Le " Burkina Faso depuis 1991 : entre stabilité politique et illusionnisme démocratique " ambitionne de se projeter au cœur du régime de la IVème République. Les fondements de la domination de l'élite politique post-transition sont examinés à travers la stratégie de conquête du pouvoir politique et la légitimation électorale à travers l'organisation des premières élections pluralistes. Le président Blaise Compaoré progressivement met en place un système de domination verrouillé où les possibilités de changements démocratiques s'amenuisent pour ses adversaires politiques. Cette mainmise du régime de M. Blaise Compaoré nécessite des ressources qui se déclinent en ressources internes et en un répertoire de légitimation internationale qui fait aujourd'hui du président Blaise Compaoré un acteur majeur du jeu politique sous-régional.

En 1989, l'europe a decouvert la tragique realite que quatre decennies de domination sovietique et de guerre froide avaient masquee : l'etroite imbrication des populations et la fragilite des frontieres, en europe mediane, constituent des sources inepuisables de tensions, comme le conflit en ex-yougoslavie devait rapidement le demontrer. Face a l'impuissance de la communaute internationale a resoudre cette grave crise, la france, par l'intermediaire de son premier ministre de cohabitation, edouard balladur, a propose, en 1993, la reunion d'une conference internationale qui s'est traduite par l'adoption d'un pacte de stabilite, destine a resoudre les problemes de minorites et de frontieres en europe centrale et orientale. Adopte sous la forme d'une action commune au titre de la politique etrangere et de securite commune de l'union europeenne, le pacte se presentait comme une experience et un test, permettant de mesurer l'influence reelle de l'union sur la stabilite en europe. Cet exercice de diplomatie preventive dont l'objectif etait d'inciter les etats d'europe centrale et orientale a signer entre eux des traites de cooperation et de bon voisinage a ete formellement integre dans la strategie d'elargissement de l'union a l'est, en tant que prealable oblige a respecter avant l'adhesion. Au-dela de cette dimension strictement europeenne, le pacte de stabilite participe egalement a la definition d'une architecture paneuropeenne de securite, c'est-a-dire un systeme d'interaction entre les institutions europeennes (osce, conseil de l'europe, otan, ue, ueo), et ce, en vue de gerer au mieux les crises qui se posent dans la periode postbipolaire. Bien que quatre annees se soient ecoulees depuis son adoption et malgre le silence qui l'entoure, le pacte de stabilite conserve un certain interet. Il aura permis de poser concretement le probleme de la transition politique des etats de l'europe mediane, en l'inscrivant dans la perspective plus large de l'elargissement de l'union europeenne et de la redefinition des missions des organisations paneuropeennes dans l'apres-guerre froide
Since the fall of the berlin wall and the collapse of the communist regimes in central and eastern europe, this region has been confronted with an outburst of aggressive nationalism, a development which, as the yugoslav tragedy has shown, poses a serious threat to european security and stability. The idea of a european stability pact was first put forward by the french prime minister, edouard balladur, who in his inaugural address before the french national assembly in april 1993 deplored europe's apparent incapacity to deal with the yugoslav crisis, and appealed to the european community to take an initiative so as to bolster european stability and avoid similar conflicts in the future. In the light of the european union's plans for enlargement to the east, it was only natural that the problem of stability on the european continent should have become one of it's first + joint actions ; in the framework of the common foreign and security policy as laid down in the maastricht treaty. The main objective of the pact on stability was to urged the countries of the central and eastern europe to negociate good neighbourliness agreements amongst themselves in order to solve their problems of minorities and borders. The pact reflected the european union's intention to put the emphasis in a first stage on solving the problems of those countries which have explicitly been recognized as candidate members of the union. The pact served also to organise and coordinate the action of the existing institutions involved in order to assure the security in europe (osce, council of europe, eu, weu, nato). It contributed to fostering peace and stability in europe by the elaboration of an european security architecture which will be able to solve the post-cold war crisis. With this more important joint action, the european union demonstrated its capacity to influence the european stability. The pact put the question of its indisputable achievement in consolidating peace and properity in a previously war-ridden region, which will give the eu a practical leverage and an economic and political weight

