AbstractThis article uses the copper mining town Tsumeb to examine urban infrastructure, ethnicity, and African political solidarities in apartheid Namibia. To translate apartheid to Namibia, South Africa re-planned Namibian towns to reinforce colonial divisions between two classes of African laborers: mostly Ovambo migrant laborers from northern Namibia and Angola and, secondly, ethnically diverse laborers from the zone of colonial settlement and investment, the Police Zone. Housing and infrastructure were key to this social engineering project, serving as a conduit for official and company ideas about ‘Ovambo’ and Police Zone laborers. Yet Africans’ uses of infrastructure and ethnic discourses challenged, and provoked debates about the boundaries of urban social and political belonging. Between the 1971–2 general strike of northern contract workers and the 1987 strike against the multinational Tsumeb Corporation Limited, which involved northern contract workers and community members, Africans built a political community that challenged both company and colonial state.

Abstract:
Namibia gained independence and ended the rule of apartheid only in 1990. It is often lauded as a model of human rights-based countries in Africa. Immediately after independence, the country introduced a distinctly rights-based Constitution with a broad Bill of Rights and also promptly laid the base for a modern police by enacting the Police Act of 1990. In that framework the Namibian Police are endowed with a broad set of ‘police powers’, i.e. means or measures of the police like questioning, arrest, search and seizure etc. ‘Preventive’ powers as a legally distinctive feature refers to law and order policing and prevention of crime, both clearly to be distinguished from investigation of criminal offences. Standards of human and fundamental rights protection developed under criminal procedure law are not directly applicable when it comes to the broad field of “preventive” powers of police. Subsequently these powers often lack a clear cut notional and legal concept, resulting in a deficit of predictability and delimitations despite of a rights based approach in the Constitution and the Police Act in general.

Abstract:
Recent studies showed that suicide among police officers are prevalent in certain countries . Burnout and subjective health complaints are considered as risks that are consistent with high levels of suicide ideation. Police officers are exposed to life-threatening traumatic experiences, such as physical assault or witnessing disturbing images of death. The aim of this study was to investigate the relationship between job demands- resources, authentic leadership, work engagement and burnout within the Namibian Police Force. A cross - sectional survey design was used collecting data about police officers in the Erongo, Oshana and Khomas regions (n=369). Data was analysed using SPPS (version, 24) and Pearson product correlations. Results indicated that when police officers experience high a workload and leaders who do not engage in the moral and ethical behaviour, they will experience higher levels of exhaustion. Factors like organisational support and resources also seemed to impact on work engagement. To reduce exhaustion and increase engagement, it is vital that the police force assesses person-job fit, implement stress management and wellness programmes to help employees cope better with work demands. Moral and ethical behaviour can be enhanced through leadership training/development. Improving on colleague relations (team building) and through mentorship programmes employees would have access to social support at work, buffering a high workload.

Abstract:
How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near full census of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to strategically important locations.

The discussion of the South African case law on the quantification of damages arising from wrongful arrest and detention which commenced in part (1) of this series, continues in the present part. In part (1), the Constitutional Court judgment in Zealand v Minister of Justice and Constitutional Development 2008 (4) SA 458 (CC) which emphasised the respect and reverence for the constitutional guarantee of personal liberty, and De Klerk v Minister of Police 2018 (2) SACR 28 (SCA) as well as the recent Constitutional Court judgment in the same case – De Klerk v Minister of Police 2020 (1) SACR 1 (CC); [2019] ZACC 32 (22 August 2019) – were among a host of important cases discussed. The Supreme Court of Appeal cases on quantification of damages for wrongful arrest and detention also discussed include: Mashilo v Prinsloo 2013 (2) SACR 648 (SCA); Minister of Police v Zweni (842/2017) [2018] ZASCA 97 (1 June 2018); Minister of Safety and Security v Magagula (991/2016) [2017] ZASCA 103 (6 September 2017). The first section of this part continues with the discussion of the other instances not involving failure to take the detainee to court within 48 hours or consequences of the accused person’s first appearance in court whereby Hendricks v Minister of Safety and Security (CA&R/2015) [2015] ZAECGHC 61 (4 June 2015); Mrasi v Minister of Safety and Security 2015 (2) SACR 28 (ECG); and Ramphal v Minister of Safety and Security 2009 (1) SACR 211 (E) are among the cases discussed. The second limb of the discussion in this part concerns the issue of wrongful arrest and detention under the Domestic Violence Act 116 of 1998 where the law has developed side by side with the traditional law of wrongful arrest and police negligence as illustrated by the case of Naidoo v Minister of Police 2016 (1) SACR 468 (SCA).

Abstract:
A lot has been published on burnout within the service industry; however, an in-depth investigation of job stressors and burnout in both the safety and health sectors of Namibia has been left unexplored. This study investigated the relationship between job demands-resources and burnout. Burnout occurs when an individual is exposed to emotional and interpersonal stressors on the job (exhaustion, cynicism and professional efficacy). Job demands require continuous efforts and job resources are aspects of the organisation that are helpful in achieving goals, reducing costs of job demands and stimulating growth and development. The sample is made up of police officers (n=482) and nursing staff (n=672) from various regions within Namibia (n=1154). Results were analysed using the SPSS (version 24) to assess the relationships between the variables. The results revealed exhaustion had a relationship with the workload, resources and organisational support. Lower levels of workload, accompanied with higher levels of resources and organisation support would reduce exhaustion. The workload can be managed by making using of timemanagement training, improving delegation, and by ensuring the employees have mentors and supervisory support. Training opportunities improve work resources and reduce work stress. Healthy coping strategies, like being active and meditation help to alleviate stress (exhaustion). Having healthy work relations enhances organisational support and improves coping mechanisms of employees.

