ABSTRACTEconomic actors command political power as well as economic power. It is used to the same effect to create monopolies and oligopolies. The two powers can be combined; e.g., aside from monopolies based only on economic power or only on government intervention, there are especially powerful monopolies that command both powers. The stability of the various power holders is related to the nature of their power base; pure economic power is particularly unstable. However, economic power can be more readily amassed than interventionist power, which violates norms, and has a sharply declining marginal utility. When the effects of interventionist power are added to those of economic power, economies such as America, which are often classified as quite competitive, turn out to be much less so.

PONTIFÍCIA UNIVERSIDADE CATÓLICA DO RIO DE JANEIRO<br>A iconografia de Luís XIV foi um exemplo de representação da soberania onde a separação espacial e o acabamento perfeito das figuras refletia a organização social e política que a produzia. Contudo, fora da Igreja e do Estado, desenvolveram-se ao longo da modernidade, expressões estéticas opostas à representação do poder transcendental. Ao final do reinado de Luís XIV, surgiu um discurso histórico-político que, após revelar as múltiplas nações que lutam sob o Estado, autodialetizou-se quando, ao reivindicar uma função totalizadora, o Terceiro Estado retomou, de certa maneira, a tese monárquica onde a nação residia inteiramente na pessoa do rei. Esse movimento explicaria uma certa continuidade do discurso visual do poder - dos portraits monárquicos aos republicanos - por um lado e, por outro, a multiplicidade das formas de resistência: os cartazes políticos de maio de 68 foram a expressão das diversas nações contestadoras dos poderes e saberes constituídos daquele momento, manifestando o desejo de proximidade social e de renovação política através de elementos próximos da estética carnavalesca. Na transição contemporânea de uma soberania moderna para uma soberania imperial, a crise político-estético entre transcendência e imanência perdura. Por um lado, monarquia e aristocracia imperial apresentam a unidade transcendental através de recursos estéticos semelhantes. Por outro, no terceiro nível do Império, encontramos expressões estéticas que se afastam radicalmente das representações do poder e que denominamos manifestações de potência a partir da definição sociológica, política e ontológica de multidão.<br>Louis XIV´s iconography was an example of sovereignty representation in which the spatial separation and the perfect finishing of figures reflected the social and political organization that produced it. However, outside the Church and the State, aesthetic expressions opposed to transcendental representation were developed all along modern times. At the end of Louis XIV´s reign arose a historical-political discourse that, after revealing the multiple nations which fought under the State, dialectized itself when the Thiers- États, in the process of claiming a totalizing function, resumed to a certain extent the monarchic thesis in which the nation dwells entirely in the person of the king. This movement would explain on the one hand, a certain continuity of the visual discourse of power - from the monarchic to the republican portraits - and, on the other hand, the multiplicity forms of resistance: the May 1968 political posters were the expression of the diverse nations, contestant of the powers and knowledge constituted at that moment, and displayed the desire of social proximity and political renewal, through elements close to the aesthetic of Carnival. In the contemporary transition from a modern sovereignty to an imperial one, a politicalaesthetic crisis between transcendentalism and immanentism subsists. On the one hand, monarchy and imperial aristocracy introduce the transcendental unity through similar aesthetic resources. On the other hand, in the Empire third level, we find aesthetic expresions which fundamentally deviate from the representations of power and which we designate display of potential power from the sociological, political and ontological definition of multitude.

California has now become a majority-minority state. Latinos, currently the largest minority group in the Golden State, have made remarkable political gains in the past two decades, more recently since the the approval of Proposition 187 in 1994. How have Latinos used this new political power? This thesis provides an in-depth look into the dynamics of the Latino political entity in California, along with a quantifiable analysis of voting trends. Discussion of policy implictions since the Latino wave into the state Legislature is also provided, along with interviews with notable Latino figures, such as Senator Art Torres and Redistricting Commissioner Gabino Aguirre.

This thesis is an analysis of the War Powers Resolution of 1973 and the impact it held on the role of Congress and the President in entering war. More specifically, this thesis takes a look at President Richard M. Nixon’s influence on the 93rd Congress’s decision to pass the War Powers Resolution after multiple failed attempts at similar legislation. Through a major domestic policy blunder, the Watergate break-in, and a foreign policy disaster, the on-going war in Vietnam, opposition to Nixon’s presidential conduct united both the House and the Senate and resulted in legislation that would attempt to restore the Constitutional balance of power.

Abstract:
This essay is dedicated to the old topic of the influence of politics on spatial planning. Planning is and has always been a state policy instrument in space and as such it is inevitably linked to the ideologies, interests and priorities of political structures. Under the circumstances of rapidly changing political parameters, both in Serbia and in the world, it is becoming increasingly difficult for planning to keep pace, especially when it comes to the long-term and relative stability of politics in space, which is a requirement for good planning in general. This is certainly not helped by the statements that the market is more important than the plan and that in the neoliberal concept spatial planning must not become a so-called business barrier. As a result of the explicit interest of political power in spatial development in Serbia in the first two decades of the 21st century, there has been an excessive politicisation of planning. It is enough to mention the recent examples of spatial plans for special purpose areas for the Belgrade Waterfront, Rio Tinto and the Spatial Plan of the Republic of Serbia, regardless of the quality of the planning solutions. In public discourse, planning is often labelled as risky, impossible, impotent, malicious and even unconstitutional. On the other hand, there is an opinion that spatial planning is alive and well and that it takes place according to the circumstances. The hypothesis that is further developed in the essay is that in order to remain effective in a changing political environment, spatial planning must become more pragmatic and, what is not new, must sometimes save space from political visions with the quality of planning solutions.

