Full text"Educational Success" is a political device that was set up in 2005. It aims at helping children between two and sixteen years who are labelled as "weak" in the local territories where urban policies are set up. Far from being only a help to the children’s education, it is also a tool of reform. This thesis answers two questions: how does a device that is external to the national system of education reform the politics of education, and what are the implications of the reform it implements. Through a sociology of the instruments of public action, we will present the ambiguities of "Educational Success", its expansion, and its career. We will explain how this tool of reform was established locally and how it evolved according to various elements of context. Educational Success reconfigures educational policies through an approach based on local authorities and associative organisations. This implies changes in the terms of employment of its actors and, namely, a process of making their work "invisible". At the crossroad between public action sociology, sociology of work and sociology of associations, this thesis contributes to the analysis of the New Public Management in the educative field

Full textThis thesis is inspired by the question as to how and in what ways the actors' role playing can explain changes of an educational policy between the national and local level. How does a local educational policy, which refers to a national policy, works? How should we define the actors' role and role playing? The objective is to identify and understand better the behaviour of the actors in the implementation of an educational policy at a local level. In order to place the research in a theoretical framework, 1 have first of all proceeded to a literature review relating to public policies (Meny & Thoenig, 1989) and their evaluation (CSE,1996 ;Shadish, Cook & Leviton,1991; Figari, 1994); educational policies and their evaluation (Dutercq, 2000, Van Zanten, 2004); and the sociology of organizations (Crozier & Friedberg, 1977). The methodology consists of a semi-directive interview guide intended for headmasters of technical education secondary schools; and a questionnaire for teachers of those schools. The statistical analysis of data collected from the questionnaire has been useful for the analysis of frequencies and the crossing of most representative variables of the phenomenon studied. Occurrence frequencies of terms related to the national educational policy obtained from the comments of headmasters have revealed that actors on the field are rarely associated to the development of the national educational policy. Results have also highlighted their active involvement in the updating of curriculum in schools. This research has shown that the curriculum reform is needed to reduce the gap between the classroom and the global socio¬economic context as well as the professionalisation of teachers in technical and vocational education

Full textThis work deals with the analysis of targeted public policies in education. It studies their norms, the definition of inequality behind them, and then the processes of appropriation of these policies by actors from different levels of education the system. It proposes a diachronic analysis of the evolution of targeted education policies (PEP) in Argentina, from the Social Plan in the 90’s to the Integral Program for Educational Equality (PIIE). It also offers a synchronic comparison of the implementation of the PIIE at different levels of the Argentinian education system (national, provincial and school level).Behind the philosophical principles of Jacques Rancière, the PIIE opposes to the logic of compensation and treatment of social issues through school. It proposes to refocus school work on the educational aspects and to reaffirm the equal ability of all to learn. Through a qualitative survey in three Argentinian provinces, we study the unequal capacities of actors to take ownership of the policy. We then study educational initiatives designed and implemented by schools. Even if the principles of Argentinean targeted education policies seem to diverge from international tendencies of the "neo-liberal turn", the actions seem to converge with those of the "Northern countries" (more expressive pedagogies, less visible and more psychologizing of the educational difficulties). The point that brings together in practice opposing principles, "neoliberal" or "emancipatory", turns out to be the fact to not take into account the material conditions as determinants of thinking and learning activities