The research’s fundamental investigation elaborates on interactions between tertiary educational factors and Namibia’s sustainable economic development. Sequential mixed-research-method guides the investigation towards its results: A quantitative statistical data analysis enables the selection of interrelated educational and economic factors and monitors its development within Namibia’s last three decades. Subsequent qualitative interviews accumulate respondents’ subjective assessments that enable answering the fundamental interaction. Globally evident connections between a nation’s tertiary education system and its economic development are partially confirmed within Namibia. The domestic government recognizes the importance of education that represents a driving force for its sustainable economic development. Along with governmental NDP’s (National Development Program) and its long-term Vision 2030, Namibia is on the right track in transforming itself into a Knowledge-Based and Sustainable Economy. This transformation process increases human capital, growing GDP, and enhances domestic’s living standards. Namibia’s multiculturalism and its unequal resource distribution provoke difficulties for certain ethnicities accessing educational institutions. Namibia’s tertiary education system’s other challenges are missing infrastructures, lacking curricula’ quality, and absent international expertise. The authors’ findings suggest that, due to Namibia’s late independence, there is a substantial need to catch up in creating a Namibian identity. Socioeconomic actions would enhance domestic’s self-esteem and would enable the development of sustainable economic sectors. Raising the Namibian tertiary education system’s educational quality and enhancing its access could lead to diversification of economic sectors, accelerating its internationalization process. Besides that, Namibia has to face numerous challenges, including corruption, unemployment, and multidimensional poverty, that interact with its tertiary education system.

The reduced representation and tenure of women as public enterprise (PE) principals in Namibia as an emerging market and developing country are concerning (Mboti, 2014; Menges, 2020). The contributing factors are an element literature fails to address explicitly in the Namibian case. This paper, therefore, aims to consolidate evidence on whether the underrepresentation and limited tenures of female principals in Namibian PEs signal a protracted dearth of women in such positions. Methodically, a desk review is used to analyse the literature. Key findings of this paper identify the absence of top-down hands-on leadership; legal and policy implementation gaps; failure to declare gender diversity as imperative in the public sector; failure to focus on helping women gain broad line experience early on, among others, as contributing factors that have disadvantaged female principals in Namibian PEs. The challenges women face in being appointed or completing their tenure as PE principals over the years signal a protracted dearth of women in positions of PE principals in Namibia. Understanding these dynamics is relevant for enhancing Namibia’s policy efforts to curb the further proliferation of patriarchy as nuanced in the glass ceiling. This paper recommends the robust implementation of existing anti-patriarchy legislation.

Abstract:
Climate change is one of the concepts in Namibian languages that does not have any meaning or cannot be easily translated into the native dialects. It is very alien to many Namibians but yet growing in popularity, as it has become a problem that is affecting the economy, natural resources, and tradition and culture of the native people. Climate change is probably going to worsen the dry circumstances that are currently experienced in Southern Africa or Namibia to be specific. If it happens that rainfall does come in good amounts regularly, it will probably erupt in greater power. This will eventually lead to floods and erosion damages in some parts of the country, though these expectations have had very little influence on Namibian policy. Reid et al. (2008) stated that over the past 20 years there has been annual decrease in the Namibian economy of up to 5%, which has been a result of the climate change mostly impacting natural resources in the country. The result was reported using the computable general equilibrium (CGE) model simulations for Namibia. However, this result has negatively impacted the poorest people the most, which is a consequence of decline in wages and employment opportunities, especially for uneducated or unskilled labor in rural areas. It is of utmost importance for Namibia to take initiatives to ensure that most of its policies and activities are environmentally proofed. Namibia should have a unique approach to deal with displaced farmers and farm workers and citizens of such nature by looking into its issues of colonialism. In addition, there is a clear need to mainstream climate change into policies of developing countries like Namibia, because it is the responsibility of these countries to muddle through with climate change impacts and plan for a climate-constrained future.

Hence Namibia is unique in that it is the only country in sub-Saharan Africa that at the time of attaining independence already provided for constitutional rights for its local languages. The major policy document of the then liberation movement SWAPO, Toward a language policy for an independent Namibia (United Nations Institute for Namibia 1981), which was published in Lusaka by the institute (UNIN) as proceedings of a seminar held in 1980, essentially set the trend for the policies pursued since independence in 1990.

‘GOD HAS TAKEN POWER FROM WHITE MEN THROUGHOUT THE WORLD’EARLY on the morning of 5 September 1906, at a small asbestos mine in the northern Cape, six African workers entered the tent of their white foreman and his family. They assaulted the sleepers with stones, knobkerries, the leg of a chair and an ox-yoke. The foreman, Dirk Mans, died of his injuries eighteen hours later, while his son, Jan, who had been sleeping in another tent, ran away. Dirk Mans's wife also had a narrow escape. She woke up when a blow narrowly missed the head of her three-year-old child, who was sleeping in her bed. Both could flee in the general mêlée. Another victim, the well digger, William Swanepoel, was bludgeoned to death so ferociously that his skull ‘was entirely knocked out of shape [and] separated in halves’. The perpetrators tried to kill more whites, but dispersed in the ensuing confusion. The six men were tracked down by the police after several days. The Griqualand West Supreme Court in Kimberley sentenced four of the culprits to death; they were hanged in March 1907.The ringleader of the Hopefield gang, Hendrik Bekeer, told the policeman who had followed his tracks for several days, that ‘he was glad to be caught, although he knew that his life would be at an end’. He could hardly wait to tell the prison warder that the group had planned to kill all whites in South Africa. In court, the eloquent Bekeer explained:I admit that I am guilty. I, Hendrik Bikier [sic], laid hands on these two souls. I have a craving in my heart which must be made known to everyone. I admit that I am a worker of God. I confess to the Court and all the white people that I am placed here by the Lord, and that I do his will. … The time when the whites had the upper hand is past. This is for Africa alone, but God has taken power from white men throughout the world.

