Abstract:
The focus of this study is the theme of Hamlet’s madness in Tom Stoppard’s Rosencrantz and Guildenstern Are Dead, which as a play based on Shakespeare’s Hamlet, provides a critique on this theme through the perspective of Ros and Guil, who, by means of a reversal of minor and major characters, have become the center of the spotlight in Stoppard’s play. The concept of madness in general is complicated, including many different aspects, among which the historical aspect is the most significant, as the definition of madness has evolved through different historical eras. By placing Stoppard’s Rosencrantz and Guildenstern Are Dead in a historical context, this essay aims to demonstrate that as a play written in the latter half of the twentieth century, Ros and Guil’s critique of Hamlet’s madness, with all the intricacies of its language, collapses the binary opposition of sanity and insanity in a twentieth century poststructuralist manner, and leads to no clear-cut answer to the question of Hamlet’s madness. However, as a play whose events unfold in the context of Hamlet, a Renaissance play, it carries some of the social and political aspects of Shakespeare’splay, as Ros and Guil’s evaluation of Hamlet’s condition is heavily under Claudius’s politically infused influence.

Abstract:
This article approaches ‘neutrality’ as an essentially contested concept and traces its meaning and purpose over centuries-long historical timelines and situated political, societal and security contexts. It distinguishes neutrality from other concepts such as ‘neutralization’ ‘non-belligerency’, ‘non-alignment’, ‘military non-alignment’, ‘military neutrality’ and ‘non-allied’. The article explains the politics of defining neutrality in the current European political and legal landscape and in the context of shifting definitions and practices of war, peace, security and state sovereignty. This episteme-based analysis focuses on changes to neutrality in accordance with the rise and fall of particular empires and international actors over time, and changes to its status linked to the development and reification of particular meta-theoretically-based subfields of International Relations and Political Science, setting the background to this special issue of Cooperation and Conflict. A renewed emphasis on the normative aspects of neutrality (i.e. the role of domestic values, politics, preferences, history and mass publics in foreign policy formulation) is achieved by employing a range of perspectives, characterized by increased pluralism in levels of analysis and theoretical approaches. Through this pluralism, authors engage with (1) the strategic and normative drivers underpinning the norm of neutrality, (2) the potential for neutrals to serve as norm entrepreneurs in the field of peace promotion, (3) the tenuous legal status of elites’ quasi-neutral foreign policy constructions underpinned by tensions between discourses and practices and (4) the discursive strategies underpinning the move from neutral states’ traditional forms of neutrality to what is termed ‘post-neutrality’ in the current politico-legal context.

In Karl Marx: Greatness and Illusion, Gareth Stedman Jones draws a distinction between Marx’s nineteenth-century views and those of twentieth-century Marxism, which abandoned ideas of Marx that seemed outdated. Stedman Jones’ careful reconstruction of Marx’s philosophical, political, and economic thought in the context of the new social thought of the early nineteenth century, however, reveals aspects of Marx that returned to challenge official Marxism. In this respect, Stedman Jones’ conception of intellectual history as the careful placement of ideas in their historical context conflicts with his actual practice of intellectual history, which discovers challenges to the present in past debates.

The Dead Sea area is unique in the sense that it is a natural laboratory in which key topics in several scientific disciplines can be studied in situ. Processes that take place during continental break-up, geochemistry and dynamics of the hypersaline Dead Sea water, paleoclimate and paleoseismic records in sediments and the survival mechanisms of halophilic micro-organisms are among the topics being studied there. Active tectonic processes control all aspects of the Dead Sea and have created an environment that has also influenced the course of human history.

Abstract:
Procedural change in Congress, especially in the United States Senate, has been studied quite extensively over the last thirty years. One of the most remarkable aspects of Senate procedural change is the extremely low likelihood that any proposals to change the way the Senate conducts its business will actually pass the relevant procedures and become part of either the Standing Rules of the Senate, or other sources of the procedural outlay. Being fully aware of this, however, senators continue to introduce scores of proposals that deal with many different aspects of the procedural environment, despite the negligible chance of any of them being accepted or even gaining attention from fellow lawmakers or the public. This paper looks at these ‘dead on arrival’ proposals, and tries to provide an explanation for the proposals, grounded in theories that deal with legislators’ building of their personal brands, aimed at helping their chances of re-election.

