Full textENGLISH ABSTRACT: Since feminist approaches to international relations (IR) first made their appearance in the late 1980s, efforts to explain the 'gender gap' have proliferated. Gender studies within IR in particular have been focused on foreign policy opinion, seeking to discover whether men and women have different views on foreign policy simply due to the fact that they are of different genders. The correlate of this is that if women believe differently than men, in which way do they believe differently and if this were then taken to its logical end, what would happen if they were more equally responsible for foreign policy decision-making? As an illustration of the varying approaches to feminist IR, this research project undertakes a brief overview of the history of feminist IR, showing how the tools and language of traditional IR do not encompass the needs of feminist IR study. The research article then reviews the literature of gender, feminism and foreign policy beliefs and behavior, examining its research core and evolution to date. Three research questions are covered. Firstly, is gender a relevant variable in foreign policy analysis? Secondly, if yes, does it make a difference to the foreign policy beliefs of women? Thirdly, where women play a significant role in foreign policy decisionmaking, are countries more pacific on the international level? Dealt with separately, foreign policy beliefs are found to have a clear gender-based breakdown. Foreign policy behavior is less simple to approach since the dataset of countries led by women during international disputes is limited. The research project and literature review also looks forward, pointing toward the future, not only of gender and foreign policy studies but also to the implications that future developments in feminist IR may have for the study of IR.
AFRIKAANSE OPSOMMING: Pogings om die geslagsgaping te verduidelik het vermenigvuldig sedert die feministiese benadering tot Internasionale Verhoudinge die eerste keer in die laat 1980's sy verskyning gemaak het. Geslagstudies binne Internasionale Verhoudinge het veral gefokus op opinies oor buitelandse beleid om sodoende vas te stelof mans en vroue verskillende sienings oor buitelandse beleid huldig bloot as gevolg van die feit dat hulle verskillende geslagte is. Die keersy hiervan is dat indien vroue anders glo as mans, op watter manier hulle anders glo, en - indien dit dan tot 'n logiese uiteinde gevoer word - wat sou gebeur indien daar meer gelyke verantwoordelikheid vir buitelandse beleidsbesluite sou wees. As 'n illustrasie van die verskillende benaderings tot feministiese Internasionale Verhoudinge, onderneem hierdie navorsingsprojek 'n oorsig van die geskiedenis van feministiese Internasionale Verhoudinge om sodoende te toon dat die gereedskap en taal van tradisionele Internasionale Verhoudinge nie aan die behoeftes van feministiese Internasionale Verhoudingstudies voldoen nie. Full textENGLISH ABSTRACT: Globally as well as nationally, AIDS is politically contested. Since AIDS was first identified in 1981 there have been several responses to the pandemic, reflecting AIDS’ biomedical, political and social nature and implications. Although there are many ways to frame and approach AIDS, no single approach appears to be universally superior to any other, especially as these various approaches are essential for a comprehensive global response to the pandemic. However, these several responses can also represent contested constructs of how AIDS is inter-subjectively problematised based on different ontological understandings and epistemological preferences. The existence of such contested constructs suggests that multilateral AIDS governance is shaped by binaries and zero-sum games where the overall approach ought to be holistic. As such, some scholars claim that HIV is increasingly treated as something medical, and outside the context of overall development issues, sexual and reproductive health, human rights and structural violence. Recently, Vanwesenbeeck (2011) offered a simplified model of ‘high-road’ and ‘low-road’ solutions to the pandemic, problematising specifically the global policy/political response. Vanwesenbeeck’s model suggests that biomedical, vertically distributed and asexual high-road approaches are prioritised at the expense of the more community oriented, sexual and rights-based low-road approaches. This, Vanwesenbeeck argues, is because current ideas and norms of the market, moralism and medicalisation are more aligned with the de-contextual, de-sexual and quantifiable characteristics of high-road approaches. This study tests the analytical utility of Vanwesenbeeck’s model with a case study of the policy and political narratives emerging from the International AIDS Society’s nine International AIDS Conferences from 1996 until 2012. The research question this study investigates is thus: Can Vanwesenbeeck’s (2011) model of high-road and low-road solutions be identified in and illuminate the policy ideas, problem definitions and political binaries that play out in the discourse surrounding the biennial International AIDS Conferences between 1996 and 2012? This main research question is complemented by three sub-questions concerning 1) the strengths and limitations of Vanwesenbeeck’s model, 2) the general trends and developments in global AIDS policy/political responses during, before and after the biennial International AIDS Conferences and 3) the impact of the Global Financial Crisis on the global AIDS response. Applying a qualitative methodology, the study finds that Vanwesenbeeck’s model can both be identified in and elucidate the political discourses, policy implementations and binaries surrounding the International AIDS Conferences between 1996 and 2012, albeit not all. The analytical utility of Vanwesenbeeck’s model is limited by oversimplification of the highroad/ low-road binary and the exclusion of alternative ideas for high-road prioritisation, such as humanitarianism, securitisation/sensationalism and the neoliberal ideological link between medicalisation and the market, as well as negligence of the impact of the Global Financial Crisis.
