Abstract:
The author of the article has presented the results of the analysis of national approaches to the implementation of vocational guidance work among young people for the selection of police specialties. On this basis the author has singled out problematic issues in each of the vocational guidance areas (professional information, professional counseling, professional selection and professional adaptation). A number of general problems of vocational guidance among young people has been considered. The author has emphasized the general and special shortcomings in the organization and conduction of vocational guidance in regard to professional choice in general and professions related to the service in the units of the National Police of Ukraine, in particular. The general shortcomings include both the peculiarities of the organization of vocational guidance (lack of a unified system of vocational guidance work, insufficient level of interaction between the participants in the process of vocational guidance, lack of an individual, differentiated and phased approach to each individual while implementing professional choice, etc.) and its content component (low level of awareness of children, parents and teachers regarding the existing social professional inquiry; improper attention to the motivational component of the profession selection, etc.). The special shortcomings include the following: lack of awareness among young people about the peculiarities of different specialties (an investigator, an employee of operational units, a district police officer, etc.); lack of opportunity to try themselves in different types of law enforcement activities within the framework of interaction, for example, between district police station, educational institution, school and parents; insufficient use of media opportunities to adequately cover various aspects of police activities. The author has emphasized the necessity of creating an effective strategy of vocational guidance and qualitative selection procedure, referral and enrollment of young people to higher educational institutions with specific learning conditions.

Abstract:
The main approaches to constructing a conceptual model of professional orientation of the population regarding the choice of an investigator’s profession have been provided. It has been noted that the productivity of the offered model is provided by modern principles and approaches of career guidance. Among the main approaches the author has defined: socio-economic, psycho-physiological, psycho-pedagogical and differentiated approaches. The main structural elements of the given model have been studied: the purpose, basic principles, main tasks, conditions (regulatory, organizational and methodical, psychological and pedagogical) and factors (objective and subjective), objects and subjects of vocational guidance; methods, forms and means of its implementation at each stage of the phase of professional personal identity. It has been emphasized that a special role in exercising the career guidance regarding the selection of police professions should be directly attributed to employees of various police departments, educational institutions with specific learning conditions and the cadets who study there. It has been noted that depending on the stage, when the professional orientation activity is carried out (primary, secondary, tertiary), a complex of appropriate methods and forms is used that gradually leads to the young person’s realization of conscious, independent, motivated professional choice on the basis of individual abilities, needs and interests. It has been emphasized that the balance of all elements and processes of the indicated conceptual model is the basis for achieving optimal results at each stage of professional personal identity.

Abstract:
The review of research on historical prerequisites for the establishment of the Institute of professional orientation in the Ministry of internal Affairs of Russia is presented. The historical experience of formation and development of the system of professional education of the Ministry of internal Affairs since its establishment is studied. The analysis of documents containing proposals for improving the professional selection and training of police personnel was carried out. Special attention is paid to the formation of the Institute of professional training in the Soviet era, when its evolution demonstrated a rapid character. The author comes to the conclusion that the development of the Institute of professional orientation in the Soviet period was hindered by a number of factors: ideological (vocational guidance was regarded as a bourgeois trend), financial (insufficient funding for professional training of police officers), pedagogical (insufficient qualifications of management and teaching staff), etc. Nevertheless, for a short period of Soviet power, it was possible to form a system of professional training of police officers, which made it possible in the mid-30s to increase the educational level of specialists accepted for service in the Ministry of internal Affairs. Military actions during the great Patriotic war had weakened the evolution of training, however, in the postwar years the state authorities have again turned to this issue, that has helped open up higher educational institutions of the USSR.

Abstract:
The purpose – of this article is to assess the vocational guidance situation and development opportunities in Lithuania. Research methodology – Systematic analysis of the peculiarities of vocational guidance; identification of the main problems and possibilities for vocational guidance through the development of a qualifications system based on the results of statistical analysis, expert assessment, data grouping and interpretation. Findings – Vocational guidance as an important subsystem of the educational system is being underemphasised and underfinanced, career counselling is pursued in a fragmentary manner, mainly through project-based initiatives which are not be based on systematic information. A way to improve vocational guidance is to organise it as an integrated information platform linked to the qualifications system. Research limitations – The main limitation is the lack of official statistics in vocational guidance. The systematic collection and publication of statistics would make it possible to quantify and analyse the factors of the current vocational guidance situation and their impact on the development of human resources. Practical implications – The obtained results are useful for social and economic and educational policy-making. Originality/Value – The article contributes to the scientific literature by presenting a model of vocational guidance development related to the development of the qualifications system, which would allow providing the necessary access to information.

Given vocational rehabilitation’s (VR) substantial role in workforce development, it follows that agencies would encourage and support consumers using the most current job-seeking methods, including social media. Recent data, however, show that online strategies are limited in VR practice and that many agencies lack comprehensive policies to guide social media use. We conducted a qualitative analysis to examine current VR social media policies and procedures and offer recommendations for policy development. Through an examination of open coding of 22 policies and one guideline, we identified seven themes and 25 subthemes, which mapped onto recommended social media policy elements from research. Only two VR policies, however, covered themes in a comprehensive way, and only one policy acknowledged social media as a tool for consumer job search. This outcome is an oversight given the emphasis social media plays in employment networking, proof of performance, and skills demonstration when seeking employment.

Abstract:
Originality: The integrated vocational guidance program is the result of the development of a program directed at providing services for Vocational High School (SMK) students to assist in preparing themselves to enter the world of work effectively. Aims: This study aims to determine the effectiveness of integrated vocational guidance programs in increasing students' readiness to enter the world of work. This type of research is quasi-experimental research, with a pretest and posttest group design approach. The subjects of the study were Class XI and XII students at SMKN 2 Yogyakarta. Method: Data collection using questionnaire techniques in the form of test sheets (pre-test and post-test) and observation sheets. Data analysis uses a qualitative descriptive approach, and difference tests use paired t-tests. Results: The results of the study concluded that there was an increase in students' readiness to enter the world of work, from before and after the implementation of the integrated vocational guidance program in SMK. By obtaining a significant difference between before and after, it means that the integrated vocational guidance program applied in SMK is effective in the good category and very good in increasing students' readiness to enter the world of work, both in terms of attitudes, knowledge and skills aspects.