Full textThis research develops a complex view about the Vocational – Technical Education in Chile, from an approach that overcomes the technocratic analysis which dominates until now, questioning her from notions like social imaginary of Corneluis Castoriadis and discourse of Michel Foucault. This way of analysis pretends to open the discussion about the social and subjectives forms which are sustained across the educational politic of Vocational – Technical Education, and also the social imaginary that institutionalize her. For this goal, it develops a methodology that includes semi constructured interviews to subjects related with the Vocational – Technical and Humanistic Education and the analysis of historic and actual documents about the Vocational – Technical Education. The thesis shows that it is not the economic-functional vision which sustains the Vocational – Technical Education, like the educational politic trays to show her-self, but rather a neoliberal knowledge that configures certain administration strategies of the subjectivation forms of young people from vulnerable populations. They emerges inside the discourse and the social imaginary like subjects marked by the lack. They are the Others of the education towards whom goes Other educational politic
La presente investigación busca desarrollar una mirada compleja respecto de la Enseñanza Media Técnico- Profesional (EMTP) en nuestro país, desde un enfoque que supera el análisis tecnocrático que ha primado hasta ahora, interrogándola desde las nociones de imaginario social de Cornelius Castoriadis y de discurso de Michel Foucault. Con este abordaje se pretende abrir la discusión, tanto en torno a las formas sociales y subjetivas que se sustentan a través de la política educativa de EMTP, como del imaginario social que la instituye. Para dicho fin, se desarrolla una metodología que incluye la realización de entrevistas semiestructuradas a sujetos relacionados con la modalidad EMTP y EMCH, y el análisis de documentos históricos y actuales referentes a EMTP. La tesis da cuenta que no es una visión económico-funcional la que sostiene a la EMTP, tal como la política educativa intenta mostrarse a sí misma, sino más bien, un saber neoliberal que configura ciertas estrategias de administración de las formas de subjetivación de los jóvenes de sectores populares, quienes emergen dentro del discurso y del imaginario social como sujetos marcados por la carencia. Este trabajo pretende analizar el cambio institucional operado en los gobiernos locales en materia educativa. Los gobiernos locales han mostrado una capacidad creciente de participar en la prestación de políticas educativas, y han evolucionado institucionalmente para poder hacerlo. El trabajo demuestra que el proceso de institucionalización de las capacidades educativas de los municipios se ha realizado básicamente a partir de la firma de instrumentos colaborativos. Los datos obtenidos del vaciado de 6323 convenios catalanes y 200 Contrats Éducatifs Locaux franceses, permiten estudiar las relaciones intergubernamentales que se generan entre gobiernos locales y sus respectivos centros políticos en un entorno multinivel. El análisis se basa en los municipios catalanes y toma también como referente el caso francés. La hipótesis principal de este trabajo es que en materia educativa el cambio se puede explicar en función el grado de intensidad relacional con el “centro político”. El trabajo muestra que en un marco institucional tan complejo como el educativo los convenios también reflejan las jerarquías y características propias del diseño del conjunto del sistema. Así, los gobiernos locales no consiguen evolucionar y cambiar institucionalmente de forma autónoma, sino condicionados por su relación con el centro político. El sistema de interdependencias generado le permite al centro mantener la configuración de los servicios que se implementan a nivel local, el diseño general de la política, y los criterios de la distribución de recursos. En definitiva, el sistema de relaciones intergubernamentales permite a los centros políticos respectivos dirigir el proceso de capacitación educativa municipal, porque le permite modular la intensidad de las relaciones con los municipios. El trabajo presenta un análisis empírico basado en tres bases de datos creadas específicamente para este trabajo, y que permiten aplicar técnicas de análisis cuantitativo en la construcción de un índice de capacidad institucional y ponen a prueba las principales hipótesis del trabajo Así, las dos grandes conclusiones del trabajo son que: el cambio institucional de los gobiernos locales en materia educativa se dirige desde el centro político, descartando la autonomía municipal (1), y que se produce fundamentalmente mediante el establecimiento de interdependencias institucionales (2). En definitiva, para comprender el proceso de institucionalización de los gobiernos locales en educación, no sólo es necesaria una visión bottom-up, sino que también es fundamental entender el proceso como fruto de unas todavía poderosas relaciones de poder verticales

Full textEducational television programs, aimed at adults with average or below average levels of education, and produced by an agency of the French ministry of national education, were transmitted between 1964 and 1985 by national television channels. Initially, the broadcasts took a direct teaching approach, used various production styles planned to be attractive, and were accompanied by printed materials. The experiment was relatively successful. Later, government indifference and the lack of concern for the use of media in adult education by the responsible ministry allowed the television channels to marginalize these broadcasts. There was also a shift in the content and style of the programs due to the 1971 continuing education law, to the influence of ideologies associated with the events of May 1968, and to the attraction towards a "communication style" of television. The broadcasts now sought either to encourage viewers to enroll in education and training activities organized by other institutions, or to sensitize the "public at large" to social and cultural issues. This approach was less effective. The project failed to create a clearly identifiable role for itself nor did it contribute to a structured distance teaching system leading to qualifications ; after some years of steady decline, it was finally abandonned. There is still a real need for adult educational television in France to day but, for it to be effective, a strong government commitment, prior, detailed definition of target-groups

Full textThe question of the status of the sciences of education is dealt with the notion of paradigm (t. Kuhn). We form the theory that the espistemology of the sciences of education is still nowadays imprisoned in a paradigm, the school paradigm, education itself being also + imprisoned in the school form ; (g. Vincent). Starting with a typology of the speeches about school, the school paradigm is considered from weber's analysis of the process of rationalization. But weber's and habermas's views suggest another interpretation of reason giving a new outlook on a theory of rationality, altogether single and plural, beyond the supremacy of instrumental reason. Another organization of the speeches about education is then outlined. It is established from the distinction habermas makes between the interests of knowledge and the principle of their respective subordinations: you can't explain without understanding ; you can't understand without judging. Elements of a theory of educative and pedagogic action are then developed according to an architectonic integrating in turn : in an analytic-phenomena logic stage, knowledge organized by technical interest (the actual sciences of education or + the sciences of the educative act itself ;) ; then, in a hermeneutic-dialectic stage, knowledge organized by practical interest (the official speech about school basing its legitimacy on the republican tradition whose interpretation has become conflictual); eventually, in a critical-utopian stage, knowledge organized by emancipatory interest (the pedagogical speech then resuming its traditional dimension of political speech)

