Abstract:
The teaching of soft skills in EFL postgraduate courses is increasingly part of the Italian university curricula, albeit with some delay compared to foreign universities. Postgraduate English language courses need to focus on the use of language in foreseeable situations by creating opportunities to use the language in public contexts. Meetings, presentations, debates are the activities that young people will increasingly be called upon to engage in. Rather than solely on theoretical knowledge learned previously, these activities develop the practical use of language, in front of an audience, with a structured discourse and with some emphasis on the non-verbal elements of communication. Although these aspects may appear daunting to students, more often than not, they have been able to overcome their anxiety, not only in relation to the embarrassment of speaking a foreign language in public, but even to the mere act of speaking in public, which represents an obstacle in itself. In this study a case of Italian postgraduate students of Political Science was carried out and analysed.

Abstract:
Problems of building a new democratic Russia based on federative principles and the region's long-refractory “national question,” forming a knotty tangle of complicated issues, have steadily remained in the political limelight. In a number of regions worldwide dramatic changes have occurred, related in one way or the other to the processes of national-territorial self-determination. As a result of this, the Eurasian political landscape has been marked by the emergence of some twenty newly independent states. Suffice it to say that the Soviet Union, a preponderant superpower feared by all, collapsed; and in Europe the Federative Republic of Yugoslavia ceased to exist, bringing on a long-term national conflict threatening not only regional but even global security. In East Central Europe binational Czechoslovakia split up into two independent nation states. Elsewhere, even in the absence of militarized national conflict, political processes have dramatically intensified. In Asia, for example, the multinational Chinese Republic with its Tibetan and Uighur problems, and ethnically heterogeneous India with its population speaking more than 400 languages and dialects have long attracted public attention as sources of potential instability in the region. The “Sikh issue” alone, for instance, continues to pose a threat to India. Even the North American continent, a peaceful region in terms of its political and ethnic stability, is confronted with similar problems. The integrity of Canada is still in question with the franco-lingual province of Quebec striving for independence.

Abstract:
During the Early 1990s the Term Social Market economy has been used rather loosely; this is not surprising since the theory is derived from a specifically German tradition of political economy with little or no resonance outside the Germanspeaking area. The leading thinkers in the genre are hardly known in English-speaking circles and most of their works remain untranslated. The fundamental purpose of this article is to present this rich and diverse strand of thought to a non-German audience barely aware of its existence, to point out possibilities for developing the international aspects of such a theory, and to highlight policy issues concerning the post-cold war European and international orders which can be addressed from social market perspectives.

Abstract:
Supreme Court oral argument (OA) is one of many face-to-face settings of political interaction. This article describes a methodology for the systematic observation and measurement of behavior in OA developed in a study of over 300 randomly selected cases from the 1969-1981 terms of the U.S. Supreme Court. Five sources of observation are integrated into the OA database at the speaking turn level of analysis: the actual text of verbal behavior; categorical behavior codes; aspects of language use and speech behavior events; electro-acoustical measurement of voice quality; and content analysis of subject matter. Preliminary data are presented to illustrate the methodology and its application to theoretical concerns of the research project.

Abstract:
This paper examines the nature of Asian professional, technical, and kindred (PTK) immigration to the United States since 1965. While many recent studies have noted the significant increase of Asian PTK immigration since 1965, analyses of who these PTKs are have been lacking. To address this omission, this paper focuses on three aspects of Asian PTK immigration: (1) the conditions underlying emigration from Asia; (2) the occupational composition of Asian PTKs; and (3) the impact of this immigration on understanding Asian American communities. The paper examines the patterns of PTK immigration from the Philippines, three Chinese-speaking regions, India, and Korea. The published reports and public-use data of the United States Naturalization and Immigration Service (1972–1986) are the primary source for this examination. Analysis of specific immigration patterns show the similarities and contrasts embedded in the Asian American experience.

AbstractThe paper provides an analysis of Martin Buber’s intellectual conversion and shows how it facilitates a deeper understanding of the phenomenon of nationalism. Buber, who is today known mainly as a key representative of dialogical philosophy, was in the 1910s part of the double wave of German and Jewish nationalism which strongly affected the German-speaking Jewish public. Buber provided intellectual support for this wave of nationalism and interpreted World War I as a unique chance for the spiritual unification of European Jewry. Consequent to his conflict with Gustav Landauer Buber underwent a complex intellectual and existential transformation. He abandoned key concepts of his pre-dialogical thought and laid the foundations of his dialogical thought. He rejected his endorsement of Geman nationalism and substantially reevaluated his political positions. The analysis of Buber’s intellectual development sheds light on some important aspects of the dynamics of nationalism.

