Full textThis work is an attempt to write the intellectual and political biography of pavel nikolaevic miljukov (1859-1943) up to 1905. The central theory states the unity of miljukov's thought : it shows the close interdependence between his views on the historical process and his political plan to introduce an institutional system of government in russia. The introduction describes the current state of miljukovian studies and russian liberalism. After a portrait of miljukov, the author shows how his scientific vision of history (1st part) justifies his ambition for russia (2nd part), and how both prompt him to action owing to the political situation (3rd part). The birth of a vocation is outlined (chap. 1), the historian is presented in the budding and in action (chap. 2), then his views on russian history are analyzed (chap. 3). The second part shows the part exile(chap. 4) and the years of wanderings (chap. 5) play in setting the structures of a political thought, and how the latter is reinforced and justified by research in the history of public opinion(chap. 6) and the concept of liberalism (chap. 7) in russia. The last part studies miljukov's role in the movement for liberation just before 1905. It is from europe that miljukov draws his liberal and constitutional references. It is in the history of russia that he looks for criteria of adaptability of this system of government to his country. The conclusion finally brings up the problem of the failure of liberalism in russia

The introduction brings out the most significant moments of his career. The first chapter brings up the methodological problems presented by this particular study. The three following chapters are about the democratic, anarchist and socialist political cultures respectively which structurel recabarren's political imagination. These imaginary structures affected recabarren's reading of politics to the extent that political problems were always represented in terms of his particular system of images symbols. The fifth chapter is about recabarren's political heritage. A brief conclusion sums up the original aspects of this study while opening up potential avenues research for the future. Its aim is questioning the human individual being-into-the world, that is to say the real and productive social-being accompanied by its being-into-the world, utopian and creative. Political idianthropology considers the human individual as an intrinsic ideology with its “idiorrythmical”, “idiospherical” and idiosyncratic properties which deserve an attention as fundamental as historical, geographical, metaphysical and ethical properties of the general ideology. Full textThis research questions the meaning of professionalization policy as it is led by the french department of education, especially through preservice teacher education. This process is described as a specific way of structuring an instrumental approach with a "communicational" approach. The hypothesis is made that this process leads to the building up of a defined space fro professional autonomy, the condition for teachers social status increase. This research then analyses the traditional teaching professionalities, in order to put in light shared standards of practise and the knowledges they are based on. It examines how the changes that took place in the conditions and contexts of the educational practice have made the traditional forms of teaching practices inadequate. This researche lastly challenges the strength of the "teacher-as-a-professional" model and examines the set up of the new preservice education through official publications and training programs in different "IUFM". It brings out the fact that the major stack of the professionalization process consists of redefining teaching skills and identities, and also changing the usual references of professionality

Full textThe thesis is an examination and a reevaluation of the founding speeches of the French Third Republic (1870-1882), the oral impact of which is too often neglected. It aims to show that the interaction between the grassroots audience and the main leaders of the Republic - such as Paul Bert, Louis Blanc, Jules Ferry, Charles Floquet, Victor Hugo, Martin Nadaud, Eugène Spuller, and especially Léon Gambetta - represents a way of solving the conceptual difficulties of that period. The methodological approach draws from content analysis, inspired by the works of Antoine Prost, from Chaim Perelman's New Rethoric, as well as from the semiotics of the Algirdas Julien Greimas orientation. The thesis shows how the public reacted to the speeches, and how the leaders adapted to the public's reaction, in an interactive setting considered as an educational process as well as one of breeding new and necessary concepts. The key concept of interactive education is developed throughout the thesis and gives way to a vision of society supported by the approaches og Marcel Gauchet, Jürgen Habermas, Claude Lefort and Paul Ricoeur. Vast archival research has, been undertaken so as to highlight the context of the great gatherings occasioned by the speeches. The study of the source material of the speeches led to the examintion of the clandestine republican brochures of the Second Empire. Full textThe aim of our work was to design and experiment, a methodology for forecasting training needs at the regional level. Foresight training needs is a prerequisite for the design and implementation of public policies for vocational training. But it seemed, that the regions, become the main vehicle for implementation and financing of public policy training, did not present a sufficient ability to anticipate needs training of their production system. As proposed, the prospective returns us to basic questions about the possibility of coordination of actors, which have been treated, particularly by political science and political philosophy. Also, we have tried to situate our reflections on the prospective training needs on the field of political philosophy of education, proposing a theoretical model using both theories of justice and cognitive theories of public policies. The methodology that we proposed was developed on the basis of international comparison tools and methods of forecasting training needs. Compared to existing approaches, our approach has this special that it relies on a probabilistic approach and precise statistical construction of scenarios and needs assessment training. In addition, it seeks to spatialize the likely training needs of firmes. The method has been tested on the field of industrial mechanics in Alsace