Full textThis study reveals the strong potential of the EU’s intervention to deal with the current international challenges and it aims to recognize a shared competence of the EU in the field of education. Based on multiple foundations, the EU’s external education measures are substantially more important than they may appear. The EU’s external education policy is, at the same time, mainstreamed by its cross-disciplinary nature, and integrative by its contribution to the deepening of the European project. The EU’s external education policy is not confined to sporadic measures and was based from the outset on the use of the flexibility clause and connectivity of the EU’s areas of expertise. It is built on holistic concepts and coherent goals pursued within the framework of external long-term strategies, which implied the EU’s enhanced competence in the field of education, beyond that of support established in the Treaty. The progressive extension of the EU’s scope of competence in the field of education is closely linked with the higher added value of the EU in the management of a knowledge-based economy’s impact on education services and its effective contribution to international measures in the field of education for all. This research aims to gather and analyse legal, technical, socio-political and financial elements, which offer conclusive evidence of the existence of the EU’s external education policy and present its main features. It is hoped this will lead to an adjustment of the EU’s competences and powers, so as to take into account the development of institutional practice that cannot be overlooked for the sake of legal certainty, transparency and effectiveness of EUlaw

Full textThis thesis shows that educative digital resources, in the heart of numerous views are becoming a political and social evidence. A supposedly neutral and non political image is being drawn around these resources, which disqualifies, a priori, any critical attempts. This phenomenon comes from the unthought-of. Its consequence is the drift of the political prerogative of the State toward actors who hold the keys of the financing and/or the functioning of digital resources. The epistemological position chosen - a semio-political reading - falls within complexity. The perspective is the encounter of the semiotic of the written work on screens and the symptoms of the unthought-of. These semiotic deciphering shows : pregnance in the views expressed, technological evidence and trust in a context of rationalisation in the educative system. The research carried out reveals a drift of the plural political prerogative: the dispelling frontiers of the actors of Education’s own skills, the territorialisation of the national educative policy, the scattering of responsibilities concerning the management of personal data of School users, the role close to being those of prescribers of some international organisations in the matter of educative policy

Full textThe Cameroonian educational system, to a point in its history, decided to enroll Information and Communication Technology(ICT). It means to take into account an innovation or practices that are often already quite widespread in society. It was introduced to meet the needs that seem to be his. But for teachers to integrate these technologies into their practices, they need to have a clear perception of their roles. How to establish the preconditions that support the operation of the system as a whole? How can these actors acquire the skills necessary to implement new practices? In a historical and sociological perspective, we obtained results indicating that ICT in education in Cameroon have had three main periods: before 1990, after 1990 and the 2000s. From our concern for public policy, we concluded that the structures of ICT policy makers had multiple visions of ICTs but little action followed. It was also noted that there were few ways for those managers. There was always the central role of cooperation with the North in the integration of ICT. For teachers and learners, they have mostly poor practices of ICT, related to models dominated by computer literacy. There were some models of ICT integration in education especially visible in distance education. Now it seems worthwhile to further research to analyze the role of different types of partnerships, particularly in the context of the Francophonie of equipment and functioning of schools

Full textThe educational policy of Grenoble Alpes Metropole (France) mainly deals with ‘educational achievement’ of the children living on the underprivileged areas. The thesis analyses the construction of this policy, by observing and questioning how people who set it up daily think and act. At first sight, we can see a supremacy of work procedures and policy instruments and a lack of political sense.From an immersion in the metropolis institution and an inductive methodology, Manon Pesle figures out how the educational action is based on an administrative perspective. This perspective is carried out by street level bureaucrats as elected members in order to make the metropolitan administration and its instruments more efficient. The analysis shows how the objective of efficiency is spread by the metropolitan institution, through two ideologies : one based on the individual and the other one on technique. Both of them drive all the practices and rules in the administration, but also the educational relationship with parents and children in the metropolitan programs of ‘educational achievement’. In one hand, individuals, as street level bureaucrats or underprivileged parents are asked to be responsible for their own situation. In the other hand, they must be competent and productive. These standpoints, carried out by policy instruments are not formulated and criticized by bureaucrats, elected members and social workers, as these ideologies structure their way of seeing their work and are embodied in the institutional rules. Finally, the educational issue, seen only as a technical question is not turn into a political question by the metropolitan political leaders.This thesis shows a metropolitan educational policy which is lacking, not political speeches or representation, but a same global way of seeing education mastered and assumed by all the metropolitan actors

