There had the period of the ancient traditionnal society where the tax, a sort of title is perceived in aid of a clan which is dominated by the patriarch who has the monopoly of all. The cadets have to work to make the group fonctionnad which is controled by the patriarch, or in aid of a king who domineers over the kingdom as the powerful master, confusing usually his budget with the kingdom one. The system changes from the colonization which completely destroys by fair means the traditional system (tortures, destructions, had labour etc). With the independence, the taxation system changes pratically not, apart some timid, unimportant slight alterations. That will involue a certain heaviness and a mediocre profitability for the taxation ivoirians system. We envisage then another ways and means to bring foreign capital which are necessary for the spreading out of the country. From which the drawing up of attractive measures for the foreign invester. This has given a certain level of development to the economy of the county. To solidify this relatif development, the country opened on the outside in participating to nearly all the economic and international relations. This participation has allowed the access of many ivoirians products to the international market. So, the national economy has won a unegligible profit moreover on the regional level than on the worlwide level

Full textOn the next day of the second world war, the electoral system introduced by france in its colonies of black Africa, leads to the apparition of several political parties in Côte-d’Ivoire. One of them, the P. D. C. I. - R. D. A. , post up an exceptional dynamism. Very quickly, its electoral successes make of him, first a dominant party, afterwards a unique party (the other political formations having been early assimilated) that pre-independence one-party system will attain its period of crystallization in 1960 with the adoption and the practice of a "defensive" electoral system : the ballot of complete national list. If that method of political recruitment has contributed, during two decades, to reinforce the ivoirian regime's political stability, in return, the partisan identification is of it found affacted. So, to stimulate the dozing militantism, the ballot of unique national list is abandoned in 1980 in profit of a new method of selection : the electoral semi-competitive system (competition in the inside of the one-party). In 1980, the experience has been conclusive, but no without difficulties

Full textRegional development policy in ivory coast. This thesis priamrily analyses the factors responsibles for the interregional inequalitites, secondly, it deals with the policies which attempt to correct them. At the origin of these disparities are the agricultural products for exportation and the relevant intra-structure roads, the trading posts, the factoreries along side the littoral, the military and administrative centres. Further on we consider the sensitive growth of the town of abidjan. Which owing to its port polarise the development of south-eastern region and consequently that of the entire country. Next, we address ourselves to the efforts of restructure as from 1960. This necessitated the integration of the south western forest region by developing the farming of all the industrial and cash crops upon the cretion of a port town : san pedro. In the savana areas where the forest crops cannot be cultivated, cotton cultivation was developed and a few agro sugar complexes were established. The other more effective policies of restructure are underway : the balancing of the different regions by the construction of rural netwrok together with urbanization policies. Apart from abidjan dynamism's the hierarchical evolution of the towns indicate clearly a structuring process around the small and averagely big towns. However, this is more evident in the forest zones than in the savana regions

Full textThe advent of political pluralism in 1990 saw the rise of a private written press that established itself quite early as a central component of the democratic process. Given the conditions of its birth, this new press became an instrument in the hands of political parties in order to spread their ideologies. Hence, thanks to the private written press a new public sphere – in Habermas’ words – was brought to life. The development of the public sphere in Côte d’Ivoire will be subject to this particular context of emergence. The process of democratization underway in this country through the newspapers is implicitly marked by strong competitive identity stakes based on ethnic group, region and religion. Manipulated by the political parties either to takeover power or remain in force, these three ingredients have been fuelling stormy debates in the newspapers. As such, the written press can be considered as a cause of social dislocation. Moreover, the political culture that prevails in Côte d’Ivoire was forged in the mould of a one-party-system and is not enough permeated with democratic principles. Therefore, the many spheres of discussion existing all over the country were taken over by political parties and diverted from their essential aim: discuss freely of the societal problems so as to influence the political action. Full textThis study on young people mobilization in Bettié department, in the East of the Ivory Coast, is a contribution to the analysis and the interpretation of socio-regional specificities of the engagement of the young people in the political conflict (september 2002-April 2011). Thus, from situations of mobilization, less violent and far away from armed confrontations fields, the thesis analyzes how the participation of rural young people at a self-defense committee takes part in the construction of a distinctive identity of the young people in rural medium agni. The data production largely profited from a collaborative work within the framework of the research program on "Wars transformations". Talks carried out with young roadblock keepers, young people non roadblock keepers indifferntly of their ethnic membership, executive and civil servant amenable to the localities of study, local administrative authorities, politicians and local councilors and, members of the customary power made it possible to rebuild the device of young people mobilization in 2002, its operation and the various forms of violence which were associated to it. The political identity of mobilized takes its direction in refernce to the social inequalities induced by the political problems around the usual capacity, the local agricultural economics strongly marked by hevea, and the tutorat institution