Abstract:
Translated from German to English by Christian FuchsMarxist political economy of communication analyses the role of communication in society and capitalism. This paper shows what it means to take a historical and materialist approach for analysing communication and society. In the German-speaking world, Marxist communication research has largely remained a “forgotten theory”.First, the paper analyses the role of communication in society, which requires thinking of how communication relates to work and production. Second, the paper analyses the emergence of communication in capitalist society. It shows that there is a close interaction of the dominant type of capitalism and the emergence and development of new means of communication. Third, the paper points out five roles of the media in capitalism (the production and sale of media products, advertising and commodity circulation, the legitimation of domination, regeneration and reproduction of labour-power, market for media technologies) and engages with how ideology, social psychology, audiences’ habitus and everyday practices/life interact in the reception of media contents, especially news programmes. The preface to this article, written by the translator, presents aspects of the works of Horst Holzer. Given his pioneering intellectual role in the development of the critique of the political economy of communication in the German-speaking world, it is not an understatement to say that Horst Holzer is Germany’s Dallas Smythe.Acknowledgement: First published in German as book chapter: Holzer, Horst. 1994. He contributed to the formation and development of the critique of the political economy of media and communication in the German-speaking world. Holzer used Marxist theory for the analysis of the relationship between capitalism and communication. Given his pioneering intellectual role in the development of the critique of the political economy of communication in the German-speaking world, it is not an understatement to say that Horst Holzer is Germany’s Dallas Smythe. Holzer lived and worked in Munich and published twenty German books. The focus of Holzer’s writings was in general on communication theory, the sociology of communication, as well as on capitalism and communication. In particular, his books were about the ideology and political economy of magazines, newspapers, radio and television; public sphere theory, sociological theories, children and television, and surveillance.

Abstract:
Sujatha Jesudason and Tracy Weitz provide an empirical examination of the framing of public discourses related to assisted reproductive technology (ART) and abortion by examining two bills considered by the California legislature in “Eggs and Abortion: The Language of Protection in Legislation Regulating Abortion and Egg Donation in Debate over Two California Laws.” Jesudason and Weitz analyze the framing of two different legislative efforts: one allowing non-physician practitioners to perform non-surgical abortions and the other removing the prohibition on egg donor payment in the research setting. Jesudason and Weitz identified three different memes that were present in the discussion of these two bills: health care providers and scientists as inherently suspect, denial of women of agency through speaking about them as passive actors that things happen to, and the focus on potential harms and the need to protect women from harm. What was most compelling about their article is that they convincingly show how these themes were used as political tools by both anti-choice and pro-choice groups in California. Jesudason and Weitz note that “frames and language matter.”

Abstract:
In democracies, one of Public Service Media’s (PSM) main roles is to inform the public. In a digital news ecosystem, where commercial, citizen, and alternative news sources have multiplied, questions about the ability and need for PSM to fulfil this role are increasingly being raised. While the role of PSM can and should be scrutinized, a too-narrow a focus on an informed citizenry may obfuscate aspects, other than audience reach and objectivity, that are key to this information role, such as trust. Against this background, this article studies whether and to what extent citizens still trust the news and information services of their public broadcaster, asking if that trust is still high, whether there is a difference between groups in the population, and if trust is in line with reach. Based on a representative survey of news users in Flanders, the Dutch-speaking community of Belgium, the article studies the reach and trust scores of the brands of VRT, Flanders’ PSM, and compares them to those of its main competitors, with a specific focus on differences in terms of age, education levels, and political orientation. The results suggest that VRT struggles more than the main commercial players to reach young people and the lower-educated, but still leads when it comes to trust. The data show the continued importance of widening our assessment of PSM beyond market-focused indicators of reach.

