Abstract:
There are two discursive frameworks concerning ideology in Australian industrial relations. In many disciplines concerned with aspects of industrial relations, including political science, law and history, it is the traditional political ideologies of the industrial era which take centre stage: liberalism (classical, social and neoliberalism), socialism (Marxism, social democracy and labourism) and conservatism. By contrast, ideological issues in the discipline of employment relations are chiefly addressed in terms of Fox’s three analytical perspectives: unitarism, pluralism and radicalism. The disjunction between these parallel discourses goes largely unnoted in the literature of the relevant disciplines, which all tend to proceed using their own preferred approach without making reference to the other. This article critically explores the relationship between these two discourses and investigates the broader implications that the existence of the two different discursive traditions has for the analysis of industrial relations phenomena in Australia.

This paper addresses governments' efforts to link knowledge production and a knowledge-based production system. It suggests that the ‘Triple Helix’ image of university—industry—government relations neglects important aspects of players' activity, the systematic schizophrenia in much public policy and the critical variations over time and technologies in inter-relations between the knowledge-producing system and the structures and functioning of the surrounding political economy. The paper suggests that analysis of a nation's industrial ‘complexes' will provide valuable information and permit better adapted approaches.

Abstract:
The study of industrial relations management has been a long-neglected aspect of the Australian scene. Recent changes in the balance of power on the shop floor in the aftermath of prolonged recession in the metal and engineering industry, however, make such neglect an expensive luxury. This article looks at four aspects of management t strategy: the labour relations management function, relations with the unions at the workplace, attitudes to employee involvement, and attitudes to the employment relationship. The suggestion, in the light of secondary evidence and a series of fourteen case studies in the Victorian and New South Wales metal industry, is that three variables are important in helping to explain the direction that labour relations management has taken in recent years. These are the 'labour threat: the reorganization of production methods, and changes to the legal and institutional framework. It was found that management in those plants in which exposure to these three environmental pressures was similar responded with fairly similar labour relations management practices, suggesting that there may indeed be a link between the key variables.

The Professional Officers' Association, which operates in the Commonwealth employment sector, has been in the forefront of the contemporary movement to achieve pay equity for women employed in female intensive professions. The Association's experiences have led it to conclttde that pay equity is difficult for parties to the industrial relations system to negotiate in the context of the established industrial relations model, which places strong reliance on the process of negotiation and compromise. This is further complicated by the conflicting position of the Commonwealth government at the political level, with a policy that supports pay equity, and as an employer who historically has resisted and impeded implementation of pay equity, and continues to do sa This paper examines the positions adopted by the Commonwealth government as an employer, by the Indtrstriat Relations Commission as guardian of the public interest, including the national economy, and by unions, primarily in the context of the Association's experiences in pursuing claims for pay equity for female professions. The paper describes the means by which pay equity claims are succeeding with the assistance of the Commission, using the Association's dental therapist cases as a case sttrdy, and draws on the experience of other contemporary pay equity cases in addition to those run by the Professional Officers' Association in order to emphasize tfre dysfunctional aspects of the process imposed by the Indrsstrial Relations Commission as a means of dealing with claims for pay equity.

Abstract:
The paper is devoted to an in-depth study of the capitalist private property of adherents of various currents and schools. It is emphasized that the internal contradictions of private property, which are concentrated in the relations of exploitation, are actively studied by the authors of neoliberalism, neo-institutionalism, and analytical Marxism. The paper shows that most of the works of Western scholars deny the phenomenon of economic exploitation in the post-industrial model of capitalism. The conclusions of domestic scholars about the absence of economic and non-economic coercion to work of hired workers in debilitated, transitive economies are criticized. Based on the theoretical analysis of works devoted to the objective study of new aspects of the relationship between employers and employees, the existence of such non-economic forms of exploitation is proven: psychological, political, axiological, social. The paper considers the main tools of non-economic exploitation, which include euphemisation and speculation in the interests, motives, feelings, consciousness, preferences and even passions of people. The consequences of euphemisation and speculation as tools of non-economic coercion to work, excessive consumption, the introduction of consumerist psychology are revealed. The economic purpose of the most popular socio-political technologies for manipulating the conscious and subconscious behavior of society, groups, individuals in the interests of the ruling classes is clarified. It is shown that these instruments of influence are actively used in various national models of capitalism. The mechanism of total manipulation of behavior, consciousness, psychology of people who are involved in the processes of production, marketing and consumption is considered. It is shown that total manipulation includes a set of non-economic forms of influence on people's decision-making, beneficial to the state, direct employers, financial and commercial structures not only nationally but also globally.