Abstract:
A stereoscopic view on a particular historical event, in which contemporary assessments are combined with mental stereotypes of a medieval man, allows a slightly different assessment of the chronicle plot about the posthumous “baptism of bones” of Oleg and Yaropolk, Princes of Kyivan Rus, in 1044. While from theological positions it is perceived as an absurdity and a direct violation of the rules of the church, in the Middle Ages this act did not contradict the mass religious beliefs. From an ethical point of view, the action of Yaroslav the Wise was regarded as concern for the souls of the ancestors who died pagans and therefore did not claim for the salvation. The soteriological optimism that prevailed in the eleventh century in countries of the late Christianization, including Kyivan Rus, gave hope that living people were able to influence the fate of the souls of the dead. From a political point of view, the baptism of the ashes of the ancestors and their reburial in the family tomb of the Princes of Kyiv in the Church of the Tithes was aimed at expanding the circle of heavenly patrons and protectors of the princely dynasty, expanding the period of the Christian history of Kyivan Rus, and, as a result, legitimizing the power of Yaroslav the Wise.

AbstractWhile scholars have recognized a resurgence of religion, their focus mainly has been on religion's more violent aspects, overlooking its peaceful capacities and effects. This oversight is due in part to the lack of theoretical rigor when it comes to the study of politics and religion. Using the Catholic Church's opposition to the United States’ 2003 war in Iraq, this article highlights the political significance of religion's moral, symbolic voice, which is as important as the hard power that has traditionally dominated international relations. The post-Vatican II Catholic Church's modern articulation of human dignity and interpretation of just war theory challenges both scholars and policymakers to utilize the peaceful, diplomatic methods that international relations theory and practitioners have made available. Religion's role in politics, therefore, can be one that is supportive of modern political societies and it need not be violent.

Through the example of the Khanty-Mansi Autonomous Okrug–Yugra, which has become one of the country’s main energy hubs (accounting for 62 percent of Russian oil production) and a pioneer in matters of native rights, this article sheds light on what is at stake in the Siberian taiga of the early twenty-first century between two worlds that, over the years, have variously clashed, assisted each other, and ignored each other. Based primarily on fieldwork carried out between 2013 and 2018, as well as on interviews with local cultural and economic actors, the article outlines a local aspect of a history in movement that is still to be written.

“Fighting terrorism is like eating soup with a fork” (Shimon Peres). Peres’s quote symbolically captures the key problem of countering terrorism. 9/11 proved to be a hallmark in the global perception of modern terrorism. The following questions form the framework of the present essay: What is the essence of modern terrorism? How did it develop during the past two decades? Who are the key players within the terror framework? What are the root causes for global terrorism? How are we to deal appropriately with the global phenomenon of terrorism? Are there any solutions (short-, medium-, long-term) to terrorism? If yes, where do we have to look for them? The underlying essay provides a strategic overview of antiterrorism policy that is based on the author’s years-long experience as a high-level expert and advisor within the security policy framework. For this reason, citations are expressly not included. The key target audience comprises laypersons interested in the phenomenon of global terrorism and its social interplay.

This article discusses emergent digital mechanisms that are engaging with, analysing and challenging coronial practice and state talk around contested deaths. Drawing on key examples, the article argues that these mechanisms represent and enable a growing, interactive public dialogue around deaths in controversial circumstances, which has the potential to shape how we might understand aspects of death justice and knowledge about the dead and their bereaved in the digital age.