Abstract:
The purpose of this study is to explore ways to improve vocational high school admissions support. Accordingly, in order to analyze the experiences of vocational high school students in the high school preparation process, a survey was conducted targeting vocational high school freshmen and their parents. The main results of the study are as follows. First, many students considered their career path and aptitude at the stage of deciding to go on to vocational high school, and some were concerned about society's negative views. Second, awareness of the support policy for university admissions to vocational high schools was high, but awareness of other support policies was found to be low. Third, the motivation for entering vocational high school was often consistent with the purpose of establishing vocational high schools, there were some students who decided to enroll because of their grades or college admission. Fourth, in the case of vocational high school admission and career guidance, middle school and vocational high school teachers were found to be of great help, but satisfaction with middle schools career guidance was relatively low. Fifth, in terms of vocational high school admission information, the need for continuous provision of information and the difficulty in collecting specific information for major or admission preparation were confirmed. Based on the research results, improvement methods were presented to communicate a consistent message to create a positive image of vocational high schools, strengthen advancement and career guidance training for middle school and vocational high school teachers, provide specific major information for admission support.

Rapid changes in highly competitive economic environments have created the need for sound financial management in organisations. In order to source sufficient numbers of skilled financial managers, specialised career guidance should be high on the agenda of educational and labour policy makers. While the chartered management accountant (CMA) enjoys international status, not many studies have been conducted to measure South African students’ and accounting teachers’ awareness of the CMA designation. This article reports on the results of first-year accounting students’ perceptions of a career in management accounting as well as on the career guidance they received on how to become a CMA. It also reports on accounting teachers’ awareness of the management accounting designation. This study found that first-year accounting students and accounting teachers do not possess sufficient knowledge of the career opportunities in the management accounting field and of the route to follow on how to become a CMA. Recommendations are made for tertiary institutions and professional bodies to alleviate this information gap by distributing brochures and posters to accounting and career guidance teachers and by providing information sessions to them as well as to first-year accounting students on career opportunities in the management accounting field.

Abstract:
Relevance. The professional orientation of Kazakh youth (students and schoolchildren) and the influence of state educational and personnel policy on the formation of future qualified workers is a pertinent issue. This relevance is underscored by modern political and social processes aimed at the democratization of Kazakh society, the formation of a new education system based on global teaching quality standards, and the utilization of information technology advancements. These factors significantly impact the population's career choices and overall employment. Purpose. The research aims to conduct a deep and comprehensive analysis of vocational guidance issues among students. It examines this element as a means to mitigate the shortage of qualified personnel in Kazakhstan, considering the current educational and social policies. The study also explores the use of software technologies and new teaching methods to enhance vocational guidance for students and schoolchildren. Methodology. The results were obtained from surveys of university students and experts, and a content analysis of state documents, regulations, publications, and statistical data. Results. The research identified unresolved problems in the vocational guidance system for children and youth, affecting career choices and personnel policy effectiveness. Addressing these issues requires educational reforms, enhanced educator competencies, and additional resources for pedagogical, educational, and scientific activities. The article presents recommendations to elevate Kazakhstan's education system, aiming to improve employment, form new qualified personnel, and develop scientific and teaching activities in remote regions. Conclusions. The study concludes that there is a critical need for targeted reforms and investments in vocational guidance and education. Improving the education system will help address the shortage of qualified workers, support the development of new teaching methodologies, and promote scientific activities, thereby contributing to the overall socio-economic growth of Kazakhstan. The latest years are marked by the considerably aggravated demographic situation in Ukraine, which enhanced the competition among higher education establishments (HEEs) on the education services market and intensified the vocational guidance work in HEEs among student youth. The vocational guidance work, gaining special significance as early as in times of Ukraine’s transition to the market economy, still remains an important element of the government policy. It helps identify and purposefully develop talents and inclinations of a person, his/her professional and cognitive interests regarding the choice of future specialty, effectively increase his/her social and professional mobility and form his/her needs and willingness to labor activities. The authors justify the need for essential change in the higher education system of Ukraine. The social background for the professional choice, the dynamics of value orientations and values of student youth, specifics of the vocational guidance work in HEEs are studied by case of the National Academy of Statistics, Accounting and Audit (NASAA). Details of the system for vocational guidance work in NASAA are given, with formulating its core objectives and outlining the phases and areas of implementation. Results of a survey lead the authors to the conclusion about a gap between the needs of the labor market in highly skilled specialists, on the one hand, and the professional orientations and choices of student youth, on the other, resulting in a higher probability of casual entrances of applicants to HEEs. This gives birth to moral and psychological collisions of the personal nature, with the subsequent dissatisfaction with the chosen profession, staff turnover and migration of young specialists across economic sectors. It is revealed that full-fledged and comprehensive information and education efforts and qualified vocational guidance services on professional choice rendered to student youth can be most effective given the concerted actions of HEEs, schools and other social institutes. The authors’ studies allow them to identify problematic points in the vocational guidance work and outline the main areas of further improvements in the vocational guidance.

Abstract:
To boost the existence of career-learning environments in Dutch vocational education, the innovation project ‘Career Orientation and Guidance (COG) in Secondary Vocational Education’ started in 2012. In this article, we describe the effects of this project on the level of policy formulation and implementation by means of three case studies. Data were collected at three schools through interviews, observations of meetings and teacher training, and analysis of policy documents. We conclude that a dialogue between managers and teachers, as well as among teachers is essential for changes in the learning environment of the students, since formulating a school-wide strategic policy requires communication between the different levels of the organisation, and clear tactical policy or operational plans require teacher teams and their team leaders to engage in substantive dialogues about the Career Orientation and Guidance innovation process. Instructional as well as transformational leadership stimulates a dialogical work environment for teachers and their managers, which is necessary for a dialogical career-learning environment for students.

