What attribute affects salience on a political agenda? How come some reforms are implemented while others are not? These are essential and central questions for our society. Our society, our democracy and our everyday life are dependent of these factors; communication is the condition. In the 2011 budget from the Swedish conservative government, the question of lowering the VAT on restaurant- and catering services was the single most debated reform. This was occasioned from 2009 when the European Union allowed, for the first time since Swedish entry in 2005, a lower VAT on restaurant services. Since then Finland, Belgium and France had lowered their VAT on restaurant services and now Sweden had decided to follow suit. On January 2012 the Swedish government halved the VAT on restaurant services from 25 per cent to 12 per cent. This essay deals with the processes that lead up to the implementation earlier this year, from a media- and communications perspective. For this purpose, central players of the VAT reform have been interviewed as well as a comprehensive study of the relevant documents on this subject. Agenda setting theory derived from John W. Kingdon and Maxwell McCombs makes up the theoretical framework for this essay in its endeavour to seek out answers to who, why and what lead up to the lowering of the Swedish VAT on restaurant services in 2012. In the beginning of the 1990s the question of a lowered VAT on restaurant service was raised when the VAT on groceries was lowered which created an unfair competition between restaurants and supermarkets. The restaurant enterprises have since lobbied for a lowering of the restaurant VAT. With the new conservative government coming to power in 2006 a change of political agenda followed which resulted in a new approach towards the issue. With regards to Kingdons agenda setting theory this essay conclude that the single most important issue for the reduction of VAT on restaurant services was to tackle the high levels of unemployment. In particular for those with a weak position in the labour market, such as adolescents, immigrants and uneducated citizens. While among the most important actors in the issue where the conservative coalition government as well as the socialist opposition, the restaurant enterprise organization SHR and the restaurant union HRF.

This essay examines the policy process of specialist medical training in three Swedish counties. The essay will first describe the policy process. Secondly the politicians parti-cipating in the process is examined. Thirdly, it is tested whether it is possible to analyze the policy process based on Ostrom's theories of cooperation around a common pool resource. In this case, the common pool resource is specialized medical practitioners skills that the Swedish county councils must collaborate on to competence should be sufficient for the county council needs, something that is not the case today. One conclusion of the study is that the health care law is not clear enough when it comes to who is responsible for providing a sufficient number of specialists. This makes it unclear who should intervene to adjust the shortage that exists today. The survey also shows that political participation in the investigation process is low, which creates problems of legitimacy in the access to and distribution of medical specialists. Consideration of Ostrom's theories shows that the theories are useful for describing the possibilities and problems of co-operation between Swedish county councils for better resource utilization of specialized medical practitioners skills. Based on the theories the conclusion of the essay is that a partnership would be possible, and in the end the essay presents suggestions on how such cooperation could be organized.

This paper examines the viability of the Advocacy Coalition Framework(ACF) by applying it in a single case study. The aim is to advance the framework’s theoretical understanding of the policy process and its usefulness for analyzing local policy contexts. The case addressed is a long-spun policy conflict regarding the use of compulsory acquisition of real estate by a Swedish municipality for the sake of local business development. Analyzed data consisted of the municipality diary on the issue, correspondence between actors, public statements, official and internal documents and interviews with actors and non-actors. The ACF is a good starting point for understanding this local policy process, largely because of the great flexibility of its concepts. However, its basic assumptions on beliefs cannot fully explain observed events. Relating to this, the paper has five main findings. First, although beliefs play an important role in forming policy action, so does interests. Second, a conjunction of beliefs and self-interest is an important condition for some actors’ actions. Third, coalition formation is not dependent on similarity of beliefs but on similarity of policy objectives. Fourth, policy objectives are resultant of beliefs for some actors, of self-interest for others and for yet others the result of both. Therefore, actors in coalition act to achieve the same policy objectives but not necessarily for the same reasons. Fifth, one non-actor refrained from policy action in spite of strong policy core beliefs due to the policy process not being a zero sum game for this non-actor. This paper supports recent studies proposing the incorporation of interests into the ACF. For further development of the ACF the paper suggests further research to answer two generic questions: What is the relationship betweeninterests and beliefs? Are potential actors more likely to take policy action inzero sum game policy processes? For the ACF to cope with certain conditionsin local contexts the paper suggest further research into the question: Is the level of abstraction of policy issues key in understanding the involvement of legal and natural persons and their basis for policy action?