SummaryIn this paper we evaluated the basic viewpoints on the mutual relations between contemporary sport and society. Sport is a global social phenomenon which is determined by a variety of different processes, including: the fast development of the industrial society and capital, an increase in leisure time, the development of a liberal democracy and the media. A special feature in these relations is the overall globalization process in today’s world. The basic structure of this paper is made up of two functional parts. In the first part we indicate the dominant theoretical-methodological paradigms in studying sport in social sciences, especially sociology: functionalism, conflict theory in society, interpretive and postmodern theory. In the second part of the paper we analyze the dialectics of contemporary relations between sport and society, where special attention is dedicated to the distribution of social power between sport, capital and the media at the local and global level. At the local level especially, there is a pronounced influence of politics on sport, which is realized through various mechanisms of government power, as well as other political subjects. The most solid bonds between sport and society on both levels are maintained by capital and the media, which know no boundaries. Through ownership and mechanisms of financing sports clubs and associations, athletes and athletic events, an entire network of capitalist relations in sport was created. Sport has become one of the most important factors of television programs, the internet and social networks, which has led to an enormous growth in profit and popularity of sport, but also to great changes in the social relations between people.

For many, transnational capital is one of the most important driving forces of economic globalization; yet, we know little about what determines cross-border portfolio investments. In addition to recent economic literature's focus on information asymmetries as one key determinant of cross-border investment, this study brings in a political aspect to the field of international trade in assets. The –race to the bottom’ thesis connects domestic economic policies to investment decisions and argues that capital is more likely to move towards economies characterized by economic liberalism; political institutions are also relevant for portfolio investments, because democratic institutions often provide more credible protection against predatory practices. In this study, I model bilateral portfolio investments as a function of economic policies, political institutions, and levels of transparency of sending and receiving countries as well as important international connections. Empirical findings indicate the importance of transparency to attract portfolio investments. Moreover, transnational portfolio investments are only sensitive to some fiscal policy indictors and only within the OECD countries. Therefore, for non-OECD countries, there is still ‘room to move’ in maneuvering different aspects of fiscal policies. Finally, I find that investors care about the nature of political institutions as democratic institutions tend to be associated with higher levels of portfolio investment inflows. This is good news for developing countries that have undergone or are in the process of democratization. In addition to democratizing for peace, increased foreign capital further incentivizes a progression towards democratization.

Abstract:
As a result of the analysis of defence spending in European countries for the period 1990–2022, the author reveals a trend towards underfunding of their defence-industrial base. Due to the fall in defence spending, there is a reduction in European defence companies in Europe, some companies go into the commercial sector, the other part is trying to consolidate. The armed forces of European countries conduct exercises and fight on a multinational basis, and purchase weapons on a national basis. This situation does not allow industrial enterprises to consolidate demand, which makes it possible to increase production volumes. By researching the state of the defense-industrial base of European countries, it becomes evident that there are disagreements between the states of Europe about which is better to buy samples of weapons. Some are in favor of purchases in the United States, others – for joint European projects, and others – for national ones. For example, for fighters, we are talking about choosing between the F‑35, Eurofighter Typhoon, Dassault Rafale or SAAB. A study of data on arms exports from the United States to Europe shows that Europe has lost its status as the main export destination of the United States. The results of research illustrate that the procurement of weapons is a long and complex process, the programming of the construction of the armed forces and the costs are planned, taking into account the threats of tomorrow, in advance. The research findings indicate that the prevailing conditions of peace and stability of the last 30 years have shaped the image of the defense industrial base of European countries unable to produce military products in large quantities and in a short time. The author comes to the conclusion that the ambitions of Europe exceed the available resources.

