Abstract:
Contemporary societies face complex problems that challenge the sustainability of their social and economic systems. Such problems may require joint efforts from the public and private sectors as well as from the society at large in order to find innovative solutions. In addition, the open government movement constitutes a revitalized wave of access to data to promote innovation through transparency, participation and collaboration. This paper argues that currently there is an opportunity to combine emergent information technologies, new analytical methods, and open data in order to develop in

In Paper [I], we theoretically assess green public procurement (GPP) as an environmental policy instrument and its ability to lead to the achievement of environmental objectives. Central to our analysis is the extent to which polluting firms choose to adapt to the public sector's environmental requirements and to invest in greener technologies. Our main finding is that the potential of GPP to function as an objective-effective instrument of environmental policy is limited and can actually be counterproductive. From an environmental policy point of view, it is crucial that GPP aims for environm

The first essay explores a series of police operations to pacify the slums of Rio de Janeiro to understand the impacts of intrauterine exposure to violence on birth outcomes. One argues that pregnancies starting before, but ending around the pacification dates are ‘quasirandomly’ exposed to exogenous shocks of violence during pregnancy. The results show that each month pregnant women are exposed to pacification increases birth weights by 4 grams and reduces the probability of low birth weight (< 2500 grams)

Past research finds evidence that workers’ labour market outcomes are enhanced if they live in areas with greater job opportunities and employment density. Using two alternative measures of the employment density and job opportunities faced by workers in the local labour market in which they were displaced, this paper analyses their effects on the subsequent migration decisions and labour market outcomes of workers who involuntarily lose their jobs as part of a firm closure or mass layoff event. Our analysis finds only limited support for the spatial mismatch hypothesis. The results imply that

Abstract:
This study develops a framework to investigate the optimal allocation of a country's fiscal resources to help equalize opportunities for human development. The author argues that the proper role for policy is the pursuit of equality of opportunities as opposed to equality of outcomes. Because outcomes reflect the combination of a person's socioeconomic background and effort, the role of public policy is then to equate results conditional on effort. A stylized model formalizes this argument and provides insights on policy rules to equalize opportunities within a one country framework. The paper
