Abstract:
Large-scale distributed digital library systems with aggregated metadata provide platforms for resource discovery and retrieval. For researchers, aggregated metadata offers a potential for big data analysis and exploration of digital knowledge growth. The paper reports the findings of the study that investigated the distribution of the date elements in the metadata aggregated in the Polish Federation of Digital Libraries and related it to the types of libraries. The purpose of this study was to address the gap in research about heterogeneous digital libraries and explore the dynamics of their growth. The authors included timeline characteristics of the development of Polish digital libraries and proposed a new dynamics parameter – resource release interval. They used histograms, which have been grouped according to the organizational and thematic criteria, developed for this study. All charts are characterized by two similar maximum points. Their shapes and ratio have been analysed by both statistical and visual methods. The shape of resource release interval charts revealed characteristic differences for libraries types. The proposed approach, based on time characteristics, is an important step in the development of systematic classification of digital libraries and digitizing institutions. It can be also considered as a new tool in monitoring the dynamics of digital knowledge growth.

Abstract:
Purpose This paper aims to present the authors’ attempts to evaluate the access to archival maps available in digital libraries. Its aim was to pinpoint the factors determining the effectiveness of access to old maps and to evaluate which Polish libraries provide resources in such a way as to give the users the best chance of finding the materials necessary for their research. Design/methodology/approach The presented research focussed on archival documents from academic libraries accessible from the Polish Digital Libraries Federation and available from Europeana Collections. The evaluation criteria were established along with features that determine the level of difficulty of access to data describing archival documents. The research took into account the way of recording the data about archival documents in metadata. The authors have also analysed the quantity of available resources and the consistency of metadata record. Findings The results of the research have demonstrated that one-third of the analysed libraries deserve a positive evaluation. The digital library of the Warsaw University and the Jagiellonian Digital Library received the best scores in terms of the description of archival documents. Considering the number of resources, the Jagiellonian Digital Library and the Digital Library of the University of Wrocław are positively distinguished. Originality/value The method of evaluating the access to archival maps has been developed. The criteria and features necessary for this evaluation and the way of their interpretation have also been defined. The future goals leading to the improvement of the access to the archival maps have been also presented.

The research features the relevance and importance of the transition to the digital economy and digital society as the most important priorities of the state policy of the Russian Federation. The authors emphasize the impact of this process on the development of all types of libraries, including university libraries. Digital environment results in a number of social and technological challenges, e.g. the specifics of dealing with e-users of university libraries, access to electronic resources, new requirements for the publication activity of teachers and researchers in specialized sources and professional competence status, creativity of managers and specialists of university libraries, etc. The paper describes The Concept of Development of University Libraries, a draft document that emphasizes the changing role of university libraries and the need to change the content of their activities. The project takes into account the development of world libraries and such components as infrastructure, structure, and ultrastructure, including new challenges to the digital environment. The study features the case of the State University of Management that educates management personnel for libraries.

Abstract:
Digitization as an element of technological development has contributed to the removal of many information barriers related to access to the achievements of writing and printing culture. Thanks to numerous programs of developing and subsidizing work on intellectual property, digital libraries, museums and archives have been created, offering access to their collections online. Digital forms of priceless manuscripts, old prints, documents of social life and other manifestations of culture are not only a way of conservation and preservation of the originals or the presentation of library magazines, but also sources for research. The content of the Digital Library Federation – DLF, which associates 138 data providers, will be used as an example of digitized old prints along with ways of describing, searching, displaying results and special addons that make their use simple and effective. As a result of the research, 38,629 items marked as old prints were found in the database, supplied by 38 institutions, the most numerous being those provided by the Jagiellonian Digital Library and the Lower Silesia Digital Library, with the predominance of 18th and 17th century and Latin and Polish prints.

PURPOSE/THESIS: The article presents results of preliminary research on copyright issues in Polish digital libraries. The aim of the research was to identify main copyright ąuestions and issues faced by digital librarians in Poland. APPROACH/METHODS: The research is based on interviews with Polish digital librarians and the analysis of documents concerning copyright and digital libraries in Poland. RESULTS AND CONCLUSIONS: The restrictive approach to copyright limits the field of activity of digital libraries. ORIGINALITY/VALUE: The article shows that Polish librarians are challenged by locally specific problems resulting from Polish approach to exceptions from and limitations to copyright and unclear rights, particularly as regards the symbolic production of the Peoples Republic of Poland.

The article presents the questions concerning digital libraries. The aims for their establishment have been discussed and the most interesting Polish examples presented. The author, on the basis of the selected collections highlights the role the digital libraries may play in the workshop of a researcher - regionalist. Moreover, he demonstrates their significance as a tool supporting didactic process. From among several dozen o f Polish virtual libraries, the author focuses especially on Wielkopolska Biblioteka Cyfrowa (Great Polish Digital Library) and Kujawsko-Pomorska Biblioteka Cyfrowa (Kujavian-Pomeranian Digital Library) as the biggest and most interesting projects of this kind.

