Instead of answering within the implied dichotomy of possibility and impossibility, this thesis argues for a reconceptualisation of the dichotomy. Ethics and foreign policy are better understood on the basis of undecidability: neither simply possible nor impossible, but both at the same time. Este é um estudo das relações intergovernamentais entre as três esferas de governo que ocorrem na implantação e implementação da política de saúde no estado do Acre, com o foco na função de coordenação da esfera estadual do SUS na condução dessa política. In this thesis, we propose an econometric estimator for a repeat-spell duration model involving fixed effects. Using data on nationally negotiated pay settlements in Britain between 1950 to 73, this estimator is applied to a model that simultaneously determines the timing as well as the magnitude of wage changes in a continuously varying economic environment.