A proposta da pesquisa tem por objetivo a análise dos eventos sociais e políticos que ocorreram no período em queThe Dead foi escrito, e também verificar a posição de Joyce dentro daquele contexto. Partindo da intenção do autor de criticar a sociedade irlandesa motivado por uma luta a nível nacional para restaurar a identidade cultural, o leitor deve estar atento aos acontecimentos históricos que refletem o catolicismo irlandês como emblema do nacionalismo. Outro fator importante foi a década de 1840, na qual muitos irlandeses foram dizimados pela fome, assim como a queda do importante líder político Parnell. Joyce acreditava realmente que a capital, Dublin, era o centro de uma paralisia espiritual, devido à estagnação econômica e cultural, em conseqüência da dominação britânica. O New Historicism foi adotado com o propósito de analisar o texto literário dentro de um contexto sociológico. A aproximação biográfica é também utilizada para a obtenção de um efeito similar, pois a motivação de Joyce em escrever The Dead teve origem em circunstâncias familiares. Em seguida, estudos sobre o conto ilustram como Joyce transformou a situação política e social na Irlanda em uma obra-prima.

Abstract:
The original contribution of this thesis is the examination of the official construction of a post-apartheid foundation myth through the analysis of the dead body politics of five iconic South African women that spans the three presidencies that have defined South Africa’s democratic era. This thesis examines the death and funeral of Albertina Sisulu, the return and burial of Sara Baartman, and the commemoration of Charlotte Maxeke, Lilian Ngoyi, and Helen Joseph. Sisulu, Baartman, Maxeke, Ngoyi, and Joseph have been constructed as heroines and as foundational figures for the post-apartheid nation in official rhetoric. It will contend that the dead body politics of these women not only informs a new foundational mythology, but also features in the processes of regime legitimation when the ANC-dominated government faces strong societal criticism. Although such official expressions of nationalism may appear exhausted, this thesis will show that nationalism remains a powerful and dangerous force in South Africa that attempts to silence opposition and critical analysis of perceived failing government policies or inaction. This thesis will indicate that as women’s bodies and legacies are appropriated for nationalist projects they are subsumed in discourses of domestic femininity in official rhetoric that dangerously detract from women’s democratic rights and their ability to exercise responsible and productive citizenship in the post-apartheid state. It will argue that women’s historic political activism is contained within the meta-narrative of ‘The Struggle’ and that women are re-subsumed into the patriarchal discourses of the past that are inherited in the present. This thesis approaches this topic by considering a top-to-bottom construction of post-apartheid nationalism through applying feminist critical discourse analysis to official rhetoric articulated at the public mourning and commemorative rituals of these five women.

Abstract:
This thesis examines three contestations involving human remains which have arisen in the Eastern Cape over the past fifteen years. It shows that the value or meaning attached to human remains is constructed through the socio-historical dynamics out of which these contestations arise. The meaning and value of human remains is neither inherent nor neutral. In Ndancama's case, the need for housing in Fingo Village led hundreds of poor residents to settle on the township's Old Cemetery in 1972. Basic material needs trumped concerns for those buried in the cemetery. When the post-apartheid municipality sought to provide sewerage and housing infrastructure for Ndancama in 2003, its development plans were constrained by new heritage legislation which protects historic cemeteries. Residents insisted that their infrastructural needs were of primary importance. In 1993, the unearthing of human remains at the Old Military Cemetery in King William's Town created a thirteen year long saga which was only resolved with the reburial of the remains in 2006. The presence of the remains proved problematic for a number of reasons. Local authorities failed to rebury the remains speedily. The burden to store them fell on the Kaffrarian Museum which came under fire because this was considered unethical in the postapartheid era. The identity of the remains became a bone of contention in 2006 when the new Amathole District Municipality concluded that the remains were those of victims who died in the 1856-57 Great Cattle Killing. The remains and their reburial became symbols of past injustice and present restoration of African heritage. The 1996 quest by 'Nicholas Gcaleka', a 'self-styled' chief and traditional healer, to search for King Hintsa's skull in the United Kingdom provoked unprecedented public engagement with the incomplete narrative on the fate of Hintsa's body. The power to represent history, and the methods through which historical truth is discovered were at the heart of the contestation. Elites such as the Xhosa Royal and the white scientific establishment were considered neither credible nor authoritative on this historical matter. Public support for Gcaleka revealed that many South Africans sought just recompense for colonial injustices.