Full textNew urban economics (nue) has developed urban spatial equilibrium models, where households cloose localization and housing quantity by trading off housing price and avcvessibility cost to urban center. Nue typical model lies on oversimplified assumptions : space isotropy, housing malleability, identical households. Modification of these assumptions amounts to describing housing by its characteristics vector : demand model fo a differenciated product, as developed by s. Rosen, in then introduced in the generai framework of urban spatial equilibrium models. Difficulties raised by the simultaneous variations of price and quantity of characteristics, due to the non linearity of hedonic price function, are analysed. Interpretation of estimated demand functions, and estimation conditions for their parameters, are pointd out. Aids characteristics demand functions are estimatesd for abidjan (ivory coast). Findings are consistent with hypotheses : localization choices do not result only from price-distance tradeoff, but are also determined by localized supply of urban services

Full textMy work focuses on the conquest of political space by a part of Abidjan's youth through zouglou, music, dance and movement which originated in the stream of consecutive events occuring at the end of the long reign of Félix Houphouët-Boigny, a period characterized by an economic, political and identity crisis. Zouglou may appear as a quest for a refernce and a subversive reaction facing a political power which advocated an extraverted model of culture. The first part of the thesis traces political, economical, social and cultural circumstances that preceded (the creation of) zouglou and explains the reasons for nits occurence. It also contains a genesis of contemporary music of Côte d'Ivoire. The second chapter shows the aestethic, rhetorical, strategic and cultural equation which led zouglou to the status of the model of constitution of social imagery of Cöte d'Ivoire and raised it to paradigmatic interaction in a society in full mutation. The third part consists of the analysis of contents of songs and an interrogation about the future of this mode of communication which has deeply transformed political and social relations in Cöte d'Ivoire

Full textThe outbreak of the war on 19th September 202, drives us to wonder about the security policy settled the following days of its independence. The Ivorian army’s inability to fend the territorial integrity, its servicemen training and its equipment have been called into the question. The fact that those aspects of the Ivorian army are the principal aims of the military relationships between France and Cote d’Ivoire chooses to ask oneself about the cooperation between these two countries, its usefulness and its efficiency. This analysis broaching that subject rises the main following question: how was the French military support used by the Ivorian army authorities from its accession to independence till the September 2002’ war? From this central question our study aims at two objectives. On the one hand it sheds light on the French-ivorian cooperation and the use made of that partnership on the other hand. Therefore, it point’s up the historical context in which this military cooperation had been elaborated and also deals with its terms. Furthermore, this study defines the appointed aims that the Ivorian authorities intend to reach as far as defense is concerned, and shows the helpfulness of the French aid in their project achievement

Full textOur goal in this study is to analyze the economic foundations of the rice self sufficiency objective (which ranks high in the agenda of the government) and assess the attainability of such goal after the devaluation of the CFA franc. Two main themes are evoked here. The first one focusses on the array of policies implemented before the devaluation. The causes of poor results obtained (growth in the importations of rice), seem to stem from inconsistencies between declared objectives and policies implemented. Chapter one has shown that food security rather than self-sufficiency was guiding force of reforms. This result is confirmed when we analyze in the chapter 2, the evolution of the rice market. The analysis of rice market evolution shows the reforms undertaken as well. In the second part, we analyze the effectiveness and usefulness if policies implemented after devaluation. For that purpose, indicators of performance of rice production have been calculated using Policy Analysis Matrix (PMA). This indicators, computed for the pre-devaluation as well as post-devaluation period have shown some increasing competitiveness of the local production units. We finally estimate the supply response behavior of peasants using a dynamic supply model with an Error Correction Mechanism (ECM). This econometric analysis shows that supply of rice is positively correlated with relative price (of rice, cotton and maize), negatively with price of inputs (especially labor) and credit. The latter call for an adequate rural financing system after the bankrucy of BNDA