Abstract:
This thesis aims to open up the realm of what counts as political in the context of the Marikana strikes and subsequent massacre. It does primarily by taking into account the social, political and cultural context of Mpondo workers on the mines. Many narrow Marxist and liberal frameworks have circumscribed the conception of the ‘modern’ and the ‘political’ so much so that political organisation which falls outside of this conceptualisation is often regarded as ‘backward’ or ‘archaic’. It will provide an examination of the history, culture and custom of men, who have, for almost a hundred years migrated back and forth between South African mines and Mpondoland. This not only reveals differing modes of organising and engaging in political action, but also that the praxis of democracy takes many forms, some of which are different and opposed to what counts as democratic in Western liberal democracy. By considering what I argue, following some of the insights from the Subaltern Studies collective in India, to be a subaltern sphere of politics and history, it is possible to better understand the way workers organised and acted. The thesis also argues that most labour and nationalist historiography has been silent on the political contributions of women because of how Marxist/liberal analysis frames struggles through disciplined notions of work and resistance. Rather than objectifying workers as representatives of a homogenous and universal class of people devoid of context, the thesis has linked ‘the worker’ to the community from which s/he comes and community specific struggles, which are supported and sustained, often, by the parallel struggles of women in the community.

Abstract:
This thesis examines the British Bus and Tram Industry from 1889 to 1988. The first determinant of the pattern of industrial relations is the development of the labour-process. The labour process changes with the introduction of new technology (electrified trams and mechanised buses), the concentration and centralisation of ownership, the decline of competition, changing market position, municipal and state regulation, ownership and control. The tram industry, as a consequence of electrification, is almost wholly municipally owned and the history of the labour process from horse-trams to the decline of the industry is examined. The bus industry has a less unified structure and is examined by sector; London, Municipal, and Territorial/Provincial. The small independent sector is largely ignored. The labour process is examined from the horse-bus to the present day. The development of resistance in the labour process is discussed both as a theoretical problematic (the `Braverman Debate') and through the process of unionisation, the centralisation and bureaucratisation of the unions, the development of national bargaining structures (National Joint Industrial Council and the National Council for the Omnibus Industry), and the development of resistance to those processes. This resistance takes either a syndicalist form, or under Communist Party leadership the form of rank and file movements, or simply unofficial organisations of branch officials. The process of centralisation of the unions, bureaucratisation and the institutionalisation of bargaining and the relationship between this process and the role of the Unions in the Labour Party is examined. Neo-corporatism, that is the increasing integration of the leadership of the main Union, the T.G.W.U.with the Labour Party and with the State is discussed. In theoretical terms, this thesis considers the debate around the notion of `labour process', the relationship between labour process and labour politics and between labour process and labour history. These relationships are placed within a discussion of class consciousness.

Over the last two decades the UK public sector has seen the introduction of 'new managerialism' - the devolvement to the local level of management initiatives and techniques more traditionally associated with the private sector; this has arguably increased industrial relations tensions in the workplace as both line managers and workers have become involved in actions and negotiations new to them. This thesis provides a unique, in-depth, consideration of the impact on industrial relations of new managerialism in a 'failing' secondary comprehensive school; it identifies how devolved management and public accountability has inflamed the workplace industrial relations of that school. By taking a qualitative, multi-method, case study approach to the research, the thesis investigates at first hand how management and teachers respond to centralised government initiatives at the school level. It considers, and contributes to, the debate surrounding the extent of managerial autonomy that public sector managers have and how managers may take differing approaches - and achieve different results - when implementing new managerialist initiatives at the local level. As a study of workplace industrial relations, the thesis, engages with and significantly contributes to, the academic literature stressing the importance of local trade union leadership to trade union activity; indeed, the work furthers the debate concerning the inter-relationship between political and trade union activism and the importance of political factions within trade unions, areas which are under-researched. By exploring the tensions between trade union members and their official union representatives, the thesis examines the complex inter-relationship between union democracy and union bureaucracy. Finally, the case study identifies policy implications for both the government and the trade union, particularly with respect to the closing and re-opening of 'failing' schools.