Uppsatsen undersöker hur horisontella governancestrukturer påverkar olika mekanismer för metagovernance. Fokus för undersökningen är Eskilstuna kommun som valt att förändra synen på styrning från vertikal till horisontell, från government till governance. Då metagovernance innebär indirekt och informell styrning i pågående processer studerades just en pågående process där tjänstemän under nätverksliknande former skulle utforma en handlingsplan. Uppdraget var initierat från den politiska nivån. Undersökningen är uppdelad i två delar. Den första delen är en allmänt inriktad respondentundersökning som handlar om de förändrade strukturerna i organisationen. Den andra delen är en fallstudie som baseras på deltagande observationer samt intervjuer och handlar om förekomsten av metagovernance i en specifik policyprocess. Efter undersökningen visade det sig att respondentundersökningen och fallstudien genererade lite olika resultat. Sett till fallstudien hade inte den horisontellt baserade styrningen påverkat förutsättningen för metagovernance och att tjänstemännen i hög grad anteciperar sina politikers viljor samt att rollfördelningen under processen har varit tydlig. Den mer allmänt inriktade respondentundersökningen visade däremot att den horisontella strukturen har komplicerat förhållandet mellan politik och förvaltning, gjort rollerna otydligare och att de politiska nämnderna fått en försvagad ställning till förmån för höga tjänstemän och även för kommunstyrelsen. Skillnaderna i resultaten förklaras till stor del av egenskaper som rör det specifika fallet som studerats. I och med att metagovernance via antecipering förekom krävdes ingen ytterligare styrning och i och med detta aktualiserades inte heller de problematiska strukturer och rollfördelningar som respondentundersökningen visar på.

Ligger makten hos politiker eller förvaltningen? Studien handlar om makt i policyprocessen och just ett specifikt fall av detta, Halmstad Kommuns kommande bostadspolitik. Halmstad är en kommun som präglas av en snabbt ökande befolkning och en växande segregation vilket gör det till ett intressant fall att studera. Även just bostadspolitik är omdiskuterat och intressant vilket gör även detta till ett bra område att specificera studien till. Studien undersöker maktförhållande i två analyser, en som baseras på intervjuer med representanter från förvaltningen och en som studerar Handlingsprogrammet för bostadsförsörjning vilket blev resultatet av policyprocessen kring Halmstad kommuns planerade bostadspolitik.

A qualitative study of the relationship between external agents and policy professionals within the Swedish administration. The thesis has its starting point in the study "Makt utan mandat" and strives to explain what happens with the political process when more external agents enter the political market. The theoretical base is the policy process and lobbying researchers Hall & Deardorffs model which argues that when external agents exist on the political scene, the influence of political appointees decreases. The model is tested against empiric material, derived from nine qualitative interviews performed on individuals who, in different ways, participate in the policy process. The interviews were conducted during the autumn of 2015. In summary one may argue that the political power in Sweden has changed due to the fact that more external agents and the policy professionals, has entered the political market, and the thesis proves, with limited empiric material, that political appointees and lobbyists participate in the same phase of the policy process.