Full textThis thesis on housing inequalities is organized in two main parts. The first part analyses the efficiency of housing policies that aim at providing low income households with affordable housing. We propose an evaluation of the incidence of housing benefits on rents by exploiting a reform that extended the benefits in the 1990's. Our estimations show that they have led to an increase in rents. The second part studies how housing markets contribute to create educational inequalities. We first analyse theoretically the effect of strict school zoning on residential stratification and educational inequalities. We then estimate empirically the impact of public schools' performance on housing prices. We find a modest but significant effect of middle school performance on housing prices in Paris. We also show that the presence of private schools in the neighbourhood tends to attenuate the impact of public schools

For that, this study has several approaches. The first relates to the definition of the evolution of ideology and political thought in Syria, and the forms of this definition. The analysis approaches the historical point of view within a framework of relationships between the political ideas and the social and economic development. Full textRepresented by a few institutions at casablanca and rabat during the protectorat, the paramedical training apparatus has known an evolution semewhat important according to the political orientations and possibilities of economics of the country. The study of its juridical frame permits to note a lack of reglementation in some fiklds anachronism and imprecision in almost actual texts. Recognized as a constitutional right for the all citizens, the professionnal training must be ensured in generalized and permanent way. The human, financial and material means, given to this system don't allow it to train a personnel able to ensure adequat and performent health services to the population. Thus, the organization and functionning of that structures are subject to some immobilism and are also greatly inadapted to the training needs for the personnel. Having a little contribution in resorbing unemployment and educating people, the paramedical training system mast hawe a particular importance from the state and elected authorithies in such a way to give qualified health services to different users

Full textIn order to give the rural world, and particularly young peasants the same living conditions as their urban fellows, the Ivorian state has chosen to train them by initiating the "mobile units project". These units are conceived as an instrument for rural development by the authorities and project leaders and are meant the training and the insertion of young rural in their environment; they are perceived by the rural population as a "training school" that would allow children to achieve advancement and consequently improve the parents living conditions; they are considered by traditional craftsmen as an "adult training center "where they can read, write and improve themselves. After ten years of existence, they do not seem to have achieved those aims but they keep on working. It is therefore quite proper to ponder the following topics: Has the "mobile units project" been properly prepared? Have the real needs of the young rural craftsmen been clearly identified? Has his profile and accordingly his trainer's been defined? The analysis reveals that the "mobile units project" must be thought over again so as to make it a powerful means of the rural development policy, which in fact still remains a matter of mentality

Full textThis study is devoted to the period in Burke's life that precedes his becoming a member of the house of commons. The first two chapters try to bring out the main points of Burke's experience in an Ireland colonized by England, where first the child and then the adolescent becomes aware of the contradictions which surround the accident of his birth. From chapter iii onwards, the whole interpretation focuses on the works written and or published by burke. The account of the European settlements in America reveals the ambiguity of Burke's preoccupations : he wants to understand the colonial world but falls short of condemning it. The vindication of natural society appears much more complex than it has hitherto been considered. The model of satire, represented by Bayle in France and Mandeville in England, enables burke to elaborate an "open" satire that rests on the clash between two systems of values undermining each other, thereby expressing the major contradictions of Burke's time. Chapter v is devoted to Burke's aesthetics. At length are highlighted : the key concepts of the enquiry, the rationalism of Burke's aesthetic thought, the close relationship the latter has with English society. In particular, the sublime, according to burke, does not have much to do with the romantic concept. From the three following chapters and the study as a whole, three theses emerge : 1. The year 1765 is a breaking-point in Burke's career : from a free writer, he lends his "talent" to a cause that will lead him to repudiate many of his earlier opinions. Hence, burke the politician is not necessarily the true burke. 2. Before and even after his coming to parliament, burke is a man of the enlightenment and not an advocate of irrationalism. But he discovers that, in Ireland, reason is warped by the interference of English colonialism. 3. The formative (or deforming) element par excellence is, in the case of burke, this Ireland which is above all an existential structure that constantly informs his personality and turns him into a cultural mulatto

