Full textThe third world debt crisis points out the relevance of reflection about development finance strategy. The latter concerns the ways and means that enable the formation, the mobilization and the channeling of financial resources. Therefore it requires on the one hand a good knowledge of savings behavior which may take on particular characteristics in an open economy and the construction of an efficient financial organization on the other hand. Such a strategy can be deployed through monetary policy, budgetary policy and external debt. Thus, the problem of public decision-maker is to know how to articulate these different tools and how to achieve their optimal use. In a situation of uncertainty optimal external debt requires the respect of certain rules: mobilization of domestic resources, consistency between debt and repayment capacity, and allocation of the debt to productive purposes and improvement of investment productivity. The other means of development financial strategy rely on the internal financial structures. The characteristics of an under-developed economy justify the existence of a financial organization close to that of debt economy in which public powers play a major role in encouraging financial institutions and financial habits. The financial function of tax must be met well with an efficient collection and realist tax exemptions. The Senegalese case has been studied during the period of 1960-1982 in the light of this theatrical framework. The results of the study suggest the inefficiency of the strategy adopted which is marked by the appeal to external resources and a suboptimal use of the other financial tools. The rhythm and the allocation of capital accumulation have not been controlled and the financial dependence has become more important. The implications of this study are structural reforms that concern the franc area mechanisms and savings-investment process

The shapes, the targets and the causes of mobility are becoming various. The region of Tambacounda is rural, has a low density of population and is badly linked to the national centre of economic and social life. In this region, traffics show off two phenomenons. On the one hand, the traffics concentrate onto the main road to Dakar. This testifies that the regional development depends on national structures. Full textPhenomenon in expansion, international tourism constitutes an alternative for the economic development of developing countries that have exellent climatic and geographie conditions. For a great number of researchers, the financial and economic incidences of tourism in developing countries are obvious. Yet, we must note that its effects on spacial organization and on socio-economic structures in the concerned regions, are not often studied. In this thesis, our concern has been to analyse touristic space structuration in an economically poor region, the senegalaise little coast, where the tourism is presented as a powerful factor of economic and social reactivation. Our analysis deals with social, economic and spacial consequences of the intrusion of tourism on this littoral. We also paid attention to the planning problems arisen by its integration as regards the other traditional production activities. As a conclusion to our study, we will present some reflexions concerning touristic planning, based on the characteristics of the little coast. Full textThe objective of this thesis is to analyse the role played by the Asian emerging countries in South-South trade. It tries to capture specificities that may arise from trade between Sub-Saharan Africa and the Developing Asia. Moreover, it addresses the determinants of export performance in the southern countries and the externalities provided by the Asian developing countries on the expansion of trade in Sub-Saharan Africa. It shows that for all African countries, South-South trade is expanding either regionally or in relation to the Developing Asia. Using the case study of Senegal, we notice that initial trade with developed countries is getting weaker relative to trade with Southern countries. This thesis shows new evidence about demand externalities and knowledge transmissions that developing countries can get from South-South trade. So, South-South trade may influence countries’ export performance better than other trade orientation. But, even though South-South trade is growing very fast since the beginning of the new millennium, important structural problems remain (mainly for the African countries) and tend to hinder gains from trade opportunities. This thesis insists on the fact that developing countries must take more supply oriented policies in order to better capture opportunities in South-South trade linkages

Confronted with these lasting economic setbacks, there is a need to exploit other means of development for the region as well as develop other sectors such as gathering, which is already a major help to the peasants' lifestyle. Therefore this study wishes to analyse the current role of vegetal gathering in the peasants' life's systems and also the developing prospects offered in the South Sudanese area in Senegal. Full textThe enhanced movement of globalization poses strong demands on African ports, such as Senegal, in terms of volume and quality of infrastructure, the frequency of dredging and port efficiency. This is readily understandable, as a good policy of port management, is important to ensure the efficiency of maritime transport of a country. The objective is the competitiveness of ports. But, in Senegal for exemple , this target is not always easy to reach, due to the difficult cohabitation between public service and economic development. Indeed, most regulations governing ports management, refers to public service; leading therefore to a public model of management, while, the economic development rather involves private law principles. Moreover, the aforementioned legislations, dating from the aftermath of independence, arise the problem of compatibility between the efficiency of these texts and the country's real needs. Hence the question of the profitability of this method of managment : Senegal is he able to protect its public port, and make it profitable at the same time? (making a comparative analysis with what is observed in the ports of other countries). Or should there be another way of management, which, of course, should take into account the interests of the system?

