Abstract The article discusses advocacy coalition formation and the roles of key actors in science, technology and innovation (ST&I) policies for social inclusion in a subnational context. The policy subsystem category and concept of advocacy coalition are used in the context of the advocacy coalition framework and address the need to understand the influences of key actors (policy broker and policy entrepreneur) on it. The policy subsystem was outlined using case-oriented research and the discourse was analyzed in order to understand the policy actors’ beliefs. The analysis of two cases of ST&I policy processes for social inclusion (assistive technology and social technology) highlighted policy broker and policy entrepreneur key roles in the emergence of policy subsystems, but had different effects on advocacy coalition formation. The policy entrepreneur had a closer relationship with advocacy coalition building when setting up regular mechanisms to share beliefs and policy-oriented learning, as well as taking initiatives to coordinate the collective action of members in the early advocacy coalition. Although relevant in agenda setting and maintaining a specific social inclusion agenda in the policy process, the policy broker did not achieve a positive relationship with advocacy coalition building. The article corroborates the possibility of incorporating the concept of policy entrepreneur in analyses of the advocacy coalition framework and highlights this actor’s characteristics through this analytical model.

Key theorists and scholars of democracy have focused on understanding and enhancing the institutions and practices that shape decision-making. Indeed, the most influential contemporary normative account—the deliberative version—though increasingly adapted to the complex realities of contemporary politics, retains a tight focus on the conditions of legitimate will formation. This remains the core underpinning of the normative impetus for innovation and reform in contemporary democratic politics. Yet missing from even the adapted deliberative account is detailed consideration of what happens after will formation. I turn here to the policy and administration literature to show how the inescapably attritional and opaque policy process can magnify asymmetries that theorists and scholars of contemporary democracy, chief among them deliberative democrats, ought to be much better attuned to. I argue that in failing to consider these problems adequately, contemporary democratic thinkers, scholars, and reformers risk lending legitimacy to institutions and practices that might sustain the very biases they are mobilized against. As such, I identify institutional innovations and governing practices that can embed aspects of democratic deliberation “downstream” in the policy process in order to counter distortions and rebalance asymmetries. I conclude by calling for theorists, researchers, and reformers to explore the value of these institutions and practices, and to expand the repertoire of governing mechanisms available to counter the distortions that occur through the policy process.

Abstract:
This article aims to analyse the process of formation of sports public policy in Lithuania within the theoretical context of hierarchy governance. This study consisted of collection and analysis of official documents regarding sports public policy formation from 2011 until 2018. The data collection was aimed at uncovering of key components of the process of public policy formation – environmental analysis, strategic planning, competence and decision making power, and stakeholders. The main findings of the research concluded that Lithuanian sports governance, along with the majority of other European countries, is defined as bureaucratic configuration. The main responsibility within the process of sports public policy formation falls on the Ministry of Education, Science and Sports and active national non-government sports organisations, while principal objectives of the Lithuanian sports public policy formation are laid out in strategic documents. However, the implementation needs to be centred on institutional and personal responsibility, proper environmental regard and tolerance, and the ability to listen and to reach an agreement.

Foreign experience demonstrates that countries’ strategies in cluster policy differ depending on national traditions and culture of their strategy engineering process, as well as on the cluster concept. Analysis of information sources shows that technical and methodological framework for cluster policy formulation have not been clearly and unambiguously studied in science.
 The most important methodological document on cluster policy is the European Cluster Memorandum signed by the Member States of the European Union in 2006 [3]. It defined the essence and importance of clusters in innovation development and identified the key provisions of cluster policy.
 One of the essential methodological issues is the role of government in the formation of clusters. The following factors can be associated with the state’s growing influence on clustering processes:
 
 market weakness, increase in the volume and value of public goods;
 an objective priority of public interest in the context of globalization;
 the need to protect the national economy in the international economic relations;
 the need for institutional regulations in the national and global economy.
 
 Foreign experience demonstrates that the numerous cluster initiatives running in major developed countries over the last few years have been brought forward by local or regional governments. In relatively small developed countries and in a number of developing countries, the government plays an essential role in the cluster development initiative, especially when local and regional government agencies cannot partner with the private sector. A number of decisions on clusters have been adopted at national level in countries with centralized decision-making process.