Namibia is undergoing rapid changes, in transition from being an apartheid-based colony to being an independent modern democracy. Some young Namibian women express their aspirations and identity through their relationship to alcohol and the meanings they attach to drinking. For some of them, drinking is a means of expressing solidarity and equality, and heavy drinking can be understood as a protest against the lack of opportunities the new Namibia has offered them. For others, choice of drinks and drinking venues can be ways of demonstrating status and distinction. The majority of young Namibian women abstain from drinking alcohol, however, and for some of them, this abstinence is associated with a focus on their aspirations.

The main purpose of this paper was to investigate the relationship between banks’ credit risk and profitability and liquidity shocks in Namibia for the period 2009 to 2018 using the SVAR model. In estimating the SVAR regression model, granger causality, impulse-response functions and forecast error variance decomposition were employed and evaluated. The sample consisted of Namibian commercial banks. By auditing liquidity data between 2009 and 2018, empirical results showed that liquidity risk is caused by a combination of structural shocks. The granger causality, impulse-response functions and forecast error variance decomposition documented that credit risk (non-performing loans) is key factor affecting liquidity conditions in Namibia in the medium to long run. In addition, the empirical results showed that quality earnings (ROA) have minimal impact on liquidity conditions in the short run. Reforming assets quality policies and earnings quality policies can be valuable policy tools to minimize liquidity shortages and avoid insolvent banks in Namibia.

The advent of new technology and the 4th industrial revolution has introduced new facets of corporate crimes and regulatory challenges for the enforcement of anti-corruption laws. Acknowledging the negative effects of corruption on the private sector, corporate governance mechanisms may help reduce corruption in the private sector by ensuring that corporations are managed in the best interest of the corporation and the shareholders or investors. This article aims to evaluate the adequacy of the regulatory measures intended to promote good corporate governance in Namibia thereby cushioning the Namibian financial market from the negative effects of corporate corruption. It provides an exposition of the concepts corporate corruption and corporate governance by considering the relationship between the two. It further provides an analysis of the Namibian corporate governance regime and the anti-corruption legislative framework. It is submitted that if Namibia is to realise the financial market objectives set out in its policy documents, there is a need for the introduction of robust strategic approaches in corporate governance directed at curbing and/or reducing corporate corruption responsive to the 4th industrial revolution challenges, amongst others.

South Africa currently allows labour broking although this area of commerce is problematic. The trade union movement, government and organised business are presently debating the future regulation of this industry. Namibia has experimented with, and failed, to place a legislative ban on labour broking. The Supreme Court of Appeal of Namibia considered International Labour Organisation conventions and provisions of their Constitution before concluding that labour broking should be regulated but not prohibited. In this article it is argued that South African policy makers can gain valuable insights from the Namibian experience. It is submitted that it would be appropriate for Parliament to take cognisance of international and foreign principles and to accept amendments that would provide for stricter regulation for labour broking, rather than placing an outright ban on this economic activity.

Rainwater harvesting to irrigate small-scale gardens enhances food self-sufficiency to overcome rural poverty. So far rainwater harvesting is not encouraged by the Namibian National Water Supply and Sanitation Policy nor supported financially by the Namibian government. This study proposes two rainwater harvesting facilities to irrigate gardens; one collects rain from household roofs with tank storage, the second collects rain on a pond roof with pond storage. The aim of this paper is to assess the benefits of rainwater harvesting-based gardening and to propose policy and financing implications for the Namibian government. We investigate the benefits of rainwater harvesting through a literature review, a cost–benefit analysis, monitoring of project pilot plants and a comparison with the existing irrigation and drinking water infrastructure. The results indicate that rainwater harvesting offers numerous benefits in technological, economic, environmental and social terms. The facilities have a positive net present value under favourable circumstances. However, material investment costs pose a financing problem. We recommend that government fund the rainwater harvesting infrastructure and finance privately garden and operation and maintenance costs. Integrating these aspects into a national rainwater harvesting policy would create the conditions to achieve the benefits of an up-scale of rainwater harvesting based gardening in Namibia.