It is explanation of this transition that this rechearch takes care which describes the levels and tendencies of fertility during 45 last years. From 1960 to 1981 fertility constantly remained high but dropping quickly in the years 1990. The pioneers were born after independences. They started to reduce their fertility when they had already made their fifth child. Currently some groups of women control their births in the unions when others continue to behave naturally. The evolution of fertility was influenced by the government actions of the health, schooling, migration, nuptiality and family planning, actions having gradually generated new attitudes about procreation. Increase in the age to the marriage and diffusion of the contraception which touched some social layers which did not control their births before are the principal demonstrations. The girls do not want to reproduce any more the behaviors of their mothers and are advanced in the fertility transition

Full textPeople who try understand how the government of Ivory Coast proceeds have a tendency to ignore all that makes up ethnics' humanity: in their feelings, emotions and passions. Today the government can pull out disarrays from ethnics' by returning to them what they have lost. Such was the meaning of the political evolution of Ivory Coast since its independence. Myths and powers set out the simple principles of this policy. It is not a matter of representing the world of objects but ethnics' inner life and to show their emotions through baoules’. The comprehension of these ambiguities must be thoroughly analysed as many as ethnics' are concerned. Difficult job when to arrest them require a strange work of concept, in order to forge the symbolic which translate the result. Full textThe present work discusses the effects of family planning supply and demand on the evolution of contraceptive methods use and contraceptive continuation. The analysis is conducted on the national level where family planning activities still diffused, then on regional level, in Aboisso which as experience a family planning pilot programme supported by UNFPA. On the national level, the evolution of Ivorian fertility policy and family planning activities which is linked were examined thought officials speeches and policy statement. The evolution of family planning demand and contraceptive use were studied using data from Ivorian fertility survey of 1980-1981 and the demography and health survey of years 1994 and 1998-1999. More meticulous study of family planning supply and demand is conducted in Aboisso using data from small scale survey based on quantitative and qualitative approach lead close to the programme beneficiaries and services allowances of family planning from 1998 to 1999, and data collected by the ENSEA and IRD in 1993 and 1995. The complementarily of the family planning supply and demand roles in the progression of the use of contraceptive methods and in the duration of contraceptive use was confirmed in both national and regional level. The effects of programmes are ambivalent since some element like availability, knowledge and economical cost of births regulation methods and services alter quickly in way that is favourable to the increase of the use of contraceptive methods while other elements like non economical costs of births regulation (social, medical and psychological) and services quality do not do so. This means that the major challenges which arise to the family planning programmes lies in quality of services and non economical costs of births regulation

Full textRice, selfsufficiency culture in some traditional societies, has become, under the impact of the economic rise and the urbanization, the basic foodstuff in ivory coast. This matter of fact has overall increased because of its relatively cheap market price compared to other products. The increase of consumption was more rapid than the one of production, which has brought a gap covered by imported rice. Anyhow, rice still remains the wholly one subsisting culture being wholly considered in the development policies and so, since the independance, but these policies have only raised results far from those one hoped. The evolution of rice importation brings the authorities to search for the implementation of a nex policy able to reach self sufficiency by the mean of the growth of production. But, in the case of ivory coast, it is, at the present time, more advantageous to import rice than to produce it, on account of the cost price. So, if self-sufficiency still stands like the main objective, it is not only to be done by an increase of the rice production but also by a global policy including all the subsistence products in their whole