Abstract:
Purpose – The purpose of this paper is to describe and evaluate the role played by digital libraries in Polish society, particularly in relation to users who are not in education or professionally engaged in academic work. Design/methodology/approach – Results are presented from a survey of non-academic users, identified as one of the key groups of digital library users in an exploratory survey in 2008-2009. The targeted survey was carried out by sending e-mails to persons who had supplied their addresses in the first survey or had set up accounts with the Digital Library of Wielkopolska. Analysis was also made of e-mail correspondence between digital library users and librarians, and data from digital library server logs, during 2008-2013. Findings – The research provided three interesting results. The first is that the creation of digital libraries in Poland has caused a significant number of people to pursue an interest in genealogical or local historical research. The second result is that the evaluations of digital libraries made by non-academics do not differ significantly from those made by students and academics. The third is the fact that at present, approximately 50 per cent of digital library users in the non-academic category are over 50 years of age. Originality/value – This is the first comprehensive study on the use of digital libraries in Poland by non-academic users. It shows what role digital libraries play, and to what extent, in the stimulation of cultural activity in Polish society.

Abstract:
Purpose/Thesis: The turn of the century marked a beginning of the dynamic growth of Polish digital libraries. The process had results beyond the increased accessibility of library resources. From the perspective of information science, a digital library has many functions aside from sharing its reso­urces; therefore, it is important that we attend to the role such libraries play in research conducted by scholars of different disciplines.
 Approach/Method: This article is a review. The authors briefly present the role of digital libraries in applied linguistics, primarily in linguistic chronologization, i.e dating and re-dating of neologisms, with a focus on twentieth-century Polish language.
 Results and conclusions: The analysis shows that the development of digital libraries was the con­dition sine qua non for establishing contemporary linguistic chronologization theory (which may be also considered to be a research method). The future growth of digital resources will allow the scholars to pose more plausible hypotheses regarding linguistic chronologization.
 Originality/Value: Linguistic chronologization theory (TLCH) often features in linguistics scholar­ship. As far as the authors know, no information science journal published a paper considering the role of digital libraries in applied linguistics.

Abstract:
The government requirements toward digital content acquisition and use in libraries have been changing. The standards and regulations comprising the indicators of library activities in the digital environment are characterized. The findings of the study of the official websites of the central libraries of 85 subjects of the Russian Federation (22 republics, 46 regions, 9 territories, 4 autonomous districts, 1 autonomous region, and three cities of federal status), are cited. The goals of the study were: to examine the structure of local history digital content on the websites of central libraries of the RF subjects; to identify typical errors in acquiring the local history digital content that actually breaks down the barriers for remote users. The Russian libraries’ experience in generating local lore electronic information resources available to remote users, is discussed. The most popular types of electronic information resources are analyzed. The lack of unified terminology for digital content and the polysemy of the type names are emphasized. The presentation of local history digital content in the headings of websites of the RF central libraries of various federal status, is considered. Prospects for research of local history digital content optimization on the websites of RF central libraries are outlined.

The article refers to the educational electronic service provided in libraries by volunteer instructors, who help users, mostly those unemployed and elderly, to master computer literacy, work with the Internet , and search for information, especially concerning the labor market. Launched at the Chicago Public Library, in which, under the conditions of manifestation of the so-called phenomenon of library axiom, volunteers act as digital social workers, the CyberNavigator program has become one of the most sought-after and contributed to reducing the digital inequality in this megalopolis. Having familiarized with the American practice in the fi eld of library volunteering, during an educational trip to the United States, Polish specialists, studying foreign experience in the organization of modern volunteering to increase the level of its development in their country, decided to adopt a new service addressed to persons with diffi culties in accessing to information and communication technologies (ICT). To do this, they created and implemented a pilot project called “Information for Citizens — Cyber-Navigators in Libraries”. Its main objective was to introduce a system of continuous electronic training for persons with diffi culties in accessing to ICT by implementing a specifi c service of “cyber-navigators” in libraries. The authors of the project strived to implement digital and media training in libraries, both for those users “delimited by the digit” and for librarians to develop various forms of lessons for visitors like that (trai nings, instructions, consultations, etc.). The authors also wanted to identify the needs in the fi eld of users’ digital training and to attract volunteers in professional library activities, basing on the experience of American libraries and taking into account the Polish realities. The idea of cyber-navigation appeared to be so timely and fruitful, that the libraries have included this informal educational service in their list of permanent ones.

