Abstract:
The author of the article has presented the results of the analysis of national approaches to the implementation of vocational guidance work among young people for the selection of police specialties. On this basis the author has singled out problematic issues in each of the vocational guidance areas (professional information, professional counseling, professional selection and professional adaptation). A number of general problems of vocational guidance among young people has been considered. The author has emphasized the general and special shortcomings in the organization and conduction of vocational guidance in regard to professional choice in general and professions related to the service in the units of the National Police of Ukraine, in particular. The general shortcomings include both the peculiarities of the organization of vocational guidance (lack of a unified system of vocational guidance work, insufficient level of interaction between the participants in the process of vocational guidance, lack of an individual, differentiated and phased approach to each individual while implementing professional choice, etc.) and its content component (low level of awareness of children, parents and teachers regarding the existing social professional inquiry; improper attention to the motivational component of the profession selection, etc.). The special shortcomings include the following: lack of awareness among young people about the peculiarities of different specialties (an investigator, an employee of operational units, a district police officer, etc.); lack of opportunity to try themselves in different types of law enforcement activities within the framework of interaction, for example, between district police station, educational institution, school and parents; insufficient use of media opportunities to adequately cover various aspects of police activities. The author has emphasized the necessity of creating an effective strategy of vocational guidance and qualitative selection procedure, referral and enrollment of young people to higher educational institutions with specific learning conditions.

Abstract:
The main approaches to constructing a conceptual model of professional orientation of the population regarding the choice of an investigator’s profession have been provided. It has been noted that the productivity of the offered model is provided by modern principles and approaches of career guidance. Among the main approaches the author has defined: socio-economic, psycho-physiological, psycho-pedagogical and differentiated approaches. The main structural elements of the given model have been studied: the purpose, basic principles, main tasks, conditions (regulatory, organizational and methodical, psychological and pedagogical) and factors (objective and subjective), objects and subjects of vocational guidance; methods, forms and means of its implementation at each stage of the phase of professional personal identity. It has been emphasized that a special role in exercising the career guidance regarding the selection of police professions should be directly attributed to employees of various police departments, educational institutions with specific learning conditions and the cadets who study there. It has been noted that depending on the stage, when the professional orientation activity is carried out (primary, secondary, tertiary), a complex of appropriate methods and forms is used that gradually leads to the young person’s realization of conscious, independent, motivated professional choice on the basis of individual abilities, needs and interests. It has been emphasized that the balance of all elements and processes of the indicated conceptual model is the basis for achieving optimal results at each stage of professional personal identity.

Abstract:
The review of research on historical prerequisites for the establishment of the Institute of professional orientation in the Ministry of internal Affairs of Russia is presented. The historical experience of formation and development of the system of professional education of the Ministry of internal Affairs since its establishment is studied. The analysis of documents containing proposals for improving the professional selection and training of police personnel was carried out. Special attention is paid to the formation of the Institute of professional training in the Soviet era, when its evolution demonstrated a rapid character. The author comes to the conclusion that the development of the Institute of professional orientation in the Soviet period was hindered by a number of factors: ideological (vocational guidance was regarded as a bourgeois trend), financial (insufficient funding for professional training of police officers), pedagogical (insufficient qualifications of management and teaching staff), etc. Nevertheless, for a short period of Soviet power, it was possible to form a system of professional training of police officers, which made it possible in the mid-30s to increase the educational level of specialists accepted for service in the Ministry of internal Affairs. Military actions during the great Patriotic war had weakened the evolution of training, however, in the postwar years the state authorities have again turned to this issue, that has helped open up higher educational institutions of the USSR.

Abstract:
The purpose – of this article is to assess the vocational guidance situation and development opportunities in Lithuania. Research methodology – Systematic analysis of the peculiarities of vocational guidance; identification of the main problems and possibilities for vocational guidance through the development of a qualifications system based on the results of statistical analysis, expert assessment, data grouping and interpretation. Findings – Vocational guidance as an important subsystem of the educational system is being underemphasised and underfinanced, career counselling is pursued in a fragmentary manner, mainly through project-based initiatives which are not be based on systematic information. A way to improve vocational guidance is to organise it as an integrated information platform linked to the qualifications system. Research limitations – The main limitation is the lack of official statistics in vocational guidance. The systematic collection and publication of statistics would make it possible to quantify and analyse the factors of the current vocational guidance situation and their impact on the development of human resources. Practical implications – The obtained results are useful for social and economic and educational policy-making. Originality/Value – The article contributes to the scientific literature by presenting a model of vocational guidance development related to the development of the qualifications system, which would allow providing the necessary access to information.