Full textIn 1956, le figaro coined the phrase "one big union of students" when referring to unef (national union of french students). The expression is dated ; it nonetheless has some relevance for the study of the algerian war generation. Student unionism, represented by unef, is not specific to this generation. On the contrary, it gained all its prestige after its leaders stepped down. On the other hand, the union's hegemony in university circles, its ideological inspiration, its role, its functioning and the political context lent it an identity which it did not entirely have before the conflict and partly lost with it. Such an ephemeral "existence" constitutes the vehicle of a specific formation which is original and uneqsualled in unef's history. Its impetus spurred a generation into politics and, in this very confined context, a future elite took shape with a vocatioin involving both politics and the administration of public affairs. This thesis endeavours to depict the mpodes of union socialization for a generation of students at a time of colonial war, using the example of two unef chapters ("associations generales d'etudiants") in grenoble and dijon. It also attemps to establish the longlastingness of a model of political initiation by tracing the individual itineraries of its local and national leaders. Full textHow to grasp the notion of “integration” in an era of globalization? To what extent does the word “integration” remain relevant for migrants themselves in “globalized” and “transnational” times? By emphasizing the normative, thereby performative and interactive, characteristic of the concept of “integration”, my dissertation proposes a partial answer to these questions based on the experiences of political mobilization of Chinese migrants in Paris. Drawing on a multi-sited ethnography in several towns in China and neighborhoods in Paris, I reconstitute Chinese migrants’ dynamic processes of integration through collective actions. Arriving in Paris with primarily economic motivations, their involvement in different neighborhoods pushes them to engage in a political process of mobilization while confronting the tacit rules of the French political system. Through their political learning process, they create a minority consciousness with a desire for their political recognition as members of the French political community. However, such a desire does not weaken their feelings of belonging to the Chinese community. The higher their social status is, the more the migrants prove capable of capitalizing on their ethnic origin and use it as a resource to live a “transnational” as well as “translocal” experience. The access to political rights and citizenship is thus unequal within the Chinese community and cannot be measured without crossing ethnic origins and social class positions

Full textThe principal objective of this thesis is to explain the role professional training plays in the collective urban transport industry. By analyzing the evolution of public services, we see professional training as a catalyst for urban development. Various factors, both external such as the increase in urban traffic, public demand, technological changes, and internals such as productivity studies, cost reduction and competition have largely contributed to a new dimension in public service. In this context, professional training becomes important tool in management and adaptation. Professional training in the collective urban transport industry has two basic characteristics: first, it is a multi-partner activity in that it involves both public and private sectors and secondly, its methods of practice are directly linked to the specialty of each company in collective urban transportation. To develop our argument, we have asked three basic questions: - at what point in time did professional training began to take on a significant role in collective urban transport? - what are the strategies used by collective urban transport companies for professional training? - are the training needs demanded by professionals met by these strategies? in this paper we will try to analyze, through a historical approach, the emergence of a training demand, its objectives, politics, management and implementation