Abstract:
Information activities of national regional libraries in promoting original traditional cultures, including that of Russian native minorities, are discussed. Cultural resources as presented at the websites of national libraries of RF constituents were examined, and 70 resources were identified, including 12 in national languages. The National Library of Chuvash Republic holds the largest number of independent digital resources. Digital publications, websites and portals are among the most popular library resources. The national regional libraries have been also developing and maintaining their databases, however their rate is rather insignificant. Many library Internet projects are characterized by their multilayer structure, which enables users to access various information resources in culture and arts via single access point. Ill-conceived navigation, lack of distinctstructural hierarchy, information mix-up when some resources, including those in regional studies are present in several website sections, are on the downside of representing resources on the libraries’ websites. According to the data obtained, virtual exhibitions make the largest share of individual digital resources. The libraries of Volga Federal District appear to be the most centered on designing and promoting resources on the culture of titular ethnic groups.

Purpose The purpose of this study was to evaluate digital reference services at the Namibia University of Science and Technology (NUST) and the University of Namibia (UNAM) library. Two aspects were evaluated, namely, “resources” and “elements of the general digital reference model”. Design/methodology/approach This study adopted a descriptive case study approach and used qualitative research methods, which comprised interviews and an observation checklist. The population consisted of librarians working at NUST and UNAM Library. Findings The research findings showed that these libraries used the general digital reference model in providing responses to the library users. The study established that the two libraries did not follow the International Federation of Library Associations and Reference and User Services Association standards of staffing and training of librarians working with digital reference services. The study further found that a lack of ability to fully demonstrate to users how to access various library services was one of the major problems that the librarians experienced. Research limitations/implications The study was limited to two academic libraries: UNAM and NUST. Originality/value The study could contribute to a better understanding of digital reference services provided by NUST and the UNAM libraries and contribute to the body of knowledge on the subject of digital reference services, especially in an African context, where few studies have been conducted on this subject. The two libraries could use the findings to improve digital reference services, plan for intervention and develop the services.

The authors attempt to determine which of two adjectives are preferable to be used to describe processes and/or objects of cognition within scientific disciplines related to modern libraries, and whether these two terms are the synonyms to be reasonably equally used. The history of the adjectives digital and electronic as well as of the related terms is described; the definitions are given as they appear in Oxford and Cambridge dictionaries of the English language. The modern-day use of these adjectives, in particular in library and information activities and studies is assessed. The findings of the analysis of the websites of major world library associations are presented, e.g. those of International Federation of Library Associations and Institutions (IFLA) and American Library Association (ALA). The history of use and the current status of the adjectives digital and electronic in library and information practice and scientific studies are analyzed. Within the context of the problems set forward in the article, the state terminological standard GOST 7.0.103-2018 “Library and information services. Terms and definitions” is reviewed. The authors conclude that the two adjectives are synonymous and may be used equally when solving theoretical and/or practical problems in library and information activities and studies; and that the combinations digital/electronic libraries and digital/electronic library science are equally acceptable.

The article describes the main characteristics of the project aiming to modernize municipal libraries of Russia within the framework of the national project “Culture”. The modernization is targeted at development of information and communication potential of regions, creation of conditions for further integrated development of the network of municipal libraries in order to provide local urban and rural communities with equitable access to the resources of major libraries, local history and the National Digital Library. The article summarizes the main statistical data of the starting and target stages of the project, including the number of libraries to be modernized in 2019. Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

Abstract:
The shape and content of the newly edited volumes of the Estreicher Family Polish Bibliography (namely vol. 19 and 20 of the new edition of the Polish Bibliography of the 19th century) were strongly affected by the accelerated pace of digitization of catalogues and collections of the Russian, Ukrainian, Belarusian and Lithuanian libraries. Digital access to these re- sources allowed our team to locate many previously unknown Polish books, but the vast amount of data required a practical strategy of quick and effective searching. Moreover, the criteria of selection became an important methodological concern: both the specific characteristics of the newly surfaced materials and recent studies dealing with participation of Polish people in the cultural and academic life of the neighbouring nations show that the Polish heritage includes numerous books in Russian (and other languages as well), e.g. the publications of the Polish scientists who worked in the Russian Empire. Discovering and documenting such unobvious parts of Polish heritage become one of the fundamental tasks for the present-day researchers.

