Full textNAFTA partnership between the United States of America, Canada and Mexico marks a significant progress of “open realism” according to John Bailey, in relation to the multilateral trade agreements. NAFTA creates the regional commercial block most significant in the world, with a cumulated GDP of 8. 8 billions dollars and a trade volume of 486 billions dollars in 1997. This new situation has pushed the three economies and the three societies towards a commercial and social transformation of their relations, as well as important regional and global consequences. In the context of global integration and regional trade blocks, competitiveness becomes very important. Mexican policies have tried to adapt to the NAFTA rules by economic liberalization, ejido's privatisation and macro-economic stabilization. Consequences are not favourable for the Mexican agriculture and food state, notably for the basic food products (corn, rice, beans, and oilseeds). Exports of vegetables and fruits do not compensate the food imports (corn, soybean). Agricultural and food deficit, notably with the United State, is growing very fast as the food dependence of Mexico

Full textOver the last few decades, the restructuring of agriculture and rural areas in Turkey has mainly affected small producers who have been exposed to the growing pressure of the global market. The structural reforms adopted at the beginning of the XXI century have increased the weight of international institutions such as International Monetary Fund, the World Bank and the European Union in determining agricultural policies and reduced the regulatory mechanisms in key production sectors. Despite all the changes, recent studies have reinforced the idea that small producers in Turkey have only developed individual strategies to overcome the harmful effects caused by the liberalization of the agricultural market. Yet, the aim of this research is to show that the collective action dynamics in agricultural sector in Turkey are also undergoing a radical transformation. While public intervention is paradoxically continuing within collective action processes -especially through the establishment of new producers' organizations- traditional organizations such as cooperatives claim a major market integration for farmers promoting either "mutualistic" or "corporate"

Full textThis research work consists of two parts, each of them divided into three chapters. The first part focuses on agricultural markets. The questions motivating each chapter of the first part are (i) How the CAP has been reflected the incremental European and world market integration since half a century? (ii) What would be the effects of removing European market support and border protection which corresponds to the elimination of the most distortive elements of the CAP? This assumption would improve the efficiency of the allocation of resources among the farming and non-farming sectors, and within the farming sector itself – that is, among supported and non-supported farming activities. (iii) Since the CAP can no longer be remodelled without considering impacts on trade partners, how to articulate local, regional and multilateral regulatory reforms? The dairy sector is used to shed some light on this issue. European direct payments which represent about 40 billion euros withdrawn from the European budget are the focus of the second part of this Ph. D thesis. Since distribution of support has to be considered in view of objectives this part examines the policy recommendations that can be drawn from three distributive case studies on (iv) the concentration of market commodity support and their integration within the French decoupling scheme, (v) the irrigation subsidy trap, and (vi) the incremental modulation of direct payments and correlated budgetary trade-offs. In due course, this Ph. D thesis aspires to contribute to the debate on a renewed European agricultural, food and rural development model. It should be tailored to suit modern farm policy objectives

Full textThe scientific expertise, produced for the Codex Alimentarius by international committees of the FAO and the WHO, has a growing central role in the regulation of food production and international trade. It is this role and the questions arising from the relation between science and policy that this research work explores by analyzing the “credibilization processes” of expertise. The theoretical framework articulates Sociology of organizations, Sociology of science as well as central concepts of political sociology. The relationship between science and policy is known to be unstable. The FAO-WHO’s expertise is even more unstable with regard to its participation in the international normalization/standardization which has an enforceable power over national regulation systems. This dissertation demonstrates that the “credibilization processes” in which different actors are involved (experts, institutions, regulators, industries, consumers…) enables to reduce this instability. By engaging in these processes, actors obtain the resources to negotiate their position in the relationship to their advantage, and are able to avoid criticism at the same time. We consider the “credibilization processes” as a set of strategies aiming at strengthening “the subject’s ability to state and to take action”, a notion that exceeds the limits of “authority” and “legitimacy”, other central notions. Processes are grasped by analyzing strategies and behavior of institutions as well as experts in their transnational networks and in the course of FAO-WHO collective expertise. The “credibilization processes” rest upon three interdependent dimensions: a procedural credibilization, a collaborative credibilization and a deliberative credibilization. This research illustrates an expertise that is inseparable from the “credibilization processes”. The credibilization is both the result of interdependencies along the expertise, and a prerequisite for interdependencies to exist in order to produce an expertise. The “credibilization processes” analysis unveils a plural expertise, more specifically in between a “traditional” model and a “precautionary” model. Finally, this dissertation questions the relevance of maintaining science and policy separated; a separation always reasserted by national and international authorities, but remaining however implicitly adjusted in practice