In areas of low and unstable transmission, malaria cases occur in populations with lower access to malaria services and interventions, and in groups with specific malaria risk exposures often away from the household. In support of the Namibian National Vector Borne Disease Program’s drive to better target interventions based upon risk, we implemented a health facility-based case control study aimed to identify risk factors for symptomatic malaria in Zambezi Region, northern Namibia. A total of 770 febrile individuals reporting to 6 health facilities and testing positive by rapid diagnostic test (RDT) between February 2015 and April 2016 were recruited as cases; 641 febrile individuals testing negative by RDT at the same health facilities through June 2016 were recruited as controls. Data on socio-demographics, housing construction, overnight travel, use of malaria prevention and outdoor behaviors at night were collected through interview and recorded on a tablet-based questionnaire. Remotely-sensed environmental data were extracted for geo-located village residence locations. Multivariable logistic regression was conducted to identify risk factors and latent class analyses (LCA) used to identify and characterize high-risk subgroups. The majority of participants (87% of cases and 69% of controls) were recruited during the 2016 transmission season, an outbreak year in Southern Africa. After adjustment, cases were more likely to be cattle herders (Adjusted Odds Ratio (aOR): 4.46 95%CI 1.05–18.96), members of the police or other security personnel (aOR: 4.60 95%CI: 1.16–18.16), and pensioners/unemployed persons (aOR: 2.25 95%CI 1.24–4.08), compared to agricultural workers (most common category). Children (aOR 2.28 95%CI 1.13–4.59) and self-identified students were at higher risk of malaria (aOR: 4.32 95%CI 2.31–8.10). Other actionable risk factors for malaria included housing and behavioral characteristics, including traditional home construction and sleeping in an open structure (versus modern structure: aOR: 2.01 95%CI 1.45–2.79 and aOR: 4.76 95%CI: 2.14–10.57); cross border travel in the prior 30 days (aOR: 10.55 95%CI 2.94–37.84); and outdoor agricultural work at night (aOR: 2.09 95%CI 1.12–3.87). Malaria preventive activities were all protective and included personal use of an insecticide treated net (ITN) (aOR: 0.61 95%CI 0.42–0.87), adequate household ITN coverage (aOR: 0.63 95%CI 0.42–0.94), and household indoor residual spraying (IRS) in the past year (versus never sprayed: (aOR: 0.63 95%CI 0.44–0.90). A number of environmental factors were associated with increased risk of malaria, including lower temperatures, higher rainfall and increased vegetation for the 30 days prior to diagnosis and residing more than 5 minutes from a health facility. LCA identified six classes of cases, with class membership strongly correlated with occupation, age and select behavioral risk factors. Use of ITNs and IRS coverage was similarly low across classes. For malaria elimination these high-risk groups will need targeted and tailored intervention strategies, for example, by implementing alternative delivery methods of interventions through schools and worksites, as well as the use of specific interventions that address outdoor transmission.

This paper investigated the perceptions of Religious and Moral Education (RME) teachers with regard to the implementation of RME syllabus in Namibia. The paper engages a crucial global debate on paradigms for teaching religion and moral values while contributing to the literature through research in the Ompundja Circuit of Oshana Region, Namibia. Contrary to the previous colonial era when Christianity was the only recognized religion, the Republic of Namibia adopted a new constitution making it a secular state upon independence in 1990. This new constitution, however, brought new challenges to teachers who were previously trained only to teach Biblical Studies as a school subject. With this new constitution, Namibia adopted a policy of teaching a multi-cultural religious and moral education curriculum. The teaching of RME replaced Biblical Studies in the Namibian curriculum. Teachers are now required to make their learners aware of the different religious and moral values of Judaism, Christianity, Islam, Hinduism, Buddhism, African traditional religions, Bahai and others inextricably. This, paper, therefore, presents findings from a case study research conducted at Ompundja Circuit of Oshana Region in Namibia that examined the perceptions of Religious and Moral Education (RME) teachers with regard to the implementation of RME syllabus. Fourteen teachers from selected schools participated in this study. Teachers were interviewed, observed and later completed a set of questionnaire. Findings indicated that teachers’individual religious and moral values shaped the teaching and learning process; teachers’ individual religious and moral values played a major role regarding conflicting concerns over RME; and as most RME teachers were Christian, they felt a commitment to share their personal Christian religious beliefs and moral values. The paper recommends that teachers be provided with the necessary teaching resources and be trained to develop more confidence and broad understanding of RME as a subject.

Namibia faces a critical shortage of skilled public health workers to perform emergency response operations, preparedness activities and real-time surveillance. The Namibia Field Epidemiology and Laboratory Training Programme (NamFELTP) increases the number of skilled public health professionals and strengthens the public health system in Namibia. We describe the NamFELTP during its first 7 years, assess its impact on the public health workforce and provide recommendations to further strengthen the workforce. We reviewed disease outbreak investigations and response reports, field projects and epidemiological investigations conducted during 2012–2019. The data were analysed using descriptive methods such as frequencies and rates. Maps representing the geographical distribution of NamFELTP workforce were produced using QGIS software V.3.2. There were no formally trained field epidemiologists working in Namibia before the NamFELTP. In its 7 years of operation, the programme graduated 189 field epidemiologists, of which 28 have completed the Advanced FELTP. The graduates increased epidemiological capacity for surveillance and response in Namibia at the national and provincial levels, and enhanced epidemiologist-led outbreak responses on 35 occasions, including responses to outbreaks of human and zoonotic diseases. Trainees analysed data from 51 surveillance systems and completed 31 epidemiological studies. The NamFELTP improved outcomes in the Namibia’s public health systems; including functional and robust public health surveillance systems that timely and effectively respond to public health emergencies. However, the current epidemiological capacity is insufficient and there is a need to continue training and mentorship to fill key leadership and strategic roles in the public health system.

Abstract This paper examined the impact of fiscal deficit on inflation in Namibia. The paper employed Autoregressive Distributed Lag Model (ARDL) and Granger causality approach using quarterly data for the period 2002 - 2017. Empirical results showed evidence of a long run positive effect of fiscal deficit on inflation in Namibia. This suggests that fiscal deficit has a direct effect on inflation in Namibia. The study also found a unidirectional causality running from fiscal deficit to inflation in Namibia. The study confirmed that South Africa’s prices have positive effect on inflation in Namibia. The key policy implication drawn for the result is that if not contained, high negative fiscal balances could impair the monetary policy objective of price stability. It is therefore advised that fiscal and monetary policies need to be well coordinated to bring fiscal deficit within acceptable level. Given that the main monetary policy goal in Namibia is to achieve and maintain price stability, the results in this study suggest that monitoring budget deficits and price developments in South Africa to develop informed policies is one way to achieve this objective.