Abstract:
This thesis is primarily concerned with epistemological issues in connection with the disclosure of accounting information in industrial relations contexts. As such it largely arose out of a dissatisfaction with the orientation of much of the current academic literature that deals with this area. Essentially,this literature is characterised by both a deterministic policy science approach that ignores the mediation of such processes by recipients' subjectivity and a modernist discourse that perceives accounting information as an artefact that neutrally arbitrates the financial "reality" facing stakeholders, that thereby constrains their pursuit of sectional interest, and hence enables optimal decision making. The lattercharacteristic has resulted in a post modern concern, in this research, to explore aspects of the epistemological basis of present accounting practices - an inquiry grounded in prior consideration of the sociological nature of what is taken to be warranted knowledge/science. From this epistemological analysis this research then proceeds to an ethnographical investigation, entailing analytic induction, of how particular recipients perceive and interpret disclosed accounting information and thereby mediate its effects. This thesis then concludes by conjecturing about the potential for the development of employee derived heterodox modes of engagement and their eventual confrontation with modern accounting orthodoxy in industrial relations contexts.

Abstract:
p>This thesis investigates the political economy of Saudi–East Asian industrial relations in the past six decades, between 1953 and 2013. The analysis focuses on industrial diversification in Saudi Arabia and how this has affected Saudi Arabia's relations with East Asian states. Accordingly, Saudi–East Asian relations, which have hitherto been understood as consisting of energy producer-consumer relationships, are re-framed as "industrialising–industrialised relationships". This thesis identifies the main dynamics of such relationships as diffusion of industrial technology from East Asian states to Saudi Arabia, which is considered to be a microcosm of a larger collective shift in the global economy, from "divergence" to "convergence" caused by the progress in human resources development (HRD) among developing countries. In order to capture that dynamics, this thesis develops two concepts: "techno-sovereignty" and "techno-diplomacy". Techno-sovereignty assumes a developing state's pursuit of greater level of self-reliance in industrial technology through investment in HRD and avoidance of dependence on single external source of technology. On the other hand, techno-diplomacy is defined as an advanced state's diplomatic strategy of implementing the transfer of industrial technology to a developing state in order to acquire other types of gain from that state in return. Saudi Arabia's pursuit of techno-sovereignty has been implemented in two steps: first, to invite foreign direct investment (FDI) from multiple advanced states for establishing industrial production; and, second, to "Saudise" the production over the years through the transfer of knowledge, skills and technologies from the foreign investor to national industrial workers. Saudi–East Asian industrial relations have followed these patterns: Japan has practiced techno-diplomacy towards Saudi Arabia mainly in return for oil; and Taiwan has done so mainly in return for diplomatic recognition – since Taipei has been in competition with Beijing since 1949 regarding its international legitimacy. Those quid pro quo relations have provided Riyadh with strong bargaining chips vis-à-vis Tokyo and Taipei in demanding industrial cooperation from them in the past decades. Currently, as the focus of industrial diversification in Saudi Arabia shifts from capital-intensive heavy industries to labour-intensive manufacturing industries, the insufficiency in HRD in Saudi Arabia, deriving from the "rentier" nature of its society, increasingly poses obstacles to further progress of the process. Accordingly, East Asian states' contributions to the development of HRD institutions in Saudi Arabia have been coming to the fore in their bilateral industrial relations in addition to the FDI, the trend which is likely to remain important in the coming years.

The notable separation of the countries of economic vanguard from other countries (group of the high-growth countries, the socialist countries, the countries) happened to a transitional economy on the basis of multinational corporation development. The economic aspect of this influence is accurately traced in effective instruments of industrial, scientific and technical, social and economic development. Evolutionary changes of the relations of property, the competition, strengthening of regularity of national economies in capitalist economic system are inseparably linked now with multinational corporation. Even in stronger, in the economic plan, the countries consider multinational corporation not only through a prism of economic influence, but also political domination. This moment is telling argument of finding of multinational corporation in the center of serious discussions concerning their role, positive or negative, in the international division of labor, in processes of movement of the capitals and globalization of world economy. It follows from this that the state economic policy in the Kyrgyz Republic which basis are processes of formation and development of the market relations, has to provide active use of the developed economic forms (in this case multinational corporation) more progressive system of the economic relations, i.e. modern capitalism. In this research attempt of theoretical justification of mutually beneficial cooperation of the Kyrgyz Republic with multinational corporation which will act as an interaction basis with multinational corporations present at the Kyrgyz Republic ("Kumtor Opereyting Company", Gazprom, Reemstma, Coca-Cola, etc.) is carried out.

