Abstract:
Germany had started the Second World War in an intentional and conscious manner, obviously being aware that every action can have unpredictable and unwanted consequences. The Potsdam decisions were taken by the Great Powers after assuming supreme authority in Germany. They constituted a manifestation of the Allies’ rights and responsibilities. The territorial changes of Germany and the transfer of population were part of the general regulation of the effects of the Second World War. These decisions were not a simple matter of revenge. They must be perceived in a wider political perspective of European policy. The resettlement by Germany of ethnic Germans to the Reich or to the territories it occupied constituted an instrument of National Socialist policy. This German policy turned out in 1945 to be a tragic irony of fate. The resettlement decided in Potsdam must be perceived in the context of German legal responsibility for the war’s outbreak. The individual perception of the resettlement and individual guilt are different from the international responsibility of the state and from the political-historical responsibility of the nation. In our discussion we made the distinction between the individual and the collective aspect as well as between the legal and historical/political aspect. We deal with the guilt of individuals (criminal, political, moral), the international legal responsibility of states, and the political and historical responsibility of nations (societies). For the difficult process of understanding and reconciliation between Poles and Germans, the initiatives undertaken by some social circles, and especially the church, were of vital importance. The question of the resettlement became a theme of numerous publications in Poland after 1989. In the mid 1990s there was a vast debate in the media with the main question of: should we apologize for the resettlement? Tracing a line from wrongdoing/harm to unlawfulness is not easy. In 1945 the forcible transfer of the German population was an act that was not prohibited by international law. What is significant is that this transfer was not a means of war conduct. It did not apply to the time of a belligerent occupation, in terms of humanitarian law, but to a temporary, specific, international post-conflict administration. Maybe for some people Potsdam decisions will always be seen as an illegal action, for others as an expression of strict international legal responsibility, for some as a kind of imperfect justice, and still for others as an opening of a new opportunity for Europe.

Abstract:
The author analyzes recent Polish debates on researching silenced aspects of national history and the problem of the "collective guilt". One of the major questions arising in these debates is: does the study of "white spots" from the past (have to) lead to a trauma of continuous collective self-blame? In Poland, a specialized institution, the Institute of National Memory, was founded in 1998, engaging in research, documentation and public education on events related to German and Soviet occupation during WWII and the activity of political police under communism. Polish debates on the past got particularly inflamed after the discovery made by the historian J.T.Gross on the participation of Poles in the massacre of Jewish inhabitants of the town of Jedwabne in 1941. His book published in 2000 provoked a heated debate in which methodological, political and moral arguments were used on both sides. This case also occasioned a polemic between two prominent historians, identifying two basic visions of national history: the "monumental" one, recognizing only the heroic deeds that the nation takes pride in, and the "skeptical" one, which looks for silenced and shameful facts. Though both participants in the polemic opt for the third vision, the "objective" history which dispassionately seeks the truth, one of them stresses the role of the monumental history in maintaining the cohesion of the national community, while the other emphasizes that the collective acknowledgement of the nation's crimes can be a basis for national pride. .

Every person has the right to not become a victim of violent or sex offenses.There is neither absolute certainty, nor “the solution” when dealing with violent and sex offenders. A society has many options for lowering the risks and for protecting its citizens. The focus on aspects of prevention in handling offenders plays a central role. Unfortunately, many countries show sizable deficits in areas of prevention:•No effective, social lobby for subjects on victim protection.•Political discussions are often characterized by ideologies and follow stereotypical rightist-leftist-schemata.•For legal- dogmatic reasons, the principle of prevention is treated subordinate to that of guilt.•This is where the Zurich Victim Protection Charter comes into play.The Charter formulates 10 principles regarding prevention and victim protection. It's a statement against violent and sex offenses, but not against offenders. It pleads for a pragmatic strategy in dealing with offenses, offenders and risks. It demands adequate consideration of the rights and needs of (potential) victims.The charter was formulated in Zurich in 2008 and has recently been posted on the internet with the aim of collecting enough signatures to give it political weight.The initiators are convinced that subjects on victim protection can gain (social) political majorities and that the focus on prevention during criminal proceedings and correctional practices must receive the same status as the guilt principle. This is the central demand of the Zurich Victim Protection Charter, the contents and goals of which will be presented.