Scholars of language teaching agree that the development of initial literacy is best achieved when taught in the mother tongue. Namibia’s language policy for schools prescribes teaching using mother tongue or the predominant local language as a medium of instruction during the first three years of schooling. This study reports on a study of how Namibian lecturers prepare student teachers to teach literacy in mother tongue (Oshikwanyama and Oshindonga) dialects of Oshiwambo language. Data were collected through classroom observations, semi-structured interviews and document analysis. Content analysis was used to analyse the data. The main findings are that most of the lecturers were proficient in the languages in question and they fluently explained the literacy content in Oshikwanyama and Oshindonga. However, the preparation was constrained by a lack of prescribed books in the African languages. The study aims at filling a gap in the literature on how Namibian student teachers are prepared to teach literacy in mother tongue grounded within a sociocultural perspective.

The analysis was done through cointegrated vector autoregression methods. The analysis reveals that there is a negative relationship between stock market returns and interest rates in Namibia. Causality test indicates that there is bi-directional causality between stock market returns and interest rate in Namibia. The results suggest that contractionary monetary policy through higher interest rate decreases stock market returns in Namibia.

Purpose The purpose of this paper is to investigate the recognition of record management profession in the Namibian Public Service. The objectives of the study are to determine appreciation of the importance of records record management; establish policies that support records management; find out the promotion of the records management function in the public service; establish training and job opportunities available for the record management professionals; and come up with recommendations on how the recognition of the record management profession could be enhanced in the public service of Namibia. Design/methodology/approach This case study used qualitative data collection methods, namely, focus group discussions and interviews. The two ministries and records keeping staff who took part in the focus group discussions were conveniently selected, whereas the two government offices where one key informant each was interviewed were purposively selected. Findings This study revealed that the records management profession was not well recognised in the public service of Namibia. The hiring of staff with low educational qualifications and the hiring of records keeping staff with some Diploma qualifications into the same positions as those without qualifications were all evidence of this. In addition to these was the failure to re-grade the records keeping staff through the establishment of a records management cadre. Practical implications The study recommends the creation of record management units in all offices, ministries and agencies headed by qualified record managers supported by qualified records management staff, finalisation and implementation of the records management policy, as well as the creation of a records management cadre. Originality/value The findings of the study on which this paper is based could inform policy for decision makers, and for the records management keeping staff, a strategy for advocating for recognition of their profession was planned.

AbstractGlobally there has been recognition that there is little consensus attributed to the definition of the blue economy. However, despite this acknowledgement, the blue economy is championed for its development potential by the African Union and subsequently, several African states. Having formalised the agenda in its fifth National Development Plan Namibia is working to implement a governance and management framework to “sustainably maximise benefits from marine resources” by 2020 (Republic of Namibia in Namibia’s 5th National Development Plan (NDP5) 2017). Concurrently, new entrants, such as marine mineral mining projects, have emerged in recognition of the potential offered within the state’s Exclusive Economic Zone. This article argues that the uptake of the blue economy is shaped by multiple, and often conflicting, interests. The emergence of the agenda is not apolitical, nor has it been established in isolation from exogenous actors and interests. Subsequently, this article suggests that the critique of the emerging blue economy should be applied to discussions of a blue degrowth movement, to avoid transposing a new agenda over another. As demonstrated with reference to Namibia, contextual and historical issues need to be recognised by degrowth discussions, and their inherent and continued structural effects analysed. This is of particular importance when considering whose voices are represented or excluded by such agendas, complicated by the (geo)physical characteristics of the marine sphere.

The occurrences of capital flight continue to be of great concern for many developing countries and Namibia is not an exception to this. This study aimed at examining the effect of fiscal policy on capital flight in Namibia for the period, 2009-2018. To assess this, the Auto-Regressive Distributive Lag (ARDL) bound test to cointegration technique was employed. The finding revealed that there is a long-run relationship between the selected macroeconomic factors and capital flight. In particular in the long-run government expenditure and its interaction with debt stock are found to positively affect capital flight. In the short-run however, past capital flight, previous period tax rates, previous external debt, current debt stock, previous inflation rate, as well as previous financial deepening were found to bear a positive effect on capital flight. Estimate of capital flight using the residual approach shows that Namibia lost about N$ 42 billion in 9 years through capital flight. This means on average Namibia lost close to N$ 5 billion in capital flight. These empirical findings, call for serious policy interventions in order to minimize and contain the issue of capital flight in the country.

Academics for international relations (IR) studies as an academic discipline have over the years contributed to the process of foreign policymaking. Their contribution has been made through research and publications and providing advisory services to policymakers. Other platforms existing for academics are platforms for debates on foreign policy and providing training to foreign policymakers. The article discusses international experiences and perspectives, from all geographic regions, covering large states of the UN Security Council, Brazil, Russia, India, China and South Africa (BRICS) and at least one small state from each geographic region. The lecture analyses the gaps existing between academics and foreign policymakers and explores methods that can be adopted to close the gaps and create a working relationship between the two stakeholders, with a view to make positive contributions to the making of foreign policy. It highlights the challenges facing academics in making an impact on foreign policy and the approach of foreign policymakers to the contribution by academics. The article propounds that, generally, academics are more influential in large states’ foreign policy-making process, compared to small states where the process of foreign policymaking includes a few stakeholders. Further, the appointment of policymakers from the academia background impacts on inclination to the role of the academia in foreign policymaking. There are no many platforms where debates on Namibia’s foreign policy are held and a limited number of Namibian academics play a role on foreign policymaking. The article provides a framework of best practices as lessons for Namibian academics and foreign policymakers.

