Full textSince 1973, the policy for development of timber economy in cameroon comprises three objectives firstly, the promotion of national companies in forestry, secondly the diversification and reinforcement of administrative and forest valorisation methods and finally an improvment in the timber industry's contribution to the expansion of the national economy. As a direct result of this policy, those responsable for the national economy have by means of multiple financial and fiscal advantages encouraged the development of a national forestry sector, which has been superimposed on a production structure completely dominated by foreign capital and for the most part extrovert. The characteristic dualisme and disarticulation of the timber economy. In cameroon, have largely contributed, to the alteration of results in the timber sector and to the "sylvoindustrial" companies diversion from the objectives specified in the project. Now the future of the timber economy seems blocked by the narrow local market and insufficient infrastructures and financial resources. The revival of foresting activities would require a transformation of disarticulation by means of group production systems, the promotion of units whos size would be relative to the local market and the adjustement of financial and administrative institutions to the problems to timber sector

Full textFor more than a decade, Cameroon involves in its forest policy, the local communities in the conservation and the sustainable management of the national forest resources and the struggle against poverty. If the process of community forest is a source of hope for some, it could create worries to others because of the difficulties linked to its implementation. The general objective of this study was to integrate the local organizations into the evaluation of the impact of community forest management on the living conditions of local communities in Cameroon. Results of previous studies and a survey conducted in the country revealed clues knowledge of the situation. The survey was conducted to understand the difficulties linked with the acquisition of a community forest and the indicators of their impact on the living conditions of the populations. Thirty two farmers’ organizations which owned communities forests, and four resource persons of the Ministry of forest and fauna (MINFOF) were interviewed. Results showed that, the duration needed to acquire a community forest is long (4 years) for the majority of the organizations (47 %), and the related costs were high, varying between 10 000 000 fcfa and 19 999 995 fcfa, for 47% of the organizations. NGOs played key role in accompanying the organizations who have an established management comity in the process of community forest acquisition. All the interviewed organizations faced difficulties in elaborating their simple management program (SMP). Seventy five per cent (75 %) of the referees quoted the lack of expertise and financial means as main obstacles in the execution of their SMP. Problems rising within the organization are solved by the communities themselves, while those opposing the organizations and external entities are solved through an established authority. A major observation of our study is that, all the organizations agree with the ministerial decision to limit the exploitation of community forest to an artisanal one. Our study reveals also that, SMP has effects on the living conditions of the local communities. But, subsequent studies are necessary to investigate the ecological impact of community forest in Cameroon.

Full textThe involvement of rural people in forest management is determinant in sustainable management of forests. These people are relying on forest products, especially Non timber forest products they have been collecting for centuries. A good understanding of the valuing conditions of these products is essential in the Congo Basin. The implication of the private sector in adding value to NTFP is another challenge that will be analyzed in my thesis. By giving more attention to NTFP we create the conditions of equity in forest management. Overall the work attached to this thesis is important for sustainable forest management in Cameroon. Many articles, books and book chapters were published on the issue and number of presentations has been given during international conferences related to forests

Full textRedd+ scheme is based on the idea to reduce deforestation through financial compensation originating from the carbon markets. It has entailed numerous readiness initiatives, renewing the international forest agenda. This thesis combines social studies of sciences and anthropology of development to address the dynamics that underpin this diplomatic success. A genealogical approach to the structuration of forest as a global problem describes the political and technical roots of the current institutional landscape and of the framing that the Redd+ scheme promotes. A multisite study then analyses present-day stakes in relation with transnational networks of expertise and metrologies, material devices, administrative standards, social technologies and discursive registers they rely on. Forest carbon quantifying practices in French Guiana are investigated to highlight the complex material, social and political links existing between the scientific research and international cooperation issues. Cameroon's intricate process to access World Bank funding emphasizes the discrepancy between the rhetoric of innovation promoting Redd+ and the constraints and incentives that make diverse actors engage with this scheme. Eventually, we show how knowledge practices are embedded in political issues pertaining to development, while also depoliticising those issues. More than an innovative tool to fight deforestation and climate change, Redd+ can be seen as a promise, the success of which relies on its capacity to renew the global development apparatus, while entrenching the green economy as the main political project to reconcile development and environment

Full textThe relationship between the International Forests Regime (IFR) and Forest-Related Policies (FRPs) is a frequently studied issue in forest management, but the lack of rigorous research on the subject has given rise to a number of erroneous assumptions about the influence of one on the other. This study looks at this question by focusing on 12 case-studies in 3 countries (Brazil, Cameroon and Indonesia) from a public policy perspective. An overview of the IFR shows its plurality and fragmentary character. It is composed of both formal elements (negotiations and the few agreements that have been reached) and informal elements (namely forest management principles). As for Brazilian, Cameroonian and Indonesian FRPs, they have all evolved considerably over the past four decades but change varies according to the case-study, period covered and the sector. In order to shed light on the mechanisms that underlie these variations in change, a new theoretical tool is established to account for the evolution of policies studied and is based on a new concept, that of network projections. These may be defined as the perception that actors have of policy networks that surround them as they see them or wish to see them. This approach not only allows us to explain changes observed, but also show (i) that the role of the national sphere remains the main source of change in FRPs, and (ii) that within the IFR it is informal components (i. E. , forest management principles) that have most influenced FRPs