Sujet : La sécurité et la stabilité au Maghreb. Le Maghreb est une zone porteuse d’un ensemble de contradictions, de fractures politiques, idéologiques, ainsi que des systèmes économiques et de sécurité différents. Tous ces éléments sont des sources de tensions, de crises ou de conflits qui montrent combien le Maghreb reste une région extrêmement fragile et vulnérable. Elle est aussi une zone depuis longtemps englué dans des conflits les plus féroces. L’insoluble problème du Sahara occidental entre l’Algérie et le Maroc, le conflit entre le Maroco-espagne (les enclaves de Septa et M’Lila) constituent des embûches difficiles à surmonter.Les questions de la sécurité et de la stabilité au Maghreb se posent en termes d’indivisibilité. La globalité du problème s’affirme depuis l’indépendance des pays de la région. Les aspects militaires, économiques, démographiques, culturels religieux et politiques s’avèrent être fortement imbriqués. Le renforcement de la sécurité et de la stabilité dans cette zone apparaît comme une option stratégique majeure dans laquelle doivent s’engager tous les pays maghrébins méditerranéens et les acteurs internationaux
AbstractMaghreb is porter zone of a number of contradictions, political, ideological fractures, even the economic and different security systems. All of these elements are of pressure or crises and conflicts that show the Maghreb remain an extremely weak and vulnerable region. It is also an area which fall in fiercest conflicts for since a long time ago, the insoluble problems of western Sahara, tensions between Algeria and Morocco, conflict between Morocco and Spain (the enclaves of Septa and M'Lila). As for as of a number of subjects that constitute a difficult trap to master.The question of security and the stability of Maghreb lay down in terms of indivisibility .the global problem affirmed since the independence of the nations of the region. The military aspects, economic, demographic, cultural, religions, and politic are strongly inter-related. The reinforcement of the security and the stability in this area appears a major strategic option in which must engage all Mediterranean Maghreb countries and international actors

Under det senaste decenniet har det skett en märkbar förändring vad gäller bedrivandet av den ekonomiska politiken i Europa. Den kanske mest synliga förändringen är EMU och introduktionen av den gemensamma valutan i tolv av unionens medlemsländer. En annan skillnad är införandet av de allmänna ekonomiska riktlinjerna som syftar åt harmonisering av bedrivandet av finanspolitik på nationell nivå. En tredje skillnad är introduktionen av stabilitets- och tillväxtpakten, som tillkommit som komplement för EMU i syfte att motverka ett beteende bland medlemsländerna som skulle försvåra ECB: s arbete för prisstabilitet. Syftet med uppsatsen är att undersöka och analysera om och i så fall hur stabilitets- och tillväxtpakten har påverkat Tysklands möjligheter till stabilisering av ekonomin genom den nationella finanspolitiken. Avgränsningar som gjorts i uppsatsen är bland annat att fokus kommer att ligga på Tyskland, samt att den undersökta tidsperioden kommer vara mellan år 1998 och vintern 2003. Uppsatsen utgör en typ av fallstudie och den metod som nyttjats i arbetet är av kvalitativ karaktär. Förutom skriftliga källor har intervjuer med tyska ledamöter av EU-parlamentet varit en väsentlig del av det material som ligger till grund för uppsatsen.