Abstract:
Polarization forced massive changes in the institutions of Washington throughout the 20th century, and the Democratic Party played a key role throughout. Under President Franklin D. Roosevelt, the Democratic Party formed the powerful New Deal coalition. The coalition faltered in the turbulent 1960s under the pressures of the Vietnam War and racial unrest. The chaotic 1968 Democratic National Convention in Chicago dealt the coalition a mortal wound. Young voters and activists gained an outsized voice in the party. Several crushing defeats in presidential elections followed as the party chose unelectable candidates who appealed to the passions of left-wing activists and interests. In 1992, Bill Clinton won the nomination and forced the party back to the center. Clinton’s success, however, drove the Republican Party further right as its efforts to destroy Clinton grew increasingly obsessive. The cumulative effect has been an increase in polarization and the weakening of institutions in Washington.

L’objectif de cette thèse est d’explorer plusieurs phénomènes liés à la migration en prenant en considération différents aspects de la réalité économique contemporaine : l’importance du secteur non-échangeable, l’asymétrie entre les flux migratoires et les flux des investissements, ainsi que les problèmes persistants entre différentes communautés ethniques. Dans le premier chapitre introductif, nous explorons la littérature sur la politique économique de l’immigration et nous étudions les différentes voies par lesquelles les immigrés peuvent affecter le bien-être des résidents domestiques. Dans la deuxième partie, nous développons un cadre théorique afin d’analyser les effets de l’immigration sur le bien-être individuel dans une petite économie ouverte avec le secteur non-échangeable. Nos résultats expliquent pourquoi les résidents domestiques sont généralement opposés à l’immigration peu qualifiée et favorisent l’influx des immigrés hautement qualifiés. Dans le chapitre trois, nous faisons une extension du modèle élaboré dans le chapitre deux, en prenant en compte les flux internationaux du capital. D’abord nous cherchons à décrire le lien entre la migration peu et hautement qualifiée et les investissements directs à l’étranger. Puis, nous analysons le changement dans les attitudes envers l’immigration suite à l’introduction de la mobilité internationale du capital. Dans le quatrième chapitre, nous démontrons comment la diversité ethnique peut affecter les intentions d’émigrer. Nous traitons le cas de la Lettonie où les minorités ethniques constituent 40% de la population. Nous pouvons constater que les individus appartenant aux minorités ethniques sont plus probables d’émigrer et que cette probabilité augmente avec le revenu. Les individus appartenant à la majorité ethnique, au contraire, sont plus probables d’émigrer si leurs revenus sont plus bas
The objective of this thesis is to contribute to a better understanding of migration-related economic issues in the world today. We concentrate both on immigration and emigration and at various stages of our work address all three parties involved in migration process : people hosting immigrants, people left behind and the migrants themselves. We account for several important features of today’s rapidly globalising life : the importance of the non-traded sector, asymmetry between capital and labour flows, and persisting problems between ethnic communities. The first chapter in an overview of the political economy of immigration literature and addresses the multiple ways in which immigrants may affect natives’ welfare. In particular, we discuss the role of economic and non-economic arguments in shaping immigration attitudes and summarise main labour market and welfare-state effects of immigration. Chapter two develops open economy with a non-traded sector. Our finding provide additional understanding of why native population is generally opposed to low-skilled immigrants and favouring high-skilled foreign workers. The third chapter extends the model developed in chapter two to accommodate internationally mobile capital. First, we investigate whether immigration of high-skilled and low-skilled labour leads to positive or negative FDI. Then, we find out how would immigration attitudes change if a country allows international capital movements. Chapter four investigates how ethnic diversity at home may influence emigration intentions of an individual. We explore the case of Latvia where ethnic minorities constitute 40% of the population. We find that ethnic minorities are more likely to emigrate and are positively self-selected on the basis of income, while the opposite is true for ethnic majority population