This article will compare and contrast the author’s theory of Habitual Boredom with a phenomenological account of Unipolar Depression. The habitually bored show more external ambivalence, passive avoidance, and shame, as well as a tendency toward passive hope and identity confusion. The depressed show more internal ambivalence, willful (but futile) determination, and guilt as well as tendency toward hopelessness and identity objectification. The article also discusses some of the experiential similarities and developmental differences between the two phenomenon as well as some aspects of the defensive structure that initially prevents the bored from becoming depressed.

AbstractLay theories or assumptions about nonhuman animal mentality undoubtedly influence relations between people and companion animals. In two experiments respondents gave their impressions of the mental and motivational bases of companion animal social behavior through measures of causal attribution. When gauged against the matched actions of a boy, as in the first experiment, respondents attributed a dog's playing (good behavior) to internal, dispositional factors buta dog's biting (bad behavior) to external, situational factors. A second experiment that focused on a dog's bite revealed clear attributional process on the part of observers. Higher ratings of a dog as the cause of a victim's distress predicted higher ratings of a dog's guilt. Higher ratings that a dog had an excuse predicted stronger recommendations for forgiveness. Individual differences in seeing the actor as a "good dog" systematically predicted judgments of severity of the outcome and recommendations for punishment. Discussion of these attributional findings referred to tolerance for companion animal misbehavior and relinquishment decisions. This article illustrates the utility of causal attribution as a tool for the study of popular conceptions of nonhuman animal mind and behavior.

Abstract The aim of the present study was to examine hunters’ experiences of leisure hunting, with a focus on the human-nonhuman animal relationship aspect of the activity. Interviews with twelve Swedish hunters were conducted and analyzed with an inductive thematic approach. The analysis showed that hunting led to an experience of completeness. This experience was complex, encompassing positive ingredients such as flow, peak experience, and transcendence, but there were also negative emotions such as guilt, disgust, and shame. The study showed that the hunters seemed to be aware of these feelings and that killing an animal was thus an ambivalent experience, involving the contrasting feelings of euphoria and guilt.

This article uses newly available Chinese sources to take a different look at aspects of the Chinese political system and the Chinese state during 1958 to 1965. While not challenging the literature on elite power issues, it demonstrates that much more was going on within the Chinese state than has been widely appreciated. In particular, the article focuses on the formal legal process, where it appears that the use of courts was extensive throughout the per-Cultural Revolution period and where the verdict of not guilty, not punished occurred more frequently in China than it did in American federal criminal cases; on the growing breakdown of the Party elite; and on China's preparation for war, basically an ongoing process of the Chinese state from 1962 on, with extensive militarization even earlier.

In a qualitative study of adult women's experiences of having been sexually abused as children, research participants reported their recollections of their responses, as children, to sexual abuse and of their relationships with mothers and peers.Childhood responses to sexual abuse included attempts to escape, fear, guilt and shame. Attempts to escape encompassed physical resistance as well as mental processes, such as daydreaming and dissociation. Despite numerous such attempts to escape, in the context of immobilising fear, many still blamed themselves for the sexual abuse. Many also experienced shame, a profound sense of exposure and humiliation. Relationships with mothers were dominated by feelings of loss and betrayal which, in several cases, had persisted into adulthood. Relationships with peers were characterised by isolation, with underlying fear of rejection and humiliation. Physical and verbal abuse, by a wider range of perpetrators, was common.Several conclusions for therapy with sexually abused children are drawn: Attention to the full range of attempts to escape sexual abuse, in the context of immobilising fear, could help dispel children's sense of guilt about sexual abuse. The experiences of guilt and shame should both be addressed. In not blaming mothers for sexual abuse, any negative aspects of the child's experience of his or her relationship with mother should not be inadvertently minimised. The fear of exposure or rejection underlying poor peer relationships should be addressed as part of attempts at improving peer relationships. Isolation accruing from other forms of child abuse by a wider range of perpetrators needs to be addressed.