AFRIKAANSE OPSOMMING: Vigs is internasionaal sowel as nasionaal polities omstrede. Sedert Vigs die eerste keer in 1981 geïdentifiseer is, was daar al verskeie reaksies op die pandemie wat die biomediese, politieke en maatskaplike aard en implikasies van die siekte weerspieël. Hoewel daar verskillende maniere is om Vigs te beskou en te benader, blyk geen enkele benadering universeel superieur te wees nie, veral aangesien al hierdie verskillende benaderinge noodsaaklik is vir ’n omvattende globale reaksie op die pandemie. Tog kan hierdie verskillende reaksies ook as betwiste konstrukte beskou word van hoe Vigs intersubjektief op grond van verskillende ontologiese begrippe en epistemologiese voorkeure geproblematiseer word. Die bestaan van sulke betwiste konstrukte gee te kenne dat multilaterale Vigsbestuur deur binêre en nulsombenaderinge gekenmerk word, terwyl die algehele benadering veronderstel is om holisties te wees. Sommige vakkundiges beweer dan ook dat MIV al hoe meer as ’n mediese probleem hanteer word, buite die konteks van oorkoepelende ontwikkelingskwessies, seksuele en voortplantingsgesondheid, menseregte en strukturele geweld. Vanwesenbeeck (2011) het onlangs ’n vereenvoudigde model van sogenaamde ‘grootpad-’ en ‘smalpadoplossings’ vir die pandemie aan die hand gedoen wat spesifiek die algehele beleids-/politieke reaksie problematiseer. Vanwesenbeeck se model voer aan dat biomediese, vertikaal verspreide en aseksuele grootpadbenaderinge dikwels ten koste van die meer gemeenskapsgerigte, seksuele en regtegebaseerde smalpadbenaderinge gekies word. Dít, reken Vanwesenbeeck, is omdat huidige denke en norme met betrekking tot die mark, moraliteit en medikalisasie eerder met die kontekslose, geslaglose en kwantifiseerbare kenmerke van grootpadbenaderinge strook. Hierdie studie het die analitiese nut van Vanwesenbeeck se model getoets met behulp van ’n gevallestudie van die beleids- en politieke narratiewe uit die Internasionale Vigsvereniging se nege internasionale vigskonferensies vanaf 1996 tot 2012. Die navorsingsvraag van hierdie studie was dus: Kan Vanwesenbeeck (2011) se model van grootpaden smalpadoplossings geïdentifiseer word in, en lig werp op, die beleidsidees, probleemomskrywings en politieke teenpole wat uit die diskoers by die tweejaarlikse internasionale vigskonferensies vanaf 1996 tot 2012 gespruit het? Hierdie hoofnavorsingsvraag is aangevul deur drie verdere vrae oor (i) die sterkpunte en beperkinge van Vanwesenbeeck se model, (ii) die algemene tendense en ontwikkelings in wêreldwye beleids-/politieke reaksies op Vigs gedurende, voor en na die tweejaarlikse internasionale Vigskonferensies, en (iii) die impak van die wêreldwye finansiële krisis op die wêreldwye Vigsreaksie. Met behulp van ’n kwalitatiewe metodologie het hierdie studie bevind dat Vanwesenbeeck se model wél geïdentifiseer kan word in, en lig werp op, sommige van die politieke diskoerse, beleidsinwerkingstelling en teenpole waartoe die internasionale vigskonferensies tussen 1996 en 2012 gelei het. Full textCette dissertation analyse la représentation biaisée des femmes dans les nouvelles télévisées des élections au Canada. J'emploie le cadre théorique de la « gendered mediation thesis », selon lequel les nouvelles constituent un narratif essentiellement masculin qui privilégie les hommes et la masculinité dans la politique. Cette théorie s'appuie sur deux facteurs causaux pour expliquer ce phénomène. Premièrement, les nouvelles reflètent les préjugés contre les femmes dans notre société. Ainsi, les cadres employés pour reporter les événements politiques regorgent de symboles et de métaphores masculins