Full textThe present study is dealing with the development of rural space in senegal. Senegal development policy is based upon the regulation of the development actions and the application of specific projects. From this point of view, the authorities are both planning an adjustment of the agricultural production conditions (diversification and intensification of cultivation) and an appropriate development of rural space through a better distribution of population. The production action is thus rested in the development and agricultural popularization society for peanut, in the fibers and textiles development society for cotton and in the sylvan pastoral zone development society for animal production. The development and valorization actions combined with differentiated production is rested in the society of development and exploitation of the delta lands for the development of river senegal valley, in the casamance valorization society for river casamance area and valley. As far as the program of rural population distribution is concerned, the wew lands society undertakes the transfert of one part of the population excess around the peanutproducing basin, which is going through an agricultural crisis characterized by an overexploitation of the lands in an extensive agricultural system and a peanut monoculture. This is the result of the organized migration project which touches 300 families from serer people. The reception area are the districts of koumpentoum and maka in eastern senegal (which the experimental koumpentoum-maka project was named after). The authorities wanted to take advantage from the break caused by migration to introduce an intensified and diversified agricultural system in the thus created new social site

Full textThis thesis examines the monetary dimension in the development process in Africa. Considering the case of two countries belonging to the Western African Economic and Monetary Union (known as UEMOA in French), Ivory Coast and Senegal, it shows that African countries have based their development strategies on policies that did not take into account the real importance of money and therefore of the banks in the development process. Taking as starting point of the study the theory of financial liberalization was essential for us to situate the context of the monetary policies of African countries. The first part of our research will focus on understanding the theory of McKinnon (1973). Once the internal coherence of his theory is studied, it appears that at the theoretical level, the monetary aspect is not valued because McKinnon's implicit monetary theory is the quantitative theory that considers money as a simple veil in transactions. The second part of our thesis will put an emphasis on the study of monetary financing of investment in a Keynesian and post-keynesian way of thinking. In defining monetary dimension as the ability of banks to create money while relying on a repayment promise, to finance an economic activity or just a project, our research shows that this aspect has been neglected in Africa. An inspired post-keynesian model is proposed to reflect the money aspect in financing development in Africa. We do hope that this thesis will contribute to an open debate on the role of money in the development process in Africa

The president of the national assembly in the Ivory Coast and Senegal is the reflection of the institution he runs. He is properly dominated by the president of the republic. The latter appoints him, tells him what conduct he must have in parliament and, generally, in the state. In this, the person that we may call “the first member of parliament” is an essential element of the political regime of the two countries in so far as, at the same time, he preserves the democratic appearance of a republican regime (for instance the separation of powers) and contributes to the institutional supremacy of the head of state. The evolution which started as soon as 1976 in Senegal, which spread over the whole of Africa, did not fundamentally alter these characteristics of political life: the strengthening of the democratic appearance of the institutions has been coupled with a subtle and complex relationship

Full textThis thesis studies the problem of fishery management in marine protected area (MPA), accounting for a global economic system affected by structural modifications and for different management criteria. The case of study is the Saloum Delta Biosphere Reserve (RBDS) in Senegal. A survey shows that the population activities are mainly diversified to agriculture, fishing and tourism. An econometric analysis indicates that demography, dryness and the fall in the price of groundnut on the world market are the main reasons for the agricultural crisis in this area. This crisis supports diversification towards fishing. A theoretical model studying this process shows that the development of a new activity based on nonextractive use of natural resources, such as ecotourism, helps reducing unemployment and generates a positive yield even if the fishing rent is completely dissipated. A third model indicates that the creation of new protected areas, as under consideration in the RBDS, can, in certain circumstances, develop fishing employment, improve resources conservation and support ecotourism development