Full textThe purpose of this thesis is to clarify the meaning of hegel's conception of political legitimacy. In the first two chapters, which deal respectively with hegel's early use of the notion of "power" (macht: chap. I) and with his position in the discussion opposing natural right thinkers to adepts of a "positive" science of right (chap. Ii), the author shows that an examination of hegel's "political" writings only can bring no conclusive results. To determine the conditions in which, according to hegel, a political constitution is legitimate, it is necessary to inquire into the meaning of hegel's philosophy of spirit as a whole. The central chapter of the thesis (chap. Iii) thus examines this philosophy and, more precisely, the reasons which induced hegel, during the years of his stay at jena, to criticize the "philosophy of consciousness" adopted by many of his contemporaries. The clarification of these reasons enables the author to determine whether or not and in which sense hegel's conception of political legitimacy is, at bottom, grounded upon a philosophy of language (chap. Iv) or perhaps upon a conception of labour (chap. V) - two particulary popular conceptions of hegelianism. In the last chapter (chap. Vi), the author shows that hegel's understanding of political legitimacy is rooted in his endeavour to clarify the "logic" of political life -a project which he realizes for the first time in the phenomenology of spirit

Full textOur work tackles the issue of the financing of the continuous vocational training as it has been negotiated by social partners in the post-fordist European countries. The reflection is centered on the unequal distribution of resources among the large and small firms affiliated to employer associations. It is shown that the emergence of a corporatist governance (the training funds) can be interpreted as the result of cross-class coalitions between trade unions, employer association and SMEs, against big companies. Although we mobilize a theoretical corpus centered on employers as the ‘Varieties of Capitalism’ approach does (VoC – Hall and Soskice, 2001), our dissertation is closer to the historical institutionalism of the French Régulation School. Indeed, the attention granted to the firms’ heterogeneity and to the role of politics is hardly compatible with the VoC rational institutionalism and its conception of employer organizations as mere employer coordination instruments

Full textStarting from a famous controversy on the nature and importance of the differences between French and British systems of colonial administration in tropical africa, we will analyse the comparative and scientific discourses of four people taking part in the training of colonial administrators in France and Great Britain between 1930 and 1950 and trying to develop a science of colonial administration. This science aimed at comparing the different systems of colonial administration of different colonizing countries, as it worked in practice at the local level. As we will see these four French and British analysts disagreed in their conclusions : the French saw lots of similarities and the British lots of differences. We will not try in this thesis to solve their controversy. Rather we will analyse their comparisons as such, that is their scientific and comparative discourse. We will try to see how these were influenced in each country by conceptions of government specific to a certain elite, but also by strategic considerations connected to a national (institutional) and international (political) contexts

Full textContrary to existing analyses, which see the clan factor as central for the structuration of kazakhstani political elites, this dissertation studies individual career-strategies of elected representatives and civil servants since the independence. Three methods have been adopted :- Statistical analysis of a sample of 690 biographies : it reveals important differences between elites’ profiles and the Kazakhstani society as a whole. This analysis provides the basis for a typology of career trajectories. A network-based approach is more relevant. At the individual level, various acquaintances (e. G. Matrimonial links, friendship, professional relations) allow the individual to enter those networks. These links of acquaintance are a central factor in the articulation of the economic and political spheres, as well as a mediation between state and society. This mode of mediation can be analysed through the prism of political clientelism, but it also expresses deeps changes of the public/private dichotomy, as well as of the bases of trust in the Kazakhstani society

Full textOur working objective, since the transfer of responsibility for adult education from the state to the regional councils, has been to identify how adult education formed an economic policy tool for the regions between 1986 and 1992. Our viewpoint is that the decentralisation of adult education has enabled regional councils, throught the diffusion of information regarding employer's preferences, to intervene in the working of labour market. The regions have looked to modify the way that training courses are conceived : until now job training was mainly offer orientated by training organisations, whereas the regions have now organised their conduct to benefit the conception based on demand generated by the manufacturing sphere. This work is divided into two parts. The first submits the frame theory. Three principal ideas are discussed : firstly the decentralisation analysis which discusses the pros and cons of the system of co, ordination using contract theory, next the training, and its role in the relationship between economic development and regional organisation, and lastly the structural role of the production system, on the spatial organisation of the labour market on one hand, and the relationship between the production sphere and the training sphere on the other. The second part is concerned only with empirical analysis. Its conclusions are firstly that if economic policy exists, it does not affect the budget, and secondly that the influence of contextual variables on the region's choices remains limited. The regional councils, in fact, are involved in the relationship between the production sphere and the training sphere. This point of view is especially well illustrated by the study of the burgundy region