et accordent la primauté aux traits masculins. Deuxièmement, la structure et l'opération du système de nouvelles lui-même —particulièrement les contraintes politico-économiques imposées par la compétition pour capturer leur part du public et les revenus générés par la publicité— encouragent des formats de nouvelles qui renforcent plutôt que de défier les normes sociales établies biaisées contre les femmes.Mon analyse empirique porte sur quatre composantes du système médiatique de nouvelles : 1) le contenu des nouvelles, 2) la production de nouvelles, 3) les effets médiatiques, et 4) l'approche des élites aux médias. Les premiers deux thèmes analysent la production et le contenu, tandis que les deux autres se concentrent sur les conséquences de la représentation biaisée des femmes dans les nouvelles. J'emploie une combinaison de données quantitatives et qualitatives pour démontrer que les nouvelles télévisées présentent les femmes et les hommes différemment, et ma recherche démontre que les femmes sont sérieusement sous-représentées dans les salles de nouvelles canadiennes, particulièrement dans les positions de pouvoir. Full textENGLISH ABSTRACT: Over the past few decades the secular world has witnessed an increasing assault, specifically from the monotheistic religious fundamentalist community, on their beliefs and values. The undeniable intolerance shown by the religious fundamentalist community has often translated into violent terrorist attacks against the secular world. The fact that religious beings can resort to such atrocious acts of violence has certainly baffled many onlookers. It surely comes as no surprise that religious fundamentalism is generally viewed as a ''hard-to-understand‟ phenomenon. This literature review will describe the ''hard-to-understand‟ phenomenon that is religious fundamentalism by employing social identity theory. The social identity of religious fundamentalists is generally derived from sacred texts and what they consider to be absolute truths. These presumed absolute truths not only provide ample opportunity for the development of the ''us‟/''them‟ duality, but also provide a platform for an intense intolerance of the ''other‟, also referred to as the out-group. Of course, the ''us‟/''them‟ duality can be created on many social dimensions, but religion has proven to bring quite an extensive, even murderous, intolerance to in- and out-group characterizations. The ever increasing actions of religious fundamentalist groups over the past few decades have certainly illustrated this point with some conviction. The importance of social identity has been recognised in many major traditions of the social sciences, not excluding political science. Social identity forms the basis of any group‟s actions or reactions. Therefore, its significance stretches far beyond simply providing an identity to a social group. Social identity also acts as a preamble to how a social group, in this case religious fundamentalists, chooses to deal with invidious comparisons. By employing social identity in this particular way we can go beyond investigating how religious fundamentalists act and react to the point of understanding why they act and react the way they do. In this study it was found that although a number of options to deal with invidious comparisons are available to social groups, only a few of these options are likely to be pursued by religious fundamentalists in order to remain a relevant and competitive social group within the social hierarchy. This approach will provide important insights into a formerly ''hard-to-understand‟ phenomenon namely religious fundamentalism.