By leading a positive externality, the introduction of an additional factor of growth modifies the model of solow and makes decreasing returns growing and permits that the accumulation of the new factor is not accompanied by a loss of efficiency

Full textThis thesis is devoted to the role of local populations in production of the tourist areas in Senegal's Petite Côte and in the island of Sal (Cape Verde). It has its genesis in the context belote. In the 1960s and 1970s after the Independence, many African countries open to international tourism, hoping to draw hard currency to finance their development. But the numerous publications on the subject of international tourism in formerly so-called "Third World" reveal a marginalization of local populations. Hence the debater "enclave tourism" or "integrated tourism. "Today tourism accounts for 7% of the GDP in Senegal and the country receives an average of 500 000 tourists per year. In comparison the tourism sector of Cape Verde, with 300 000 visitors per year, accounts for 4% of the GDP. Given the importance of this activity, what is the role of local populations in its expansion in the area? Examples of Senegal's Petite Côte and the island of Sal in Cape Verde show that they have well appropriated this phenomenon. We wanted to study this trend from a research problem, with three hypotheses and methodology comprising: a literature review and survey and observation missions in the field research. The results show that the state and international investors have a leading role in tourism development but in the background, local populations contribute to its diversification and its extension in the territory. Consequently, there is a process of tourism specialization related to the orientation of people to service activities. Tourism also induces by its facilities and services a linear urbanization along the coast. Finally, the tourist areas, due to their economic, create conflicts of interest between the actors. They are also at the heart of environmental concerns in a coastal area facing the rising sea levels and the species survival

Full textThe fight against gender inequalities and poverty is a central issue for policy makers in Burkina Faso and Senegal.Indeed, we observe high gender inequality level in both countries (in formal labour market and in household work) andhigh poverty level, which affects 40.1% of the population in Burkina Faso and 38% in Senegal (World Bank 2020). It iswhy economic development plan have drawn up based on specific reforms in each country. In Burkina Faso, thechallenge is to increase the public resources allocated to development, which leads to a reform of VAT and oil subsidies.We analyse the effects of these policies on gender inequalities, poverty and food security. In Senegal, the transformationof the economy has been already started, with a particular interest for agriculture sector. We are interested in the effectsof this transformation on gender inequalities and poverty. Using computable general equilibrium models, the results ofthis thesis show that the reforms envisaged in Burkina Faso have negative effects on gender and poverty. Our goal is to integrate thinking about the broadest possible contrasting the different situations facing brotherhood of Islam in this country of 12 million people with over 90% Muslim. The focus is to examine the so-called "Senegalese exceptionalism" with a relatively old democratic tradition and strong. This study explored as general purpose security posed by the organization and functioning of religious brotherhoods in Senegal. It relies on setting comparison of the two major guilds - and Mouride Tidjane - who are Sunni. It includes an angle of approach taking into account the diversity and unique socio-cultural contexts, political, economic and religious in the international order marked by constant threats to security. This perspective of cultural dynamics unique promotes understanding of behavioral logic of assigning meaning to approaches to security "faithful" to the Marabouts and fraternities. Today, they are convergent to recognize an approach institutionalized which shows that the institutions are matter and can determine the economic performances of a country. The significant currents of the institutional economy allow to encircle better the concept of institutions which are the formal and informal rules of the game (set,play) in a company (society) according to North’s contribution. Institutions have complex links with the development defined as the longlasting (sustainable) economic growth accompanied with an effective change of quality of life and social welfare. It is then important to show the validity of the concept of institutions in Africa and to specify these links in its real, financial, political and social aspects. The financial aspect and especially reality of the link institutions-development held first our attention. But we enlarged the registered (recorded) with an evaluation of institutional failures. The new dimension shows how power people with informal markets attempts to finance their activities with their own resources or their imagination or creative innovations. By this updated approach, our thesis pays attention to the political and social questions like the dimension poverty. That is why the political and social sustainability of the reforms is at the heart of the debate on the development and not on Structural adjustment programs dominating the path of economic debate in Africa. Senegal is, consequently, concerned by this debate. This country has known economic and financial imbalance since the end of the seventies with the existence of financial and poverty traps. In spite of the implemented reforms, Senegal is confronted even today with a large economic, financial and social crisis. This crisis appears through the study of its diets (regimes) of growth and the meso-economic analysis of its growth which is also influenced by informal factors (mailmen) among which there is a role of Mourides and that of the human resources. While watching the secularism of the State, the example of Mourides deserves to be followed because this monastic community impacts positively on the development of Senegal. As for the human resources, it dismisses the question of emigration as well as that of the adaptation of the educational system to the real needs of the economy

