Abstract:
This article examines ‘Abdallah al-Nadim’s political program in which he suggested a complete transformation in four major fields in Egypt: the political, economic, social, and educational. He thought that by adopting these reforms Egypt could face a mighty enemy like Europe and eventually become powerful and modernize itself. These reforms were inspired by European models, however they were to be Egyptianized before being adopted and employed. Al-Nadim believed that Egypt should not blindly imitate foreign models, it needed however to learn their secrets.

ABSTRACTThe National Science Foundation (NSF) recently replaced its long-standing Political Science Program with two new programs: the Security and Preparedness Program and the Accountable Institutions and Behavior Program. This article evaluates the likely impact of the reform by way of original survey data. The NSF Program Change Survey asked past recipients of the Political Science Program Standard Grant to evaluate their own previously funded proposals according to the new NSF program descriptions. Respondents were asked whether they would apply for the same research project under the new thematic programs and, if they would, whether they believed it would be necessary to change the framing or substance of their proposal. Data from the survey suggest that the new NSF program themes are likely to discourage some political scientists from applying, while encouraging many more applicants to shift the framing or substance of their research to accommodate the new call for proposals. In particular, the new Security and Preparedness Program carries significant consequences for new knowledge production.

Abstract:
The religious grounds of Vladimir Monomakh's political views are analyzed in the arti­cle. The author reconstructs the points of the political testament of Monomakh. The main ideas of his ethic and political program are reconstructed. The Grand Duke recommended to evade sin, to be a just judge, to protect the weak, to have a mortal memory and to keep in their heart the fear of God. Actions in such paradigm imposed considerable restrictions for governors of the power because they held down them in the choice of means. The au­thor compares the ethical and political program of Monomakh with the facts of his biog­raphy. It is shown that in real political practice Monomakh retreated from his own moral program. The author concludes that Monomakh was the first Russian leader to formulate requirements to the power itself proposing an ideal image of the Christian Prince.

Ever since Latin American economies collapsed in the 1980s and early 1990s, traditional redistributive programs began to coexist with new anti-poverty programs that usually took the form of conditional cash transfers (CCT). I examine the effects of the Mexican Education, Health, and Nutrition program (Progresa), the first and largest CCT implemented in the region, on electoral behavior. I argue that Progresa not only was substantially different from traditional clientelism, but that it challenged local monopolies on political power by increasing voter's income and giving recipients implicit and explicit information about its non-political nature. This weakening of monopolies, in turn, gave political parties incentives to compete for the votes of Progresa recipients. As a consequence, recipients increased their electoral participation, at least in the short term, and clientelism was irrevocably eroded. Despite the increased competition, however, recipients rewarded parties that proposed and retained Progresa. My understanding of Progresa's electoral effects is based on theory, field research on four villages, interviews with Progresa's designers and personnel, and analysis of media sources from 1996 until 2003. To test this argument, I use the Mexico 2000 Panel Study; aggregate data at the municipality level from 1997-2003; and to explicitly deal with the historic correlation between poverty, rural residence, and support for the seventy-year incumbent party, Institutional Revolutionary Party, I take advantage of the fact that early assignment of program benefits included a randomized component originally designed to evaluate the program effects on schooling and health.

Political participation and community involvement in the United States have declined steadily and significantly over the past four decades, and some attribute the fall to new media, such as television and the Internet. This thesis is a study of new technologies and their impact on political and community involvement. I-Neighbors.org is a technology allowing individuals register a free website and email list for their neighborhood. Through a particular feature of I-Neighbors called GovLink users can contact their elected officials for free. This thesis is based on a study of the behavior of I-Neighbors and GovLink users, looking for evidence that these technologies affect community involvement and political participation. Data gathered through surveys, the United States Census, and a short case study shows that new media can have a profound impact on community dialogue and political involvement.

This thesis presents contestational design, a unique form of design activity whose aim is promote particular agendas in contested political arenas. I propose a framework for analyzing contestational design processes, which I then apply to two initiatives that developed communications infrastructure for activist groups. The first case study is TXTmob, an SMS-broadcast system that I developed with an ad-hoc coalition of activists to support mass mobilizations during the 2004 Democratic and Republican National Conventions. It has been used by thousands of people and has inspired new projects in both the nonprofit and commercial sectors. The second case study is Dialup Radio, a telephone-based independent media system that I developed with a civil society organization in Zimbabwe. It was intended to disseminate activist information, particularly to Zimbabwe's rural poor. Despite limited infrastructure and government restrictions, several prototypes were produced and tested in Zimbabwe. After describing each case study individually, I turn to a comparison of their respective processes and the artifacts that each produced. Examining the cases side by side, I identify a set of common issues with which contestational designers contend at various points in the design process. Finally, I describe a set of organizing principles that distinguish contestational design from other kinds of design activity.