Why do different industrial democracies employ different processes in determining trade policy and different models of capitalism? Two variables account for the nature of the decision-making process for trade policy. First, the level of inter-industry factor mobility determines if class or sectoral coalitions predominate. Second, the size of policy coalitions depends on which branch of government dominates trade policy. Legislatures favor minimum winning coalitions, while executives favor maximal coalitions. These two variables condition different patterns of coalition making: partisan, pluralist, corporatist, and interventionist. I illustrate this theory analyzing the development of policymaking concerning trade in France and Sweden.

I provide a formal theory of government for a political system characterized by a proportional representation electoral system, a parliamentary government that exercises collective responsibility, and a government formation process. Political parties are assumed to be policy-oriented and to serve the interests of those who vote for them. Parties choose policy platforms that determine their representation in parliament; and given that representation, the parties bargain over the government to be formed and the policies that government will implement. The model yields equilibria with the property that parties choose dispersed policy positions. Thus, electoral incentives in proportional representation parliamentary systems need not lead to policy convergence. The theory provides predictions of party locations such as those developed in the manifesto project.

Abstract:
The article considers gender aspects of social policy formation in Ukraine. It is determined that the European integration vector of development chosen by Ukraine requires observance of the principles of sustainable development and achievement of equality of women and men in all spheres of society. It was found that the perception of gender in society is not a stable category, but depends on cultural and social traditions, and may change with changing environments. Ukraine's steps over the past 5 years to implement the principle of gender equality are analyzed and it is established that Ukraine has a sufficiently developed regulatory framework, however, its practical implementation is still imperfect. The creation of gender profiles of regions has been studied and it has been found that they are a useful tool for developing strategies for the development of the region, in determining the priorities of social policy, monitoring and evaluation of activities, etc. It was found that gender mainstreaming in social policy-making will emphasize the special needs of women and men in need of state assistance, which will ensure more accurate policy formulation, efficient allocation of resources, targeted use of budget funds and gender-sensitive decision-making. Innovative approaches to gender mainstreaming in social policy-making at both national and regional levels are analyzed. It is established that gender audit will ensure gender parity of participants in the decision-making process, and gender analysis of decisions or policies in general is aimed at identifying problems and differentiating needs and interests, taking into account gender distribution. Their using in the process of formation and implementation of social policy will make it possible to prevent gender inequality and ensure the formation of gender-sensitive social policy.

In this article, the authors aim to clarify the process that leads customers to form a certain corporate social responsibility (CSR) image of their banking service providers. The authors analyze whether the proposals of associative learning theory, attribution theory, and persuasive communication are adequate to anticipate CSR image in a banking services context. A causal model is positively tested that allows the researchers to anticipate CSR image based on three variables: the coherence between the company and its CSR policy, the attribution of altruistic motivations for the company to implement CSR activities, and corporate credibility in developing CSR initiatives. Two new contributions to literature are made. First, the process is accepted in a context where CSR is a broad corporate strategy that includes significantly more initiatives than just cause-related marketing or the sponsorship of social causes. Second, the role of both company–CSR coherence and altruistic motivations is better explained in this article. Their influence on CSR image seems to be dependent upon the current situation of the international banking industry.

The article has concluded that the current development policy process is centralized, top-down and elite dominated in a old tendency which is not compatible process to federal structure of Nepal. The reformation of this old tendency through inclusive, bottom-up approach and deconstruction of centralization with insurance of multi-dimensional meaningful participation and ownership development to the concerned stakeholders in all levels is the way of solution. The reformation is necessary in both policy agency institutional structure and policy process of development, such as:, agenda setting, situation analysis, alternative selection, policy adoption, and implementation with due monitoring and evaluation process for the bright future of Nepali peoples.