The approach is a reflection on press contribution within the framework of trade union claims and its method is a precise one : inventory of existing newspapers ; inventory of articles dealing with trade union problems published in these papers and which constitutes the corpus ; analysis of the thematic content of press coverage of these problems. In this environment of precariousness, the conditions of mobility of the populations are more difficult because in particular of a bad system of public transport. In these districts, the walking is the principal mode used and the majority of displacements are restricted in space and less diversified. According to whether proximity, internal or not displacement, it is initially the walking, then the communal taxi woro-woro and the minibus gbaka or transport by bus; but the latter is of more difficult access because its network does not serve these districts. To solve the problem of mobility of these poor populations, the report initially proposes to master the planning of the city of Abidjan, to develop the sector of the services of taxis and minibus by the reorganization of the market of public transport, in a logic of complementarily (intermodality) of the various modes or existing services of transport

Full textIt was in 1974 that works on a huge sewage system for abidjan (ivory coast) have started, of which preleminary studies of this project have started in 1968. The new system depends largely on the restauration and development of the existing one. Bearling in mind the future growth of the city, tow main objectifs were intended : -the evacuation of waste and rain water for all quarters in satisfying sanitairial, ecological and economical conditions; -to develope the lagoon in order to permit the development of pisiculture and maintain a healthy ecological environement for the city. Altough it was found impossible, soon after, to attain these objectifs, the effeciency of the sewage network was not doubted. Therefore, we found it interesting to search and find, beyond the official point of view justifying this acte, the stakes that researchs have demonstrated in other countries and or sectors. We have identified two points : a) the way the effluents were evacuated by the netwrk correspond to the bourgeoisical representation of the city; cleanliness and magnificance are the principal criterias of this representation; b) the sewage network, through its cost and the densification of the habitat, valorise the land. The failure of the sanititation policy by sewage networks (failure in function of its function to evacuate or sanititate) inspire, since years, some alternative policies. We have ended this work by some reflexions and propositions on these policies

Full textOur hypothesis was that women would produce radio and television programmes that would appease the tensions in cote d'ivoire. The forum for national reconciliation (oct-dec 2001) provided the opportunity for women to express themselves. Our corpus is made up of the communications of women at the forum. Victims of armed men bear witness. We have termed their words "the rhetoric of victims", symptomatic of the breakdown of the social tissue. On the 19 september 2002, an attempted coup d'etat polarized opinions. The country is cut in two. The tv programme "together we stand" is called upon to help the war or peace effort ? the women guests express themselves on the issue of reconciliation, the rebels, france, the prime minister, the national reconciliation government. It appears that reconciliation is made all the more difficult because of the diabolization of the rebels. The victims of the rebels bear witness. In an effort to block the vote of a law on amnisty, two women lawyers bring victims before the national assembly. The speeches of the women are political. The tv programme is a political meeting. No contradictory debate is scheduled. The orchestration of the attacks is made clear by the publication of articles in the press. The materialistic view of man is the basis for the propaganda diffused by the powers that be. However the woman patriots are animated by a certain religious fervour, with the emergeance of the biblically political woman. The militarization of public space makes women's participation in the national debate even more difficult

Full textThe stability of feeding behaviours in Cote d’Ivoire is related to the keeping or the adaptation of basic traditionnal habits. It questions the theses and prejudices according to which feeding mimesis is unavoidable in africa. We studied Cote d’Ivoire because of its economic importance, its opening to external world and the availability of data. Sociocultural constraints are expressed by family networks, shown by incomes, products, services, persons and times transfers that we call "communal fransfers" or "enlarged transfers". The consumer's nutritional balance depends on the mastership of those constaints. Our thesis is particular in that it uses empirical bases. That sets problems of sampling, choice of relevant items, questions formulation and valuing and statistical valuation

Full textThis work deals with the rhetoric in the political discourses in Ivory Coast from 1995 to 2005. The research was conducted on a corpus including the speeches made by the four most influential political figures over this period (Henri Konan Bédié, Robert Guéï, Laurent Gbagbo, Alassane Ouattara). The objective is to highlight the linguistic phenomena and the discursive mechanisms which structurally take part in the construction of the process of persuasion. The study which is in keeping with the theoretical framework of discourse analysis is based on arguing in speech. This means the supported point of view is that of a rhetoric which concerns language in action, namely in its communicational dimension. In this purpose, the analysis consists of the description of the enunciation device that unfolds the relations between the different authorities involved as well as the processes by which they influence one another and the context in which the speeches are delivered. It is also within this frame that the sociolinguistic approach reveals interesting insofar as it allows grasping the influences that a rich sociolinguistic landscape has on political discourses and their contribution to the process of persuasion