<p>Organizations have developed programs for the vocational training of adults with Autism Spectrum Disorder (ASD). Some programs reflect trends in the labor market. The interest of policy planning is focused on social perceptions and successful social and vocational inclusion.</p><p>Aim is the review of programs for vocational training and education-to-employment transition for adults with ASD and the provision of a critical evaluation of their results.</p><p>The study entailed a review of the relevant literature, starting from the 1980s, since before that time there had been no systematic state provision of vocational training. The inclusion criteria for the study were: (a) the sample included adults diagnosed with ASD, (b) the programs included interventions for vocational training and inclusion, models for teaching vocational and social skills in the context of supported employment.</p><p>Study revealed interesting findings related to vocational training and the inclusion prospects for adolescents and adults with ASD, which could further influence social protection planning and support measures for them. It showed that educational policy in the last ten years has included the vocational training and inclusion of individuals with ASD and, therefore, more flexible programs and alternative forms of independent living are being developed for them.</p><p>Social mentality plays significant role for the social and vocational inclusion of adults with ASD. Some steps might be opportunities for participation in vocational programs, their enrichment, vocational counseling and guidance, opportunities for continuous development of working skills along with INSET and counseling, financial support to employees and a consistent policy towards vocational inclusion.</p>

Abstract:
Introduction. The article examines the theoretical principles and foreign practical approaches of vocational guidance work of institutions of higher education of an agrarian profile. The possibility of applying theoretical approaches and special tools of career guidance work in domestic agricultural universities was evaluated. A system of formation of the contingent of entrants by institutions of higher agricultural education is proposed. Goal. The purpose of the article is to generalize the theoretical principles and practical approaches to the formation of a high-quality composition of the contingent of applicants by agricultural universities and to substantiate the components of career guidance policy in terms of increasing their competitiveness. Method (methodology). The following scientific methods of cognition are used in the article: the method of system analysis, the abstract-logical method when summarizing foreign experience regarding vocational guidance support for secondary school students and when justifying the possibility of its use in domestic practice; the method of retrospective analysis, highlighting the tools of career guidance activities of agricultural universities, induction and deduction when justifying the policy of forming the contingent of applicants by agricultural higher education institutions; abstract-logical and monographic methods for theoretical generalization and formulation of conclusions. The results. The foreign experience regarding purposeful career guidance support for students in choosing an agricultural profile is summarized and the expediency of its use in domestic practice is substantiated. The system of formation of the contingent of applicants by institutions of higher agrarian education is summarized, the algorithm of policy formation of agricultural universities with regard to potential applicants is proposed, and the components of the career guidance policy in terms of increasing their competitiveness are substantiated. The target groups of career guidance influence of institutions of higher agricultural education are characterized. It was determined that the successful implementation of the developed concept of attracting applicants can be ensured on the basis of the use of marketing tools and rational positioning of agricultural universities of their services. The introduction of special career guidance tools for the organization of the educational process at the village school level is proposed and substantiated.

Abstract:
The aim of this article is to present changes in the employment policy in Poland after the Second World War(in a synthetic manner), with particular emphasis on employment agency and vocational counseling provided by employment offices. Due to the wide range of research issues, the considerations focus on legal and organizational issues as well as the objectives and development directions of employment services.The article uses two historical methods of research: philosophical and statistical. What is more, following source texts were analyzed: legal acts, printed sources, archival sources.After World War II, public employment services evolved compared to the period of the Second Polish Republic. Their main goal was no longer to mitigate the effects of unemployment, but to eliminate it and achieve full employment for the needs of the expanding economic compound. In addition to traditional job placement, a number of instruments for recruiting and activating the workforce has been introduced, including vocational guidance. Poland's entering the path of socialist industrialization led to a further transformation of the activities of employment offices as well asto the elimination of vocational guidance.

Vocational rehabilitation seeks to restore individuals with disabilities to their optimal, physical, mental, social, vocational, and economic ability. These individuals with disabilities include persons with visual impairment. Visual impairment has a devastating effect with deep emotional and economic complications. The loss of vision after an illness or trauma causes major changes in lifestyle and habits which may results to problems in psychological adjustment. This study investigated “Vocational rehabilitation as a correlate to personality development of persons with visual impairment in the Anglophone Regions of Cameroon”. To achieve the objective of the study, the specific objectives used were; to evaluate the relationship between vocational guidance and counselling and the personality development of persons with visual impairment, to assess the relationship between Orientation and mobility and the personality development of persons with visual impairment. The study adopted a correlational survey design with the sample of 30 persons who had gone through vocational rehabilitation. The instrument used for data collection was a questionnaire. The data were analyzed using frequency counts, percentages and the Pearson moment correlation test to establish the relationship between vocational rehabilitation and personality development. The findings showed that there exist a moderately strong and positive relationship between vocational guidance and counselling and personality development of persons with visual impairment (P=0.049, <0.05). . Findings equally affirmed that there exist a very significant strong and positive relationship between orientation and mobility and personality development of persons with visual impairment (P=0.001, <0.05). Based on the findings, some recommendations were made that policy makers should formulate rules and policies governing the welfare of persons with visual impairment in choosing careers they like. The government and community should provide well equipped training institutions to enhance the training of persons with visual impairment.

The Le Mans vocational guidance centre (Sarthe) was established in 1922. Shortly after it provided teachers and families with a brochure. Before the second world-war its director implemented the idea of a vocational pre-guidance in primary schools by publishing a guide for teachers. He also appointed committees meant to bring the centre and its partners into close relationship. After the Liberation, its new director followed the same policy by setting up vocational guidance committees. He translated articles into French and did some research work in order to strengthen his action. In 1953, at the international congress of psychotechnology, he dealt with the problem of career advising in relation to secondary education. Then, the general outlines of a career adviser’s action in secondary schools after the Education Act are given. The contacts with teachers are more frequent thanks to staff meetings bringing together teachers and career advisers. In the last part, the author deals with the missions of the information office of the centre and its relationship with the B.U.S. As for advisers, they focus their attention on the first stage of secondary education and are more and more connected with schools. The article sets out the leading ideas which have guided the action of the centre, the difficulties it came up against with the passing years, the evolution of missions, the different stages in the information of pupils and families until new centres were created in the Sarthe.