Full textSchool discourse is at the centre of this Phd dissertation. Traditionally, greek schools promote the greek – Christian discourse throughout the content of school textbooks treating the religious phenomenon. This fact is what brings us in mind the structure of the greek identity, to the forming of which orthodoxy indisputably plays a major role. In the year 2003 the Greek state accepts a European financial help in order to refresh the school textbooks. However, this specific help comes with the obligation to respect not only the european financial rules, but the priorities in certain subjects as they are set by the european policies as well. One of these priorities is the construction of the European citizenship in a more solid way. Furthermore, it reconsiders its practices and sets the goals concerning the building of the European citizen. Our research aims at a pluralistic study of the greek textbooks which form the religious phenomenon in the primary education. Towards this direction the object of our study is the evolution of the religious education which is included in the school program of the Education of Democratic Citizenchip. One last thing that is promoted by the European institutions targets at the transition from the representative to the participatory citizenship model. These developments result in the construction of the school discourse and in the effective treatment of the religious phenomenon. The research is carried out by the means of the analysis of the content of school textbooks, combined with the interviews of the actors (authors, evaluators, responsibles of application of education policy).The data analysis brings into light that the changes to which school discourse is submitted, forced by the European checks, do not bring about changes to its orientation. It is a matter of transformation in order to live up to the change of example. School discourse which is promoted by the school textbooks is a product of the European and greek educational policies

Full textThe present work concerns the ideological effects and pedagogical consequences of the educational policy of the town council of Recife (Brazil), during the "popular government" of Jarbas Vasconcelos (1986 1988), and more precisely of the project "ciclo de alfabetizacao". Developed from a completely "political" perspective, and inspired by Antonio Gramsci's ideas, the "ciclo de alfabetizacao" attempted to found a new educational practice, supposedly "liberating", with the aim of "building a future popular hegemony". We chose the discipline of social studies (axis of the project) to analyze the various representations developed by the educators (consultants, teachers and teaching supervisors) about two notions which were considered "fundamental" by the leaders of the project : "citizenship" and "social transformation". Semi-structured questionnaires and in situ observation of the educators' work revealed which was our initial hypothesis: "hyperpolitization" of pedagogy is not a sufficient quarantee for obtaining more significant educational results

Full textLes enjeux de l'éducation pour tous (EPT) en Afrique et particulièrement de la scolarisation primaire universelle mettent l'accent sur la question enseignante. La nécessité d'un recrutement massif d'enseignants d'ici 2015 soulève des questions épineuses sur le plan de la soutenabilité financière, avec les enjeux sociopolitiques qui y sont liés, mais aussi sur le profil de ces nouveaux enseignants. De ce point de vue, la mobilisation d'un certain nombre de travaux montre une relative convergence des résultats. Il ressort une influence modeste des caractéristiques de l'enseignant comme sa formation, son ancienneté ou encore son statut. Ce dernier fait l'objet de débats houleux en Afrique francophone où le recrutement d'enseignants contractuels s'est intensifié au cours des dernières années. Les résultats des travaux empiriques, notamment ceux menés par le PASEC à l'école primaire, ne confirment pas les accusations de dégradation de la qualité de l'éducation dont font l'objet ces nouveaux enseignants. L'analyse réalisée sur le Mali montre même que dans ce cas particulier l'impact est positif. Cependant, il ressort également que le statut ainsi que les autres caractéristiques des enseignants, sans être négligeables, ne sont pas pour autant des déterminants majeurs de la qualité des apprentissages. En revanche, les disparités entre classes expliquent une part importante des différences d'acquisitions scolaires entre les élèves. La littérature sur la question attribue cela à un effet-maître (Bressoux, 2000) qui soulève cependant des réserves. Les analyses menées sur 11 pays africains montrent des valeurs nettement plus élevées de cet effet que dans les pays développés. Les problèmes de mesure suggèrent la prudence dans l'interprétation des résultats. Ils permettent cependant de montrer que les disparités entre classes sont au cœur de la problématique de la qualité des apprentissages et ceci dans un grand nombre de pays africains. Cela souligne l'importance que les systèmes éducatifs doivent accorder à la question de la gestion de la qualité des apprentissages en attachant une attention particulière sur les disparités entre établissements dans la gestion courante. Des indicateurs utiles peuvent être assez facilement mobilisés. Il reste à ce qu'ils soient utilisés dans le cadre d'une gestion qui accordera une priorité aux résultats.