Abstract:
Since the end of the Indonesian occupation of Timor-Leste in 1999, a significant revival of local cultures and identities in public life has been occurring. In this article I discuss aspects of identity and culture among Fataluku-speaking people in relation to the recent establishment of the Nino Conis Santana National Park over much of their homeland. Today Fataluku cultural and historical stories provide a basis for their status as an autonomous and sovereign cultural group, as well as a legacy of intercultural negotiation and alliance that arguably reflects regional patterns of migration and social change over thousands of years. With the park's 15,000 residents continuing to rely on its forests and reefs for subsistence, recent restrictions on hunting have highlighted the need for increased local community support if the park is to achieve its conservation aims. I argue that long-standing traditions surrounding the negotiation of social and political change within Fataluku society provide a potential basis for cooperation with the new nation–state and for developing community-oriented park management policies.

Abstract:
CENTRAL EUROPEAN STATES FROM A CONSERVATIVE PERSPECTIVE IN THE PERIOD 1990–2004The post-communist transition of Central European States the V4 countries and their neighbours, when speaking about a broader Central Europe took place in the last decade of the 20th century until the years 2002 and 2004, when the V4 countries were allowed to access the EU and NATO. In this case, the term transition accounts for changes in the political status of states, a transition period in which basic pillars of the state — political system, the market economy, replaced the centrally-planned economy, the security and agenda of human rights, were assessed by new criteria. It was a complicated process that had to be reflected from the perspective of science and research, but also it had to be accepted from the perspective of citizens who did not always perceive the changes in a positive way. Central Europe lacked public discussion, a space that was supposed to be dedicated to the supporters of integration, but also to opposing opinions in order to make transparent attitudes, objections, but mainly, to introduce comprehensible projects of further development. Today many theoreticians from Western Europe view the absence of public discussion to be a serious lack of planning in the preparation period. Mainly future positive benefits were presented, liberalism as the best solution of economic problems was unilaterally preferred. Little attention was given to possible impacts of the other ideological or theoretical concepts, e.g., conservatism, which puts an emphasis on the important role of the state, traditions, paternalism, and other aspects, which could, at first sight, operate as controlling mechanisms, even barriers to liberalism and integration. At that time, conservatism seemed to be an outdated ideology. But in practice, the situation was different. Conservative parties, and particularly the conservative perspective of reality, became an essential way of problem solving. The article aspires to explain some aspects of the impact of conservatism on the positive process of transition and transformation in Central Europe.

Abstract:
A comprehensive analysis of various kinds of socio-philosophical literature concerning the issue of our compatriots who ended up abroad of their homeland against their will allowed us to single out the factors and conditions determining the essence of Russian culture and its significance for a person who became a migrant. This also made it possible to find answers to some questions related to their fate, as well as to see and realize the depth of loss for the present and future Russia due to the loss of representatives of Russian culture. We carried out a comparison and analysis of two historical situations associated with the forced migration of Russian-speaking (1917–1930) and Russian compatriots who came to be hostages to Russian politics (1991–2000). Many aspects and factors intrinsic to ethnic Russians living on the territory of the former republics of the Soviet Union (after 1991) have been identified, which led the authors to realize the presence of deep ethnic sociocultural mechanisms defining the meaning and values of their existential world, find expression in the socio-political and cultural position of many representatives of the Russian community. The emerging negative trend for Russia associated with the loss of the Russian-speaking population continues these days; there is an active and, “voluntary” “drain” of them abroad. This fact is highly alarming and causes great concern to a greater extent among the country's scientists than among its leadership. The comprehensive research carried out by the authors was also supplemented by the results of a sociological survey of compatriots living abroad regarding their understanding of the concept of “Russian culture”. The results obtained made for developing provisions concerning the problems of Russian-speaking people living outside the borders of their motherland, which can be used in further scientific research, as well as for the development of state and public programs in this area.

Abstract:
The article is devoted to the development and approbation of approaches to the assessment of demand for public goods. It presents the results of the assessment of demand for civic education as a public good of the nonmarket services sector. The assessment is based on the application of various research methods: desk research (analysis of publications, reviews, reports), qualitative research (focus groups, in-depth interviews), quantitative research (sociological survey). In this article is carried out the analysis of scientific publications devoted to the analysis of demand for public goods, and the actual aspects of researches are allocated. The object of research is the process of forming and meeting the demand for civic education. For analysis of the market of educational needs was conducted a comparison of the population's requests for educational services and data of the number of activities carried out by providers of educational services. The result of research is the proof of hypotheses about low demand for civic education in the conditions of absence of high level of civic competence and in the conditions of mismatch of supply and demand in the field of civic education. Regarding various areas of civic education, the results of the analysis showed that the greatest demand is in creative studios, and this demand is quite satisfied. Next in the ranking are educational services in the field of leadership and personal development, but these needs are satisfied with less than half. The rest of the needs are unmet, and at the same time we see that due to the actions of service providers, the interest of citizens in political or civic education is approaching to satisfaction level. At the same time, low satisfaction of the needs in financial literacy, critical thinking, and media literacy indicates the necessity to develop and offer educational services of this type. Demand for family psychology, relationship psychology, public speaking and business education is also unmet. The conclusions of the study formulate proposals for matching demand and supply for civic education through non-market mechanisms. In particular, it is justified the need for the formation of effective demand from local authorities and local public institutions (local schools, universities, businesses, NGOs).

