Full textThe bare institutional analysis of the african democratic renewak doesn't seem to be satisfactory any more. It is useful to study the numerous political expressions that outshine the institutional pattern. The study of the collective action s directed against the power allows the highlighting of this postulate in kenya and zambia, whose interest is that they have known similar political trajectories. So, two objective were pursued : first, in a conceptual viewpoint, we wanted to overwhelm the classical collective action theories by searching a protest action system; secondly, we wanted to unveil and may be to fill some gaps (the collective action theories haven't been used to study the democratization processes). The building of the protest action system proved to be possible and the pursueing of the second objective allowed the beginning of a double rehabilitation : the rehabilitation of the multidimensionality in the conceptual approach; the rehabilitation of not only the african actor but also the african space as the object of a research

Full textThe internalization of negative externalities is usually approached from the standpoint of centralized regulation. However, we are now witnessing the arrival of collective anti-pollution initiatives and a greater involvement of economic actors in the implementation of the environmental policy measures. The development of co-operative negotiated solutions would therefore appear to be in contradiction to the traditional analysis of environmental question, in which regulation is either market-driven or imposed by state. In literature on the subject there is a general presumption that economic actors are unable to regulate negatives externalities on their own. Consequently, there is not theory of collective action in a loss situation, in which those involved would voluntarily formulate measures to reduce pollution. Our research has therefore been conducted with a view to formulating a model of collective action in the presence of negative externalities. Using micro-economic tools, we have examined the conditions likely to engender co-operative regulation of environmental problems. Decentralized regulation hinges on negotiation processes and is founded on cooperation agreements between the parties concerned. The solution retained depends on the interplay between those involved. This game is influenced by the physical interdependencies arising directly out of the pollution emitted, by the neighbourhood relationships that make up the socio-economic network and by the political and legal context. For various configurations of the physical network, the consideration of localized interaction modifies and completes the analysis of the regulation of environmental issues by providing proof of the importance of neighbourhood relationships in the emergence of a collective anti-pollution strategy

Full textOur research principaly studies the efficiency of the environment policy in the soviet union. Therefor, we examine when and how the protection issues were first presented. The "legitimation" of these issues becomes crucial with the vote of fundamental laws for the protection of the natural elements, reglementations and the introduction of preventive tasks in the planification since 1974. The analysis of the adopted mesures and their realization during the 10 th and 11 th quinquennial plans is central to our research. This analysis revealed to us a serie of endogene caracteristics of the soviet system, as sectoral planification, priority problems between sectors, or the authority of ministries. These caracteristics participate in an important way to the protection process, as the role of the ministries in organizing protection of environment reveal. Essential long-term choices are also defined, as the introduction of "clean" technological processes, recycling of materials; short-term devices as the introduction and construction of anti-pollution equipments in the soviet industrial sector

Full textIn an introduction are successively analysed, according to the environment protection, the questions of the territorial frame of the regions (regional cutting up), then of the composition and the working of the regional assemblies (regional council, economic and social council). The partition of the work split into two main points. The first consists in the competences the practice of which, in favour of the environment, depends first of all of the voluntarism of the regional representatives: territory planning integrating local development and transport policies, research, information and training, urbanism and patrimony defence, supra-regional economic interventionism, regional natural parks and nature reserves, coordination of the protecting tools, etc. The second point corresponds to the regional attributions which cannot ignore the ecological constraints in consideration to the previous consecration, legislative or statutory, of homogenous spaces on the national level (mountainous, littoral, hydrographic, transfrontier or insular areas) as on the European level (community regional policy). A conclusion gives some proposals aiming to increase the environmental powers of the regions in the fields of the development of the territory, of energy and of nature protection

Full textThis dissertation focusses on the dynamic of integration of the environmental issues in the activities of industrial organizations. The development of environmental knowledge is based on double-loop learning inside the firm in order to create new theories of actions which integrate the environmental dimension. In the first part of the dissertation, the analysis of individual learning processes allows us to characterize the formation of beliefs when the agents are confronted with radical uncertainty and, thus, to precise the concept of contextual rationality. In the second part, the creation of organizational knowledge is analysed. The introduction of a cooperative structure inside the firm is central to our analysis of emergence of collective knowledge. The efficiency of the firm depends on the evolution of individual knowledge and know-how, but also on the evolution of the capabilities of the members to bring together and to combine their skills in order to create new competences in the organization. Organizational learning is then analysed in terms of cognitive cooperations between the members of the firm

Full textIn law, the challenge for the conservation of nature and biodiversity, including protection against pollutions, nuisances and risks calls for the diversification of its tools of intervention nowadays. However, the role that the customary may play in this respect is widely ignored. Nevertheless, the analysis of the usages in effect, in the society, reveals that numbers of them govern activities having a direct or indirect impact on the ecosystems. Customary glows itself with an ecological dimension and appears as a possible substitute of the state norms in environmental law. The analysis of substantive law reveals however that public authorities have not noted the interest of this usage yet in this respect. It is true that its protective vocation remains still fragile and must be confirmed in the decades to come. In addition, must be avoided the stumbling block of the traditionalism, which would consist in promoting customary by the only reverence of the past. For all that, usage remains nevertheless a promising instrument of conservation of the biosphere to which the State would be sure to open

