Full textThe Anglo-Saxon social model has frequently been referred to in the French debate on the future of its own social model. The context in which the expression is used raises the question of its relevance outside the realm of partisan politics. Australia and the United-Kingdom are most likely to be considered as pillars for such a system considering their ties. Over the 1997-2007 decade, welfare reform has been a key component of the two countries’ agendas. The Anglo-Saxon model being mainly referred to for succeeding in maintaining low levels of unemployment, this research will focus on labour market policies. In order to assess the closeness of their relations, a historical appraisal seems necessary. Transfer theories will be required to deepen that understanding. To confirm that the similarities between the two countries are specific to the English-speaking world- thus ensuring the relevance of the “Anglo-Saxon” label- it is essential to compare them to other western countries. This will raise the issue of the propagation of liberal ideas possibly invalidating the term. Within the English-speaking world the relations are intricate enough for us to ponder over them. Geopolitics are also to be accounted for, the European Union and Asia respectively drawing the United-Kingdom and Australia into diverging tracks. All those elements will be instrumental in the possible validation of the expression “Anglo-Saxon social model”

Full textThe touristic development of the great barrier reef region has taken place over the last century. However factors governing the requirements of amenities and infrastructures have changed with the times. When viewed in the physical, economic, and historical context of the region, we see that tourism largely owes it's development to the area's exceptional environmental wealth and the efforts of certain pioneers who knew how to exploit it. On studying the current touristic structure of the region we notice that different areas exist with their own specific characteristics. When observing the role of institutions and the participation of the investors we realise that the region is now an important tourist destination. Decisions concerning this tourism are today made by large national and international economic and financial groups. However because of the region's extensive surface area there is still scope for pioneers to undertake new developements

Full textThis thesis deals with the question of the conditions that made possible the unlikely entry of Aborigines into the Australian political field at the end of the 1960s. Drawing both on a socio-historical approach, which interrogates State practices of "identification", and on an ethnographic pont of view, focusing on the ordinary practices of individuals, this project is organised around three parts. The first two parts deal with the processes of social relegation to which Aborigines were subjected in colonial Australia. They attempt to reconstruct the system of "race relations" that was prevailing during most of the 20th century (focussing on the production of categories and on the power relationships between those categories). The third part details the trajectories of the actors of the Black Power movement, in order to understand the social conditions that made it possible for them to 'rebel' and enter the political field

Full textFrom 1788 onwards, the definitions of English in Australia are negative : the vocabulary is slangy and vulgar, the pronunciation is nasal and slipshod. These attitudes provoke a linguistic complex of inferiority towards Great Britain. This complex is the mainspring of the phenomenon of defence of Australian English. During the Bulletin era, as the detractors of Australian English acquire a pseudo-scientific credibility, a resolution to defend the language emerges. There are three stages of evolution in the defence : claim, recognition and justification. The champions of Australian English have been working on the acceptance of an Australian linguistic change. They favour an endocentric view on Australian English rather than a eurocentric comparative judgment. In the prescientific era, S. J. Baker found support in America, with H. L. Mencken. During the scientific era, the Australian linguists proved that Australian English is appropriate to its environment, providing a scientific and institutional justification

Full textLaunched in 1997 during the Luxembourg summit, the European Employment Strategy (EES) presents itself as a mere co-ordination procedure of national employment policies. To us, the role of the EES is above all to produce and promote a diagnosis of the causes of unemployment along the lines of the "Eurosclerosis" thesis, for which labour markets rigidities are at the roots of European unemployment. However, some successful countries have not put in place generalised deregulation, but forms of solidarity that include notably important resources devoted to the unemployed. Following the French Economie des Conventions school, we propose to label such policies "solidaristic conventions". Our extensive review of the EES (historical background; institutional and juridical framework; place within the macro-economic policy of the EU; field work among the French actors involved; analysis of recommendations issued) shows that this is not the way out promoted by the EES