On October 22—23, 2019, the Russian State Library hosted the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia. The Forum, focused on the analysis of the current state of the library sector and the development of priority areas for its further development, was held for the 26th time. The Meeting was organized by the Ministry of Culture of the Russian Federation, the Russian State Library and the National Library of Russia. 294 participants from 57 regions of Russia, including employees of the Ministry of Culture and the Ministry of Science and Higher Education of the Russian Federation, the Main Information Computing Centre (GIVC) of the Ministry of Culture of the Russian Federation, regional authorities, heads and specialists of libraries of various levels, universities, publishing houses and corporations attended the Meeting. The broadcasting of the meetings on the website of the Russian Association of Electronic Libraries significantly expanded the number of participants — there were recorded 609 connections.The main theme of the 2019 Meeting is “The National Project “Culture” as the New Stage of Development of Libraries”. The Meeting considered the issues of formation of the Concept of librarianship development in the Russian Federation, the results and prospects of creation of model municipal libraries within the framework of the Federal project “Cultural Environment”, the development of the National Electronic Library (NEL), the formation of the register of book monuments, including the issues of their digitization and inclusion in the NEL in the framework of the Federal project “Digital Culture”, etc.There were announced the results of two competitions: The Third All-Russian Competition of Library Innovations and the Sixth All-Russian Competition “Library Analytics 2019”. The Meeting included sessions of the jury of the All-Russian Competition “Librarian 2019” and the Board of the Russian Library Association. Abstract:
Purpose The purpose of this study is to explore the virtual space of the library and how it is part of the library building and many spaces offered. It inspects as well the work of the International Federation of Library Associations and Institutions’ section related to library buildings and equipment libraries can play if they are able to provide remote users education, which can help in fighting illiteracy and promote digital literacy. Design/methodology/approach The study adopted a structuralist approach from linguistics, sociology and anthropology to decorticate the concept of space. It favoured the literature review method, which was the most adequate approach for multidisciplinary results. Findings The study results indicate that the library virtual space became equally important as its physical spaces for our modern world and development. The significance of the virtual spaces is similar nowadays to the physical spaces of libraries as they allow for social integration and self-recognition. Originality/value The value of this study is uniquely exhaustive, as it highlights the value and significance of the library virtual space in the contemporary world, in comparison with the library physical spaces.

Open access uključuje slobodan i univerzalan pristup i korištenje informacijskog sadržaja baza podataka i drugih digitalnih resursa na internetu. Da bi se zaštitili interesi nositelja autorskih prava radova koji su u režimu otvorenog pristupa, morale su biti unesene mnoge inovacije u zakon o autorskim pravima. Najpoznatija licenca za otvoreni pristup je Licenca kreativne zajednice (Creative Commons Licence – CCL). Prva internacionalna deklaracija o otvorenom pristupu je Budimpeštanska deklaracija (inicijati-va) (Budapest Open Access Initiative, 2002). 2007. godine utvrđene su osnovne smjernice za primjenu otvore-nog pristupa u bibliotekama od strane IFLA (International Federation of Library Associations and Institutions), eIFL (electronic Information for Libraries) i LCA (Library Copyright Alliance koja obuhvata pet najvećih biblioteč-kih udruga u SAD). = Digital tehnologies allowed forming the archival repository of electronic issues. These scientific repositories became publicly available within the open access regime. Open access includes open and universal access and usage of the content data bases and the other internet digital resources. With the aim to protect the interests of the all entitled to the open access regime, many inovations connected with copyright law have had to beimplemented. The most famous open access licence is the Creative Commons Licence – CCL. Budapest Open Access Initiative is the first international declaration of the open access. The article is devoted to the modern period of research activity of the Russian State Library ‒ one of the Russian Federation’s national libraries, which, in accordance with the current legislation, are research institutions in library science, bibliography and book studies, and methodological, scientific-information and cultural centers of federal importance, participating in development and implementation of the federal policy in the field of librarianship. The article presents the main directions and subjects of the RSL’s research work in 2015–2018. In addition to traditional areas (the history, theory and practice of librarianship, the disclosure of collections, and the study of monuments of book culture), there have also been developed some research projects aimed at solving current issues of library development in the digital environment (the formation and organization of access to electronic information resources, the creation of digital services, etc.). The article demonstrates major publications of the RSL employees, representing the research results (monographs and articles, catalogues, bibliographic indexes, manuals and reference books). Various modifications of the system of continuous library and information education are associated with the tasks of digitalization, determined by the national development goals of the Russian Federation. The purpose of this study is to identify the main transformational trends of this system in the context of the digitalization of culture. The authors reveal the concepts of “digitalization of education”, “lifelong education”. The article analyses the reports of the track “Professional education of specialists in library and information sphere” conducted in the framework of international scientific and practical conference “Science, Technology and Information in Libraries (LIBWAY — 2020)”, held on September 14—17, 2020. The authors identified the main problematic issues of continuous library and information education: personnel potential of libraries in the era of large-scale and accelerating technological changes; diversification of additional professional education for library staff as one of the links in continuous education; regulatory support for the development of system of continuous library education; new vectors in educational activities aimed at the formation of professional and supra-professional competencies as a factor of competitiveness of the library specialists in the context of multitasking and efficiency of the cultural sector. The article emphasizes that the continuous library and information education of specialists in the era of digitalization of culture is progressing due to the new information technologies, implementation of innovative library experience, as well as the formation of new competencies of library personnel. Globalna pandemija prouzrokovana virusom COVID-19 bitno je utjecala na poslovanje u visokoškolskim bibliotekama u cijelom svijetu, a cilj ovoga istraživanja je utvrditi kako su javne visokoškolske biblioteke u Federaciji Bosne i Hercegovine prilagodile i/ili redefinirale svoje bibliotečko-informacijske usluge pandemijskim okolnostima rada. Za potrebe prikupljanja takvih podataka, anketirani su samo bibliotekari/ke onih javnih visokoškolskih biblioteka koje imaju kontakt (e-mail) na web stranici fakulteta / akademije / univerziteta, a samo istraživanje, koje je kvantitativne prirode, realizirano je korištenjem posebno kreiranog anketnog upitnika, upotrebom Google Forms, u junu 2021. godine. Od ukupno 47 mapiranih biblioteka, 26 biblioteka je sudjelovalo u ispunjavanju ankete (ukupno 55,3%). U ovom istraživačkom radu, koji je prvi ove vrste u Federaciji Bosne i Hercegovine, donose se pristupi visokoškolskih biblioteka koje, za razliku od visokoškolskih biblioteka iz razvijenih evropskih zemalja, djeluju u vrlo specifičnim uslovima koje, prije svega, karakteriziraju ograničeni i nedovoljni budžeti za nabavku građe, ali i nedostatak osnovne IT opreme. Rezultati pokazuju da su uprkos zatečenim, često neodgovarajućim elementarnim uslovima rada, visokoškolski bibliotekari ulagali izvjesne napore orijentirane ka zadovoljenju informacijskih potreba korisnika tokom svjetske zdravstvene krize, ali i da je pandemija naglasila hitnu potrebu digitalne transformacije istraživanjem obuhvaćenih visokoškolskih biblioteka. = The global pandemic caused by the COVID-19 virus has significantly affected library processes and procedures in academic libraries worldwide, and the aim of this study is to determine how public academic libraries in the Federation of Bosnia and Herzegovina (FB&H) have adapted and/or redefined their library and information services to pandemic circumstances. For the purposes of collecting such data, only librarians of those public academic libraries who have contact information (e-mail) displayed on the faculty / academy / university website were surveyed. The research itself, which is of a quantitative nature, was realized by using a survey questionnaire, which was created on Google Forms, in June 2021. Out of a total of 47 mapped libraries, 26 academic libraries participated in the survey (response rate of 55.3%). This research paper, which is first of its kind in Federation of Bosnia and Herzegovina, brings approaches of academic libraries which, unlike academic libraries from developed European countries, operate in very specific circumstances which are primarily characterized by limited and insufficient budgets for procurement of collections but also basic IT equipment. Results showed that despite the found inadequate elementary working conditions, academic librarians made certain efforts aimed towards meeting the information needs of library users during the world health crisis, but also that the pandemic emphasized the urgent need for digital transformation of surveyed academic libraries.