Full textWomen's microcredit associations allow Senegalese women to support each other while investing in the microfinance sector. Formal and informal savings and credit systems ensure the families survival and the purchase of goods. These, as well as the flow of cash, are proofs of economic success and a source of prestige in Senegal. Solidarity strategies, along with social and economic networking practices originate from key community leaders (both founders and leaders) with the help of technical and financial partners. The state and associated NGOs provide the biggest part of the financial and technical support. The partnerhip fits into a general fight against poverty where women are understood as resources and profitable investments. However one could argue that associated partners often benefit more from the fight against poverty- and the development of microcredit- than Senegalese women themselves. Using a specific case study, the thesis examines the microcredit practices of Senegalese women involved in the associative sector; the power dynamics behind associations of people and, finally, the objectives of each participant (NGOs, state and women’s associations)

The NIS notion is usually used in order to valorize an network of institutions whose activities initiate and diffuse new technologies. But this large and flexible notion is not only connected to the development of new technologies but has another theoretical foundation: learning economy, and other pertinent theoretical base. Consequently, in the light of sub-Saharan learning societies, the SNI must be built on new basis, among which the present triptych : learning culture, learning opportunities, and economic through learning. In order to avoid inconsistent terminology, it bears the National System of Building Competence's appellation (NSBC). The systemic competence building is made up of use of learning and learning diffusion in the context of a long lasting economic development. In an empirical sense, its consists of six variables : learning efforts, learning culture, guarantee of learning efforts, linkages of learning, local reinvention of knowledge, social and politic development. . In Senegal considered as a LDC since 2000, the NSBC is present but compromised by large intrinsic difficulties. Its NSCC is ambivalent because although identified, learning efforts are limited by poor learning opportunities and thin economic development perspectives

Full textFor many African nations, up to 50% of the investment budget is essentially provided by foreign aid, and mainly concerns bilateral and multilateral cooperation. In that type of situation, it appears that the diplomatic action is considered as the main axis for the mobilization of resources for African countries. The concept of “diplomacy of development” which is increasingly used as a vital thread for the materialization of foreign policy from most African countries illustrates this observation. For the poor countries choosing that development diplomacy, the issue here is to gather all the existing opportunities on the international scene to meet the challenges to fight poverty. In this new diplomatic scheme, communication now becomes a key stake. In a framework where the “diplomatic battle” has become a “trademark” battle and messages to reach and mobilize the required external resources to fight against poverty and increase development, communication, through its role of promotion, advocacy, negotiation and lobbying, is one of these essential components and one of the major organizational and operational poles of diplomacy. Full textSince the decline of water resources in the 1970s, the middle Senegal river valley is a space dealing with many socio-environmental changes. Public policies have controlled the river with two dams, Manantali and Diama, and made the valley the preferred location for the development of irrigated agriculture for the national supply of rice. Faced to this situation, the floodplains wetlands, characterized by a flood/recession rythm, are forgotten by development policies. The objective of the thesis is to understand how these flood recession lands fit into socio-environmental changes, and finally to define their current roles for local populations into the reorganization of the middle Senegal river valley.The work is based on a study of the socio-ecological system of the floodplain of the middle valley. The methodology thus has several components. A hydrological analysis and a mapping of the dynamics of the flooded areas by remote sensing, showed the importance of the management choices of the Manantali dam in the allocation of water for the flood in the valley. Socio-economic surveys, carried out in four village terroirs and using semi-structured interviews, highlighted the integration of flood-recession related activities into household strategies, and define the economic, food supply and ecological functions between the different agro-ecological units of the floodplain. Finally, factors holding flood-recession related activities have been identified at household level, such as the diversity of ecosystem services, the heritage value of these areas and the integration of households in irrigation