Full textWith the Education Production Function, economists have greatly contributed to the extension of this research field. Methodological issues have particularly rallied researchers' interests on empirical estimations, while academic researches on the renewal of the theoretical framework have remained scarce despite obvious bounds. The challenges of Education For All in Africa stress out the need of a massive recruitment of teachers till 2015 which raises tricky issues as financial sustainability and the profile of these new teachers. According to the analyses, status and other teachers' characteristics have limited effect on pupils' learning achievement. At the opposite, disparities between classes and schools explain a large part of the differences noted in learning achievements between pupils. Full textFor 6 years, Mexico has known an important overthrow in its audiovisual system. The sale of the 152 TV stations of the national network from the public channels 7 and 13, in 28 out of 31 states of the country, has broken the integration and social cohesion links that television had with the population. The cultural penetration power of television is extraordinary and influences the creation and the reinforcement of social values as well as the configuration of behavior examples. And it is this function that you cannot find anymore in the Mexican audiovisual panorama. With the privatization of the cultural and educative public channels, the Mexican television has become a completely private television liable to the market laws, marketing and entertainment. The problem of Mexico is the lack of the state in television administration, which reinforces national and international private television. Even if the national public channel network has been sold, some educative and cultural public stations still exist in some states of the country, like the CORAT (Comisión de radio y televisión de Tabasco) channel 7 (Tabasco state, South-West of the country). The objective of this research is to know if after 15 years of existence, channel 7 is still an educative and cultural channel and if there is still a place for this kind of television in a state and a country where economical and political forces are more important than social needs. The institutional analysis, which consists in the understanding of a social reality, starting from the stakes of forms and forces in which the practices and the statements of the actors intervene, helps in the right comprehension of problems, situations, circumstances, causes and effects surrounding channel 7 in Tabasco. It results in a proposal of political, economical and social strategies, and the reaffirmation that the solution concerning Mexican audiovisual landscape is a regional educative and cultural public television. The method of this research is partly based on 62 interviews of people from different social classes in the state of Tabasco, which is the main resource of this study

Full textThis thesis analyzes the dissemination of training modules on « entrepreneurship » or « entrepreneurial spirit » to the students of the « grandes écoles » and universities in France. Located at the intersection of political science, sociology of education and economic sociology, this research traces the genesis of a public problem, policy-making surrounding it and its translation into a curriculum to produce specific economic behaviors.Based on a field survey combining qualitative methods (interviews, participatory observations, archival research) and quantitative methods (questionnaires), this thesis demonstrates how certain areas of higher education are transformed by the appropriation of this new educational mission, and how the project of entrepreneurship education is in turn transformed by its school and academic formatting. This thesis then highlights that if the various uses of entrepreneurship in higher education have made its acclimatization in this space possible, these uses, however, are never able to radically change the meaning of a project of « education to liberalism » whose semantic framework has crystallized for a long time. Proposing a historical and political sociology of entrepreneurship education, this research intends to renew the knowledge on higher education in two ways : first, it analyzes spaces and actors that are typically/historicallunderstudied ; second, it analyzes two dimensions rarely considered together (university policies and content). However, very few economic studies have been done about it, even if this type of training has been present in French universities for more than ten years. What are the business models of this form of curriculum, how to mesure its efficiency and impacts?Lifting the constraints of time and space, e-learning reexamines the economic approach to education from the points of view of supply, demand or public policies. This work offers a perspective on the main economic issues for universitary graduating e-learning, from these points of view and through an assessment process. The theoretical corpus in economics of education and Amartya Sen’s “capability approach” are used as a reading tool which allows us to highlight one of the major economic issues of e-learning: regional economic development. This educational form allows the reaching of new audiences constrained by geography or employment status. The comparison of two implementations in two different educational policies settings -that of China and France- allows us to report on concrete results and demonstrate the relevance of e-learning in terms of regional development