The purpose of this article is to introduce into the scientific circulation the results of the research work started in 2019 by the Russian State Library (RSL) with the aim to identify, analyze and characterize processes of digitalization of public libraries of the Russian Federation as well as to make the forecast of their further development. In the course of the research, there was done the analysis of normative documents, publications in the professional press and on the sites of Russian and foreign journals, other net actors, accumulating and testing scientific information about digitalization of librarianship; examination of libraries’ sites as points of access to distant library services.The summarization of the significant empirical base made it possible to identify and characterize the main trends in the process of digitalization of public libraries, as well as to conduct a comparative analysis of international and domestic experience in the introduction of digital technologies into library practice.During the first two stages of this scientific project, there was defined the concept of “library digitalization”, studied the content of the process of library digitalization, identified the main avenues and analyzed forms and areas of application of new information technologies in library practice.The results of the research have indicated that digitalization affects the development of all the main areas of library activities. The introduction of digital technologies leads to significant changes in the forms and methods of library work and library communications.There have been identified several main vectors of library digitalization development: digitization of library collections and creation of digital resources; development of the remote user services via the Internet, robotization of library processes and implementation of mobile communication technologies, augmented reality and radio frequency identification. The objectives of the introduction of digital technologies into library practice have been formulated as follows: liberation of library specialists from routine library work for to perform processes that require intellectual and creative abilities. The results of this research have important theoretical and practical significance.

The goal was to develop a module to manage electronic resources, integrated into Innovative’s Millennium library system. The product, Electronic Resource Management (ERM), became available in 2004 and is based on the work of the Digital Library Federation Electronic Resources Management Initiative. This article focuses on one aspect of ERM, the integration of the module with the Web OPAC, and describes how the Ohio State University Libraries replaced a back-end database with ERM to support lists of electronic resources on their Web site.</span>

This paper represents the results of a conversation between Adrienne Heavy Head, the creator and manager of the Blackfoot Digital Library (BDL), at the University of Lethbridge in Alberta, Canada, and Mary Greenshields, a new librarian in Alberta. The aim of the conversation was for Mary, a settler living in traditional Blackfoot Territory, to learn about the creation and maintenance of the BDL, and to gain insight into the organization, access, and classification of information within the library as a real life example of some of the protocols suggested by the Canadian Federation of Library Associations (CFLA). Adrienne and Mary hope that this conversation will help librarians to better understand knowledge management from a Blackfoot perspective and might inspire librarians to start such conversation with the Indigenous peoples upon whose land their libraries rest.