There is growing consensus that political factors are a key determinant of development impact. The practice of Thinking and Working Politically (TWP) is built around three interconnected principles: (i) strong political analysis, insight, and understanding; (ii) detailed appreciation of, and response to, the local context; and (iii) flexibility and adaptability in program design and implementation. The literature notes that while TWP emphasises the centrality of politics and power, technical knowledge is still important and can reinforce the political agenda, for example by increasing the confidence of smaller states or by strengthening collective understanding. Furthermore, improving the quality of domestic cooperation can be a step towards regional cooperation, and flexible engagement with the diverse range of actors that populate transboundary settings has been shown to be an effective strategy. The literature also highlights lessons learned including Transboundary cooperation can be built from the bottom up and for development partners, pre-existing bilateral partnerships may facilitate their engagement at a transboundary level, particularly on sensitive issues. Given the relatively isolated experience of TWP in transboundary settings, the evidence base for this report is also limited. The two areas where most examples were found concern regional integration and transboundary water management.

This document compares three versions of the same home visiting model, the well-known Jamaica model, which was gradually scaled-up from an efficacy trial (proof of concept) in Jamaica, to a pilot in Colombia, to an at-scale program in Peru. It first describes the design, implementation and impacts of these three programs. Then, it analyzes the threats to scalability in each of these experiences and discusses how they could have affected program outcomes, with a focus on three of the elements of the economic model of scaling in Al-Ubaydli, et al. (Forthcoming): appropriate statistical inference, properties of the population, and properties of the situation. Do targeted transparency interventions reduce corrupt behavior when corrupt actors are few and politically influential; their behavior imposes small costs on numerous individuals; and corrupt behavior is difficult to observe? Results from a study of informal audits and text messages to parents, meant to curb corruption in the School Meals Program of Colombia, suggests that they can. Theory is pessimistic that transparency interventions can change the behavior of actors who exert significant influence over supervisory authorities. Moreover, inherent methodological obstacles impede the identification of treatment effects. Results substantiate the presence of these obstacles, especially considerable spillovers from treated to control groups. Despite spillovers, we find that parental and operator behavior are significantly different between treatment and control groups. Additional evidence explains why operator behavior changed: out of concern that systematic evidence of corrupt behavior would trigger enforcement actions by high-level enforcement agencies outside of the political jurisdictions where they are most influential.

Abstract:
How and under what conditions does citizen-led social and political action contribute to empowerment and accountability? What are the strategies used, and with what outcomes, especially in settings which are democratically weak, politically fragile and affected by legacies of violence and conflict? The A4EA programme has explored these questions in Mozambique, Myanmar, Nigeria and Pakistan over five years between 2016-2021. This paper presents the key findings and policy and practice implications from this research across the themes of space for citizen action; citizen-governance relations; women’s political participation and collective action; citizen-led strategies for empowerment and accountability; and enabling citizen action. It also shares important lessons drawn from A4EA experience on conducting and communicating research in complex political contexts like these, and for research consortia. Whilst the research conclusions are drawn from A4EA’s four focus countries, in an increasingly fragile and authoritarian world, the findings are becoming pertinent for more and more contexts across the globe.

Abstract:
In 2018, the Government of Ethiopia committed to large-scale, donor-supported reforms aimed at improving equitable learning in the basic education system—the General Education Quality Improvement Program for Equity (GEQIP-E). In this paper, we examine the reform design process in the context of Ethiopia’s political environment as a strong developmental state, assessing the influence of different stakeholder priorities which have led to the focus on equity within the quality reforms. Drawing on qualitative data from 81 key informant interviews with federal and regional government officials and donors, we explore the negotiation and power dynamics which have shaped the design of the reforms. We find that a legacy of moderately successful reforms, and a shared commitment to global goals, paved the way for negotiations of more complex and ambitious reforms between government actors and donors. Within government, we identify that regional governments were only tokenistically included in the reform process. Given that regions are responsible for the implementation of these reforms, their limited involvement in the design could have implications for success.

Social Network Analysis (SNA) is a promising yet underutilized tool in the international development field. SNA entails collecting and analyzing data to characterize and visualize social networks, where nodes represent network members and edges connecting nodes represent relationships or exchanges among them. SNA can help both researchers and practitioners understand the social, political, and economic relational dynamics at the heart of international development programming. It can inform program design, monitoring, and evaluation to answer questions related to where people get information; with whom goods and services are exchanged; who people value, trust, or respect; who has power and influence and who is excluded; and how these dynamics change over time. This brief advances the case for use of SNA in international development, outlines general approaches, and discusses two recently conducted case studies that illustrate its potential. It concludes with recommendations for how to increase SNA use in international development.

Bu alanlar şunlardır: Bilim ve Sanat Merkezi (BİLSEM), Araştırma, Geliştirme, Eğitim ve Uygulama Merkezi (ARGEM) ve Destek Eğitim Odası. Üstün yetenekli öğrenciler için ülkemizde uygulanmakta olan en kapsamlı eğitim modeli BİLSEM’dir. Bu çalışmada, BİLSEM’lerde yapılan üstün yeteneklilerin eğitimine yönelik mevcut durum ortaya konularak, bu merkezlerde verilen hizmetin kalitesinin artırılmasına yönelik politika önerileri sunulmaktadır.