The report that an increasing number of family needs are not satisfied as regards domestic activities, childcare, assistance to, elderly or handicaped people, indeed arouses the interest of the specialists in the field of employment. The object of this research is to, question the impact of this employment policy,on the activities sector. Has the increase in family jobs been accompanied by a similar qualitative increase particularly in terms of employment status for those working at home ? After throwing a historical light on the subject and presenting govemment measures put in place over the last few years, this analysis suggests the possible risk of deadlock for family employments that this policy proposes to, develop. It is a matter of setting out in fine the wherewithal to bridge the gap towards family employments which have both status and durability

Full textFrom the colonisation of Australia in 1788 until 1967 Aboriginal people were excluded from the Australian political life. Since the 1967 referendum the government has been able to legislate on indigenous issues. Aboriginal people constitute about 2% of the population and they are almost absent from the main Australian political institutions, they are confined to a place determined by the government in the Australian political system. Claims from aboriginal activists are diverted by the government towards its own political choices. In response to claims for self-determination aboriginal governmental institutions were created. They were supposed to participate in the decision-making process but the government controls them and clearly expresses its disagreement when they take initiatives. The government also answered to claims for a treaty by imposing its own priority and its own way of negotiating, that is Reconciliation. Nonetheless, Aboriginal activists and leaders still promote the right to self-determination, the recognition of Aboriginal sovereignty as well as the negotiation of a treaty. Some have found ways to circumvent marginalisation using the political tools imposed by the government. Some try to obtain a betterment of their rights through the creation of protest movements, like the Aboriginal Provisional Government which is threatening to establish an Aboriginal State. Others choose to put pressure on the system via the United Nations authorities. By studying the marginalisation of Aboriginal people in the Australian political system and the responses to this marginalisation, it is possible to note that aboriginal claims for political recognition are linked with a process of definition of identity, a need for recognition of Aboriginal identity (or aboriginality)

Full textThe thesis studies the evaluation of labour market policies, with a special focus on labour market policy evaluation in europe. A first part (chapter 1 to 3) is devoted to a critical assessment of the theories and methodologies behind labour market policy evaluation studies. Three types of approaches are analyzed : microeconomic impact studies, macroeconomic (aggregate) impact studies and institutional evaluation studies. Their theoretical foudations, their limitations, as well as their respective roles and status in european evaluation are discussed. An overall conclusion of this part would underline the limits of the microeconomic paradigm, and the complementary character of these three types of evaluations. In the second part of the thesis (chapter 4 and 5), two of the three types of evaluation studies presented above are illustrated empirically, respectively institutional evaluation, and aggregate impact analysis, on the basis of comparative data for france and sweden (financial and participants data). Institutional study, in relation with an analysis of the evolutions of active labour market policies in the two countries (over the period 1973-1994), shows a weakening of national specificities, that were usually underlined for the eighties. The aggregate evaluation, using pooled regional and monthly data over the period 1992-1995, aims at estimating the impact of the flows of participants into the labour market policy measures on the outflows from unemployment towards employment. It concludes to the efficiency of the three categories of programmes defined, employment creation in the public sector, job subsidies, training, with no significative difference of scale in their effects between france and sweden. Besides the assumption of regional specificities in the functioning of the labour market becomes validated

Full textBefore the Second World War, Australia’s borders were closed to Asia’s peoples and relations with the Asian countries were limited ; this was justified by the nation’s fear of the "yellow peril" and a sense of racial superiority. At that time, the vast majority of Australia’s population originated from Europe and the protection offered by Great Britain in part assisted in the avoidance of an "Asian invasion". World War Two and the process of decolonisation brought about a drastic change in the geopolitics of Australia, and the importance of the Asian region with respect to the nation’s security and prosperity began to be recognised. As a Western country on the fringe of Asia, Australia had to find its place in this new context and to reinvent itself to reconcile its history with its geography. In this respect, the Australian government soon developed economic and political relations with the neighbouring countries and opened immigration channels to people of the Asian region. This process of regional engagement, which intensified between 1942 and 2002, would change the perceived identity perception of the country and of its people