Introduction. Modern libraries do their best to increase public access to relevant information and knowledge with the help of modern digital technologies. Libraries supported by national governments and international non-governmental organizations provide the development of all sectors of society. Therefore, new opportunities for libraries are an important strategic task both for the state and the libraries themselves. The current global practices of diversifying library activities proved quite effective as they meet the challenges of digitalization and experience economy. However, they should be implemented with respect to the national specifics of the domestic library system. Study objects and methods. The present research was based on the theory and methodology of strategizing developed by V.L. Kvint, Foreign Member of the Russian Academy of Sciences and Honored Worker of the Higher School of the Russian Federation. His scientific theses have been successfully implemented in a number of regional and sectoral strategies. According to the general methodology of strategizing, any search for new opportunities should be preceded by a detailed analysis of global, sectoral, and regional trends. Results and discussion. The present strategic analysis of trends and forecasts for the library industry development in Russia and worldwide revealed a number of unique opportunities, which allow libraries to fit into the life of modern society and endow them with such socially significant functions as education, enlightenment, and promotion of cultural and moral values among young readers. However, the window of opportunities is always short-lived: the libraries should seize the moment to ensure their systematic and progressive development, which is possible only through the development of an effective strategy. Conclusion. The article introduces unique strategic opportunities for the development of the library system in Russia. The authors analyzed the best practices applied by famous libraries in their search for new roles and the domestic library industry in order to determine the strategic directions for the library development in the era of digitalization and experience economy.

The article presents an overview of the Bank of ideas of the International Federation of Library Associations and Institutions (IFLA), created in the course of implementation of the “Global Vision” project (2017—2018). The Bank of ideas is designed to host innovative proposals in order to strengthen the influence of libraries around the world. With its help, librarians share their experience and best practices. Everyone can contribute to the formation of collective concept for the development of libraries of the future. Over two years of its existence, more than 30 thousand specialists from 190 countries of the world took part in its formation. The paper emphasizes the importance of this project for the implementation of the IFLA Strategy 2019—2024. The author highlights the priorities of innovative activity of librarians in the following areas: ensuring equal and free access to information and knowledge; supporting of reading and information literacy; meeting the information needs of society; applying digital innovations in libraries; protecting the interests of libraries at the national and regional levels; attracting to decision-making the young professionals who are dedicated to their work and striving for leadership. The author focuses primarily on ideas that may be of practical interest to domestic library specialists. The article marks the role of the Russian library community in the formation of ideas for the development of libraries and implementation of the IFLA “Global Vision” project. The ideas collected through the initiative of librarians around the world should take the form of actions to make the Global Vision a reality. Abstract:
The article explores the semantic and pragmatic evolution of the lexical unit "badylarz" (‘vegetable gardener’). The author challenges the generally accepted opinions about its history, making use of data from dictionaries, digital libraries and corpora of the Polish language. It is commonly believed that the word came into existence during the PRL era and belonged to the typical elements of the discourse of communist propaganda. An analysis of the collected data showed that the word "badylarz" existed as far back as the second half of the 19th century. Originally, it was a neutral lexeme, but in the interwar period it became one of the offensive names of class enemies, often used in left-wing newspapers. After the war, negative connotations of the word were disseminated through literature and popular culture. Nowadays, "badylarz" functions as the lexical exponent of cultural memory of communist times.

Abstract:
Basing on the study of the Internet publications of archival documents, the article considers the issues of publishing digitized copies of archival documents in the electronic environment on the website of the Federal Archive Agency and the “Archives of Russia” portal. The publications were prepared within the framework of the state programs “Patriotic education of the citizens of the Russian Federation” in 2006–2020, approved by the government of the Russian Federation. The present research is the analysis of the virtual exhibition “Stalin-Churchill-Roosevelt. A joint fight against Nazism”; the publications “How and for what we are fighting with the Poles. The anti-Polish program of the OUN in archival documents”; “Ukrainian nationalist organizations during World War II”; “How the Polish underground ‘helped’ the Red Army to defeat Nazi Germany. 1944–1945. Marking the 70th anniversary of the Warsaw uprising of 1944”; “General Vlasov. The story of betrayal”; “Victory. 1941–1945”; “Stalingrad. Abstract:
Purpose/Thesis: The article presents the concept of university course in digital humanities for future
 information professionals.
 Approach/Methods: The concept of university course in digital humanities draws on the author’s deep knowledge of digital humanities as well as the particular models of research project lifecycle. The concept consists of three elements: the description of educational aims, the graduate’s profile, and the learning outcomes.
 Results and conclusions: The author proposes that university course in digital humanities should be provided as a part of specialization within a Master program for information professionals. Classes will give students a basic knowledge of a given discipline in the humanities and the theoretical aspects of digital humanities, as well as its structure and history. Students will also learn about information and knowledge organization, digital sources used in humanities, information systems, digital collections, research data management, and scholarly editions. Graduates would be equipped to work at research
 institutions running digital humanities projects or providing research infrastructure for digital humanists, e.g. academic libraries, museums, archives, digital humanities centers and laboratories.
 Practical implications: The concept may be used to prepare a detailed program of specialization by faculties offering information science programs. Although the concept has been developed in the context of Polish higher education, it can be modified and adapted successfully in other countries, especially in the EU countries which, like Poland, need to meet the European Qualifications Framework.
 Originality/Value: Formal university course in digital humanities for information professionals is not very common. The concept of a specialization within a Master program proposed in this article fills this gap so that a new generation of librarians and other information professionals will become more proficient intermediaries between humanists and information.