Full textIn this thesis we analyse the impact of carious environmental policies using macroeconometric and general equilibrium models. First we use a system of neo-keynesian models to assess the economic and environmental effects of the european project of carbon and energy tax. Then we construct an applied general equilibrium model, calibrated on french data, in which households and firm behaviours are directly influenced by the evolution of pollution. This model is simulated to evaluate the effects of fiscal scenarios, which are based on a principle of revenue neutrality. In the last chapters, systems of tradable emissions permits are examined both at theoritical and empirical points of view. Simulation provide us information about welfare variations that could be induced by the implementation of such an instrument in France

Full textDo environmental policies lead to a reduction of the competitiveness of the polluting firms ? The theory of industrial organization, with its processing of products differenciation, of research and development and of adoption of new technologies, is particularly adapted to answer this question. The environmental policy modifies the arbitration of the firm on the goods market (price, quantity, quality and variety) and, upstream, between its technological choices. It has an effect on the market structure and on the position of polluting firms. Thus, it constitutes a new incentive source for the firms who want to keep their market shares. In this thesis, we lead a reflection in two steps : in the first part, we show how the industrial economics with its microeconomic modelisation of differentiation and innovation helps to deal with our subject ; in the second part, we build specific models of competition for innovation based on some empirical studies to settle the debate. Our models take the form of three stage games between two firms, each of them located in different countries, and the regulator of each country. In the first stage of the game, the regulators choose the level of the environmental tax to impose on their polluting firms. This stage is conditioned by their will to cooperate to wrestle with pollution. Taking as given the tax level(s), firms are engaged in an innovation race to win a patent for the utilization of a clean technology. At the end of this stage, firms compete on the good market (competition a la cournot or a la bertrand, homogeneous or differentiated market). We show the important role of the tax and of the ecological consciousness of consumers in the firms incentive to innovate. We determine the optimal cooperative or non cooperative policies

Full textYears passed since the first laws on decentralization and environmental concerns as issues of general interest continue to increase as local authorities have to deal with even more intertwined laws and competences, which cause their action in favor of environnemental management to become very complex. The study of local authorities environmental interventions shows how environnemental management is split between them and central state through its decentralized bodies. A kind of partnership between these institutions is then to be for successful environmental management. So after making the distinction between the different areas of environment inviting the intervention of local authorities either solely or with the assistance of the decentralized bodies of the State that it is easier to understand the implementation of policies public local environment, starting from the financing of environmental management mode. To implement environmental protection policies, he mentions several funding sources. The important part is provided by the local authorities (more than 85% of expenditure related to the environment) by the local environmental taxation. We cannot complete the study of local public policies for the environment without focusing on possible difficulties in implementing these policies. It could be related to funding constraints as those of normative order. But in any event, the judge has broad powers to rule in favor of environmental protection

Full textThe next agricultural policies will be essentially based on the protection of the environment. The present challenge is to promote a sustainable development in which agriculture is not dangerous for the nature. The questions to solve are : what crop to produce, what production technics to use, for what economical and environmental benefits? to answer these questions, we need specific tools being able to consider the environnement as a real strategic variable for the producer. So, we have to know the economical value of the nature in order to introduce it in the market rules of exchange. So it's becoming possible to analyse socio-economic impacts of different policy scenarios likehood to conciliate economical profit of the farmer and the collective benefit of the environnemental protection. Bio-economic models associate a plant growth model (here we used erosion productivity impact calculator) and a linear programming model. It's very useful to simulate the optimization behavour of the farmer and compare the impacts on the income, the crop pattern, the cultivation technics and the quantities of nitrogen run-off of different agricultural and environmental policies. This approach of the problem is quite different of the useful econometric approach. Here, we don't have to choose a pre-defined mathematical form of the production function and to use the statistical inference. The analysis of the 1992 cap reform and other environmental policies into seven french little agricultural regions show the interest of the bio-economic approach for the promotion of production technics good for the nature and to evaluate the socio-economic impacts of policies

Full textThis thesis aims at assessing the consequences of fiscal policies partaking in environmental policies. This approach is original in that different generations responsible for intergenerational externalities are being taken into account. In a first chapter, we raise the question whether conciliations between private agents' span - limited by the life cycle hypothesis - and the environment long term span are possible. This temporal op, position is a source of iniquity since agents' selfish behaviour precludes any intergenerational obliga, tion contract. The second chapter characterizes the necessary conditions for the obtention of a double dividend, i. E. An improvement of non-environmental welfare when the revenue of the tax is recycled by a reduction in the rate of social contributions. We then show how to determine an optimal combination of envi, ronmental tax and social contribution which do not deteriorate current generations' welfare. The achievement of this second dividend, compatible with the first one - the improvement of the envi, ronmental quality - lays down specific conditions with regard to the economy capital intensity. This result emphasizes how important the choices of the specifications used to evaluate the double divi, dend hypothesis are. In the third chapter, the revenue of the tax is assigned to pollution abatement. We simultaneously consider a public abatement pollution sector financed by a tax, and private voluntary contributions to the abatement of pollution. We show that, under certain conditions, this tax may lead to a double divi, dend. In a last chapter, we build an overlapping generation general equilibrium model applied to eco, nomic policies of environmental protection. We distinguish two categories of households (skilled and unskilled workers) as well as two productive sectors (standard and green). Numerical results show that the assignment of the environmental tax revenues to pollution abatement is more apt to generate a double dividend situation