Given vocational rehabilitation’s (VR) substantial role in workforce development, it follows that agencies would encourage and support consumers using the most current job-seeking methods, including social media. Recent data, however, show that online strategies are limited in VR practice and that many agencies lack comprehensive policies to guide social media use. We conducted a qualitative analysis to examine current VR social media policies and procedures and offer recommendations for policy development. Through an examination of open coding of 22 policies and one guideline, we identified seven themes and 25 subthemes, which mapped onto recommended social media policy elements from research. Only two VR policies, however, covered themes in a comprehensive way, and only one policy acknowledged social media as a tool for consumer job search. This outcome is an oversight given the emphasis social media plays in employment networking, proof of performance, and skills demonstration when seeking employment.

Abstract:
Originality: The integrated vocational guidance program is the result of the development of a program directed at providing services for Vocational High School (SMK) students to assist in preparing themselves to enter the world of work effectively. Aims: This study aims to determine the effectiveness of integrated vocational guidance programs in increasing students' readiness to enter the world of work. This type of research is quasi-experimental research, with a pretest and posttest group design approach. The subjects of the study were Class XI and XII students at SMKN 2 Yogyakarta. Method: Data collection using questionnaire techniques in the form of test sheets (pre-test and post-test) and observation sheets. Data analysis uses a qualitative descriptive approach, and difference tests use paired t-tests. Results: The results of the study concluded that there was an increase in students' readiness to enter the world of work, from before and after the implementation of the integrated vocational guidance program in SMK. By obtaining a significant difference between before and after, it means that the integrated vocational guidance program applied in SMK is effective in the good category and very good in increasing students' readiness to enter the world of work, both in terms of attitudes, knowledge and skills aspects.

Abstract:
The purpose of this study is to explore ways to improve vocational high school admissions support. Accordingly, in order to analyze the experiences of vocational high school students in the high school preparation process, a survey was conducted targeting vocational high school freshmen and their parents. The main results of the study are as follows. First, many students considered their career path and aptitude at the stage of deciding to go on to vocational high school, and some were concerned about society's negative views. Second, awareness of the support policy for university admissions to vocational high schools was high, but awareness of other support policies was found to be low. Third, the motivation for entering vocational high school was often consistent with the purpose of establishing vocational high schools, there were some students who decided to enroll because of their grades or college admission. Fourth, in the case of vocational high school admission and career guidance, middle school and vocational high school teachers were found to be of great help, but satisfaction with middle schools career guidance was relatively low. Fifth, in terms of vocational high school admission information, the need for continuous provision of information and the difficulty in collecting specific information for major or admission preparation were confirmed. Based on the research results, improvement methods were presented to communicate a consistent message to create a positive image of vocational high schools, strengthen advancement and career guidance training for middle school and vocational high school teachers, provide specific major information for admission support.

Rapid changes in highly competitive economic environments have created the need for sound financial management in organisations. In order to source sufficient numbers of skilled financial managers, specialised career guidance should be high on the agenda of educational and labour policy makers. While the chartered management accountant (CMA) enjoys international status, not many studies have been conducted to measure South African students’ and accounting teachers’ awareness of the CMA designation. This article reports on the results of first-year accounting students’ perceptions of a career in management accounting as well as on the career guidance they received on how to become a CMA. It also reports on accounting teachers’ awareness of the management accounting designation. This study found that first-year accounting students and accounting teachers do not possess sufficient knowledge of the career opportunities in the management accounting field and of the route to follow on how to become a CMA. Recommendations are made for tertiary institutions and professional bodies to alleviate this information gap by distributing brochures and posters to accounting and career guidance teachers and by providing information sessions to them as well as to first-year accounting students on career opportunities in the management accounting field.