Full textThe history of medicine and the evolution of the hygienist doctrine are traditional historiography topics. However, only a few researches explicitly focused on the medicals roles in the emergence of new eating behaviors. Based on the prosopography method, our work focuses on the evolutions of nutritionals discourses, the prophylactic actions and vulgarization initiatives taken by a medical group concerning elaboration of food recommendations. By studying the eating act in itself as well as the diet, food hygiene, and the learning of good eating habits, these physicians are considered a pioneer group in food hygiene. They introduced the theoretical knowledge and dietetics practices developed in France in the late 19th century. Social reformism was the key point of their thoughts. If the physician figure is the heart of this research, the individual careers comparison gives us a more global idea on the particular place of food in the medical practice

Full textOur work aims to know and understand the rol plays by the different organizations and peasant movements in transformations of both agriculture and central america society between 1975 and 1995, since the "green revolution " until the worldwide present setting of transformation of the agriculture. The approach looks put in evidence the stake of food security as a key point of convergence between the interest of impoverished peasantries of the region and the sustainable development of central american societies. The developed central hypothesis proposes that the depending capitalistic development having oriented the both investment and technological transfers toward the capitalistic sector of l'agriculture, did not permit to peasants producers to constitute themselves in an accumulation axis and to play a dynamic role in the development of societies of the region, knowing that the weight of the agriculture remains very important in this societies. Also the study analise the architecture of the agrarian conflict and the main actors involved in the evolution of the economics, politics and social situation of the region, by putting in evidence the main concentration of the land property, the excluding character of the developpment model and the unequal growing of agricultures of the region, as many factors that explains the agrarian origin of the crisis that will clear to Guatemala, el Salvador and the Nicaragaua, on scripts of civil war. The final part of work shows the new deals of the peasant's organization process and the potential and limits of their alternative proposals to the structural adjustement policies in central America, and adresses several scenarios in a shortcoming of studies of case based in the asocode commercialisation experience- in order to weigh options and possible outcomes for peasant production, food security and sustainable developmement in central America

Full textThis dissertation studies the development of a Public Health policy in nutrition in France. Based on interviews, ethnographic observations and archives, it approaches 1) the elaboration and the uses of instruments close to the actors who conceive and implement them; 2) controversies around food marketing regulation; 3) the emergence and diffusion of behavioral sciences (social marketing, nudge and neurosciences). At the crossroad of public policy analysis, sociology of expertise and organizational studies, I show that the development of a Public Health Program on nutrition called “Programme National Nutrition Santé” (PNNS) does not succeed in stabilizing a definition, even contested, of the problem of nutrition. The analysis of Public Health instruments reflects two main tensions. Public actors try to promote healthy eating without contesting food market and targeting individuals without stigmatizing them. At the end of the 2000s, other actors promoted “new” disciplines to change behavior in nutrition: social marketing, nudge and neuroscience. However, despite a great deal of political discourse and enthusiastic expertise, this knowledge has not been translated into public action. I show that both public and private actors (communication agencies and food industries) and scientists have a strategic use of behavioral knowledge: in order to legitimate a Public Health agency and academic fields or, at the opposite, contest a public policy in nutrition