Full textIn the last four decades, Chile's education system has experienced a deep transformation, a neoliberal revolution. Since the dictatorship (1973-1990), an education market developed in the different levels of education. After the restoration of democracy in 1990 and during the following two decades government, led by a centre-left coalition, the education market was consolidated with an active engagement of the State. This period introduced multiple adjustments to the model, which ultimately developed an education system of hybrid morphology. Education stood out progressively as a major public issue and, in 2011, a social crisis became unavoidable. The questioning of the educational architecture reveals the fissures of the Chilean society concerning the predominance of neoliberal regulations. This event motivated a phase of revision, discussion, and proposition around another form of thinking education. This thesis traces the course of the educational policies implemented since the dictatorial irruption until 2010 when 20 years of democratic recovery under the direction of the same conglomerate, the Concertación, ends. The objective of this study is to understand the evolution of this issue, in the interface between the institutional administration, political parties, and civil society. This overview will allow us to grasp the maze of policy making and to understand how the educational disagreements arise. This analytical perspective consists in a socio-historical reconstruction of the educational policy, which triangulates the analysis of historical texts, legislative texts, and interviews with both political and administrative actors. This analytical lens will enable us to understand how education is the cornerstone of the modernization process in Chile. This is characterized by significant and undeniable advances in development, especially those concerning the educational expansion at all levels. The State is increasingly involved in education, from a role of arbitrator and supervisor of the market functioning, reinforcing and increasing the complexity of the neoliberal structure. Thus, a new order emerges, in which the education becomes a private good under the protection of a generalized competition and a culture of evaluation. This model clashes with society's increasing demands for democratization of education. The education system deploys strategies of individual positioning that legitimize and reinforce the privatization of education, while society denounces the systemic school segregation while, on the other side
Durante las cuatro últimas décadas, Chile ha sido escenario de profundos cambios en su sistema educativo: una revolución neoliberal. Desde el régimen dictatorial (1973-1990), un mercado educativo se desarrolló en los distintos niveles de educación. Luego del retorno de la democracia en 1990, y en el curso de dos decenios de gobiernos dirigidos por una coalición de centro-izquierda, el mercado educativo terminó por consolidarse con el compromiso activo del Estado. Este último, introdujo múltiples ajustes al modelo, que finalmente termina por desarrollar un sistema educativo de morfología híbrida. Luego de ese periodo, y de manera progresiva, la educación va a imponerse como un tema público, y en 2011 la crisis social va a ser ineludible. El cuestionamiento a la arquitectura educativa va a develar las fisuras de la sociedad chilena en cuanto a la preponderancia de las regulaciones neoliberales, dando paso a una fase de revisión, discusión y proposición alrededor de una nueva forma de pensar la educación. Esta tesis describe el recorrido de las políticas educativas adoptadas desde la irrupción dictatorial hasta el año 2010, momento en que terminan 20 años de recuperación democrática bajo la dirección de la coalición Concertación de Partidos por la Democracia. El objetivo de este trabajo es entender la evolución de este proceso, en la interfaz entre la administración institucional, los partidos políticos y la sociedad civil. La visión de conjunto nos permitirá discernir el entramado de las decisiones políticas y entender cómo se construyen las controversias educativas. La perspectiva analítica es una reconstrucción socio-histórica de la política educativa, que triangula el análisis de textos históricos, textos legislativos y entrevista a actores (políticos o administrativos). Este enfoque nos permitirá comprender cómo la educación devino el pilar fundamental del proceso de modernización en Chile, en el que se observan avances significativos e innegables de desarrollo, particularmente en relación a la expansión educativa en todos los niveles. El Estado se involucra cada vez más en la educación, con un rol de árbitro y supervisor del funcionamiento del mercado, reforzando y complejizando la estructura neoliberal. De esta forma, un nuevo orden educativo termina de plasmarse, en el que la educación deviene un bien individual bajo la égida de la competencia generalizada y la cultura de la evaluación. Este modelo termina por chocar con las demandas crecientes de democratización por parte de la población, que denuncia la segregación escolar del sistema, pero que paralelamente actúa con estrategias de posicionamiento individual que legitiman y refuerzan la privatización educativa

Full textHow policy related to the integration of young people within the national education system is conceived and implemented in high schools? Our basic question relative to the integration vocation of the educational system involves facing the problems implied in the social and professional integration of young people. In a synchronic study concerning the notion of integration in the scientific and political community, concepts related to social and professional integration have been identified. In a diachronic study based on a historical approach of school missions, the role of the school in the integration process has been restored. These two studies were established that social integration rests on j. Rose's professional transition concept. Integration is considered as a socially modelised process under the influence of the state, schools and their structures. This has been confirmed by an analysis of official texts from 1985 to 1996. Another issue concerns the educational system regarding itself politically as the institutional framework for social integration. Within this framework, institutional, public service, administrative and state policy concepts as well as the school organization are analysed in order to study high schools working as the basic for the implementation of the educative policy. In our study, we have found that schools include two different but complementary reasonings, a national and a local one. Implementing an integration policy regards the field of organizational sociology. To answer the question about the social integration mission that is, whether it is a local adaptation to the state decisions or a local decision, we can say that both national and local propositions or initiatives are closely related

Full textThe contemporary crisis of french school seems to be endless due to its confusion. This research aims at understanding french educative debates in a different light, adopting the theme of liberty better than equality as analytical prism. This leads to analyse two directly political points that education must articulate : the relation between individual and collective level, and between the collective and its own future. Hence an institutionalist point of view, where school institutes the individual and, by the way, is part of a general process of institution of the collective. In this theoretical perspective, the present crisis of french school appears as one moment of a modern structural crisis which questions the principle, the function and the organisation of public mediations. In this view, present educative debates can be classified depending on their attitude towards institution and the way they articulate school and freedom. Four positions are distinguished : a republican institutional project where freedom is created by school, an counter-institutional one pleading for freedom in school, a para-institutional one defending freedom from school and an anti-institutional one affirming freedom against school. Thus republicanism faces a plurivocal liberal pressure. Recent reforms, due to the process of democratisation, quarter school between two main contradictory perspectives, which coexistence explains its present crisis. Insertion gives primacy to the civil society and reduces school to a neutral instrument, when integration pleads for a reform of its organisation but preserves its institutional function and the primacy of political society