Abstract This essay compares the cultural context for The Courage to Be with the present American context and then assesses the extent to which Tillich’s analysis is helpful in understanding and/or addressing current challenges to faith and life. Two aspects of culture that need to be addressed today are 1) the importance of our human bodies in how we live and in how we relate to others and 2) issues of justice and power. People still experience the anxieties of fate and death, doubt and meaninglessness, and guilt and condemnation, but today there is less emphasis on guilt. For some groups, a fourth anxiety of injustice and oppression dominates. American culture today is polarized politically and religiously over basic values, with people gaining courage through belonging to particular groups much more than through the courage to be as oneself. Transcendent courage participates in the power of being-itself and grounds all forms of courage, providing a religious meaning to courage and to life.

This article describes how livestock farmers respond to moral enquiries about their means of livelihood, by referring to ethnographic data collected in the Scottish Borders. The focus is on three controversial aspects of livestock farming: welfare issues of intensive farming methods, guilt about depriving nonhuman animals of their lives for food, and the moral dilemma of breeding and rearing animals merely to be killed. There was a feeling of uneasiness among farmers about sending the animals they looked after to the slaughterhouse. This, however, was rationalized with the recognition that livestock were bred and reared to be eaten in the first place. By examining farmers’ utterances, it is suggested that livestock farmers are conditioned to consider their vocation as a part of the social system, over which they have little control.

Egalitarianism is highly valued in Canada and yet some groups are profoundly disadvantaged. This can be explained by sociological and psychological theorizing that claims advantaged group members are motivated to maintain a system of inequality from which they benefit. The challenge is to explain the few advantaged group members who defy self-interest and support disadvantaged groups. My research objectives were to understand what motivates selected advantaged group members to support disadvantaged groups, and to understand how the majority of advantaged group members maintain their belief in egalitarianism in the face of clear social inequality. Results revealed that most advantaged group members value egalitarianism highly, but only those who define egalitarianism in terms of social responsibility unequivocally support the interests of disadvantaged groups. Most advantaged group members conceive egalitarianism in terms of equality of opportunity, rights or treatment, allowing them to legitimize inequality; consequently, they are less willing to sympathize with the demands for fair treatment by disadvantaged group.

L’objectif de cette thèse est d’explorer plusieurs phénomènes liés à la migration en prenant en considération différents aspects de la réalité économique contemporaine : l’importance du secteur non-échangeable, l’asymétrie entre les flux migratoires et les flux des investissements, ainsi que les problèmes persistants entre différentes communautés ethniques. Dans le premier chapitre introductif, nous explorons la littérature sur la politique économique de l’immigration et nous étudions les différentes voies par lesquelles les immigrés peuvent affecter le bien-être des résidents domestiques. Dans la deuxième partie, nous développons un cadre théorique afin d’analyser les effets de l’immigration sur le bien-être individuel dans une petite économie ouverte avec le secteur non-échangeable. Nos résultats expliquent pourquoi les résidents domestiques sont généralement opposés à l’immigration peu qualifiée et favorisent l’influx des immigrés hautement qualifiés. Dans le chapitre trois, nous faisons une extension du modèle élaboré dans le chapitre deux, en prenant en compte les flux internationaux du capital. D’abord nous cherchons à décrire le lien entre la migration peu et hautement qualifiée et les investissements directs à l’étranger. Puis, nous analysons le changement dans les attitudes envers l’immigration suite à l’introduction de la mobilité internationale du capital. Dans le quatrième chapitre, nous démontrons comment la diversité ethnique peut affecter les intentions d’émigrer. Nous traitons le cas de la Lettonie où les minorités ethniques constituent 40% de la population. Nous pouvons constater que les individus appartenant aux minorités ethniques sont plus probables d’émigrer et que cette probabilité augmente avec le revenu. Les individus appartenant à la majorité ethnique, au contraire, sont plus probables d’émigrer si leurs revenus sont plus bas
The objective of this thesis is to contribute to a better understanding of migration-related economic issues in the world today. We concentrate both on immigration and emigration and at various stages of our work address all three parties involved in migration process : people hosting immigrants, people left behind and the migrants themselves. We account for several important features of today’s rapidly globalising life : the importance of the non-traded sector, asymmetry between capital and labour flows, and persisting problems between ethnic communities. The first chapter in an overview of the political economy of immigration literature and addresses the multiple ways in which immigrants may affect natives’ welfare. In particular, we discuss the role of economic and non-economic arguments in shaping immigration attitudes and summarise main labour market and welfare-state effects of immigration. Chapter two develops open economy with a non-traded sector. Our finding provide additional understanding of why native population is generally opposed to low-skilled immigrants and favouring high-skilled foreign workers. The third chapter extends the model developed in chapter two to accommodate internationally mobile capital. First, we investigate whether immigration of high-skilled and low-skilled labour leads to positive or negative FDI. Then, we find out how would immigration attitudes change if a country allows international capital movements. Chapter four investigates how ethnic diversity at home may influence emigration intentions of an individual. We explore the case of Latvia where ethnic minorities constitute 40% of the population. We find that ethnic minorities are more likely to emigrate and are positively self-selected on the basis of income, while the opposite is true for ethnic majority population