Full textA major contradiction has always dominated the relationship between the conventional public transportation system and the traditional one in abidjan : in one side an institutional and juridical environnement caracterised by the affirmation of the monopoly of the service to the conventional mode, accordingly the non acknowlegment of the traditional mode and in the auther side a permanent situation of deficit of the offer compared with the needs of transportation. In the outline of that contradiction, the coexistence of the two transportation forms brings concurrential relationships with conflictual aspects where the state apparatus has often taken an active part. But in reference to the importance of travel problems to solve, that conflictual vision of their relations has to be cleaned up in front of their complementarities wich appear at many levels of the points of their articulation. Then, the decision to liberalise the public transport sector brought by the growing difficulties of the state apparatus to sustain the conventional system, at the level of it's application modalities, has to pass the restrictive vision of the world bank to privilege the construction of a global system based on existing modes coupled with new ones in a coordination framework conducted by a "autorite organisatrice" of public transports

The street sellers are some very important actors of the urban construction : we can see them everywhere and in every part of the city ; they are present to help the modern sector to offer urban services to the poor people ; they are a solution to unemployement. But, however their contribution to the city life is very important, the informal woekers are not yet recognise as urban citizen by the national and local authorities. The first part of this thesis is a historical approach of the relationship between the notion of informal, city and territory. The second part is a study of the informal activities in Abidjan, according a great importance to the actors and their strategies in a complex urban system. The third part is a dissertation on the political consequences of this important contribution of informal actors in city life

Among the first world producers of coffee and cocoa, this country is still bound to import a large part of its food consumption, mainly cereals. Several surveys on the fundamental reasons of i. C's food problems have pointed out the socio-economical phenomena specific to the general organisation of food distribution. We have delbierately chosen not to focus on the economical aspects only in order to shwo these phenomena in a spatial frame they help to understand. Considering that i. C. 's territory is the support of an economical activity it shelters, our problematic relies on the following questions: how do the food distirbution systems incite a particular shape of spatial organisation in the areas of the territory and mutually, how does the spatial organisation influence the food distribution in ivory cost? Full textThe different sociopolitical and military crises that have hit Ivory Coast since the death of the country’s first president Félix HOUPHOUËT-BOIGNY (1905-1993) exposed the responsibility of the politicians and the media. Stuck in their connivance (media and politics), the Ivoirian press abandoned its primary role of information and anti-establishment force to interfere easily with the political arena which is itself particularly violent, full of conflicts and hatred. By producing unplanned effects which are controlled by a series of calls to hatred, division, rejection and violence, the Ivorian media spread and inoculated the infectious poison of armed conflicts. Thus, the attempt coup of September 2002 which subsequently turned into a rebellion naturally found supports in the Ivoirian media. But in search of lasting peace in Ivory Coast via its own radio station, the United Nations aimed at starting a media interposition in order to reverse the role of the media on the conflict zone. For this Institution in charge of guaranteeing the peace process it is necessary to make the mass media a major player in the broadcasting of positive thinking. This doctoral dissertation goes back over the question of peace journalism and its role in armed conflicts resolution. It allows rephrasing the question of peace journalism in Ivory Coast as follows: How is it possible to be a skilled journalist and make forget resentments, injustice, hatred, frustrationas well as fight against revenge and help the Ivorians to reconcile and get to peace? Skilled journalism, free and independent and at the same time factor of emancipation and peace is then in the centre of this research. But in this thesis, the United Nations’ radio station is not considered with euphoria and enthusiasm as it is often the case everywhere else. It is neither examined through its desired role, but rather in the light of its actual task throughout the daily management of the peace process. This approach emphasizes the way media interposition can be articulated with a military and political conflict. Seen in its worthy peace mission, the ONUCI-FM radio was the principal media of this study. The research was carried out in Ivory Coast and precisely in the parts of the country controlled by the former rebels of the Forces Nouvelles as well as the areas under control of the regime of the former president Laurent Gbagbo