Abstract:
The purpose of this study is to analyze the role of external factors in gaining political power by pretenders to the throne in medieval society. The evolution of society was influenced by political power, by those who were in power. Our investigation is focused on the personality and reign of Alexandru Lapusneanu. The historical sources have registered the deterioration of the political situation in the Principality of Moldova in the middle of the 16th century. The Principality was in full process of changing the political and legal status when it comes to external politics. The context was even more complicated due to the discreditation of the Rares family by converting to Islam the Lord of Moldova - Ilie Rares. In this complicated political context, the boyar groups of various political orientation that did not have sufficient human and military potential turned to foreign aid in order to gain power. Alexandru Lapusneanu and his supporters were not an exception. Historical sources have recorded his special ability to balance between different external political options in order to preserve his Reign and not allow Moldova to be turned into a pasalac (Turkish administrative territorial unit). By offering support to obtain the throne, neighboring powers aimed to maintain the East-Carpathian space in the sphere of their influence. A careful analysis of the sources proves that the neighboring powers used the pretenders to the throne of Moldova. Granting political asylum was used as means of coercing the Lord on the throne, thus forcing him to act in accordance with their interests.

Abstract:
The relationship between economy and politics shows itself explicitly while governments are determining and implementing national and international economic policies. In democratic societies voting power, which means that economical and political units uses against one another in decision making mechanisms, shapes stability and/or unstability. It can be explained that a government, which is structured by the sovereignty of a single party in a parlament, has a monopoly power. Putin, has an important voting power in both The Council of The Federation and State Duma. The confidence through this voting power, while national economic and political equlibrium is provided, in international context, stable and strong policies are followed. Russia, increases the pressure and makes its economical and political power apperant on the eurasian countries, especially which were under its’ authority before. In this context Russia’s voting power calculated seperately for all election periods by Normalized Banzhaf Index. According to this, the effect of today’s Russia’s dominance on the Eurasian countries has been analyzed within the boundaries of political economics dicipline. In consequence of the analysis; it is indicated that, there is a linear relationship between the Russia’s voting power and economical stability, and Russia’s efficieny on the eurasian countries gradually increases. The most important feature of this study, which makes it differentiated form others, is making political economy of Russia’s efficiency on the eurasian countries within the context of political economics literatüre by the voting power perspective, besides cultural, historical and social factors.

The paper aims to analyze and determine the factors that affect the political parties’ activities and their role in the socioeconomic life of the country. Money in politics has become more and more an element of grow­ing influence to a determining power, so the control and transparency of this component are vital to maintaining the country’s prosperity and devel­opment. The paper analyses the case of Albania, an ex-communist country, and the problems that have arisen from the use of “dirty money” for financ­ing politics and their political campaigns. Albania needs urgently a new law on political and financing political parties, to fight corruption, and abuse of public funds and to prevent from empowerment of organized crime. Reform of political parties is needed, in order to end the power deriving from mon­ey and to consolidate the power deriving from faith and voter confidence.

Political consumption in Thai politics has emerged in two ways. On the one hand, there has been a significant emergence of Thai Rak Thai Party public policy marketing since the 2000s during the global Neoliberal known as Thaksin Regime (Hewison, 2010). This led to the shape and transcendence of political party branding and marketing (Pandit, 2023) including the fandom strategic campaign of the Move Forward Party later in the 2023 election. Consequently, it shifted political participation and the contemporary hyper-partisan political scene (Colombier, 2024). That means this phenomenon is termed the emergence of politics of emotion and consumption. On the other hand, the political and economic crisis in Thailand caused the political reform rooted in the 1997 constitution to create moral politics establishment in non-elected watchdog agencies to investigate the moralistic behavior of politicians termed as “unethical conduct”. Thongchai termed it as the politics of a virtuous person which was believed in morals above the people's power (Thongchai, 2007). Later on, the 2006 coup was also the turning to establish the conception of moralistic politics for the righteous people which deployed the judiciary to monitor righteous persons in public offices. They are known as independent accountability agencies such as Constitutional Court, Anti-Corruption Commission, or Election Commission. Based on the constitutions, they have very influential roles in the political arena. That means a moral high ground to undermine the political landscape that traced the root of the current conflict for a goodman should win over a popular man (Khemthong, 2022). This paper examines when Thai political consumption emerged to empower the political party's strength by creating the politics of desire in a good health democracy. However, moralistic politics turned to establish the contrary as an ethical commodification which led to conflict in the Thai political landscape for decades.

Abstract:
This paper contributes to an agenda that views the effects of policies and institutional reforms as dependent on the structure of political incentives for national and subnational political actors. The paper studies political incentive structures at the subnational level and the mechanisms whereby they affect national-level politics and policymaking at the national level in Argentina, a highly decentralized middle-income democracy, Argentina. The Argentine political system makes subnational political power structures very influential in national politics. Moreover, most Argentine provinces are local bastions of power dominated by entrenched elites, characterized by scarce political competition, weak division of powers, and clientelistic political linkages. Political dominance in the provinces and political importance at the national level reinforce each other, dragging the Argentine political and policymaking system towards the practices and features of its most politically backward regions.