Abstract:
This thesis examines the psychological and Gothic motifs which infuse Thomas De Quincey's literature. His obsession with childhood trauma and associated guilt, and his tragic affair with opium and the nightmares it brought, will be discussed in order to illustrate how De Quincey has become recognised for his ability to combine sunlight and subterranean, finding somewhere in between these the mysteries of human consciousness and guilt. Many questions will arise during the course of this thesis; was De Quincey as aware of his addiction as he claims? Was he as addicted to opium as he claims? Did he write Confessions with an honest and contrite heart? Was his writing a mode of repentance? Or did he write knowing all too well how popular this glimpse into addiction would be and how much the reading public would revel in becoming the voyeurs of his opium habit? Was he more like a lunatic or a genius? Why was death in childhood so significant to him? This examination specifically of De Quincey's Gothicism and his ability to analyse the subconscious will illuminate some new opportunities for research into his work. This thesis, inspired by Morrison, will provide a detailed and contemporary look at the English Opium-Eater and how relevant his work is in an age where autobiographical writing has deteriorated into mere voyeurism for the sake of transient fame; where the public readership thrives on a diet of the private revelations of public figures. It is intended that this study will appreciate the skill and art of confessional writing, and answer some questions regarding the intent, purpose and importance of revealing our personal histories through self-analysis. In clarifying what is meant by the term 'confessional writing', one must question its purpose and the motivation for its creation. Confession implies truth, professing as honestly as possible the account at hand. However, it is not surprising that this process is, more often than not, obscured by the human error of omission or varying impressions as to the actual details of an experience. Levin agrees that confessional writing falls somewhere between truthful intention and appealing authorship, 'The relationship between lived events and literary narrative becomes especially complex when an author presents a text as a kind of lived experience, as an autobiography or even more specifically as a confession, a word defined by the notion of truthful accounting. His La Confession d 'un enfant du siecle, for instance, raised certain issues for Alfred Musset. In the letter of 1836 to composer Franz Liszt, he wrote of how the book was "not nearly true enough to be a memoir by any stretch of the imagination and not false enough to be a novel." And as a writer Musset was concerned with keeping the literary form under control,.I Whether Musset's assertion regarding his confessional work can be applied to De Quincey's confessional work is questionable. The degree to which confessional writing is, in fact, truly a confession vacillates between extremes; it can be as intentionally truthful as The Confessions of St. Augustine, or it can lean toward an aesthetic and self-vindicating account like De Quincey's Confessions. However, superseding all these investigations and their involved intricacies lies the belief that Thomas De Quincey's life and works will continue to be a source of intrigue and fascination, and that the precedents which he set down in his writing can lead to new and appealing avenues in modem observations of guilt and Gothicism in Romantic literature.