Abstract This study presents a content and qualitative discourse analysis of readers’ comments made on Czech journalism on sociopolitical topics published in Russian translation at InoSMI.ru. Following the tradition of ethnomethodology, which examines the formation of subjective views of the world from the viewpoint of the general population, the interpretation of the examined discourse focuses on analyzing the verbal attitudes of regular Russian readers of political journalism toward the opinions of the Czech public on the current-day Russia and toward Czechs and the Czech Republic in general. Specifically, the study examined the expressions of intolerance toward the opinions of others and linguistic aggression on the part of the Russian-speaking commenters toward the authors of critical Czech journalism as natural and instinctive dismissive reactions to “different” or hostile language and cultural and ideological expressions. The study is based on language data acquired by analyzing readers’ comments left on a total of 45 Russian translations of Czech journalistic writings published between January and September 2016 on 12 different Czech websites. The qualitative, critical analysis of the linguistic material is based on a sociocognitive approach, which assumes a dialectical relationship between the discourse and society operating through cognitive structures (knowledge and ideology). The aim of this study was to highlight the negative aspects of unsanctioned public sociopolitical discourse, which is currently made possible and accelerated by technology advances of the Internet network and, at a time of a de facto information war, contributes to the spread of negativistic and hostile attitudes and sentiments, rather than to a genuine intercultural dialog.

Rashed Ghannoushi is renown for being among the first to ventureinto the forefront of international debates tackling issues from an Islamicperspective. Among these debates, strengthened by the end of the coldwar, one can cite what are usually called normative theories of world politics:human rights, individual autonomy vs. state autonomy, ethics ofintervention, and so forth. At present, such issues are being discussed froma new perspective and are, at least apparently, less influenced by the inherentlyconflicting interests and politics of the two superpowers that formedthe former bipolar international system. Relatively speaking, the debatesare taking place on a more human-oriented reasoning plane and with ahigher degree of freedom from politics-directed approaches. The recentand perhaps most distinguished work of Ghannoushi, al Hurriyat al'Ammah fi al Dawlah al Islamiyah (Public Liberties in the Islamic State),is a pioneering account of such debates, even though it does not addressthem all.In its three lengthy chapters, the book is preoccupied with humanrights in the Islamic state. Chapter one speaks of individual freedom andindividual rights as understood by Islam. For Ghannoushi, freedom is theembarking point where the individual decides freely and by his/her ownwill to become a Muslim. Due to its very fundamental nature, freedom isa basic and a genuine value in itself. Ghannoushi gives special primacy totwo aspects of freedom. The first is the freedom of belief, which includesthe freedom of expression and religious worship, where the individual hasthe right to choose the belief he/she values without any obligation. Ghannoushigoes further and discusses one of the most controversial issues:when a Muslim makes a conscious decision to change his/her religion. Inmost of the traditional schools of Islamic jurisprudence, such an actioncauses the application of a penalty to punish the newly non-Muslim individual.Yet Ghannoushi, by interpreting the Prophet's position towardspecific cases and that of Abu Bakr at the time of his war against the apostates(al murtadin), concludes that these cases were treated as political, asopposed lo religious, defections. Tribes who defected during the reign ofAbu Bakr were manipulated into threatening the (political) order and theexistence of the Islamic society. In this case, waging a war of deterrenceis plausible. Abstract:
The effectiveness of the system of pharmaceutical supply to the population depends on the proper interaction of the state and market mechanisms for regulating the interests of all subjects of the pharmaceutical market for the implementation of the social policy of the state regarding the availability of quality and effective medicines for the population. In the context of healthcare reform, the issues of assessing the main stages of the development of the pharmaceutical supply system of the population become especially relevant. Aim. Determination of key, from organizational, economic and social points of view, stages of formation of the domestic system of pharmaceutical supply of the population, analysis of the main tendencies of its development in retrospect years. Materials and methods. The materials of the research were selected by the regulatory acts, the data of the specialized literature, certain aspects of activity of subjects of the pharmaceutical market, etc. Methods such as historical, informational-analytical, analytical-comparative, systemic, logical, hypothetical-deductive and generalization were used. Results. Based on the conducted research, five stages of the formation of the pharmaceutical supply system have been identified and outlined, which differ fundamentally across the range of criteria for analyzing effectiveness in building relationships between the state, civil society and the professional community. These stages were elaborated in accordance with the results of the analysis of the nature of relations between the authorities and society under the conditions of gradual transition from paternalistic to the elements of the patient-oriented model of medical and pharmaceutical services to the population: 1) 1990–1993; 2) 1994–2000; 3) 2001–2007; 4) 2008–2013; 5) from 2014 to the present. It has been proved that the stages of development of the domestic pharmaceutical supply system depend to a large extent on the nature of the influence of external environmental factors: changes of political elites in the country, global and internal financial crises, changes of priorities of the state development, breaking of social consciousness of the population against the background of political crisis, etc. It should be noted that the most important in terms of positive, first of all socio-economic, development characteristics is the fourth stage of formation (2008-2013) of the domestic system of pharmaceutical supply of the population. The last period (since 2014) is characterized by the existence of a crisis of relations between all subjects in the system of pharmaceutical provision of the population against the background of systemic transformations in the state, strengthening of the role of public professional associations and critical raising of public expectations from the state regarding the organization of providing affordable medical care to the population. and pharmaceutical assistance in the face of mass impoverishment. Conclusion. The basic stages of the formation of the domestic pharmaceutical supply system are defined and their characteristics are envisaged, which allow to form in the future fundamentally new approaches to building rational, economically speaking, and simultaneously socially responsible relations between different subjects in the pharmaceutical market.