Abstract:
The purpose of the text is to identify and description certain dimensions of literary culture that are represented in digital media and relate to the children’s recipient. The method used content analysis, mainly Polish websites, indicate the dominant media enabled representations of knowledge about children’s book and its contexts (reading culture, the role of intermediary). Described some forms of presence of literature for children and youth in cyberspace, such as portals and blog reviewers, websites writers and books, journals and literary blogs, forums readers, radio and TV programs. Scientific knowledge of literary culture is represented in the network to a lesser extent in comparison to popularizing, commercial and promotional activities of publishers and other entities. The source of scientific information are the pages of international conferences, associations, organizations and libraries. To a lesser degree, open source licenses are digitally released as original scientific studies, such as books, journals and research reports.

Abstract:
Purpose/Thesis: The paper aims to describe the types and structure of references to different sources as cited by the selected Polish Wikipedia articles from the category of people related to the Austrian Partition and all the categories below.
 Approach/Methods: The research data consisted of references from 50 randomly selected articles from Polish Wikipedia, including 1007 citations and 758 references. The references have been gathered, processed, and analyzed mainly employing R language. They have been categorized, and then the descriptive statistics for the chosen elements have been provided and analyzed.
 Results and conclusions: The study shows that the majority of sources used in the research sample were of primary nature. Consequently, it demonstrates that the analyzed articles about historical persons can be regarded more as a product of research than simple imitative work to a certain extent. Polish Wikipedians mainly utilized government directories and newspaper or magazine articles, often from digital libraries. Secondary sources, on the other hand, chiefly consisted of books, webpages, and book sections. The structure of references was diverse, and bibliographic descriptions sometimes lacked important elements. The findings confirm difficulties in analyzing sources in Wikipedia. Moreover, they support the need for researching different editions and subject areas of the largest online encyclopedia.
 Research limitations: Due to the exploratory character of research, which focuses on references from selected articles about historical persons from Poland, one should not readily extrapolate its results to other parts of Polish Wikipedia. The research sample only comprised citations and references, which were collected at one specific point of time. Additionally, the categorization of references has been done by a single researcher, and intercoder reliability has not been checked.
 Originality/Value: Most of the studies into sources used in Wikipedia articles have been limited to its English edition so far. Moreover, articles about historical persons in this encyclopedia have not been analyzed from the perspective of utilized sources, their types, and reference patterns. The paper broadens the understanding of sources usage in Wikipedia by focusing on the Polish edition of the encyclopedia.

The article analyzes the transformation of the constitutional right to information into the right to reliable information, which is a key factor in the creation of a unified electronic knowledge space and the transition from the information society to the knowledge society in the Russian Federation, as well as the role of the library Institute in this process. The purpose of the research is to study the features and prospects of implementing the right to reliable information through the library Institute in the framework of a single electronic knowledge space. The purpose of the research necessitated setting and solving the following scientific tasks: understanding the impact of information on the institution of legal regulation; studying the provisions of the most important strategic documents of the information sphere that secured the transition to a knowledge society based on reliable information; analyzing the legal nature of reliable information; explore structural elements of a single electronic knowledge spaces, acting as a means of transition from information society to knowledge society; understanding the role of the Institute library in the electronic structure of a single space of knowledge; study of the essential features library of information that allow it to meet the criteria specified in the strategic documents of the Russian Federation; analysis of the contribution of the end-to-end digital technology in providing access to library information; develop proposals for improving the legal regulation of access to library information in the modern digital environment. Within the framework of this study, both general scientific (analysis, synthesis, method of system analysis, etc.) and special legal (formal-legal, comparative-legal) methods of cognition were applied, which allowed to solve the set goal and tasks. According to the results of the study, the need to rethink the role of the library Institute in the knowledge society in the modern digital environment is stated. The conclusion about the necessity of appropriate changes in the strategic documents and the relevant law libraries with fixing forms and ways through digital technology in the process of ensuring access to library and information library and information resources as necessary conditions for constructing a unified electronic knowledge spaces.