With one part, the educational system was found to face different political and ideological problems and with other side, the different communities were searched to assert themselves in a favorable international trade company and hostile to certain practices that reduce threatening to languages, cultures while inducing new social behaviors. To account for its problems, two questions were asked: “How the successive governments have managed the diversity of languages in the educational system? What were their ideologies?” To answer these questions an overview of the linguistic landscape within and outside the educational system, notably under the impetus of the work of the Europe council has been developed. To identify the public opinion, a quantitative study conducted by us focuses on attitudes and the social representations that respondents in multilingualism. The creation of the linguistic evaluation tool (CIEL) not only allows us to determine the linguistic levels of each individual macro competence, in any of the 23 languages officially recognised by Europe, but also in any given employment sector. Full textThis thesis shows how local social and educational policy, deployed at the crossroad of several public sectors (educative, social, health, leisure, ...) and representative of the current trends in social intervention paths (individualisation, activation, contracting, ...) is appropriate, constructed and transformed by actors on the field, as well as in the interaction with users. From the study of the Educational Success operation in Toulouse from 2006 to 2009, this research highlights the different phases that have marked the integration and structuring of this new local social public action. From a critical reception by the local socio-educative professionals to a progressive acceptance and mobilization, our investigations show how local actors contributed to transforming the operation into a "palliative" and presentist policy in answer to the deficiencies and malfunctions of the local Socio-educative system. We then observe a "relative" adherence to this new public policy, in the sense that the reluctances expressed by the actors at the outset do not disappear, but are set aside considering the existing needs and the situations priorities. The actors are not fooled by the attempts to change the system and continue to resist them seeking to manipulate the operation. However, even if the adherence is limited, it could end by gradually opening the path to change under the influence of the a series of operation creation, including the Educational Success operation, which tend to promote a new social paradigm

Full textOur ambition is to bring to light the institutional transformations that derive in Latin America from the implementation of digital inclusion policies. These social and educational programs have taken inspiration from the project of the One Laptop Per Child foundation and they have been instituted in some South-American countries during the last decade. We consider that these public policies present two interesting characteristics. On the one hand, being very costly from a financial perspective, they illustrate the “return of the state” in terms of social investment. On the other hand, because they are logistically complex to run, they can be seen as examples of a new and effective policy-making process. Our main hypothesis is that their successful implementation has been triggered by the capacity of public authorities to innovate in the field of administrative management. The academic interest of our dissertation rests on the concept of Neo-weberian State. It designs a new institutional configuration, which borrows some properties from two administrative paradigms: the bureaucratic model of Weber and the New Public Management. Taking into consideration four digital inclusion policies, we argue that the successful implementation of two of them (the programs Ceibal in Uruguay and Conectar Igualdad in Argentina) can be explained by the use of a neo-weberian form of political and administrative management. In our opinion, although it remains an ideal type, the concept of “Neo-Weberian State” is considerably useful for whoever analyses the transformations of public institutions in Latin America

The interpretation of political organisation is mainly treated through etymology and P. Legendre's work on the study of the dogmatic context of the fiduciary structure of the institutions.This research on Schools is organised in two parts. The first is devoted to the 'small republic Schools' (1870-1970) which were based on the nation as the referent and the second shows, from the crisis in the institutions, the advent of the 'small company Schools' turned to the market. In the second part, the passage from the governmentality to the governance of the 'Education nationale' will be analysed; the analysis of the passage from the rule of law to the rule of norms and standards in a globalised economic context dominated by neoliberalism will use the work of B. Hibou and A. Supiot. The uninstitutionalisation or unfoundation of the institutions heralds the refoundation of Schools and their opening to the market. The teaching profession is weakened by the adoption of administrative policies based on European expertise. The field study carried out between 2014 and 2016 among ten executives in the 'Education nationale' and ten primary schoolteachers analyses how these education professionals experience that change in the mode of governance. The analysis of their views reveals four main positions on the new administrative policies: from denial to opposition to ambivalence and full adherence to the managerial view, the executives in the 'Education nationale' express their refusal to accept the law of the Market, their attempts to conform to it and, finally, their acceptance of it. This research will also deal with the proletarianisation of the teaching profession, the medicalisation of academic failure, the digitisation of 'the Schools of trust' and the imposition of authoritarian views similar to totalitarian views, whose linguistic and discursive 'characteristics', marked today in the professional world, force us to be most vigilant.Keywords:Educational policy - Governmentality - Governance - Management - Discourse analysis - Positioning - Managerial discourse - Proletarianisation

Full textThis thesis, consisting mainly in submitting a corpus of previous works, is made of one “guiding light” volume (119 pages) and four volumes that reproduce (A) books, collective books, articles and contributions to collective works, (B) official reports of “inspection générale” of which the author was main or associated pilot, (C) articles from reviews, (D) lectures and communications, and (E) published interviews.The first part explains from which circumstances a senior civil servant of the Department of Education regularly produced such works since 1985 and how these works step by step got their first consistency. It also tells from which motivations, be they superficial or deeper, the academic legitimization of these works is aimed for in the framework of a PhD. It also questions the grounds of this academic legitimacy, from the ways the objects were built, the kinds of reasoning that are used and the produced results themselves. The second part starts from what in the previous works dealt with the way the French Educational system is ruled, with two subtitles “A Department of ignorance?” and “Disorder in Educational authorities” : it is shown to what extent the notion of “educational system”, made sacred as it is, together with fallacious political positions about evaluation, with the frequent ignorance of international issues in most educational decisions, and with a weak official interest towards knowledge about education, reinforces the central State, as far as Education is concerned, as an actor paradoxically monopolistic, ignorant and powerless.The third part is more specifically dedicated to one aspect of the educational system that is often ignored and taboo, namely curricular policies: the author does not only show that the concept of curriculum itself is not used, but that the disorder that has for long characterized the way the curricula are produced in France, makes up a system together with a disinterest towards what students actually learn, this disinterest being itself part of the selection-oriented French educational tradition. Eventually, it analyses to which extent the introduction of the “common core of competencies to be reached at the end of compulsory education” (“socle commun”) opens the way for the first curricular policy in this country