Using SVAR analysis, this paper finds what Sims calls a ‘price puzzle’, i.e. a case where CPI increases after a positive interest rate shock. The SVAR analysis controls for various monetary transmission mechanisms, including one based on the South African dominance hypothesis that links South African monetary policy to inflation in Botswana and Namibia. The paper follows Castelnuovo and Surico and interprets the price puzzle as a symptom of an indeterminate monetary policy. Subsequently the paper explores the finding of indeterminate monetary policy further by using an unstructured VAR to estimate the monetary reaction functions of Botswana and Namibia. These results also point to the presence of an indeterminate monetary policy. Lastly, both the SVAR and the unstructured VAR estimated for the monetary reaction function indicate the importance of the exchange rate, and not the interest rate, as a determinant of inflation in both Botswana and Namibia

Foreign policy articulates and gears the process of pursuit of national interests. The research aims at looking into the diverse foreign policies of various states in the Southern region of Africa. It brings out the nature of Namibia and Zimbabwe interaction with other countries in Europe, America, Asia (China in particular) and even other African countries through what is being induced in their respective foreign policy agenda. African countries, belonging to the «global south» are characterized with under development due to long experience of war which renders them dependent on the «core» or «global north» for co-operation and interaction. A country’s foreign policy is peculiar to it, as it represents the interests of a country which is usually distinctive in nature. It is safe to say that foreign policy can be likened to an organizational set of objectives. Basically, an organizational set of objectives entails the processes of goal attainment. Based on this, foreign policy is an agenda that enlists national interests, and ways to attaining them. It is noteworthy that Zimbabwe and Namibia hold strong ties with their colonial masters. Both countries have strong foreign relations with the country that colonized them far more than with other countries. Zimbabwe has got strong ties with Britain and Namibia has got strong ties with Germany. Over the years, the efficiency of Zimbabwe and Namibia foreign policy has been undermined by conflict. The study reveals the development in Namibia and Zimbabwe is attributed to their relations with other countries of the world. Mainly, in the areas of finding market for locally made products and in the aspects of attracting foreign investors. A major issue that jets itself into the foreign policy agenda of both of these countries is the issue of security both domestically and internationally. However, the reason is no foreign policy can be successful in area of chaos, unrest and hunger. A potent foreign policy is that which is flexible, versatile and serves the interest of all, the formulation of policies based on these criteria will ensure efficiency and ultimately development.

Purpose – The Government of Namibia has traditionally used fiscal (especially tax) policy as an instrument for annual budget formulation. Marginal tax rates for profits and various income brackets have been changed back and forth in response to changes in economic conditions. However, to date, no attempt has been made to evaluate the effectiveness of these reforms in achieving the broad national economic goals, in general, and the potential effects on government revenue in the short, medium and long-run periods, in particular. The purpose of this paper is to fill this information gap by analysing the implication of the 2008 zero-rating of value added tax (VAT) on basic commodities for aggregate demand and government revenue. Design/methodology/approach – The study uses an analytical framework based on economic theory which posits that in an open economy, which trades with the rest of the world, aggregate demand for goods and services is made up of consumption demand, investment demand, government demand and net exports and that real sector equilibrium is attained when aggregate supply of goods and services is equal to aggregate demand for goods and services. Findings – Using the Namibia Household Income and Expenditure Survey results, the annual loss in government revenue attributable to this policy is, ceteris paribus, estimated to be N$310.4 million. With a marginal propensity to consume out of disposable income of 0.89, total expenditure by households on goods and services is likely to increase by N$276.3 million per annum. In the medium-to-long-run, national income will have increased by N$303.9 million per annum. Taxes which are responsive to changes in the level of national income will have increased by N$85.7 million, compensating for just over one quarter of the estimated loss in government revenue of N$310.4 million. Research limitations/implications – The study has used a partial equilibrium model as opposed to computable general equilibrium model, which provides a consistent framework that meets most of the sectoral and institutional data requirements for the simple reason that a social accounting matrix which can be used readily to connect data from different sources, such as national accounts and household surveys and would thus have been ideal model for analysing the impacts of the VAT tax reform has not been developed for Namibia. Practical implications – The paper provides a number of practical policy options available for government including, but not limited to, increasing direct taxes, VAT rate on specific (luxury) goods and services and statutory VAT rate on all other commodities not zero-rated, other taxes such as taxes; and borrowing from external sources. Social implications – It is established that zero-rating VAT on all the basic commodities in 2008 reduces the VAT paid by all Namibian households by N$310.4 million per year, which represents the annual increase in the disposable income of all households. And with a marginal propensity to consume out of disposable income of 0.89, total expenditure by households on goods and services will increase by N$276.3 million per year. Originality/value – This paper presents the first attempt at evaluating the effectiveness of tax (VAT) policy reforms in Namibia in achieving the broad national economic goals, in general, and the potential effects on government revenue in the short, medium and long-run periods, in particular.

Background This study aimed to help the Namibian government understand the impact of Treat All implementation (started on April 1, 2017) on key antiretroviral therapy (ART) outcomes, and how this transition impacts progress toward the UNAIDS’s 90-90-90 HIV targets. Methods We collected clinical records from two separate cohorts (before and after treat-all) of ART patients in 10 high- and medium-volume facilities in 6 northern Namibia districts. Each cohort contains 12-month data on patients’ scheduled appointments and visits, health status, and viral load results. We also measured patients’ wait time and perceptions of service quality using exit interviews with 300 randomly selected patients (per round). We compared ART outcomes of the two cohorts: ART initiation within 7 days from diagnosis, loss to follow-up (LTFU), missed scheduled appointments for at least 30 days, and viral suppression using unadjusted and adjusted analyses. Results Among new ART clients (on ART for less than 3 months or had not yet initiated treatment as of the start date for the ART record review period), rapid ART initiation (within 7 days from diagnosis) was 5.2 times higher after Treat All than that among clients assessed before the policy took effect [AOR: 5.2 (3.8–6.9)]. However, LTFU was higher after Treat All roll-out compared to before Treat All [AOR: 1.9 (1.3–2.8)]. Established ART clients (on ART treatment for at least three months at the start date of the ART record review period) had over 3 times greater odds of achieving viral suppression after Treat All roll-out compared to established ART clients assessed before Treat All [AOR: 3.1 (1.6–5.9)]. Conclusions and recommendations The findings indicate positive effect of the “Treat All” implementation on ART initiation and viral suppression, and negative effect on LTFU. Additionally, by April 2018, Namibia seems to have reached the UNAIDS’s 90-90-90 targets.

