This paper deals with the history of first Russian newspaper in Shanghai: Russian section of «Shanghai Gazette». This paper reports on a study in which unique access to three locked psycho-geriatric wards of a hospital allowed ethnographic exploration into everyday social worlds of fourteen people with dementia. This paper reviews existing perspectives on the politics and governance of social assistance in crises from the bottom up – from sub-national regions (or states/provinces) down to districts, sub-districts, towns, and villages.