According to what processes can member states come to collective decisions while they are heterogeneous in many respects, and play within a still partly unset institutional framework? A common approach focusing on the interactions between institutional change, factors of increase or reduction in heterogeneity, and the evolution of strategies and decision-making rules, is applied to four fields that the economic literature usually separates into sector studies: regional policy, monetary policy, fiscal policy, and policy mix. Full textOur thesis centers on two main purposes : foreign languages policy and the training of french-language teachers in secondary schools in south korea. Having defioned the theoretical framework of our study, we outline the history of language policy and its practical application by means of an analysis of teaching programs and teaching practices. We then draw conclusions about the taining of french-language teachers. This leads us to the following conclusion. The problems of french-language teaching in south korea result from the discrepancy between official programs (intended to stress communication) and their practical application (in reality based on a grammatical approach). The former do not take account of the reality of the school system (overcrowded classes, poorly trained teachers, arbitrary assessment, etc. ). In order to solve these problems, we suggest a number of appropriate solutions which would be "the first steps" or the "first didactic operations" leading to a coherent system with the aim of appreciably improving french-language teaching in south korea

Full textTo build a positive analysis of economic policy, the links between macroeconomic shape, the electoral consent and the government activity must be examined. The origin of the italian political crisis is both the problem the thesis has tried to clarify and the field for a methodological exercise. The crisis development is analysed starting from an original theoretical model : government sets its economic policy; the evolution of the macroeconomic variables resulting from this choice produces effects on the interests of the various social groups; this influences the electoral result of the government, which thus takes into consideration this mechanism when it makes the choice concerning its economic policy. Since the government shows a strong preference for the present electoral consent and there is a strong ideological polarization of the electorate, the model supplies a satisfying reconstruction of the political and economic dynamics in italy between 1979 and 1992. According to this scheme, the italian political crisis can be interpreted as the consequence of the end of the compromise among social groups bearers of hetereogeneous interests; such an end is caused by the endogenous exhaustion of the margins for the political mediation among such interests

It involves questioning European education and training policy and its implications for secondary vocational education in France. It shows that, under the influence of the joint action of the European Commission, the French State and the regions, a European system of education and training relatively independent of national education and training systems. training. This evolution reveals a new conception of education and training, involves new actors in the political decision-making process, provokes the resurgence of new conflicts within schools and questions the identity and sustainability of the school. vocational high school in France. A socio-historical analysis of vocational training in France and Europe has allowed us to understand and explain that the vocational high school in France, which occupies an original place in the educational space because of its academic and professional bivalence, is changing. constantly under the influence of political determinants. Produced by the permanent balance of power between school and business, this evolution is closely dependent on the state from 1944 to 1995 and the European Commission from 1990-2000. We thus observed that the state, during the first period (1944-1995), played an arbitrating role in seeking to reconcile academic logic and professional logic. This period is deeply marked by the search for a balance between the liberal demands of the employers and those of the world of education (teachers, researchers and pedagogues) attached to the republican values and of democratization school. It is only from the years 1990-2000, a period from which the process of Europeanisation of vocational training begins, that this balance is defeated in favor of companies and private A field survey enabled us to identify the implications and challenges of Europeanisation at school level. We interviewed about ten management staff (inspectors, school heads, supervisors), about thirty professional high school teachers (general education teachers and teachers of technical education) and about a hundred students in high schools of fashion, commerce, electrical engineering and building located in the academies of Créteil and Paris. At the end of this research, it appears that the European recommendations, transcribed and / or reinterpreted by the Ministry of National Education, materialize within professional schools. Faced with this evolution, the actors in the field react: inspectors ensure that the programs take into account the notion of competence as envisaged by the European Commission and the business world; the school heads put their actions in a managerial logic in the spirit of responding positively to the expectations of Europe in terms of budget restrictions and new-public management; teachers experience a redefinition of their missions; students are positioned to position themselves as strategic consumers in the face of a training offer (European sections, Leonardo da Vinci, internships and trips abroad) which is not accessible to all. Finally, we have shown that the European policy of education and training participates in the evolution of the vocational high school in France which tends to move from a training model traditionally pegged to its dual culture, academic and professional towards a model of competitive and market tone training