Abstract:
There are two categories of requirements: (i) user requirements that need to be met by the designers and manufacturers of innovative reactors and fuel cycles, and (ii) a wide spectrum of requirements that need to be met by countries, willing to successfully deploy innovative nuclear reactors for energy production. This part of the International Project on Innovative Reactors and Fuel Cycles will mainly deal with the second category of requirements. Both categories of requirements will vary depending on the institutional development, infrastructure availability and social attitude in any given country. Out of the need for sustainable development requirements will also more specific in the future. Over a 50-year time frame both categories of requirements will evolve with social and economic development as nuclear technology develops further. For example, the deployment of innovative reactors in countries with marginal or non-existing nuclear infrastructures would be possible only if the reactors are built, owned and operated by an international nuclear utility or if they are inherently safe and can be delivered as a “black box - nuclear battery”. A number of issues will need to be addressed and conditions and requirements developed if this is going to become a reality. One general requirement for wider utilization of innovative nuclear power will be the public and environmental considerations, which will play a role in the decision making processes. Five main clusters of topics will be handled: • Infrastuctural aspects, typology and consequences for nuclear development. • Industrial requirements for the different innovative concepts. • Institutional developments and requirements for future deployment of nuclear energy. (National as well as international). • Socio-political aspects, a.o. public acceptance and role of governments. • Sustainability: requirements following the need for sustainability. Analysis will be made of the evolution of national and international social, institutional and infrastructure requirements for the deployment of innovative nuclear technology through 2050 and beyond and requirements will be identified following the need for.

Abstract:
The purpose of this review is to assist FCDO in understanding the evidence of impact and any valuable lessons regarding the effect equitable quality education can have on ‘open society’. The search revealed that there is a considerable volume of evidence which focuses on education’s ability to reduce poverty, increase economic growth, boost employability and achieve better health outcomes. There is less which focuses on the aspects of ‘open society’ as defined in this paper. The scope of this review was narrowed to focus upon areas of the ‘open society’ definition where the most evidence does exist, given the timeframe for the review. The scope was narrowed to focus on: democracy, civic engagement, and social cohesion. The review of the literature found strong evidence that equitable quality education can have a range of positive impacts on democracy (specifically, its institutions and processes), civic engagement and social cohesion. There is a considerable body of evidence which indicates that there is a correlation between equitable quality education and benefits to societies (more peaceful, higher levels of trust, greater participation in politics, etc). However, there was no clear evidence that investment in equitable quality education directly leads to positive societal outcomes. This is because there are so many other factors to account for in attempting to prove causation. The lack of rigorous studies which attempt to attribute causation demonstrates a clear evidence gap. It is important to note that education systems themselves are politicised and cannot be divorced from the political process. The extent to which education can impact positively on open society depends a great deal on the value education has within the political system in which it is operating.

The cocoa sector has, historically, been the backbone of the Ghanaian economy. Many households depend directly on the cocoa sector for livelihoods, and aspects of the cocoa industry, such as input supplies to farmers and cocoa pricing, have historically featured prominently in national and local politics. This paper examines the basic underlying political economy dynamics of the cocoa value chain, with particular focus on how the interests, powers and interactions of various actors along the value chain have contributed to agricultural commercialisation in Ghana. The paper also explores the challenges affecting the cocoa value chain, social difference within the chain, and how various segments of the cocoa value chain have been affected by the COVID-19 pandemic in Ghana since March 2020.

Abstract:
The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

This paper poses a different lens on informal social protection (ISP). ISP is generally understood as practices of livelihood support among individuals. While studies have explored the social dynamics of such, they rarely do so beyond the conceptual space of informalities and poverty. For instance, they discuss aspects of inclusion, incentives and disincentives, efficiency and adequacy. This provides important insights on whether and to what extent these practices provide livelihood support and for whom. However, doing so in part disregards the socio-political context within which support practices take place. This paper therefore introduces the lens of between-group inequality through the Black Tax narrative. It draws on unique mixed method data of 205 personal support networks of Namibian adults. The results show how understanding these practices beyond the lens of informal social protection can provide important insights on how economic inequality resonates in support relationships, which in turn can play a part in reproducing the inequalities to which they respond.