Abstract:
The article considers the communicative-pragmatic approach to the study of business discourse, analyzes the relationship between the business and the Internet space, reveals the genre specificity of blogs and the peculiarities of business discourse. The intentional base of business discourse is the struggle for power, which predetermines its main functions and methods of their implementation, speech acts, strategies and tactics. The goal of business discourse is not to describe, but to convince, having awakened intentions in the addressee, to give ground for persuasion and induce to action, in which the manipulative orientation of business discourse is manifested. Speech integration, orientation and aggression are widely used in accordance with the illocutionary purpose of expressing intentionality. Discourse is political when it accompanies a political act in a political setting. It has both common language functions and characteristic features of business discourse. Abstract:
However, this diversity is not a stable characteristic; it is not managed or interpreted in one single way. Their populations most susceptible to being recognized as African descent have multiple origins. These populations either have been assimilated completely or came to Belize in very different historical circumstances: some enslaved, some free, urban or rural, farmers or wage earner, Anglophone or not, etc. Given this complexity, the article seeks to interpret the political practices observed in the field of "diversity management" (the colonial "divide and rule", neoliberal, multicultural) on two aspects that determine the field of autonomy - territorial or ideological - of the country and that prepare the conditions of existence for the nation and for the groups that comprise it: cultural policies and regulations of the land. The analysis shows that changes in implemented policies refer less to the ethnic composition of the population than to the position of the social groups and Governments in the face of exogenous forces (colonial empire, transnational arenas, and the globalization of indigenous rights) and endogenous forces (the development paradigm, the construction of the Nation). In each period, these forces point out the field of possible policies.Key words: ethnicity, Central America, public policies.