AFRIKAANSE OPSOMMING: Oor die laaste paar dekades het die sekulêre wêreld 'n toenemende aanslag op sy oortuigings en waardes waargeneem, spesifiek vanaf die monoteïstiese godsdienstige fundamentalistiese gemeenskap. Die onloënbare onverdraagsaamheid wat deur hierdie godsdienstige fundamentalistiese gemeenskap getoon word ontaard dikwels in geweldadige terroriste aanvalle op die sekulêre wêreld. Die feit dat godsdienstige individue hulself begwewe tot sulke wreedaaardige dade van geweld het verseker baie toeskouers verydel. Dis is sekerlik dan nie 'n verrassing dat godsdienstige fundamentalisme gesien word as 'n ''moelik-om-te-begryp‟ fenomeen nie. Hierdie literatuur oorsig sal die ''moelik-om-te-begryp‟ fenomeen wat godsdienstige fundamentalisme is beskryf deur gebruik te maak van die sosiale identiteits teorie. Die sosiale identiteit van godsdienstige fundamentaliste spruit oor die algemeen uit heilige teks en absolute waarhede. Hierdie absolute waarhede bied nie slegs ruim geleenthede vir die ontwikkeling van die ''ons‟/''hulle‟ dualiteit nie, maar bied ook 'n platform vir 'n intense onverdraagsaamheid van die 'ander‟, wat ook verwys word na as die buite-groep. Natuurlik kan die ''ons‟/''hulle‟ dualiteit op grond van baie ander sosiale dimensies ontwikkel word, maar godsdiens het telke male al gedemonstreer dat dit 'n omvattende, selfs moordadige, onverdraagsaamheid na binne- en buite-groep karakterisering bring. Die al ewige toenemende aksies van godsdienstige fundamentalistiese groepe oor die laaste paar dekades illustreer sekerlik hierdie punt met oortuiging. Die belangrikheid van sosiale identiteit word erken deur verskeie tradisies van die sosiale wetenskappe en politieke wetenskap word nie hier uitgesluit nie. Sosiale identiteit vorm die basis van enige groep se aksies en reaksies. Vir hierdie rede strek die betekenisvoheid ver verby die feit dat slegs 'n identiteit aan 'n sosiale groep verskaf word. Sosiale identiteit tree op as 'n voorrede vir die manier waarop 'n sosiale groep, in ons geval godsdienstige fundamentaliste, verkies om onbenydenswaardige vergelykings te hanteer. Deur sosiale identiteit op hierdie besondere manier aan te spreek kan ons verder gaan as om slegs ondersoek in te stel in hoe godsdienstige fundamentaliste optree en reageer tot die punt waar ons kan verstaan hoekom hulle optree en reageer op hierdie spesifieke manier. In hierdie studie is gevind dat alhoewel daar 'n aantal opsies beskikbaar is vir sosiale groepe om onbenydenswaardige vergelykings te hanteer, is daar slegs 'n paar van hierdie opsies wat mees waarskynlik nagestreef sal word deur godsdienstige fundamentaliste ten 'n einde 'n relevante en kompeterende sosiale groep binne die sosial hïerargie te wees. Hierdie benadering sal belangrike insigte bring tot die voormalige 'moeilik-om-te-begryp‟ fenomeen genaamd godsdienstige fundamentalisme.

Full textENGLISH ABSTRACT: Since Burundi gained independence in 1962, this country has experienced periods of mass communal violence. Extensive scholarly research has focused on exploring the factors behind, and the nature of, the conflicts in Burundi from a socio-ethnic perspective. There has, however, been a persistent lack of attention paid to the inextricable relationship between environmental factors; particularly the scarcity of resources, coupled with rapid population growth; and Burundi‘s recent history of internal conflict. Noteworthy explanatory factors, which are often ignored in literature on the environment and conflict, have thus motivated this study. Burundi is an example of this reality because of a highly dependent agricultural economy and a constant growing population. This study used a descriptive analysis, as methodological tool; in order to gain an understanding of Burundi‘s land question - that is, how limited access to land and the constantly increasing population have led to environmental degradation, that served as motivational trigger factors for the violent political conflicts that occurred at various periods between 1965 and 1993 in this country. This study addresses this epistemological gap. In order to explore the nexus between environmental factors, land access, population growth and the political conflicts in Burundi, this study draws and builds upon Jared Diamond‘s (2005) five point framework of potential trigger factors to environmental collapse. Moreover, Diamond‘s (2005) ecocide theory argues that there are eight specific indicators to demonstrate how societies undermine themselves by damaging their own environment; thus resulting in an ecocide. This theory was applied to the two main environmental variables examined in this study. More specifically, this theoretical perspective provided a base for exploring how land issues, population growth, environmental degradation and political change can be understood as important precursors to the violent conflicts in Burundi. What may be surmised by this study; is that there is indeed a positive correlation between these forces, where the values of the independent variables (land access and population growth) are associated with the values of the dependent variable (violent conflict). This correlation, therefore, calls for an acknowledgement of the complexity of the Burundian conflicts and that ethnicity which has dominated contemporary conflict analysis is but one of several social rifts.