Abstract:
This thesis examines how humanitarian assistance and political aspects interact in complex humanitarian emergencies (CHEs) in both negative and positive ways, how to minimize negative outcomes, and how humanitarian assistance can contribute to conflict resolution. Although humanitarian assistance has long been considered to be separate from politics, the division between the two has posed serious difficulties for humanitarian aid agencies responding to disasters and even has resulted in negative impacts on political and humanitarian aspects. In order to confront CHEs today, humanitarians need to collaborate conceptually and practically with political actors, while political actors need to be sensitive to humanitarian needs. A priority is considered the minimalist position, aiming at "doing no harm." Under the right circumstances, the maximalist approach can be viewed as an opportunity for maximizing the effects of humanitarian efforts to alleviate people's suffering and contributing to conflict resolution by employing humanitarian assistance as a powerful instrument.

The cocoa sector has, historically, been the backbone of the Ghanaian economy. Many households depend directly on the cocoa sector for livelihoods, and aspects of the cocoa industry, such as input supplies to farmers and cocoa pricing, have historically featured prominently in national and local politics. This paper examines the basic underlying political economy dynamics of the cocoa value chain, with particular focus on how the interests, powers and interactions of various actors along the value chain have contributed to agricultural commercialisation in Ghana. The paper also explores the challenges affecting the cocoa value chain, social difference within the chain, and how various segments of the cocoa value chain have been affected by the COVID-19 pandemic in Ghana since March 2020.

Abstract:
The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

Abstract:
This paper poses a different lens on informal social protection (ISP). ISP is generally understood as practices of livelihood support among individuals. While studies have explored the social dynamics of such, they rarely do so beyond the conceptual space of informalities and poverty. For instance, they discuss aspects of inclusion, incentives and disincentives, efficiency and adequacy. This provides important insights on whether and to what extent these practices provide livelihood support and for whom. However, doing so in part disregards the socio-political context within which support practices take place. This paper therefore introduces the lens of between-group inequality through the Black Tax narrative. It draws on unique mixed method data of 205 personal support networks of Namibian adults. The results show how understanding these practices beyond the lens of informal social protection can provide important insights on how economic inequality resonates in support relationships, which in turn can play a part in reproducing the inequalities to which they respond.

Abstract:
Based on the proposal by the European Council, more than 25 heads of state and the World Health Organization (WHO) support development of an international treaty on pandemics, that planned to be negotiated under the auspices of WHO, will be presented to the World Health Assembly in May 2021. Given that the treaty alone is not enough to ensure compliance, triggers for a high-level political response is required. To this end, to inform the design of a support system, we explored institutional mechanismsi with a mandate to review compliance with key international agreements in their signatory countries and conduct independent country investigations in a manner that manages sovereign considerations. Based on our review, there is no single global mechanism that could serve as a model in its own right. There is, however, potential to combine aspects of existing mechanisms to support a strong, enforceable treaty. These aspects include: • Periodic review - based on the model of human rights treaties, with independent experts as the authorized monitoring body to ensure the independence. If made obligatory, the review could support compliance with the treaty. • On-site investigations - based on the model by the Committee on Prevention of Torture according to which visits cannot be blocked by state parties. • Non-negotiable design principles - including accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. • Technical support - WHO can provide countries with technical assistance, tools, monitoring, and assessment to enhance emergency preparedness and response.

