Full textAware of the speed in which the changes in the structure of the distinct social economic contexts of the last decades have happened, we noticed that most of the tenets in which our society is based upon are crumbling. Particularly, Rousseauss social contract, that is the base for the understanding of the modern society and stands as the philosophical reference to the elaboration of policies concerning the welfare of the people, which has its tenets ignored while a different logic, based upon oppression and exclusion takes place instead of common welfare promotion. The Social Psychology and the Vocational Guidance specifically, are also victims of this transformation since their knowledge is target of an attempt of instrumentalization of their tools in the service of the market and the capital logic, opposing their historic tradition of concern with the common welfare. Facing this reality, we consider which viable option we have and what could we do to put it in motion, changing the way which policy has taken us presently

This Dissertation is a result of the development of an action research project for adaptation of a methodology of Vocational Guidance (VG) that could support public policies for social inclusion of low-income youth. The VG methodology, chosen and adapted for this action research, relies on the social and historical approach, which considers the contextual factors of social exclusion of groups and low-income youth. The VG of socio-historical approach belongs to the field of Social Management as a mechanism for social inclusion. Its adaptation takes into consideration socio-historical and economic aspects, aiming to find more appropriate ways to work with low-income youth and empower them to build career projects that increase their chances of social inclusion. The action research project involved two steps. The first consisted of VG methodological adaptation developed together in conjunction with professional experts, and the second consisted of the VG application with a group of young people linked to Pronatec, the National Program for Access to Technical Education and Employment. The results in both steps indicate the required steps needed to adapt the VG procedures and the methodological challenges for its application. Furthermore, it also offers ways to use the VG as a guideline for public policy development that could increase the chance of social and professional integration of low-income youth, which by determinant conditions of context, tend to be socially excluded.
Larey, Desiree Pearl. "Focus schools and vocational education in the Western Cape." Thesis, Stellenbosch : Stellenbosch University, 2012. http://hdl.handle.net/10019.1/20023.
Full textENGLISH ABSTRACT: The main goal of this thesis was to better understand the role and function of the focus schools project in the Western Cape, to explore the reasons for their emergence in 2006, and to locate the policy initiative within historical and policy developments around vocationalism in the province. The study focused in particular on how one focus school experienced the roll-out of this policy decision, what the impressions of the learners and educators at a case study school were, and also how officials attached to the Western Cape Education Department described the emergence and implementation of the policy. Further goals of the study were to contextualize the policy process that led to this form of provision, and to conceptualise how this fitted in with educational development issues in the province. A brief backdrop of historical developments and its role in the education of communities in the Western Cape, particularly the coloured community, was provided to contextualize the policy initiative. The main contribution of the thesis is its description and analysis of policy documents and the viewpoints of a range of people connected to a new provincial initiative, focus schools, with regard to what a focus school is meant to achieve and how it is experienced. Data was collected by studying a range of unpublished policy documents, and to link these to interviews conducted with departmental and district officials, educators, learners, and one principal in relation to one case study school. The study showed that focus schools were regarded mainly as a form of vocational education provision to accommodate the desire of the Western Cape economy for intermediate skills in the mid-2000s. It illustrated how the focus school band has run its own unique course within educational structures since 2006, and highlighted how they have fulfilled their goal of getting more learners from historically disadvantaged communities into further study or into positions that better serve the needs of the local economy. The thesis suggested that the policy focus of getting learners into higher education seemed misguided and contrary to the goals of vocational education provision. This policy confusion was further highlighted by learners interviewed in the study who noted that they would have preferred to follow a more academically-based path. Few believed they could either get to university (as claimed by policy officials) or into a viable employment poisition by following a vocational route at school.