Full textThe interest in the evaluation of active labor market policies has been growing since the 80's in France. Evaluation practice has always existed, but we want to show that the form of evaluation has changed because of the role of state, particularly through active labor market policies has changed. Indeed, evaluation issue has come into light in the period of economic crisis which concerned all the advanced capitalist economies. Governments have to manage with the immediate consequences of crisis, like mass unemployment in France and growing poverty in the United States. The legitimacy of state intervention is threatened in a context of deregulation, where the United States appears like a model. At the same time, the intellectual tools which provide guidance for public actions became also unadapted (the planning programming and budgeting system in the us and it’s French equivalent, the RCB). The American experience of evaluation is praised and one can ask if European countries, particularly France, has been developed the same practices. First of all, the analytical framework of evaluation practices is exposed, as the institutional organization of evaluation, emphasizing on the American case. Then, recent employment and training actions, under the department of labor responsibility, are presented, as well as changes in the American labor market. At the end of these developments, evaluation appears like having several theoretical references and societal features. In a second part, American evaluation of employment and training programs studies (gathered in the united states in 1994) are compared with their French counterparts. The product takes form of five approaches of evaluation : the micro-individual one, process evaluation, cost-benefit analysis, the logics of using programs (from the beneficiaries and the firms points of view), and the macroeconomic evaluation. Each of them is developed as regards its theoretical basis and methodological issues. A more "comprehensive" evaluation of employment and training programs is expected from the combination of these approaches

Full textIn front of increasing requirements of the economic globalization and its repercussions in the work world, the employment becomes a main preoccupation of the national policies. Employment seems a crucial subject of the European agenda, a social reference but the established common action is controversial. The unemployment and the transformations of the labor market become the great challenges of the Union. In this thesis we set out to study how, in a situation of monetary union and of unemployment rise, the EU can resolve it, through the implantation, the use and the effectiveness of a common strategy to deal with the employment. Our theoretical framework, after a survey on the various theories about the employment, and next on the theories of European integration in general, displays a short history of the emergence of employment like subject in the European set. We specify the events of the Nineties, during which a European reference frame for the treatment of the use of the Member States is built, at the years two thousand where employment becomes a privileged political tool of legitimacy of the Union. Our framework finishes with the analysis of the effectiveness of the establishment of a "European employment model", i. E. A cognitive framework proposed to the Member States, in order to optimize the management of its Employment Policy. We add the analysis of some convergences and differences of Spain, France and the United Kingdom, which enable us to examine limited in which the "model" can influence the form and the contents of each national policy

Full textIn France since the nineteenth century, right to work has progressively asserted itself as a counterpoint to freedom of work. Generally conceived exclusively as a social right, that is as a right to something, it is often despised as largely unrealistic. Thus right to work is mainly considered as having no real judiciary effect. Yet, precisely because work is not a good, this reading shall be reviewed. As a matter of fact, German theories over fundamental rights effects allow us to propose a new analysis/reading of the effects of the French 1946 Constitution Preamble on labour law. It thus appears that this right to work has several effects on French labour law. It can therefore be understood as much as a right for human beings to benefit from protection of law against subordination than as a right to access to work. Furthermore, both tendencies are equally influencing jurisprudence and leading towards transformations of French labour law

Full textThe minimim wage is sipposed, when it is setting above the market-clearing wage, to reduce the employment opportunities of low-productivity workers and the profitability of some labour intensive activities, especially in the services sector. However. These critics has to be moderated. The theoritical analysis shows that the minimum wage disemployment effects are partly ambiguous because of the complexity of wageamployment relationship. In fact, the minimum may have adverse or favorable effects on employment. The foreign empirical evidences confirms this indeterminations. They lead to inconclusive results and do not solve the questions that theory it self left unanswered. This is due to the contradictory results of recnet north-american studies which have found no negative impact of have revealed a positive effect. The french empirical research, especially interestated in the youth case, strengthens this uncertainty. It suggest that the minimum wage (smic) hasn't any significant and discernable impact on youth labor market. The additional estimations we made over the 1968-1990 period lead to similar conclusions. They indicate a strong and high impact of smic on youth unemployment, but the latter do not conform with the low and weak impact of smic on youth employment