According to written sources of trade with neighboring countries occupied an important place in the economy of the Kyrgyz State. This document makes an assessment of the Political Dialogue and Cooperation Agreement (PDCA) between Cuba and the European Union (EU) in its four years of validity, and of the evolution of political and economic relations between both parties. The analysis is structured in five headings that address the background, determinants and significance of the PDCA between Cuba and the EU; the main elements discussed in the political dialogue —and in thematic dialogue— between the two parties since 2018, and the central aspects of trade, investment and cooperation relations between Cuba and the EU. The report concludes that, unlike the United States, the EU is able to support the complex process of economic and institutional transformations underway in Cuba, in four fundamental areas: i) technical assistance and advice for the design and implementation of public policies, macroeconomic management, decentralisation and local development; ii) cooperation to fight climate change and transform Cuba’s productive and technological structure; iii) the promotion and encouragement of foreign investment flows from Europe, targeting key productive sectors; and iv) the exploration of financial opportunities for Cuba through the European Investment Bank (EIB) under the current PDCA.

The objective of this research was to develop and apply a conceptual framework for evaluating the potential of trans-boundary bargaining with respect to water resource sharing. The research accomplished this objective by developing a framework for trans-boundary bargaining, identifying opportunities for application, and illustrating the potential benefits that can be gained thereby. Specifically, we have accomplished the following: - Developed a framework to measure the potential for improving economic efficiency considering issues of political feasibility and sustainability that are crucial in trans-boundary cooperation. - Used both cooperative and non-cooperative game theory to assess feasible coalitions among the parties involved and to model potential bargaining procedures. - Identified empirically alternative schemes of cooperation that both improve upon the economic efficiency of present water usage and appease all of the cooperating parties. - Estimated the potential short-run and long-run affects of water reallocation on the agricultural sector and used this information to understand potential strategies taken by the countries in bargaining processes. - Performed case studies in Israeli-Jordanian relations, the relationship of Israel to the Palestinian Authority, and cooperation on the Chesapeake Bay. - Published or have in process publication of a series of refereed journal articles. - Published a book which first develops the theoretical framework, then presents research results relating to the case studies, and finally draws implications for water cooperation issues generally. Background to the Topic The increase in water scarcity and decline in water quality that has resulted from increased agricultural, industrial, and urban demands raises questions regarding profitability of the agricultural sector under its present structure. The lack of efficient management has been underscored recently by consecutive years of drought in Israel and increased needs to clean up the Chesapeake Bay. Since agriculture in the Middle East (Chesapeake Bay) is both the main water user (polluter) and the low-value user (polluter), a reallocation of water use (pollution rights) away from agriculture is likely with further industrial and urban growth. Furthermore, the trans-boundary nature of water resources in the case of the Middle East and the Chesapeake Bay contributes to increased conflicts over the use of the resources and therefore requires a political economic approach. Major Conclusions, Solutions, Achievements and Implications Using game theory tools, we critically identify obstacles to cooperation. We identify potential gains from coordination on trans-boundary water policies and projects. We identify the conditions under which partial (versus grand) coalitions dominate in solving water quality disputes among riparian countries. We identify conditions under which linking water issues to unrelated disputes achieves gains in trans-boundary negotiations. We show that gains are likely only when unrelated issues satisfy certain characteristics. We find conditions for efficient water markets under price-determined and quantity-determined markets. We find water recycling and adoption of new technologies such as desalination can be part of the solution for alleviating water shortages locally and regionally but that timing is likely to be different than anticipated. These results have been disseminated through a wide variety of publications and oral presentations as well as through interaction with policymakers in both countries.