Full textThis thesis focuses on the economic, social, environmental changes sparked by extractive factories in their home territories at Senegal. Our hypothesis assumes that neoliberal reforms noted in the mining sector in Africa since the 1980s tend to favor the constrcution of extractive enclaves that maintain weak ties with the economy at the local level. Yet, the mining projects arouse expectations of development of local residents. Indeed, the inclusion methods of mining are characterized on the one hand, by irreversible impacts on the environment and on the people (the expropriation of local ressources polution, population displacement). On the other hand, the iimpacts induced by mining resulting in various forms of collective and individual compensation from the mining companies. To analyse these contradictory impacts of extractive activities we chose a comparative approach based on two exploitations of different types (gold and phosphate) and located in different areas (west and south-east), opposed by deep economic, social and demographic inequalities. The analysis of local changes related to the exploitation of gold and phosphate is based on field date collected through qualitative surveys conducted in the villages affected by mining activities and key concepts (local arena, mining frontier, mining enclave, Archipelago) This thesis is thus structured into three parts. The first part describes the development challenges associated with extractive companies in the area of investigation. The second focuses on the local implications of mining activities in terms of competition for the appropriation of resources. The third part deals with the power relationships between the various stakeholders in the mining sector at the local level in the decentralization context. Our research hascovered the Delta and the lower Valley of the Senegal River (the region of Saint Louis ofSenegal). The study of societies (CSS, SOCAS, GDS) located in this area has highlightedcertain strategic places: The Delta and the lower Valley (production area), the region ofDakar and the international market as supplying and marketing area. These societiescontribute very little to the development of the Delta and of the lower Valley. Among thefactors that account for the limited impact of these agricultural industries one can mention theparamount role played by Dakar to the detriment of Saint Louis, the inconsistencies of landand regional development policy as well as the regional an intercontinental context(competition, smuggling). This investigation has also revealed that the appropriation of landsparticularly causes time conflicting relations between agricultural societies and the localpopulations, hence the necessity for these companies to adopt the social responsibility ofcompany’s policy and to reform the land policy. The local councillors should also considertaking into account the agricultural companies in their local and regional development plan

Full textThis thesis presents an analysis of the energy poverty in Senegal, from a political economy point of view. Our research aims at analyzing this phenomenon by looking at the energy consumption (effective demand) in relation with energy needs (social demand). The institutional theoretical framework of this thesis allows us to identify and articulate these two aspects: In the first instance, with the help of the Convention Economics we will show that the social demand for energy may be analyzed with the help of an energy services convention. This convention supports the state’s course of action in the energy sector. We study the dynamics of this convention through a historical analysis of the public policies for more than a century. In the second instance, we will use the Sen capabilities approach and “sustainable rural livelihood” in order to contemplate the social demand with two case studies in rural areas. The empirical work involves studying points of vulnerability and the energetic circumstances of households, thanks to fieldwork led in the groundnut basin and in the Niayes zone. We will show two main results: First, we demonstrate that the rural populations are the most affected by the energy poverty in Senegal as they are not involved in the political process formulating the social demand. Second, we show that the process of energy access starts with a degradation of the energy natural resources, leading to an institutionalisation of the scarcity and ultimately leading to an expansion of market relations

No country is completely protected against this curse. The international organizations discover that this problem is not solved. Even if we can notice an improvement of life conditions in Northern countries, the Southern societies suffer from poverty becoming more and more worrying. Our work treats policies and strategies of fighting against poverty in Senegal. But fighting poverty means being able to define the concept of poverty and to delimit the real causes, as well as formulating the operational strategies of struggle against this plague in its multi dimensions. In this essay we have on the one hand analyzed the globalization of poverty and on the other hand we show that the elimination of poverty in Senegal is for certain a difficult exercise but not an impossible one as miseries and poverty are controllable. So there is no excuse as for the expansion and it is not acceptable to stop acting before having eradicated this curse