Abstract:
Relevance. The professional orientation of Kazakh youth (students and schoolchildren) and the influence of state educational and personnel policy on the formation of future qualified workers is a pertinent issue. This relevance is underscored by modern political and social processes aimed at the democratization of Kazakh society, the formation of a new education system based on global teaching quality standards, and the utilization of information technology advancements. These factors significantly impact the population's career choices and overall employment. Purpose. The research aims to conduct a deep and comprehensive analysis of vocational guidance issues among students. It examines this element as a means to mitigate the shortage of qualified personnel in Kazakhstan, considering the current educational and social policies. The study also explores the use of software technologies and new teaching methods to enhance vocational guidance for students and schoolchildren. Methodology. The results were obtained from surveys of university students and experts, and a content analysis of state documents, regulations, publications, and statistical data. Results. The research identified unresolved problems in the vocational guidance system for children and youth, affecting career choices and personnel policy effectiveness. Addressing these issues requires educational reforms, enhanced educator competencies, and additional resources for pedagogical, educational, and scientific activities. The article presents recommendations to elevate Kazakhstan's education system, aiming to improve employment, form new qualified personnel, and develop scientific and teaching activities in remote regions. Conclusions. The study concludes that there is a critical need for targeted reforms and investments in vocational guidance and education. Improving the education system will help address the shortage of qualified workers, support the development of new teaching methodologies, and promote scientific activities, thereby contributing to the overall socio-economic growth of Kazakhstan. Cientes da velocidade em que ocorrem as mudanças na estrutura dos distintos contextos sócio-econômicos das últimas décadas, percebemos que muitas das referências nas quais nossa sociedade se baseia estão em colapso. Em particular, o contrato social de Rousseau, que fundamenta nossa compreensão de sociedade moderna e serve de norte filosófico para a elaboração de políticas que visem o bem comum, tem suas premissas ignoradas enquanto uma lógica baseada na opressão e exclusão toma lugar do que deveriam ser a promoção do bem comum. A Psicologia Social e a Orientação Profissional mais especificamente, também são vítimas desta transformação na medida em que são alvo de uma tentativa de instrumentalização de seus saberes com vistas a servirem de ferramentas a serviço desta lógica de mercado e do capital em oposição a suas premissas históricas de promoção do bem-estar social. Aware of the speed in which the changes in the structure of the distinct social economic contexts of the last decades have happened, we noticed that most of the tenets in which our society is based upon are crumbling. Particularly, Rousseauss social contract, that is the base for the understanding of the modern society and stands as the philosophical reference to the elaboration of policies concerning the welfare of the people, which has its tenets ignored while a different logic, based upon oppression and exclusion takes place instead of common welfare promotion. The Social Psychology and the Vocational Guidance specifically, are also victims of this transformation since their knowledge is target of an attempt of instrumentalization of their tools in the service of the market and the capital logic, opposing their historic tradition of concern with the common welfare. Facing this reality, we consider which viable option we have and what could we do to put it in motion, changing the way which policy has taken us presently