Abstract:
AbstractThis article deals with the interrelationship of ethnic and national processes in a rural district in Wollega at the time of the Ethiopian revolution of 1974. It describes how the state policy of ‘official nationalism’ and Amharisation on the one hand, and the policy of land confiscation and land grants on the other, affected two different categories of Oromo: the small, educated elite, and the peasants. The government promoted Amharic as the language of state, whilst the Oromo language was banned from public contexts and not allowed in print. The government feared popular involvement in politics, and all political parties and organisations were banned. University students voiced demands for modernisation and land reform whilst the war in Eritrea raised the ‘question of nationalities’, but there was not yet any Oromo nationalist claim for statehood. Among the farmers, opposition to the state centred on land tenure and taxes and on the abuse of authority by the government. Most Oromo-speaking regions had been conquered and incorporated into the empire in the last decades of the nineteenth century. Land was confiscated and granted to warlords, or to local leaders who collaborated with the emperor. The original inhabitants became tribute-paying tenants under the new lords. As most landlords were immigrants to the area, ethnicity was an obvious aspect of property relations. In Wollega, however, local Oromo who had collaborated with the emperor were in control of much of the land and both landlords and share-croppers were Macha Oromo. They shared basic value-orientations by which performance is judged. Memories of the moral economy of an earlier time provided an alternative to the existing situation. Reference to history implied an active selection of elements in the formulation of a critical discourse on power and property that addressed the basic opposition between society and state. The last part of the article describes how educated and farmers met in a political meeting that was organised by the local authorities in 1976 to celebrate the revolution and its land reform. The occasion turned into an intense celebration of local values and, at least to some of the participants, this was a moment of new ethnic awareness and a call to revive gada, the Oromo ritual system. Threatened by ethnic identification, the state responded with brutal repression, and several people were murdered. Shortly after, some activists joined the Oromo Liberation Front to wage guerrilla war against the state.

Abstract:
This study aimed to improve students’ public speaking skills at the English Education Department (JTBI) of IAIN Batusangkar through the use of videotaped feedback. The research was a Classroom Action Research (CAR) whose participants were the fourth semester students. The data were collected through observation, test, and interviews and were analyzed quantitatively and qualitatively. The findings shows that the use of videotaped feedback improved the students’ public speaking skills in which the average score increased from 6.95714 (Mid Term Test) to 7.026 (Final Test). This implies that there was an increase in the ability of students from the level of need improvement to the satisfactory. Even in the aspects of Introduction, Body, Conclusion and Time, which were the focuses of this class action research, there were increases from 7.38, 7.1, 6,8, and 6.6 (UTS) to 8, 7.5, 7,3 and 7.2 (UAS) respectively. It also means that there were increases in students’ public speaking skills in all four aspects, which were from satisfactory (Introduction, Body), and need improvement (Conclusion, Time) to good (Introduction), and satisfactory (Body, Conclusion and Time). It is expected that the results of this study can be applied to other aspects of public speaking skills and other similar subjects.

Abstract:
The Flanker and Number Stroop tasks, and the Wisconsin Card Sorting Test (WCST) were adopted to examine how bilingualism and public speaking training would contribute to cognitive control differences among young adults. Four groups of participants (of similar cultural and language backgrounds) were tested: monolinguals, general bilinguals, L1 public speaking bilinguals, and L2 public speaking bilinguals. Both ANOVA and multiple regression analyses showed that public speaking experience (esp. in L2) significantly contributed to conflict monitoring as tested in the global reaction times in the Flanker and Number Stroop tasks, whereas bilingualism (L2 verbal fluency, to be more specific) significantly contributed to mental set shifting as tested in the WCST. These results suggest that specific aspects of language experience, either in L1 or in L2, may incur enhancement in specific aspects of cognitive control, which has implications for bilingual advantage research.

Abstract:
This study aims 1) to compare the speaking performance of university students who graduated from Islamic boarding school and public school-based senior high schools and 2) to investigate the potential factors affecting the difference of their speaking performance. First year students of a State Islamic University in Lampung - Indonesia participated as the subjects of research. The data of students’ speaking performance was obtained from the documentation of students’ speaking entrance test score. Then, a semi-closed-ended questionnaire investigating the curricular, co-curricular, and extra-curricular programs in their previous high schools covering the sorts, the frequency, and the duration of the activities was distributed to disclose the underlying reasons of the speaking performance differences. The results revealed that generally the Islamic boarding school-based senior high school graduates’ speaking performance is slightly better than the public-based one with a minor difference on the five aspects of speaking assessment. The former showed better achievement in fluency, vocabulary and comprehension, whereas the latter got better result in grammar and pronunciation. Dissimilar variations of the co-curricular and extra-curricular activities at both types of school and the frequency of the activities might be the potential factors affecting the differences.