Abstract:
Based on the proposal by the European Council, more than 25 heads of state and the World Health Organization (WHO) support development of an international treaty on pandemics, that planned to be negotiated under the auspices of WHO, will be presented to the World Health Assembly in May 2021. Given that the treaty alone is not enough to ensure compliance, triggers for a high-level political response is required. To this end, to inform the design of a support system, we explored institutional mechanismsi with a mandate to review compliance with key international agreements in their signatory countries and conduct independent country investigations in a manner that manages sovereign considerations. Based on our review, there is no single global mechanism that could serve as a model in its own right. There is, however, potential to combine aspects of existing mechanisms to support a strong, enforceable treaty. These aspects include: • Periodic review - based on the model of human rights treaties, with independent experts as the authorized monitoring body to ensure the independence. If made obligatory, the review could support compliance with the treaty. • On-site investigations - based on the model by the Committee on Prevention of Torture according to which visits cannot be blocked by state parties. • Non-negotiable design principles - including accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. • Technical support - WHO can provide countries with technical assistance, tools, monitoring, and assessment to enhance emergency preparedness and response.

In this article considered Journalistic and editorial activity of Volodymyr Lenika (14.06.1922–02.11.2005) – one of the leading figures of Ukrainian emigration in Germany. First outlined basic landmarks of his life and creation. Journalistic and editorial activity of Volodymyr Lenik was during to forty years out of Ukraine. In the conditions of emigration politically zaangazhovani Ukrainians counted on temporality of the stay abroad and prepared to transference of the created charts and instituciy on native lands. It was or by not main part of conception of liberation revolution of elaborate OUN under the direction of Stepan Banderi, and successfully incarnated in post-war years. Volodymyr Lenik, executing responsible commissions Organization, proved on a few directions of activity, which were organically combined with his journalistic and editorial work. As an editor he was promotorom of creation and realization of models of magazines «Avangard», «Krylati», «Znannia», «Freie Presse Korespondenz», newspapers «Shliakh peremogy». As a journalist Volodymyr Lenik left ponderable work, considerable part of which entered in two-volume edition «Ukrainians on strange land, or reporting, from long journeys». Subject of him newspaper-magazine publications directed on illumination of school, youth, student, cultural, scientific problems, organization and activity of emigrant structures, political fight of emigration, to dethronement of the antiukrainskikh Moscow diversions and provocations. Such variety of problematic of works of V. Lenika was directed in the river-bed of retaining of revolutionary temperament in the environment of diaspore, to bringing in of it to activity in public and political life. Problematic of him is systematized publicism and journalistic appearances, which was inferior realization of a few important tasks, namely to the fight for Ukrainian independence in new terms, cherishing and maintainance of national identity, counteraction hostile soviet propaganda. Abstract:
The COVID-19 pandemic has created enormous challenges for national economies, livelihoods, and public services, including health systems. In January 2021, the World Health Organization proposed an international treaty on pandemics to strengthen the political commitment towards global pandemic preparedness, control, and response. The plan is to present a draft treaty to the World Health Assembly in May 2021. To inform the design of a support system for this treaty, we explored existing mechanisms for periodic reviews conducted either by peers or an external group as well as mechanisms for in-country investigations, conducted with or without country consent. Based on our review, we summarized key design principles requisite for review and investigation mechanisms and explain how these could be applied to pandemics preparedness, control, and response in global health. While there is no single global mechanism that could serve as a model in its own right, there is potential to combine aspects of existing mechanisms. A Universal Periodic Review design based on the model of human rights treaties with independent experts as the authorized monitoring body, if made obligatory, could support compliance with a new pandemic treaty. In terms of on-site investigations, the model by the Committee on Prevention of Torture could lend itself to treaty monitoring and outbreak investigations on short notice or unannounced. These mechanisms need to be put in place in accordance with several core interlinked design principles: compliance; accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. The World Health Organization can incentivize and complement these efforts. It has an essential role in providing countries with technical support and tools to strengthen emergency preparedness and response capacities, including technical support for creating surveillance structures, integrating non-traditional data sources, creating data governance and data sharing standards, and conducting regular monitoring and assessment of preparedness and response capacities.

Abstract:
Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.