Abstract The policy process literature focuses on technocratic insiders, while scholarship on populism hones in on demagogic outsiders. The latter’s distrust of elites, compromise, and nuance makes them potentially effective in opposition or government, but less obviously as intervenors in policy formation between elections. We argue that, under certain conditions, populists can effectively insert themselves into policy processes without seizing power or even reducing the basic polarity they believe exists between “the elite” and “the people.” In particular, populists can “monkey wrench” the policy process by getting maligned elites to act against their own interests, even if the populists themselves can agree on no alternative policies. Using original archival materials, we illustrate how the transnational movement against the Multilateral Agreement on Investment in the late 1990s deployed monkey-wrenching. In so doing, we contribute to an understanding of how Benjamin Moffitt’s conception of the populist style can be deployed to analyze left-wing transnational nongovernmental policy entrepreneurs, instead of the right-wing national government aspirants who are often focused upon in political science research on populism. We conclude that interdisciplinary scholarship between political scientists and historians can identify circumstances when populists’ influence on policy is more likely.

The integration of renewable power supplies into existing electrical grids, or other major technology transitions in electric power, is a complex sociotechnical process. While the technical challenges are well-understood, the process of adapting electricity policy and market rules to these new technologies is understudied. Planning and market rules are a critical determinant of the technical success of renewable energy integration efforts and the financial viability of renewable energy investments. Organizational adaptation can be particularly complex in electric power, where transmission grids cross multiple political boundaries and decisions are made not by central authorities or governments, but in cooperative regional frameworks that must accommodate many divergent interests. We add to a recently emerging literature on the governance of regional organizations that plan and operate electric power grids by developing and illustrating a novel approach to the study of political power in multistakeholder electricity organizations. We use semistructured interviews with participants in a specific regional electric grid authority, the PJM Regional Transmission Operator in the Mid-Atlantic United States, to elicit perceptions of where tensions arise in stakeholder-driven processes for changing PJM’s rules and perceptions of those groups of stakeholders that possess political power. We treat these perceptions as hypotheses that can be evaluated empirically using five years of data from PJM on how stakeholders voted on a wide variety of regional electricity policy issues. Representing voting behavior as a network, we use a community detection method to identify strong coalitions of stakeholders in PJM that provide support for some stakeholder perceptions of political power and refute other perceptions. The degree distribution of the voting network exhibits a fat tail relative to those in other canonical graph models. We show, using relatively simple network metrics including degree, betweenness, and the mixing parameter, that the reason for this fat tail in the degree distribution is the existence of “swing” voters in RTO stakeholder networks. These voters are identifiable in the tail of the degree distribution of the voting network and are influential in pushing highly contentious rule change proposals towards passage or failure. The method we develop is generalizable to other contexts and provides a new framework for the study of regional electricity policy formation.

The article presents features of social formation and development of youth in Ukraine, namely in the context of youth policy. The concepts of «youth policy», «youth, young citizens», «youth social formation», «socialization», «the basic components of the process of youth social formation and development» are defined. The definitions of « youth social formation» and «socialization of personality» are compared.The scientists' works who paid attention to youth policy in general and some aspects of social formation and development of youth are analysed. There are scientists who analysed the problems of modern youth socialization in their works. The article highlights the scientists who study the basic principles, directions and mechanisms of implementation of state youth policy, the evolution of state youth policy and prospects for its further development, organizational and legal mechanisms of implementation of state youth policy in Ukraine at the regional level, features of formation and implementation of state youth policy, etc. The legal principles of youth policy have been characterized and, under the current legislation of Ukraine, the basic conditions for social formation and development of youth in Ukraine have been outlined. The analysed literature identified the components of the process of youth social formation and development in Ukraine. The article identifies the main purpose and objectives of youth policy in Ukraine. The periods in the human life, the main social tasks facing the person and the priority directions of the state policy for the given period are distinguished. The directions of the state policy in the youth social formation and development according to certain periods of life of a young person are made. The main tasks, principles and directions of the state policy of promoting the youth integration into society are outlined. Abstract:
George Frost Kennan (1904-2005) is a famous American diplomat and historian, the author of the “Long telegram” and the doctrine of “containment”. He is an active participant in the formulation of the Truman Doctrine and the development of the Marshall Plan. He was one of the originators of political “realism”, a dominant school of thought in international relations theory. George Kennan is one of the key figures in the history of the Cold War and Soviet-American geopolitical rivalry. The conceptual, theoretically justified “containment” offered by Kennan has become a US postwar foreign policy solid foundation for decades. The study of George Kennan’s legacy, his political views, theoretical concepts and practical experience is very important for specialists in international relations and US history, and for government officials to understand the decision-making process concerning foreign policy issues, the formation of doctrines and US foreign policy in general.