This research was conducted due to the policy of renewing the national curriculum to the Merdeka Belajar curriculum, which contains Differentiated Learning approach and the Project for Strengthening the Pancasila Student Profile (P5) for elementary to high school levels. The interesting thing to study here is how to implement this policy in the realm of vocational education at SMK (Vocational High School). This research aims to investigate how the differentiated learning approach is implemented on the Project for Strengthening the Pancasila Student Profile in vocational schools. This research uses a qualitative approach with descriptive analysis methods. Data collection uses observation, interviews, and documentation studies. Miles and Huberman's interactive analysis techniques are used in data analysis, including data reduction, display, and conclusion drawing. This research shows that planning involves analyzing school readiness, forming committees, establishing success indicators, providing P5 training for teachers, mapping students using diagnostic assessments, determining P5 themes, and designing learning modules. Implementation includes P5 socialization, differentiated learning processes, product guidance, and productive expo projects. Evaluation has been carried out through reflection sessions at the end of each lesson, performance rubrics, and written tests. In general, a differentiated learning approach as module for the Project for Strengthening the Profile of Pancasila Students in Vocational Schools has been implemented continuously and has had a positive impact on students, as shown by increased enthusiasm and satisfactory assessment results.

Due to China???s three years of ???Zero Covid??? containment policy, the vast majority of vocational and technological education (VTE) high school students could not participate in work-based learning, had to take classes online, and often were isolated from their families. Although the impact of the unprecedented disruptions of the Covid-19 pandemic on students??? wellbeing has been well documented, little is known about the experiences of vocational and technical high school students whose vocational identity development depends heavily on work-based learning experiences. In the following study, we applied a risk and resilience framework to examine Chinese VTE student burnout following the exposure to the ???Zero Covid??? policy for their entire high school career. Specifically, we tested how variations in Chinese vocational and technical high school students??? perceived impact of the Covid-19 pandemic, career adaptability, psychological capital, academic performance, and parental career guidance were related to differences in their sense of burnout. Regression results showed that paternal education level and perceived impact of Covid-19 pandemic positively and significantly predicted burnout, while academic performance and parental career support negatively and significantly predicted burnout. Age, sex, internship participation, career adaptability and parental career interference and parental lack-of-engagement did not predict burnout. Overall, the variables accounted for 53.6% of the variance in student burnout.

An analysis of vocational rehabilitation (VR) data over a period of five years from a Midwestern state was conducted to identify predictors of employment and college attendance outcomes for youth with disabilities receiving transition services. The database included 26,292 transition cases. Transition outcomes were identified for 4,010 youth (15.3%). Results indicated that 11.2% of the cases were closed from application (ineligible), 45.2% were closed before the rehabilitation plan was completed, and 13.1% were closed after plan implementation (non-rehabilitated). Logistic regression analyses for predictors of employment and college enrollment indicated that females had a higher chance of going to college, as well as youth with a sensory disability. The chances of gaining competitive employment increased as the amount of money spent on the case increased. Youth who received vocational guidance and on-the job supports had higher chances of obtaining competitive employment than of going to college. Recommendations for VR practice with transition youth are suggested.

The study examined the relationship between orientation guidance services and course satisfaction among trainees in TVET institutions in Kakamega County, Kenya. Holland’s theory of vocational choice guided the study. A concurrent Triangulation design was adopted. The study targeted 12807 trainees, four registrars, 4 Deputy Principals in charge of academics, and 4 Guidance and Counseling Coordinators from the TVET institutions in Kakamega County. The use of questionnaires and interview schedule collected data. The instruments were piloted among 38 trainees from Kisiwa TTI in neighboring Bungoma County of Kenya. The study established a significant positive correlation between orientation services (r=.473; p=.000) and course satisfaction among TVET trainees. Orientation services accounted for 22.1% of the variation in the level of course satisfaction. Based on the findings, it was recommended that the Administrators of TVET institutions ensure the implementation of TVET academic policy in the institutions to enhance the adequate provision of academic services.

The paper provides insights to the challenging issues of searching for methods to reduce unemployment by drastic increase in employment capacity in the current and newly created high-performance workplaces. It is argued that the development of innovative paradigm of professional training and retraining of unemployed, associated with reintegration of training participants into working career along with promoting the interaction between all the actors of a social discourse and monitoring of the labour market in the context of professional qualifications, should become a critical guidance to reduce social tension in society and maintain an active job seekers support. It is emphasized that vocational training of temporarily unemployed is one of effective actions to overcome the imbalance between supply and demand on the labour market. The research findings have revealed that at present Ukraine is facing a critical need for building new relationships in the labour market and the market of education services domains, the drivers of which should be customized vocational training against specific orders of employers; qualitative monitoring of workplace needs; strict requirements to professional competences of graduates; coordination and compliance of the content and area of training and retraining programmes with the predictive trends for labour market development. The paper also presents the results of the analysis on the vocational training for the unemployed and the condition of the vocational training market in Ukraine. It is proved that the current module-based technology implementation in the process of vocational training allows offering interactive solutions to respond to labour market challenges, enhance government employment policy, facilitate the development of vocational training for the unemployed, and take full advantage of using innovative technologies in the process of their retraining.

The monitoring of the main indicators of the Moscow labor market, the structure of the unemployed by age groups and the structure of the employed by the level of education in Moscow was carried out. It is concluded that there is a major problem in the labor market in the city of Moscow, manifested in a high level of unemployment among young people aged 20 to 39 years with higher and secondary specialized education. In order to increase employment among young people, it is proposed to organize joint events by the management of secondary schools and regional employment services to address issues of vocational guidance of schoolchildren, increase awareness of university students about the availability of specialized vacancies, train graduates in self-presentation skills that promote employment and strengthen employers’ awareness of the possibility of obtaining benefits when graduates are employed.

