moral and ethical standards by employees of the State Traffic Inspectorate. Police abuses have been brought into the limelight recently due to the killing of George Floyd and many other African Americans in the United States. This has led to various protests in other countries, recalling decades of police brutality and abuses. The police exist to serve the community's good, ensure law and order, foster the protection of human lives and properties, and help prevent crime. When police officers deviate from the purpose for which they are set up, abuses arise. In spite of the noble aims for which the police exist, there are police officers that have engaged in abusive practices, thus impeding their services. Police history seems to be rooted in a systematic culture of dehumanization and abuse. Police training and formation have privileged tactics and strategic training to the near negligence of moral character formation in police officers. This paper problematises this issue and argues through critical analytic and hermeneutic methods for the imperative of ethics in curbing police abuses. The paper finds that police abuses are global, and there is police impunity everywhere. It concludes, among other recommendations that police abuses can be restrained through ethical formation of police officers to respect the human dignity and rights of the citizens.

Police Education and Training is central to the successful realization of the constitutional democracy and protection of human rights. An attempt is made in this paper to evolve a curriculum framework for a people-sensitive Police Training and Education. One of the important objectives of this framework is to search for quality, standards, guidelines, and a general conceptual platform for improving basic Police Education and Training. This paper also aims at identifying general curricular parameters related to the development of a culture of policing, making policing practices more democratic and public-oriented to ensure greater security and more effective crime prevention. This paper argues that it is illogical, detrimental, and undesirable to separate police training from police education. Since policing is a highly respected professional field like medicine, it is imperative to integrate knowledge about society, dynamics of social and geopolitical spaces and human development from the complex socio-political perspective with police ethics and social and civic responsibilities and so on. In conclusion, this paper shows how people-sensitive and philosophically sound curricular policy for police education would serve people, communities, and societies. The attitudes and behavior of officials of the Indonesian National Police are bound by the Professional Code of Ethics for the Indonesian National Police as regulated in the Police Regulation Number 7 of 2022. However, in reality law enforcement related to the police code of ethics experiences various external obstacles which have an impact on delaying the continuation of the Code of Ethics Commission trial process. This study aims to: describe the law enforcement mechanism for violating the professional code of ethics in the Police; examines the problems in law enforcement violations of the police professional code of ethics. This type of research is library research with a normative approach. The data collection technique was through secondary data sources in the form of documents and interviews with PROPAM members and analyzed using qualitative methods. The results of this study indicate that the law enforcement mechanism in the Republic of Indonesia Police is called the Police Code of Professional Ethics Commission which is regulated in articles 61 and 62 of Police Regulation Number 7 of 2022. Problems in enforcing the code of ethics arise externally so it hinders the performance of police officers and the functions of PROPAM.Keywords: Police; Code of Ethics; Law Enforcement; Problems AbstrakSikap dan perilaku pejabat Kepolisian Negara Republik Indonesia terikat pada Kode Etik Profesi Kepolisian Negara Republik Indonesia telah diatur dalam Peratuan Kepolisan Nomor 7 Tahun 2022. Purpose – Police officers are frequently confronted with moral dilemmas in the course of their job. The authors assume new police officers need guidance, and need to be taught at the police academy how to deal with these situations. The purpose of this paper is to obtain insight into the impact of socialization on police recruits’ knowledge of the code of ethics and their moral reasoning skills. Design/methodology/approach – The study applied a longitudinal mixed methods design, using two methods. The first method was a qualitative observation of integrity training sessions at five police academies in Belgium. The second method was a quantitative survey-measurement of recruits’ knowledge of the code of ethics and their moral reasoning skills at three points in time: the beginning of their theoretical training, before their field training and afterwards. Findings – The analyses show differences between the police academies in their integrity training sessions. Some of these differences are reflected in different levels of knowledge of the code of ethics. As for the development pattern of recruits’ moral reasoning skills, the study found almost no differences between the academies. Perhaps this is because recruits already have relatively high scores when they start, leaving little room for improvement during the one year training program. This suggests an important role of the police selection procedure. Originality/value – Previous research on socialization and police culture has focussed on recruits being socialized in a negative police culture where misconduct is learned. This is a negative interpretation of police integrity. A positive one refers to ethical decision making generally, and moral reasoning specifically. The impact of the socialization process on recruits’ moral reasoning is empirically understudied.

Indonesia is a country of law, every offense must have a penalty and is reinforced by the regulations listed in the law. Crime cases in West Kalimantan, especially in Pontianak in 2023, are the second largest case. Of these cases, one of them is from the police. It was unexpected and surprising and many media reported it. One of the duties of the police to maintain the security of the community, on the contrary, makes the community restless and distrustful of the police. This research uses qualitative methods by collecting data from relevant sources. The results of the analysis show that cases of child abuse committed by unscrupulous police officers are behaviors that deviate from the police code of ethics. The ethics built in the police are not optimal in the police because with their authority they can take unethical actions. In restoring police confidence in the hearts of the community, the police carry out activities that are closer to the community and carry out tighter supervision within each police officer The Polresta Party provides penalties that make others not follow in the footsteps of these violations. One suggestion from the researcher is to emphasize faith in each police officer to devote to the state and protect the community.