Abstract:
The features of accounting policy formation are considered in the article taking into account the provisions of the current regulatory framework. The international practice of regulation of accounting policies of the enterprise from the adoption of the first IAS to the present day is investigated. The terms given in domestic legislation and foreign regulations are compared. The role, objectives and significance of accounting policies in an entity's activities are determined. In addition, a list of factors that influence the process of accounting policies and the choice of its elements. The impact of each of them is investigated. The comparative analysis of changes in some legal acts affecting accounting policy is made. It has been established that changes in legislation directly affect the accounting policy-making process. Thus, the addition of the term "accounting policy" contributes to the full disclosure of its essence. Because accounting policies are intended to facilitate, first of all, accounting and then the formation of financial statements. Supplementation of other articles influences the formation of certain elements of accounting policy, which form both methodical component, organizational and technical. The basic normative legal acts regulating the formation and use of accounting policies of an enterprise in Ukraine are given. It is stated that these normative legal acts do not regulate the structure of the accounting policy order, thus bringing this issue to the attention of the head and the chief accountant. In this connection, the standard structure of the accounting policy order is outlined and the stages of its formation are set out, which is not specified in the current regulatory framework. It is proposed to develop and introduce a separate P (C) IAS, which would regulate exclusively the issue of accounting policy formation, indicating the structure of the accounting policy order and the stages of its formation. As a result of the study, conclusions and suggestions were formed.

Abstract:
The paper deals with the analysis of the foreign historiography of the British foreign policy during 1990-2010. The author analyses the main aspects of British European politics that attracted attention of foreign researchers, as well as the British-American special relations and British position towards the regional conflict management. The political events from the U.K. accession to the European Economic Community (1973) to the retirement of the Gordon Brown’s cabinet (2010) have been revised for better understanding of general political trends. The study investigates the works analysing of the Britain’s European policy, its specific features and the correlation between Atlanticism and Europeanism in the British foreign policy. It as well formulates a number of analytical conclusions related to the formation of the U.K.’s position towards the regional conflicts from the Bosnian War (1992-1995) to the Russian-Georgian conflict (2008). The events associated with the referendum on Brexit (2016) highlight the importance of a study of the British foreign policy process. In this regard, it seems expedient to study such aspects as the foreign policy decision-making mechanisms, the definition of their motivations and the influence of democratic institutions such as political parties and nongovernmental organizations thereupon. The study of this issue will contribute to the formation of a scientific concept for the development of Ukrainian democratic institutions.

During the study, the following methods were used: the method of analytical generalizations - to systematize interpretations and views on food security, the main provisions of the national and international regulatory framework; methods of strategic planning - to determine the directions of the policy for the formation of food security; graphic - for clarity of presentation of the constituent elements of the mechanism for the formation of food security. Research results. The current trends in the formation of food security are considered and a new doctrine of food security is proposed on their basis, the provisions of which are linked into a single mechanism and ensure the management of food security from economic, environmental, organizational, regulatory and social positions. Scientific novelty. The implementation of the mechanism developed by the authors will make it possible to overcome the existing shortcomings of the public food security management process, since it systematically lays down a number of regulatory mechanisms to influence the process of food security formation and provides for the creation of an innovative system of organized monitoring by an appropriate process using modern technologies in order to prepare relevant recommendations and make management decisions. The systemic spiritual crisis of modern Ukrainian society is revealed. Certain directions of consolidation of Christian communities in Ukraine are outlined. The complex analysis of scientific literature on state dialogue and religious organizations is carried out.The scientific problem concerning the improvement of theoretical and methodological principles of the formation of the state policy in the field of religion based on the activities and preaching of the Orthodox Churches in Ukraine in the conditions of the globalized world is posed. Investigating the existing problems in the formation of accounting policies of the company, the following ways are proposed to solve them: to improve the regulatory framework, since inconsistencies between the acts prevent the enterprise in the formation of effective accounting policies; bring national standards closer to international standards; consider in detail in the normative documents the nature, advantages and disadvantages of various elements of accounting policies. The process of European integration of Turkish Republic is one of the most difficult topics in the history of international relations. This political process reacts on the international course and domestic policy of Turkish state. The article is focused on the influence of European integration of Turkish Republic on the formation of Turkish foreign policy in the period of Recep Erdogan governments (2003-2014). The impact of European integration on changing domestic policy was analyzed in the context of formation of state international policy. Main ideas and foreign strategy concepts about European policy by Ahmet Davutoglu were considered too. The author emphasizes that the Turkish government could change the state international course after Justice and Development Party came to power in 2003. Since this time Turkish Republic started the process of changing traditional “west-oriented” policy.