AFRIKAANSE OPSOMMING: Sedert Burundi in 1962 onafhanklikheid verkry het, het hierdie land periodes van massa gewelddadige politieke konflik ervaar. Uitgebreide wetenskaplike navorsing het daarop gefokus om die faktore agter die gebeure, sowel as die aard van die konflik in Burundi vanuit ‘n sosio-etniese perspektief, te ondersoek. Tog word daar steeds gebrekkige aandag geskenk aan die onlosmaaklike verhouding tussen omgewingsfaktore, veral gebrek aan hulpbronne, gepaardgaande met die voortgesette bevolkingsaanwas; asook Burundi se onlangse geskiedenis van interne konflik. Noemenswaardige gapings, wat dikwels in die verklarende literatuur geïgnoreer word, het dus hierdie studie gemotiveer. Burundi is ‘n voorbeeld van hierdie werklikheid omdat die land baie afhanklik van landbou is; as gevolg van die kontstante bevolkingsaanwas in die land. Hierdie navorsing het beskrywende analise as ‘n metodologiese instrument gebruik om insig te kry oor Burundi se grondkwessie – met ander woorde hoe die beperkte toegang tot grond en ‘n toenemende bevolkingsaanwas gelei het tot die agteruitgang van die omgewing. Bostaande faktore het as motiverende sneller faktore gedien, wat aanleiding gegee het tot die gewelddadige politieke konflik, wat gedurende verskillende periodes tussen 1965 en 1993 in hierdie land ontstaan het. Hierdie studie poog dus om hierdie epistomologiese gaping aan te spreek. Ten einde die verband (nexus) tussen omgewingsfaktore, grondbesit, bevolkingsaanwas en die politieke konflikte in Burundi te ondersoek, steun en bou hierdie studie voort op Jared Diamond (2005) se vyfpunt raamwerk van potensiële sneller faktore, wat lei tot omgewings ineenstorting. Verder beweer Diamond (2005) se omgewings uitwissing (ecocide) teorie dat daar agt spesifieke aanduidings is om te demonstreer hoe gemeenskappe hulself ondermyn deur hul eie omgewing te beskadig/vernietig: wat uitloop op omgewings uitwissing (ecocide). Hierdie teorie is aangewend in die twee hoof omgewings veranderlikes, wat in die studie/ navorsing ondersoek is. Hierdie teoretiese perspektief het ook spesifiek ‘n basis voorsien om te ondersoek hoe grondkwessies, bevolkingsaanwas, omgewings agteruitgang en politieke verandering verstaan kan word as belangrike aanwysers van die geweldadige konflik in Burundi. Deur middel van hierdie studie kan ‘n duidelike opsomming gemaak word dat daar inderdaad ‘n positiewe korrelasie tussen hierdie magte voorkom, waar die waardes van die onafhanklike veranderlike (toegang tot grond en bevolkingsgroei) geassosieer word met die waardes van die afhanklike veranderlike (geweldadige konflik). Hierdie korrelasie verg dus ‘n beroep om erkenning te gee aan die kompleksiteit van konflik in Burundi. Hierdie etniese debat, wat tans die oorheersende konflik aanvuur, is maar net een van die verskeie interpretasies van sosiale breekpunte in Burundi is.