COVID-19 and the resulting restrictions have had a massive impact on engineering education, particularly vocational and practical aspects of training. In this study, we present a novel mixed reality (MR) tool to simulate and guide learners through a simple fault diagnosis task of a three-phase power supply. The tool was created as a web-based application that could be accessed from budget smartphones in order to cover the majority of users. Comparisons were made between novices using MR guidance and those with more experience in the task who did not have additional guidance, finding that the novices outperformed the experts across all metrics measured. This indicates that MR could be a valuable tool to supplement traditional vocational learning methods, particularly at a time when physical access to equipment and facilities is scarce. MR has applications across the engineering industry, but the target task of a three-phase power supply was chosen as it has particular relevance to the offshore wind industry, which faces a shortage of skilled engineers and technicians in the coming years.

Modernization of the domestic education system contributed to the restructuring of the methodological base of the educational process, the adoption of new legal documents regulating the state policy in the field of education, and the development of innovative educational practices at all levels of the lifelong education system. A special approach was required to the problem of self-realization and self-determination of a person in professional activities, an adequate choice of career, the scope of application of personal capabilities in accordance with certain abilities and inclinations for the chosen profession. According to the majority of domestic and foreign scientists, the choice of life and professional path begins not from the moment of studying at a university, but long before that, and, as the researchers note, not even at the stage of schooling, but even in a preschool educational organization. In this regard, one of the most important tasks of modern preschool education is the development of pedagogical conditions that contribute to the successful formation of preschoolers' ideas about the world of professions and understanding the essence of adult work, which in pedagogical science is usually called early career guidance. An analysis of existing practices shows that the work of preschool educational institutions in this direction comes down only to familiarizing children with the work of adults. At the same time, preschoolers often find themselves cut off from the real world of work, cannot imagine the nature of professional activity and “try” themselves in a particular profession. The authors of the article made an attempt to correct the existing gap in the work of kindergartens. They developed pedagogical conditions for the implementation of early career guidance in preschool educational institutions, organized an empirical study that proved their effectiveness.

The relevence of the paper is due to the need to substantiate the challenges and problems that hinder the processes of modernization of domestic vocational education and may pose a threat to national security and national interests of Ukraine. Purpose: to identify the main external and internal challenges for the system of vocational education in Ukraine, to analyze the identified problems, to determine the degree of their impact on the system of domestic vocational education, to substantiate the ways to overcome them. Methods: analysis of scientific and other sources – to identify external and internal challenges of the vocational education system; expert assessment – to rank the identified challenges, to determine their impact on the system of domestic vocational education and the level of danger to the national interests of Ukraine; systematization and generalization – to substantiate the ways to overcome these problems. Results: based on the analysis of modern legislative and regulatory sources, materials and recommendations of international and national scientific-practical conferences, seminars, webinars, publications in professional printed and electronic publications, a list of external and internal challenges for vocational education in Ukraine is formed; the problems determined by them are substantiated; the degree of their influence on the system of domestic vocational education is determined; proposals are formulated for their solution. Conclusions: A number of challenges have been identified: the external challenges (transformation of world labor markets due to changing energy paradigm, introduction of rational models of consumption and production, intensification of "green policy"; transition of developed countries to a new technological system and digital economy; information war against Ukraine; staff shortage labor markets and the resulting strong labor migration from Ukraine) and the domestic challenges (public and economic demand for a new quality vocational education system; high unemployment, shortage of competitive skilled workers in domestic labor markets). Based on the method of expert evaluation, we have identified the problems that, in the conditions of hybrid war, may pose the greatest threat to the national interests of Ukraine (low quality of professional training of teachers of vocational education institutions; insufficient provision of educational programs for critical thinking of modern youth; teachers and students of vocational education institutions), its economic security (inconsistency of quality of training of future skilled workers to the requirements of modern employers, insufficient formation of entrepreneurial, career, self-educational competencies of graduates; low career guidance; education), as well as environmental and energy independence (low level of energy saving and environmental competence of graduates of vocational education institutions, low motivation of partners to participate in the modernization of vocational education).

Transitions to upper secondary education are crucial to explain different degrees of social selectivity in diverse education systems. In Catalonia these transitions are especially relevant as the education system is formally comprehensive until the end of compulsory secondary schooling, and only at this point the system is divided in two different tracks: the academic and the vocational. The aim of the paper is to analyse the structural, institutional and discursive articulation of this transition point from the perspective of the sociology of the education policy. Specifically, the paper explores three dimensions of analysis: the structure of the education system, the planning of the supply, and the guidance models. The analysis is based on 28 in-depth interviews with policy makers and stakeholders in the field of upper secondary education in Barcelona. The results point out to the relevance of the political-institutional articulation, contradictions, tensions and omissions of different education systems in setting unequal opportunities of educational transition.

With the COVID-19 pandemic, the importance of online learning for students and teachers in schools across the country has become more crucial than ever. Blended learning, combining online and offline learning, has gradually developed into a new normal mode in primary and secondary schools. However, the factors influencing the acceptance behavior of secondary vocational school students have been inadequately investigated and have failed to address if secondary vocational students are willing to accept this learning model. This study aimed to analyze the influential factors and measure the behavioral acceptance of blended learning. This study adopted the modified model of the unified theory of acceptance use of technology (UTAUT) to understand the behavioral acceptance of blended learning from secondary vocational school students. Multiple-item scales were established, based on validated previous measurement scales and adjusted following the characteristics of secondary vocational school students. Data from 240 valid samples were analyzed statistically, applying the partial least square structural equation modelling. The results indicated that the acceptance intention was positively influenced by students’ perceptions of social influence, facilitating conditions, perceived joyfulness, self-learning management and self-efficacy. Meanwhile, performance expectancy and effort expectation were insignificant. Personal characteristics, such as gender, grade, voluntariness and experience, insignificantly adjusted the influence of all factors on the acceptance of blended learning. The conclusion of this study can provide some theoretical support and practical guidance for the improvement of blended learning quality in secondary vocational schools. The results indicated that students’ perceptions of SI, FC, PJ, SM, and SE could positively anticipate the UA to accept blended learning, having a relatively strong influence from SE and PJ.