Esta dissertação é resultado do desenvolvimento de um projeto de pesquisa-ação para fins de adaptação de uma metodologia de Orientação Profissional (OP) que pudesse vir a embasar políticas públicas de inclusão social de jovens de baixa renda. A metodologia de OP escolhida e adaptada para a pesquisa-ação apoia-se na abordagem sócio-histórica, que considera os fatores contextuais de exclusão social de grupos de jovens de baixa renda. A OP de abordagem sócio-histórica se insere no campo da Gestão Social como uma ferramenta de inclusão social. Sua adaptação leva em conta aspectos sócio-histórico-econômicos, visando encontrar formas mais apropriadas para trabalhar com jovens de baixa renda e capacitá-los na construção de projetos de carreiras que aumentem suas chances de inclusão social. O projeto de pesquisa-ação envolveu duas etapas; a primeira consistiu na adaptação metodológica de OP com profissionais especialistas e a segunda consistiu na aplicação da metodologia a um grupo de jovens vinculados ao Pronatec (Programa Nacional de Acesso ao Ensino Técnico e Emprego). Os resultados das duas etapas apontam os passos necessários para a adaptação da OP e para os desafios na aplicação dessa metodologia. Além disso, esse projeto oferece caminhos para a utilização da OP como uma diretriz de política pública, ampliando as chances de inserção social e profissional de jovens de baixa renda que, pelas condições determinantes de contexto, tendem a ser excluídos socialmente. This Dissertation is a result of the development of an action research project for adaptation of a methodology of Vocational Guidance (VG) that could support public policies for social inclusion of low-income youth. The VG methodology, chosen and adapted for this action research, relies on the social and historical approach, which considers the contextual factors of social exclusion of groups and low-income youth. The VG of socio-historical approach belongs to the field of Social Management as a mechanism for social inclusion. Its adaptation takes into consideration socio-historical and economic aspects, aiming to find more appropriate ways to work with low-income youth and empower them to build career projects that increase their chances of social inclusion. The action research project involved two steps. The first consisted of VG methodological adaptation developed together in conjunction with professional experts, and the second consisted of the VG application with a group of young people linked to Pronatec, the National Program for Access to Technical Education and Employment. The results in both steps indicate the required steps needed to adapt the VG procedures and the methodological challenges for its application. Furthermore, it also offers ways to use the VG as a guideline for public policy development that could increase the chance of social and professional integration of low-income youth, which by determinant conditions of context, tend to be socially excluded.

ENGLISH ABSTRACT: The main goal of this thesis was to better understand the role and function of the focus schools project in the Western Cape, to explore the reasons for their emergence in 2006, and to locate the policy initiative within historical and policy developments around vocationalism in the province. The study focused in particular on how one focus school experienced the roll-out of this policy decision, what the impressions of the learners and educators at a case study school were, and also how officials attached to the Western Cape Education Department described the emergence and implementation of the policy. Further goals of the study were to contextualize the policy process that led to this form of provision, and to conceptualise how this fitted in with educational development issues in the province. A brief backdrop of historical developments and its role in the education of communities in the Western Cape, particularly the coloured community, was provided to contextualize the policy initiative. The main contribution of the thesis is its description and analysis of policy documents and the viewpoints of a range of people connected to a new provincial initiative, focus schools, with regard to what a focus school is meant to achieve and how it is experienced. Data was collected by studying a range of unpublished policy documents, and to link these to interviews conducted with departmental and district officials, educators, learners, and one principal in relation to one case study school. The study showed that focus schools were regarded mainly as a form of vocational education provision to accommodate the desire of the Western Cape economy for intermediate skills in the mid-2000s. It illustrated how the focus school band has run its own unique course within educational structures since 2006, and highlighted how they have fulfilled their goal of getting more learners from historically disadvantaged communities into further study or into positions that better serve the needs of the local economy. The thesis suggested that the policy focus of getting learners into higher education seemed misguided and contrary to the goals of vocational education provision. This policy confusion was further highlighted by learners interviewed in the study who noted that they would have preferred to follow a more academically-based path. Few believed they could either get to university (as claimed by policy officials) or into a viable employment poisition by following a vocational route at school.
AFRIKAANSE OPSOMMING: Die hoofdoel van die tesis was om ´n beter begrip van die rol en funksie van die fokusskool-projek in die Wes-Kaap te verkry, die redes vir die ontstaan van hierdie skole in die jaar, 2006 te ondersoek, asook om die beleids-inisiatief binne die historiese en beleidsontwikkeling rondom beroepsonderwys (vocationalism) in die provinsie na te speur. Die navorsing konsentreer hoofsaaklik op hoe een fokusskool die implementering van die beleidsbesluit ervaar, en in hoe ´n mate die leerders en die opvoeders verbonde aan die gevallestudie-skool die onderwysvoorsiening beleef. ´n Gedeelte van die ondersoek gee ook die sieninge van sleutelpersone in die Wes-Kaapse Onderwysdepartement weer. Verdere doelwitte van die ondersoek was om die beleidsproses wat gelei het tot hierdie onderwysvoorsiening te kontekstualiseer, en om dit te konseptualiseer in hoe ´n mate dit inpas in die opvoedkundige ontwikkeling binne die provinsie. ´n Kort agtergrond skets van die historiese ontwikkeling en die rol wat onderwys in die gemeenskappe van die Wes-Kaap, spesifiek die van die bruin (kleurling) gemeenskap was aangebied om die beleids-inisiatief te konseptualiseer. Die belangrikste bydrae van die tesis is die beskrywing en analise van beleidsdokumente en die standpunte van 'n verskeidenheid van mense wat betrokke is by die nuwe provinsiale inisiatief, fokusskole, met betrekking tot wat fokusskole beoog om te bereik en hoe dit beleef word. Inligting was versamel deur die bestudering van 'n reeks van ongepubliseerde beleidsdokumente, en dit verbind met onderhoude wat gevoer was met departementele- en distriks-amptenare. Opvoeders, leerders, en 'n skoolhoof verbonde aan een gevallestudie skool was ook ondervra. Die navorsing het getoon dat fokusskole ´n vorm van beroepsonderwys is om die strewe van die Wes-Kaapse ekonomie vir intermediêre vaardigheidsvlakke te verhoog. Die planne was gedurende die middel 2000´s in werking gestel. Die navorsing het ook getoon dat die fokusskool-projek sy eie unieke verloop binne die onderwys strukture sedert 2006 gehad het. Die ondersoek het ook getoon dat die strewe om meer leerders uit die historiese benadeelde gemeenskappe sover te kry om verder te gaan studeer of posisies te vervul om die plaaslike ekonomie te bedien, nie so suksesvol is soos die beleid dit vooruitstel nie. Die tesis stel voor dat die beleidsfokus om leerders na hoër onderwys te lei, misleidend is en teenstrydig is met die doelwitte van beroepsonderwys. Die verwarring wat deur die beleid veroorsaak was, was verder belig deur die leerders wat onderhoude mee gevoer was. Die leerders se mening is dat hulle liefs verkies om die meer akademiese-gebaseerde weg te volg. Min van hulle het geglo dat hul weg oop is na hoër onderwys soos wat amptenare van die Wes-Kaapse Onderwysdepartement beweer of dat beroepsmoontlikhede daar is nadat hy beroepsonderwys in fokusskole gevolg het.