This study contributes to the scant finance literature on information flow from international economic policy uncertainty to emerging stock markets in Africa, using daily US economic policy uncertainty as a proxy and the daily stock market index for Botswana, Egypt, Ghana, Kenya, Morocco, Nigeria, Namibia, South Africa, and Zambia from 31 December 2010 to 27 May 2020, using the Rényi effective transfer entropy. International economic policy uncertainty transmits significant information to Egypt, Ghana, Morocco, Namibia, and South Africa, and insignificant information to Botswana, Kenya, Nigeria, and Zambia. The asymmetry in the information transfer tends to make the African market an alternative for the diversification of international portfolios when the uncertainty of the global economic policy is on the rise. The findings also have implications for the adoption of open innovation in African stock markets.

It is generally agreed that the battle of Cuito Cuanavale in March 1988 marked the final attempt to secure a military solution to the Angolan conflict. Thereafter, in December 1988, South Africa, Cuba, and Angola signed the so-called ‘New York accord’ that included a timetable for the phased withdrawal of the South Africans and the Cubans from Namibia and Angola, respectively; in June 1989, the Gbadolite agreement initiated African attempts to end the continuing armed struggle in Angola; and in March 1990, Namibia achieved its long-awaited independence. But despite these efforts and developments, the war continued between the Government that had been established in Luanda by the Movimento Popular de Libertacão de Angola (M.P.L.A.) in November 1975 and the União Nacional para a Independência Total de Angola (Unita), with devastating implications for the country's estimated ten million inhabitants. Not before May 1991 was a final peace agreement signed in Portugal, and then with considerably poorer options for political stability and economic recovery than would have been the case after the original accord in New York.

<p class="apa">In 1992, the Ministry of Education and Culture in Namibia created a new language policy for schools that presented the possibility of using English as the sole medium of instruction for students starting in Grade 1. The resulting increase in schools that offer only English instruction has been detrimental to education. In order to improve the quality of education available to students in Namibia, the implementation of the language policy must be revisited so that students have the opportunity to first learn in their mother tongues and develop the necessary skills that they will need to be successful.</p>

This paper examines how government expenditure and money supply affect unemployment in Namibia. It employs the ARDL and ECM estimation techniques to establish the underlying relationship for the period 1980-2018. The results support the hypothesis that government expenditure and money supply can be used to contain unemployment. Additionally, an evidence of both long and short-run causality from government expenditure and money supply to unemployment is found. Practical policy implications indicate that in order to effectively combat unemployment problem in Namibia, the study recommends that there is a need for policy makers to ensure that the goal of employment creation is mainstreamed in all relevant fiscal and monetary policies responses in the country. Moreover, there is also a need to identify and propose policies that can help to do away with the lack of effective policy interventions

Agriculture is the backbone of human life, it enables for food security, health and economy. Yet, many countries in Africa suffer from poor accessibility to agriculture data which is crucial for policy makers and farmers. Half of Namibia’s population depend on agricultural activities, for as their main income source, much of which is undertaken on smallholdings. Therefore, compiling statistics around agricultural outputs is of primary concern to many national statistics agencies Unfortunately, challenges to account for agriculture crop production statistics include low frequency of data collection, lengthy data processing periods, and the lack of timely output which can be linked to policies and decision making. This paper explores the use of satellite imagery and data science techniques in a statistics agency to complement the agriculture census. The paper assessed Google Earth Engine for image processing and extracted a range of indices (NDVI, SAVI, MSAVI and GLCM and Tasseled Cap Index based) in order to identify smallholder farmers’ plots and estimate the field area in a rural village in Namibia. Although groundtruth data was not available at the time of this issue, the findings showed a promising starting point for a scaled project.

Context Wild cats (Felis spp.) are difficult to monitor because of their cryptic lifestyle and usually low numbers. Hair-snaring is a promising non-invasive method being used increasingly to estimate mammal populations. Aims Our aim was to carry out pilot trials of a simple hair-snare designed to capture hair from wild cats in arid environments. Methods Roughened wooden stakes were set at multiple sites on the crests of sand dunes and in swales in western Queensland, Australia, and in mostly sandy habitats of the Namib and Kalahari Deserts, Namibia. In Australia, stakes were sprayed with cat urine, extracts of catnip or valerian herbs as lures, or left untreated; in Namibia, alternate stakes were sprayed with a food lure of tuna emulsion oil. The stakes were checked for hair, usually daily, for 2–14 days, and the surrounding ground was inspected for tracks. Remote cameras also were used at some sites to confirm the identity of visitors to stakes. Key results In Australia, feral cats (Felis catus) were attracted to, and left hairs on, stakes sprayed with cat urine six times more frequently than to unsprayed stakes irrespective of whether snares were on dune crests or in swales, and showed no response to catnip or valerian. Tracks and photos showed that cats, dingoes or wild dogs (Canis lupus ssp.) and foxes (Vulpes vulpes) also approached and sniffed the stakes. In Namibia, F. catus, F. lybica and F. nigripes left hair on stakes, with deposition rates two and a half-fold higher at stakes with the food lure than without it. At least five other species of predators visited the hair-snare sites. Conclusions Simple wooden stakes provide a cheap and simple method of snaring hairs from wild cats, especially if used in conjunction with appropriate lures. Our results broadly support previous work, and extend the utility of the method to different Felis spp. in arid habitats. Implications Further research is needed on snares to investigate the seasonal efficiency of different lures. If DNA also is to be extracted to identify individuals, more work is needed to confirm that snares yield hair of sufficient quality to allow this.