Results: Through a questionnaire survey of pre-school education students in a higher vocational college, the problems of pre-school education students in the process of practice are sorted out and analyzed. The research shows that the pre-school students in vocational education are the research subjects and explore the source of stress in practice. Conclusion: The research shows that the stressors and internship pressure of pre-school teachers are controlled by the work control experience; the interaction pressure source and work control experience have significant interactions in the practice pressure. Students should be prepared for the internship, actively reserve the theoretical knowledge needed, and develop a clear career plan. Successfully completed the internship teaching session.

Abstract:
The educational environment in the system of vocational education and training (VET), as a component of the global education system, should be gender-sensitive without any manifestations of gender bias and discrimination. The article identifies that such factors as national, regional or local management of VET institutions, labor market requirements, involvement of social partners, etc. reduce gender imbalance and contribute to the formation of a gender-sensitive educational environment. A review of best practices in education systems in Australia, the USA, Finland, Germany and Ireland showed that government projects are underway to create a gender-sensitive educational environment in VET institutions. The online platforms of these projects contain toolkits, examples of good practices, tips, useful links, examples of gender-neutral curricula, best teaching methods, teaching aids, elements of gender-sensitive speech, portfolio of professions, etc. In Ukraine, gender equality issues are also given some attention in VET institutions. Management and employees are aware of the importance of gender equality for the development of VET institutions and work continues to overcome stereotypes in career guidance work. However, there is currently no institutional framework or mechanisms for gender equality in domestic VET. In addition, there is no designated person for gender policy. According to the research results, primary steps for the development of a gender-sensitive educational environment in Ukrainian VET institutions are proposed, namely: the development of organizational frameworks and mechanisms for ensuring gender equality; regular training of teaching staff in the promotion of gender equality and the elimination of stereotypes in vocational guidance work; ensuring universal access to classrooms, workshops and laboratories, sports halls, locker rooms and other facilities of the VET institutions for free access by all without segregation, etc. The main direction of further research is the creation of methodological bases for the formation of an inclusive and gender-sensitive educational environment in VET institutions.

The 1960s myth that good vocational counseling means successful youth entry into employment is back in favor and imposing itself on educational policy as an absolute priority during this period of high unemployment. But implementation of these youth career planning and employment policies has largely been delegated to local-level authorities, where interventions now take the form of reticular projects.This is the context in which we test the hypothesis of a crisis in the work of actors providing youth vocational counseling, program coordinators of various ranks, psychological counselors, and referent teachers working with students.The methodology for the main study is based on interviews with a range of professionals. A supplementary study analyzed the content of articles in “L’echo des régions”, the magazine of the Association of the Regions of France, from 2010 to 2015.One finding to emerge from these observations is that the educational system internalizes concerns connected with job openings in occupations, while actors focused on post-scholastic job placement request more general education. This role inversion highlights the main contradictions running through youth vocational guidance. All actors attest to the limitations thwarting their voluntarism as well as to the dilemmas they face. Among the identified obstacles are the individualization of vocational paths and the emergence of case-by-case counseling, the application of the principle of equality to competing strategies, the disorganization of institutions allocated declining financial resources, conflicts of interest in partnerships, devalued courses of study, and insecure jobs. We also observed that the proffered arguments propose handling youth career counseling and entry into employment according to an “emergency response” model. In such a landscape devoid of egalitarian prospects, it nonetheless emerges that the path toward the equality of girls with boys is more open. At the same time, an opposing gender logic appears in the distribution of professional tasks, with particular consequences for women and especially female teachers.

The purpose of the study. Generalization of the results of creating a pre-university model (on the example of the economic lyceum of the Plekhanov Russian University of Economics) for the general case of organizing specialized schools.Materials and methods. By the method of selective observation according to the criterion of involvement in the educational process, 226 respondents were selected to conduct a standardized survey. To process the results obtained, methods of mathematical and statistical analysis were used, such as correlation, regression and factor analyzes. To analyze the subjective effectiveness of the pre-university as a form of education, a controlled experiment was conducted.Research results. The following results were obtained and summarized:The activities of the pre-university are closely related to career guidance. Students single out vocational guidance work as a key area of work of the pre-university.The satisfaction of schoolchildren as participants in the educational process depends on the competencies of teachers and satisfaction with the material and technical base of the pre-university.There are two trajectories of professional self-determination of students. The first one is through the university where the pre-university is located. The second is through the broader needs of the labor market.The opinion of teachers on the block of professional self-determination is uniform in comparison with schoolchildren. Teachers believe that most students have made a conscious choice and their choice meets the needs of the labor market.Participants in the educational process believe that the functional model of the pre-university is the most effective. Because of the experiment, results were obtained regarding the subjective effectiveness of pre-university models. The details of the experiment are described in the results of the study and allow us to draw a conclusion about the heuristics of students regarding the learning model.Conclusion. The results of the study showed that pre-university students are satisfied with the educational process, which is largely related to the competencies of teachers. Just the university, as an organization that accumulates scientists and representatives of the scientific community, can become a costly platform for organizing interaction between talented teachers and talented students.As a result of the study, differences were established between vocational guidance at the university where the pre-university is located, and general vocational guidance. Both private and general career guidance are aimed at reducing the risks for the student to not fully decide on the choice of profession when entering a university. Empirical Model of Pre-University.From an economic point of view, the pre-university accumulates the resources of the university in terms of material and technical equipment and, for example, food. This is an important factor influencing the satisfaction of students from the educational process.The empirical pre-university model, which is based on the functional interaction of pre-university students with university students (the model is shown in Figure 2), proves the importance of strategic research in the field of economics of education and educational policy. The results of the study can be used to develop pre-university schools as a form of school education in order to develop human capital at the stage of schooling and increase the subjective success and satisfaction from the educational process of students.The authors hope that this article will become a platform for studying the pre-university as a form of school education in the economic and sociological facets of analysis.