Abstract:
This thesis explores the meaning of career as a phenomenon and its implication for career guidance. In 1996, career as a phenomenon was more or less considered to be an obsolete or even extinct phenomenon. Since then, career guidance has received increased attention along with the increased interest in lifelong learning strategies. This thesis is motivated by the paradoxical message of career as an extinct yet living phenomenon. Career is outlined as a bridging issue that involves several contexts and is characterized by a number of dominating discourses in tension with one another. Two educational fields linked by career are of particular interest: the field of education and training in working life and the educational field of career guidance counselling. This thesis explores the meaning of career among a triad of various interested parties in this time of transition in the world of working life, and it explores the sense in which such understanding(s) of career influence policies and practices of career guidance. The thesis is based upon four separate studies. The first study explores, in order to disclose underlying views on career, how the language of European policy documents on career guidance characterize career and career development. Qualitative content analysis is used as the basic method to approach the subject in the texts, with an inductive development of categories. The analysis then conducts a sender-oriented interpretation, based upon a textual model for analyzing documents. The results revealed that underlying perspective on career in the documents derive from economic perspective, learning perspective and political science perspective, and communicate career as subordinated to market forces. The second study pays attention to the receiving side of the ideational message, disclosed in the first study. The second study extends the analysis of the first study with an exploration of ethical declaration documents for the profession. The exploration focuses on significant key principles, the profession's role and mission, and significant changes between the initial and the revised ethical declaration. Similarities and differences were compared, combined with the first study’s results as an interpretive frame for analyzing what consequences and significance the core meaning of career at structural level will have for career guidance practice. The results revealed an implicit shift of emphasis in the career guidance mission, which creates uncertainty regarding on behalf of whom the guidance counsellor is working. The third study explores common-sense knowledge of career, among a group of people influenced by changing conditions in working life. This study explores what social representations people have about career. The study also explores how people's anchored thoughts reflect scientifically shaped thoughts, and how they relate to thoughts currently dominating on structural level. Results disclose how the group explored has stable social representations of career that are anchored in the past, in previous working life conditions, and that contrasts with perspectives dominating in the structural context. The group also has dynamic representations, which provide space for negotiation of the meaning of career. The fourth study explores guidance counsellors' social representations of their mission and of careertherein. Results generated four social representations expressed in argumentative pairs of opposites. The first pair is concerned with their professional mission and reveal their professional identity. The second is concerned with career. Their view on their mission and their professional identity is in sharp contrast with how they experience others' interpretation of their mission, as being a matching practice on behalf of the business sector. Guidance counsellors reject the general view of career among others' and they regard career in the context of guidance as something other than the common view. At the same time guidance counsellors reveal difficulties in really clarifying the meaning they ascribe to career. The empirical findings of each of the four studies are finally interpreted as a whole in the final section of this thesis. With support from social representations theory, the empirical findings illuminate the sources as bearers of social representations of career, which both meet and clash.