1 Introduction 1.1 The urgency of industrial decarbonization The last few years have seen several of the world’s largest carbon dioxide-emitting countries and leading heavy industry companies committing to mid-century net-zero targets (Buckley 2021; Denyer and Kashiwagi 2020; McCurry 2020; Myers 2020). Consequently, the discussion on economy-wide transition to net-zero is accelerating, with focus shifting from “if” to “when” and “how”, even for heavy industry sectors like steel, cement and chemicals. This makes it increasingly urgent to analyse not just whether it is technologically feasible to decarbonize heavy industry, but also investigate issues more directly related to practical implementation. This includes site-specific planning, infrastructure availability, and consultation with local authorities and other stakeholders. Many of the latter considerations are formalized as part of the permitting processes that are an essential vehicle to ensure that industrial interests are balanced against interests of society at large. However, doing this balancing act can turn out to be very complicated and associated with uncertainties as to their outcome, as well as being demanding in resources and time. At the same time, to ensure broad buy-in and support from society, the investments needed must be implemented in a way that takes a broad spectrum of sustainability concerns into account, not just climate change mitigation. A key question is if and how permitting processes can run more smoothly and efficiently while still ensuring inclusive consultations, fair procedures and adherence to legal certainty. This policy brief discusses this question from the starting point of Swedish conditions, but many of the points raised will be relevant for a broader international discussion on taking industrial decarbonization to implementation. 1.2 Industrial transition and permitting processes in Sweden Decarbonization of the industrial sector in Sweden essentially entails a relatively small number of investment projects in the cement, steel, petrochemical and refinery sectors, where the vast majority of carbon emissions are concentrated (Karltorp et al. 2019; Nykvist et al. 2020). However, while few in number, the size of these investments means that their implementation will by necessity become relevant to many other parts of society. In connection with the increasing focus on how to implement industrial decarbonization in Sweden, discussions about permitting processes have been brought higher up on the agenda. While there has been an active discussion on permitting processes in Sweden for quite some time, it has primarily been focused on aspects related to mining and wind power (Larsen et al. 2017; Raitio et al. 2020). The last few years have, however, focused increasingly on industrial projects, in particular related to a proposed – though eventually cancelled – expansion of an oil refinery in the southwestern part of the country (Blad 2020). In terms of political discussions, both the governmental initiative Fossil-free Sweden (2020) and the Swedish Climate Policy Council (2020) emphasize that permitting processes need to become faster in order for Sweden’s industrial transition to be implemented in line with the time plan set by the 2017 Swedish Climate Act. Business representatives and organizations are also voicing concerns about the slow speed of permitting (Balanskommissionen 2019; Jacke 2018). At the same time, criticism has been raised that much of the environmental damage done in Sweden comes from activities conducted within limits set by environmental permits, which could be a flaw in the system (Malmaeus and Lindblom 2019). Finally, recent public inquiries have also discussed permitting processes.

Abstract:
This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Gujarat. Recognising the significance of land and its management for the state economy, Gujarat was among the early states to computerise its land records and processes and integrate them. In 2009, the state introduced resurveys using modern technology, which resulted in promulgation of updated records in more than sixty percent of villages, before being paused in 2018. Apart from political leadership, administrative initiatives such as documenting procedures and operational guidelines, incentivising of regular progress and reporting, and regular capacity building helped the state in making a significant progress. Gujarat is among the most urbanised and industrialised states in the country, and this volume presents case studies on the state of land and property records in urban and industrial areas, and the attempts to modernise them.

Abstract:
The problems of the correlation of cosmopolitan and national identities are too complex to be unambiguous assessment, let alone alternative values (related to the ecological paradigm and the spiritual traditions of other cultures). However, it is obvious that without preserving the national identity, the integrity and independence of the national state becomes problematic. On the other hand, without taking into account the consequences of information wars and aggressive cosmopolitan tendencies of global media culture, there is a threat of losing the national information space and displacing it to the periphery of socio-political and economic life in Ukraine and in the modern world. In the process of working on research issues, the author of the article came out on the principles of objectivity, systematic and determinism, which in combination of their observance made it possible to determine the influence of the post-industrial information society on the formation of a new type of mass consciousness. As a result of the influence of globalization processes, there was a filling of the domestic information space with a supernational mass culture of entertainment, which in most cases leads to the spread of a primitive world outlook based on the ideology of consumption society, without leaving places to preserve sociocultural traditions and national identity. Therefore, given the problems of preserving national identity, it is necessary should be mentioned the information security of the state, which occupies one of the most important places, among various aspects of information security, since the unresolved problem of protection of the national information space significantly complicates the processes of formation of national identity.