National macro-policy is an important factor affecting the adjustment of farmers' livelihood strategies. It is necessary to analyze the impacts of agricultural change on farmers’ income and livelihood strategy adjustment when new policy is issued. The Northeast Chinais a strategic region that guarantees China's national grain security and is also an important pilot area for implementing national agricultural policies. As a breakthrough point in the present agricultural supply-side structural reform implemented by Chinese government, the reform of maize purchasing and storage system in Northeast China has played a significant role in adjusting the maize price and also exerted a significant influence on the income and family livelihood strategies of some farmers. Given the shifts in maize policy, the purpose of this research is to model farmers’ income change and their livelihood strategy adjustment in Northeast China. In consistence with the macro statistical data, the survey results of 125 questionnaires indicate that the reform of maize purchasing and storage system implemented in 2016 led to the drop of maize price in Northeast China by more than 30% in 2017, and the net income of maize growers in most areas of Northeast China declined by more than 60% compared with the previous year. Faced by the sudden drop in the maize price, 24.2% of maize growers in the surveyed farmers planned to adjust their livelihood strategies in a short term. The changes in livelihood strategies are mainly affected by the indicators of “comparison between income and expenditure” and “satisfaction with income from farming”. Finally, this paper puts forward some suggestions from the aspects of supporting subsidies, guidance for adjustment of family livelihood strategies and training of farmers' vocational skills.

Relevance of the research topic. The structural transformations of the national economy, competition intensification, and unfavourable demographic changes lead to dramatic changes in the labor market, which is characterized by a mismatch between the demand and the supply of labour and vocational qualification and educational levels as well as types of economic activity. The consequences of the full-scale military aggression of the russian federation in Ukraine weakens the potential of the labor market. Firstly, there are barriers to the free movement of production factors, including workforce. Secondly, there are losses of production facilities and infrastructure. Thirdly, as a result of forced migration, there are negative trends in employment and income. Furthermore, the structure of the labor market has changed significantly: there is an imbalance between labor supply and demand, and regional disparities in the concentration of labor resources deepens. Formulation of the problem. The stabilization of the national labor market, growth in employment, redistribution of the workforce for the post-war recovery of Ukraine's economy require the development of effective labor market management mechanisms in the context of training specialists, formation of special skills, the development of professional education system to minimize educational-professional and regional imbalances. The results of research of educational and qualification disproportions in the labor sphere are reflected in the works of N. Azmuk, V. Twin, O. Kupets, L. Lisohor, V. Sarioglo, L. Fedunichik, who study the disproportionality of labour supply and demand in terms of the uneven distribution of workers in terms of occupations and economic activities, due to the imbalance between the available and the required levels of professional competence of employees. The development of the system of vocational and technical education as a source of formation of the labour market of vocational professions is described in the scientific developments of A. Amoshi, I. Hnibidenko, M. Dolishny, V. Kutsenko, M. Semikina, V. Shmatova and others. Selection of unexplored parts of the general problem. Despite some progress in resolving these problems, the impact of the vocational training system on the sectoral and regional disparities in the national labour market is not sufficiently investigated; as well as the risks and threats caused by the military actions in Ukraine are still not taken into account. Setting the task, the purpose of the study. The above-mentioned circumstances make it expedient to assess educational, vocational and sectoral imbalances in the labour market and identify guidelines for redressing the imbalance between labour supply and demand. Method or methodology for conducting research. In the process of research general scientific (analysis and synthesis, abstract-logical, generalization and system analysis) and special methods of studying economic phenomena and processes are used. Presentation of the main material (results of work). The paper analyses the dynamics of the labour market, indicating the steady trend towards the decrease of the number of employed population. An assessment of the structure of demand and supply in the labour market by economic activity and occupational group reveals an excess in the labour market of the economically active population, which associates itself with the following areas of the economy: agriculture, trade and vehicle repair, public administration. There is an unmet demand for workers in the manufacturing industry, transport, health, education. Among the professional groups, a large proportion of the unemployed are trade and service workers, employees and managers, and the most demanded in the labour market are skilled vocational professionals. The results of the study highlight that the current problem of the national labour market and the existing imbalance between the supply of labour and the demand for it is the mismatch between educational services of the vocational training system to the needs of the labour market, insufficient level of vocational education, imperfect state and regional order for skilled workers, lack of effective interaction between stakeholders, insufficient motivation of young people for vocational professions. Conclusion according to the article. In order to overcome the existing negative trends, it is necessary to increase vocational guidance among schoolchildren. This guidance should focus on popularization of relevant and promising professions. It should contribute to strengthening the capacity of public employment services; expand the range of services and improve their quality. Career guidance ought to strengthen the practical component of training of workers and develop the system of dual education. There should be introduction of the program “job security for young people”, initiation of the research on formation of specialties, skills and qualifications, taking into account the strategic outlook of the labour market. Social dialogue in the context of creating conditions for continuing vocational education should be created. There should be promotion of the development of small and medium-sized enterprises as well as constant content of educational programmes to meet the needs of the regional labour market and expand the competencies of skilled workers. State standards for specific occupations on a modular and competency basis should be introduced. There is a strong demand for improvement of the material and technical base of vocational schools as well as modernization of the network of educational establishments. The implementation of these directions will contribute to the formation and development of innovative human capital, restoration of the quality of the workforce, and overcoming the imbalance in the labor market. The balancing of the labor market is the main need for post-war development, and effective employment must be an integral part of post-war reconstruction social policy.

Abstract In this article, we discuss the factors that influence early school leaving, and the measures that were taken in Slovenia to prevent it. Reducing early school leaving (ESL) to less than 10% by 2020 is one of the key objectives of the Europe 2020 strategy and Slovenia is already well below this target. According to recent analysis, Slovenia has one of the lowest rate of ESL among EU countries. In our review we will examine the reasons for such a low ESL rate and inspect institutional and policy measures that Slovenia has undertaken in order to reduce ESL and retain students in education as long as possible. We argue that Slovenia is successful in reducing ESL because of a wide-spread network of secondary schools, and measures that are directed in individualization, guidance and support for less successful students. In our estimation, one of the main reasons for the low rate of ESL in Slovenia is also the openness of vocational education system, that allows horizontal and vertical transitions. An area that needs additional attention from policy makers, concerns high-risk groups of students. There is also a need for teachers to develop additional inter-cultural and communication competencies, and schools should receive more funding for Slovenian language courses, working with the Roma, programs individualization for special needs students, extended schooling for students with special needs etc.