This study presents insights on career management in the creative and cultural industries in Scotland with detailed exploration into practices and strategies employed by cultural workers. Following a phenomenological approach, the study has used subjective data of individual career experiences and interpreted them into objective patterns of career management. Using qualitative research interviews and thematic analysis, the doctoral study explored the career management experiences of thirty six cultural workers and identified particular strategies adopted in the self-management of precarious and unpredictable careers. Employment in the creative and cultural industries is with precarious which constitutes a specific environment for career management and career progression. Not enough is known about the ways in which cultural workers manage their careers in these circumstances. The aim of this study was to understand the realities of contemporary career management in the creative and cultural industries and to identify particular practices and strategies in which creative careers might be managed. Beyond the scholars in this field, this research is of interest to cultural workers, policy makers in the creative and cultural industries more broadly and higher education institutions preparing graduates for work in the creative and cultural industries. The empirical evidence gathered can better inform cultural workers of effective career management strategies and propose policy interventions that would facilitate effective career management and career management education. Key findings focus on the use of online / social media within creative careers and how such activity takes place; the development of a new harmony between art and economic logics and the application of development based career strategies in creative careers, with cultural workers being more managerial than they even recognise themselves. The findings from this study offers confirmation to what is already known about careers in the creative and cultural industries, greater depth and detail to what is already known and extend understanding about the relationship disconnect between individual career Career Management in the Creative and Cultural Industries Abstract management strategies and the policies designed to support cultural workers – policies which focus on growth and development of the industry but not those individuals who make up the industry. Exploration of the phenomenon of career management in the creative and cultural industries requires further research, which could include: alternative methodologies to elicit perceptions based on the findings from this study, deeper exploration into both the difference in career management within the creative and cultural industries and the emerging relationship between art and economic logic.

The purpose of this paper is to examine the subliminal role of interest in preferences for 50 courses available at a community college. This is an idiographic study of educational decisions. It employed a sample of situations and a representative design. Four adults participated in an educational-vocational assessment and in the process of providing vocational guidance their course selection was examined using a logistic regression. The intra-rater consistency of choices ranged from 88%-100% for repeated course profiles. Choices varied from 2-11 courses. Results supported a minor role for vocational interest in these course choices. The overall R-squared values were around .281-.764. It was concluded that (a) adult choices did not rely exclusively upon interests; (b) adults used complex decision-making policies; and (c) the policies adopted were idiosyncratic.

Abstract Up to the Republic’s end, the experiences of working-class children and youths continued to be distinct from their bourgeois peers. Even by the late 1930s, the majority of working-class youths entered into the workforce or a vocational training program upon completing primary school. During the interwar period, the Republic, aided by private welfare organizations, expanded its services for young workers and young delinquents. Vocational guidance officers and social workers relied on medical knowledge to provide more individualized care to young members of the working classes. However, as with their pre-war predecessors, these state and parastate actors provided such assistance to ensure that young members of the laboring classes joined the work force. During the interwar period, republican policy with regard to young people’s labor, vocational training, and welfare continued to preserve class-based divisions within childhood.

