Full textThe Ivorian forest is facing advanced degradation. To preserve it, Côte d’Ivoire has drafted Law No. 65 - 425 dated 20 december 1965 on the Forest Code and its implementing regulations. But first legal instrument of protection was not as effective as expected. Indeed, sectoral scope , forest law can govern the entire forest area. Other sectoral legalization as the 1965 Law on hunting, the Water Code, the 1998 Law on rural land law will step in to fill the legislative gap in the forestry code. The result is a law on the forest and its uncoordinated and non-integrated resources, the consequences are obvious risks of overlapping jurisdiction, sources of conflict and blocking and duplication. To ensure appropriate legal framework for the protection of the Ivorian forest, this legal integration must take into account all socio-political and economic dimensions of forests, ensuring the participation of all stakeholders, allow the integration of text content and require a cooperation of management structures

Full textOver the past thirty years, urban expansion stands like one of the most spectacular phenomenons among the transformations which have strongly affected forestry site. What is striking in the region studied, is the rapid multiplication of the number of towns leading to an urban network of higher density. Moreover, there has also been an extraordinary increase in population in those towns, resulting from a rather strong migratory activity, which was quickly relayed by an ever increasing birthrate. Practically, this dramatic population increase has resulted in a considerable urban sprawl. The small and medium-sized towns of the forest zone could not cope with the sudden growth. The increase of population has proved to be faster than the development of economic urban structures. As a result, this divergent trend led to the increase in the number of small marginal activities, close enough to precariousness. Consequently, this gave birth to and ensured the success of the informal sector as a response to structural job problems. The towns of the forest zone are mainly service centers. Those services originally bring about priority netwoks of connection and dependence around the towns. However, in a small range, the towns only have an administrative influence. Even in this position, they are left with little alternative: they merely act like local extentions of a power strongly centralized in the capital city. Thus, none of the towns studied in this volume really plays a leading or tutoring role. Economically, politically and commercially speaking, therefore, the small and medium-sized towns of the forest zone act like a kind of hinterland to Abidjan

There had the period of the ancient traditionnal society where the tax, a sort of title is perceived in aid of a clan which is dominated by the patriarch who has the monopoly of all. The cadets have to work to make the group fonctionnad which is controled by the patriarch, or in aid of a king who domineers over the kingdom as the powerful master, confusing usually his budget with the kingdom one. The system changes from the colonization which completely destroys by fair means the traditional system (tortures, destructions, had labour etc). With the independence, the taxation system changes pratically not, apart some timid, unimportant slight alterations. That will involue a certain heaviness and a mediocre profitability for the taxation ivoirians system. We envisage then another ways and means to bring foreign capital which are necessary for the spreading out of the country. From which the drawing up of attractive measures for the foreign invester. This has given a certain level of development to the economy of the county. To solidify this relatif development, the country opened on the outside in participating to nearly all the economic and international relations. This participation has allowed the access of many ivoirians products to the international market. So, the national economy has won a unegligible profit moreover on the regional level than on the worlwide level

Full textOn the next day of the second world war, the electoral system introduced by france in its colonies of black Africa, leads to the apparition of several political parties in Côte-d’Ivoire. One of them, the P. D. C. I. - R. D. A. , post up an exceptional dynamism. Very quickly, its electoral successes make of him, first a dominant party, afterwards a unique party (the other political formations having been early assimilated) that pre-independence one-party system will attain its period of crystallization in 1960 with the adoption and the practice of a "defensive" electoral system : the ballot of complete national list. If that method of political recruitment has contributed, during two decades, to reinforce the ivoirian regime's political stability, in return, the partisan identification is of it found affacted. So, to stimulate the dozing militantism, the ballot of unique national list is abandoned in 1980 in profit of a new method of selection : the electoral semi-competitive system (competition in the inside of the one-party). Full textEcological cycle of three canopy forming species are described from Ivory Coast. They exemplify three different strategies or groups which encompass most of the largest trees. These are the pioneer or belukar strategy of which Trema guineensis is the type, the large wind-born group with khaya ivorensis as an example and shade forest species group with Turraeanthus africana. The seed ecophysiology is what distinguishes those groups at first step. Seeds of Trema exhibit a photoblastic dormancy and are very long lived. Seeds of Khaya can endure high evaporative conditions and the dry seed stay alive for a rather long time, meanwhile Turraenthus seed is very rapidly destroyed by dessication and cannot stay alive without ongoing germination. All the other traits of these species are linked with seed type, mainly: dispersal, growth rate, longevity, height, etc. All this canopy species highly benefit from high light level and need gaps to reach maturity. That is why gaps are so important for their succession, and their reproduction can be described as triggered by the cover opening. Past story and surrounding vegetation determine available species for regeneration. This floristical potential can be divided into three main classes: vegetative potential, seed bank, and dispersal potential. As a rule of thumb, they exhibit the same order of priority in their expression. Each potential has to exist, resist and be stimulated to get in the run till the opening space is saturated back. Identity between strategies and potentials, to say shade species and vegetative potential, pioneer and seed bank, large wind-born species and dispersal potential is demonstrated and used to predict natural regeneration after different degrees of perturbations. Some examples of application are given and some stumbling points are discussed

Full textRegional development policy in ivory coast. This thesis priamrily analyses the factors responsibles for the interregional inequalitites, secondly, it deals with the policies which attempt to correct them. At the origin of these disparities are the agricultural products for exportation and the relevant intra-structure roads, the trading posts, the factoreries along side the littoral, the military and administrative centres. Further on we consider the sensitive growth of the town of abidjan. Which owing to its port polarise the development of south-eastern region and consequently that of the entire country. Next, we address ourselves to the efforts of restructure as from 1960. This necessitated the integration of the south western forest region by developing the farming of all the industrial and cash crops upon the cretion of a port town : san pedro. In the savana areas where the forest crops cannot be cultivated, cotton cultivation was developed and a few agro sugar complexes were established. The other more effective policies of restructure are underway : the balancing of the different regions by the construction of rural netwrok together with urbanization policies. Apart from abidjan dynamism's the hierarchical evolution of the towns indicate clearly a structuring process around the small and averagely big towns. However, this is more evident in the forest zones than in the savana regions

Full textIn the classified forest of Monogaga, a national natural patrimony of Côte d'Ivoire, the farming practices exert a ceaseless pressure on forest cover. After a period of groping and conflict with the local people (Wanne and Bakwe) who were maintened in the forest after its classification, the official manager, Sodefor, decided to yield a part of the protected area to local human activities by creating agricultural enclaves. To answer the interrogations concerning the transformation of forest cover in these enclaves and in other parts of the Forest, this study had two complementary objectives :1)to describe the current state of the forest cover in the classified forets, which is poorly known on a phytosociological point of view and 2)to compare the respective impacts of the villager's practices and action of Sodefor on the vegetation community composition diversity and endemism level. Our methodology associated an anthropological approach, which investigated the patial organisation of the activities and the representations of the two principal forest actors and a botanical approach based on inventories from plots of 500 m2, observations of the vegetation cover and physiogonomy. .