Abstract:
The purpose of this review is to assist FCDO in understanding the evidence of impact and any valuable lessons regarding the effect equitable quality education can have on ‘open society’. The search revealed that there is a considerable volume of evidence which focuses on education’s ability to reduce poverty, increase economic growth, boost employability and achieve better health outcomes. There is less which focuses on the aspects of ‘open society’ as defined in this paper. The scope of this review was narrowed to focus upon areas of the ‘open society’ definition where the most evidence does exist, given the timeframe for the review. The scope was narrowed to focus on: democracy, civic engagement, and social cohesion. The review of the literature found strong evidence that equitable quality education can have a range of positive impacts on democracy (specifically, its institutions and processes), civic engagement and social cohesion. There is a considerable body of evidence which indicates that there is a correlation between equitable quality education and benefits to societies (more peaceful, higher levels of trust, greater participation in politics, etc). However, there was no clear evidence that investment in equitable quality education directly leads to positive societal outcomes. This is because there are so many other factors to account for in attempting to prove causation. The lack of rigorous studies which attempt to attribute causation demonstrates a clear evidence gap. It is important to note that education systems themselves are politicised and cannot be divorced from the political process. The extent to which education can impact positively on open society depends a great deal on the value education has within the political system in which it is operating.

In this article considered Journalistic and editorial activity of Volodymyr Lenika (14.06.1922–02.11.2005) – one of the leading figures of Ukrainian emigration in Germany. First outlined basic landmarks of his life and creation. Journalistic and editorial activity of Volodymyr Lenik was during to forty years out of Ukraine. In the conditions of emigration politically zaangazhovani Ukrainians counted on temporality of the stay abroad and prepared to transference of the created charts and instituciy on native lands. It was or by not main part of conception of liberation revolution of elaborate OUN under the direction of Stepan Banderi, and successfully incarnated in post-war years. Volodymyr Lenik, executing responsible commissions Organization, proved on a few directions of activity, which were organically combined with his journalistic and editorial work. As an editor he was promotorom of creation and realization of models of magazines «Avangard», «Krylati», «Znannia», «Freie Presse Korespondenz», newspapers «Shliakh peremogy». As a journalist Volodymyr Lenik left ponderable work, considerable part of which entered in two-volume edition «Ukrainians on strange land, or reporting, from long journeys». Subject of him newspaper-magazine publications directed on illumination of school, youth, student, cultural, scientific problems, organization and activity of emigrant structures, political fight of emigration, to dethronement of the antiukrainskikh Moscow diversions and provocations. Such variety of problematic of works of V. Lenika was directed in the river-bed of retaining of revolutionary temperament in the environment of diaspore, to bringing in of it to activity in public and political life. Problematic of him is systematized publicism and journalistic appearances, which was inferior realization of a few important tasks, namely to the fight for Ukrainian independence in new terms, cherishing and maintainance of national identity, counteraction hostile soviet propaganda. On an example headed Volodymyr Lenikom a magazine «Knowledge» some aspects are exposed him editorial trade.

Abstract:
The COVID-19 pandemic has created enormous challenges for national economies, livelihoods, and public services, including health systems. In January 2021, the World Health Organization proposed an international treaty on pandemics to strengthen the political commitment towards global pandemic preparedness, control, and response. The plan is to present a draft treaty to the World Health Assembly in May 2021. To inform the design of a support system for this treaty, we explored existing mechanisms for periodic reviews conducted either by peers or an external group as well as mechanisms for in-country investigations, conducted with or without country consent. Based on our review, we summarized key design principles requisite for review and investigation mechanisms and explain how these could be applied to pandemics preparedness, control, and response in global health. While there is no single global mechanism that could serve as a model in its own right, there is potential to combine aspects of existing mechanisms. A Universal Periodic Review design based on the model of human rights treaties with independent experts as the authorized monitoring body, if made obligatory, could support compliance with a new pandemic treaty. In terms of on-site investigations, the model by the Committee on Prevention of Torture could lend itself to treaty monitoring and outbreak investigations on short notice or unannounced. These mechanisms need to be put in place in accordance with several core interlinked design principles: compliance; accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. The World Health Organization can incentivize and complement these efforts. It has an essential role in providing countries with technical support and tools to strengthen emergency preparedness and response capacities, including technical support for creating surveillance structures, integrating non-traditional data sources, creating data governance and data sharing standards, and conducting regular monitoring and assessment of preparedness and response capacities.

Abstract:
Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.