The article is devoted to the analysis of the main factors influencing the preservation and development of Ukraine's labor potential, the study of key areas of public policy in this area and the definition of recommendations for its improvement. The condition and current problems of implementation of labor legislation are studied, the ways of reducing unregulated employment are determined; areas for reforming labor legislation in the field of wages, ensuring proper and safe working conditions are identified; the need to increase the role of social dialogue in the regulation of social and labor relations is stressed; the need to improve the system of vocational guidance and vocational training is identified. The article analyzes the relationship between educational policy and the condition of education at all levels and its impact on the preservation and development of labor potential. Emphasis is placed on the need to revise the system of vocational training by state order, which will help reduce the imbalance of supply and demand in the labor market for certain specialties. Attention is paid to the issues of self-education of employees and lifelong learning. The authors analyze in the article the demographic situation in Ukraine and the role of demographic policy in preserving and developing the labor potential of Ukraine. One of the factors that also affect the preservation and development of Ukraine's labor potential is the high level of external labor migration. Special attention is paid to issues related to the educational migration of Ukrainian citizens. The conclusions emphasize the need to develop a comprehensive “Strategy for the preservation and development of labor potential of Ukraine”, which will include: 1. The normative component determines the legal provision for the preservation and development of labor potential. It is based on labor and social legislation that establishes the level of protection of persons who exercise or may exercise their right to work in the future. At the same time, the normative component is the whole set of normative-legal acts that will regulate practical steps to the preservation and development of labor potential, including the definition of state policy in this direction. 2. The economic component includes the analysis of economic policy of the state as a whole; determining the economic opportunities of society and the individual in Ukraine, their relationship with similar opportunities that exist in the realization of the labor potential of the individual abroad; establishment of favorable and unfavorable conditions that affect the development of labor potential of the state and society. 3. The educational component provides an analysis of the market of educational services, its compliance with the requirements and challenges of the labor market; determination of qualification requirements and skills of graduates, most necessary from the position of the employer; establishing ways to balance supply and demand in the labor market through educational policy, in particular, shifting the emphasis from the theoretical to the practical component of training within vocational and higher education; development of an adult education program (lifelong learning). An important area of educational policy is measures aimed at reducing the level of educational migration. 4. The migration component is an analysis of the migration policy of Ukraine and identification of ways to reduce the level of labor migration of workers and the outflow of qualified personnel. 5. The demographic component includes identifying ways to improve the demographic situation of Ukraine and its individual regions as a factor that directly affects the labor potential of the state in the future. It also includes health policy, in particular, the study of factors influencing the health of the population, ways to improve the quality and accessibility of medical services, the introduction of compulsory state health insurance.

At the core of challenges besetting most South African Technicaland Vocational Education and Training (TVET) colleges are poor leadership andmanagement which lead to inadequate guidance and support for open learning,in general, and, more specifically, technologically innovative practices such ase-learning. E-learning contributed to improving learning flexibility for financiallyprecarious students at Gert Sibande TVET College (GSC), who were unable tocommute daily. Flexible modes of learning provision tie in with the South AfricanDepartment of Higher Education and Training’s (DHET) open learning principles. Asmall-scale qualitative study was undertaken to investigate leadership approachesand practices in its promotion of open learning via the prioritisation of e-learning atGSC, identified by DHET as a forerunner of e-learning. In-depth interviews with seniormanagement and college lecturers were conducted online. Due to the social justiceintent foregrounded in DHET’s draft Open Learning Policy Framework, Nancy Fraser’ssocial justice framework was used to determine the extent to which the leadershipprocesses and practices enabled socially just environments for increased e-learninginitiatives. The study found that visionary and socially just leadership practicescontributed to increasing e-learning implementation at the college, although certaineconomic, cultural and political injustices in terms of effectively enabling e-learningstill prevailed. This study holds the potential to further influence the social justiceimperatives of leadership of e-learning at the institution, as well as contribute toleadership for open learning initiatives in South Africa and abroad.

