Abstract:
State supreme courts are autonomous institutions with significant power. Yet, despite this authority, state supreme courts routinely rely on one another to explain why and how they reached their decisions. This puzzle of why state supreme courts cite each other in their opinions led me to pose two questions. First, under what conditions do state supreme courts cite other states supreme courts? And second, to whom do they turn for guidance? To answer these questions, I propose a new theory for evaluating state supreme court citations, the social learning model. It finds that the debate is based on a narrow perception of both concepts, where they are perceived as negotiations and punishment respectively. Unelected bureaucrats make a broad range of important policy decisions raising concerns of accountability in a democratic society. Many classics in the literature highlight the need to understand agency decisions at stages prior to the final vote by agency appointees, but few studies of the bureaucracy do so. To this point, scholars have treated the issue of shirking as one where laziness and inefficiency are the driving forces. However, it is more realistic to expect that shirking comes in the form of ideological resistance by administrators. I develop a theory that the independence afforded

Abstract:
Abstract:
The goal of this project is to determine how well our current models of public opinion---the on-line and memory-based---predict the course of public opinion during political campaigns. Similarly, the Solicitor General’s success rate has only been analyzed at the federal level. Recently there has been a trend of states creating Solicitor General Offices in order to gain the advantage perceived at the federal level. By comparing the level of deference state courts give to their executive branch over two time periods I det

Abstract:
This dissertation uses the case of Pakistan to argue that the compatibility of shari'a and democracy depends on the design of institutions through which Islamist moral arguments are processed and which shape their interaction with liberal detractors. Instead of extrapolating Islamist intentions from theoretical tracts deemed canonical or from their official statements, this dissertation examines the link between ideas and institutions by mining a wide-range of English and Urdu-language texts from Pakistani courts, parliament, law journals, the advisory Council of Islamic Ideology and Women's S