Abstract:
The article deals with the impact of information technologies on the development of social and pedagogical adaptation of fi rst-year students in the higher school system. Information technologies that contribute to the active development of social and pedagogical adaptation include digital (electronic) libraries, information and educational portals, websites and applications, e-mail, educational video tutorials, messengers, Google Forms. Information technologies enshrined in the Federal Law of 29.12.2012 N 273-FL “On education in the Russian Federation” are considered. The main aspects of the phenomenon of socio-pedagogical adaptation of first-year students are reflected, the principles of working on the Google Forms platform and the impact of information technologies on the process of socio-pedagogical adaptation from the positions of the teacher/curator of the student group and students are described in more detail. As a result of the analysis, it was determined that the use of information technologies makes a signifi cant contribution to the process of successful social and pedagogical adaptation of fi rst-year students in the higher school system.

 Objectives – This study evaluates the level to which virtual (asynchronous e-mail) reference services adhere to professional guidelines. Specifically, it addresses the following research questions:
 1) To what extent do virtual reference services adhere to the American Library Association (ALA) Reference and User Services Association (RUSA) and the International Federation of Library Associations (IFLA) guidelines?
 2) How does the level of adherence to RUSA or IFLA guidelines vary based on request type, user name, and institution?
 3) Is there a correlation between outcome measures of reference transactions (accuracy, completeness, and satisfaction) and the level of adherence to RUSA or IFLA guidelines?
 
 Design – Unobtrusive evaluation of researcher-generated queries.
 
 Setting – Fifty-four academic libraries in North America.
 Subjects – A total of 324 queries were sent to the 54 libraries, with each library receiving six different types of requests from six different user names.
 
 Methods – Researchers developed two coding schemes for the guidelines (34 codes and 12 attributes for the RUSA guidelines and 33 codes and 10 attributes for the IFLA guidelines). Each of the six user names used represented an ethnic and/or religious group identity: Mary Anderson (Caucasian, Christian), Moshe Cohen (Caucasian, Jewish), Ahmed Ibrahim (Arab), Latoya Johnson (African American), Rosa Manuz (Hispanic), and Chang Su (Asian). The six request types were designed so that three would be answered (questions 1-3) and three would be out of scope and not answered (questions 4-6). The following queries were sent, individualized for each institution: 1) Dissertation query; 2) Sports team query; 3) Population query; 4) Subject query; 5) Article query; 6) Request for a PDF copy. The 324 queries were uploaded into NVivo 2 software, and all e-mail transactions were coded and analyzed.
 Main Results – Analysis of the 324 transactions from 54 libraries showed the following results:
 1) Low levels of adherence to both sets of guidelines;
 2) Varied levels of adherence based on request types and user names on
 both sets of guidelines;
 3) Variation in institutional rank according to different sets of guidelines;
 4) No correlation between user satisfaction and adherence to either set of guidelines.
 
 Conclusion – This study suggests that higher levels of virtual reference service effectiveness could be achieved by automatically integrating some less observed behaviours (e.g., thank you notes) into replies sent to users and by increasing librarians’ awareness of professional guidelines through training and detailed institutional policies. The authors also suggest that librarians should be aware of their tendencies to react differently to different user groups, and that administrators can facilitate this by providing diversity workshops.

While carrying out their local lore activities, public libraries of the country orientate themselves on the “Guide on local lore activity of public libraries in RF” goals. In rural municipal districts, library local lore activity has its own characteristics. The article reveals the specifics of the layout of the material on the rural municipal Internet resource, gives the results of the study of “Literary map” sites of the Siberian Federal district rural areas. Attention focuses on the causes of loss of locally generated literary and local history materials and the necessity for them to be restored and preserved in order to introduce literary and historical picture of the region.The characteristic of the author’s model, that represents literature and local history material at the library website, is given; a link to materials describing the detailed mechanism of creation of literature and local history site is adduced; the structure of the website is given; statistical indicators showing the demand for the development of this theme in Russia are enumerated. Special attention is paid to the introduction to the site a section that allows composing material on human settlements. It contains brief geographical, historical, toponymical, demographic information about the settlements of the municipality, as well as full-text literary material. The article makes a significant contribution to the study of literary and local history material as a part of the cultural heritage of Russia, highlights the problem of presenting this information in an open access on the Internet.The results of the study, conducted on the base of Prokopievsk municipal libraries of the Kemerovo region, correlate with the tasks, set for cultural institutions in the national project “Culture”, developed within the framework of the presidential Decree “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”, which includes, along with the projects “Cultural environment”, “Creative people”, the Federal project “Digital culture”.