Full textIn Morocco, unemployment concerns not only illiterate or people with a lack of education but also all social categiries. Morocco has, therefore, left no stone unturned to develop industry and at the same time reduce unemployment. Nevertheless, the industry doesn't have a solid foundation. Products can not be sold easily, they depend very much upon foreign market because of the lack of home market requests. A survey of the industrial division activities has shown that the fields which make an integral part of the economy are mostly connected with clothing, textile, food supply, chemistry and parachemistry fields. An analysis of these fields has shown that there is an important number of low skilled or unskilled manpower except for chemistry or parachemistry fields. Yet, the Morocco labour has shown a gradual unemployment of diploma holders. As for investment division, the quoted fields make large profits. But, clothing industry generates lots of jobs with a low investment avingto low wages. Indeed, most of the jobs in the quoted fields are unsteady and badly paid

Full textThe coexistence of a graduated labour market with heavy government intervention leads economists to question the impact of employment policies. The thesis follows this reasoning, looking at the theoretical and methodical challenges raised when evaluating the effects of employment policies. It goes on to propose and apply an econometric evaluation of these effects on career paths. The problems relating to evaluating public policies are dealt with in the first chapter. It is a question of defining evaluation both at a theoretical level and at the level of the actual situation in France. Its recent development in the regions is therefore particulary significant for employment policies. The second chapter is devoted to these employment policies and to their evaluation. After having reviewed the traditional approaches, a "localised" evaluation is proposed. .

Full textThis research analyzes the place of the gender equality objective in the implementation of labour market policies through a comparison between the Seine-Saint-Denis and Berlin. Based on actors-centered institutionalism, it draws on the analysis of grey literature documents and on the results of 124 half-directive interviews with agents in charge of implementing these policies. It identifies the different ways of operationalising the gender equality objective and the barriers to its integration in the implementation of the labour market policies targeted at the long-term unemployed. As a consequence of the gender mainstreaming policy of the European Union and its application to the labour market sector, agents in charge of labour market policies in Seine Saint-Denis and Berlin were made aware of the existence and implications of the gender equality objective. This objective is also implemented through actions aimed at female job seekers confronted to specific difficulties in accessing the labour market, or difficulties lowering their position on the labour market. In spite of these initiatives, gender equality remains an objective which is not very legitimate and not much operationalised. Different kinds of constraints contribute to explain this. Firstly, the agents in charge of labour market policies do not know much about gender inequalities in the labour market sector; the notion of equality thus remains relatively indeterminate for them. Secondly, various institutional constraints specific to the labour market sector, especially the predominance of the objective of quick return to employment, make the integration of a strategy of promotion of gender equality difficult

Full textThe thesis intends to discover and criticize, according to the epistemological method, the fundamental characteristics of macro-analytical concept of "employment" in actual legal theories. The dominant discipline is french science of labour law, but the research is grounded on a comparison with sociological and, especially, economica conceptualizations. It shows how legal theories (and industrial sociology) generally embrace the concept of employment thinked out in term of market by the neo-classical economics, what ruins their pertinence and logic relating to founding effective public or private full-employment policies. The thesis suggests to the jurists to have a share in late socio-conomical flows of thought, inspired by "neo-institutionalism" wich conceive employment rather as a system of rules, what comes within legal studies'sphere. The fruitfulness of that proceeding is proved, in the thesis, by a work about the legal dimension of the -untranslatable- concept of "rapport salarial" elaborated by the recent french economical "theory of the regulation" (the concept designates, abstractedly and totally, the whole instituionalized aspects of the relation of work's submission to capital). Particulary, by means of refurbishing the theory of case law, the research demonstrates the driving part of that leading source of law in the process of work-and-employment relations'institutionalization. So, employment is no longer conceived as a market, wihch the law has to avoid disturbing, but, on the contrary, as a product of rules, the most important of which being juridical (judiciary) ones