Introduction. At the domestic enterprises, in particular in the agrarian sector, in the conditions of development of modern economy questions of formation of accounting policy sharply arise. Accounting policy affects the final performance of the organization and the industry as a whole, allows you to generate reliable accounting information. Purpose. The purpose of the article is to determine the factors influencing the formation of accounting policies of agricultural enterprises and the development of their own proposals for the construction of accounting policies in accordance with international accounting principles. Results. The article considers the essence, content of the accounting policy of the enterprise. The main factors influencing the formation of accounting policies of agricultural enterprises are identified, as well as a structured list and grouping is proposed. It is substantiated that the selected internal and external factors are the only holistic system that ensures effective decision-making on the formation of accounting policies of the enterprise. It is established that the formation of accounting policies of agricultural enterprises in accordance with international accounting principles requires certain prerequisites, including the identification of factors influencing the choice and justification of accounting policies in accordance with international financial reporting standards. We have developed our own proposals for building a rational and effective system of formation of the accounting process in the transition to international accounting principles. Conclusions. Therefore, in the process of forming the accounting policy of agricultural enterprises it is necessary to take into account a group of internal and external factors that in one way or another affect its formation in the enterprise management system. In the absence of a single algorithm for the process of developing a comprehensive accounting policy for accounting, financial and management accounting and for tax purposes, taking into account IFRS, it is necessary to develop methodological approaches to the formation of a comprehensive accounting policy that allows to systematize and logically structure this process. and tax minimization and a number of other costs. A theory of government formation in parliamentary systems is developed from a model incorporating policy-oriented parties with spatial preferences and a formation process in which parties are selected in sequence to attempt to form a government. A government is formed when the policy proposed by the party selected is sustained on a vote of confidence. The equilibria identify the government and the policy it will implement and depend on the configuration of preferences and on the government formation process. For example, in a political system with two large parties and one small party and in which one of the two large parties will be selected to attempt to form a government, the government will be formed by a large party with the support of the small party. The policy will reflect the preferences of the small party but will be closer to the ideal point of the large party.

Abstract The article discusses advocacy coalition formation and the roles of key actors in science, technology and innovation (ST&I) policies for social inclusion in a subnational context. The policy subsystem category and concept of advocacy coalition are used in the context of the advocacy coalition framework and address the need to understand the influences of key actors (policy broker and policy entrepreneur) on it. The policy subsystem was outlined using case-oriented research and the discourse was analyzed in order to understand the policy actors’ beliefs. The analysis of two cases of ST&I policy processes for social inclusion (assistive technology and social technology) highlighted policy broker and policy entrepreneur key roles in the emergence of policy subsystems, but had different effects on advocacy coalition formation. The policy entrepreneur had a closer relationship with advocacy coalition building when setting up regular mechanisms to share beliefs and policy-oriented learning, as well as taking initiatives to coordinate the collective action of members in the early advocacy coalition. Although relevant in agenda setting and maintaining a specific social inclusion agenda in the policy process, the policy broker did not achieve a positive relationship with advocacy coalition building. The article corroborates the possibility of incorporating the concept of policy entrepreneur in analyses of the advocacy coalition framework and highlights this actor’s characteristics through this analytical model.