Full textThe historical studies undertaken on Vichy and the German Military Administration of occupied France give little attention to the French educational system and its actors. Nonetheless, this period has often been presented as a time of major upheavals for the French society, such as Vichy regime’s new project of society that breaks with the Republican tradition of education enhancement and the German occupiers’ policy of ideological control and transformation of France to integrate the country into a Nazified Europe. The (secondary, vocational and higher) education reform and the youth are both recurring topics in the new regime’ speeches. What was exactly the philosophy guiding this reform and how was it turned into an educational policy? What were the system actors’ perceptions, reactions and practices? Is it possible to measure the impact of this policy? What weight should we give to the circumstances of war and occupation that produced this exceptional situation and occasioned the disorganisation of the system? How did the elements of disruption and continuity combine with the pre-war and post-war policies? How was it intended to conciliate the political will with the extreme constraints linked to the war? This is the overall questioning that originated this thesis.In order to identify what happened while staying true to the facts, a region, the Franche- Comté, was selected for study over an extended period from 1938 to 1947. The purpose was to review how the secondary, vocational and higher education schools of Franche-Comté had evolved over a critical time and how, during this changeover period, was initiated a deep transformation of the education system. These institutions faced a double pressure. On one hand, there was the political context (the war, the German Military Administration and the Vichy regime). The proximity of the Nazified Germany with the region turned it into a strategic area within the German expansionary policy. The region was seriously affected by the war. On the other hand, the education and instruction reforms proliferated as of the pre-war era, failing at taking shape within the institutional reality. The Franche-Comté was an important region for the implementation of the education reforms as some schools were appointed pilots as part of the Jean Zay Reform supported by the French Popular Front, and also within the framework of the Langevin-Wallon Plan. This reformation went on way after the liberation of France, carried by the French Resistance’s program and the will to train new elites while introducing an access to education democratization policy.The purpose of this study is thus to comprehend the evolution of the education daily life in Franche-Comté over different periods, while also highlighting the regional specificities with regards to the organisation and management of the schools and the education provided to the pupils and students, in order to measure the impact of the successive policies on the education society

Full textIn a decentralization context trends in external state service - national education were confronted with the ambitions of various local education agents ; these new situations may be the keynote of educational mode and systems change, according to B. Gharlot's analysis in "l'école en mutation" ("the changing school"). Our hypothesis is that this change would be expressed though specific conditions, appropriate to each local ground of educational development. Surveys of the development of partnership were especially concerned, since 1982 with first "zones d'éducation prioritaires" (epa) experiments, then, from 1989, in the context of "zep" revival, with relations between "zep" and "developpement social des quartiers" (urban renewal) proceedings, and finally with educational initiatives in three medium sized cites, Evry, Amiens, Calais. Thanks to there interventions, local communities appear as the backbare of many achievements carried out in two major and correlated fields : youth elected mode of socialization and the planning of a sort of educational geopolitics which over determins then. So, local educational development seems to generate a style of operation contradictory to the logics inherited from territorialized education but related to that of local training areas. However, in spite of the reference to a global management of urban areas ("contrat de ville"), the lack of institutional apparatus in the educational field presently prevents from obtaining a real consistency : processes of local educational development observed in various areas only display the life size emergence of education modes and systems change

Full textHistory and geography have been instituted among secondary school-subjects in order to transmit shared representations about the world and its history, france in particular. French nation finds a source of its unity in them. This "republican model" is nowadays questionned under the pressure of various factors : the constant growth of speeches and texts about the world and its history, the broadening of curiosity and interest, the diversification of our societies, the world-wide spread of information. . . This present analysis deals with: - the functionning conditions of history and geography at secondary school level, relying upon the concepts of school culture and school subject. A disciplinary model could be built interweawing the final objectives, contents and methodology. - the most important official recommendations from the end of last century on, in order to test and foster the above mentionned model, and highlight both continuation and changes. The historical continuation as well as the inventory of the globe are the organnizing principles still, but the mentionned factors cause faltering in it. - the pupils representations about these school subjects. This study relies upon an inquiry i. E. Both a questionnary and talks with french students. In between the memorised contents and their present "job's" constraints, the students look upon school norms with respect, express split up competences and the difficulty they ave giving sense to school history and geography beyond a few conventionnal formulae