Abstract:
Background: Developing speaking skills has always occupied a prominent place in foreign languages programmes. But nowadays, mastering public speaking has become an urgent need for Philology majors. It is therefore timely to research the communicative strategies used in public speeches and suggest the model for teaching public speaking to undergraduate students. Purpose: The purpose of the article is to characterise public speeches as samples of English persuasive speaking and develop the model for teaching public speaking to Philology majors. Results: Public speaking employs persuasion as a key communication strategy. The persuasive strategy is realized through argumentative techniques (explaining logically the subject matter and encouraging the communication partner to accept necessary ideas), emotional techniques (creating the appropriate atmosphere and affecting the audience emotionally), value-based techniques (used to convince the audience by providing an assessment of the event). The article differentiates the types of public speeches (inspiring speeches, propaganda, persuasive speeches) in the political and mass media contexts. In the process of training, students are supposed to master effective argumentative, emotive and value techniques as well as relevant verbal, nonverbal and paraverbal communication means to produce public speeches in English. Discussion: Public speeches have been identified as effective material to teach persuasive speaking to Philology majors. The model of teaching public speaking to undergraduate students has been discussed.

This essay shows how race and gender are central to the rhetorical production of neoliberal political economy. It examines how the mainstream and feminist-appearing movement for girls’ empowerment is in service of the continued production of neoliberal political economy and in service of cultivating a benevolent public based on a sense of economic exceptionalism—a new form of the bourgeois public sphere that values neoliberalism and positive actions of charity and goodwill taken on another’s behalf. The production of neoliberal political economy and the formation of a benevolent neoliberal public sphere, particularly around girls’ empowerment, is animated by racialized and gendered girl-empowerment discourses which link particular young brown bodies to arguments about girls’ potential (economic and otherwise), educational aspirations, economic investment, and international security.

The article discusses the morphological features associated with the formation of feminine words to designate professions, ranks and positions. The change in the social status of a woman – a politician, public figure, government official, professional – in the fields confined to male representatives – requires adequate expression in the language. The need search correct forms that do not violate the traditional structure of the language is felt both by linguists and authorities of the country. Their acceptance or non-acceptance by the language depends on the reaction of the native speaker, the media, representatives of the Internet community. The author reviews the possibilities presented by the French language in the formation of the feminine nouns – suffix formation, epicenes. Issues related to the peculiarities of matching plural nouns are also considered. The article does not only deal with the situation in France, but also with what is being done in this direction in Geneva canton, in the French-speaking community of Belgium, in Quebec. The author found it interesting to dwell on some of the reasons that impede the entry of new forms into modern French. Abstract This article analyses the situation of higher education courses in theology in Brazil, from a political and institutional point of view. It notes the need to adopt the epistemological status of theology itself as a parameter of institutionalization, in order to overcome the exclusively political criteria that have governed the process of accreditation of those courses, as well as the construction of curriculum guidelines. It affirms the ‘public’ aspect as inherent to theological reflection. Theology being a logos of faith structured originally within the university may, in the same space, be recognized as legitimate and established knowledge, according to the academic rules of the scientific community.

While the aftermath of the riots hardly gives rise to starry-eyed optimism, I explore an interaction – a conference on media and the riots – where political listening took place and provided the possibility to break down binaries of ‘Us and Them’ that have dominated public debate during and after the disturbances. I argue that although incomplete in this particular instance, political listening can provide the possibility to break out of limiting, damaging binaries and generate alternative spaces to listen, speak and act differently which expand public debate and enrich democratic life.

Abstract:
The article observes public speaking skills as a socio-cultural phenomenon in the traditional Abkhaz society at national and individual levels. The topicality of the study lies in analyzing certain functions and genre modifications of oratory tradition among Abkhazians. In our considered opinion, public speaking is an integral element of the life of Abkhaz people, an essential phenomenon for understanding the Abkhazian worldview, their culture and attitude to reality. Such analysis might be vital for the reconstruction of a holistic «portrait» of the Abkhazian ethnicity, understanding the character, intentions, mentality of its representatives. The aim of the study is to analyze the specific functions of oratory tradition for the Abkhaz society. The task is to classify its main functions; to consider genre modifications of oratory tradition aimed at harmonization of the society; to determine the role and importance of the speaker in the traditional Abkhaz society. On the basis of the research conducted, the author comes to the conclusion that in a traditional Abkhaz society is oratory performed a number of socially significant regulatory and ideological functions, namely, ordered intercultural interactions, coordinated the resolution of political and socially important issues, worked as a value-regulating mechanism. At an individual level, by mastering the art of speaking in public, Abkhazians realized natural social needs, the need for communication, socialization and creative activities.