With the labor market and work environments becoming increasingly dynamic, the question of how young people can find their way to a sustainable professional future becomes ever more complex. This paper looks from different perspectives at apprenticeships, at their advantages and limitations. The first step is a description of the prerequisites that are necessary for a sustainable career choice. In this respect, the role of career guidance is particularly relevant, as guidance needs to take into account both individual characteristics as well as labor market aspects in order to support a sustainable career choice. Based on a comprehensive critical literature review of current interdisciplinary and international papers, as well as of basic career choice theory literature, the theoretical framework is set out and linked to empirical results. The conclusion emphasizes the high importance of apprenticeships for the holistic personality development of young people and a positive as well as a sustainable effect on their lifelong employment careers. It should be stressed that this success depends, to a large extent, on the structure of the vocational education and training system, on labor market developments, and on individual advanced qualifications in the course of working life.

The study begins with the concept and current status of implementation of the educational internship and teaching support program, and provides an introduction to the main ways to develop the professional competencies of pre-service teachers. Through the four major sources of self-efficacy summarized by Bandura, it analyzes the generation and development of teachers' self-efficacy in the educational internship and teaching support program. It is suggested that colleges and universities and supported schools should promote the enhancement of teachers' ethics, pedagogical competence, student management competence and self-development competence through various strategies such as improving the content of educational internship and teaching program, enhancing external policy and emotional support, strengthening the guidance of educational internship teaching and stimulating the intrinsic developmental motivation.

Currently, employers in Tanzania are seriously concerned about the lack of employable skills among technical education graduates given that they undergo Competency-Based Education and Training which exposes them to right knowledge, skills and attitude. This paper therefore explores factors contributing to lack of employable skills among Technical and Vocational Education graduates in Tanzania and recommend ways of training technical graduates who are more labour market responsive. The paper utilises Historical Dialectical Materialism approach, which suggests looking into the past and present in order to properly understand why contemporary technical education graduates lack employable skills and how to fix the problem. Drawing on secondary data and in-depth interviews with key stakeholders the findings show that lack of job competencies among graduates fundamentally emanates from poor training at primary and secondary levels resulting from incompetent teachers and inadequate facilities. The problem is further fuelled by ineffective curriculum, incompetent lecturers, less emphasis on general knowledge and skills as well as lack of career guidance at higher training levels. Furthermore, these weaknesses have been constantly fertilised by ineffective development as well as unfavourable educational policies and reforms. These factors should be holistically addressed in order to produce more labour market responsive TVET graduates. The paper makes several contributions. Policy wise, the paper contributes insights on how to promote employment through strengthening education system in Tanzania. On pedagogical strategies the paper sheds light on the ways in which instructors and institutions can be supported to equip students with more employable skills.

The article reveals the specificity of the demographic potential of the territory, considered in the context of both demographic processes and other types of potential: natural resource, spatial, economic, labor, investment. The purpose is to structure the system of criteria that make it possible to assess the demographic potential of a territory while solving the problem of overcoming inter-territorial inequalities within the framework of strategic planning. The research methodology is a reflexive analysis of a number of strategies for the socio-economic development of municipalities in terms of assessing demographic trends, SWOT analysis of the demographic potential of the territory, targets and measures in the field of demographic policy, as well as relevant strategic indicators. The structure of demographic potential, including undiscovered resources, is presented; unused resources (in particular, the resource of the working-age population not employed in the local economy) and “under-formed” resources (for example, the labor resource of young people, determined by educational policy and vocational guidance). As a result, demographic markers of disproportions in the socio-economic and spatial development of regions and municipalities were substantiated, as well as ways of moving from a descriptive analysis of demographic indicators to identifying criteria that characterize the demographic potential of a territory, the use of which can smooth out inter-territorial inequalities.

Abstract:
This article examines the European Union’s (EU) social policy framework regarding the inclusion of school-age individuals displaced from Ukraine due to the ongoing conflict. The displacement of millions of children and youth from Ukraine into EU countries presents significant challenges that require a comprehensive approach. The scale and urgency of this displacement crisis, particularly concerning school-age children, are unprecedented. These displaced individuals carry with them the individual and collective traumas of war, violence, and separation. They require shelter, protection, and recovery support following their traumatic experiences before, during, and after their escape from Ukraine. Notably, children who have been affected by the conflict and displacement require specific support, including rapid access to education and vocational training to enable them to continue their education and transition to a semblance of normalcy.The EU’s social policy, as outlined in various documents by the European Commission, plays a pivotal role in addressing this crisis. To address these challenges, member states have implemented special measures, such as creating emergency programs and providing guidance to educational institutions on receiving displaced children and teenagers. This collective effort builds upon international commitments and standards, including those of the INEE Minimum Standards and the UNHCR Global Framework for Refugee Education, to ensure the quality of education for this vulnerable population.In conclusion, this article highlights the critical importance of the EU’s social policy in addressing the inclusion of externally displaced school-age individuals from Ukraine. It underscores the urgency of rapid integration and the need for psychosocial support, language acquisition, and orientation in the new environment. The study also emphasizes the preservation of ties to Ukrainian culture and language. While progress has been made, there remains a need for further research and policy refinement to facilitate the successful inclusion of this vulnerable group.

C.E.P.P.D will play central and synergizing role between all sectors (for instance, schools, colleges, universities, counseling, vocational, community, hospitals, NGOs, mental and emotional health centers, child up-bringing, parenting, career counseling, soft skills training's; likewise list is on.... along with financial assistance from Govt. and semi-government sectors, will share implementation details as needed/at the time of symposium/brain storming sessions.