Western analysts are still pessimistic about the prospects of technological (innovative) business in Eastern Europe. Not only unsatisfactory domestic economic processes, but also the current global economic structural and industrial transformations are the factors of the decline and backlog in Ukraine. However, unfortunately there is no doctrine in Ukraine to overcome them. The paper deals with the problems of regulation and stimulation of the innovation component of economic growth of enterprises, industries and regions through integrated use of all possible activators. Transformational and overtaking economies are imposed to follow inertial growth strategy based on the ideology of neo-liberalism and market fundamentalism. A flexible and effective protectionist policy and state strategy to stimulate the growth of sectors are especially important. The new government policy of economic growth of Ukraine should take into account that innovatization and intellectualization of macroeconomic processes are the defining vectors in a global terms. This new policy should integrate the concepts of innovatization and renewal innovation of industrial foundation of the country. “Falling out” of the process of intellectualization of economic life would mean the loss of even theo¬retical perspectives to catch up the leading countries of economic progress. The role of the state, its “hard” and “diffuse” institutions should be rethought in the process of the development of a modern market infrastructure and institutions of developed market relations in Ukraine. So the ways of state impact on socio-economic processes should be improved. Comprehensive incentive mechanisms such as activators of innovative processes are necessary to develop in the global competition and “global” fight against protectionism instead of clear policy prescriptions.

This paper describes case study research undertaken in six Iranian manufacturing companies aimed at advancing the understanding of the manufacturing strategy formation process. As shown in this study, culture, leadership, policy and incrementalism have their own undeniable roles in manufacturing strategy formation. Cultural factors impact on political factors, and political factors impact on individual factors. It could be useful To utilize formal business planning for firms interested in deliberative manufacturing strategy. In this study, we use Barnes's manufacturing strategy formation process as frameworks with some new changes. Also a case study methodology was used to investigate the process of formation of manufacturing strategy in six small manufacturing companies in Iran like Barnes did in the UK. The results of this study are the main features of the process of manufacturing strategy formation and manufacturing strategy formation model in the case companies. In the case study method, external validity is inevitably compromised due to the limited number of companies that can be studied. The demonstrated model in this study offers a comprehensible view in organizational and external contexts that can be used by manufacturing decision makers. Santrauka Straipsnyje aprašomi šešiose Irano gamybos įmonėse atlikti moksliniai tyrimai, įrodantys gamybos strategijos formavimo proceso reikšmę. Tyrimas nustatė, kad kultūra, vadovavimas ir politika turi savo neginčijamą įtaką gamybos strategijos formavimo procese. Kultūriniai veiksniai daro įtaką politiniams veiksniams, o politiniai veiksniai veikia individualius veiksnius. Gali būti naudinga naudoti formalų verslo planavimą formuojant įmonės gamybos strategiją. Šiame tyrime buvo naudojamas modifikuotas Barnes gamybos strategijos formavimo procesas. Barnes pavyzdžiu buvo siekiama ištirti gamybos strategijos formavimo procesą šešiose nedidelėse Irano gamybos įmonėse. Šio tyrimo rezultatai atskleidė tiriamų įmonių gamybos strategijos formavimo proceso ypatumus. Tyrimui neišvengiamo subjektyvumo suteikia ribotas ištirtų įmonių skaičius. Pasiūlytas modelis leidžia visapusiškai ištirti vidinę ir išorinę organizacijos aplinkas bei pasiūlyti sprendimus gamybos planuotojams.

AbstractPublic agency executive jobs are temporary matches of individual bureaucrats with government employers. Together, the buyers and sellers of executive labour form jobs in ways that define critical links in the policy process: the relationships between agency administrators and their elected officials. This article argues that when the executive is hired from outside, the job typically carries a mandate for significantly greater engagement with elected officials than when the executive is promoted from within an agency. Analysis of three very different types of agencies demonstrates that individuals who were hired from outside interact with their elected officials more frequently than do those who were promoted from within. These results shed new light on bureaucratic executives’ roles in the policy process, their relationships with the governments that they serve, and the theoretical significance of bureaucratic jobs as units of analysis in public policy studies.