The shift in forestry policy towards resource management and access rights from state control to local community control has been a welcome step towards sustainable forest management in Namibia. The policy acknowledges the direct dependence on natural environmental resources by the proportional majority of the population that live in the rural areas of Namibia. This study was aimed at performing gender analysis by identifying relationships of various groups to natural resources. The study further assessed the influence these relationships have on control, access and use of forest resources, as well as on natural resource management and the implications thereof on various forest management efforts in the country. Data were collected from seven community forest institutions in Namibia and analysed using the Harvard Gender Analytical Framework. The findings show a gendered differentiated knowledge, control and access to forest resources and unequal participation in leadership and governance. Furthermore, the results suggest that unequal power relations among minority and vulnerable groups affect access to and control of forest resources. This study proposes participation of both men and women in the management, protection, access and utilisation of forest resources, as this will contribute to sustainable forest management and economic development of all members of society.

<p>Following its global emergence, the blue economy agenda is now touted as a mechanism through which the Republic of Namibia can achieve long-term sustainable and equitable growth. In (re)defining the ocean, seabed mining has been central to these discussions. Drawing on fieldwork and semi-structured interviews undertaken with key actors in Namibia and South Africa, between 2016 and 2017, as well as recent policy debates and discourse surrounding the potential extraction of marine phosphate in Namibia this article critically examines the framing of the marine environment as an extractive space. The blue economy presents opportunities for new forms of capitalist accumulation and this has resulted in struggles over who can accumulate in the marine sphere. This article therefore analyses the emerging and competing claims to sovereignty over this "new" resource frontier, including by state and non-state actors, and identifies which actors have been included or excluded from the blue economy agenda. In discussing sovereignty over this frontier and resources therein, it undertakes a rigorous analysis of the complications created by the ocean as a three-dimensional, voluminous, "borderless" space.</p><p><strong>Key Words: </strong>Namibia, seabed mining, sovereignty, frontier, blue economy, EEZ</p>

After years of colonial rule and a long struggle to end external administration, Namibia became independent in 1990. The realization of political reform within a modern democratic framework has called for wide-ranging reforms in all sectors of the economy to which the water sector is not an exception. Institutional reforms in the water sector were undertaken with an overall aim of introducing integrated water resources management as a durable solution to the water challenges of the arid environment prevailing in Namibia. The reforms included the development of a new national water policy, the preparation of draft legislation, and new organizational changes to develop, manage and regulate activities in the water sector. Although institutional reforms in the water sector are necessary to meet the demands of a new nation, they cannot succeed without the required level of skill and capacity both within and outside water administration. While it is relatively easier to formulate new policies, promulgate legislation and create new organizations, it is very difficult for an emerging country to develop quickly the human capacity necessary to handle the reforms, especially when inadequate funding constraints create a conflict between resource development and capacity building.

Purpose This paper aims to test the volatility and analyses the macroeconomic determinants of house price volatility in Namibia over the period 2007 Quarter 1 to 2017 Quarter 2. It further explores the causal relations between house price volatility and its determinants. Design/methodology/approach The study used autoregressive conditional heteroskedastic and generalized autoregressive conditional heteroskedastic models to test for volatility. The vector error correction model was used to analyse the determinants and causal relations. Findings The results support the hypothesis that house prices in Namibia exhibits persistent volatility. It was further established that past period volatility’ GDP and mortgage loans are the key determinants of house price volatility. Additionally’ there exists unidirectional causality from GDP and mortgage loans to house price volatility. Practical implications Policy implications emanating from the study implies that macroeconomic fundamentals should be monitored closely to mitigate the issues of house price volatility. Originality/value The study is the first of its kind in Namibia to address the pertinent issues of ever increasing housing prices.

This paper estimates the real exchange rate misalignment and investigates its impact on economic performance and competitiveness of Namibia for the period 1970 to 2011 using cointegrated vector autoregression methods. The results show that there were periods of overvaluation and undervaluation of the real exchange rate. The analysis reveals that misalignment has a negative impact on the competitiveness and performance of the economy. Maintaining the real exchange rate out of equilibrium reduces economic performance and competitiveness. This suggests that policy makers should monitor the real exchange rate regularly and make the exchange rate policy part of trade promotion strategy

This study analyzed the interest rate channel, credit channel, exchange rate channel and asset price channel for monetary policy transmission mechanism in Namibia. The idea behind this study is to have a comprehensive study that covers a variety of channels for monetary policy transmission mechanism. The study utilized a Bayesian vector autoregression (BVAR) technique on quarterly time-series data covering the period 2000:Q1 to 2016:Q4. In particular, the validity of the data used is checked and verified by using two sets of prior distributions suggested by Sims and Zha as well as prior distribution of Koop and Korobilis. The variables used in this study are real output (Yt), real effective exchange rate (Et), inflation rate (P t), repo rate (Rt), housing price index (Ht) and credit extended to private sector (Lt). The findings revealed that interest rate and credit channels remain important in the transmission mechanism to this day. Notably the exchange rate and asset price channels are also slowly gaining prominence in monetary policy transmission mechanism. Therefore, the study provides useful information to the monetary authorities regarding the process of transmission mechanisms. This is quite important especially that the Central Bank (Bank of Namibia) is very serious about financial stability within the financial system, given the fragility of the financial systems in the world due to financial crisis.