Full textGuidance is essential in a child's development because most traits of human life, with the exclusion of genetic characteristics, are learned (City Press, 1998:7). The learning process raises the question of where and from whom these characteristics are acquired. This, according to Ferron (1990:45), implies that maximum performance of man is a result of good and sound guidance. This may be an oversimplification, but even if it is only partly true, guidance cannot be neglected without detrimental effects for the children involved. Furthermore, the question of school guidance becomes increasingly important as shifts in family structures and values - such as are common today - affect the quality of interaction between parents and children. According to Godbold (1994:6) an increasing number of children face deteriorating family bonds, lack of shelter, out-ofwedlock births, abortion, and drug and alcohol related crimes. Ferron (1991:72) adds bullying, truancy, delinquency, lack of motivation, peer pressure and parental relationship problems to this list. Many children experience grave educational neglect - virtually none of their needs are cared for. There even are rural children who are left alone by parents who have gone to the cities to work, and who have no one to take care of them. They often have no one to turn to for sustenance and advice. As a result guidance teachers must be more than ever involved in helping children with various personal problems (Moraba, 1996:3), which were traditionally handled by parents. When schools fail to address the immediate family and social needs of learners, learning becomes difficult and relatively unimportant (Godbold, 1994:7). According to Chuenyane (1990:10), through the school guidance activities, learners should be assisted to know who they are, to accept themselves, to master selfimprovement and self-direction, and to develop good life skills. With regard to socialisation, they should learn to relate to others by interacting with them and becoming sensitive to their feelings and being appreciative of their views and beliefs. Our youth is seen as our most precious resource and the future leaders; therefore, they must be mature and increase their peaceful co-existence (Chuenyane, 1990:10). Guidance in the secondary school is chiefly concerned with meeting the physical, social, emotional and educational needs of learners (Rooth, 1995:54). Vocational guidance is included in the needs list and is an important facet. The purpose of school guidance is to help each child make a satisfactory adjustment to life, both in school and out. Although Kallaway (1988:1) does not focus explicitly on school guidance, his remark that " ... the crucial relation between schooling and society is often and systematically denied" is of extreme importance. As this subject is ideally suited to emphasise this relation, it is a service that should be provided to all learners, and not only those who have behaviour problems, learning difficulties and emotional disturbances. Normal, well-adjusted learners also need to be guided in their thinking, their attitudes and their personality development. They must be prepared for all challenges in the future job market and life in general. The gifted, talented ones are often also in need of special help in gaining social approval and in finding suitable outlets for their interests (Sowetan, 1996:12). If the school is seen as an agent for change, it must implement career counselling (vocational guidance) to help the child in self-understanding, self-acceptance, interests, aspirations, experiences, as well as in physical, intellectual, psychological and spiritual development (Chuenyane, 1990:46). These are considered important because it helps learners to appreciate and utilize their aptitudes, interests and values (Sedibe, 1991:4). This will help them to gain insight into their limitations with regard to their coping strategies, which concern problems they are confronted with on a daily basis. Furthermore it must be kept in mind that certain elements in the school situation that influence learners can be identified; these include the impact teachers' and peer groups' behaviour has on children. One aspect that comes to mind, for example, is that of substance abuse, especially alcohol. Chuenyane (1991:46) reports that almost 70% - 80% of all learners in his research were drinking and abusing drugs. As drugs and alcohol have a negative effect on the education and health of the learner, and it is indicated by Raikane (1996:28) that drugs and alcohol have a strong relationship to crime, frustration and aggression, such learners need proper guidance and counselling. Adolescents, especially, need guidance and counselling as they are in a difficult developmental phase, and often have negative attitudes towards school (Wiseman, 1991:71).

Education today stands before the comprehensive task to empower our youth through appropriate guidance and training to enter the job market as entrepreneurs. Teachers are increasingly put to the task to act as facilitators in their guidance of the youth to adapt more effectively to changing circumstances, new technology and information. Within this context, education directed to entrepreneurship forms one of the most timely issues that education should address. Although the provision of education directed to entrepreneurship has been described as a cross curricular concern within the new Norms and standards for teacher education it does not provide in the need for a comprehensive strategy to develop entrepreneurship in education. In an answer to this deficiency, this study is directed to develop a proposed implementation strategy to enhance entrepreneurship in education. In the course of this investigation it was needed to thouroughly account with concerns such as: • the role and significance of entrepreneurship within the South African school context; • factors which underlie entrepreneurial success or failure; • the development of a positive entrepreneurial attitude and entrepreneurial skills and • local and foreign initiatives to enhance entrepreneurship within the school context. In the empirical investigation the v1ew is held that teachers opm10ns is of crucial importance to give direction towards a strategy to enhance entrepreneurship. Teachers views are examened within each of the following fields of investigation: • Teachers empoweredness to provide education directed to entrepreneurship to students. • Teachers own implementation of education directed to entrepreneurship • Students need for education directed to entrepreneurship. • Teachers sufficiency to implement education directed to entrepreneurship. • The appropriateness of education directed to entrepreneurship as a teacher concern. The results of the research is applied to propose an implementation strategy to enhance education directed to entrepreneurship within the framework of the South African school context and policy of education. The conclusion was reached that educators can greatly contribute to prepare our youth so that they can take up their positions in the community as responsible and able citizens.
