Full textPublic transport management is currently going through important changes, passing from one scale to another: decentralizing from the national level and extending at the local level. The range of transport management powers of the French administrative regions have widened, thus creating new management problems. Within the context of these new questions, our research proposes management solutions which take into account both the continual evolution of daily mobility and the new scales of transport management. More specifically, we considered a specific stage often neglected in geographical approaches to the suject. This stage called traffic generation consists in modelling the process of choice at the point origin of an individual journey. So far, the way that these questions have been treated using transport economy methods has obscured an important stage in the conception of traffic generation, the geographical stage. This stage relates to the zoning of the study area which constrains trip generation. We propose here to carry out the complete modelling of the traffic generation stage in the Franche-Comté region. This includes the understanding and the delimitation of our study area. Other results are the creation of a relevant zoning system in relation to management issues, in order to produce a final assessment of trip generation for the zoning system

Full textThis PhD dissertation analyses the political, juridical and social functions of the “family” under Vichy France. First the thesis tends to revaluate the part played by the French State in the family policy. For long the central government has been considered as a major, if not unique, player of the state family policy of the Vichy Regime. In fact, partly because of the German occupation of the northern part of France, partly because of the administrative and governmental processes of the Vichy Regime, the implementation and the achievements of the family policy are due not only to the central government but mostly to the involvement of nongovernmental organisations, private or public, central or local. Second this PhD dissertation analyses the strategies of the various institutions dealing with family policy at different territorial scales. It describes both the similarities of the institutions’goals and the specificities of their implementation processes. It focuses on the various interactions between the State and the nongovernmental organisations. Third this thesis deals with the constitution of a nonpartisan, non controversial and uncompromised approach of family policy. Under the German occupied France family activists could be both supporters of the Vichy Regime and of the French Resistance at the same time. Following the Liberation of France, the family activists were treated very leniently, escaping convictions, and had succeeded in holding important positions in the public sector organisations and departments in charge of the family policy under the Fourth Republic. Moreover, the family policy based on populationist incitements was continued under the Fourth Republic, even if based on radically different philosophical principles

Full textThis doctoral thesis has as its object the two saltworks which Margaret of Austria, as a new countess of Burgundy from 1509, had built at Tourmont (France, Jura), from 1510, and Montmorot (France, Jura), from 1514 ; in the same year she authorized the exploitation of the salty springs of the castellany of Poligny (France, Jura) other than that of Tourmont. In doing so, she returned to the policy of her predecessors, who, since the middle of the 14th century, by the closure of salt-works and the non-exploitation of new salty springs, had gradually concentrated in Salins (France, Jura) the production of salt from their county of Burgundy.Why Margaret of Austria did this ? How did she implement her princely project ? And which results did she achieve in the end ?Answering these questions made it possible to develop new, numerous and varied elements of knowledge, in connection with these different objectives : to contribute to the history of salt and saltworks of Franche-Comté at the hinge of the Middle Ages and the Renaissance, addressed under a technical, political and economic side, and through the fully new study of two small saltworks, while Salins has carved out the lion's share in the studies carried out since the 1960s ; dialogue with archeology, by comparing the contribution of handwritten and even iconographic sources with field observations from the collective research project Les sources salées du Jura, 6000 years of exploitation (1996-2001) ; enlighten the principate of Margaret of Austria in Franche-Comté (1509-1530), very little studied to this day, through the salt production policy that she led, breaking with that of her predecessors (1509-1522) ; and more generally, to see how these facts tell us about the way she exercised her power in Franche-Comté

Full textThe aging of people with disabilities has become, in the last forty years, a significant issue in the medico-social sector and also in our society. The lengthening of life is a positive phenomenon, a result of the efforts to professionalize the accompaniment of people with disabilities. Aging is a process, certainly irreversible, but natural. If a few people are the rare witnesses, in the 1980s, the phenomenon grows with time and becomes a demographic phenomenon. For the demographer, the notion of aging applies to a population and not to individuals. The observation of this process makes it possible to predict the trend of the changing needs of a population in the health, social and medico-social fields, but does not indicate anything about the needs of the aging person. Populations are changing, new ones are emerging and our societal system needs to adapt to new needs. The socio-demographic approach of the aging of people with disabilities proposed here tends to study the specificities of the aging population within medical and social services and institutions in the Bourgogne-Franche-Comté region. Working on this subject implies understanding but also measuring the extent of the problem

Full textThe historical studies undertaken on Vichy and the German Military Administration of occupied France give little attention to the French educational system and its actors. Nonetheless, this period has often been presented as a time of major upheavals for the French society, such as Vichy regime’s new project of society that breaks with the Republican tradition of education enhancement and the German occupiers’ policy of ideological control and transformation of France to integrate the country into a Nazified Europe. The (secondary, vocational and higher) education reform and the youth are both recurring topics in the new regime’ speeches. What was exactly the philosophy guiding this reform and how was it turned into an educational policy? What were the system actors’ perceptions, reactions and practices? Is it possible to measure the impact of this policy? What weight should we give to the circumstances of war and occupation that produced this exceptional situation and occasioned the disorganisation of the system? How did the elements of disruption and continuity combine with the pre-war and post-war policies? How was it intended to conciliate the political will with the extreme constraints linked to the war? This is the overall questioning that originated this thesis.In order to identify what happened while staying true to the facts, a region, the Franche- Comté, was selected for study over an extended period from 1938 to 1947. The purpose was to review how the secondary, vocational and higher education schools of Franche-Comté had evolved over a critical time and how, during this changeover period, was initiated a deep transformation of the education system. These institutions faced a double pressure. On one hand, there was the political context (the war, the German Military Administration and the Vichy regime). The proximity of the Nazified Germany with the region turned it into a strategic area within the German expansionary policy. The region was seriously affected by the war. On the other hand, the education and instruction reforms proliferated as of the pre-war era, failing at taking shape within the institutional reality. The Franche-Comté was an important region for the implementation of the education reforms as some schools were appointed pilots as part of the Jean Zay Reform supported by the French Popular Front, and also within the framework of the Langevin-Wallon Plan. This reformation went on way after the liberation of France, carried by the French Resistance’s program and the will to train new elites while introducing an access to education democratization policy.The purpose of this study is thus to comprehend the evolution of the education daily life in Franche-Comté over different periods, while also highlighting the regional specificities with regards to the organisation and management of the schools and the education provided to the pupils and students, in order to measure the impact of the successive policies on the education society

Full textThe thesis is about French local authorities' energy policies, and more particularly about regional policies. In a context of reassessment of fossil fuel-based energy systems, local authorities have a key role to play. Indeed, energy systems are complex and require to act locally, in order to keep fair access for consumers and to adapt supply to needs and uses. In the same way, environmental constraints and sustainable exploitation of local resources involve to have a good knowledge of territory and of local energy potential. But, local authorities do not know much about boundaries and about components of territorial energy systems. The main purpose of the thesis is to determine structure and behaviour of these energy systems in order to identify public policy incentive levers at local scale.The first part of the thesis deals with the links between land uses, actors' behaviours, political choices and energy consumptions. Here, we point out the specific interest of geography and territorial approach to treat energy issue, both for land planning and for actors' mobilization. In the second part, we identify policy instruments which local authorities should dispose and actions they should implement in order to develop energy saving and renewables. Then, the third part is more specific to regional level. The analysis of two French planning instruments (Regional Plans for Climate, Air and Energy and Regional Energy Observatories), shows the interest of this scale which could, with its position between national and local levels, contribute to improve knowledge of territories, to coordinate local actions and to develop energy policies adapted to local specificities