Un ensemble d'individus ayant des preferences sur des options est represente par un profil (n-uple) de preferences. Un mecanisme social (une procedure de vote) associe a un profil une preference collective (sociale). Si ce mecanisme verifie certaines conditions et si l'on impose que la preference sociale soit transitive on obtient une impossibilite : c'est le theoreme d'arrow. On peut ne chercher que l'acyclicite de la preference sociale ou l'existence d'un coeur (l'ensemble des options non dominees). Les resultats classiques (arrow, sen. . . ) sont rappeles. Ceux de nakamura sont developpes. Dans le cas ou les options sont des points dans une partie compacte et convexe d'un espace vectoriel topologique, il est montre que le coeur pour tout profil de preferences convexes et continues est non vide si et seulement si la dimension de la partie consideree de l'espace est inferieure ou egale au nombre de nakamura moins deux. Si le coeur est vide, on peut construire des profils qui donnent des cycles. Les relations avec les problemes de concretisation sont alors presentes. Dans certaines dimensions, il est meme possible que la procedure devote soit manipulable d'une maniere chaotique. Si la dimension est inferieure ou egale a celle qui garantit l'existence du coeur, les cycles locaux ne peuvent pas se produire. Un chapitre est consacre a la stabilite structurelle des equilibres en dimension inferieure ou egale au nombre de nakamura moins un. Les resultats obtenus permettent d'effectuer une classification des procedures de vote. Enfin les consequences pour la theorie de la democratie des theoreme d'instabilite sont abordees dans le dernier chapitre
A set of individuals having preferences over a set of alternatives is represented by a profile of preferences. A social mechanism associafes a social preference to every profile in its domain. If this rule satisfies a given set of conditions and if the social preference is supposed to be transitive, then we get an impossibility : this is the essence of arrow's theorem. We may only require that the social preference be acyclic or the core of the rule (the set of unbeaten alternatives) be non-empty. The classical results are recalled (arrow, sen. . . ). Nakamura's analysis is developed. When the alternatives are points in a convex and compact subset of a topolotical space, it is shown that the core is non-empty for every profile of convex and continuous preferences if and only if the dimension of this subset is no greater than the nakamura number minus two. If the core is empty, one can construct profiles giving cycles. The relation with the problems of implementation are then presented. In some dimensions, the voting rule is even chaotically manipulable. If the dimension is no greater than the one thart guarantees the existence of the core, local cycles may not exist. A chapter is devoted to the structural stability of equilibria in dimension no greater than the nakamura number minus one. The results that have been obtained may be used to classify the voting rules. A number of consequences of the instability theorems for democratic theory are drawn out

The purpose of this study is to have an in-depth understanding of the importance of the institutional environment for financial development in 43 Sub-Saharan African countries during the years 2004-2018. Using new institutional economic theory (NIE) we study how the four institutional factors Control of Corruption, Rule of Law, Political Stability and Absence of Violence, and Voice and Accountability affect financial development. We also survey how the effect of institutional factors varies when there are either high, medium or low levels of corruption. Empirical results show a positive linear relationship between all institutional factors and financial development. However, when corruption levels are high the correlation between institutional factors and financial development varies and has a weak linear relationship. Inferential statistics results from a fixed effect regression model with robust standard errors shows; when we control for the financial environment, Political Stability and Absence of Violence is the only indicator for the institutional environment that has a positive significant effect on financial development. We thereby conclude that the institutional environment, mostly political institutions, are important for financial development.
Syftet med denna studie är att få en djupgående förståelse av institutionell miljö för finansiell utveckling i 43 Subsahariska afrikanska länder för åren 2004–2018. Med hjälp av den nya institutionella ekonomiska teorin undersöker vi hur de fyra institutionella faktorer Kontroll av Korruption, Rättsstat, Politisk Stabilitet och Frånvaro av Våld och Röst och Ansvarsskyldighet påverkar finansiell utveckling. Vi undersöker också hur effekten av institutionella faktorer varierar när det finns hög, medium eller låg nivå av korruption. Empiriskt resultat visar ett positivt linjärt samband mellan alla institutionella faktorer och finansiell utveckling. Däremot, när korruptions nivåerna är höga är korrelationen mellan institutionella faktorer och finansiell utveckling varierar och har ett svagt linjärt samband. Resultatet från inferentiell statistik med fixed-effektregressionsmodell med robust standardfel visar att; när vi kontrollerar för den finansiella miljön, kvarstår endast Politisk Stabilitet och Frånvaro av Våld som en indikator för institutionell miljö som har en positiv signifikant effekt på finansiell utveckling. Vi konstaterar därmed att institutionell miljö, särskilt politiska institutioner är viktiga för finansiell utveckling.