Full textThe purpose of this thesis was to estimate and to determine the impacts of the agricultural policies on the cereal supply in the long-run-period by agro-ecological zones. The description of the historical, quantitative and institutional elements caracterized the different agricultural policies since 1960s and segmented the long period into four significative parts. The cereal supply model lead to the construction of the supply function related to the Nerlove model. The originality of this approach consisted of analyzing statistically the cereal supply function, not only as a national supply function, but as the aggregation of regional supply function defined from the agro-climatic parameters to the level of the agro-ecological zones. It permits to conduct a regional analysis to get the supposed impacts of the different agricultural policies and to provide new tools for a possible regionalization of the agricultural policies inside the country, and for a better definition of the orientations of cereal production

This thesis shows how economic sociology can encompass and further conclusions relevant to the migration-development nexus. An economic sociological approach reveals that migrants' financial remittances perform a transnational relational work (Zelizer 2005) crtical to the maintenance of reciprocal exchanges across continents. Bringing together studies of economic and social remittances, this project shed light on the mechanisms through which migrants' transfers occur and affect political institutions in home countries. I combine two transnational datasets collected in France, Senegal, and the United States (in 2011-2012) to propose a structural model an inclusive epistemological framework to account for the channels through which the mobility of real and ideational assets affects sending societies

Full textRadio has been a really important communication medium for African countries. The democratization experienced by the African countries helped to liberalize the media landscape. Furthermore, this liberalization helped the development of a specific kind of radio, community radios, that have ability of giving a voice to the voiceless. Beside the insufficient integration of women in the community radios, this study shows that this new communication tool has a relative importance on women’s economic and civil rights. The study shows what these impacts are, as well as their limits, and the place of governmental and non-governmental institutions in the development of this medium.

Full textIl is time, after 50 years of independence, to shed light on Senegalese economic performance by focusing on the GDPgrowth path and the role of stabilization policies. Indeed, the behaviors of the Senegalese economic structures are dependent on the vagaries of the international context. These are hardly controllable by the monetary and budgetary authorities. This thesis has proposed to characterize the cyclical growth and analysis of categories of shocks affecting the economy of Senegal. It has distinguished external shocks from fluctuations induced by the functioning of the economy and assessed the ability of monetary and budgetary instruments to deal with them. Thus, there has been discussion of a glimpse of the use and nature of monetary and budgetary policies implemented according to the types of shocks affecting the economy of Senegal.The results suggest the presence of heightened volatility of the cyclical component and a high frequency of breaks intrend. Senegal is highly affected by shocks that are mainly external with some significant persistence. Even though the GDP persistence has decreased particularly since the devaluation of 1994, some structural reforms are needed in order to reinforce the resilience to shocks and the macroeconomic stabilization. These reforms consist in mitigating deficiencies mainly in the productive sector and in the financial. Similarly, the BCEAO’s monetary policy does not sufficiently stabilize the specific shocks of Senegal while national budgetary policy adjusts to external shocks within avery limited scope. The intensity of these shocks is dependent upon the structure of the economy

Indeed, in Senegal, the communes constitute the basic territorial collectivities. They have legal personality and financial autonomy. They are created by decree, which must be concretely translated into a territorial division. However, the creation of new territories in Senegal is very rarely accompanied by a materialization of their spatial limits. This phenomenon creates a great deal of uncertainty around the boundary and causes various conflicts that hinder the management and development of communities whose physical territory remains more or less poorly known. It is in this context that we are interested in the process of administrative divisions to understand how territorial boundaries are defined and set up ? What roles do they play in the management, ownership, cohesion and development of the territories they contribute to create and of which they constitute a determining component ? What is the real existence of these territories ? What do they represent for the actors? It is to these concerns that this thesis has tried to answer, through the example of 5 communes in the Saint-Louis region.This research was conducted on the basis of a systemic approach, the conduct of semi-structured interviews and the use of mind maps.