Full textThis thesis is about youth unemployment in france since the 70s, and active labour market policies for youth in this country. The first part of this work tries to explain why youth unemployment has increased, and stabilised at a so high level. Comparisons are made with the american et german experiences. The second part is dedicated to the analysis of active labour market policies for youth and their evaluation. A first chapter presents these policies in an historical perspective, and makes a critical survey of microeconometric evaluations. The second chapter presents a macro-economic framework for the analysis of active labour market policies. An evaluation of the effects of the minimum wage and labour market policy schemes on youth unemployment is held with quarterly time series data. The last chapter presents a methodology of an evaluation using a macroeconometric model. With this method, we try to estimate the effects of the french labour market policy on youth employment since 1985

Full textAlternately apprehended at various historical periods as a means of control of the working class and/or the youth, an economic development lever or a tool of fight against school failure, vocational training has to face a multiplicity of objectives. That conveys the difficulty in conceiving a teaching able to integrate able to integrate the theorical and practical sides of an education which claims to be on the same wavelength as the most recent technological developments. Thus, the ambiguities of a national policy supported, after the Second World War, and by a strict intervention with a territorial logic in order to adapt the new training policy of the 80% set up at the time to the local level. By putting an end to the egalitarian paradigm of a centralizing state in which vocational training had grown so far the first decentralization laws then provided the local communities with a power of influence which the quinquennial law of 1993 has more recently strengthened. To emphasize what is at stake in the process of regionalization of vocational training, we have applied ourselves to underline some serious tendencies which have marked the initial vocational training machinery in its spatial dimension after the passing of a law considered by some as the expression of a recurrent and manifest will of dismantling the national system of vocational training under cover of efficiency

Full textIn the eighties, the failure of Algerian industrial development strategy generated a high level of industrial unemployment. The Algerian authorities then remodeled their economic strategy. They tried to promote private investment and to counterbalance inequalities between regions in order to reduce unemployment. The analysis of this thesis on determinants of industrial employment growth in a framework that includes a spatial dependency effect led us to question the efficiency of Algeria's economic policy during the period studied. The results of this thesis demonstrate that there is no convergence process between the Algerian regions. Nonetheless, a convergence club gathering the wilayates of Bordi-Bou-Arrerridj, M'Sila and Biskra appears when spatial heterogeneity of industrial employment growth is considered. Furthermore, the results of this thesis demonstrates that the hydrocarbon and the construction and public works sectors do not have externality effects on the dynamics of the local economy, particularly on local industrial employment growth

Full textThe purpose of this thesis is to present and evaluate the labor market dynamic in a general equilibrium framework, solved under the rational expectation hypothesis. This allows us to explain the French employment and unemployment fluctuations. In the first part, the numerical approximation method and the implementation of the general method of moment are explain. We show the inability of the Walrasian lagor market hypothesis to explain the employment and productivity dynamics. The second part is devoted to the analysis of the matching models, which allows us to surbey the recent literature on the micro-economic foundation of the lagor market theory. A reduced form gives theoretical grounds to the statistical analysis of the beveridge curve. In the third part, we show that the introduction of a matching process in the lagor market enables us to reproduce the French unemployment persistence, and the short run dynamic of the employment, unemeployment and wages

Full textThe ouverpopulation of the chinese agriculture has been masked, during the collective period, by a weak rate of agricultural underemployment thanks to the daily work organization in the collective fields on the one hand, and to a strict control of rural exodus, on the other. The agricultural under-employment has become apparent, since the agricultural reforms have taken place at the late sixties. The transfer of agricultural active population in china has been characterized by a important transfer on the premises, thanks to the rapide development of rural entreprises and by a limited rural exodus. This transfer of agricultural manpower hazs reduced the rural under-employment in china and peasant's revenues have increased. It has throught out also the development of the pacttime farming in china. But the task of transfer of agricultural active population in china remains still very heavy in the future