With the rapid development of vocational education, how to improve the competence of double-qualified teachers in vocational colleges and improve the quality of vocational education is particularly important. In this study, 292 teachers from vocational colleges in Guangxi region are selected as research objects, and quantitative and qualitative research is carried out in seven aspects, such as teaching age, gender, education level, title, vocational qualification grade, double-qualified teacher qualification grade, and teaching profession, etc., to construct four dimensions of teacher's knowledge accomplishment, teaching ability, vocational skills, and personal traits, to analyze the current status of double-qualified teacher's competence in vocational colleges, to find out the limiting the current situation of double-qualified teacher competence in vocational colleges is analyzed to find out the reasons restricting the improvement of teachers' competence, and four countermeasures are put forward, namely, constructing a cooperative learning mode, integrating the training mode, broadening the channels of practicing competence exercise, and perfecting the teaching incentive mechanism. It provides new perspectives and methods for the study of double-qualified teachers in vocational colleges, and is conducive to providing theoretical references and policy guidance for teachers, colleges, and education authorities in the construction of the teaching force.

The aim of the study (poster) is primarily to present assumptions, current results and possible directions for further research and practices related to project implementation titled “Career guidance open to ecological awareness development of a society” [in Polish: Poradnictwo zawodowe otwarte na kształtowanie świadomości ekologicznej społeczeństwa] (FSS/2014/HEI/W/0032), financed with the Norwegian funds and domestic funds under the Polish Higher Education Development Programme [Program Rozwój Polskich Uczelni], Scholarship and Training Fund [Fundusz Stypendialny i Szkoleniowy], realized (1/1/2015 – 5/31/2016) at the Department of Pedagogical Sciences of the Cardinal Stefan Wyszyński University (UKSW). The analysis both literature and the currently undertaken research activities, among others, leads to the conclusions that there are at least three important tasks which modern higher education has to face. 1. The promotion of solutions, including educational ones, which aim at limiting the possible risks to human life (deterioration of its quality) resulting from the type of profession and work organization; 2. Active participation of vocational guidance consultants (present and future) in building sustainable and environmentally friendly societies. 3. The necessity of cooperation among local entities (including universities) involved in lifelong vocational guidance. In this context and with reference to the concept of ​​“green” universities and the engaged university concept, the following question also becomes important: What is the role of higher education institutions in shaping pro-environmental attitudes and their capabilities in this respect?

Over the last two years, the E.U. Member States have adopted a series of policy documents that draw up priorities in the fields of schools, vocational education and training, higher education, adult education, employment, youth and social inclusion. These priorities highlighted by the policy documents set up a general framework for action at European and national levels, mainly referring to: reducing early school-leaving; increasing learning mobility; making VET system more attractive; modernizing higher education; promoting adult learning and validation of non-formal and informal learning; combating youth unemployment; implementing flexicurity policies; fighting poverty and social exclusion. In this context, the Europe 2020 Strategy is designed to create 'smart, sustainable and inclusive growth' over the decade 2010-2020. The three main objectives for 2020 all require effective and efficient lifelong guidance policies. Based on the need to provide lifelong career counselling and guidance services, the present paper is aimed to analyze the use of appropriate ICT tools in delivering specific interventions in career counseling process, closely related to the career management skills' development and practice. From this perspective, the paper's approach tries to emphasize the benefits and limitations in using ICT in career counselling process, the role of the practitioner and the role of ICT, taking into consideration the key concepts like distance career counseling, social media, virtual career centers, and integrated ICT-based career resources and services. On the other hand, the paper is addresses to all education experts, teachers and counselling specialists and practitioners in order to stimulate their personal reflection on the cross-cutting nature of career counseling and career management concepts and to encourage initiative and further analysis. From this perspective, we try to investigate the general context, models and principles for developing the career management skills, bringing examples and comments of relevant practice based on a transversal and comparative curricular approach of Romanian education system's levels, with a specific reference to the curriculum area "Guidance and Counselling". Not the last, the role of experts and practitioners in career counselling domain is to mobilize all available resources with a view to enhancing lifelong career guidance policies and services at national and local levels. In line with all mentioned above, using ICT tools in implementing career counselling process and the career management skills focuses on learning about the economic environment, personal and professional development, being able to evaluate oneself, being able to describe the competences one has acquired in formal, informal and non-formal education settings, understanding education, training and qualifications systems.