I och med att Sverige röstade för Urfolksdeklarationen år 2007 erkände den svenska staten samiskt självbestämmande i bland annat utbildningsfrågor. Aktörer inom såväl staten som Sametinget har under det senaste decenniet föreslagit att Sametinget skall överta ansvaret för sameskolan från den statliga myndigheten Sameskolstyrelsen, men detta har inte skett. Denna uppsats analyserar policyprocessen kring att förändra sameskolans styrning mellan åren 2004-2017, och varför den har stagnerat i ett ickebeslut. Detta studeras i relation till Sametingets möjligheter att driva samisk utbildningspolitik; en form av samiskt självbestämmande. Genom att göra en fallstudie inspirerad John W. Kingdons dagordningsmodell visar denna studie på svårigheterna för Sametinget att driva utbildningspolitiska frågor. Sametinget gör upprepade försök att få upp frågan kring sameskolan styrning på den statliga dagordningen, men både den politiska kontexten och problemförståelsen skiljer sig på den statliga nivån. På den statliga nivån har frågan kopplats till ineffektiv myndighetsutövning emedan frågan inom Sametinget har politiserats utifrån bristen på självbestämmande. Därtill har intresset för frågan varierat inom Sametinget under perioden. Sametingets partier tycks fästa olika stor vikt vid frågan och den politiska majoriteten har skiftat under den undersökta perioden. Resultaten pekar på att den form av icke-beslut som Sametinget utsätts för under policyprocessen är en form av statligt maktutövande, avsiktlig eller inte, mot Sametinget och en begränsning av självbestämmandet. Även om Sametinget vid flera tillfällen driver frågan och staten inte motsätter sig förslagen tas ändå inget verkställande beslut. Sametingets nuvarande institutionella arrangemang tycks utifrån denna studies resultat inte ge möjligheter att förverkliga samiskt självbestämmande inom utbildningspolitiska frågor.

Efterkontroller av omregleringen av den svenska apoteksmarknaden har fastslagit att vissa mål som sattes upp av den dåvarande regeringen inte uppfyllts. Flera tidigare forskningsbidrag har ådagalagt att det svenska kommittéväsendet nedmonterats och att beslut i policyprocesser föranleds av avsmalnade problemformuleringar. Den här studien ämnar undersöka om utredningen fick i uppgift från kommittédirektivet att arbeta förutsättningslöst med frågan samt om hänsyn togs till den kunskap som genererades av beredningen när propositionen lades fram. Uppsatsen påvisar genom en inramningsanalys av policyprocessen att initieringen av ärendet begränsade utredningsarbetet. I propositionen togs viss hänsyn till de åsikter som beredningen framfört.

In my experience it is hard to define what learning in leisure centers means, and that the definition seems to differentiate between principals and leisure-time pedagogues. In this inquiry, I therefore ask myself the following questions: How does a principal and leisure-time pedagogue define learning in leisure centers, in relation to current regulatory documents? And how does a principal and a leisure-time pedagogue translate these regulatory documents to their operation regarding learning in leisure centers? My inquiry is based on qualitative methods as semi-structured interviews and open observations. The premises I use to analyze my results is visible learning, situated learning and policy. The result indicate a shared view of what learning in the leisure center means, but the translation from definition to operation is not coherent with what the principal and leisure-time pedagogue says. The conclusion is that the process in which the regulatory documents develops, affects the issue to understand its content and the establishment of the documents in their operation.Enligt min erfarenhet är det svårt att definiera vad lärande i fritidshem innebär, och att definitionen kan skilja sig mellan rektorer och fritidspedagoger. Därför har jag i denna undersökning ställt mig frågorna: Hur definierar rektor och fritidspedagog lärande i fritidshemmet, i förhållande till rådande styrdokument? Och hur översätter rektor och fritidspedagog styrdokumenten till verksamheten gällande lärande i fritidshem? Undersökningen baseras på kvalitativa metoder så som semi-strukturerade intervjuer och öppen observation. Utgångspunkterna i min analys av resultatet är synligt lärande, praktikbaserat lärande och policy. Resultatet visar på en samsyn av vad lärande i fritidshemmet innebär, men att det inte översätts till verksamheten på det sätt rektorn och fritidspedagogen säger. Slutsatsen är att den process där styrdokumenten tas fram, påverkar svårigheten att förstå dess innehåll och att implementera innehållet i verksamheten.
